Industrial Commission Recognizes Housing Incentive Fund Contributor BISMARCK - The North Dakota Industrial Commission today recognized QEP Resources, Inc., for contributing $1 million in December to help the Housing Incentive Fund (HIF) create hundreds of new affordable housing units in western North Dakota. The company was one of five entities contributing $1 million or more to the fund, allowing for the full capitalization of the program a year in advance of the deadline. “With North Dakota’s economic growth expected to continue well into the future, affordable housing development remains a top priority for our state,” commission members said in a joint statement. “North Dakota taxpayers, whether they are individuals or businesses like QEP Resources, recognize this need and have shown resounding support for the Housing Incentive Fund.”

The Industrial Commission recommended that HIF be reauthorized during the 2013 legislative session. NDHFA received a $15.4 million general fund appropriation and was authorized to further capitalize HIF by issuing $20 million in state tax credits. About QEP Resources QEP Resources, Inc. (NYSE:QEP) is a leading independent energy company focused on the exploration, production, gathering, processing and marketing of natural gas, natural gas liquids and crude oil. Headquartered in Denver, QEP employs roughly 1,000 people in eight states and is an S&P 500 member-company. For more information, visit QEP Resources’ website at: www.qepres.com. About NDHFA The North Dakota Housing Finance Agency finances the creation and rehabilitation of affordable housing across North Dakota. The North Dakota Industrial Commission oversees the agency.

The Industrial Commission, consisting of Governor Jack Dalrymple as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees the state’s housing development efforts. “QEP Resources is excited and thankful for the opportunity to contribute $1 million to support the state’s affordable housing development program,” said Matt Thompson, Vice President of QEP Energy’s Northern Region. “As we safely and responsibly develop North Dakota’s natural resources, we are committed to supporting the growth and development of the state’s local communities through programs like the Housing Incentive Fund. In addition, we allocated more than $800 million of capital investment to our North Dakota operations in 2013, and we look forward to continued investment in the state for years to come.” QEP’s contribution will support development of Arrowhead Estate in Arnegard and the second phase of a Williston State College Foundation development. Both projects are intended to provide affordable housing for essential service workers. The North Dakota Housing Finance Agency (NDHFA) administers HIF. “We sincerely appreciate the support our development program has received,” said Jolene Kline, NDHFA executive director. “We look forward to seeing these developments through to their completion, providing the affordable housing North Dakota’s communities need for healthy growth and development.” NDHFA received 448 contributions with the greatest monetary support - more than $11.3 million - coming from financial institutions. Gate City Bank and U.S. Bank each contributed $3 million, and Bell State Bank & Trust and Wells Fargo Bank contributed $1 million apiece. The successful capitalization means that 34 projects that NDHFA conditionally funded last year will move forward creating 934 new housing units in Arnegard, Beach, Bismarck, Burlington, Crosby, Devils Lake, Dickinson, Dunn Center, Fargo, Grafton, Hettinger, Jamestown, Lignite, Mandan, Minot, New Rockford, Turtle Lake, Watford City and Williston.

Column Jim Mullen The Village idiot MY SINCEREST GENERIC APOLOGIES Dear readers, I want to sincerely apologize for the (pick one) racist, sexist, homophobic, xenophobic, ethnic, vulgar, prurient, misinformed, false and/or insulting remark in last week’s column. I was completely at fault, the buck stops with me and even though I was (pick one) heavily medicated, drunk, having a bipolar episode, stressed out, taking meth, addicted to painkillers, on steroids, butt-dialing, sexting, autocorrected, unintentionally plagiarizing, smok-

ing crack, going through a painful divorce and/or hearing voices, there is simply no excuse for that kind of hurtful statement. I blame no one but myself, even though several of my highly paid (pick one) Jewish, black, Arab, Native American, Asian, female, Polish and/or LGBT editors could have asked for a rewrite at any time, and none of them did. Not that they should be blamed for my mistakes and besides, now is not the time to play the blame game. There will be time enough for that in the months and years ahead, say, 10 or 20 years from now. It was not my intention to cause pain or to insult any group, especially (pick one) voters, readers, members of Congress, congregants, lobbyists, the elderly, women, the LGBT community, liberals, conservatives, independents, libertarians, college students, parents, newlyweds and/or middle-aged white men. Who knew there were so many of you? You can stop with the Twittering and Facebooking already -- I’m sorry, I get it, I take it all back. Unlike some people, I take full responsibility for my (pick one) inappropriate, insensitive, thoughtless, cruel, uninformed, ignorant and/or demeaning comments, but that doesn’t

mean I should be punished. After all, I’ve said I’m sorry; what more do you want? You want me to punish myself, too? You guys are so strict. OK, to show how sincerely sorry I am, I plan to make a deposit in the “but he’s really a good guy who simply made one little mistake” bank. That’s right: I’m making a donation to the charity most beloved by those I have offended. How does $50 million sound? It sounds good, doesn’t it? Unfortunately, I don’t have $50 million. But I do have $50, and except for one little word, it sounds almost the same -- and we all agreed it sounded good. After all, it’s the thought that counts. While I have apologized via Twitter, Facebook, Instagram, Google+, Vine, LinkedIn, Tumblr and a few other social networks, I know that that will never make up for the hurt I have caused. I know because of all the swearing and name-calling in your posts about me. Most of your tweets were far ruder than what I’m apologizing for. I made a mistake, but that doesn’t make me an evil person like Miley Cyrus, does it? Whoops! I’m getting bombed for calling Miley Cyrus evil. Did I say Miley Cyrus? I meant Dennis Rodman or May-

or Robert Ford. Whoa -- now I’m hearing from Dennis Rodman and Robert Ford fans. Who knew they had fans? Those people should be apologizing for liking those guys. Well, this is interesting. My first apology got 50,000 new “Likes” on Facebook. I’m thinking that if I said something offensive every day for a year, I could end up with a million followers in no time. Whoops! It seems in my original apology I may have accidentally offended (pick one) voters, readers, members of Congress, congregants, lobbyists, the elderly, women, the LGBT community, liberals, conservatives, independents, libertarians, college students, parents, newlyweds and/or middle-aged white men, so let me say right here and now that no offense was meant. I was completely at fault, the buck stops with me and even though I was (pick one) heavily medicated, drunk, having a bipolar episode, stressed out, taking meth, addicted to painkillers, on steroids, butt-dialing, sexting, autocorrected, unintentionally plagiarizing, smoking crack, going through a painful divorce and/or hearing voices, there is simply no excuse for that kind of hurtful statement.

I made three New Year’s Resolutions this year and in case you’re wondering, yes, I’m the New Years resolution-making kind. I know plenty of people who refuse, saying they regard the entire year as a chance to work on self-improvement and making resolutions once a year just sets you up to be disappointed in yourself. However, in the same way I like to make a wish before I blow out my birthday candles, even if I know it isn’t going to come true -- at this point I highly doubt River Phoenix will ask me out -- I like annual rituals. Here were the three:: --Be more punctual. --Be better with names. --Stop trying to change people’s minds. It’s the last one that’s proving the most difficult, and also the first one. The second isn’t vexing me but only because it’s early yet and I haven’t met that many new people.

North Dakota’s First Fuddruckers 5517 Hwy 85, Williston, ND

About That Resolution to be More Punctional Things got better in college, probably because I had fewer full-length mirrors. Eventually I moved to New Year where, miraculously, I became the person who was usually a little early. It was something about not driving and instead relying on public transportation -- to get anywhere in New York pretty much takes about an hour -- that forced me into a lifestyle where I stopped cutting it so close. There were a small handful of times where I did run late, but there is something deeply unpleasant about nervously wondering when you’re going to arrive while either sitting in the back of a cab, waiting on a subway platform or running down a busy block, more so than when you’re behind the wheel of your own car, that I never wanted to experience it again.

The punctuality stayed with me for a good while upon moving back to California. But in the three years since I’ve been back, it’s been slowly eroding. It’s no longer about how I look -- though that particular meltBut let’s go through them one by one for down is always within reach -- but a combination of having a puppy I feel guilty about the next three weeks. leaving and working with Adam Carolla. Dalrymple Kicks Off First Meeting of the Pipeline Technology Working Group BISMARCK, N.D. – Gov. Jack Dalrymple today kicked off the first meeting of the Pipeline Technology Working Group by welcoming its members and directing them to focus their work on identifying the latest available tech-

in populated areas and environmentally sensitive areas. The group’s final recommendations will be made available to landowners, legislators, regulators, local officials and the general public. To enhance pipeline and rail safety, Dalrymple continues to work with the state’s congressional delegation, state officials, industry leaders and with federal agencies including PHMSA, which regulates the operation of oil pipelines and rail transportation. The federal agency also partners with states, including North Dakota’s Public Service Commission, to regulate natural gas pipelines.

but their operation requires a total commitment to safety,” Dalrymple said. Pipelines from the Williston Basin have the capacity to ship 583,000 barrels of oil per day. Three major pipeline projects, scheduled to be completed by late 2014, are expected to increase shipping capacity by 200,000 barrels of oil per day. Other pipeline projects, including the proposed Enbridge Sandpiper pipeline which would transfer as much as 225,000 barrel of oil per day to eastern U.S. markets, are in various stages of development. “Shipping Bakken crude by rail requires the same uncompromised commitment to safety and we will continue working with our congressional delegation, the federal government and the railroad industry for improved rail safety as well,” Dalrymple said.

The technical working group includes private-sector engineers as well as representatives from the North Dakota Public Service Commission, the North Dakota State University Center for Surface Protection, the North Dakota Pipeline Authority, the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) and representatives from pipeline companies operating in the state. Today the Senate is about to vote Israel a virtual blank check -- for war on Iran. Reads Senate bill S.1881:

A Blank Check For War On Iran

If Israel is “compelled to take military action in legitimate self-defense against Iran’s nuclear weapons program,” the United States “should stand with Israel and provide ... diplomatic, military and economic support to the Government of Israel in the defense of its territory, people and existence.” Inserted in that call for U.S. military action to support an Israeli strike on Iran, S.1881 says that, in doing so, we should follow our laws and constitutional procedures. Nevertheless, this bill virtually hands over the decision on war to Bibi Netanyahu who is on record saying: “This is 1938. Iran is Germany.”

State Health Department Reports Widespread Influenza Activity BISMARCK, N.D. – The North Dakota Department of Health (NDDoH) today reported widespread influenza activity for the first time this influenza season and is reminding everyone that it is not too late to be vaccinated. “In the last few weeks we have seen a dramatic increase in reported cases, and cases are being reported to us from providers across the state,” said Jill Baber, Influenza Surveillance coordinator for the Department of Health. “As of January 9, 2014, 843 cases of laboratory-confirmed influenza have been reported since September 1, 2013, up from 88 cases only about a month ago on December 19th. In addition, people with mild illness do not always go to a doctor and doctors do not always test for influenza, so we know this is only a portion of the total cases for North Dakota.”

nant strain circulating so far this season is the Influenza A 2009 H1N1 pandemic strain, along with a small number of influenza A H3N2 and influenza B strains also circulating. This is the first year since the 2009-2010 H1N1 pandemic that this strain has been responsible for a majority of cases. “With the 2009 H1NI pandemic strain, we see more children and young to middle-aged adults affected than is typical for flu,” said Baber. “Even when seasonal influenza activity is normal, it can be alarming to hear about healthy adults with serious disease.” Vaccination is the most effective way to avoid the flu. The 2009 H1N1 pandemic strain is one of the strains included in this year’s seasonal influenza vaccine, and yearly vaccination is recommended, even for people who received an H1N1 vaccine during the 2009 pandemic.

According to the Department of Health, additional laboratory testing of influenza samples has shown the predomi- “Because the immunity gained from influenza vaccination

can wane, it is important to get vaccinated every year,” said Amy Schwartz, Immunization Surveillance coordinator for the North Dakota Department of Health. “It is not too late to get vaccinated, but people should get flu vaccine as soon as possible, as it takes a couple of weeks before it will prevent the flu. People who wish to be vaccinated should contact their health-care provider, local public health unit or pharmacist.” In addition to vaccination, the Department of Health also recommends frequent hand washing, covering coughs and sneezes and staying home when you are sick to prevent spread of influenza. Common signs and symptoms of influenza include abrupt onset of fever, muscle aches, sore throat and cough.

GEMINI (May 21 – Jun 21)

Finances might need a rational approach, as the Full Moon could coincide with an emotional reaction to a perceived problem. On the other hand, if you’re feeling insecure, you could decide to go on a spending binge, which won’t help matters either. Thankfully, you’re likely feel in your element once the Sun joins Mercury in Aquarius, encouraging you to expand your options and take on a challenge that could involve a pleasant learning curve. Travel may also be on your mind, especially a bargain break!

CANCER (Jun 22- Jul 22)

A Full Moon in your sign could mean you’re quite emotional around midweek, so be prepared for movies, music, and the people around you to make you more weepy than usual. There might also be a disagreement between you and another, or even a heightened sense of lust on Thursday. Either way, it might be good for you to let go and share! Toward the end of the week you may find it easier to detach and see things from a more easygoing perspective.

LEO (Jul 23 – Aug 22)

A dynamic aspect pattern could bring certain tensions into the open, fueled by the power of the Full Moon. If you feel tired and in need of a break, take one and let yourself chill! However, a lively aspect could indicate a developing social scene later, such as a surprise invitation or meeting someone who sparks your curiosity. You may have more success when you work with a partner or on a team once the Sun moves into Aquarius on Sunday.

VIRGO (Aug 23 – Sep 22)

You may feel like holding an impromptu party, as the Full Moon in your social zone could set the needle on the social meter higher than usual. Watch out for a spat with a friend - midweek may not be the best time to have words. Health matters come into focus, too, so you might feel like exploring a few alternative remedies or therapies to help keep you in tip-top shape. Cutting-edge ideas may help you get ahead at work.

LIBRA (Sep 23 – Oct 22)

You may notice tension building, which could set you on edge. However, a powerful influence midweek could be the trigger that encourages you to share your feelings, whether it’s appropriate or not. Take it easy and try not to overreact if you can help it. You may be more in your element later as the focus on Aquarius and your romance zone increases. Expect a potential meeting out of the blue and the chance to connect with someone who may be on your wavelength.

SCORPIO (Oct 23 – Nov 21):

Get ready for a feeling fest as a Full Moon in Cancer on Wednesday could highlight emotions that may have been suppressed. If you feel rather weepy around this time, it might help to let go and let it flow. You might feel much better as result. You may also feel like escaping to somewhere peaceful and emotionally nurturing, so a short break might meet your needs perfectly. Plus, a focus on your home zone could provide the perfect retreat, offering a chance to relax and recharge.

SAGITTARIUS (Nov 22 – Dec 21): As Mars continues through your social zone, you may be getting into the networking habit and enjoying mingling with old and new friends. However, certain tensions may culminate at the Full Moon midweek, which could highlight a personal issue. It may bring relief and release to talk things over with someone. When the Sun moves into Aquarius, you might have more involvement with computers or gadgets, especially if there’s an opportunity for a bargain in the post-holiday sales. CAPRICORN (Dec 22 – Jan 19):

Venus continues to be retrograde, which could be causing some discomfort in key relationships. However, any insights you get at this time may be a useful guide for what to expect in the future. Watch out for the Full Moon midweek, as it could coincide with intense feelings. Try not to overreact or do anything on the spur of the moment, as you may regret it further down the line. You might find that some retail therapy helps you feel a lot better.

AQUARIUS (Jan 20 – Feb 18):

Watch out for health issues midweek, around the time of the Full Moon in your wellness zone. It might be a good idea to lighten your schedule, if possible, to allow yourself a chance to relax. You’re still in a natural phase when you may want to retreat, so go for it. By the weekend you could be firing on all cylinders once again. Plus, you may have an enthusiastic desire to get ahead with projects that have been on the backburner.

PISCES (Feb 19 – Mar 20)

Romantic opportunities are highlighted this week. They may have a delightful quality as the Full Moon in your love affairs sector works a little magic on your behalf. Feelings could be intense, especially midweek, so think carefully before making out with someone, especially if there’s a chance you might regret it later. Consider the consequences! Come the weekend, you could be in a mellow mood and ready to kick back and relax after many weeks of seasonal fun.
