President’s Message
Year End Thoughts by Chad Jameson
Seasons are changing, and winter will be on us in full force before we know it. I sincerely hope your Thanksgiving was joyful and time shared with family and friends was good for all. On behalf of the TWUA Management Committee and my family, I want to take this opportunity to wish you and yours, a very Merry Christmas and a joyous Happy New Year. For those who will be working or on call for these Holidays, thank you. Without your service life would not be quite so festive. I would also like to ask everyone to remember those serving in the military for our freedoms. And let us not forget our Police, Fire, EMS and emergency providers. Join us in lifting these up in our thoughts and prayers. With our sincere appreciation, we thank you for your trust and confidence in the Management Committee and Central Office staff. The year went by fast for me. With the TWUA Regional Training Events and life in general, seems like we were just finishing up the 99th Annual School, and now the 100th is just around the corner. With the 100 year celebration, I truly hope you will make plans to come to Corpus and help make this a momentous occasion. Wanted to share a recent conversation related to exams and testing. As most of you know, the state has gone to an electronic application process. When the electronic process began and with the state workload, in some cases, it was taking 60 days to process the applications and get the approval confirmed. TCEQ has been tweaking the process and making the application more user-friendly, so now that 60-day window has shrunk to 30 days in most cases. Take home point – if you are thinking about upgrading a license or considering testing at a TWUA Training Event, regardless of the timeline, go ahead and submit the application. I have it on good authority the state is watching applications closely, and processing is becoming more routine and expedited. Yes, the state would like to have extra time to process applications, but if a “deadline” was missed, it does not automatically mean you will not be able to test at a specific event. The electronic application process is here to stay so help spread the work and lets work together and get the exam numbers back to where they used to be. 2018 is going to be an exciting year for TWUA. Beyond turning 100, the association plans to release an update to the Computer Based Training program. The electronic classes will have the option to be “User Paced, ” or the user will have the ability to stop, start, and rewind chapters. The material will be accessible 24 hours a day and 7 days a week, so the training is more adaptable to busy schedules. TWUA will continue to offer live training both in the classroom and at Regional Events, so no changes are anticipated in that area. Association related news, I was informed that the Northwest Texas District (Wichita Falls area) will be turning 80 years old in December of this year. Northwest Texas has the distinction of being the FIRST District formed under the Associations Training Umbrella in 1937. Congratulations, I think this is a tremendous accomplishment, and I want to thank the officers, members, and volunteers who have contributed to make this happen. Thankfully, I will get to be a part of this recognition at Annual School when the District is recognized. Operators and utility staff, thanks for the great job you provide and may 2018 be even more rewarding for you and yours.

ather, we come into your presence seeking your grace and forgiveness. We offer you the glory for all that you do and all that we take for granted. Father, bless as only you can, the people of Texas who were impacted by the Hurricane and flooding. We just ask for comfort, strength, and guidance during this time of recovery and rebuilding. We pray for your grace and ask you to help these people to endure and come out of this Texas strong. Amen As we prepare for this time of Christmas, I look forward to family, friends, and fellowship and I think back on the accomplishments and find the days are coming and leaving quicker and priorities change. I hope that you will join me and remember the reason for this season. Christmas has a different meaning for children, and it gives great pleasure to see the joy and smiles from the gifts that Santa brought. But somehow the birth of Christ has been swallowed up by other traditions and customs. How about let’s join together and put Christ back in Christmas? I am very blessed and humbled by TWUA and by what the Management Committee allows me to write. For those who read the articles, poems, and various things I share in the Journal – thank you for your kindness and feedback. The TWUA Management Committee and Central Office Staff would like to extend our sincere wishes for a joyous Christmas and Happy New Year. For those who will be working to treat water and wastewater, we thank you. At times it is easy to take our freedoms for granted. So during this time of thanks, please join us and pray for our soldiers, police officers, and their families and the sacrifices they make; so that we can enjoy freedoms and life as we know it. As of November 1, 2017 – In West Texas, Lake Ivie is sitting at 20.1 % (- 1.0 %). Lake Spence is sitting at 13.3 (- 0.5 %). Lake Sweetwater is sitting at 20.2 % (- 0.8 %). White River is sitting at 21.5 % (- 1.2 %). Panhandle, Lake Meredith is sitting at 39.0 % (+ 8.2 %) and Greenbelt is at 25.8 % (+ 0.2 %). If you want to get a complete look at lake levels, go to www.waterdatafortexas.org. We have been monitoring the TCEQ Operator Application process, and I must admit the transition from paper has been more painful than I imagined. This electronic process began in Mach of 2017. Testing numbers were down at Annual School, and we imagined that as the year went on, the test application numbers would increase. From all indications, 6 Texas Water Utilities Journal www.twua.org
this is NOT HAPPENING. The West Texas Regional School in Lubbock was going to be my barometer. Last year there were approximately 200 exams administered in Lubbock. 80+ D water. This year at the application deadline, there were 11 applications that were deemed administratively complete and approved. In 2018 should the application numbers remain stagnant and significantly below the historical average, I believe TCEQ will be forced to reevaluate their involvement at the TWUA Regional Training Events. Basically, numbers will drive future participation by TCEQ. Help me understand the problem. What is the biggest struggle and what can we do to assist? Being able to test at the conclusion of a training event has proven popular and beneficial but the state is under scrutiny and must justify their expenditures, so if we as operators want to keep this option at TWUA events – we must get the electronic application filed in the required timeline. 60 Days prior to the event. We are getting closer to our Birthday. March 4, 2018, will be TWUA’s official Birthday. This coincides with Annual School in Corpus. If you have not registered, I encourage you to do so both at the Omni Corpus and with TWUA. Please consider making the trip to Corpus and help TWUA make this a memorable event. 100-Year festivities will begin at 1:00 p.m. at the Omni. Annual School meetings will begin at 5:30 p.m. on Sunday, March 4, 2018. All training classes will begin on Monday, March 5, 2018, at 8:00 a.m. If you have not taken advantage of Raffle Tickets for a new Pickup Truck and Off-Road Vehicle, I encourage you to do so. Tickets will remain on sale until all are sold, BUT there are only 2,000 Pickup tickets and 2,500 ATV Off-Road Vehicle tickets. You can purchase on the TWUA website or call Central Office at 888-367-8982. The story goes something like this In a small farming community, lived a young woman named Ruth, who was a teacher. All her students loved her, and she always looked for new ways to personalize learning and involve all her class. She truly believed that each student was unique and no one delivery method worked effectively in all children. Ruth tried to make learning fun. This young lady was loved by the parents and community as well. She always seemed to have a kind word of encouragement and brought a smile to those she came in contact. As time passed Ruth noticed she was constantly tired, no energy, and throbbing headaches seemed to plague her daily life. Finally, she broke down and went to the doctor, who after the examination, sent Ruth for more extensive testing. December 2017
The results of the tests were devastating. A few weeks later, Sunday came, and after the service, Ruth shook hands with the pastor and asked if he might have time to stop by that afternoon? Ruth indicated she really needed to talk. The pastor responded with “Of course, I will swing by around three if that’s okay?” The pastor arrived on time and was greeted by Ruth. As they sat in the living room facing each other, tears began flowing down her face as Ruth began to relay her medical problems and her prognosis. Pastor John, the medical specialist, has given me three to six months to live. I’m told I have an inoperable brain tumor and Leukemia. Her words were serious, but they had a certain calmness. The pastor began to speak. “I’m so sorry to . . . . “ but before he finished Ruth interrupted. Don’t be sorry. I’ve lived a blessed life. Have a great relationship with the Lord. When the time comes, I will be ready.
At the funeral, most of the small town had come to pay respects. As they passed by the casket at the back of the church, everyone commented how beautiful and peaceful Ruth looked. Most also under their breath asked – what’s up with the fork? During his message, the Pastor told the people of the conversation he had with this young woman shortly before she passed. He also told them about the fork and about what it symbolized to Ruth. He told the people how he could not stop thinking about the fork and told them that hopefully, they would not be able to stop thinking about it either. The Pastor’s eyes welled up with tears of joy as he closed, and he said, this young woman had a better grasp of life and heaven than most, and everyone should find comfort in knowing why Ruth wanted to keep her fork. Remember - we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
Ruth handed Pastor John a nicely written list of things she wanted for her funeral service. I have been giving this a lot of thought, and these are the things that I know I want. Any other items, you can feel free to decide. They discussed Ruth’s favorite hymns, the scripture and message she wanted. Ruth was adamant that she wanted no part of a sad, tear-jerking service. She wanted joyful music and encouraging words. Pastor John, prayed with Ruth and they read from the Bible. Hours passed, and Ruth seemed at peace. Pastor John was about to leave when Ruth took his arm and said – one more thing. When I am buried, I want this bible in one hand, and this sterling silver fork in the other. Pastor John was somewhat surprised and puzzled by the fork request. With a smile Ruth said, Bet you have not had that request before? Ruth stated, over the years she could remember all the wonderful meals and foods she had enjoyed with family and friends. She went on to say, the ones that stand out the most, are the ones that right as the meal was concluding, and the dirty dishes were being collected, someone would say – you might want to keep your fork, a great dessert is one the way. You know Preacher, the good stuff. Cherry Cheese Cake, Coconut Cream Pie, and my personal favorite, Coconut Custard Pie. I’ve come to learn, that when the words “keep your fork” are spoken, that tells me, “the best is yet to come.” The doctors had been somewhat optimistic on Ruth’s timeline. She passed in her sleep a short time later. December 2017

IDENTIFYING GREAT LEADERS: INSPIRATION AND IMPACT Brian Schooley - November 9, 2017 In a foundational leadership course I facilitate, I ask the students who they consider to be a great leader and why. With over 500 students in the past two years, I find in each class the answers are consistently similar. They identify two types of leaders who have either inspired or directly impacted them. The responses also provide some valuable insights for first-line supervisors and managers.
their commitment and passion were the same. They personified confidence, even if presented in different forms.
The first category of leaders are people most of us would recognize. Names like Martin Luther King Jr., Gandhi, John F. Kennedy, General Norman Schwarzkopf, Mother Teresa and many others like them. These are historical figures who have significantly impacted the world. When asked why they chose these particular people, the students typically mention how inspirational these people were. Following are some of the words used to describe these leaders:
But guess what? Most of us aren’t going to be the next Abraham Lincoln or Bill Gates or Colin Powell. Yet, we can still have an incredible impact on those we lead (and serve). Paraphrasing Mother Teresa, We are not all called to do great things, but we can each do small things with great love.

Selfless
•
Passionate
•
Mission-oriented
•
Commitment
Almost unanimously, the common theme amongst those named is their ability to communicate, even though many of them did so in different ways. Even today, who could listen to Martin Luther King Jr.’s “I Have a Dream” speech and not be moved? At the same time, Mother Teresa’s humility and amazing persistence for her mission in India served as powerful communication devices. These leaders also had significantly different missions, but they all embodied the ability to motivate and move masses of people towards various goals. Certainly, the mission and goals of a Gandhi differ a great deal from a General Schwarzkopf. But

Other famous people the students names include innovators like Elon Musk, Steve Jobs and Benjamin Franklin. Their creativity and inventive nature set them apart, and like the names listed before, impacted the world.
That is my segue to the second type of leader my students recognize class after class. They identify first-level supervisors and front-line managers, the people who are impacting their lives on a daily basis. Don’t get me wrong, not all of the students do this, but those who have effective supervisors are more than willing to list their supervisor as a “great leader.” Following are some of the attributes they use to describe these leaders: •

Active listener

Cares about my growth and development
•
Courageous
•
Expertise
•
Integrity
•
Genuine
Who wouldn’t want to work for someone who has even just a fraction of those attributes? When students name their supervisors and list some or all of those attributes, other students chime in how they wish their supervisor was like that. Sadly, many students tell different stories

of supervisors and managers who are uninvolved, hide behind e-mails or are only worried about themselves. The results are lower morale, questions of worth or value to the organization and the desire to move to another location. Bear in mind, this is a voluntary leadership development course, so these students are hungry to do great things and emerge into leadership roles. I get it. We get busy. Most of us are working long hours and there’s an endless supply of items on the daily task list. It can be downright exhausting, and perhaps, makes it difficult to keep our own morale up. Being responsible for someone else just adds to the weight. But interestingly, when you start to do some of the things on that list of attributes, you gain a sense of energy. Developing others generates a sense of buy-in and ownership of the programs and – if done correctly – may allow for some delegation of that mountain of tasks. Sharing expertise makes everyone around you better. Leadership at any level requires a dose of courage and a great deal of investment.
If that’s not happening now, shouldn’t it be? Wouldn’t it be great to have one of my students identify you as a great leader? The implications are rather clear. First-line supervisors and front-line managers truly do have the capability to not only impact their employees but also to inspire them. This isn’t accomplished by great oratory abilities or by moving millions of people towards a goal. Instead, it’s about breathing life into the workforce. It’s about doing the hard work day in and day out to show you care about your people. It’s about putting people in the best position to succeed. That is greatness. EMPLOYER’S CELL PHONE LIABILITY Many drivers have experienced what it is like to be behind someone who is talking on their cell phone. Because the driver is multi-tasking, they have trouble placing a concentrated focus on the actual subject of driving. Their speed can fluctuate, and they may drift into other lanes or make very abrupt stops. In some ways, it can appear as if you are following someone who’s had too much to drink. Sometimes these drivers are the cause of accidents. Business owners are finding themselves in a precarious situation. If their employees who must drive also use a cell phone and that employee is the cause of an accident while talking on their cell phone, it may be the business owner who may be found liable. The Occupational Safety and Health Administration (OSHA) passed along a story in a recent newsletter that documents a true story. The results speak for themselves. Clients anticipated the arrival of Ms. Walker who used her car as a mobile office most days. It didn’t take Ms. Walker long to discover she could get more work accomplished if she used her cell phone while she drove from one client’s location to the next. Walker entered the onramp of the regional Interstate and set her cruise while using the company supplied cell phone to make an appointment with a client. She didn’t notice the traffic snarl until it was too late. Walker hit the vehicle in front of her causing it to overturn. The driver’s arm was lodged between the door and the pavement. In the end, this victim, a single mother of four, lost her arm to amputation.
Case # 2 – An accidental death case resulted in another $16 million settlement against a separate employer. Case # 3 – An attorney using a cell phone while driving struck and killed a 15 year-old girl. The attorney faced felony charges and her firm settled for an undisclosed sum. Case # 4 – An employer settled a case for $20 million where cell phone use by an employee led to an accident. We’ve talked about these collisions in light of using a cell phone provided by an employer, but a similar scenario is true if the employee is using their personal cell phone for business purposes. In other words, it may be fiscally responsible to develop a proactive plan to deal with employees and their use of cell phones for business purposes. The Braun Consulting Group offers two primary motivations that businesses should consider when it comes to cell phone liability: 1. An employee could be injured or killed in an accident in part because of cell phone usage while driving. It is an unsafe activity and increases the risk of injury or death. 2. If the employee is engaged in company business while on the phone and involved in an accident, then the employer may be liable, and face significant financial repercussions.
You can probably tell what direction this story takes next, and you’d be right. The victim sued both Walker and her company due to what she perceived as an unreasonable hazard associated with the cell phone use. Millions of dollars in damages were asked for, and millions of dollars were given to the victim.

You may think this is an isolated case, but employers across the US are finding themselves liable for accidents involved employees who use company-supplied cell phones while driving.
A company policy may limit or even negate your potential liability is such cases. Ignoring this problem could result in the loss of millions in company revenue and potential loss of innocent life.
More and more governing boards, as well as judicial courts, are finding in favor of victims in cases where an employee is using a cell phone for business purposes while driving.
Consider the following. Case # 1 – A jury in Arkansas settled a case involving cell phone use and an employee behind the wheel. The expense to the employer? $16 million. 14 Texas Water Utilities Journal www.twua.org

As Water Utility Professionals, I am sure you have come in contact with some individuals who have shown excellence in the realm of water or wastewater analysis and/or excellence in their contributions to the TWUA and LAS. We are seeking to recognize such individuals for their efforts. Please take a moment to nominate these deserving people for an LAS award! The form has been simplified to make it easier for you to nominate someone without having to take too much time to complete the form. Happy Birthday – Northwest Texas District
Happy Birthday Northwest Texas District I’m sure you have seen the ads and read where TWUA as an association will be turning 100 in March 2018 and we are very proud of that. Equally important, TWUA has a District that has accomplished an amazing feat. They will be the first District in the Association to turn 80. It is my pleasure to be able to share with you - the Northwest Texas District proudly turning 80, in December 2017. Not only is this the First and Oldest District in the TWUA Association, but they have current and active member(s) who have been in the industry and association for 50 years or more. They regularly recognize perfect attendance at their year-end meeting. While that sinks in, think about 80 years ago it was 1937. 50 years ago would have been 1967. The Northwest Texas District was formed in 1937 when TWUA was the Texas Water and Sewage Works Association. In 1936 records indicate there were 3 – “A” Water Operators, 10 – “B” Water Operators, & 155 – “C” Water Operators in the state. In 1937 D. B. Dickson of Wichita Falls, was issued the 12th “A” Water license in the state. A.M. Gus Brenneke was President of the Association. At the time he was the City Engineer for Denison. At the upcoming 100th TWUA Annual School, Northwest Texas District will be recognized. A few things happening in 1937. Franklin Roosevelt was President. In comic books, Batman was introduced. The Hindenburg Disaster happened. The Golden State Bridge was opened. Amelia Earhart disappeared. The Lincoln Tunnel opened in New York. Natural gas explosion in New London Texas School killed 294 students. Byron Nelson wins his 4th Masters Golf Tournament. The first jet engine was tested. The first U.S. Social Security payment was made. SPAM lunchmeat was introduced. Walt Disney released Snow White and Seven Dwarfs. Cy Young was elected to Baseball Hall of Fame. Notable births in 1937 – Colin Powell, Jack Nickleson, Morgan Freeman. Deaths John D. Rockefeller. Some of the cities represented by the Northwest Texas District – Archer City, Holiday, Scotland, Lake Side City, Megargel, Windthorst, Seymore, Jacksboro, Bryson, Wichita Falls, Electra, Iowa Park, Burkburnett, Graham, Olney, & Newcastle. It is the operators such as those in the Northwest Texas District who make TWUA what it is today. The general public will never know or appreciate the countless hours volunteered and time devoted to making sure there is training available, so that experience and knowledge can be shared and trends and updates can be discussed.
