LETTER FROM THE PRESIDENT

I hope this letter finds you well and your 2025 is off to a fantastic start. Our theme this quarter is Leading with Safety, a principle that must resonate at every level of our swim schools.

Dear Members of the United States Swim School Association,

Safety begins with leadership. As owners and managers, we set the tone, prioritizing policies and procedures that reinforce a culture of safety. It is up to us to ensure that our facilities, training programs, and communication consistently reflect our commitment to safety. By fostering a proactive environment, we empower our teams to not only respond to risks but to anticipate and minimize them.

Deck supervisors play a pivotal role in bridging the policies and practice. They can closely monitor lessons, provide feedback, and reinforce safety protocols. Their leadership contributes towards creating a proactive environment in every swim lesson.

Instructors can uphold safety by ensuring students ask for permission to enter the water, reviewing pool rules with student, counting swimmers, and keeping their eyes on the students at all times. Lifeguards serve as vigilant guardians, being sure to watch every corner of the pool and ready to act quickly!

To support you in Leading with Safety, the USSSA offers two courses in the Learning Plan Catalog: Creating a Culture of Safety and Incorporating Safety into Every Swim Lesson. These resources are available for free in your member account. I encourage each of you to explore these courses, share them with your team, and embrace their principles in your daily operations. There is a very impactful video in Creating a Culture of Safety that I highly recommend you and your team watch.

Leading with safety is a continuous journey. Working together, we can create a safety culture where every decision, action and lesson contribute to safer swimmers and safer water. Thank you for your unwavering dedication to this mission. Here’s to a year of safety in the water!

FROM THE DESK OF THE EXECUTIVE DIRECTOR

As the Executive Director of the United States Swim School Association (USSSA), I am privileged to witness firsthand the commitment our community has to creating a culture of safety in and around the water. Here are some key ways we as an association lead with safety:

1. SETTING STANDARDS FOR SWIM INSTRUCTIONS

The USSSA is committed to defining and maintaining standards for swim instruction that prioritize safety. As a member, you agree to follow our membership standards which sets you apart in your community. I was also recently invited to participate on the Council for the Model Aquatic Health Code ad-hoc committee tasked with developing model guidance for instructional swimming programs, giving members a voice in national best practices.

2. EMPOWERING INSTRUCTORS THROUGH TRAINING AND CERTIFICATION

Qualified, well-trained instructors are the backbone of any safe swim school. The USSSA offers professional development opportunities, including the Certificated Fundamental Swim Instructor (CFSI). We also provide ongoing education on topics such as child development, water safety trends, and inclusive teaching practices.

3. ADVOCATING FOR DROWNING PREVENTION

The USSSA is an active participant in national and international efforts to combat drowning. We partner with a number of organizations to raise awareness and advocate for policies that prioritize water safety. Our association also participates in campaigns like May’s Water Safety Month to educate families and communities on simple, life-saving practices.

4. SHARING RESOURCES AND BEST PRACTICES

Knowledge is power when it comes to preventing accidents. Through webinars, newsletters, and conferences, the USSSA shares the latest best practices on water safety to our members. We also offer marketing toolkits that provide members with easy to distribute social media posts to educate their communities.

5. ENGAGING FAMILIES AS PARTNERS IN SAFETY

Water safety extends beyond the swim lesson. Parents and guardians are vital partners in ensuring children remain safe in and around water. The USSSA provides families with educational resources, such as tips on supervising young swimmers, the importance of barriers like pool fences, and the need for consistent swim instruction. You can access these resources on the Advocacy page of our website.

MOVING FORWARD TOGETHER

As an association, we recognize that safety is not a destination but a journey. It requires vigilance, collaboration, and a steadfast commitment to our mission. By leading with safety, we not only save lives but also build the foundation for a lifelong love of swimming.

ADVOCATING FOR WATER SAFETY: USSSA’S LEGISLATIVE EFFORTS TO EMPOWER SWIM SCHOOLS

The United States Swim School Association (USSSA) has long been a leader in promoting water safety, drowning prevention, and supporting swim school businesses nationwide.

One of the most critical aspects of this mission is our active engagement with legislation that impacts our industry. Through our dedicated Government Relations Committee, we are working tirelessly to advocate for policies that prioritize water safety and protect and empower swim school owners.

COMMITMENT THROUGH THE GOVERNMENT RELATIONS COMMITTEE

The USSSA Government Relations Committee serves as a driving force behind our legislative efforts. It is composed of dedicated members who are passionate about ensuring the voices of swim school owners are heard at both state and national levels. The committee holds discussion calls, bringing together key stakeholders to discuss active bills, develop strategies, and align on messaging. These calls are essential for staying informed and prepared to respond effectively to legislative changes. We are your voice!

KEY STATES LEADING THE WAY

While our efforts span the entire United States, we recognize that some states are currently at the forefront of legislative activity. New York, Texas, and California have seen significant movement in water safety and drowning prevention legislation. These states also serve as key examples of how collective action, combined with strong local engagement, can drive meaningful change. By including swim school owners from these states in our legislative discussions, we ensure our strategies are informed by those directly impacted.

A LANDMARK ACHIEVEMENT: IZZY’S LAW IN GEORGIA

One of the most notable successes of the USSSA Government Relations Committee is our involvement in the passing of Izzy’s Law in Georgia. Named after a young child who tragically drowned, this law sets new standards for water safety and swim instruction. The committee worked closely with a lobbyist to provide critical wording recommendations that shaped the bill’s final version. This victory underscores the importance of collaboration, persistence, and expert input in the legislative process.

Izzy’s Law is a powerful example of what can be achieved when swim school owners, industry leaders, and policymakers come together with a shared goal. It also demonstrates the ripple effect that successful advocacy can have, inspiring other states to pursue similar legislation.

TRACKING ACTIVE LEGISLATION

Currently, the USSSA is tracking several active bills across various states. These bills fall into two main categories: those directly focused on drowning prevention and water safety and those that are reactionary in nature, which may inadvertently pose challenges to swim school businesses. In both cases, the committee is vital in monitoring these developments, analyzing potential impacts, and engaging with lobbyists and legislators to advocate for favorable outcomes.

Legislation around water safety is often well-intentioned but can sometimes include provisions that create unintended burdens for small businesses. We intend to ensure that lawmakers fully understand these nuances and consider the perspectives of swim school owners before passing new laws.

THE IMPORTANCE OF ASSOCIATION INVOLVEMENT AND SUPPORT

While significant progress has been made, the road ahead requires continued effort and commitment from everyone in the swim school community. Legislative advocacy is not an isolated task but a collective endeavor that benefits from widespread involvement and support.

It’s important to understand that while current advocacy efforts may seem concentrated in specific states, the foundation being built today will ultimately spread across the entire country. We’ve already seen evidence of this as lessons learned in one state are applied to others, creating a ripple effect of positive change.

USSSA aims to pioneer legislative advocacy for swim schools, but we cannot do it alone. We need the collective support of our members to amplify our voice and strengthen our impact. Lobbyists are a crucial part of our strategy, serving as the bridge between our community and lawmakers. They bring expertise, credibility, and access to key decision-makers, ensuring our concerns are effectively communicated.

WHAT CAN YOU DO NOW?

One of the most impactful steps you can take is to start building relationships with your local representatives. Reach out to them, introduce yourself, and share your story as a swim school owner. Help them understand the critical role you play in your community as a small business owner and as an advocate for water safety and drowning prevention.

It’s much easier to engage with legislators when a relationship exists than to build one during an urgent situation. Proactive relationship-building lays the groundwork for meaningful conversations when they matter most.

A SHARED RESPONSIBILITY

As a committee, we are committed to continuing this vital work on behalf of all USSSA members. However, advocacy is not a one-way street—it requires active participation, communication, and support from everyone in the association. Contact us, ask questions, and learn how you can contribute to our efforts.

We sincerely hope that no bill negatively impacting your ability to serve your community will ever come knocking on your door. However, if it does, rest assured that the USSSA Government Relations Committee will stand alongside you. But to do this effectively, we need your support today.

Let’s work together to ensure that our industry thrives, our voices are heard, and our children are safer in and around water. Advocacy is a long-term commitment, but we can continue to make a lasting impact with your support.

FACILITY SAFETY STANDARDS FOR LEARN-TO-SWIM PROGRAMS

Did you know that the USSSA Certified Fundamental Swim Instructor Course covers many health and safety topics?

The following are covered in the Student Health and Safety section:

• “Student Health and Safety is Your Responsibility”

• Appropriate use of equipment

• Teething/ear infections/pressure equalizer tubes/communicable diseases

• Recreational water illnesses

• Hypothermia

• Dry drowning

• International Swimming Pool and Spa Code

• Instructor safety orientation

• Teaching student self rescue

• Student safety in the community

• Goggle dependency

In addition, the Instructor Health and Safety section provides tips for self care for instructors including how to maintain your voice.

But wait, in the spirit of an infomercial, that’s not all... In the Swim School Health and Safety section, the following topics are covered:

1. GENERAL SAFETY GUIDELINES

Supervision: Trained water watchers must be on duty at all times when the pool is in use. Instructor-to-student ratios should be maintained at a safe level (Best practice for young or beginner-level swimmers, without a caregiver in the water with them, is an instructor-to-student ratio of 1:4 or fewer and would be no more than 1 instructor to 6 students).

First Aid & Emergency Preparedness: The facility must have a fully stocked first aid kit, AED (Automated External Defibrillator), and clear emergency evacuation procedures. There should be staff onsite trained in CPR, first aid, and emergency response.

Safety Signage: Visible safety signs and pool rules must be placed in and around the pool area per the Model Aquatic Health Code. These should include warnings for deep water, no diving zones (no diving in shallow water), and reminders of safety protocols

Facility Inspections: Regular inspections should be conducted to ensure that all equipment, including pool filters, lane ropes, and pool surfaces, are functioning properly and are free of hazards.

WATER QUALITY AND HYGIENE

Water Testing: Pool water should be tested multiple times per day to ensure proper chlorine and pH levels, according to local health regulations. Documentation of tests should be kept for regulatory compliance.

Sanitation: The pool area should be kept clean and sanitized. Restrooms, changing rooms, and showers must be disinfected regularly. Ensure that soap, disinfectant, and hand sanitizers are available.

Proper Attire: Swimmers must wear suitable swimwear, with accommodations made for religious and cultural preferences.

3. SWIM INSTRUCTION GUIDELINES

Instructors: Instructors receive formal training* that should include first aid, proper supervision during swim lessons, bloodborne pathogens, abuse prevention, emergency action plans, reducing fear & anxiety, child development related to teaching swim, and the importance of a positive learning environment. *Formal learning is learning that is delivered in a systematic intentional way. It’s planned and guided by an instructor/ trainer.

Safety Training: Instructors should participate in regular safety training to review pool rules, emergency procedures, and expectations.

Skill Assessment: All participants should be evaluated on their swimming skills before being placed in the appropriate class level.

Instructor Presence: Instructors must remain in the pool with students during lessons, especially with beginner swimmers or young children.

4.

PARTICIPANT SAFETY

Non-slip Surfaces: Pool decks and adjacent areas must have non-slip surfaces to prevent falls. Staff should ensure that wet areas are mopped and dried promptly.

Access Control: The facility must control access to the pool area. Entry points should be secured when the pool is not in use. Unauthorized persons should not have access to the water.

5. CHILD PROTECTION AND SUPERVISION

Parental Supervision: Parents or guardians should be present or nearby during children’s swim lessons as another layer of protection.

Background Checks: All facility staff over 18, including lifeguards, instructors, and maintenance personnel, must undergo background checks to ensure the safety of minors.

6. EMERGENCY PROCEDURES

Rescue Plan: Lifeguards, water watchers, and staff must be familiar with the rescue plan, which includes designated roles, communication procedures, and coordination with local emergency services.

Incident Reporting: All incidents, including minor injuries and equipment malfunctions, should be documented and reported immediately to facility management for review.

7. EVACUATION PROTOCOLS

Fire Exits: Clearly marked fire exits should be accessible at all times, and evacuation routes must be displayed prominently within the facility.

Fire Drills: Conduct regular fire and emergency drills to ensure staff and participants are familiar with procedures.

COMPLIANCE AND CONTINUOUS IMPROVEMENT

Safety Audits: Conduct regular internal safety audits and reviews to ensure compliance with local health regulations, industry best practices, and this facility’s safety standards.

Staff Training: Ongoing safety and professional development training is mandatory for all facility staff to keep up with the latest safety standards and procedures.

By adhering to these standards, the facility ensures a safe, hygienic, and secure environment for all participants and staff, promoting an enjoyable and risk-reduction swim learning experience.

One part of our mission focuses on families. We teach families to love swimming and to become safer, more comfortable and more responsible around the water by teaching water safety and swimming skills. And while it’s rewarding and fun, it’s also an incredible responsibility.

DROWNING is the leading cause of accidental death in children ages 1 to 5 in the state of Florida. But, research from the National Institute of Health shows that children who participate in formal swimming lessons are 88% less likely to experience a drowning incident.

As we approach the massive milestone of 3 million lessons taught at Ocaquatics Swim School, we take pride in knowing that lives have been saved as a result. Every swim lesson, every high-five, every moment in the pool carries the weight of our purpose.

But our purpose doesn’t stop at the pool edge. The second part of our mission focuses on our team. We are committed to growing our people under a framework of environmental and social responsibility so that we can grow the business in a sustainable way and make a bigger impact in the world.

We try to foster an environment where every team member understands their role in fulfilling this mission. Purpose-driven work fuels resilience. • Innovation: Building indoor swim schools in Miami, where outdoor pools dominate, was a bold choice that addressed weather-related challenges.

• Sustainability: Becoming the first swim school to achieve B Corp certification signaled a commitment to measuring and improving environmental and social impact.

• Employee Ownership: Transitioning to an Employee Ownership Trust (EOT), despite its rarity in the U.S., was an intentional decision to empower employees and ensure long-term sustainability.

UPDATED CPR GUIDELINES FOR DROWNING: KEY TAKEAWAYS

The American Academy of Pediatrics (AAP) and the American Heart Association (AHA) have issued updated guidance on CPR for drowning victims, emphasizing the importance of combining rescue breaths with chest compressions. This new recommendation applies to both untrained bystanders and trained professionals and aims to improve survival rates for those in cardiac arrest following a drowning incident.

THE KEY UPDATES INCLUDE:

1. CPR WITH BREATHS AND CHEST COMPRESSIONS:

Individuals who are pulled from water and are not breathing or conscious should be immediately presumed to be in cardiac arrest. CPR should include both rescue breaths and chest compressions, as studies show this combination improves survival compared to Hands-Only CPR (chest compressions alone).

2. FOCUSING ON BREATHING AND CIRCULATION:

Drowning leads to cardiac arrest due to severe oxygen deprivation. Restoring breathing is critical in addition to restoring circulation. Early, effective CPR is crucial to prevent brain damage and improve outcomes.

3. GUIDANCE FOR RESCUERS:

• Untrained Rescuers: Should begin chest compressions immediately. Rescue breaths are optional but beneficial.

• Trained Rescuers: Should provide full CPR with both breaths and compressions. Use of supplemental oxygen is encouraged if available.

• In-Water Rescue Breathing: Only trained rescuers should attempt rescue breathing in the water to avoid safety risks.

4. USE OF AEDS:

Automated External Defibrillators (AEDs) should be used if available in public aquatic areas like pools or beaches. However, CPR should not be delayed to connect the AED.

5. HOSPITAL TRANSPORT:

Even if the victim seems to recover with CPR, they should be transported to a hospital for further evaluation.

The update also reinforces the “Drowning Chain of Survival,” which includes prevention, early recognition of drowning, and safe rescue. Drowning is highly preventable, and swift recognition and action can significantly improve survival chances.

For swim instructors and swim school owners, the updated CPR guidelines highlight the importance of training staff to perform CPR with both rescue breaths and chest compressions for drowning victims. Ensuring staff are equipped with proper resuscitation skills, including the use of AEDs, is critical for enhancing safety in aquatic environments and improving survival rates in emergencies.

you’re a business owner that’s determined to create a great place to work. If so, you’ve probably already realized that a lot goes into cultivating a positive work environment for your employees, and if you’ve been working towards that goal for a while, you’ve likely seen the benefits that come along with treating your employees well.

When it comes to a positive workplace, how much does company culture matter to employees? And how can you build a great company culture?

We’re going to cover the basics in this article, including what makes up a company culture, why it matters, and steps you can take to strengthen your company culture.

WHAT IS COMPANY CULTURE?

Company culture refers to the behaviors and attitudes of everyone inside a company from leadership to entry level. It’s about the company’s goals and how it reaches them.

The Entrepreneurial Operating System that CareerPlug follows defines company culture as, “The way your people in your company act and how they treat each other. It’s how it feels when anyone interacts with your organization.”

Culture consists of many elements, like:

• How coworkers communicate

• How information is passed down

• The company’s core values

• The company vision

• How decisions are made

• How people are hired and developed DOES COMPANY CULTURE MATTER TO EMPLOYEES?

How much does company culture really matter to employees?

One study from Glassdoor presents some pretty powerful evidence:

• When searching for a new job, 77% of applicants said they would consider a company’s culture before applying.

• 65% of American millennials are more likely to care about work culture over salary.

• 89% of adults polled told researchers that it was important for employers to “have a clear mission and purpose.”

In our recent Toxic Work Environment Report, we asked hundreds of employees about what makes a great and not so great place to work and the changes they’d like to see their employers make.

We found that a whopping 87% of employees have experienced a workplace where a negative atmosphere caused by coworkers, supervisors, and/or the company culture, makes it difficult to work or progress in a job. We also found that 72% of employees have left a job because of a toxic work environment and 51% said they plan on leaving their current job for the same reason.

This suggests that employees really care about company culture and that the work environment can play a big role in employee satisfaction and retention.

HOW TO STRENGTHEN YOUR COMPANY CULTURE

Company culture is fluid, meaning it can change. This is great news if you’re looking to improve your company culture and how your employees feel about it. Let’s go over some steps you can take to build a company culture or strengthen an existing culture.

1. START WITH CORE VALUES.

Do you have clearly defined core values for your business? Do your employees know and relate to them?

Core values are the heart of company culture. CareerPlug Founder and CEO, Clint Smith, says, “Core values are what you, as a company, prize more than any-

thing. They should guide everything that you do. If you are not sure about what direction to head in a tough situation, you should be able to look at your values to determine the right course of action.”

When defining your core values, think about your company’s mission. Gather with your leadership team and think about what you truly value as a company – what’s most important?

It can also be helpful to think about your top performers. What characteristics do they have in common? Think about other employees that weren’t a good fit for the company. Why weren’t they?

List out as many values as you resonate with to start. Narrow them down to four to five values that truly represent your company. Your core values should be a guidepost that helps you make decisions for the business.

2. SHARE YOUR VISION.

An important part of company culture is making sure that everyone in the company is on the same page. This means having a clearly defined vision and sharing that vision with employees often.

Everyone in the company should understand the vision and how they contribute to reaching it. This helps employees feel a more meaningful connection to their work and the company’s culture.

3. HIRE FOR CULTURE FIT.

Hiring plays a big part in company culture. As you bring more people onto your team, it’s important to make sure that they are aligned with your values and vision.

Before beginning the hiring process, consider creating an Ideal Candidate Profile that helps you get clear on the kind of person you need. Go back to your values and your culture drivers. What kind of characteristics does this person need to have to amplify your culture?

While evaluating candidates, always keep your culture (or the culture you’re trying to build) in mind. Evaluate for culture fit by writing interview questions tied to your core values and intentionally sharing your company culture as part of your employer brand

USE ONBOARDING TO MAKE EMPLOYEES FEEL CONNECTED AND CONFIDENT.

Onboarding is a crucial time for new employees. This is the time where you are setting an initial impression and hopefully giving employees the tools they need to feel confident and motivated.

However, onboarding is about much more than handing out uniforms or completing new hire paperwork

Onboarding bridges the gap between your hiring process and your retention strategy and is the time when you can help employees feel connected to their manager, their team, and the company.

Make employees feel welcome. Set up goals for them and clear expectations so they know what success looks like in their role. Organizing your onboarding process, so that you and employees can spend less time on the tedious tasks like filling out paperwork and reading new

hire materials. You can use software like CareerPlug to keep track of paperwork digitally, assign employees personalized tasks, and create an onboarding plan that is efficient and thorough.

5. PRACTICE TRANSPARENCY.

Transparency is an important part of creating a great company culture. Employees want to feel like there aren’t secrets in the business and that they have insight into how big decisions are made.

Practice pay transparency to build company culture. You can do this by:

• Including compensation in your job postings

• Making salary information for all roles visible to all employees

• Outlining a clear process for compensation increases

You might also consider being open about the business’s performance and sharing key company metrics with all employees. Empowering employees with more information helps them to have a greater sense of how their work directly impacts the business. Some benefits of transparency as it relates to company culture are: increased productivity, more trust, better communication, and genuine relationships between coworkers.

6. CHECK IN CONSTANTLY.

Maintaining open lines of communication helps employees feel seen, heard, and understood. The good news is that this is a trend many employers seem to be following.

We found that nearly 76% of employees feel that they are able to voice their needs and concerns at work, and 74% said that their managers are open to receiving feedback and suggestions for how to improve the workplace

Employee contributions are what shape a great company culture, and business owners should be open to hearing and acting on feedback.

In addition to communicating one-on-one with your employees, it can also be helpful to send out employee engagement surveys periodically to get a pulse check on how employees are feeling and if they are aligned with your culture and vision.

7. SHOW EMPLOYEES YOU CARE.

A great company culture is one that makes employees feel valued and appreciated. Practice frequent recognition and give employees a platform for recognizing each other. We do this in our “Shout-outs” Slack channel and in every Friday afternoon company meeting, where employees show gratitude for team members that went above and beyond in living out our values that week.

Small, unexpected perks can also go a long way in showing gratitude. If possible, buy your employees lunch occasionally or sponsor a happy hour or game night. Bonus – these things can bring employees together to socialize, which can strengthen company culture even further.

THE BENEFITS OF A GREAT COMPANY CULTURE

A strong company culture helps employees stay focused on your mission. It brings your team together to achieve a common goal. It can reinforce a strong employer brand and help you make better hires for your team.

Some of the other benefits of a strong company culture include:

• The likelihood of job turnover at an organization with strong company culture is about 14%, vs the probability of job turnover in low company cultures is 48%.

• Happy workers are 12% more productive than the average worker, and unhappy workers are 10% less productive.

• Company culture can boost employee morale, increase productivity, and improve retention.

There are many ways to go about creating and amplifying a company culture, and the steps above are a great first start. Get clear on your values and vision. Find ways to make these prominent parts of your worker’s daily lives, and let them guide your hiring process. Practice transparency and maintain open communication. Be willing to give and receive feedback and act on the suggestions of employees. Show employees that you care about them and recognize their contributions.

Taking the time to strengthen your company culture is a worthwhile investment of your time that will help your business succeed and grow.

As 2024 comes to a close, the US Swim School Association’s 2024 Year in Review highlights an incredible year filled with exciting new initiatives, amazing partnerships, and events that made a big splash in the swim school world. Let’s take a look back at what we accomplished together and how we’re setting the stage for an even brighter 2025

MEMBERSHIP GROWTH: A STRONGER COMMUNITY THAN EVER

USSSA represents over 720 swim schools from the USA and around the world, who teach over 20 million swim lessons per a year. We are a swim school business focused network of decision makers. This group has a loyalty-based relationship culture and sponsorship with us offers exponential sales opportunities. With schools joining from all over the world, our network is stronger and more connected than ever before. We’re thrilled to see so many schools coming together to make a difference in water safety and swim education.

RAISING THE BAR IN WATER SAFETY

USSSA doubled down on our mission of water safety education. Through partnerships with organizations like Water Safety USA and initiatives promoting drowning prevention awareness, we reached thousands of families. Our member schools hosted safety events, swim-a-thons, and workshops to keep communities informed and children safe in the water.

Did you know? Drowning is still one of the leading causes of unintentional death for children. Our efforts this year reaffirmed the critical role swim schools play in saving lives.

TOP EVENTS AND CONFERENCES THAT INSPIRED

2024 was filled with opportunities to learn, connect, and grow, and no event showcased the power of our community more than the Annual USSSA National Conference, held in the exciting city of Las Vegas, NV. Swim school professionals from across the country gathered for cutting-edge sessions, interactive workshops, and invaluable networking opportunities.

Beyond the workshops and keynotes, the event provided time to build relationships, celebrate successes, and connect with peers who share the same mission: to save lives through swim education. From the energy of the sessions to the camaraderie of our USSSA community, the Annual Conference in Las Vegas was truly a highlight of the year.

In addition to the National Conference, the USSSA Regional Workshops proved to be a game-changer for swim schools in 2024. We’ve connected with vendors at the various conferences, allowing us to upgrade the tools we use and sell in our facilities. Welcome back to our “Ask the Expert” feature designed to assist you with issues related to swimming pool water, mechanical equipment, space conditioning, and code compliance. Ask a question, and we will try to answer to the best of our ability.

Yes, the protocols for Fecal Accidents, also known as AFR (Accidental Fecal Releases) or “Code Browns” for short, have not substantially changed in the past 8-10 years. However, it’s always good to review these guidelines to help evaluate your facilities’ compliance. There are also new opportunities that can provide facilities some options for treatment.

The most popular and trusted AFR protocol comes from the CDC (Centers for Disease Control) who had their guidelines promoted in industry magazine articles and newsletters as early as 2002 (https://ceswaterquality. com/wp-content/uploads/2025/01/ athletic-business-CDC-2002-hunsaker. pdf) and published their “Fecal Accident Response Recommendations for Pools” handout in 2008 (https://ceswaterquality. com/wp-content/uploads/2020/03/ CDC-2008-fecal-accident-responseguidelines.pdf). Prior to this exhaustive guideline, which utilizes hyperchlorination (lots of chlorine), there was a lot of confusion as to the best way to handle fecal releases among health departments and operators alike. Previously, some health departments had gone as far as having customers drain and pressure wash pools, empty and replace filter media, etc., so having a (consistent and reasonable) published protocol was a very welcomed change.

The CDC guidelines were updated and re-published in 2016, integrating valuable new research about the oxidation-limiting properties of cyanuric water (stabilizer) in pool water. They mirrored what leading treatment experts already knew… that the presence of stabilizer in the water reduced the kill power of chlorine and correspondingly lowered the ORP (oxidation reduction potential) in pool water. Simply put, stabilizer is a chemical, found in powdered or tablet form, that protects the chlorine molecule from destruction from ultraviolet rays, and the protection of the molecule goes both ways, limiting chlorine “kill power.” Fortunately, indoor swim school pools don’t need to deal with the added complexity of using stabilizer as there is little sunlight on an indoor pool.

How about post fecal accident treatment? The CDC guidelines separate solid (formed) accidents from liquid ones, and prescribe two different treatment paths. (Sorry to talk about poop here.) Formed fecal accidents are easier to deal with, as one must: close the pool, remove fecal matter, raise the chlorine level to 2.0 PPM for 30 minutes, and reopen the pool to bathers. This is a relatively quick and painless process.

Treatment of non-formed (liquid) AFRs is much more complex and demanding. If there is NO stabilizer in the water, one must: close the pool, remove fecal matter, raise the pool to a CT (chlorine concentration X minutes) of 15,300 CT. This is achieved by maintaining 20 PPM of chlorine for 12.75 hours, 10 PPM of chlorine for 25.5 hours, or any combination that give you 15,300 CT. Wow, that’s different, isn’t it.

Non-formed treatment in the presence of stabilizer is even more complex and demanding. If the stabilizer level is <15 PPM, one must: close the pool, remove the fecal matter, raise the chlorine to 20 PPM for 28 hours, or 30 PPM for 18 hours, or any combination that would result in a CT of 33,600. Think that is bad? If the stabilizer level is above 15 PPM, the operator must drain the pool until it reaches a level <15 PPM, and then follow the protocol above. This could potentially take one or more days depending on the facility.

There is however a new option for operators that was recently approved by the EPA – Environmental Protection Agency – the governing body for approving new treatment technologies. This treatment, named Cryptolyte® is a unique multi-oxidizer process that has approval to “control, confirm, and document” treatment of Cryptosporidium in as little as 30 minutes, depending on the facility turnover rates and feeder sizing. This process complies with CDC and Model Aquatic Health Code language, and is in process of getting a thumbs up from various state health codes, although the EPA is the ruling body on these types of systems.

The Cryptolyte® process is precise and somewhat involved, but not too expensive, not overly complicated, and is proven to work. This offers promise for those where fecal accidents are causing a major interruption in their operations.

Compared to some of the others such as water parks and municipal pools, the swim school industry appears to have a more tightly controlled environment with internal protocols, and swim diapers, which would limit AFRs. So, the need for AFR treatment

should be much lower than others…but accidents happen. Once they occur, the operator must make sure to carefully follow the 2016 CDC hyperchlorination process (https://ceswaterquality.com/ wp-content/uploads/2020/03/CDC2016-Guidelines-for-AFR.pdf) described above or investigate other options. This surely points to a great payback for any added expense of limiting AFRs in swim school pools.
