Figure 1: Crime trend analysis

Multiple cyber attacks and compromise of personal information of millions of people globally show that the complexity and intensity of cybersecurity attacks are on the rise, and it could have broader political and economic ramifications. As cybercrimes become more lucrative and cybercriminals become smarter, cybersecurity too will have to be intelligence driven, enabling a swift response to the advanced attacks. As breaches get harder to detect, the stakes for protecting one's organization from cyber threats will get higher this year. Following are some of the trends that will influence the cybersecurity landscape in 2019. Businesses & Cyber-Criminals will Both Leverage AI, ML Artificial Intelligence (AI) is taking center-stage in cybersecurity and consists of Machine Learning (ML), which has the potential to identify and respond to threats as they occur. These technologies will get even more efficient this year at protecting customers, processing and prioritizing data and ascertaining which of the threats are real. As AI and ML can help turn volumes of data into actionable insights, they can tangibly improve organizations' cybersecurity efforts. However, though there are clear benefits that AI and ML can bring to applications and infrastructure, there is a flipside too. Cybercriminals will also leverage them to launch sophisticated attacks via AI botnets, better-designed phishing attacks and make it more challenging to identify complex attacks. Thus, organizations will have to account for the cybersecurity challenges that AI will pose in the future.

Kenyan linked to Al-Qaeda held in Philippines JULY 2 2019 A joint operation by intelligence officers, police and soldiers on Monday in the town of Zambales, Philippines, lead to the arrest of a Kenyan who is suspected to be a member of global terrorist group Al-Qaeda. Mr. Cholo Abdi Abdullah, 28, was arrested on Monday afternoon inside room 28 of Rasca Hotel in Iba, Zambales, where he was found in possession of deadly weapons which include a 9mm pistol with a loaded magazine, an improvised explosive device, a MKZ hand grenade and bomb making material. He was put into custody in an undisclosed location and police officers have refused to reveal his whereabouts citing “security reasons. The South East Asian country has seen an upsurge in terror related attacks which have been linked to Abu Sayyaf, a local militia group that operates in Philippines. Police through the Criminal Investigation and Detection Group (CIDG) Major General Amador Corpus said that they were investigating whether Mr. Abdullah (below) who went to Philippines in 2017 was linked to Abu Sayyaf and whether he was planning any major attack in the country.

Nearly 40 killed in air strike on Libya migrant centre JULY 3 2019 Nearly 40 migrants were killed in an air strike Tuesday night on their detention centre in a Tripoli suburb blamed on Libyan strongman Khalifa Haftar, who has been trying for three months to seize the capital. At least 70 were also wounded in the raid on Tajoura, an emergency services spokesman told AFP. He said 120 migrants were detained in the hangar which was directly hit by the strike. Bodies were strewn on the floor of the hangar, mixed with the belongings and blood-soaked clothes of migrants, an AFP photographer said. Garissa University attackers get heavy jail terms JULY 4 2019 A Nairobi court Wednesday sentenced three men to terms ranging from 41 years to life in prison for abetting the massacre of 148 people by Al-Shabaab militants at Garissa University in 2015. Chief Magistrate Francis Andayi handed a lifetime sentence to a Tanzanian national and 41 years in jail for his two Kenyan co-accused convicted of carrying out the terrorist attack. In his ruling, Mr. Andayi said that even though the intension of perpetrators of terrorism acts is to divide souls, those who do such things must be punished. He pointed out that lives were lost and members of the public left in fear and rage, and that more other attacks have happened on the Kenyan soil since the Garissa University one. He also pointed that this could be the first case in Kenya in which many lives were lost, has gone to trial and has finally reached its completion while considering all procedural rules.

INCIDENTS

Boeing to give $100m to 737 Max crash victims' families JULY 4 2019 Boeing announced Wednesday it would give $100 million to communities and families affected by two crashes on its 737 Max planes that claimed 346 lives. Describing the sum as an "initial investment" over multiple years, the company said it would work with local governments and non-profit organizations to provide "hardship and living expenses" and boost economic development in regions affected by crashes of planes operated by Ethiopian Airlines and Lion Air. Boeing faces numerous lawsuits filed by the victims' families, some of whom have appeared at news conferences or during congressional hearings probing the disasters. The $100 million figure is less than the list price for several leading 737 Max planes. Boeing said it would also match donations from employees to families and communities affected by the accidents More than 100 civilians killed in fresh South Sudan violence: UN JULY 3 2019 The UN said Wednesday that conflict had intensified in a region of South Sudan since a peace deal was signed, with hundreds of civilians raped or murdered by warring factions. The United Nations Mission in South Sudan (UNMISS) said civilians had been "deliberately and brutally targeted" in Central Equatoria since the agreement was inked in September. At least 104 people had been killed in attacks on villages in the southern region, it said. A roughly similar number of women and girls were raped or suffered other sexual violence between September and April, it said in its latest human rights report. Many were taken captive by armed groups to serve as "wives," it said.

Kenya cyber attacks rise to 11.2 million in first quarter JULY 3 2019 Kenyan organizations were hit by about 11.2 million cyber threats, being a 10.1 percent increase in the number of incidences, in the first three months of 2019 when compared to the previous quarter. This is according to fresh Communications Authority of Kenya (CA) data indicating that its incident response centre detected growing cases of malware, web application attacks, system misconfiguration and online abuse. CA’s cyber intelligence team consequently issued 14,078 cyber threat advisories to the affected organizations, an increase from the 12,138 alerts during the previous period. Cyber security threats are estimated to have cost Kenya’s economy about Sh29.5 billion, a recent report by tech consultancy firm Serianu said. The rise in cyber threats has forced firms, especially in the financial sector, to be vigilant and created businesses opportunities for others. For instance, Safaricom #ticker: SCOM in January launched a cybersecurity solution targeted at Kenyan firms looking to protect their ICT systems. Four family members killed in Makindu road accident Four members of a family died on Saturday evening after the vehicle they were travelling in hit an oncoming truck at Makindu on the Mombasa-Nairobi highway. A man, his girlfriend, their four-month old daughter, and his sister-in-law were travelling from a popular entertainment spot on the outskirts of Makindu town. The two occupants of the Mombasa-bound truck escaped unhurt in the accident that caused heavy traffic jam on the busy highway. The bodies were taken to Makindu Hospital mortuary. The accident occurred at the spot where a police Land Cruiser transporting remandees from Mtito Andei Police Station to Makindu Law Courts overturned and killed one on the spot on Friday.

The Form Three schoolgirl went missing on Monday, June 17, 2019, while on her way to school after the midterm break. Her mother, Ms. Joyce Wangui, said that she received a call from Tulaga Secondary School informing her that daughter had not reported back to school. The girl’s father, Mr Moses Kinyua, said she was spotted boarding a matatu at Engineer market in Kinangop Constituency where she did her shopping. She was rescued on Tuesday evening from the Aberdare Forest by the hearders who contacted parent of the girl through a mobile number that was written on a notebook she had on her. There were celebrations at the home of Mr. Moses Kinyua as neighbours and Mawingu PCEA Church members joined the family in praise and worship. “We are happy. We are gathered here today to thank, worship and praise the Lord for the miracle. The few days were the most agonizing in our lives,” said Mr. Kinyua, the father to the girl. Two dead after private car, matatu collide in Maragua Two people died on Saturday when a private car and a matatu collided head-on on KenolMuranga road. They were in a group of five people in the private car, who had been heading from Nairobi to Murang'a. The accident took place at Maragua when their driver tried to overtake in a hilly area. Muranga South Police Commander John Ondit noted the area is a blackspot where an assistant chief and a child died earlier in the month after a matatu rammed into a Jkuat bus. In 2009, a family of eight died when their car collided with a mini-bus. Woman who killed foster mother guilty of murder JULY 1 2019 A woman who stabbed her foster mother with a knife 42 times has been convicted of murder by a Nyeri court. Bernadette Njoki Gachinga told the court she is remorseful of her actions. After being found guilty by Justice Abigail Mshila on Monday, Njoki sought to be pardoned from the death sentence as provided in Section 203 and 204 of the penal code. Through lawyer Njuguna Kimani, she pleaded that she is HIV positive and is expectant. Njoki is said to have started harassing her foster mother after discovering she was adopted. Ms Esther Wangari Kanuri adopted the 33-year-old woman at the age of three months after she was dumped by her biological mother. The harassments and confrontations moved from bad to worse on the evening of February 23, 2014 when Njoki took a knife and stabbed the physically challenged foster mother, who was suffering from arthritis, 42 times. Ms Kanuri was taking tea in her living room at the family’s home in Kihuyo village Nyeri when the adopted daughter attacked her. Njoki stabbed her on the chest, head, neck, heart and stomach. She also had injuries on the hands, an indication that she was trying to defend herself from her attacker. The slain civil servant’s body was found by her husband, Mr Michael Kanuri, who is a university lecturer, lying in a pool of blood in her adopted daughter’s bedroom. Njoki later dragged the body to her bedroom, locked it from the outside and escaped to Nyeri town for a drinking spree in Majengo slums.

INCIDENTS

Teen gangs preying on women at ‘Pirates’ beach JULY 2 2019 Mombasa is where teenage gangs from Bamburi and Kisauni are reigning terror on visitors. They take advantage of the weak policing of the beaches to sexually assault their victims in the deep waters. The gangs usually prey on girls and women who lack swimming skills or look like first-time visitors, according to police reports and vendors at Pirates. They are very active during holiday seasons when Kenyans flock the beaches to make merry. At first, they pose as swimming instructors, offering free lessons to visitors, then suddenly demand sexual favours in the deep seas where the victims are vulnerable. The boys are so brazen that they have ‘watch parties’ to protect those sexually assaulting their victims, while scaring away onlookers. Night out turns tragic as AP stabs reveller over barmaid JULY 4 2019 A night out at a bar at Nguku trading centre in Ndhiwa Sub-County turned tragic when an Administration Police officer based at the Nguku camp in Kanyidoto ward allegedly killed a civilian over a love affair. Witnesses say the victim, Mr Owiti, 36, and the officer were sitting at the same table watching the Afcon match featuring Kenya versus Senegal when the officer invited a barmaid to join them. Mr Owiti, whom locals claim was the woman’s boyfriend, objected. He and the officer engaged in a verbal exchange, which degenerated into a physical fight, during which the officer drew a knife and stabbed him in the stomach. He was rushed to Ndhiwa Sub-County Hospital, but medics there said they could not handle his condition and referred him to Homa Bay County Referral Hospital.
