There are several “refund anticipation” products offered by various tax preparation services, but they all cost money. The most frequently promoted products are Refund Anticipation Checks (RAC) and Refund Anticipation Loans (RAL). The pitch for these products is “you don’t have to wait for the IRS to process your return and send you a check.” What they don’t explain is: • Refund anticipation products are a type of short term loan. Whether you opt for a check, a pre-paid bank card, or other refund anticipation product, you will be charged a separate fee (typically $30-$125) for the loan. This fee is the equivalent to an interest rate of 500% - or more. • Before authorizing the refund anticipation product, the tax preparer will do a credit check (often without your knowledge). Many people with poor credit are denied the refund anticipation product, but they are still charged the fee. • If you opt for a prepaid bank card, there may be additional fees (such as activation fees or balance inquiry fees) which are deducted from the balance on the card –often before you use the card. • Even after being approved, you may have to wait up to 21 days before you can access the funds from the refund anticipation product – which is about the same time (or more) than if you waited for the IRS to deposit your refund in your own account. Before you pay a fee for the convenience of having access to your tax refund, consider the benefits of e-filing your return and having the IRS deposit your refund directly into your own bank account. You may wait a week or so for your money, but you won’t have any fees taken out before you get it. The Attorney General’s Consumer Protection Division investigates allegations of fraud in the marketplace. Investigators also mediate individual complaints against businesses. It wasn’t even close. You could see who won easily, without debate, no photo finish required. There are a great many good things about keeping hyper-accurate time. It’s good for training and it’s good for the record books. But in competitions, hypersensitive timekeeping makes being 0.01 of a second behind the “winner” somewhat like being a Soviet politician in the Cold War who falls out of favor. You’re removed from the history books; your name is never spoken again. You become a nonperson.

I’m beginning to worry I’ve been lying to myself for years about my fundamental nature. I don’t mean in the big ways -it’s not as if I used to think I am a writer named Alison who owns a puppy and is about to get married but recently discovered that deep down I’m a retired black man named Fred who lives for recreational chess -- but in terms of the nuances of personality, I’m no longer sure. For example, I don’t think of myself as a moody person. I think of myself as a good-natured, even-keeled person who’s been in a bad mood on and off for the last 30-something years. I was puzzling over this recently, about the fact that for someone who doesn’t consider herself moody, I sure am moody. And then I began to wonder why it is I cling to this notion when most evidence is to the contrary. I think it’s that in college -- which apparently is the last time I revisited myself -- I wasn’t moody. For whatever reason, college really was four great, enlightening, fulfilling and enriching years. Everything else has been a little less thrilling, a fact I kind of hate to acknowledge. I don’t want to be that person for whom college was the best four years, though, to be fair, I’d rather be that person than the one for whom high school was the best four years -- that person was a cheerleader.

I’m Not Moody (and Other Lies)

depression, which probably goes hand in hand with moodiness, and hence doesn’t apply to me. And then I was thinking about the other ways in which I might not be who I say I am. For instance, I hardly ever listen to my favorite band. If someone asked me who my favorite bands are, I would have to reach far back into the memory reserves, as the first thing to go with age is the ability to keep up with current music. But the name I always throw out there -- Sunny Day Real Estate -- is a defunct group I hardly ever listen to because the music is too beautiful and too poignant, the same reasons why I love it and why I can’t listen to it. So should it really be my go-to favorite? In the same way that unromantic people say you marry the person you’re dating at the time you’re ready to get married, that it’s more about timing than anything else, your favorite band is probably the band you’re listening to at the age it’s important to declare a favorite. And don’t even get me started on favorite movies. At one point -- in grade school -- I used to consider “Ruthless People” and “Big Business” to be my favorites.

State Continues Efforts to Address Propane Shortage BISMARCK, N.D. – Gov. Jack Dalrymple today said the state is taking several steps to assist North Dakota residents and businesses that rely on propane for heat. Officials with the North Dakota Department of Emergency Services (DES) remain in regular contact with county emergency managers to monitor the impact of recent propane supply shortages and high prices and to assist any homeowners who may become unable to maintain a propane supply. Any resident unable to maintain a supply of heating fuel is encouraged to contact their county emergency manager’s office or the DES.

On January 30, Dalrymple spoke by conference call with governors and other Gov. Jack Dalrymple state officials in South Dakota, Minnesota, Iowa, Texas, Wisconsin, Indiana and other states to discuss regional propane supplies and to expedite the over-the-road shipment of propane throughout the Midwest and central United States. The governor’s office also remains in regular contact with regional propane suppliers to closely monitor propane’s availability and price.

North Dakotans who need help paying heating costs can apply now through May at their local county social service office or call the State LIHEAP office at 1-800755-2716. More LIHEAP information about LIHEAP is available at http://www. nd.gov/dhs/services/financialhelp/energyassist.html Dalrymple has also contacted Standing Rock Sioux Tribe Chairman Dave Archambault II to offer the state’s assistance. Late last month, the Standing Rock Tribe declared an emergency due to short propane supplies. Dalrymple has directed the Department of Human Services to assist Standing Rock in assessing their potential need for additional LIHEAP assistance. Dalrymple plans to follow up with Archambault this week.

“We will continue working to get more propane into the local supply chain and to help North Dakota residents get the assistance they need,” Dalrymple said. “Industry leaders are reporting that supplies in North Dakota should be improving.” On January 7, Dalrymple declared a statewide emergency due to short fuel supplies, including propane used for heating. In the declaration, Dalrymple waived hours of service for drivers of commercial vehicles who transport needed fuel, including propane. Because of the shortage, haulers have had to wait longer to load at terminals and have had to drive farther to obtain propane. The declaration has helped to expedite the delivery of needed propane and No. 1 diesel fuel by giving

Through the Low Income Home Energy Assistance Program (LIHEAP), the North Dakota Department of Human Services is providing funding assistance to help qualified residents pay for home heating costs. The program could be particularly valuable to qualified residents this winter due to recent spikes in the cost of propane. LIHEAP also provides other assistance, including funds to help pay for repairs or the replacement of a furnace. Residents with incomes of 60 percent of the state’s median income or less are eligible for the assistance. Qualifying income varies by household size. Residents eligible for LIHEAP will pay between 1 percent and 3 percent of the monthly cost for heating, with the program picking up the remaining cost. The percentage is based on household annual income. North Dakota does not cap monthly LIHEAP benefits.

If Williston is the global energy epicenter, then Williston Walmart is the center of the globe. All Bakken roads lead to the Willieworld Wallieworld. It really is a Sam’s Club on speed. Unloaded pallets, torn plastic wadded up and product that looks like pirahnas got em. It’s black Friday every day. But folks aren’t fighting over the latest toy craze or buying a 50” TV for $299, they are fighting over the last case of Sam’s brand 24 water bottles. If you’re able to get a couple cases without a fist fight you hit the mother lode. The water row always looks like a tornado hit it. I knew this Walmart was a bit different the first time I walked in. The local gun club was having a fundraiser right next to the Girl Scouts table. Ok where do I donate my 10 bucks? Chance to win a high caliber automatic assault rifle or 2 boxes of thin mints? Wonder if the mother ship in Bentonville would approve a Gun club fundraiser in the east L.A. Supercenter? Don’t think that dog would hunt. Walmart could make more money, move folks out quicker and make the shopping experience more enjoyable, if they just had one aisle in front the length of the store called Micro Alley. Store closed for 12 hours until a bunch of those guys with white protective clothes, masks and scuba like tanks got here from Fargo. They were able to remove the pallet and put it into a lead protected van. Last I heard it was headed to one of those nuclear waste 10 mile deep disposal sites somewhere in central Nevada.

Column Penelope Ryder I met a new friend this week and actually read this statement he made in a local paper before I had the pleasure of meeting him in person. The word “amazing” popped off the page and honestly hid in my subconscious until this morning when I realized that I “stickied” it and came across this as a topic. I love a good case of irony drizzled with fate. My “amazing” friend made me think how “amazing” this town is and the confirmation in my belief that the true potential (in Williston) is limitless. Granted, Oil Country has an innate way of weeding out the weak, will they have the ability to weed out the insincere? Will Williston be destined to have a Mayor who envisions Williston as the land of opportunity or the vessel for personal gain for him and his minions? The ideal candidate for Williston is to have a Mayor that will see the big picture of opportunity and have enough business sense and evolve this town and develop an infrastructure ideal to the growing needs of its true citizens. Adhere to the adage of slow and steady growth to maximize the Bakken’s inevitable growth without compromising the values of the people who live here and raise families here. Not simply to the corporate needs, but to see this also is successful through farming. Our local leader should be able to be aware of the crime and dark behavior this boom has created and be open to educate him or herself to our unique needs. To bring in their back home opinions is the great flaw for any candidate. See it is a known fact that Williston is unlike anywhere in this country, which is the rule, and that is fact. If our potential local leader does not see this, they are truly at a disadvantage. The fabric that weaves this diverse culture that is Williston, is unique, twisted and complex. The potential growth limitless and rapid in this town – both attributes that entice and excite any fledgling candidate. In my opinion, that side of an ego could undermine any campaign and simply offer a lesson in humility. Something needed when a potential politician thinks their big town experience, fabulous friends and unlimited budget will coast them through to political stardom in our little slice of crazy here in oil country. To understand the true fabric that this crazy beautiful community creates, one must see the entire community, the good and the bad. Williston needs structure from a person that can see the dark side of Williston as the aftermath of unorganized chaos the oil industry brought. To step up in our community and call out the problems and how a strong leader can support our police, fire and aide organizations while balancing image, big business, and legislature. A businessperson that sees the big picture and can be un-biased? Is that possi-

I say a resounding “YES!!” We work hard, we make sacrifices, and we pay our dues- I want to see someone run for office that is at least educated or open to be educated on the ACTUAL happenings in this town. How about no texting and driving? How much local taxes do these HUGE companies give to the local school systems? (Oh, wow do not get me started on money for schools.) What about the ginormous drug culture we have that affects such a large number of youth in this area? Let us add to lack of social services to even slightly support the large addiction issues transients and the struggling locals need (i.e. Food Banks, Homeless Shelters, Drug Rehab Facility). If you drugs do not affect our community, ask your local police officers about that as well as the huge void in our area to help the large number of drug offenders through rehabilitation or support groups. A strong leader can grasp the community needs as a whole, not the needs they see fit or do not want to see at all. What about the rental rates? (Another personal trigger, hard for some with large, consistent paychecks to fathom,) Not all of us can just come here and buy a house- also painfully expensive. Why can the developers have the ability to set that rate ceiling so high? I am not a bleeding heart here, I am a mother, business owner and a single- woman living on my own and making great money that I give to my landlord at a cost of $3500 per month. I am not bitter, but when do we step up and voice what we all talk about in a regular basis. We are the residents that work the incredible hours, stay weeks and months away from our families, we are the workers who are the backbone of this town. We are Williston. I love living in Williston. I brought my family to live here, to thrive here how we could not anywhere else. Maybe in the beginning it was in meager digs until I became more successful, but I have accomplished and still continue to accomplish the promises I make to my family and my clients. No lie, I have fallen a few times, lost some clients and gained some more. I continue to grow and learn from those I meet. Sometimes the lessons can be more than anyone should ever have to bear, but town has been “amazing” at teaching me some hard-ass lessons. It is not pride that I evoke as I put in my 14 plus hour days, bundle up in the blistery negative temperatures, and struggle to build a company and being alone- the lesson Williston never ceases to teach me is humility. So when I look to a potential leader in the town I have come so fond of and a City that has given me so much, I get a bit defensive. Can we find someone good enough to run our golden city or will we simple have to settle for someone that the City can easily run?

Sponsored by the North Dakota Department of Agriculture (NDDA) and NDFMG, the two-day conference attracts growers, processors, marketers and others interested in locals foods from across the state. “The conference includes sessions on production practices, business development, marketing through social media, as well as presentations on marketing techniques, such as food hubs and food tours,” said Agriculture Commissioner Doug Goehring. “There will be plenty of opportunities for participants to network with each other. “Following welcoming remarks by Goehring and Marvin Baker, NDFMG president, Friday’s keynote speaker, Bruce Smith, Dawson County (MT) extension agent, will speak on local foods programs and projects in Montana. He will be followed by Matt Kleinhenz, Ohio State University vegetable production specialist, who will discuss plant grafting. Saturday’s speakers include Mike Frohlich, co-owner of Bismarck’s Laughing Sun Brewery, and Brett Olson, co-founder and the Creative Director at Renewing the Countryside, a Minnesota-based, non-profit organization providing ideas and assistance to strengthen their rural communities and reduce poverty. Deer Management Meetings Announced The State Game and Fish Department has scheduled eight public meetings in February to discuss deer management in North Dakota. Department officials will present an overview of the current deer population and prospects for the future, and look for input on possible options for changes in the way deer licenses are allocated. “We’re all aware that the state’s whitetail and mule deer populations have declined considerably in recent years,” said Game and Fish Department wildlife chief Randy Kreil. “In 2013 we had approximately 40,000 hunters who applied for a deer gun license and didn’t get one. We’re looking at some ideas that might help get more hunters in the field if deer populations remain similar to what they are now.” In the long term, Kreil said Game and Fish’s strategy is to build deer numbers to a point that would provide a reasonable chance for anyone who wants to hunt to be able to get some kind of license. “Right now we have a high public interest in deer hunting in North Dakota,” he said. “We’re hoping to come up with some solutions to help us maintain that.” Each meeting will begin at 7 p.m. local time.
