Film Tulsa Fund 2022 Guidelines Final

TULSA COUNTY FILM RECOVERY PROGRAM APPLICATION GUIDELINES Date published: March 2022 The Tulsa Office of Film, Music, Arts & Culture (Tulsa FMAC) created the Tulsa County Film Recovery Program (“Film Tulsa Fund”) to focus on the goal of driving an economic boost through film production and providing education to Tulsa County’s film industry while growing the workforce. This program addresses the negative economic impact on Tulsa’s film industry caused by the COVID-19 pandemic. The proposal was passed by the Tulsa County Commissioners for allocation of Tulsa County American Rescue Act funding in December 2021 and goes into effect March 2022 with $600,000 available funding for productions meeting specific criteria.

The Film Tulsa Fund is administered by Tulsa FMAC, a division of Tulsa Regional Tourism which is housed at the Tulsa Regional Chamber. The Film Tulsa Fund is available for productions filming in and around Tulsa County from March-December 2022. Productions that apply for the Film Tulsa Fund will be eligible for 3% of their total Tulsa County spend (Minimum spend in Tulsa County must be $50,000). Maximum cash rebate to not exceed $150,000 per production.

Project eligibility: The Film Tulsa Fund is available to the following qualifying projects that have a registered LLC in Oklahoma: • Feature Film • Short Film • TV (Scripted + Reality) • Documentary • National Commercial Qualified expenditures include (must be based in Tulsa-County): • Lodging for cast and crew in Tulsa County • Production office location in Tulsa County • Tulsa County-based vendors • COVID-19 expenses through Tulsa County vendors

Application Requirements: The following must be submitted to be considered for the Film Tulsa Fund: • Summary of project + Script (if applicable) • COVID-19 Best Practices Safety Plan • Total budget + specific Tulsa County spend: o Estimated local hires of Tulsa-based film crew o Estimated number of hotel accommodations needed • Proof of: o Complete funding o General Liability Insurance o Production office/base + lodging + vendors are based in Tulsa County (Tulsa FMAC will help identify businesses with production) Pre-production Requirements: • Must obtain a Letter of Support from Tulsa FMAC • Must obtain a Film Permit with the City of Tulsa • Announce the project, acknowledging use of Tulsa County ARPA funds, with quotes from director and/or producer, Tulsa County Commissioner, and Tulsa FMAC o Tulsa FMAC to coordinate VIP/Media set visit with production Post-Production Requirements: • Detailed budget of entire project + specific Tulsa County spend • Provide final Crew list, detailing Tulsa-based crew vs. non-local crew (with contact information for local hires) • Provide final Vendor list, detailing Tulsa-based vendors vs. non-local vendors (with contact information for local hires) • Film Tulsa logo must be included at the end of credits when project is completed Payment Schedule: Once production wraps, all local crew/vendors have been paid, and final documents are submitted, Tulsa FMAC will work with Tulsa Regional Tourism/Tulsa Regional Chamber accounting team to disburse allocated funds (in compliance with American Rescue Plan Act guidelines).
