Our Chairwoman Janet Uthman declared 2025 as the Year of Small Business, with the Chamber focused even more on helping entrepreneurs and small employers succeed. There is much in store for the Vegas Chamber and our members this year. The Chamber team is excited to bring you another great year of helping you plug into information, resources, and relationship-building to help your business grow and thrive.
We kicked off the year with Preview Las Vegas, a spectacular event on January 16, 2025, at the newly renovated Las Vegas Convention Center South Hall. This year, we called it “PreviewMania,” a tip of our hat to the excitement that World Wrestling Entertainment’s “WrestleMania” is bringing to Las Vegas in April. In fact, our speaker lineup included a conversation with Nick Khan, President of WWE, and Steve Hill, President and CEO of the LVCVA talking about how “WrestleMania” and Las Vegas are a perfect match to elevate the Vegas brand even more and drive new visitors to our city.
We also shared the latest economic outlook for our region from Jeremy Aguero, Applied Analysis principle, to help you strategically guide your business this year. You can check out a summary of Preview and the photo gallery of the event in this month’s issue.
The Nevada Legislature convenes next month, and the Vegas Chamber will be there full time to advocate on your behalf. There are several ways for you to engage with the Chamber to help amplify the Voice of Business during the session. This issue highlights several options for you to get involved.
And coming soon, the Vegas Chamber will launch its Small Business Resource Center. Geared specifically to the needs of small businesses, this new division of the Chamber will provide learning opportunities to help you operate your business, workshops with experts to help you stay ahead of business trends and challenges, and personalized assistance when you need it.

STATE OF THE CHAMBER AND BOARD OF TRUSTEES INSTALLATION LUNCHEON
The Vegas Chamber’s annual State of the Chamber and Board of Trustees Installation Luncheon celebrated a year of extraordinary accomplishments while laying out a robust vision for 2025. Held at Wynn Las Vegas, this premier event convened over 900 attendees, including dignitaries, business leaders, and members from various chambers, to recognize achievements and outline strategic initiatives for the coming year.
Vegas Chamber President and CEO Mary Beth Sewald reflected on 2024 as one of the Chamber’s most successful years. Under the leadership of Chairwoman Betsy Fretwell, the organization achieved milestones that underscored its role as a cornerstone of Nevada’s business ecosystem. Key accomplishments included the following:
• Hosting the largest-ever Washington, D.C. Fly-in, with over 300 business and community leaders advocating for Nevada on Capitol Hill.
• Launching the EDGE Program, which supported
over 100 women and minority-owned businesses.
• Introducing the JobX workforce development platform, funded by a grant from Clark County, to connect students and under-skilled workers with career pathways.
• Achieving a 97.4% success rate in state legislative endorsements during the 2024 election cycle, solidifying the Chamber’s reputation as a political force.
Fretwell emphasized the collective effort behind these successes: “The Chamber didn’t just endorse candidates; we actively participated in grassroots campaigns, helping to move the needle in tight races.”
Collaboration remained central to the Chamber’s mission in 2024. Partnerships with the Henderson, Latin, and Asian Chambers of Commerce strengthened the region’s business community.

of these alliances: “Our shared efforts highlight the strength of our collaborations and partnerships.”
The Chamber also prioritized advocacy by engaging in the Nevada State Legislature and launching initiatives to support small businesses. For example, partnerships with the Small Business Development Center (SBDC), UNLV, and Workforce Connections provided members with tools to thrive.
The luncheon featured the annual Chamber Awards, recognizing individuals and organizations that played pivotal roles in the Chamber’s success. Awardees included:
Larry Singer: Inducted as an Emeritus Trustee for his longstanding contributions.
Paul Anderson and Boyd Gaming: Honored as Member of the Year for their unwavering collaboration.
Southwest Airlines: Named Partner of the Year, with Regional Community Outreach Manager
Lillian Santos Stables.Chris Wilcox of Eide Bailly: Recognized for exemplary service as a trustee.
Mayor Carolyn Goodman: Presented with the Southern Nevada Business Champion Award for her transformative leadership in economic development.
Outgoing Chairwoman Betsy Fretwell highlighted the Chamber’s growth and influence during her tenure, including welcoming 600 new members, hosting the most successful Preview Las Vegas at the Fontainebleau, and securing a future home at the Carolyn G. Goodman Plaza. In her address, she praised the Chamber’s ability to unite Nevada’s business community, stating, “The Chamber helps small businesses achieve collectively what they cannot afford to do on their own.” Fretwell passed the torch to incoming Chairwoman Janet Uthman of Cox Communications. In her inaugural remarks, Uthman declared 2025 the “Year of Small Business,” pledging to elevate resources and advocacy for entrepreneurs. She also emphasized
the Chamber’s role in supporting members through legislative advocacy and workforce development.
Looking ahead, the Vegas Chamber aims to build on its achievements with initiatives designed to support small businesses and drive economic growth:
Legislative Advocacy: With the Nevada Legislature’s session in 2025, the Chamber will advocate for policies that protect employers, jobs, and the local economy. Chairwoman Uthman stressed the importance of this work, noting that most small businesses lack the resources to engage in policy making independently.
Affordable Benefits for Small Businesses: The
Chamber will continue providing access to affordable health insurance and launch initiatives to comply with Nevada’s new employer-sponsored retirement plan mandate.
Capital Campaign: The Chamber announced a campaign to co-brand its new headquarters at Carolyn G. Goodman Plaza, inviting members to invest in a space designed to foster collaboration and economic development.
Workforce Development: Building on the success of JobX and the EDGE Program, the Chamber will expand efforts to connect workers with career opportunities and support small businesses in navigating economic challenges.
The event concluded with an oath of office for the
2025 Board of Trustees, administered by Mayor Shelley Berkley. Her participation marked a commitment to fostering growth and prosperity in Las Vegas. Berkley expressed enthusiasm for the Chamber’s vision: “The Vegas Chamber is eager to collaborate on initiatives that will strengthen our economy and community.”
Chairwoman Uthman summarized the spirit of the event: “The Vegas Chamber is more than an organization; it is a catalyst for regional growth and a champion for small businesses.”
The State of the Chamber and Board of Trustees Installation Luncheon served as a testament to the Vegas Chamber’s unwavering commitment to its members and the broader

As we begin another new year, business owners are looking to the future and may be considering what it would take to leave their business on a high note. Whether the goal is to eventually sell the business, develop a succession plan, or brainstorm an alternate transition, the key to a successful exit can be much easier if you start with the end in mind. Jill Rowland Lagan has gone above and beyond to help promote Boulder City and its businesses as CEO of the Boulder City Chamber of Commerce.
Her efforts have not gone unnoticed as she and the chamber have won many awards over the years. But one that she was not expecting was to be named this year’s winner of the city’s Bill Andrews Award. HENDERSON EQUALITY CENTER UNVEILS NEW SOLAR ROOFTOP SYSTEM
Thanks to a generous sponsorship from Sol-Up, the Henderson Equality Center is now equipped with a new state-of-the-art 13.65 kWh rooftop solar system, costing the center only $1 per month.
The solar powered system will deliver clean and sustainable energy during the day to power the center’s 5,000-square-foot facility, dramatically reducing its cooling and lighting costs. With these anticipated savings, the nonprofit organization stands to save thousands annually and reduce its carbon footprint, reinforcing its commitment to sustainability.

NEW EMPLOYER RETIREMENT SAVING PLAN MANDATE FOR NEVADANS
This year, Nevada will become the latest state to mandate that most businesses provide a retirement plan for their employees.
SB 305, which was passed in the 2023 legislative session, will become effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in a state-sponsored plan or a chamber of commerce 401K plan :
• Employers with an existing retirement program are exempt.
• Employers with less than five employees are exempt.
• Employers in business for less than 36 months are exempt.
• Employees are automatically enrolled by default at 120 days of employment.
• Employees may elect to opt-out.
Details surrounding the employer penalties have not yet been outlined.
A 401K plan may be appropriate over the State Plan for many businesses, including but not limited to Tax Credits of up to $5,000, higher contribution limits, actively managed investment options, pretax contributions, loan options, and employer contributions.
The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB 305 mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider. JOBX is a website that offers a short career quiz to help users discover jobs that align with their interests and preferences. It helps simplify the job discovery process and connects the community with information about in-demand opportunities via a partnership with EmployNV.
“JobX gives students, job seekers, and those who want to pursue a sustainable career in Southern Nevada a central hub for discovering new opportunities and accessing valuable information across a variety of career fields,” said Mary Beth Sewald, president and CEO of the Vegas Chamber. “Many people struggle with knowing where to begin, and we want JobX to be the go-to tool that helps them navigate their career journey.”
Recent numbers show that Southern Nevada added 41,100 jobs in the past year, reflecting a 3.7% growth rate and driven largely by construction and government sectors. Despite this progress, the region’s unemployment rate remains significantly higher than the national average. Sewald said.
JobX will focus on the 20 most in-demand occupations in Clark County. Roles include software development, teaching assistants, paralegals, plumbers, nurse practitioners as well as others.
“Our job market has shifted significantly since the pandemic,” said Sewald. “JobX is designed to bridge the gap, helping users discover these opportunities and navigate toward careers they might not have known were available and will provide a good income and quality of life.”
The Vegas Chamber developed JobX through a grant from Clark County and it’s already proving to be a great resource for job seekers. The Chamber’s biggest purpose for launching the project is to fill the gap of workers needed for the jobs being created.
“We’re trying to help them go from job to career,” Sewald said. “We’re excited about it. It’s been a heavy lift and a lot of work to put it together. But it will all be worth it.”

DESPITE INFLATION CONCERNS, SMALL BUSINESSES REMAIN
OPTIMISTIC
HALF SAY THAT LICENSING, CERTIFICATIONS, AND PERMITS MAKE IT HARDER TO GROW
This quarter, the MetLife & U.S. Chamber of Commerce Small Business Index is 69.1, slightly down from last quarter’s Index Score of 71.2. However, according to the results of the survey (conducted between October 7 – 21), small business owners and decision makers are generally more positive about their business operations and the economy than they were at the end of 2023 (when the Index was 61.3).
Overall, the survey’s findings show that despite continued concerns around inflation, small businesses remain optimistic about future revenue, investment, and hiring. Consistent for the past two years, more than half (55%) of small businesses say inflation is their biggest challenge this quarter. Conversely, seven in ten small businesses (72%) say they expect next year’s revenue to increase, stable for the past two quarters and up significantly from Q4 2023 (65%). Meanwhile, 46% say they plan to increase investment, and 41% say they anticipate increasing staff in the next year. Both of these last measures increased significantly from the start of 2024, but are similar to those recorded last quarter.
Small businesses are also more positive about the national and local economy compared to Q4 2023. More small businesses now say the U.S. economy (32%) and their local economy (38%) are in good health compared to this time last year (25% and 30%, respectively).
When it comes to the issue of regulation, small businesses are slightly more likely than last quarter to report that there is an increase in the time or resources spent fulfilling compliance and regulatory requirements compared to six months ago. Small businesses also feel that complying with regulations is more expensive for them than it is for their larger competitors. About seven in ten (69%) small businesses say that small businesses spend more per employee to comply with regulations than larger competitors.

“You’re going to be that old anyway…”, Dr. Thomas McCaslin
While an accounting student at UNLV, Dr. McCaslin shared these words of wisdom with me on a day I was discussing my hesitancy to enter a certain academic program. As a nontraditional student, I was concerned that I would be “too old” when I was done. These words have echoed in my head and heart every time I feel that familiar sense of hesitancy when faced with something new or challenging.
Q. Can you share an inspiring workplace story?
As a teenage mother (17), making what many would consider questionable decisions, I never expected to be leading and setting an example for others. My oldest son, James, was a turning
point in my life. I wanted to be and do better for him (and the other four children who eventually followed). Through pure grit and perseverance, I went from that 17-year-old West Virginia girl to graduating from the UNLV accounting program as the Undergraduate Accounting Student of the Year, to securing a position with PricewaterhouseCoopers (PwC) to transitioning to HRC, where I eventually was named Managing Principal, to being named a member of the AICPA Not-for-Profit Expert Panel. I am grateful every day for those who saw in me what I did not see, and for supporting me when I needed it most. I live each day striving to be that for others.

The construction sector continues to spearhead growth in the valley, adding 6,300 jobs in October 2024. This growth is driven by high levels of development, with notable under-construction and planned projects with price tags totaling over $32 billion.
In addition, the education and health services , trade, transportation, and utilities sector also experienced growth.
