Arbor Day has never been more important to the Woodlands! tree loss resulting from the historic drought in our region has been devastating. It may seem counterintuitive to plant trees in severe drought conditions, but the winter months are ideal for planting.

Forest service says this is the time to learn how to plant and to water trees. trees are dormant; soil holds moisture longer in cooler temperatures, consequently less water is required to keep the roots moist as they become established for the spring growing season. Get in the habit of hand watering, which is still permissible even under water restrictions.
arbor Day is an investment in our future. In anticipation of prolonged drought and to ensure long-term success, drought-tolerant native species should be your first choice. a good strategy is to survey the woods and assess which species are holding their own. three that have impressed me—eastern redbud (Cercis canadensis), southern wax myrtle (Morella cerifera) and white oak (Quercus alba) are among this year’s arbor Day offerings.

Many invasive plants are colonizers too. Lisa Gonzales, research scientist with the Houston advanced research Center, reminds us that abundant Chinese tallow seeds are lying dormant in the region’s soils. Let’s turn the areas of tree loss into an opportunity for better trees than the invasive tallow.

Other trees in public spaces that have fared well are bur oak (Quercus marocarpa), common persimmon (Disospyros virginiana), cedar elm (Ulmus crassifolia), flame-leaf sumac (Rhus copallina) and possum-haw holly (Ilex decidua) If and when our 50-inch annual rainfalls return, these species will still be “the right plant in the right place.”

Leaves, Branches and Grass…

starting February 1, 2012, residents will be required to put yard trimmings – leaves, grass, branches and limbs – in compostable bags or in a traditional +/- 32-gallon trash can without a lid. the “no plastic bag” rule saves the cost of debagging at the composting facility. that savings has been passed on to the township and residents in the new solid waste contract.
Compostable bags come in two types – certified compostable “plastic-like” bags and brown kraft paper bags similar to paper grocery bags. Both types of compostable bags are available at area grocery stores and home improvement stores.
Practical options make it easy and save residents money over purchasing compostable bags. Buy a new trash can or pull out the old garbage can that you stopped using when the Woodlands switched to 96-gallon carts for trash—it makes a great open container for weeds, trimmings and small branches. use the
Don’t Bag It© method, developed by texas a&M university, for managing leaves and grass clippings. For larger branches and prunings, just bundle with twine or string for curbside pick-up.
using a mulching mower and not bagging grass saves time, money and effort. It is also better for your lawn! Grass clippings left on the lawn decompose and provide nutrients to soil that keep turf grass healthy. Composting leaves creates a rich soil amendment that helps your landscape by providing nutrients and organic matter to help soil hold moisture.
yard trimmings of any type should nOt be dumped in open space preserves or green belts. Dumping disrupts the natural forest cycle and is a violation of township Covenants. Piles of residential yard trimmings increase the risk of wildfire during drought and contribute to flooding by blocking drainage during heavy rain. Puddles from poor
drainage are breeding sites for mosquitoes. If tossed over the back fence, leaves, limbs and brush piles become home to nuisance wildlife, termites and carpenter ants.
When handled properly, yard trimmings are not waste, they are a resource! Keep yard trimmings out of greenbelts to protect personal property and the forest ecosystem. For more information about options for managing yard trimmings, please call the Woodlands township at 281-210-3900.

GUIDE TO Deed Restrictions in The Woodlands
the Woodlands township is a master-planned community that provides for orderly development of residential, commercial and industrial land usage. Long-range planning is critical to preserving the quality of development and to maintaining compatibility with the environment.
Development of the Woodlands is guided by a group of legally binding covenants and design standards that protect the aesthetic integrity of the community. additions and modifications to residential properties must be in compliance with these covenants and standards to assure continuation of good design, maintain property values and preserve the natural environment.
Residential design Review committees
the Covenants require that all changes and improvements to a property must be reviewed. each developed village in the Woodlands has a residential Design review Committee (rDrC) made up of at least three people elected by the village residents and property owners to serve one-year terms. Committee members serve in a volunteer capacity and represent the resident viewpoint essential to the evaluation and approval process. each village rDrC meets once a month to review property owners’ applications for modifications or additions to their properties to ensure conformance with the Covenants.
The following is a brief summary for easy reference. this summary of the protective covenants and residential standards is representative, but not all-inclusive, of those now in effect in the Woodlands. separate standards govern non-residential projects. since the standards are updated from time to time, it is important that residents check with the Woodlands township for copies of the most current standards. applications for additions and modifications will be approved on the basis of the standards in effect on the date submitted for review by the residential Design review Committee.

Fences: some lots are restricted to a specific fence design, including those with swimming pools or spas, on golf courses or lakes, corner lots, lots adjoining major streets, townhomes, patio homes and those in certain sections of the Woodlands.
Front yard fences, which must be of an “open” design, are limited in height depending on lot size. For most other fences, the maximum height is six feet. If the fence design has a front and a back, the front, or smooth side, must face outward on all sides of the lot. Prohibited fencing materials include chain, chain link, wire mesh, wirebound picket, plastic, fiberglass, rope and bamboo. decks and other patio structures: Decks, patios, arbors, trellises, sunshades, storage sheds, gazebos and similar structures must conform to the architectural character of the existing dwelling. easements must be observed. Complete instructions and a list of unacceptable construction materials are included with the application form.

colors and materials: exterior painting or re-staining with a currently approved color does require approval. Changes in exterior color or material must be reviewed by the committee. this standard applies to doors, shutters, trim and changes in siding and roofing materials. Colors in muted shades are the norm. Canvas awnings and roofs must be of solid muted shades.
exterior lighting: Due to their industrial nature, some lamp types and fixture designs are not allowed on residential lots. In general, pole lights, pedestal lights and tree lights intended to shine downward must be located at least 20 feet inward from the street pavement edge and respect all easements. Mercury-vapor lamps are acceptable only in shielded fixtures mounted high in trees to provide low level ambient property illumination (moonlight).
the level of illumination of any light should not be offensive or create a glare when viewed from outside the lot. Directional lights must be aimed into the lot on which they are installed. the light source must be shielded.
play structures: Criteria for the color, materials and placement of play equipment and structures are designed to minimize visual impact of the equipment. Basketball goals must be attached to the residence or mounted on a pole at least 20 feet from a street edge and five feet from the side lot line. Play equipment and basketball goals are not permitted on cul-de-sac islands or on the street edge.
Forts, swing sets, etc., are restricted in height and size and must be located in the rear or side yard and not in any easement. Wood construction is preferred.

One of the premier multi-sport events in the region, the ninth annual CB&I trI – the Woodlands, scheduled for 7 a.m. on saturday, May 5, 2012, offers high-caliber competition, first-rate race management and a scenic course.
Comprised of a 500-meter swim in Lake Woodlands, a 15-mile bike
throughout the Woodlands and a fivekilometer run, the race is a sanctioned usa triathlon event featuring a field of more than 1,000 participants. Last year’s participants ranged from beginners to nationally ranked triathletes.

Good soil, one teeming with microorganisms, fungi, earthworms and beneficial insects, is truly the living layer of earth.
In fact, a handful of soil contains billions of bacteria, hundreds of thousands of protozoa, miles of microscopic fungal hyphae, tens of thousands of beneficial nematodes and countless earthworms and tiny arthropods.
Living soil becomes sponge-like, able to soak up a great deal of moisture. the ability to retain moisture reduces the amount of water needed to maintain healthy plants. In turn, the gardener saves time and money. soil, conditioned and maintained properly, is the basic building block in water

conservation. It also encourages turf grass to have deeper roots, thus making it stronger and less susceptible to disease. a soil full of living organisms helps vegetables grow stronger and produce more nutritious fruit for longer periods of time. It also encourages landscape plants to be more vigorous and helps flowering plants produce more vibrant flowers. trees benefit significantly from high concentrations of life forms in soil.
Compost is a necessary adjunct to good soil. It “inoculates” the earth with beneficial organisms and encourages earthworms to tunnel quickly and efficiently into the soil. soil scientists estimate that earthworms can move extensive amounts of soil, about eight tons per acre annually, which significantly beats anything a gardener can do with a shovel or tiller. additionally, compost returns important nutrients into plant-friendly forms.

2011 Taste of the village
Congratulations to the Indian springs Village association taste of the Village Committee, board and volunteers for a fantastic event! after laboring for more than six months, the taste of the Village Committee, led by Lloyd Matthews and ron Kostelny, organized a fun-filled afternoon enjoyed by all. approximately 5,000 attendees were able to browse the informational booths and taste the food and beverages offered by Indian springs Village businesses. Children were entertained by costumed mascots, face painting, inflatable slides and bounce
houses, while the adults focused on the photo ops with the Houston texans cheerleaders and the Indian springs Village association raffle! raffle prizes such as an Xbox 360 Kinect, an iPad2, a round of golf for four at Canongate, a 52-bottle wine cooler and a Pandora bracelet were given away at the end of the event. Proceeds from the raffle will be utilized to fund scholarships to graduating high school seniors who reside in Indian springs Village.

Recycling Q&A
New and Improved Recycling Service Begins In 2012
What is changing?
the Woodlands township Board of Directors recently selected an option for future waste and recycling collection with service scheduled to begin in 2012. a new solid waste contract with Waste Management is expected to take effect at that time. the new option provides significantly improved recycling services with the least cost and least impact to residents, while taking into account that waste disposal costs will increase over the long term.
here are the changes:
• Recycling – the existing 18-gallon recycling container will be replaced with a green 96-gallon container with a yellow lid, a handle and wheels. this is the same size as the current trash cart.
• Yardwaste – after February 1, 2012, plastic bags will no longer be accepted. Green waste can still be bundled or placed in resident-provided containers. If bags are used, they must be compostable bags, available at local stores.
What is staying the same?
Garbage service, using your current trash cart, remains the same. there will also be no changes to the bulky waste pick-up, extra trash tags, or the township’s recycling Center. (If you are unfamiliar with the current services, please visit www.thewoodlandstownship-tx.gov. Click residents, then trash Collection, for details.)
What are the benefits?
there are a number of benefits, the main one being that the new cart accommodates an increasing number of items that can be recycled curbside, including large cardboard. the wheels make the cart easier to maneuver, and the lid keeps recyclables dry and prevents littering. the ability to recycle more means less refuse goes to the landfill, which results in lower costs for the future.
What is the cost?
there is no additional cost to you. the service fee is included in your annual
township tax bill. Many communities charge an additional service fee for garbage and recycling pickup, but the Woodlands does not.
What is the timing?
the transition to the carts will begin in January 2012. Information will be posted on the township Web site and published in The Woodlands Community Magazine service days will remain the same for all residents. Most carts are expected to be delivered on regular service days. Old recycling bins will be picked up if they are at the curb on that day. Once you have received the new cart, you may begin using it.
What can be recycled in the new cart?
Full recycling information is available at the township’s Web site. Current items accepted curbside are:
• aluminum cans
• aseptic containers (coated cardboard) such as those for juice, soup and milk cartons, ice cream cartons

• Cardboard, flattened
• Glass: brown, green and clear jars and bottles
• Paper: office, school, junk mail, newspaper, magazines, catalogs
• Paperboard: cereal, cracker, toothpaste boxes; tubes and paper rolls

• Plastic: rigid bottles, cups and containers #1 through #7 (Look for the recycling symbol on the product.)
• steel and tin cans, such as those for canned meats and vegetables
Please rinse all containers completely before recycling.
What is not accepted curbside?
• no plastic bags of any type.
• no ceramics, Pyrex®, windows or mirrors.
• no foil or pie pans.
• no plastic sleeves.
• no styrofoam™ containers.
How can I recycle what is not accepted curbside?
the Woodlands township is always working to have more items accepted curbside. Oversized items can continue to be scheduled for a bulk pickup directly with Waste Management at no additional charge. In addition, many charitable organizations provide pickup and drop-off for items that are still serviceable. For other items not on the curbside recycling list, check with Precinct 3 recycling Complex and southwest recycling for scrap metal and many other bulky items for recycling. Precinct 3 recycling Complex accepts clean styrofoam™ and other expanded polystyrene and household products. the township’s recycling Center is also open two days per week. Please check the township’s Web site at thewoodlandstownship-tx.gov for additional information and more options on recycling items that are not accepted curbside, including the Donations Guide and the Recycle More Guide
What are the rules?
all trash, refuse and recyclables (except bundled limbs and branches) must be placed in containers as noted. all trash, refuse or recycling containers may be placed near the street edge no earlier than one day prior to waste collection. emptied containers must be removed from the street, front yard or driveway by the end of the collection day. Containers must be stored on the owner’s property at all times and stored out of public view at ground level from the street or alley or adjacent and surrounding properties at all times except during waste collection.
Does it matter how the carts are placed on pickup day?
yes! Place both wheeled carts at the curb or street-end of your driveway, with the opening side facing the street, and the wheels and handle facing the house. remember to keep at least four feet between the carts so that the automated arm of the trash and recycling truck can pick up each cart.
What if I have a concern about storage and screening?
If you do not want to store the carts in your garage, please call the Woodlands township Covenant administration Department at 281-210-3800 for suggestions on how best to store and screen the carts at your property. Options may include fencing, lattice or landscape screening using plants.
What if I don’t want the new recycling cart?
the Woodlands township hopes that you will enjoy the mobility and size of the new cart and find more things to conveniently recycle, however, if after 90 days, you still do not want the cart, please call the township at 281-210-3800, and the cart can be removed from your home at no charge. If, at a later date, you should decide that you want to re-order the cart, a fee will apply.

Detailed construction drawings, exterior elevation drawings and specifications for color and materials must accompany the completed application. the drawings must indicate how the proposed improvement will relate architecturally to the existing residence, and the plans must be sealed by an a.I.B.D./t.I.B.D. or n.C.B.D.C. designer, licensed architect or structural engineer. Inspections and a refundable compliance deposit are also required. Conversion of a garage or carport to some use other than for automobile storage is generally prohibited. exceptions may be granted where an architecturally compatible approved replacement structure is provided.
pools and spas: Pools and spas must be enclosed by an approved fence with self-closing and self-latching gates. Pool barrier fencing must comply with the residential Code. the pool and/or spa, as well as its associated decking, berms and waterfalls must not encroach upon any easement. Concrete, paving,
and interlocking pavers are also limited by standards regulating lot coverage. additionally, the water surface area is also limited by the standards. the homeowner should allow plenty of time for the application to be processed as drainage, access routes and tree removal questions are all carefully considered. Inspections and a refundable compliance deposit are required.
satellite dishes: a satellite dish antenna may be allowed on a lot if the dish is inconspicuous. all dishes must be black or gray in color. the removal of vegetation for signal reception is not allowed. More stringent restrictions apply to dishes more than 39 inches in diameter. since special restrictions apply to the location of satellite dishes on a lot, please contact the Woodlands township before a purchase is made.

each year, elections are held for more than 100 volunteer leadership positions within our community. Volunteers are critical to the Woodlands; thousands of volunteer hours are necessary to carry out the governance of our community. As in the past, elections will be held in February for the Residential Design Review Committees (RDRCs) and the Village Associations. the Woodlands township Board of Directors election follows a different process.

the majority of properties in the Woodlands township are encumbered with either the Woodlands Community association Covenants or the Woodlands association Covenants (both herein referred to as the Covenants). In 2010, these community associations transferred responsibility for covenant administration to the township as part of the governance
transition, and the Covenants continue to be encumbered on property throughout the Woodlands. as prescribed by the Covenants, five-member resident-elected committees serve to facilitate property improvements of their peers. elected to one-year terms, residents dedicate several hours each month to review the applications submitted by their neighbors for improvements to their properties. residents interested in ensuring that design
standards are maintained in the Woodlands may be interested in filing for residential Design review Committee candidacy in their village. the following residential Design review Committee positions are up for election in February 2012: all Villages

The Woodlands Governance
Preparing for Public Forums
the Woodlands township, a special purpose district, is the official governing body of the Woodlands. regional Participation agreements (rPa) entered into with the Cities of Houston and Conroe prevent the annexation of the Woodlands and allow residents to determine their own future governance structure within the next 50 years. In 2007, residents overwhelmingly approved the change in governmental structure to become the Woodlands township, however, the rPas provide the opportunity to change the current governance structure, including the option to incorporate as a municipality after May 29, 2014.
the township’s Board of Directors has been working through a process to proactively examine whether the current governance structure is best suited for the
community now and into the future or whether changes need to be made. Over the course of the last several months, the project team has been preparing a “gap analysis,” an evaluation of the effectiveness of existing service delivery and the potential future need for expanded and/or new services and governing tools as the community evolves. this work includes meetings with residents, community leaders, and key stakeholders, including employers, businesses and service providers. additionally, the Board requested that preliminary financial analyses be completed so residents and stakeholders can better understand the financial implications of municipal incorporation.
early next spring, the project team will be communicating the results of
these analyses and will be seeking your feedback. two public forums are anticipated to be held (one during the week and one on the weekend) and residents are encouraged to attend one of the events to learn more about the decisions that face the community. the Woodlands township looks forward to hearing your feedback on future governance for the Woodlands! Herewe are at the start of another new year! How about doing something to make our community an even safer place to live, play and work? “What can I do?” you ask. the answer is something you may not have even thought about because it is so simple: locK your doors! that’s right, something as simple as locking our doors, windows and garage doors will make our homes safer, and that makes our community safer. the Woodlands township and its Woodlands Watch program are working with local law enforcement to reduce the number of burglaries of habitation in our community. and you, our residents, are vital members of the team.
the Woodlands township will educate residents throughout the year on things they can do to decrease the number of burglaries of habitation. Working with residents and local law enforcement agencies, there was an approximate 50 percent reduction in the number of burglary of motor vehicles (BMVs) in the Woodlands from 2010 to 2011. Our goal is to be even more successful with lowering the number of burglaries of habitation.
Community policing is a team effort combining local law enforcement, neighborhood watch and residents to form a strong and safe community. Contact your village liaison at 281-210-3800 to schedule an educational event to learn more about crime prevention and how to get involved.
We know that with the teamwork of residents, the Woodlands Watch program and law enforcement we can accomplish this goal! so, let’s get out there and lock those doors!

Do you have the best boiled crawfish in town? Join us for the chance to gain bragging rights about your crawfish! Try-A-TRI Clinic
This clinic will introduce young athletes to the fun and exciting sport of triathlons, which is one of the fastest growing sports in America and is a great way to stay healthy and fit. Athletes will learn through instruction, drills, games and workouts in all three sports (swim, bike and run), including the transition from sport to sport. All athletes need to bring a swimsuit, swim cap, goggles, towel, bike, helmet, running shoes and a water bottle. All levels are welcome. Instructors: Coach Mindy Reich of SelecTRI, a USA Triathlon Level I Coach and member of SelecTRI The Woodlands, a youth and junior triathlon team. Ages: 7 - 19. If you have always wanted to run, but never felt you could keep up or fit in, this is the program for you! 1,2,3, GO...is a supportive, multi-phase training program for new runners or those coming off of an injury. All participants will train together following the program that was developed by RRCA certified running coaches, Jill Mitchell and Vicky Gillmor.
Phase I: Build a running base to increase strength and endurance in group runs that slowly and safely increase in intensity and distance. Questions are welcome and weekly group runs are an opportunity to network, stay motivated and learn about yourself and the sport. This phase culminates with a five-mile run on Saturday, March 31. Park Highlight - Forestgate Park
Forestgate Park, located at 7505 Forestgate Drive in the Village of Indian Springs, was conveyed in 2002. Within the 11.5 forested acres of this village park, which are accessible by pathways from Flintridge and Forestgate Drives, there is a playground with equipment for all ages, a multi-purpose field, a lighted basketball court, two lighted tennis courts and a wheel-friendly area.
An exceptional part of Forestgate Park is the swimming pool, which includes one pool with six lanes for lap swimming and a mini water park (splash pad) that includes a 90-foot slide that twists and turns before depositing the delighted kids into the water. The baby pool has a theme octopus slide that has always been a favorite.
The large pine and battered stone pavilion is a popular place for picnics, birthday parties and meetings for friends and families. The pavilion is near three picnic areas and all other amenities including a drinking fountain, bicycle rack and meandering pathways throughout the park.
A recent addition to the park is a newly renovated wheel-friendly area. The old steel structures have been removed and Misiano Skateparks of New Smyrna Beach, Florida has created an entirely new look using poured-in-place concrete to make a sweeping lime wedge bank, a pump bump to gain speed, a quarter pipe, stairs, rails, elevated platforms and other challenging features that have been highly praised by the local skate park community. In the center of the skate park is a single tree that has to be seen to be believed. It shades half of the park and has a cutting edge character to match those of the users.

• I hereby assume any and all of the foregoing risks resulting from my, or my child’s, participation in the Program and accept all personal responsibility for any resulting damage including, but not limited to, injury, permanent disability or death.
• I hereby verify that I, or my child, am/is in good physical health and able to participate in and/or complete the Program.
• I hereby agree to indemnify and hold The Woodlands Township harmless from and against all liabilities for any injury which may be suffered by the Participant arising out of or in any way connected with his/her participating in the Program.
• I have read and fully understood this Waiver and Release. I further understand that by participating in the Program, I/we will have waived substantial rights.
• I have knowingly and voluntarily agreed to this Waiver and Release.

I further authorize that The Woodlands Township to transfer, use or cause to be used, the Media in any exhibitions, public displays, publications, commercials, art and advertising purposes, without limitations or reservations.
