TERVITA CORPORATION SUPPORTS SUSTAINABILITY OF NORTH DAKOTA ENERGY SECTOR WITH NEW ENGINEERED LANDFILL (January 14, 2014) – Tervita Corporation announced today the opening of its first engineered landfill in North Dakota at Blue Buttes, a 60-acre site that will accept non-hazardous solid waste from oil and gas exploration and production in the Bakken. “Blue Buttes is an integral part of sustainable resource development in North Dakota,” said John Gibson, Tervita president and CEO. “Responsible resource development is key to our customers’ operations and our landfills assist in safely managing oilfield waste to minimize environmental impact.” The facility is located on 108th Ave NW in McKenzie County near Johnson’s Corner and will be open seven days a week from 7:00 a.m. to 7:00 p.m. The landfill complements the company’s two water disposal wells near Blue Buttes, its treatment, recovery and disposal facility near Alexander and its onsite closed-loop systems, rounding out the full suite of environmental services Tervita provides in North Dakota. The landfill is expected to accept waste for about 25 years and will be monitored and managed throughout active operations and a minimum of 30 years after certified closure. Tervita is committed to being a good neighbor in the communities where we operate. Tervita recently won the American Petroleum Institute Industry Innovation Award for its stakeholder management during the development and construction of the new Blue Buttes landfill. The facility employs six workers who will work in rotational shifts.

HOUSING INCENTIVE FUND FULLY CAPITALIZED IN ONLY EIGHT MONTHS BISMARCK, ND - The North Dakota Industrial Commission announced today that the North Dakota Housing Finance Agency (NHDFA) has fully capitalized the state’s affordable housing development program only eight months after it was reauthorized. “As North Dakota grows, affordable housing development has become one of our top priorities,” said members of the North Dakota Industrial Commission in a joint statement. “The Housing Incentive Fund has been a huge boost in creating affordable housing units in communities all over the state.” The Commission, consisting of Governor Jack Dalrymple as chairman, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem, oversees NDHFA’s housing development efforts and advocated for reauthorization of the highly successful Housing Incentive Fund (HIF) program that was first created in 2011. HIF was reauthorized during the 2013 Legislative Session and NDHFA received a $15.4 million general fund appropriation and was given the authority to further capitalize the program by issuing $20 million in state tax credits by Dec. 31, 2014. Strong public support resulted in the HIF being fully funded well in advance of the deadline. Almost 450 contributions were received with the greatest monetary support coming from the banking community. Twenty-eight financial institutions contributed more than $11.3 million combined. Forty-two contributions were made by businesses totaling $3.6

More than $5 million was directed to the fund by 378 individual taxpayers; the average household contributing $13,500. “With North Dakota’s strong, diversified economy contributing to statewide growth that is expected to continue well into the future, affordable housing choices are more important than ever,” said Jolene Kline, NDHFA executive director. “Greater understanding of this need by the public allowed for the rapid capitalization of the fund.” In November, NDHFA announced that in only two funding rounds, it had committed all of HIF program dollars to 34 projects, leveraging $150 million in construction financing. The program will create 934 housing units, 220 are set aside for households that provide essential community services in energy-impacted communities including education, law enforcement, and medical personnel. Approximately one-third of the developments will provide housing for special needs households including disabled, homeless and elderly individuals and families. The projects funded by the HIF program will be located in Arnegard, Beach, Bismarck, Burlington, Crosby, Devils Lake, Dickinson, Dunn Center, Fargo, Grafton, Hettinger, Jamestown, Lignite, Mandan, Minot, New Rockford, Turtle Lake, Watford City and Williston. North Dakota Housing Finance Agency is a self-supporting state agency that finances the creation and rehabilitation of affordable housing across North Dakota. Rauschenberger: Third Quarter Taxable Sales and Purchases Show Moderate Growth BISMARCK, N.D. – Tax Commissioner Ryan Rauschenberger announced today that North Dakota’s economy grew at a moderate pace during the third quarter of 2013, which includes July, August, and September. According to the economic report, North Dakota’s third quarter total taxable sales and purchases were $6.947 billion, up $166 million from the third quarter 2012, for a modest increase of 2.44%. Thirteen of fifteen sectors reported growth during the third quarter. “This is a good report, highlighting the fact that North Dakota’s economy again continued to expand on top of the rapid pace of growth in 2012,” said Rauschenberger. “It is very encouraging, considering the record level of sales growth experienced in recent years.” The wholesale trade sector showed the most growth in taxable sales and purchases, with the total rising $182 million compared to the same quarter 2012. The retail trade sector, the sector most often looked to as a measure of consumer activity, grew the second most in dollars, increasing by $98 million, a healthy 6% rise. Other sectors showing gains include: manufacturing, up $57 million or 15%; education, healthcare, and social services, up 18%; other services, up 12%; professional, technical, and management services, up 9%; arts, entertainment, and recreation, up 9%; financial, insurance real estate, rental and leasing, up 6%; information industries, up 5%, accommodation and food services, up 4%, trans-

portation and warehousing, up 4%; and utilities, up 2%. Two sectors reported declines, including: mining and oil extraction, down 19%; and construction, down a slight 2%. “The mining and oil extraction sector has experienced explosive growth in recent quarters some of which was related to the construction of pipelines and other one-time expenditures,” said Rauschenberger. “As drilling in the Bakken matures, we are expecting to see more moderation in this sector – and in others – as North Dakota progresses to a more sustainable rate of growth.” Of the 50 largest cities, the biggest percentage increases for the third quarter of 2013 were Linton, up 28%; New Rockford, up 24%; Hillsboro, up 22%; Oakes, Bowman, and New Town, all up by 20%. Who’s to know if your wife didn’t like the exercise bicycle you bought her? But the Super Bowl, you better have your facts straight. The only excuse for missing work on Super Bowl Monday is that you didn’t watch it -- or you watched something else. Or maybe that’s your job, figuring out what to put on TV opposite the Super Bowl. Commercials that sell for a million dollars a minute on the Super Bowl must cost pennies on the other sta-

tions. It must be infomercial heaven. Can I hear a “ShamWow!” Most of us are wise enough to use the bathroom during the game and not to go during precious commercials. Someone can always tell you about the plays and the scores, but the commercials have to be seen. I missed one last year and people had to explain to me that I had to buy this brand of beer because the horses that pull the wagons have good memories. If that doesn’t make sense, you haven’t had enough beer. As big as football is in this country, someday soccer may equal or surpass it, and certainly our national heroes will still pass away. Which makes me wonder: How many holidays will there be a hundred years from now? Will every day be a holiday? Will every weekend be three days? Will every weekend need decorations on the outside of the house? But in a hundred years, maybe we’ll celebrate some holidays differently. Like by showing up for work.

The second of the three new years resolutions I made this year -- the first to be more punctual and the third to stop trying to change people’s minds -- is to be better with names. It’s hugely upsetting to me that I even have to make this resolution. Allow me to explain.

Dalrymple, Wrigley Kick Off North Dakota’s 125th Anniversary of Statehood North Dakota Kicks Off 125th Celebration

BISMARCK, ND – Gov. Jack Dalrymple, Lt. Gov. Drew Wrigley and members of the North Dakota 125th Planning

Wrigley announced two statewide signature events that will be held Aug. 16 and Nov. 2, the state’s official 125th birthday. The August event will be held on the Capitol grounds and will showcase the best of North Dakota with home-grown entertainment, food, crafts and games. Two of the acts confirmed to perform at the event – Tigirlily and Chuck Suchy – were at the Capitol to provide a preview of this summer’s scheduled entertainment. Other performers announced today include The Burning Hills Singers, The Blenders, Mitch Malloy, Robbie Vee, Jesse Veeder, Dakota Air, Keith Bear, Kevin Locke and Greg Hager. The commemoration of the state’s official birthday on Nov. 2 will coincide with the grand opening of the new North Dakota Heritage Center. Activities for the public will be planned at both the Capitol and the Heritage Center for that day. More details will be announced closer to the date.

Drew Wrigley are joined by North Dakota performers Tigirlily and Chuck Suchy to officially kick off the state’s 125th anniversary celebration during an event at the Capitol. Committee today officially kicked off the year-long celebration of North Dakota’s 125th anniversary of statehood. The Governor and Lt. Governor unveiled the official 125th logo and announced details of signature events planned for the year during a kick-off event at the state Capitol that was attended by the public. “We are excited to kick off this year-long commemoration celebrating the anniversary of our statehood and the rich heritage and founding values that have defined our great state for 125 years,” Dalrymple said. “We have so much to be proud of and thankful for in North Dakota and this anniversary is a great opportunity to reflect on our progress and celebrate the people and events that have helped make us what we are today.” During the event, Dalrymple and Wrigley unveiled the official 125th celebration logo that will be used all year to promote and brand anniversary events and activities. The logo was designed by Eric Falde of West Fargo as part of a statewide contest where the public was invited to submit design ideas for the logo. The winning logo includes a bi-

Dalrymple Receives Package of Maryland Crab Cakes from O’Malley BISMARCK, N.D. – Gov. Jack Dalrymple today received a package of Maryland crab cakes from Maryland Gov. Martin O’Malley in response to a friendly wager made by the Governors on the outcome of the NCAA Division 1 Football Championship Subdivision title game between North Dakota State University (NDSU) and Towson University on Jan. 4. NDSU captured its third consecutive national championship by defeating Towson 35-7. What Did Our Wars Win?

“He ended one war and kept us out of any other,” is the tribute paid President Eisenhower. Ike ended the Korean conflict in 1953, refused to intervene to save the French at Dien Bien Phu in 1954, and, rather than back the British-French-Israeli invasion, ordered them all out of Egypt in 1956. Ending America longest wars may prove to be Barack Obama’s legacy. For, while ending wars without victory may not garner from the historians’ the accolade of “great” or “near great,” it is sometimes the duty of a president who has inherited a war the nation no longer wishes to fight. That was Nixon’s fate, as well as Ike’s, and Obama’s. And as we look back at our interventions in the 21st century, where are the gains of all our fighting, bleeding and dying? We know the costs -- 8,000 dead, 40,000 wounded, $2 trillion in wealth sunk. But where are the benefits? After Moammar Gadhafi fell in Libya, the mercenaries he had hired returned to Mali. The French had to intervene. In Benghazi, the city we started the war to save, a U.S. ambassador and three Americans would be murdered by terrorists. Libya today appears to be breaking apart. While Gadhafi was dreadful, what threat was he to us, especially af-

ter he had surrendered his weapons of mass destruction? In Egypt, we helped overthrow President Hosni Mubarak and hailed the election of the Muslim Brotherhood’s Mohammad Morsi. A year later, we green-lighted Morsi’s overthrow by Mubarak’s army. Terrorism has returned to Egypt, the Sinai is now a no man’s land, and almost all Egypt hates us now. The Shia regime we brought to power in Iraq has so repressed the Sunnis that Anbar province is now hosting al-Qaida. Fallujah and Ramadi have fallen. President Nuri al-Maliki is asking for U.S. weapons to retrieve Anbar and for U.S. personnel to train his soldiers. Unlike the bad, old Iraq, the new Iraq tilts to Tehran. Afghan President Hamid Karzai has refused to sign a status of forces agreement giving our troops legal protections if they remain. This could cause a complete U.S. pullout in 2014, leading to the return of the Taliban we drove out in 2001. Sunday saw terrorism in the heart of Kabul, with a restaurant favored by foreign officials targeted by a car bomb, followed by a machine-gunning of dining patrons in which 21 were killed. Americans have fought bravely there for a dozen years. But how has our nation building in the Hindu Kush benefited the good old USA?

Pakistan, with nuclear weapons, has become a haven of the Taliban, perhaps the most dangerous country on earth. Anti-American elements in the Khyber region have, because of our drone attacks, been blocking a U.S. troop exodus to the sea. How enduring is what we accomplished in Afghanistan? Last summer, Obama, goaded by democracy crusaders and the War Party, was about to launch strikes on Syria when America arose as one to call a halt. We did not attack Syria. Had we, we would have struck a blow for an insurgency dominated by the al-Nusra Front and Islamic State of Iraq and Syria. The ISIS goal? Detach Anbar from Iraq and unite it with jihadist-occupied sectors of Syria in a new caliphate. Can we not see that Bashar Assad’s worst enemies are ours as well? Syria’s civil war, which has cost 100,000 dead, with millions uprooted and a million in exile, has spilled over into Lebanon, where Hezbollah backs Assad and the Sunnis back the rebels. The neoconservatives say much of this might have been averted, had we left a stronger contingent of U.S. troops in Iraq and supported the Syrian uprising before the jihadists took control. They were for attacking Assad last summer, are for more severe sanctions on Iran now, and are for war

if Iran does not give up all enrichment of uranium. But the neocons have broken their pick with the people. For they have been wrong about just about everything. They were wrong about Saddam’s WMD and a “cakewalk” war. They were wrong about how welcome we would be in Iraq and how Baghdad would become a flourishing democracy and model for the Mideast. They did not see the Sunni-Shia war our intervention would ignite. They were wrong about how our interests would be served in attacking Libya. They did not see the disaster that would unfold in Pakistan. While we did not follow their advice and attack Syria, how have we suffered from having taken a pass on Syria’s civil-sectarian war? From Libya to Lebanon, Syria to Yemen, Iraq to Afghanistan, the Maghreb and Middle East are aflame. What have we lost by getting out of the wars Obama found us in? How would we benefit from parachuting back into the middle of the fire? Which raises a related question: Was Obama wrong in extricating us from the wars into which George W. Bush plunged his country? How will history answer that one?

Column John Voll Chapter One Williston Living The Dream Most have a story how they got to Williston. Usually doesn’t include an 800 credit score or a trust fund left by grandpa. Probably not many at a fancy Atlanta cocktail party brag about their dream retirement doublewide overlooking the Little Muddy. I don’t care we love it here. I lost my 6 figure healthcare consulting job in Florida and got turned down for the Walmart greeter position in Pensacola. So wife Melva, step sons, twin 15 year old’s Eric and Adam, Rambo our Boxer mix with who knows what and Taco our Chihuahua made the trek to Williston. Discovered nation’s lowest unemployment, beautiful summers, sunsets and…. Winter. The honeymoon capital of the world if you are newly married Eskimo’s from Antarctica. Oh well the locals convinced us it’s a dry cold. Like all immigrants found housing a real shocker. Only crib solution I could muster up was a 27ft Keystone Outback camper. But like Lewis and Clark we survived through the ice, mud and snow. What Lewis and Clark didn’t have to deal with was Rambo the damn boxer who kept chewing off the plastic flexible sewer hose from the holding tank. Must admit Melva was hoping for a bit more of a fashion statement other than Wallieworld or our JC Penney that’s been around since Lassie was a pup. She went into tears when our neighbor spouted “Honey if Walmart ain’t got it…you don’t need it” Didn’t take us long to find a couple restaurant jewels…Courthouse Café. Great food followed with a slice of chocolate cream pie the size of a medium size Buick. Or Lonnie’s. Food also great flavored with some of those healthy living tips on the wall like” Don’t drink downstream from the herd”. Anyway gotta run, big night on the town, rush to pick up the Shopper at 3 and head to Lonnie’s for a romantic dinner. Yea Mel and I qualify for the discounted meatloaf, mashed potatoes, cream corn, roll/butter dinner special that ends at 5:30. Just got a call from Eric…..stop by Coates RV. Damn dog. More living next week…stay tuned.

Column Penelope Ryder Bakken Women Life in the Bakken is like living on Mars without the application process.

Initially, the move to Williston was the farthest thing from my mind in April of 2012. Though the interest in this “Boomtown” has been sparked prior, my sights were set on a Summer in Peru and getting my friend’s construction company organized and operating before my June departure. Well, as we all know- plans change, and with that- life changes. With housing such an “issue” for my friend’s fledgling company, sub-par would be a compliment, we could not find crew to stay- no matter the pay. My Peru trip was cancelled and this girl can be bribed- off to Williston I went to help my friend finish apartments. No experience in construction, no experience with physical work. My friend understood the opportunity in Williston, and told me

bluntly, “You will come to Williston and leave with a business”. He was right. August 15, 2012- I arrived in Williston to my first client, 48 hours after I already left drove to Montana, packed my apartment into storage and drove the 12 hours back in a borrowed truck. With my background and the potential in Williston- I was sold. Now starting the business was easy- second nature. Bringing my family? Hell on Earth. Four kids- 17, 16, 12 and 9. It took 24 hours to get them all under one “roof ” and a year and a half later I am still working on the transition and lucky I am not living in a box. Business is good, operating in this area is an art and one must always adapt. This little big town has a culture all its own. To be here is a dream as a mother, a writer, an entrepreneur and even a

human. I am in the best place for growth and development in the country. It is a place to start over. It is a place to succeed. It is a place that weeds out the weak. It is home. So as my adventures unfold, I sense the pride we “Bakkennites” have is unmatched. Williston is like another country- even another planet. If a person thinks it is nothing like where they are from, it is because it is not. Our daily lives often mimic the real world, however an oil and farming community with wealth and compounding growth, low unemployment and practically no housing makes our area unique in every way. Allow me to guide the masses through the real life in Williston. Raising kids, 40 below weather and the solitary reality of making a life here.

PSC APPROVES OVER ONE BILLION DOLLARS IN PROJECTS FOR 2013

BISMARCK, ND – The North Dakota Public Service Commission approved siting applications for more than $1 billion worth of energy-related projects in North Dakota last year. These included 90 megawatts of gasfired generation station, several route changes for electric transmission lines, eight pipelines totaling nearly 100 miles, and three wind farms with 560 megawatts of total generating capacity. “2013 was a brisk year for siting and saw steady and orderly progress on the development of infrastructure to serve the state’s growing energy industry,” Commissioner Julie Fedorchak, who holds the pipeline siting portfolio, said. “We provide opportunities for public input on every project and carefully examine every application for compliance with state laws and to ensure that environmental and cultural impacts are minimized.” Some of the siting projects were started as early as 2011 and were not finally approved until 2013, showing the thoroughness of the review required of the PSC approval process. However, the average processing time once applications are complete is about 60 days. Commissioner Kalk, chairman of the Commission, said, “2013 was certainly a busy year for the PSC. It’s important that we continue to develop our resources wisely while ensuring our state’s proud heritage is preserved.” Commissioner Randy Christmann said, “This infrastructure development is giving long-term strength to our economy and making the state a safer and more pleasant place to live.” In addition to the siting process, the PSC in 2013 also completed recommendations on two grain insolvencies, approved a gas rate increase settlement, held hearings and received a settlement on an electric rate increase request, processed 31 damage prevention complaints, held public hearings on Basin Electric’s application for a 345 kV transmission line, received high marks from the Office of Surface Mining on the agency’s coal permitting and reclamation programs, enhanced the gas pipeline safety program and developed a quality assurance program for the weights and measures division. PSC PERMITS NEW CRUDE OIL PIPELINE BETWEEN KILLDEER AND DICKINSON

BISMARCK, ND – The North Dakota Public Service Commission Monday approved a pipeline siting permit for the Bakken Oil Express 16-inch crude oil pipeline between Killdeer and Dickinson, N.D. The permit allows the company to begin construction of the 38-mile pipeline, which will originate at a tanker truck unloading and pumping facility near Killdeer and transport oil to an existing Bakken Oil Express rail facility west of Dickinson. The $14 million pipeline will have the maximum capacity of 165,000 barrels per day, the equivalent of eliminating up to 825 tanker trucks per day off ND Highway 22. Construction is expected to take 12-14 weeks. “This pipeline provides a safe and efficient transportation method for significant volumes of crude oil and will eliminate hundreds of tanker trucks from one of the state’s busiest stretches of highway,” Commissioner Julie Fedorchak, who holds the siting portfolio, said. “This is an important addition to the infrastructure serving our state’s growing energy industry.” The design, construction and operation of the transmission pipeline will be in accordance with United States Department of Transportation regulations. During the siting hearing, company officials said the pipeline’s control center will be located in Killdeer and will be monitored 24 hours/day. The pipeline will be equipped with emergency shutoff valves and flow meters that measure all product coming in and out of the pipeline. “This order contains a directive that requires the company to inform the PSC of any spills that are reported to other state and federal agencies,” Commissioner Brian Kalk, chairman of the PSC, said. “This is a first for the PSC and certainly appropriate.” Commissioner Randy Christmann said, “Based on our hearing it appears the company has done a good job of working with impacted landowners.
