PRESIDENT'S MESSAGE

Last month we closed with some thoughts on Millennials and Gen Z. You have all heard stereotypical comments about not just these generations, but all of them, I am sure. Millennials have no work ethic, they are bad at taking criticism, difficult to manage and more. Gen Z are said to be addicted to technology and have very short attention spans. You have heard these statements or read them so first, put a pin in this thought as we will come back to it later.

Just what separates the generations? You can read ten different articles and will see ten different charts on the generational dividing lines. Luckily for us, they almost all cite the same general information with only slight differences in years. For the purposes of this series, we will concentrate on Baby Boomers, Gen X, Millennials and Gen Z.

Baby Boomers were born between 1946 and 1964, are around 57-75 years old and still a vital part of our workforce. Another interesting thing to note here is their age link to our infrastructure. My friend Mike McGill of WaterPIO likes to use this scary but accurate saying “most of our infrastructure is old enough to collect social security”. Keep in mind, I am not trying to be crude here…it is a sobering thought that has stuck with me since the first time I heard him say it.

Gen X were born between 1965 and 1980 and represent the bulk of the next huge wave of retirements we will see. This group (of which I am a proud member of) adapted to technology as it developed. There were no personal computers when I was born…but I was taking classes on an Apple IIE desktop by Junior High. When I entered the workforce, cellular phones were heavy and carried in a huge bag. There was no SCADA at the wastewater plant when I started….but it did not take long. In short, we were the guinea pigs for all that followed. We now range in age from 43-56, roughly.

Millennials were born between 1981 and 1996 and started turning 40 over the last few years. This group WILL be the bulk of the workforce in 2025 as we see the mass exodus of Gen X and the last of the Boomers still working. This is one of the reasons I the those still teaching courses on recruiting Millennials need to stop. Millennials are not your target and chances are very high that they are now managing you. One of my biggest points of admiration for this generation is their want of a work-life balance. Many use this to perpetuate the “millennials are lazy” stereotype. They are not lazy folks. They have learned to do significantly more in less time than their Boomer and Gen X counterparts. I know a whole bunch of you are going to come at me over this statement so let me explain. Boomers and Gen X members like myself, we were taught from a young age that working harder meant working longer as well. This had absolute merit in the Industrial age but we are no longer in that era, this is the Information age now. For us, we would not be working hard if we were not at the office at 7:30AM and leaving the office after 7:30PM. Millennials have managed to get much more work done during a normal workday than we did. It is a fact; I can share studies if you would like but I think most will probably angrily agree with me.

Now…Gen Z. Where to begin. For starters, they were born in 1997 and on. Currently, nearly all studies agree that there is no ending determined yet. I do not know the reasons and feel like it probably is not relevant so let’s just state that technically Gen Z is 1997-?

Gen Z has grown up with technology. They are the first generation that physically do not know a time before tech. It dominates their life and nearly all their communication is done with tech and social media platforms. There are a ton of so-called experts out there that talk about Gen Z being addicted to tech and having issues with genuine face to face communications. Maybe there is some truth to this but this connection to what is our changing world and industry making them the ideal replacement for our ageing workforce.

Now, Boomers read everything up until now and rolled their eyes at the lazy, flannel and combat boots wearing Gen X guy writing it...but that’s OK because we Gen X folk practically invented the art of not caring what others think. The downside

to that is that my fellow Gen X members read it and did not really care, either. It’s OK, we own that stereotype. Millennials rolled their eyes too but were still curious and read on, being more tolerant of us old people. Gen Z read like the first few sentences and then lost interest but that is OK because they are also the most accepting of everyone, so my ramblings are likely forgiven.

So, we have beat the characteristics into the ground…over and over so what is the WHY of Gen Z and how they are our ideal workforce replacement? Just to state the obvious from the start, they are our ideal generation because of simple math and the lunar cycle. Boomers and Gen X are retiring. The first few years of the Millennial generation are now in their 40’s and planning for their own retirements. It’s nothing but cold hard numbers.

The time of Gen Z is here. The world will soon be theirs whether you like it or not. Next month we will touch more on the connection of Gen Z and our changing industry as well as the studies I promised in February but until then, remember to FIND someone, TELL them about what we do and BRING

them to a meeting. If we do not Find, Tell and Bring folks to our industry, we will be in trouble indeed.

Also, just a reminder to check the TWUA.ORG website as well as the electronic “Journal” for the upcoming schools. April alone will have two amazing Regional Schools in the Panhandle and in Beaumont…I am looking forward to seeing you there!

Our hearts and prayers go out to those in the Texas Panhandle and the neighboring state of Oklahoma affected by fires. At the time of this writing – more than 1.3 million acres of land burned, 500 structures destroyed, at least 2 people and countless livestock and animals died. Father, we ask that you keep the firefighters and those impacted by this tragic event in the palm of your hand and provide comfort as they sort out their lives.

The drought is still concerning in parts of Texas. Parts of Texas are getting rain, but watersheds remain dry. In West Texas, Lake Spence sits at 15.7 % ( - 0.4 %). White River is sitting at 25.5 % (- 1.0 %). Panhandle - Lake Meredith is sitting at 44.4 % ( 0.0 %), and Greenbelt is at 11.2 % (+ 0.0 %). If you want a complete look at current lake levels, go to waterdatafortexas.org. The drought has never left for some.

Resiliency Training – (Resilience is  the process and outcome of successfully adapting to difficult or challenging life experiences) https://www.tceq.texas.gov/downloads/ licensing/occupational/publications/rg-637-resiliency-requirements-for-water-operators-and-training-providers.pdf

The state has added required training to the operator licensing program beginning April 2024. TWUA is now providing an approved computer-based online version of this required training. TWUA’s version of this training will be available starting in November 2023 and will be delivered

computer-based. Additionally, this training will be free of charge for all TWUA current members until April 2024 Class size will be limited. An operator can only receive credit for attending this core training ONE TIME! The resiliency training will begin on Thursday from 1:30 – 3:30 p.m. (offered electronically most weeks). Check the training tab on the TWUA website for more information. All efforts will be made to provide this online 2-hour training weekly. (Please make your voice print when you register and verify computer compatibility)

Beginning in April 2024, the Resiliency training will change to a pay event. This means the course will continue to be offered; however, ALL attendees will need to pay just like all other operator training.

Annual School—The 106th Annual School will be held from September 23rd to 26th, 2024. All training classes (for annual school) will begin on Tuesday, September 24th, at 8:00 a.m. The last board meeting, awards, and reception will be held Monday beginning at 5:30 p.m. TWUA will make the ability to pre-register for the 106th A.S. available as soon as possible. We recognize that you have a choice when it comes to operator training, and we thank you for your support and patronage.

The Story Goes Something Like This –THE DRIVING TEST

An older gentleman named Luke Braxton decided to go through the process and become legal to drive. Luke had grown up driving on the farm. Although his formal education was lacking—he only completed the 4th grade—he went to work to help his sharecropper family. Luke wanted to obey the law.

Luke secured a copy of the student driver’s manual and read and studied it for the best part of a month. He then enrolled in a class to further demonstrate his knowledge of the laws and rules. Then, he would need to complete the actual driving portion.

After about one month, it was time to challenge the written exam. Luke was very proud that he made an 84 on his written exam. He asked his instructor for feedback on his driving skills. The instructor told him that while he was very cautious with basic skills, such as stopping when directed and properly using turn indicators, he seemed to struggle with backing and parking around other vehicles.

The instructor asked Luke to meet with him after class. When it was just the two of them, the instructor informed Luke that he did not think that currently, he would pass the official driving test; however, there was always the option of offering cash for leniency from the driving official, and this classroom instructor offered to become the go-between so there would be no issues with a direct bribe.

Luke appeared apprehensive and confused. I am not a man of wealth, and I am not comfortable with this course of action, but how much money are we talking about?

The driving instructor said that he had a contact within those who conduct the actual driving test, and $1000 dollars would buy leniency from the instructor. However, this arrangement must be cash and kept strictly confidential. The driving student gives the cash to the classroom instructor in a sealed envelope, and the classroom instructor will discreetly handle the arrangement with the driving portion of the test.

Luke was troubled by this discussion. He told the classroom instructor that he would need to consider the proposal. What if he was discovered? How would such a discovery impact his getting a driver’s license? Luke’s overriding thought was that this was a deceitful way to obtain a driver’s license, and he would not have earned the license based on skill. But on the other hand, $1,000 could make him insurable and provide a level of protection should he become involved in a vehicle accident.

What would you have done?

Luke went to the bank and withdrew 10-$100 bills, carefully recording each bill’s serial number and discretely marking each bill. He then placed the bills in a brown envelope.

The day of Luke’s driving test came. Luke discretely passed the brown envelope to the classroom instructor, who acknowledged it with a wink.

Although nervous, Luke performed the driving portion of the process and was only marked down for a couple of minor infractions.

When Luke completed all the paperwork, he left with a valid driver’s license.

Instead of driving home, Luke drove to the police station and told his story to a police officer. This police officer then contacted the state agency that issued the driver’s license.

The officers agreed to meet at the driving academy’s office to confront those accused.

After the officers completed their investigation, it was revealed that the person who conducted the actual driving test was not in any way associated with the scheme. The classroom instructor acted alone, and Luke’s marked money was crucial for proving extorsion.

It was further revealed that Luke passed his driving test on his own.

Stay Safe, and Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !

WORKER FATIGUE

What Causes Worker Fatigue?

Several factors including too little, poor quality or interrupted sleep over a period of time can cause fatigue. Fatigue is the body’s signal that a rest period is needed. Long work hours and extended and irregular shifts may be stressful physically, mentally and emotionally. The body operates on a circadian rhythm sleep/wake cycle. It is naturally programmed for sleeping during night hours. Demanding work schedules may disrupt the body›s natural cycle, leading to increased fatigue, stress and lack of concentration.

What are the Effects of Demanding Work Schedules?

Long work hours and extended and irregular shifts may lead to fatigue and to physical and mental stress. Working extended shifts may also involve prolonged exposure to potential health hazards such as noise, chemicals, and others. These exposures could exceed established permissible exposure limits (PELs) or violate other health standards.

Employers must implement measures to monitor and limit worker exposures to health and physical hazards in the workplace as required by the Occupational Safety and Health Act.

What Worker Population Does This Affect?

Irregular and extended shifts are common among healthcare providers, transportation workers, first responders, firefighters, police officers, military personnel, construction workers, oil field workers, service and hospitality workers and many others.

What Are the Effects of Worker Fatigue?

• Worker fatigue increases the risk for illnesses and injuries. Accident and injury rates1 are 18% greater during evening shifts and 30% greater during night shifts when compared to day shifts. Reseach indicates that working 12 hours per day is associated with a 37%

increased risk of injury2. In a 2005 study reporting on a survey of 2737 medical residents, every extended shift scheduled in a month increased by 16.2 % monthly risk of a motor vehicle crash during their commute home from work.

• Decreased alertness from worker fatigue has been a contributing factor in:

o Industrial disasters such as the 2005 Texas City BP oil refinery explosion, the 2009 Colgan Air Crash, the explosion of the space shuttle Challenger and the nuclear accidents at Chernobyl and Three Mile Island.

o Increased sleep problems and risk for injury1 among full-time employees in relation to the number of hours worked per week.

o Errors in patient care, increased needlesticks and exposure to blood and other body fluids and increased occupational injuries among healthcare workers.

o Direct or indirect links to increased costs3 from lost productivity, increased injury and illness costs, increased time off the job due to illness and increased workers› compensation costs.

o An estimated annual cost of $136.4 billion from fatigue-related, health-related lost productive work time to employers4.

TCEQ Occupational Licensing Exams are Going Paperless!

The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).

We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.

The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).

Now is the right time. Slow down, LOOK BACK, appreciate your blessings, and recharge. Then, LOOK AHEAD, believe, create your plan, and take action to make the new year all you desire.

Look Back and Assess Progress

Look back on the last year and ask, “How are things going?”

• Recognize that assessment is valuable and provides great benefits.

• Read Chapter 6, Assess Progress, in Pursuit of Passionate Purpose for useful suggestions on tools for personal and organizational assessment.

• Take my free Progress Inventory™.

• Appreciate the progress you have made. Count your blessings.

• Reward yourself for any progress, big or small. Pause and recharge.

• Determine what you want to change. How can you fill the gap between where you are and where you want to go? This is the basis for establishing a new plan going forward.

Look Ahead — What’s Your Plan for Making the New Year Better Than the Past?

The best way to predict the future is to create it. But how do you do it? Create a vision of where you want to go, believe you will get there, have a plan, and execute it effectively.

Every company and person should have a plan. A seminal study of graduates from Harvard University showed people (and organizations) with a plan outperformed those without one. Those with a written plan greatly outperformed those with only a mental plan. Having a written plan is a key factor in reaching new heights. That’s why we help leaders and organizations create winning plans.

A one-page strategic plan provides clarity on top priorities for the year and especially for the next quarter. We establish clear key performance indicators (KPIs) for each department and a scorecard to keep track of the progress of important work. What gets measured gets done. Then you can reference the scorecard regularly during weekly and monthly meetings.

My Story

When I was Chief Information Officer running the Office of Information Technology (OIT) for the State of Colorado, we ran an annual strategic planning process. It started with a look back via a SWOT Analysis,

or Strengths, Weaknesses, Opportunities, and Threats review. This was run at all levels of the organization, individual, department, and entire office.  We asked: how are things going? After clarifying the Governor’s Vision and reaffirming our Values, Vision, and Mission, we would next look ahead to establish Wildly Important Goals. One year we worked towards:

• Goal 1: Increase OIT’s organizational efficiency, transparency, and customer satisfaction.

• Goal 2:  Ensure a Secure Colorado by evaluating and improving statewide cybersecurity practices.

• Goal 3:  Expand virtual access to government services anytime and anywhere.

Next, we established Key Performance Indicators as metrics for each goal — how would we monitor our progress? Then we cascaded these KPIs throughout

the organization to align each employee’s work with the overall Wildly Important Goals. Each employee had individual goals that tied into helping the organizational goals. After establishing a baseline of where we started, monthly we would track and post in a  public dashboard where OIT was in meeting our goals. This was so motivating. I am happy to report that in 2019 – 2020 we realized all our goals.

Summary

Look back and appreciate your progress. Pause, recharge, and visualize where you want to go next. Then look ahead and create a plan to get there. You don’t have to go alone — get a coach or advisor to help you on the journey.

Important Information for 2024 Scholarship Seekers

Good day, the VM Ehlers representatives want to remind you of the deadline for scholarship applications for the 2024/2025 academic year. Also, I have attached a copy of the latest (2024) application. Please use the revised application if you intend to apply for 2024/2025 funding.

If you are a current scholarship (2023/2024) recipient and you wish to apply for scholarship funding for the 2024/2025 academic year. You can send your 2023 transcript along with your 2024/2025 application, this will provide the information needed for your Spring 2024 funding and for your new application. The second half of your scholarship award will then be sent to you.

If you are a current scholarship (2023/2024) recipient and you do not intend to apply for the 2024/2025 academic year you must send your Fall 2023 transcript to receive the second half of your scholarship. We must receive the transcript before May 15, 2024.

The deadline for submitting applications for the 2024/2025 academic year is January 15, 2024. It is important for the applicants to get their information submitted on time. This will be even more important to those who are in high school. Best advice: don’t wait until after the Christmas/New Year’s holidays to apply for a “State of Texas Academic Achievement Record.” Instead, it is recommended you request your records before December as early in the fall as possible. We have spoken with counselors and administrators at several school districts, and they indicate it is possible to get your records before the January 15 deadline, but they stressed that requests must be made early. Check with your high school counselor for advice on your specific situation.

Please don’t forget the foundation’s revised method of evaluating the applications. Applications were previously assessed and awarded points for the number of years the applicant or sponsor of the applicant has been a member of TWUA, their major course of study, the applicant’s plans after completing their degree, household income, academic record, and extracurricular activities. After January 2023, extra (bonus) points

were awarded to member applicants and applicants sponsored by members who are actively participating in TWUA events. Applicants will be awarded one point for each district meeting the member attended during the previous five years, and 15 points will be added for each year a member has served as an officer in a district, regional, or state organization. Previously, the average score on an application was 35 points, the 2023/2024 average score increased to 55 points. Nine applicants received an additional $1,000 with their scholarship award. To receive these bonus points, applicants must attach a copy of their member’s TCEQ training record of meetings or have their district, regional, or state secretary provide a letter attesting attendance or verifying service as an officer during the last five years.

2023/2024 was the Foundations most successful year ever. The Endowment Representatives and Board are confident that the changes made improved the scholarship application process and the applicants’ experience.
