Fall 2025: Budget v Projected New, Continuing & Total Enrollment –Unduplicated Enrollment

At this time: We are calling slightly under budget for Fall 2025; however, there is still room for growth. The app submission deadline is Sept. 15 and deposit deadline is Sept. 19.

Considerations: The Naturopathic Medicine & Chiropractic programs are showing signs of distress in the enrollment funnel and are likely to be under budget for fall.

At this time: We are calling slightly under budget for Fall 2025 at this time; however, the application deadline is Sept. 15, projections could be updated at that time.

Considerations: The Naturopathic Medicine & Chiropractic programs continue showing signs of distress, driven by a significant decline in Canadian apps, perceptions of Portland, and increasing competition among similar institutions. We are leveraging our online programs to support overall revenue & enrollment goals, while pushing on our domestic applicants, implementing “stitch-in” initiatives (see next slide).

• Good performance for summer new enrollment also driven by credit hours helped us perform better than budget on revenue.

• Overall expense management thus far is also contributing to budget favorability at this point.

• Bear in mind, we’re still very early in the year.

Key Metrics: Financial Performance: Balance Sheet as of July 2025

University of Western States

Total Liabilities decreased $3.6M (-9.2%), driven by reductions in both current and noncurrent liabilities; decreased due to payment made on the facilities lease

The asset base shrank modestly, mainly from depreciation impacts, while liabilities dropped significantly, strengthening the balance sheet. Net assets held steady overall, with notable growth in restricted categories offset by a small decline in unrestricted funds.

Did You Know? The Marsh School…

Doctors John E. and Eva Marsh are credited with being the first to establish a chiropractic school in Portland, Ore., known as the Marsh School and Cure. The two had emigrated from Nova Scotia to enroll in a chiropractic program at Brainard College in Minnesota, (also known as Dr. Lynch’s School of the Brainard College) from which they graduated in 1904. According to one historical account, the Brainard School in Minnesota was started by a well-to-do engineer, who was the brother-in-law of Dr. Eva Marsh. That same year, the Marshes moved to Portland, where they opened their chiropractic school at SW 5th and Hall Street. In 1907, the Marshes changed the school’s name to Pacific College of Chiropractic and relocated to the Fliedner Building at SW 10th and Washington Street.
