A WELCOME MESSAGE FROM OUR VEGAS CHAMBER PRESIDENT AND CEO
Last month, the Vegas Chamber brought the voice of Southern Nevada’s business community to the heart of policymaking during our 2025 Legislative Day in Carson City. With more than 155 members in attendance, it marked the largest delegation ever by a trade association in the history of the Nevada State Legislature—a powerful show of unity, purpose, and advocacy. You can read more about that impactful day and the priorities we advanced in this issue.
This month’s cover story explores accountability in Nevada’s education system—asking the important question: Who is responsible for educational outcomes? As part of our legislative theme, “Why Accountability Matters,” we’re emphasizing the need for measurable progress, transparency, and shared responsibility from all stakeholders to prepare students for success. When accountability is clearly defined and upheld, we create stronger outcomes for students, families, and our future workforce.
We also highlight two critical pieces of legislation this session. Assembly Bill 540 addresses the ongoing need for attainable housing for Nevadans. We thank Governor Joe Lombardo for championing this important effort. In addition, Senate Bill 451 recognizes our collective responsibility to ensure public safety is adequately funded—an essential component of healthy, thriving communities.
Looking ahead, we encourage you to stay connected through upcoming events: the A’s Business Power Luncheon on April 30, MAC Night Out on May 7, and our End of Legislative Session Breakfast in June. These are excellent opportunities to engage with leaders and help shape the direction of our state and economy.
Thank you for your membership and involvement. The Vegas Chamber remains committed to advocating for our business community and the issues that matter most to you. Together, we’re building a stronger, more resilient Nevada.
Sincerely,
At Nevada State Bank, our business clients have direct access to our decision makers. Whether you’re looking for financing* to grow your business or insight on streamlining your accounts, we’ll work with you to help you make informed financial decisions about your business. When you bank with us, you’re banking with Nevadans that have the business knowledge and financial resources to help your business thrive – because that’s how banking should be.

ACCOUNTABILITY 101 I
IN NEVADA’S EDUCATION SYSTEM
For this legislative session, the Vegas Chamber’s theme is “WHY ACCOUNTABILITY MATTERS.”
Accountability is a commitment action in response to measurable outcomes. In education, accountability is what ensures we know we are setting up students to graduate from high school prepared for college and career, or if we are leaving them struggling to find their footing. Knowing what goal we aim to achieve and having correlated actions for when we do and don’t meet that target is a concrete, tangible way to ensure our future workforce is prepared to compete in a global economy. It also provides a path forward for future economic fortitude and success for our region.
Accountability depends on more than just good intentions. It requires a steadfast commitment to action against measurable progress, transparency, and responsibility among every single community stakeholder in our education system to accept the actions, even when they are hard. Ensuring that schools, educators, and policymakers uphold these standards isn’t just about numbers; it’s about providing a chance for a bright future for every student in Southern Nevada.
WHO IS RESPONSIBLE FOR EDUCATIONAL OUTCOMES?
The responsibility for the quality of education in Nevada is shared among several stakeholder groups:
• NEVADA DEPARTMENT OF EDUCATION (NDE) – Led by the State Superintendent of Public Instruction, this department oversees K-12 public education, administers funding, and ensures schools comply with state and federal regulations.
• NEVADA STATE BOARD OF EDUCATION – A hybrid of elected and appointed members, this Board establishes policies, approves curriculum frameworks, and makes decisions that impact public education across the state.
• LOCAL SCHOOL DISTRICTS & BOARDS OF TRUSTEES – Each district (e.g., Clark County School District, Washoe County School District) hires and manages superintendents of each district, as well as approves policies, approves the budget, and sets the strategic plan and goals for the District.
• SUPERINTENDENTS – Each District superintendent is responsible for the management of public schools in their County, including hiring staff, managing budgets, and implementing curriculum.
• SCHOOL LEADERS – Principals, directors, and other school leaders are responsible for implementing policies, overseeing school operations, and ensuring student performance and teacher effectiveness.
• TEACHERS, EDUCATORS, AND SCHOOL STAFF – They directly impact student learning through instruction, engagement, classroom management, and student and classroom support.
• LEGISLATURE & GOVERNOR – The Nevada Legislature and the Governor influence education through funding decisions, policy changes, and legislation that affects schools and student outcomes. The Legislature and the Governor both have the power to implement policies that create new guardrails and accountability systems, as well as requirements for communicating and enforcing those systems.
• PARENTS & COMMUNITIES – Parents, family members, and the broader community play a crucial role by advocating for student needs, supporting learning at home, and partnering with schools and staff to ensure their students receive an education that prepares them for college and career.
With different agencies and stakeholders “owning” different scopes of accountability within our education system, it can be difficult to define what exactly accountability means for these groups, as well as who has responsibility for implementation and enforcement.
NEW POLLING FROM NOBLE INSIGHTS INDICATES THAT NEVADANS SEE DIFFERENT STAKEHOLDERS WITH RESPONSIBILITY FOR ENSURING NEVADA KIDS ACCESS HIGH-QUALITY EDUCATION
WHAT DOES ACCOUNTABILITY CURRENTLY LOOK LIKE?
Many efforts have been made to deploy accountability in Nevada. Most of those efforts have been accountability in name only. As a collective, we have struggled to embrace taking action in response to student outcomes. Knowing what goal we aim to achieve and having correlated actions for when those targets are met, or when they fall short, is a key component of an effective accountability system. The State provides information on school performance through the star-rating system, but we have fallen short of using annual data, as well as nationally benchmarked information like the Nation’s Report Card, to make critical choices about what’s working - and what isn’t.
AB 469 from the 2017 legislative session was intended to implement the reorganization of the Clark County School District (CCSD). The law aimed to decentralize the district by shifting decision-making power from the central office to individual schools. This was meant to give principals, teachers, and School Organizational Teams (SOTs) more control over budgeting, staffing, and operations, promoting local accountability and responsiveness to student needs.
Nevada Department of Education: 89%
Legislature: 88%
District
Superintendent: 88%
School Boards: 87%
Governor: 86%
Parents/Parent Groups: 85%
Teachers: 84%
Most recently, in December 2024, the Superintendent of Public Instruction and Governor Joseph Lombardo appointed a compliance monitor for Clark County School District to help the District meet state and federal laws, as well as address budget issues. Still, there is an ongoing concern regarding the lack of clarity on the impact of the bill on student outcomes, and at what point specific accountability measures should be activated.
Governor Lombardo introduced Acing Accountability after the 2023 Legislative Session to align the historic funding increases to K-12 education to the change we should expect to see. Acing Accountability assesses each school district, as well as the State Public Charter School Authority (SPCA), in six key areas that align with proven, evidence-based milestones that indicate the likelihood of career and college preparedness for students:
• To what degree are school districts and the SPCSA effectively implementing reading and mathematics resources?
• To what degree are kindergarten through grade 3 (K-3) students demonstrating progress toward mastery in literacy?
• To what degree are grades 4 through 8 (4-8) students demonstrating growth and proficiency in mathematics?
• To what degree are high school graduates prepared for success in college or a career?
• To what degree do school districts and the SPCSA have the workforce to meet the needs of every student?
• To what degree are school districts and the SPCSA using innovative solutions to meet the unique needs of their students?
Metrics for each area are defined and tracked using the Acing Accountability Dashboard, available on the Nevada Department of Education website at doe.nv.gov.
Recourse for schools and districts with chronic underperformance, however, remains less certain. With historic levels of funding passed during the 2023 Legislative Session and student achievement continuing to lag (and in some instances, worsen), true accountability systems and reforms – policies that hold districts and schools accountable with clearly defined targets and recourse measures –are necessary to ensure that students are obtaining an education that adequately prepares them for the future, and ensures Nevada’s economic fortitude.
We can look to peer states for best practices and lessons learned on implementing strong and effective accountability standards. Several large districts and states have implemented different models:
• Louisiana has implemented a state-run recovery school district, which has the authority to close schools or transform them through significant support structures or by replacing them with a charter school. Through a focus on educator support, literacy, and holding every level of stakeholder accountable for outcomes, Louisiana achieved its highest rankings ever on the most recent Nation’s Report Card, and the Education Recovery Scorecard ranks Louisiana first in the nation for reading and second for math.
• Mississippi and Massachusetts are among several states that have implemented models of state takeovers of low-performing schools and/or districts. With a strong focus on accountability and reading standards, Mississippi is the only state in the U.S. that has seen improvement across all achievement levels in fourth-grade reading over the past decade. Further, Massachusetts’ takeover of the Lawrence Public Schools, one of the most economically disadvantaged communities in the state, included increased school-level autonomy and accountability and created a culture of high expectations.
• Texas’ takeover law permits the state commissioner to temporarily appoint a board of managers to govern a chronically underperforming school district. Houston Independent School District was taken over in 2023, and after its first year, Houston students performed better than
expected, with high academic growth; students attending schools designated for the state’s New Education System for underperforming campuses almost doubled the score of the average district student. The appointed superintendent recently told K-12 Dive that if these results signal the beginning of a positive trend in student achievement, the district could exit state intervention sooner than expected, and transition into an elected board in the next few years.
WHAT’S ON THE TABLELEGISLATIVE PROPOSALS IN EDUCATION
With education again taking a central role in the 2025 legislative session, the Chamber supports multiple avenues to strengthen accountability in our K-12 education systems.
• Voting Rights for Appointed School Board Members - In 2023, the Legislature appointed four Trustees to Clark County School District’s board, each representing one of the four largest municipalities (Clark County, City of Las Vegas, City of Henderson, and City of Henderson). The Chamber is advocating for full voting rights to these appointed board members, as they have brought specialized expertise in finance, education policy, and other relevant fields, leading to more informed decision-making on complex issues like budgeting, facilities management, and student achievement.
Follow the Bill: AB 156
• Strengthening Accountability for Chronically Underperforming Schools and Districts - The accountability systems outlined above present significant opportunities to improve how Nevada responds to underperforming schools and districts. Currently, Nevada lacks a system that enables effective intervention to intervene in chronic underperformance. The Chamber supports efforts to establish systems that deliver targeted support and meaningful recourse to address these challenges, including additional oversight measures for schools and districts.
Follow the Bill: AB 345 Proposals for strengthening accountability are expected soon. Be sure to stay up-to-date on when bills are released.
• Parental Recourse - A February 2025 Noble Insights poll found that 88% of Nevadans (encompassing Democrats, Republicans, and Independents) agree that parents should have recourse if a school is failing to provide a student with a high-quality education. Ensuring there are multiple opportunities to do so, is critical to both ensure that every student
• has an opportunity for a high-quality education and our growing business community can grow with the workforce they need.
Follow the Bill! Proposals for strengthening accountability are expected soon. Be sure to stay up-to-date on when bills are released.
• Ensuring Transparency and Data-Driven Decisionmaking: The Chamber strongly supports measures that promote and enhance transparency, and ensuring decision-making is anchored in good data. In addition to strengthening reporting mechanisms to community stakeholders, the Chamber supports efficiency in reporting processes and entities, as well as robust communications efforts to ensure stakeholders have the appropriate opportunity to act upon the results.
WHAT COMES NEXT?
Every Nevadan has a stake in our education system, from participants in our workforce through tax dollars to parents with school-age children. Ensuring your voice is heard as an education stakeholder through your own perspective and experience is paramount to ensuring policymakers know what’s on the line this legislative session.
• Join the Chamber Advocates program.
• Provide public comment on education bills that matter to you. Your perspective is invaluable, no matter what type of stakeholder you are in our education system.
• Stay up-to-date on how the Chamber has been engaging in education and accountability through the Rundown, in your inbox every Friday through the end of the legislative session.
WHAT THE DATA TELL US…
NAEP SCORES (NATIONAL ASSESSMENT OF EDUCATION PROGRESS): Effective accountability measures at all levels ensures that kids are reaching critical milestones that prepare them for success - in college, in career, and to meet the demands of the workforce. Students are still lagging behind their national peers, with time running out to catch up. Acting now on behalf of students and the future of our state is imperative.
• Fourth graders’ performance improved in math and reading, bringing their scores closer to the national average.
WHY IT MATTERS: Fourth grade provides a key indicator in reading, as most students who are still below grade level in reading at this time tend to never catch up.
• Eighth graders experienced declines, especially in math, where scores dropped to their lowest levels in over 20 years.
WHY IT MATTERS: Eighth-grade math is an indicator of future success, as students who meet these thresholds are more likely to finish high school prepared for college and careers, according to the Opportunity Trust.
• The gap between the highest- and lowest-performing students continues to grow.
WHY IT MATTERS: Nevada is comprised of a diverse cross-section of backgrounds, perspectives, and lived experiences. Ensuring every student has the opportunity to graduate ready for post-secondary success or a career path helps ensure Southern Nevada’s future economic sustainability and success.
Advanced Management Group finds landscape conversions reduce water bills, landscape maintenance costs
With ongoing drought conditions continuing to impact water levels in Lake Mead, the federal government has issued a water shortage declaration on the Colorado River, reducing Southern Nevada’s water supply by 7 billion gallons next year – enough water to serve more than 40,000 households annually.
“Conservation remains key to weathering this historic drought,” said Doug Bennett, Southern Nevada Water Authority conservation manager. “The long-term viability of our community depends not only upon continued conservation, but increased efforts by businesses and residents.”
According to Bennett, the best way for the community to conserve water is to follow the mandatory seasonal watering restrictions, prevent and report water waste, and replace nonfunctional grass with drip-irrigated landscaping.
“Reducing outdoor water use protects our water resources. Despite our efforts, there’s still an enormous amount of nonfunctional grass in this valley,” Bennett said. “The amount of water we’re applying to these decorative turf areas exceeds the shortage we’re facing. The solution to balancing our supply is literally beneath our feet.”
To help property owners convert thirsty grass to a drip-irrigated landscape, the SNWA offers a Water Smart Landscapes rebate of up to $3 per square foot of grass converted.
“We’ve converted grass at numerous multifamily properties and seen the benefits of water-smart landscapes,” said Bret Holmes, president of Advanced Management Group (AMG), a property management company overseeing more than 44 multifamily complexes in the Las Vegas area. “The landscape upgrades lowered the properties’ water bills thanks to much lower water usage. We also were able to reduce landscape maintenance costs.”
AMG is one of the property management teams leading the way when it comes to water conservation. The company sees the benefit to the community and the customers it serves by replacing grass. “It really is better for the environment and the city,” Holmes said, noting that the water and cost savings also are good for the bottom line.
While businesses like AMG help their clients see the economic and environmental benefits of converting grass to a water-smart landscape, many commercial
In 2019, Advanced Management Group converted 3,540 square feet of decorative grass to water-efficient landscaping at the Pecos Professional Park. The project garnered more than $10,000 in cash incentives and saves nearly 195,000 gallons of water a year.
properties have put off making the change despite the generous SNWA cash incentives and positive benefits to the bottom line. Assembly Bill 356, a new law enacted this summer, will help spur the replacement of waterthirsty grass with drip-irrigated landscapes.
The legislation prohibits the use of Colorado River water to irrigate nonfunctional turf at commercial and multifamily properties by the end of 2026. Upgrading decorative grass to water-smart landscaping will help save more than 9.5 billion gallons of water annually –about 10 percent of Southern Nevada’s total annual water supply from the Colorado River.
“Water is the very fuel of our economy and our citizen’s livelihoods. We need business leaders to champion water conservation as a measure of ensuring economic sustainability and quality of life in our community,” Bennett said. He added that SNWA conservation experts offer a consultation service to commercial properties and HOAs looking to save water. Contact one of SNWA’s business experts at cashincentives@snwa.com or call 702-862-3740 to learn more.
LEGISLATIVE DAY 2025 VEGAS CHAMBER
On March 25, 2025, the Vegas Chamber brought the voice of Southern Nevada’s business community to the heart of policy making during our 2025 Legislative Day in Carson City. With nearly 155 Chamber members in attendance, this was the largest delegation ever by a trade association in the history of the Nevada State Legislature —a powerful show of unity and purpose. The day demonstrated that Nevada employers, employees, and small business owners care deeply about the decisions made in the Legislature—and that we are paying attention. Our members engaged in a robust schedule of panel discussions covering healthcare, labor, education, and economic development—issues of critical importance to Nevada’s future. This unprecedented presence of Chamber members made a lasting impression on legislative leaders.
ADVOCACY IN ACTION
Our trip to Carson City provided members the opportunity to learn about the latest developments in the Nevada Legislature, connect with key policymakers, and engage in critical conversations around the future of our state. The Vegas Chamber is proud to represent our members at the Legislature and advocate daily for policies that strengthen our economy, protect jobs, and ensure a strong business environment.
THE POWER OF ACCOUNTABILITY
This year, the Chamber is emphasizing accountability as the cornerstone of our legislative agenda. Accountability matters—to taxpayers who fund the state’s budget, to parents and students who rely on a quality education system, and to small business owners who need fair, practical policies. It is a vital principle that supports effective governance and smart policymaking. This theme was front and center throughout the day’s discussions.
Our President & CEO Mary Beth Sewald was proud to provide opening remarks with our Chairwoman Janet Uthman, reminding attendees that their presence sends a powerful message to elected officials: Nevada’s business community is engaged, unified, and committed to ensuring our state’s future remains bright and resilient. They emphasized that the Chamber’s advocacy is built on accountability, fairness, and practical solutions that benefit all Nevadans.
As Hugh Anderson, Chair of the Government Affairs Committee (GAC), stated: “Take a moment to look around. Together, as employers, employees, and members of the business community, we are here because we understand that the decisions made in this building shape our economy, our workforce, and the future of our state.” Anderson encouraged attendees to ask questions, engage in dialogue, and stay active throughout the session, reinforcing the Chamber’s reputation as a thoughtful, solution-focused advocate in Carson City. It was also a privilege for Chairwoman Janet Uthman, GAC Chair Hugh Anderson, GAC Vice Chair Erin Midby, and Paul Moradkhan to join Governor Joe Lombardo and Southern Nevada leaders for a focused discussion on advancing policies that benefit employers and employees and strengthen Nevada’s economy.
ECONOMIC VISION & WORKFORCE DEVELOPMENT
Among the day’s featured speakers was Tom Burns, Executive Director of the Nevada Governor’s Office of Economic Development, who discussed strategies to diversify Nevada’s economy and build a skilled workforce. His message emphasized the importance of public-private partnerships in driving long-term prosperity. Senator Roberta Lange, Assistant Majority Leader, echoed these themes, focusing on education and collaboration as keys to effective leadership.
NAVIGATING NEVADA’S FUTURE: FINANCIAL STRATEGY, RESILIENCE, AND POLICY INSIGHTS
A highlight of the day was a fireside chat between State Treasurer Zach Conine and Mary Beth Sewald, which offered an in-depth look at the state’s financial outlook, investment strategy, and plans to ensure long-term economic resilience. Treasurer Conine also discussed AB 305 that mandates employers provide their employees with access to a retirement plan. In addition to the Nevada Employees Savings Trust, the Chamber’s 401(k) plan is another great way employers can comply with the mandate. Additional policy discussions included remarks from Senator John Steinbeck,
Assemblymember Toby Yurek, and Senator Angie Taylor, Chair of the Senate Committee on Education. We also discussed Why Accountability Matters.
THE BUSINESS CASE FOR GME
A standout panel discussion during the day explored “The Business Case of Why Graduate Medical Education (GME) is Essential to Nevada’s Healthcare System.” Moderated by Connor Cain, Vice President of Carrera Nevada, the conversation highlighted the urgent need to expand GME programs to meet the demands of our growing population and strengthen the state’s healthcare infrastructure. Panelists included Constance Brooks (UNLV), Dr. Jeff Murawsky (HCA), Todd Sklamberg (Sunrise Hospital), and Jackie Van Blaricum (HCA).
K-12 ACCOUNTABILITY & POLICY
Another key session focused on “A Perspective on K–12 Education and Why Accountability Matters,” reinforcing the Chamber’s 2025 theme. Led by Greta Seidman and Anthony Curry of Opportunity 180, the session emphasized how accountability, transparency, and student outcomes must remain central to public education policy to secure a stronger future workforce. Our audience was very engaged in a back-and-forth Q&A with our panelists focused on the future of our education system and workforce.
FEDERAL FUNDING & STRATEGIC IMPACT
We also featured a session on “Evolving the Federal Funding Landscape and the Impact on Nevada,” introduced by Betsy Fretwell, Interim President & CEO of the Las Vegas Global Economic Alliance, and led by Miles Dickson, CEO of Nevada GrantLab, highlighting how federal resources can be strategically leveraged to support statewide growth and innovation.
Chamber members heard from state leadership, including Senate Majority Leader Nicole Cannizzaro, Assembly Speaker Steve Yeager, and Senate Minority Leader Robin Titus. Their perspectives provided a bipartisan view of legislative priorities and affirmed the importance of business engagement in the policymaking process. Legislative updates continued with remarks from key committee chairs and caucus leaders who addressed commerce, labor, education, and infrastructure. Watch our interviews with Senate Majority Leader Nicole Cannizzaro and Assembly Speaker Steve Yeager on the next episode of Taking Care of Business.
We are especially grateful to our presenting sponsor, Cox Communications, and Chamber Chairwoman Janet Uthman for making Legislative Day possible. DENETTE SUDDETH
REGIONAL PRESIDENT & HEAD OF COMMERCIAL BANKING NEVADA, PNC BANK
Q What services does your organization provide?
PNC Bank is one of the nation’s oldest and largest banks. As a national franchise, PNC has the scale, capabilities, and technology of one of the country’s largest banks and a local communityoriented focus.
Q. Are there any quick tips you can provide to EWC members on banking and the financial world?
It is important to be vigilant about your privacy with all your financial products. Make sure you choose a bank that meets your needs for today and tomorrow.
Q. Can you share an inspiring workplace story?
Very early in my career, I had a manager who cared deeply about me and my success. I had a situation where I was right with my facts, but
not with my approach. She helped me see the importance of being thoughtful with my approach with colleagues, not just the having my facts straight.
Q. Why did you join the EWC, and how has it benefited you?
I was thrilled to join EWC because of the incredible women who are part of it. I have built new relationships and learned so much by being part of EWC.
Q. How can people reach you?

ASSEMBLY
BILL 540
In April, Vegas Chamber President & CEO Mary Beth Sewald testified on Assembly Bill 540 during the Assembly Committee on Commerce and Labor.
The Vegas Chamber supports AB 540 because of the ongoing need to address access to attainable housing for Nevadans. We would like to thank Governor Joe Lombardo for bringing this important legislation forward.
Housing security and attainability are critical to Nevada having a robust and strong economy. The reality is that the existing housing shortage places significant burdens on Nevada’s workers, their families, and our economy.
Economic reports and studies consistently show that housing shortages can negatively impact economic output, personal income, and job creation. According to the U.S. Chamber of Commerce, Nevada’s lack of attainable housing has resulted in:
• $5.5 billion in lost economic output
• $2.7 billion less in personal income
• 37,403 jobs not generated
The policies in AB 540 offer well-balanced solutions to modernize our state’s approach to attainable housing and strengthen our future.
SENATE
BILL 451
Our President & CEO Mary Beth Sewald testified in support of Senate Bill 451 (SB 451) alongside City of Las Vegas Mayor Shelley Berkeley and many other prominent leaders from the Vegas community. The Vegas Chamber supports Senate Bill 451 because we have a collective responsibility to ensure that public safety receives the necessary funding it needs to serve our community. SB 451 is essential to the success and well-being of our community and the Chamber supports extending the funding for over 800 Las Vegas Metropolitan Police Department police officers.
The retention of these positions is critical to our public safety system and services.

SEWALD TALKS LEADERSHIP, MENTORSHIP, AND NEVADA’S 401K MANDATE
On a recent episode of The Middle Ground Radio Show with Tom Letizia, Vegas Chamber President & CEO Mary Beth Sewald sat down for a wide-ranging conversation that blended personal career insight with timely business updates. From her beginnings in broadcasting to her current role leading Nevada’s largest business organization, Sewald shared an inspiring journey shaped by mentorship, strategy, and a commitment to service.
Reflecting on her early days as a television producer, Sewald recounted a pivotal hallway conversation with legendary Nevada broadcaster Jim Rogers. When he asked what she wanted to do “when she grew up,” she confidently answered, “Run one of your TV stations.” Rogers responded with three pieces of advice: leave the newsroom, get an MBA, and learn the business side of operations. She took his words to heart—earning an MBA from UNLV, moving into advertising sales, and ultimately building a career in executive leadership. Along the way, she credits Rogers and longtime mentor Ralph Tadre for helping shape her leadership style.
The conversation also focused on one of the biggest upcoming policy shifts affecting Nevada employers: Senate Bill 305, a new Nevada mandate that requires most businesses to offer retirement savings plans to their employees by July 1, 2025 Sewald clarified on what businesses need to know, and how the Vegas Chamber is helping them prepare. She explained the difference between the state-run Nevada Employee Savings Trust and the Chamber’s exclusive 401(k) plan, which offers greater flexibility, tax advantages, and personalized service—especially for small businesses.
Sewald emphasized that the Chamber is ready to assist every step of the way, offering direct consultations, compliance guidance, and tools through its partnership with Caldera Wealth. The Chamber’s 401(k) program is designed to be affordable, easy to manage, and effective for employers who want to stay ahead of the mandate while providing a valuable benefit to their employees. “Our role is to remove barriers and help businesses focus on growth,” Sewald noted. From navigating legislation to life decisions, Mary Beth Sewald’s leadership style is grounded in clarity, community, and action.
NEW EMPLOYER RETIREMENT PLAN MANDATE FOR NEVADANS
This year, Nevada will become the latest state to mandate that most businesses provide a retirement plan for their employees.
SB 305, which was passed in the 2023 legislative session, will become effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in the state-sponsored Nevada Employee Savings Trust, or a chamber of commerce 401K plan which is available through the Vegas Chamber
EXEMPTIONS:
• Employers with an existing retirement program are exempt.
• Employers with less than five employees are exempt.
• Employers in business for less than 36 months are exempt.
A 401K plan may be preferrable over the State Plan for many businesses, because of the following advantages: tax credits of up to $5,000, higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.
The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB 305 401K mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider. For more information, visit vegaschamber.com/401K or call the Caldera Wealth team at (702) 616-2000.
The Chamber will be keeping members informed as more details regarding this mandate become available.
No more than 100 employees received compensation of $5,000 or more in the preceding year, and the employer didn’t offer a plan covering substantially the same employees during the previous three tax years.
Securities and advisory services are offered through LPL Financial, a Registered Investment Advisor, FINRA/SIPC.
This information was developed as a general educational guide, but it is not intended as authoritative guidance or tax or legal advice. Each plan has unique requirements, and you should consult your administrator, attorney, or tax advisor for guidance on your specific situation. AI-POWERED CYBER THREATS:
THE RISE OF SMARTER, MORE DANGEROUS CYBER SCAMS
Joe just completed wiring $20K after his CEO made an urgent, on-camera Zoom request, asking him to transfer the funds as part of a confidential acquisition. He’s feeling a sense of accomplishment. He’s part of the inside team now.
Joe doesn’t know he’s a victim yet. The voice, face, and mannerisms were identical to his boss. He had some doubts, of course, but his CEO was quick to address them, offering reassuring explanations. Who would question their CEO on a live call, especially when it seems so legitimate? Would your team have done any differently?
Cybercriminals are no longer just relying on old school phishing emails and fake phone calls. With the cost of artificial intelligence (AI) dropping, they’re leveraging it to create hyper-realistic deepfakes. They can replicate real voices, engage in live video calls, and even use “insider” details pulled from stolen emails and social media.
This isn’t science fiction, it’s happening now. As AI becomes more advanced and accessible, these attacks will only become more frequent. They will reach businesses of all sizes, including small businesses that may not be prepared for such sophisticated threats.
ATTACKERS ARE LEVERAGING AI IN THE FOLLOWING WAYS:
• Automated Social Engineering: AI tools obtain personal and corporate data from LinkedIn, Facebook, company websites and sometimes
stolen emails to craft highly personalized attacks.
• Deepfake Voice & Video Calls: Attackers create synthetic voices and video avatars of executives, making real-time calls to manipulate employees. As little as 3 seconds of your voice is needed. Has your team answered any spam calls recently?
• Objection Handling: Imagine a chatbot like ChatGPT, that not only responds intelligently but speaks with a convincing voice and a clear objective. This AI-driven scammer can counter doubts, reassure concerns, and adapt in real time to manipulate its target.
HOW TO DEFEND AGAINST AI CYBER THREATS
• Use Codewords or Internal Verification Steps: Establish a verification protocol that goes beyond just seeing your executives face and voice.
• Train Employees on AI-Based Threats: Educate staff to recognize red flags of deepfake scams.
• Monitor Data Exposure: Be mindful of what executives share online and limit public access to personal details.
AI is revolutionizing productivity, but it’s also empowering attackers. Businesses must adapt, educating employees and implementing smarter defenses to outpace AI-driven threats. Would your employees stand their ground with their boss on a Zoom call? If not, it’s time to rethink your security protocols.

LAS VEGAS SETS THE STAGE FOR WRESTLEMANIA 41
Marquee Event Reinforces Las Vegas as a Category of One
Contributed by the Las Vegas Convention and Visitors Authority
The excitement of WrestleMania is coming to Allegiant Stadium this April. The global fan-favorite event will return to the destination for the first time in more than 30 years, bringing fan festivities, iconic experiences, and community outreach initiatives designed to leave a lasting legacy in Southern Nevada.
“It’s our Super Bowl,” said WWE President Nick Kahn during Preview Mania 2025. “For our Super Bowl, we thought there would be no better place to have it than Las Vegas.”
WWE will activate the entire week leading up to the two-night stadium event with Friday Night Smackdown, Monday Night Raw, and NXT Stand & Deliver all taking place at T-Mobile Arena. WWE superstars and legends will take the stage at the 2025 WWE Hall of Fame ceremony and WWE World, a five-day interactive fanfest, at the Las Vegas Convention Center.
“We are the Sports and Entertainment Capital,” said Steve Hill, president and CEO of the Las Vegas Convention and Visitors Authority (LVCVA). “Organi-
zations like WWE see what Las Vegas brings to their events and they want to be a part of that.”
Las Vegas will no doubt rise to the occasion. Historically, WrestleMania delivers more than $200 million in economic impact for its host cities and the event in Las Vegas is expected to outpace this average. Initial ticket sales for WrestleMania have exceeded what the WWE has seen in the past. WWE has sold more tickets in the first 72 hours for this event in terms of ticket revenue than in the history of WWE for any event, according to Khan. The event will not only draw 180,000 fans who will occupy approximately 144,000 room nights, but it is expected to attract domestic and international visitors during what is typically a slower time in the destination.
According to the LVCVA’s annual Visitor Profile Study, in 2023, six percent of Las Vegas visitors, approximately 2.4 million, came for a sporting event, up from two percent in 2018. On average, sports travelers spend $1,154 more per trip than average leisure visitors. Visitor spending on accommodations, dining, transportation, and retail pump billions of dollars back into our local economy, fueling employment and helping local businesses thrive.

Bark Buster
Lissette’s passion for dogs stems from her early childhood having been raised with multiple dogs ranging from teacup Pomeranians to large German Shepard’s (street rescued dogs to pure breeds). She ended up rescuing dogs from euthanasia by always adopting from local shelters. Her knowledge and understanding of dogs stems from her innate ability to “speak dog” dating back to her early childhood days.
Everyone in the neighborhood would ask Lissette for assistance with any training or behavioral issues since she was so in tune with animals since the age of 5. Lissette went on to build a career in health and wellness as a health coach and personal trainer, aiding people in their need to cure diseases and ailments through proper diet and nutrition. She treats the root of the problem and not the symptom. Her wealth of diet and nutrition knowledge carries over to animals as well since food sources for dogs are as equally poor in nutrients as their human counterparts.
