President’s Message
Happy New Year by Chad Jameson
Well, it’s a new year. Time to make those resolutions to eat better, exercise more, and to give back. Truly hope that 2018 is good for you and yours. When I think of ways I can give back, I think of our colleagues down in the Houston, Beaumont, Aransas Pass and surrounding areas that were impacted in different ways by Hurricane Harvey. I had the honor and privilege of helping our Executive Director Russell Hamilton and Aqua Metric vendor back in November. TWUA participated in a program called Operation Appreciation. The intent of the program is to say thank you and you are appreciated, by taking a hot meal to public works members after a natural disaster. This time, we served some great barbecue to the Aransas Pass, Port Aransas, and Portland, Public Works, police and fire departments. This meal process was a very humbling experience. Talking with staff and seeing the devastation firsthand was humbling. We can learn from the problems that arise from the hurricane clean up. Don’t think the Federal Government is the Knight in Shining Armor. Extended electrical outages are real and require preplanning. Trees and objects being ripped from the ground cause water main breaks. Long hours – crews end up putting in extremely long hours working to correct issues so the various systems can be brought back online. Lift stations and pumps have to be operated manually. And eventually virtually every meter box will be covered with debris, so when this debris is loaded into trucks, a good portion of the services are ripped out. It was amazing how the staff of this area came together to make everything happen and get the public drinking water systems online even in one city when their water tower was left on the ground in pieces. As Hurricane Harvey approached the Texas coast, the cities were as ready as they could be. The resident’s safety will always come first, but what happens next can be a very long and daunting task. You may never lose pressure in the distribution system or your primary task may get the water system up and running. Then as we all know, what goes in, must come out, so we have to think about the wastewater collection system and wastewater treatment, or it may be something so seemingly simple as trying to find the customer meter for emergency turn-offs? One observation I had was, the City of Aransas Pass, Port Aransas, and Rockport are resilient and strong. The way Public Works staff was operating and working hand in hand with all departments. The other reoccurring theme was other cities, and other crews from around the state were quick to send crews and equipment and assist in getting this beautiful coastal area up and functioning. Russell and I were amazed at how much the city had accomplished in such a short amount of time. Port Aransas and surrounding area has always been a special place, not because of the land or water but because of the people. The Hurricane didn’t destroy the greatness of the city; it just showed how much this city can shine. I hope to return to help in any way I can. If you can’t get to Port Aransas, Aransas Pass, and Rockport, there are many areas in every community where you can give your time to those in need. Volunteer. Mentor. Donate. Believe me; it helped me as much as it helped them. Go to TWUA.org and click on the Operation Appreciation link to donate. The other thing on my mind is that the Corpus Christi Annual school is approaching quickly. Now is the time to make plans to attend the 100th anniversary, if you haven’t already. There will be lots of celebrating, along with quality training opportunities with some of the best instructors in the state sharing their experience and knowledge. We will be raffling away a beautiful truck, and each ticket gives you a 1/2000 chance at winning! You need not be present to win, and tickets can be purchased on that same TWUA.org website where you can register for the conference. ather, we come into your presence seeking your grace, your mercy, and forgiveness. We offer you the glory for all that you do and all that we take for granted. Father, continue to bless as only you can, the people of Texas who were impacted by the Hurricane and flooding. We just ask for comfort, strength, and guidance during this time of recovery and rebuilding. We pray for your grace and ask you to help these people to endure and come out of this Texas strong. Amen As of December 4, 2017 – In West Texas, Lake Ivie is sitting at 19.8 % (- 0.3 %). Lake Spence is sitting at 12.9 % (- 0.4 %). Lake Sweetwater is sitting at 19.8 % (- 0.4 %). White River is sitting at 20.5 % (- 1.0 %). Panhandle, Lake Meredith is sitting at 40.7 % (+ 1.7 %) and Greenbelt is at 25.6 % (- 0.2 %). If you want to get a complete look at lake levels, go to www.waterdatafortexas.org. Hard to conceive, but in 2017 one part of the state was receiving 60 inches of rain in a matter of a few days, and in West Texas, the long-term effects of the drought are still being experienced. As 2017 concluded, so did my 11th year as Executive Director for TWUA. Someone once said – do something you like, and you will never work a day in your life. This is exactly how I feel. I am truly grateful and blessed. Thank you for the opportunity. TWUA is a great association, and some of the best people of Texas are associated with TWUA supporting the water and wastewater industry. The 100-Year Celebration will be upon us soon. At 1:00 p.m. on March 4, 2018, at the Omni Hotel, Corpus Christi the official celebration will begin. If you have not registered, I encourage you to do so. If you have not purchased your Raffle Tickets for the Pickup and ATV, I encourage you to do so. There are 2,000 truck tickets and 2,500 ATV tickets, and once they are gone, there will be no more. Go to the TWUA website and place your mouse on the truck or ATV and you will be directed to electronically purchase. Static Display – one of the things suggested for the 100-Year, is to collect old artifacts and items used in the water and wastewater industry in the past. Old wooden pipe, meters, valves, gauges, tools, etc. If you or your entity have any of these items or want to offer something else (TEMPORALLY), we will make a place in the exhibit hall for others to view. If you have anything or plan on bringing items, please let Cece White know. (twuturns100@twua.org) Additional information related to TCEQ Exams. TCEQ has attempted to get the word out this year, to those wanting to obtain or advance an Operator’s License, and I think the word is beginning to spread regarding electronic applications. I need to make certain that everyone testing is also aware – there is a second part of the application process. Once you receive approval or conditional approval, YOU MUST DESIGNATE WHERE YOU PLAN TO TEST. If you are going to a TCEQ Regional Office or a TWUA Regional Training Event, let the TCEQ staff know by signing up electronically. For any question or clarifications call TCEQ @ 512-239-6133. For those in the Ft. Stockton area, hope you are making plans to be a part of that TWUA Regional training event – February 6th – 8th 2018. For those planning to challenge the TCEQ exam, you need to register electronically with TCEQ 30-days prior to the event and let TCEQ know you plan to test in Ft. Stockton. (Remember a two-part process) For those attending Annual School in Corpus in March, and plan on testing, you will need to register by February 4th 2018, and let TCEQ know that you plan to test in Corpus at Annual School. (Remember a two-part process) The Story Goes Something Like This – There was a young man going to college who was a charmer and schemer. He seemed to be skating through life with all the rewards and very little effort. This young man always seemed to have an “entourage” of other college students who took notes, shared information and in general assisted our young man in his educational efforts. One night just before the final exam in History, our young man suggested that the group go to dinner. This idea was

met with skepticism. Most questioned the wisdom of taking away from study time. After about 10 minutes of shaming, the group of 5 students agreed to go for a quick dinner. Our young man said that as a show of appreciation, the meal and anything that followed that night would be his treat. With that, drinks were ordered with the meal. The liquor kept coming and the night was quickly escaping. It did not take much tempting by our host for the group to end up at a local night spot. The famous last words were, “just one more and we will leave, sleep off the alcohol and still get in a few good hours of study.” The bar announces the last call at 1:30 a.m. The group stumbled outside and as luck would have it, another friend who had not been drinking, assisted in driving the group back to the house they shared.
lowing morning at 9:00 a.m. they were waiting in the Dean’s office. The Dean came out and without a word placed each one in a separate room, which did not bother anyone, since they had the extra day to prepare. The Dean passed out the exam. There were two questions. Your name _________ worth 2 points. Second question, which tire blew out _________ worth 98 points. If ALL five answers do not match, everyone will receive 2 points on the course final – provided the name correct. The lesson: be honest, be responsible and make wise decisions. Remember – we do not need all the operators in Texas to be a member of TWUA – JUST YOU ! ! ! !
It was now 2:00 a.m. and the exam was scheduled for 9:00 a.m. (7 hours later). Our young man suggested that everyone sleep for 4 hours then get up shower, cram for the final, and get to class with time to spare. The group set all alarms in the house for 6:00 a.m. At 8:30 finally one of the young men got up to silence the noise. He panicked and ran through the house getting the others to realize they only had 30 minutes to jump in the shower in an attempt to sober up and get to class. Just as the group was about to leave, our young man hatched a plan to get the exam delayed. The group smeared mud, dirt, and grease on their faces and clothes. They went to the professor’s classroom and began explaining the events of helping a stranded motorist and how they drove her to a city two hours away and on the return trip, they themselves, had a blowout and no jack. The professor sent the group to the Dean’s Office where the story was repeated. The Dean stated that he appreciated the fact they helped someone in need, so he offered to allow them to come back tomorrow and take the exam in his office at 9:00 a.m. This time they went home and slept and studied. OPERATION APPRECIATION TWUA is a proud supporter of Operation Appreciation. For those who are unfamiliar with this project. TWUA partnered with a few vendors (and was fortunate enough to receive donations that were used to purchase meals) that made it possible to take a hot meal along with items such as drinks, plates, utensils, and dessert for operators and support staff in the Hurricane impacted areas of the state. The idea originated with Justin Hamilton’s of Aqua Metric. Justin contacted me while the rains were still pounding the Beaumont area. The jest of the discussion was sandwiches, and MRE’s were going to get old quick. He indicated that Mallet Brother Barbecue in Navasota, was willing to provide two meat barbecue meal with sides and loan their catering boxes for a very reasonable fee, so that we could take the hot meal to operators and support staff for entities in the storm impacted area. Just as a small show of appreciation for the efforts by the entities staff leading up to and following the storm. We knew we would not be able to go to all impacted cities because of the size of the storm area. There are a couple of locations remaining, but it has proven difficult to work out the logistics – hopefully, we will get these accomplished soon. I have been asked what left the biggest impression. My reply – Of the areas we have been, the devastation in the hardest hit areas. The Rockport, Aransas Pass, and Port Aransas area seemed to have the most immediate structural devastation.

The Lumberton Area seemed to have the most damage from flooding. I know the Houston area is still recovering and some areas are just as bad. I won’t say worse because once a structure has been totally submerged, not sure it can get much worse. I have been asked about my observations. My reply – The Water and Wastewater staff are the first ones that I want on my team. In almost all cities we visited, there are countless stories of “Public Works” staff who did not evacuate and in most cases went above and beyond to keep water pressure in the system and help where needed. When people talk of putting their families into cars and sending them inland and returning to work, so they could be available - that sir, is dedication. I talked to operators who were “excited” when their entity went to a 12-hour workday. I talked to operators who used dump trucks and large rubber tire loaders to take police officers and first responders around their city and participate in water rescues. I talked to operators who took canoe’s in the pouring rain to lift stations that were about to go underwater, and they pulled the disconnect for the station in an attempt to salvage motors and equipment. I talked to operators who during the storm kept hauling diesel to generators so water pressure could be maintained and lift stations operated. I talked to operators who relayed stories such as four days after the rain stopped customers were calling wanting to know why debris had not been removed – they were afraid it was going to kill their grass. (all about priorities and perspective) I talked to operators who said “social media” was their biggest headache. False information and misinformation only distracts from more pressing needs and in most cases cause panic and confusion.

The top 4 signs your employees are about to quit By Dawn Motsiff Employees who may be about to leave their jobs give very clear cues that they’re not happy. But the best indicators aren’t always the most obvious ones – like taking more vacation time or leaving at 5 p.m. every day. It’s what the experts call disengagement and the clues are more subtle than you may imagine. What does disengagement look like? A study by Utah State University found that most employees display some combination of the following behavioral changes about one to two months before they quit a job: •
Less active during meetings
•
Offer fewer new ideas or suggestions
•
Reluctant to commit to long-term projects
•
More reserved and quiet
•
Avoid social interactions with management
•
Less productive
•
More argumentative or complain more
•
Seem less interested in pleasing their boss
•
Show less interest in advancing the organization
•
Give little effort beyond minimum requirements
•
Show less interest in training and development
The key to any of these behaviors is that it’s a change from the employee’s previous conduct. These behaviors could also indicate a problem at home or a health issue. That’s why it’s vital you talk to the employee about what’s going on. A show of concern lets the employee know you’ve noticed there’s a problem and you want to try to help – whether it’s personal or professional. 14 Texas Water Utilities Journal www.twua.org
Questions to ask Before talking to your employee about your concerns, consider this: Has anything changed that might cause a typically good worker to want to jump ship? •
Was the person recently passed over for a promotion or a raise?
•
Have there been recent layoffs?
•
Are their work friends leaving for other jobs?
•
Are they working for a new manager?
•
Has your company gone through a merger or acquisition?
•
Has there been a culture change, perhaps due to new leadership?
•
Have they been in the same position for too long and aren’t challenged anymore?
Yes, you may occasionally come across a perpetually dissatisfied employee, but it’s more likely that a disengaged employee is frustrated, bored or unhappy about something their manager can address. Here are some of the most common reason employees leave. 1. They don’t feel a sense of rapport With so much of their life spent at the office, it’s only natural for your employees to want to develop positive relationships with those around them. Pay close attention to how you communicate with your employees. Can you put names to faces? Do you ask them about their hobbies or interests? While it may seem trivial to you, to them it shows that you recognize they’re more than just a body filling a chair. It shows that you care. Your employees will be more willing to go the extra mile for you if you do the same for them. January 2018
Similarly, when your employees have sour relationships or no relationships with coworkers, they may feel bullied or isolated. Feuding employees can be distracting to everyone in the office. It undermines employee engagement, confidence and commitment. Pay attention to your employees’ relationships with one another, and intervene if you see problems. Can you separate adversaries or help employees find a common goal to work toward together? It’s all about the fit If your corporate culture doesn’t jibe with an employee’s personality, it will be difficult for them to be productive and engaged. While job skills are usually trainable, changing a person’s character isn’t. Before you hire, you should understand: What are your company’s core values? What kind of work environment do you maintain? What do most of your employees like about working for the company?

Do they have ideas that could help grow your business? Based on this information, you can help them create a development plan so that they have a clear path to success. 3. They’re frustrated Nothing sours an employee on their workplace like unending frustration. Has this person brought a recurring problem to you over and over? Be honest here: Is it a problem you and your employee can fix? Or, is this person a poor fit for the job they’re in? Not every employee frustration can be addressed, but if it’s something within your power to correct, just do it. You’ll gain a more productive workplace for your efforts. 4. They’re don’t feel valued
The answers to these questions will help you hire for cultural fit and make it more likely an employee will stay longer.
Beware of taking a good employee for granted. Do you recognize their work or provide the feedback they need?
During interviews, ask cultural fit questions such as, “Tell me what your ideal environment feels like.” or “Of your past work experiences, which was your favorite position, and why?”
On its own, lack of recognition may not be a top reason an employee wants to leave, but it can be a deciding factor when combined with the other causes.
And, if your culture changes due to new leadership, a merger or acquisition, or other seismic company shift, you’ll need to be aware of its impact on your employees.
You don’t necessarily have to do something elaborate or expensive to show employees appreciation for a job well done. A simple “way to go” or a small gesture, such as lunch with the boss, or a gift card to their favorite store, can go a long way. You could also make a habit of pointing out their hard work in a meeting or in front of their peers.
Cultural fit is vital for a solid workforce. It ensures that your employees collaborate and use their skills in a way that supports others. 2. They’re bored Employees want to enjoy their jobs and have a chance to contribute. They want to feel a sense of pride and accomplishment in their work, so help them develop and grow their skills. Help your employees connect to why their work has meaning for your company. If they’re bored or unchallenged, help them find a new position in the company or change some of their responsibilities within their current position. Employees who are excited to come to work will be more engaged. Employees also want to feel connected to the organization’s overall effort. They want to be part of something larger than January 2018
Genuine appreciation and recognition are often the “cherry on top” for many employees. Nip it in the bud before it’s too late Don’t wait until an employee has disengaged from your company to ask what’s up. The best way to retain your employees is to stay in touch with them and address their concerns before they start considering whether greener pastures exist. Instead of reacting to disengagement by recruiting and hiring new employees, develop a proactive strategy to retain the employees you already have. Texas Water Utilities Journal www.twua.org 15

4 THINGS YOU NEED TO MASTER TIME MANAGEMENT by Tim Dendy
Time management is an art and skill that seemingly everyone finds challenging for various reasons. There are work demands and distractions. When I mention distractions, I am referring to those emergent but necessary tasks that come up throughout the day. Managing your workload as well as managing distractions is the two-sided scale with which everyone can relate. Techniques to deal with both are dependent upon your skillset, personality and individual style. If you are an excellent and accomplished multitasker, then you have an enviable skillset indeed. If, however, you don’t possess such skillsets, here are four things you can do to master the elusive art of time management: 1. Spend the first 30 minutes of each day to organize your work As government workers, our daily schedules can get busy very quickly. Your work can go more smoothly if you take the first thirty minutes to list your tasks for the day. Begin by writing down the “must complete” items first and then other duties that can be completed the next day if necessary. Doing this will help you order your day and provide clarity and a sense of accomplishment by day’s end. 2. Make full use of your Outlook or other calendars and refer to them regularly Listing daily tasks on your Outlook calendar is like writing them down. But since you, like most of us, are on our computers for
much of the day, your calendar will have a reminder of what you need to get done. Again, I know this may seem obvious but having meetings and tasks written down can not only organize the day or week but also help to remove the clutter in your mind and allow you to focus on what is at hand. 3. Arrange tasks into a hierarchy of high complexity to lower complexity Completing tasks with greater complexity early in the day will provide you with a sense of accomplishment. People also have more energy and greater alertness at the start of the day. You can use what energy and focus remain to complete low-complexity tasks. 4. Choose your work environment Arrange tasks into a list of those that can be accomplished in your regular work environment and those that need quiet, alone time to accomplish your tasks. There are obviously less distractions at a home office so plan assignments or projects that require a quiet environment for when you are working at home. This will require some discipline and establishing a schedule but the benefits are worth it. Applying these four tips will help you become more efficient as you continue to work on the art of time management.
