Why Them?
So you survived the wonderfully boring March article and all of the details about what divides the generations. Boomers read it and rolled their eyes at the lazy, flannel and combat boots wearing Gen X guy writing it...but that’s OK because we Gen X folk practically invented the art of not caring what others think. The downside to that is that my fellow Gen X members read it and did not really care. It’s OK, we own that stereotype. Millennials rolled their eyes too but were still curious and read on, being more tolerant of us old people. Gen Z read like the first few sentences and then lost interest but that is OK because they are also the most accepting of everyone, so my ramblings were likely forgiven.
So, we beat the characteristics into the ground last month and now we need to dive right into the WHY of Gen Z and how they are our ideal workforce replacement. Just to state the obvious from the start, they are our ideal generation because of simple math and the lunar cycle. Boomers and Gen X are retiring. The first few years of the Millennial generation are now in their 40’s and planning for their own retirements. It’s nothing but cold hard numbers. The time of Gen Z is here. The world will soon be theirs whether you like it or not.
But why? We covered Gen Z and their relationship to tech last month and ended with a teaser of how Gen Z WANT face to face communications despite their connection to technology. In fact, in numerous studies by both the PEW research Center and the Brookings Institute, it has been revealed that the bulk of Gen Z desire face-to-face communications with their co-workers.
Further details in many of these studies identify some more traits that make Gen Z perfect for our industry. Not only do they have a keen sense about their impact on the environment, but they have a deep need to make an impact on the world, to be a part of something bigger but they very much value their privacy, have an aversion to debt and are the most diverse and accepting generation.
I know that is a ton to dissect but think about it. Many people in our industry serve because of the impact they can make all while staying behind the scenes. I know it is one of my favorite things about being in the water and wastewater world. Some may not know this but I am a police academy graduate as well as a paramedic program graduate, both from the local college. I went on to serve as a volunteer 9-1-1 medic for almost a decade. The feeling of helping people was immense but each time I served a shift on the ambulance, I helped that ONE person on the stretcher. Our law enforcement professionals experience the same, they help that one person at a time. I am not trying to diminish their importance but we in the water and wastewater world help thousands, sometimes millions of people day in and out, behind the scenes. Gen Z truly desires this kind of impact.
I mentioned briefly above and last month the Gen Z desire to avoid debt. They abhor the thought of student loans and debt in general. What does that mean? That Clarence was just looking for an excuse to use the word abhor in a sentence? Well, yes...but also it means we have a workforce that is ideal for a trade that usually requires no college in the first few years of the career, provides paid training for the staff and usually provides them with good benefits. An interesting note, most Gen Z interviewed will tell you that PAY is NOT their primary interest.
I also mentioned earlier about the diversity aspect. While there have been some significant strides in recent years to expand the diversity of our trade, we still have one of the

lowest percentages of women in our workplace compared to others. Gen Z brings us an answer to this in the fact that there is less of a dividing line between the genders when it comes to tech. This is a great positive that has come from their always on environments. In fact, a study by the PEW Research Center titled “Teens, Social Media & Technology” found that while in the early part of the last decade only 26% of girls played video games compared to 56% of boys but fast forward to 2018 and the numbers were 83% and 97%. We can only assume that four years later these numbers have changed again.
My point if you missed it is now that we have moved completely past the industrial age and fully into the technology age, we finally have a generation that is naturally prepared to work in the new technology landscape of our water and wastewater world. There is no longer a gender line unless we impose that line. We have an entire potential workforce that has lived daily with an ioT tech their entire lives. Augmented reality is a daily part of their video games. The characteristics that we need are finally right there and it is up to us to find them and get them into our field...but how?
I know that I sound like a broken record but we get them into our field by FINDING those people that fit these characteristics, we tell them what we do and we bring them to a district meeting. There is no other way. You can not rely on your HR Business Partners to find them. You can’t hope that there is some magical component…YOU must take those extra steps.

Our hearts and prayers continue to go out to those in the Texas Panhandle and the neighboring state of Oklahoma affected by fires. At the time of this writing – more than 1.3 million acres of land burned, 500 structures destroyed, at least two people and countless livestock and animals died. Father, we ask that you keep the firefighters and those impacted by this tragic event in the palm of your hand and provide comfort as they sort out their lives.
The drought is still concerning in parts of Texas. Parts of Texas are getting rain, but watersheds remain dry. In West Texas, Lake Spence sits at 15.2 % ( - 0.5 %). White River is sitting at 24.7 % (- 0.8 %). Panhandle - Lake Meredith is sitting at 44.0 % ( 0.4 %), and Greenbelt is at 11.1 % (+ 0.1 %). The state has added required training to the water operator licensing program beginning April 2024. TWUA is now
providing an approved computer-based online version of this required training. An operator can only receive credit for attending this core training ONE TIME! The resiliency training will continue on Thursday from 1:30 – 3:30 p.m. (offered electronically most weeks). Check the training tab on the TWUA website for more information. All efforts will be made to provide this online 2-hour training weekly. Demand will drive the offerings. (Please make your voice print when you register and verify computer compatibility)
Beginning on April 1, 2024, the Resiliency training will change to a pay event. This means the course will continue to be offered; however, ALL attendees must pay.
Annual School—The 106th Annual School will be held from September 23rd to 26th, 2024. All training classes (for annual school) will begin on Tuesday, September 24th, at 8:00 a.m. The last board meeting, awards, and reception will be held Monday beginning at 5:30 p.m. TWUA will make the ability to pre-register for the 106th A.S. available as soon as possible. We recognize that you have a choice when it comes to operator training, and we thank you for your support and patronage.

The Story Goes Something Like This –
The Catch Of A Lifetime
Several years ago, a ten-year-old boy loved to go to his grandpa’s lake house and fish from the boat dock. This lake house and boat dock were situated in a private cove on a lake in

East Texas. The closest neighbor was about half a mile away.
When this little boy got to the lake house, he immediately grabbed a fish rod and tackle box and quickly went to the boat dock. It was a couple of hours before sundown, and the boy was anxious to get some casting practice because bass season and the Big Bass contest opened the following day.
After about an hour, the boy decided to switch to worms and try to catch some crappie or catfish. The boy was catching fish but decided to return to the small silver spoon and make just a few more cast as the light was fading.
On his third cast, the fishing rod bent over, and the boy knew there was something big on the other end. The little boy’s grandpa walked up and switched on the floodlights. The boy skillfully worked the fish and eventually pulled it up to the boat dock. It was the largest bass either one had ever seen, but it was a bass, and the season had not officially opened.
The grandpa looked at his grandson and looked at his watch, and said bass season doesn’t officially open for four more hours. He looked at the fish, looked at the smile on his grandson’s face, and then said, you know you are going to have to turn it loose. There are laws that we must adhere to.
The little boy began pleading and finally resorted to crying. Can we just put him on a stringer and keep him tied to the dock until morning?
Your plan might work, and you might get away with keeping the fish, but could you look your grandma in the eye and be proud of your actions?
With tears flowing down his cheek, the little boy slowly worked the hook from the huge fish and lowered it into the water. A brief time later, the big fish wiggled his body and disappeared. The little boy was sure he would never see the big bass again
The big catch was 15 years ago, and the boy has grown into a successful businessman and deals with ethics and doing what is right versus taking shortcuts or being unethical daily in his business practices.
On his last lake visit, the young man’s grandpa asked the young man if he still thinks about the big fish.
The young man smiled and said yes sir, every day. And I want to thank you for leading me to make the right decision and allowing me to make the final decision. I had a chance to try and beat the system, but doing the right thing also has its rewards.
Did I tell you that this young man had become a very successful stock trader? He has insider information on many industries, and if he was not taught early on to value ethics and do the right thing, he might be tempted to cheat and work the system

PREVENTING BACKOVERS
A backover incident occurs when a backing vehicle strikes a worker who is standing, walking, or kneeling behind the vehicle. These incidents can be prevented.
How do backover incidents occur?
Backover accidents can happen for a variety of reasons. Drivers may not be able to see a worker in their blind spot. Workers may not hear backup alarms because of other worksite noises or because the alarms are not functioning. A spotter assisting one truck may not see another truck behind him. Workers riding on vehicles may fall off and get backed over. Drivers may assume that the area is clear and not look in the direction of travel. Sometimes, it is unclear why a worker was in the path of a backing vehicle. A combination of factors can also lead to backover incidents.
What can be done to prevent backover incidents?
Many solutions exist to prevent backover incidents. Drivers can use a spotter to help them back up their vehicles. Video cameras with in-vehicle display monitors can give drivers a
view of what is behind them. Proximity detection devices, such as radar and sonar, can alert drivers to objects that are behind them. Tag-based systems can inform drivers when other employees are behind the vehicle and can alert employees when they walk near a vehicle equipped to communicate with the tag worn by the employee. On some work sites, employers can create internal traffic control plans, which tell the drivers where to drive and can reduce the need to back up. In some cases, internal traffic control plans can also be used to separate employees on foot from operating equipment.
Training is another tool to prevent backover incidents. Blind spots behind and around vehicles are not immediately obvious to employees on foot. By training employees on where those blind spots are and how to avoid being in them, employers can prevent some backover incidents. One component of this training can include putting employees who will be working around vehicles in the driver’s seat to get a feel for where the blind spots are and what, exactly, the drivers can see. The National Institute for Occupational Safety and Health (NIOSH) several blind spot diagrams that can help explain what drivers of various large trucks can see.

TCEQ Occupational Licensing Exams are Going Paperless!
The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).
We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.
The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).

TRUST IS A KEY THEME FOR GOVERNMENT IN 2024

Looking ahead to 2024 and the trends shaping the government market, a theme of trust has emerged. From learning to trust how artificial intelligence (AI) will handle data and provide insights to implementing zero-trust architectures for cybersecurity to building citizen trust with better customer service, agencies are more focused than ever on delivering trust as part of their services.
Artificial Intelligence
Agencies across government are establishing enterprise-level teams devoted to developing AI policies and resources while simultaneously utilizing the technology for a variety of projects with the AI.gov website listing more than 700 artificial intelligence use cases. The White House issued the Executive Order on Safe, Secure, and Trustworthy Artificial Intelligence in the fall of 2023 to help guide this parallel effort of regulation and innovation.
Three key challenges that need to be addressed as agencies
look to meet the deadlines and goals set forth in the EO:
• Regulating generative AI: Generative AI is a type of AI that produces content — a story, an image, or an audio file. A recent report found that three-fourths of agency leaders said their agencies have already begun establishing teams to assess the impact of generative AI and are planning to implement initial applications in the coming months. However, the ethics of utilizing and altering existing content as well as the veracity of newly created content are key concerns that could slow generative AI adoption.
• AI talent: The AI Executive Order requires the appointment of a Chief AI Officer (CAIO) to oversee the “coordination, innovation, and risk management for each agency’s use of AI.” Beyond this important leadership and oversight, agencies also need to beef up their AI-savvy staffs across

every department. Similar to pushes to close the cybersecurity workforce gap in government, agencies will need to provide attractive incentives to get AI talent to look at government jobs.
• Equity in AI: In the fall of 2023, the Department of Commerce announced the designation of 31 Tech Hubs across the country that aim to spread tech knowledge and job opportunities nationwide. This will expand access to jobs and diversify the pool of talent working on advanced technology solutions.
Zero Trust
The 2021 “Cyber EO” named zero trust as the security architecture of the future. Federal agencies have made important progress in predicting and identifying roadblocks.
2024 looks to be the year of action in which technologies and systems are implemented. The Department of Health and
Human Services (HHS) recently issued a Request for Information (RFI) for program management support services for zero-trust implementation. In the RFI, HHS stated they have resources to implement zero trust but need support in “putting all the components together,” as it requires a significant upgrade in governance and information technology management. Other agencies and departments across government likely will face similar challenges.

Important Information for 2024 Scholarship Seekers
Good day, the VM Ehlers representatives want to remind you of the deadline for scholarship applications for the 2024/2025 academic year. Also, I have attached a copy of the latest (2024) application. Please use the revised application if you intend to apply for 2024/2025 funding.
If you are a current scholarship (2023/2024) recipient and you wish to apply for scholarship funding for the 2024/2025 academic year. You can send your 2023 transcript along with your 2024/2025 application, this will provide the information needed for your Spring 2024 funding and for your new application. The second half of your scholarship award will then be sent to you.
If you are a current scholarship (2023/2024) recipient and you do not intend to apply for the 2024/2025 academic year you must send your Fall 2023 transcript to receive the second half of your scholarship. We must receive the transcript before May 15, 2024.
The deadline for submitting applications for the 2024/2025 academic year is January 15, 2024. It is important for the applicants to get their information submitted on time. This will be even more important to those who are in high school. Best advice: don’t wait until after the Christmas/New Year’s holidays to apply for a “State of Texas Academic Achievement Record.” Instead, it is recommended you request your records before December as early in the fall as possible. We have spoken with counselors and administrators at several school districts, and they indicate it is possible to get your records before the January 15 deadline, but they stressed that requests must be made early. Check with your high school counselor for advice on your specific situation.
Please don’t forget the foundation’s revised method of evaluating the applications. Applications were previously assessed and awarded points for the number of years the applicant or sponsor of the applicant has been a member of TWUA, their major course of study, the applicant’s plans after completing their degree, household income, academic record, and extracurricular activities. After January 2023, extra (bonus) points
were awarded to member applicants and applicants sponsored by members who are actively participating in TWUA events. Applicants will be awarded one point for each district meeting the member attended during the previous five years, and 15 points will be added for each year a member has served as an officer in a district, regional, or state organization. Previously, the average score on an application was 35 points, the 2023/2024 average score increased to 55 points. Nine applicants received an additional $1,000 with their scholarship award. To receive these bonus points, applicants must attach a copy of their member’s TCEQ training record of meetings or have their district, regional, or state secretary provide a letter attesting attendance or verifying service as an officer during the last five years.
2023/2024 was the Foundations most successful year ever. The Endowment Representatives and Board are confident that the changes made improved the scholarship application process and the applicants’ experience.
