Aprofile of households participating in the Supplemental Nutrition Assistance Program (PAN by its local acronym in Spanish) in Puerto Rico shows that most include an older adult, while half include a member with a disability.
The recent study was conducted by the Center for Development Studies (CED in Spanish) at the University of Puerto Rico, Río Piedras Campus (UPRRP) and provided an insightful profile of households participating in the PAN on the island.
The analysis utilizes the most current data from the Census Bureau for 2023, revealing that some 597,000 households in Puerto Rico are enrolled in the PAN.
Key findings from the study indicate that 68% of those households have incomes below the poverty line. Additionally, 55% include at least one adult aged 60 or older. The study also highlights that 29% of participating households have at least one child under 18 years of age, while nearly half contain a member with a disability.
José Caraballo Cueto, an economist and director of the CED, emphasized that many households enrolled in the PAN consist of older adults or individuals with disabilities, a significant portion of whom live in poverty. The study also reveals that 59% of these households had at least one individual employed outside the home in the past year, which marks an increase from previous statistics -- 47% in 2016 and 51% in 2019.

In a written statement, the CED encouraged individuals to familiarize themselves with the definitions of poverty and related technical terms by visiting an associated link. They also suggested exploring the official Census website for more comprehensive statistics on Puerto Rico.
UPRRP Chancellor Angélica Varela Llavona remarked that the analysis by the Center for Development Studies offers valuable data essential for crafting effective policies that address socioeconomic challenges affecting societal well-being.
The CED, a newly established entity at UPR Río Piedras, is dedicated to providing consulting services related to economic and human development.

The Puerto Rico Comptroller’s Office reported Tuesday that the Municipality of Barceloneta overpaid more than $1.5 million for contracts and purchases between July 1, 2019 and Dec. 31, 2023. The audit, with five findings, resulted in the issuance of a qualified opinion due to significant, though not widespread, noncompliance.
The report details that the municipality overpaid $1.4 million for the purchase of a property valued at $13.5 million, without reviewing or submitting the appraisal reports to the Municipal Tax Collections Center, as required by regulations.
Some $148,485 was also overpaid for the purchase of air conditioning consoles, despite the original contract being for $50,000. The contractor invoiced for purchases made up to eight months after the contract expired.
The municipality disbursed another $29,060 for debris removal, without amending the original contract, and paid $501,882 for professional services from an engineer for
construction at Dr. Francisco Susoni School that was never performed.
The audit also reveals that the municipality failed to collect $146,162 from a corporation for extracting material from the municipal lumberyard. After the audit, the municipality recovered $46,824, leaving an outstanding balance of $99,338.
It also notes the payment of $203,649 to a pensioner who was reinstated in her position, even though the law stipulates that she should receive only half of her base salary. After a consultation with the Retirement Board, the pension was suspended and the refund of the money improperly received was ordered.
The Comptroller recommended that the Office of Management and Budget ensure compliance with the Comptroller’s Office Corrective Action Plan in the Municipality of Barceloneta. The municipality’s budget was $27.5 million in 2020, $26.1 million in 2021, $26.5 million in 2022, $30.9 million in 2023, and $32.1 million in 2024.

The Chamber of Food Marketing, Industry and Distribution (MIDA by its acronym in Spanish) presented a preview on Tuesday of the 2025 Consumer X-ray, the industry’s primary tool for understanding consumer behavior in Puerto Rico.
This year’s study is framed within a context of economic pressures caused by sustained inflation, the threat of new tariffs, and the possibility of adjustments to federal programs.
Among the main findings, it is notable that all items of monthly consumer spending experienced increases, with the sole exception of entertainment, which saw a 5% decrease. Specifically, those interviewed reported that their spending on food and household goods increased by 13%, rising from $452 in 2024 to $509 per month in 2025. Similarly, spending on mortgages or rent increased from $569 to $615 per month, utilities (water and electricity) rose from $360 to $386, and transportation costs increased from $665 to $712.
“Concern about new tariffs is widespread,” emphasized MIDA President Félix Aponte.
He noted that 82% of respondents believe the tariffs will negatively affect the local economy, and 61% expect that their family finances will be severely impacted.
Another aspect revealed was the concern about their ability to cover basic needs in light of potential cuts to federal funds for the Supplemental Nutrition Assistance Pro-
gram (PAN by its local acronym in Spanish) and Medicare.
“Among the PAN beneficiaries surveyed, 92% indicated that their ability to purchase food and meet their health needs will be affected in some way,” MIDA Executive Vice President Manuel Reyes Alfonso noted. “Forty-eight percent indicated that they would be severely affected. We cannot forget that Puerto Rico has the highest percentage of its population receiving nutritional assistance among U.S. jurisdictions.”

decisions due to limited budgets.
“We are facing a consumer who, under economic pressure, has had to transform their purchasing decisions,” Valdés said. “While almost all monthly spending items have increased, more than half of households have maintained or seen their income decrease.”
Diana Rodríguez, president of Lighthouse Strategies -- the company responsible for the study -- emphasized that “the consumer of 2025 not only seeks to save, but also wants to feel good about their purchases.” In this regard, she added that the study confirms the evolution of the value equation: quality, health, convenience and emotional aspects are now key considerations. For 57% of respondents, “value” means obtaining quality at the best price. Additionally, one in two consumers agree that their emotions significantly influence their purchasing decisions.
“The value equation is emotional, strategic, and shaped by the historical and social moment the buyer is experiencing,” Rodríguez pointed out.
Rodríguez added that essential consumer products such as meat, rice, bread, and eggs remain at the top of the shopping list. However, consumers now face a new economic landscape that necessitates reevaluating priorities at all levels -- consumer, retail, distribution and public policy.
“Meat is the most frequently purchased product, with 78% of respondents indicating they regularly buy it, followed by rice (64%) and bread (42%),” she said. “Eggs, which had lost popularity in recent years due to the impact of avian flu, have re-emerged in
fourth place, increasing from 42% in 2023 to 48% in 2025.”
The quality of meat is one of the top three most important attributes when choosing a store, according to the survey.
“This data confirms that, for Puerto Rican consumers, the value equation extends far beyond price, with a strong emphasis on the quality of key products,” Rodríguez emphasized.
The study revealed that over 91% of consumers continue to cook at home, combining savings with the intention of improving their diets. Seventy percent are taking steps to eat better, preferring products that are low in sugar, free from preservatives, and suitable for air frying.
“This consumer seeks practical and healthy options,” Rodríguez said. “Ninety-seven percent prefer products that are easy to prepare, do not require refrigeration, and cook quickly. Meanwhile, 75% look for low-sugar products. This presents a clear opportunity for brands that develop real solutions catering to the modern home lifestyle.”
The attributes most valued by consumers when choosing a store are low prices and proximity to home. Regarding brands, 64% of respondents are open to changing brands, with Generation X and millennials being the most likely to do so.
Despite the rise of digital shopping, traditional print advertising remains crucial, especially among the baby boomer generation.
This year, the study will include a module on beverage consumption and updates in the snack, pet, and frozen food categories.

The Mental Health and Anti-Addiction Services Administration (ASSMCA by its initials in Spanish) and the Moriviví Coordinator announced Tuesday that they managed to place 114 homeless people in permanent housing in just 100 days, surpassing the initial goal of 100. The challenge, called “100 in 100,” ended a week before the deadline and was carried out in 54 municipalities, including Vieques and Culebra.
The effort included collaboration with the Housing Department, Housing Finance Authority, Family Department, CESCO, the
Demographic Registry, the Water and Sewer Authority, and LUMA Energy. During the celebration of the achievement, held at the Old Ponce Casino, 10 key entities were recognized and testimonies of people who managed to escape homelessness were heard.
ASSMCA Administrator Dr. Catherine Oliver noted that “housing is one of the most important social determinants of health.”
“At ASSMCA, we recognize the importance of having stable and safe housing to ensure treatment adherence, achieve emotional stability, and promote overall well-being,” she said.
The initiative successfully placed 27 chronically homeless people in housing, while
the average age of the heads of household was 47. The average time the individuals spent on the streets was 561 days.
Keilyn Vale, principal officer of the Moriviví Coordinator, emphasized that “this achievement demonstrates that eradicating homelessness is possible when we join forces and work in a coordinated manner.”
“It’s not just about reaching a numerical goal, but about demonstrating what we can achieve when we prioritize human dignity,” she said.
The rapid relocation model, previously used after disasters, was adapted for the initiative as a permanent and effective strategy.

The Department of Health announced Tuesday that respiratory infections such as influenza and respiratory syncytial virus (RSV) show a downward trend in Puerto Rico, while COVID-19 transmission remains high but without a significant increase in deaths.
Influenza remains below the warning threshold and epidemic threshold, with only 5.4% of cases resulting in hospitalizations.
“This suggests that vaccination, surveillance and health promotion strategies are yielding tangible results,” the agency said. No new flu-associated deaths have been reported and hospitalizations are considered manageable.

RSV, which mainly affects infants and older adults, is also at low levels and with no deaths reported so far this year. Some 453 hospitalizations have been recorded since Jan. 1, but hospitals have had sufficient capacity to treat those cases.
As for COVID-19, although cases continue to rise, deaths remain low and severe cases are minimal. There is only one person in intensive care due to complications related to this virus. In addition, more than 83,000 doses of the updated vaccine have been administered through the end of May, reflecting a collective commitment to prevention.
The Health Department also recommended precautions against Saharan dust, which has affected air quality on the island.
It is suggested to avoid unnecessary outdoor exposures and wear masks or goggles, especially in people with asthma or chronic lung diseases.
The report highlights that the Puerto Rican population has shown interest in getting vaccinated and adopting prevention practices, which has allowed maintaining stability in medical care. The commitment of the government and health professionals is to continue working to protect public health, officials said.
Meanwhile, the “Health in Your Town” initiative remains active in Utuado through Friday, offering free health services to the community, including general medical, dental and optometric evaluations, as well as the delivery of health certificates for minors.

Vega Baja Mayor Marcos Cruz Molina has formally requested an investigation by the Federal Emergency Management Agency (FEMA), the Central Office for Recovery, Reconstruction and Resilience (COR3), and the Office of the Inspector General into the Department of Recreation and Sports (DRD by its initials in Spanish). He alleges that there has been misappropriation of funds intended for the rehabilitation of state-owned sports facilities in his municipality.
Cruz Molina’s complaint comes after more than eight years of waiting since Hurricane Maria struck in September 2017, causing significant damage to recreational and sports infrastructure across the island, including 15 DRD-owned facilities in Vega Baja, the mayor said.
According to official documents and damage assessments conducted by FEMA, the facilities were identified as eligible for federal recovery funds.
“About eight years have passed, and these facilities have still not been renovated,” the mayor said. “This directly affects hundreds of young people, sports teams, and communities that
rely on these spaces for their physical, social, and emotional development.”

Cruz Molina said further that the DRD’s apparent lack of action limits recreational and sports opportunities for residents and poses risks to the safety of citizens. Some individuals continue to use the deteriorating spaces despite the hazards.
“The people of Vega Baja have been patient, but we cannot allow recovery to become a broken promise,” the mayor said. “We demand an investigation into potential misappropriation of funds, negligence, or noncompliance on the part of the DRD. Our communities deserve answers and, above all, action. The time for waiting is over.”
Cruz Molina urged that the central government be held accountable and that it create an urgent plan to reactivate pending projects, ensuring equitable access to functional sports facilities for all municipalities.

With this phrase, Barceloneta Mayor Wanda Soler Rosario described the work of mothers and fathers in their respective roles of contributing to the development of men and women of integrity, with high values and a deep sense of solidarity. The mayor delivered her remarks as part of the 2025 Exemplary Mothers and Fathers Recognition held Tuesday in the town’s public square.
“The 2025 Exemplary Mothers and Fathers Recognition is a way to let them know that we value and appreciate them while remembering the important work they do for the benefit of the people,” Soler Rosario said. “Mothers and fathers are at the center of families, and their teachings make society more prosperous.”
During the event, some 30 women and men representing the town’s mothers and fathers were recognized. Each received a gift from the mayor, highlighting their inspiration and role models.
The event featured performances by El Trío los Condes,
Salsa de Luva, and their tribute to Marc Anthony. The recognition also included a presentation by Robertito Soler. Each delighted the audience with the best of their respective musical repertoires, paying tribute to mothers and fathers.
“It is up to all of us to recognize the contributions of these two important figures in family units who contribute to achieving a more just and equitable society,” stressed Soler Rosario, who highlighted the contributions of both her mother and father to her personal and professional development. “Whose life stories and examples fill us with hope.”

Mohamed Sabry Soliman told the police that he had tried to disguise himself as a gardener on Sunday afternoon when he headed toward a group that was walking in downtown Boulder, Colorado, to remember the hostages being held in the Gaza Strip, authorities said.
Soliman, a 45-year-old born in Egypt, carried flowers he had bought from a Home Depot store, according to a Boulder police detective. He wore an orange vest. And he had strapped on a backpack sprayer, the kind that gardeners often use to apply fertilizer or pesticide.
But the sprayer was full of gasoline.
The fiery weekend terror attack that authorities say Soliman soon carried out — in a plot he said he had hatched himself — injured 12 people, who were burned by two homemade Molotov cocktails that authorities say he threw into the crowd. Soliman yelled “Free Palestine” during the attacks, authorities said, and later told the police he “wanted them all to die” because he believed the demonstrators were “Zionists” supporting the occupation of Palestine.

Before Sunday, Soliman appeared to have lived a prosaic life in Colorado Springs, where he drove for a ride-share service and was raising five children with his wife in a worn stucco apartment amid the dry, windy suburban stretch east of town. He told police he had assembled his dangerous arsenal of explosives from everyday household goods.
But the assault resonated far beyond Boulder. It came roughly two weeks after another supporter of the Palestinian cause killed two Israeli Embassy workers in Washington, D.C., sending fresh waves of fear through Jewish communities around the world whose members were left wondering if anywhere was safe for them as Israel’s war against Hamas ground on.
Soliman was arrested minutes after the attack and was being held on a $10 million bond. Police officers found him on a patch of grass near the Boulder courthouse, shirtless and screaming at the crowd, holding two Molotov cocktails. At least 14 other Molotov cocktails were found near him in a black plastic container.
On Monday, he appeared briefly in court and listened as prosecutors said they would be presenting formal charges — for attempted murder, assault and possession of incendiary devices — at a later hearing Thursday afternoon.
Separately, federal officials, in an affidavit filed Sunday, said they sought to charge him with a hate crime.
Soliman had no known criminal history, according to an affidavit for an arrest warrant filed by a Boulder police detective. In an interview with police after his arrest, he said
that he was born in Egypt, had lived in Kuwait for 17 years and moved to Colorado Springs three years ago.
According to the Department of Homeland Security, Soliman had come to the United States in August 2022 on a tourist visa and overstayed it. He had also applied for asylum and received a work permit that later expired.
President Donald Trump had stern words Monday for Soliman, not just because of his actions but because of his immigration status.
“This is yet another example of why we must keep our Borders SECURE, and deport Illegal, Anti-American Radicals from our Homeland,” Trump wrote on Truth Social, his social media platform.
Soliman told the police he had sought vengeance for what he called “his people.” But it was not clear, from court documents, whether Soliman and his family were among the Palestinian people who have been displaced by decades of war and strife in the Palestinian region.
People in Colorado Springs who knew his family members spoke highly of them. Rachel Delzell said she regularly attended the city’s sole mosque with Soliman’s wife, their oldest daughter and other women in his family. Because men and women are separated at the mosque, Delzell said, she had not met Soliman. But she said she was stunned that Soliman was suspected of violence, given the kindness of his other family members.
“I can’t believe he was a part of that,” she said. “You don’t raise a daughter like that and have a wife like that, and do something like that.”
Soliman’s daughter was profiled in The Colorado Springs Gazette as part of a series on high-achieving students who were eligible for college scholarships. In the story, the daughter said she dreamed of going to medical school. She said she had been inspired, in part, by a “difficult surgery” her father had undergone “that restored his ability to walk.”
According to the police affidavit, Soliman told officers he had been planning the attack in Boulder for “the last year” and had been waiting for his daughter to graduate from high school. Her graduation ceremony was on May 29.
Three days later, he drove to Boulder in his Toyota Prius, authorities said, and targeted a group called Run for Their Lives, which organizes walks around the world as a way to bring attention to the hostages who continue to be held by Hamas in Gaza. Soliman told police he had learned about the group after searching online.
He told police he had taken a class to obtain a permit to carry a concealed firearm but said he had been unable to buy one, the police affidavit stated, as he was not “a legal citizen.”
For the city of Boulder, the attack brought up traumatic memories of the 2021 mass shooting at a supermarket in which 10 people were killed by a gunman whose lawyers argued he was mentally ill.
“We saw burn marks on the ground, we saw Israeli flags on the ground, and we saw people wheeled off to ambulances on stretchers,” said Henry Bonn-Elchoness, 18, who was heading to a nearby restaurant when he witnessed the aftermath.
“It was sad and really scary,” he added. “We are all from Boulder and grew up here. The community of Boulder has been hit with a lot of sad and really scary events recently.”
The city, home to the University of Colorado, is surrounded by stunning natural beauty and is known as a sort of heaven for cyclists and outdoor enthusiasts. But its mellow reputation only seemed to underscore that no city is immune from the violent currents pulsing throughout the world.

The acting head of the Federal Emergency Management Agency told employees Monday that he did not know the United States has a hurricane season, according to two people who heard the remarks and said it was unclear if he was serious.
The official, David Richardson, has served in the Marines and worked in the Department of Homeland Security’s Countering Weapons of Mass Destruction Office. After he joined FEMA in May, some FEMA workers expressed concern about his lack of experience in emergency management. The remark, coming a day after the start of the Atlantic hurricane season, could deepen those concerns.
The two people who described the comment asked not to be identified because they were not authorized to speak publicly.
The Department of Homeland Security,
which oversees FEMA, said in a statement that Richardson was joking. The agency statement said FEMA would be focused on disaster response this hurricane season and said the Trump administration is in the process of reforming an agency it believes is bloated.
Even if the comment was a joke, the timing would be questionable. The hurricane season, which began Sunday and lasts through Nov. 30, is considered the agency’s most challenging period, during which the country is the most vulnerable to large-scale devastating disasters that can overwhelm state and local disaster managers. In addition, FEMA has just gone through a major reduction in staffing.
During the same meeting, according to the two people, Richardson told agency employees that FEMA should plan to respond to this year’s hurricane season the same way the agency responded to last year’s hurricane season. But employees have expressed concern with that approach because of the agency’s
reduced staff.
Since the start of the Trump administration, FEMA has lost about one-quarter of its fulltime staff, including one-fifth of the coordinating officers who manage responses to large-scale disasters, according to a former senior official. The departures came after pressure from the Department of Government Efficiency, previously led by Elon Musk, for a massive culling of federal workers.
Richardson’s predecessor at FEMA was Cameron Hamilton, who was pushed out in early May, a day after telling members of Congress that FEMA was vital to communities “in their greatest times of need” and should not be eliminated. The comment appeared to be in conflict with President Donald Trump, who has suggested the agency be eliminated.
On his first full day as acting administrator, Richardson told the agency’s employees that if any of them tried to obstruct his agenda, “I will run right over you.”

When Gov. Kathy Hochul of New York chose Antonio Delgado to be her lieutenant governor in 2022, she had nothing but the highest praise for her new No. 2.
She said Delgado, then a rising Black political star who represented a competitive House district, was a “battle-tested campaigner.” She praised his work ethic and said that his ability to “unite communities” would serve her administration’s goals.
Three years later, their partnership has completely disintegrated. After months of open political warfare with Hochul, Delgado said Monday he would challenge her in next year’s Democratic primary.
“People are hurting and New York deserves better leadership,” Delgado said in an interview. “There’s an absence of bold, decisive, transformational leadership.”
That phrase has become the theme for Delgado’s campaign, the first official challenge to Hochul, and a message he repeats in a video announcing his candidacy.
He never mentions Hochul by name in the video, but he suggests that everyday New Yorkers deserve a governor with a vision to fight for them as they face unaffordable housing, child care and health care costs.
“Listen, the powerful and well-connected have their champions,” Delgado says in the announcement. “I’m running for governor to be yours.”
There had been widespread speculation that Delgado, 48, planned to mount a primary challenge to Hochul. When he announced in February that he would not seek reelection as her running mate, few raised their eyebrows, because the pair had been at odds for months.
It is rare for a lieutenant governor to run against a sitting governor, but Delgado is known for taking an unconventional path, including with his decision to leave Congress, where he represented a House district in the Hudson Valley, to become Hochul’s No. 2.
While polls do appear to show that Hochul may be vulnerable — 55% of registered voters in a Siena College poll last month said they would prefer to elect someone else as governor — Delgado is still considered a long shot. Hochul is a fundraising behemoth who raised a record $60 million during her last election.
The governor’s poll numbers have also begun to rebound, and Delgado remains relatively unknown. Almost 60% of voters in the Siena College poll had no opinion of him. He would lose to Hochul 46% to 12% in a primary contest held now, the survey found.
The response from some of Delgado’s
colleagues in Albany, New York’s capital, and Washington was less than enthusiastic.
Rep. Pat Ryan, D-N.Y., whom Delgado supported when he ran successfully for his former seat, praised Hochul and said on social media that he was “all in” for her. Carl Heastie, speaker of the state Assembly, said Democrats needed to unite to face the “serious harm New York is facing from Republicans in Washington.”
Rep. Tom Suozzi, D-N.Y., who challenged Hochul in the 2022 Democratic primary, wrote on social media of Delgado’s announcement, “Based upon my experience this may not be the most well thought out idea!” And Rep. Adriano Espaillat, D-N.Y., said it wasn’t Delgado’s time.
“He would be good for the state in the future,” Espaillat said.
Delgado said he was undeterred by the polling and naysayers and believed that by running for governor, he was demonstrating his commitment to the people who elected him.
“I haven’t seen a vision,” Delgado said of Hochul. “I haven’t seen a decisive leadership that is clear-eyed.”
His relationship with the governor began to fray last year as Hochul was serving as a surrogate for then-President Joe Biden. Delgado called on him in July to drop his reelection bid after a poor debate performance. The governor responded that she disagreed with Delgado but
that he had a right to voice his opinion.
In February, Delgado publicly veered away from Hochul again to call for the resignation of Mayor Eric Adams of New York City, who was facing federal corruption charges and accusations that he engaged in a quid pro quo with the Trump administration to have his indictment dismissed.
Hochul, facing pressure to remove Adams from office, issued a sharp rebuke, saying through a spokesperson that Delgado “does not now and has not ever spoken on behalf of this administration.”
The schism reached its low point in late winter, when Hochul took Delgado’s office space and most of his staff. She stripped him of his role as chair of the state’s regional economic development councils, and confiscated his state-issued electronic devices.
Delgado said in the interview he first realized that he would not be part of Hochul’s decision-making process months after he became lieutenant governor, when she nominated Justice Hector D. LaSalle as the first Latino to lead New York’s highest court.
Left-leaning state Democratic leaders worried that LaSalle was too conservative, and they warned Hochul that his nomination likely faced insurmountable opposition. He went on to become the first nominee for chief judge to be rejected by the state Senate.

The legitimacy of President Donald Trump’s tariffs is being questioned by U.S. courts, but the president is showing no signs of backing off his favorite tool.
Today, the tariffs that Trump imposed on foreign steel and aluminum are set to double to 50%, a move that the president has said will better protect domestic metal makers.
The increase comes as the U.S. government this week faces off with states and businesses that have sued over the president’s tariffs. Both sides will be required to submit more information as judges work toward final decisions on the legality of Trump’s steepest tariffs.
The U.S. Court of International Trade ruled last week that some of the steep tariffs that Trump had imposed were illegal, a significant setback for the president’s agenda.
But a separate court temporarily paused that decision less than 24 hours later. As judges weigh that appeal, the tariffs in question — which include the levies Trump imposed on Canada, Mexico and China for what he said was their role in the fentanyl trade, as well as the global tariffs Trump announced, and then quickly paused, in April — are expected to remain in effect until at least June 9.
On Monday, a group of businesses behind that original lawsuit urged the court to reject the government’s newest request. Lawyers for companies including VOS Selections, a wine importer, said they would face “irreparable harm” — as would “millions of consumers”— if Trump can maintain many of his tariffs while the legal fight proceeds.
A legal win by the businesses would make them eligible to be reimbursed for hefty tariffs that they have paid in recent months. But lawyers for VOS Selections said that relief may not come soon enough — especially for many businesses that are investing heavily to reorganize their supply chain or are at risk of going out of business.
“What good is a refund of the tariffs paid to a business that is bankrupt and no longer exists?” the complaint read.
A ruling against the government would strip the president of the use of a legal authority he has used to raise and lower tariffs on a whim, by declaring first fentanyl and then the U.S. trade deficit to be an “international economic emergency.” The Court of International Trade ruled that Congress had not given the president such expansive authority.

impose tariffs. On Sunday, one of Trump’s top trade advisers insisted that the president would find methods to target other countries even if the trade court ruled against some of his levies.
“Rest assured, tariffs are not going away,” Commerce Secretary Howard Lutnick said on “Fox News Sunday.” He said the president possessed “so many other authorities” that if the court ultimately sided against the White House, Trump could still “bring on another or another or another.”
The steel and aluminum tariffs that Trump announced on a visit to a Pennsylvania steel mill Friday will draw on one of those other methods.
The steel and aluminum tariffs were issued under a legal statute related to national security, known as Section 232. To impose those types of tariffs, the president must first initiate an investigation into whether imports of a certain item pose a national security threat. If the investigation determines that they pose a threat, the president has the authority to tax those imports.
Trump has already used that authority to order tariffs on foreign cars and car parts. And his administration is carrying out investigations into many other areas, including pharmaceuticals, semiconductors, lumber, copper, airplanes, trucks and critical minerals.
Those investigations could be used to roll out more tariffs soon, regardless of the outcome of the court cases. There have been other historical investigations where no action was taken
but could be, including on uranium and vanadium, used in the production of steel alloys.
Brad Setser, an economist at the Council on Foreign Relations, estimated that the Section 232 cases now in place or in process could potentially cover 40% of U.S. trade.
The president also has the trade case he started against China in his first term, which could be repurposed to quickly impose additional tariffs on Chinese goods. That case used another legal statute known as Section 301, which also requires an investigation into whether imports are hurting American businesses before tariffs or other measures are issued to help them. There are a handful of other laws that give the president the authority to impose different kinds of tariffs as well.
Setser said replicating the scale of the tariffs that the court could strike down with these other authorities would be doable.
“It will just take more time, a lot more process and won’t allow the president the same ability to raise or lower tariffs over a weekend without any real capacity for interests that would be adversely affected by tariff shifts to provide comment,” he said. “In other words, the trade war will slow down.”
U.S. stock indexes closed higher on Tuesday, helped by gains in Nvidia and other chipmakers, as investors awaited possible negotiations between the United States and its trading partners for more clarity on Washington’s tariff plans.

Beijing said it would safeguard its interests and that the accusation was groundless.
The Trump administration wants countries to provide their best offer on trade negotiations by Wednesday as officials seek to accelerate talks with multiple partners ahead of a self-imposed deadline in just five weeks, according to a draft letter to negotiating partners seen by Reuters.
“The most important thing for investors is that the administration wasn’t going to impose those much-larger-than-expected tariffs and just leave them on, which would have almost certainly led to a recession,” said Chris Zaccarelli, Chief Investment Officer at Northlight Asset Management.
“The fact that the U.S. is actively engaged with so many trading partners – China, the UK, Japan, the EU, etc. – has investors feeling more optimistic that we will avoid a recession.”
In May, a softening of Trump’s harsh trade stance allowed a recovery in risky assets, with the benchmark S&P 500 and the tech-heavy Nasdaq posting their biggest monthly percentage gain since November 2023.
According to preliminary data, the S&P 500 gained 34.59 points, or 0.58%, to end at 5,970.53 points, while the Nasdaq Composite gained 157.54 points, or 0.82%, to 19,400.15. The Dow Jones Industrial Average rose 219.19 points, or 0.52%, to 42,524.67.
Information technology stocks rose, boosted by gains in Nvidia. Chipmaker Broadcom hit a fresh record high after the company said it has begun to ship its latest networking chip that aims to speed AI.

If there is one characteristic that defines Lee Jae-myung, South Korea’s new president, it’s that he is a survivor. He has survived criminal charges, a near-fatal stabbing attack and the martial law enacted by his fiercest enemy, former President Yoon Suk Yeol. Now he is taking on what may be his toughest test yet: leading a deeply divided nation through daunting challenges both at home and abroad.
Lee, who won South Korea’s presidential election after his opponent conceded early Wednesday, takes office as one of the most powerful presidents that South Korea has elected in recent decades. Much of South Korea’s political power is concentrated in the presidency, and Lee will also wield considerable control over the National Assembly, where his Democratic Party holds a large majority of seats.
But long is the list of problems that Lee faces.
The political turmoil set off by Yoon’s short-lived declaration of martial law and his subsequent impeachment and removal has exposed a country deeply fractured between the left and right, between generations and be -
tween genders. South Korea is facing mounting pressure from its sole military ally, the United States, even as the nuclear threat from North Korea grows. President Donald Trump has not only slapped South Korea’s export-driven economy with heavy tariffs but also demanded that it pay more to keep U.S. troops on its soil.
Lee warned that the second Trump administration was bringing “the law of the jungle” into international relations. But Lee, 61, who rose to become a charismatic leader of South Korea’s biggest political party after working in a sweatshop in his teens, said he would also rise to this challenge, with “pragmatic diplomacy centered on the national interest.”
“I will crawl between his legs if necessary, if that’s what I have to do for my people,” Lee said this week about Trump. “But I am not a pushover, either. South Korea also has quite a few cards to play in give-and-take negotiations.”
For Washington, Lee could represent a sharp departure from Yoon, who antagonized China and North Korea and aligned his country more firmly with the United States in the strategic competition between Washington and Beijing. Yoon also won plaudits from Washington for leaving behind his country’s historical grievances to improve ties with Japan, Korea’s former colonial master.
Lee and other leaders of his Democratic Party are not as enthusiastic about warming up to Japan, which they accused of failing to come clean on the brutalities it inflicted during its colonial rule. Lee has said he will also seek to mend ties with North Korea and China, South Korea’s largest trading partner, while maintaining a strong military alliance with the United States.
Such a stance could set off alarms in Washington. U.S. officials have been urging South Korea to increase trilateral cooperation with the United States and Japan to contain North Korea and China. Even before Lee won the election, a warning came out from Washington.
“We know that many countries are tempted by the idea of seeking both economic cooperation with China and defense cooperation with the United States,” Defense Secretary Pete Hegseth said Saturday. But “economic dependence on China,” he warned, “only deepens their malign influence and complicates our defense decision space during times of tension.”
Lee has spurned his conservative enemies’ accusation that he was “pro-China” and “anti-U.S.” by repeatedly stressing the importance of the alliance with Washington and trilateral cooperation with the United States and Japan for regional security.
“But that doesn’t mean that we have to make enemies of other nations,” he said.
South Korea’s political turmoil began when Yoon declared martial law in December to try to remove Lee and other “anti-state forces” in the National Assembly, who he
said had repeatedly used their majority power to obstruct his policies. Yoon’s brazen move outraged South Koreans, who swarmed the streets. Yoon was impeached by the Assembly and in April was officially removed from office by the Constitutional Court, opening the way for Tuesday’s election.
During his short-lived military rule, Yoon had planned to arrest Lee, according to prosecutors. But Lee was the biggest political beneficiary of the dramatic collapse of Yoon’s misjudged martial law, as many South Koreans saw him as the only politician with enough political resources to lead the country.
“People are so shocked by the martial law and felt such a threat to their democracy that punishing those responsible was the dominating theme in the election,” said Park Sung-min, CEO of Min Consulting, a Seoul-based political advisory company. “All the potential misgivings people might have about Lee Jae-myung’s foreign and economic policies and his legal trouble became secondary.”
Lee enters office with legal uncertainty hanging over his head. He has been tried on several charges, including allegations of bribery and election-law violations, and there is debate over whether proceedings should continue or be postponed until after his five-year term. His conservative critics have accused him of using the election as a shield against his legal trouble. Lee insists that the criminal charges against him are groundless and politically motivated.
Widely differing views on Lee’s legal trouble are emblematic of the political polarization in South Korea, which has deepened in recent years. No matter who won the election, a large swath of the population would not have accepted the result. Lee vowed to ease the problem by building “national unity.”
He has said he will not seek political revenge, but the right-wing opposition has been skeptical, citing some of Lee’s own words. He has vowed to “ferret out” and “punish” those who collaborated with Yoon in his declaration of martial law.
Eventually, Lee will be judged by his performance in revising South Korea’s economy, analysts said. South Koreans cited fixing the economic slump as the most urgent task for the new leader.
“The election was about punishing the martial law,” said Shin Yul, a political scientist at Myongji University in Seoul. “But what the people most want is stability and a better economy.”

Mexico’s sweeping reorganization of its judicial system got off to a rocky start. The nationwide election of thousands of judges over the weekend was marked by an exceptionally high level of abstention, with nearly 90% of voters opting not to take part.
Only 12.6% to 13.3% of voters cast ballots in Sunday’s election, according to estimates from the national electoral authority, fueling legitimacy concerns. That means the contentious judicial election had one of the lowest turnouts in any federal election since the early 2000s, when Mexico transitioned to a democracy.
The dismal turnout points to the confusion and indecision across the country over the election, which shifts the judiciary from an appointment-based system to one in which voters choose judges. Supporters of the plan have argued that it makes the system more democratic, while critics have characterized it as a power grab by the governing leftist Morena party.
Some voters who did turn out expressed puzzlement over the bewildering number of candidates vying for nearly 2,700 judgeships, including those who will sit on the Supreme Court and hundreds of other federal and local tribunals. Electoral monitoring groups reported that several voters simply used cheat sheets provided by Morena, President Claudia Sheinbaum’s party.
“It did not seem to me to be a demo -
cratic exercise — it was a clear attempt to manipulate the vote,” said Laurence Pantin, an expert on judicial independence and director of Juicio Justo, or Fair Trial, a nonprofit organization that seeks to broaden access to justice in Mexico.
Pantin and other volunteers said they had detected several irregularities Sunday, including voters carrying printed sheets indicating which candidates to select, multiple people entering voting booths at once and voters taking photos of their filled ballots — a possible indication of vote buying.
“There was an effort by Morena or groups related to the government to mobilize people,” Pantin said.
Ricardo Anaya, a senator and former presidential candidate for the center-right National Action Party, said on social media that the low turnout and voters’ lack of knowledge about whom to vote for amounted to an “absolute failure.”
“This isn’t democracy,” Anaya said. “It’s an insult.”
Facing such criticism, Sheinbaum on Monday called the judicial election an “unprecedented, impressive, wonderful, democratic” event, even though the electoral authorities had forecast that turnout could reach a somewhat higher level of 20%. By contrast, turnout was about 60% in last year’s election, in which Sheinbaum won the presidency.
Still, she said that the high end of the estimated voter turnout, 13%, was double that for a 2021 referendum on whether to
investigate former presidents, which saw a participation of about 7%.
But the stakes were much lower in 2021, when the government was simply polling the population. This time, in one of the most far-reaching judicial overhauls attempted by any major democracy, voters were called upon to replace about half of Mexico’s judges; they will elect the rest in 2027.
The idea to elect judges by popular vote was proposed by Andrés Manuel López Obrador, Sheinbaum’s predecessor as president and her political mentor. He contended that the overhaul was needed to root out corruption and nepotism, and he pushed for it after the Supreme Court and federal judges stymied or blocked some of his flagship infrastructure projects and plans, like weakening Mexico’s electoral watchdog agency.
Because Mexico votes with paper ballots, which must be counted by hand, results for the federal judiciary, including the Supreme Court, were not expected to be announced until Monday or later this week. Still, preliminary results made available Monday signaled that various candidates aligned with the governing party were expected to win seats on the Supreme Court.
Opposition figures and legal experts had feared such an outcome, arguing that Morena could use its current popularity among voters to consolidate control over the judiciary well into the future, eroding the separation of powers in Mexico’s political system.
Despite such concerns, some voters said they were simply perplexed by having to vote for so many judges at the same time.
“I didn’t know anyone,” said Jorge López Lozoya, 58, who voted in Ciudad Juárez, across the U.S. border from El Paso, Texas. “So I just picked eeny, meeny, miny, moe to see how it turns out.”
Viri Ríos, a political analyst, said that voter turnout had been similar to that for judicial elections elsewhere in the world — albeit smaller in scale than Mexico’s — and that any institutional overhaul would generate problems and not be seamless.
She added, however, that these elections would pose a “serious problem” for

Morena down the road, because “solving the problems of the judicial system is complex.”
Many Mexicans agree that the judicial system needed reform. But now that the overhaul pushed by Morena has been achieved, Ríos said, the party will have to show results.
“Morena promised that after this reform the administration of justice would be improved,” she said. “If that doesn’t happen, then for the first time in the history of Mexico, we’re going to have a party that is directly responsible for it.”
Arturo Castillo Loza, a member of the electoral agency’s governing body, called the election a huge undertaking, “organized in an extremely adverse context,” in which all three branches of government hindered the process.
The agency received only a small fraction of the money it had requested to organize the election, and Congress denied requests to delay the election by two months, Castillo said. Adding to the confusion, the judiciary filed more than 600 legal actions to stop the vote, even though it was opposing an election that had already been enshrined in the constitution.

For all the disarray and unfairness of President Donald Trump’s approach to the war in Ukraine, he is right about a few big things. He is right that the war’s continuing human carnage is a tragedy, given the unlikelihood of a military breakthrough for either side after more than three years of fighting. He is right that ending the war could open the way to economic development in both Ukraine and Russia and help the global economy, too. And he is right to be frustrated with President Vladimir Putin’s intransigence and recent acceleration of bombing in Ukraine.
But Trump would be profoundly wrong to walk away from ceasefire talks, as he keeps threatening to do.
An American withdrawal would only encourage a new military push by Putin, who has staked his authoritarian rule on bringing Ukraine to heel and seizing its territory. Nor would Ukraine surrender. It has developed ways to hold back Russian forces, including through a domestic defense industry that may produce a few million drones this year. Other European powers, including Britain, Germany and France, will also continue to support Ukraine.
Rather than walk away, Trump has an opportunity to increase the pressure on Russia and Ukraine to agree to a deal. In the past few days, he has even shown signs of doing so (hard as it is to know when his words reflect his

intentions). He said Wednesday that he was “not happy” with Putin’s recent attacks on Ukraine and said Monday that he was “absolutely” considering new economic sanctions on Russia.
Both sides have reasons to consider a truce. Ukraine has continued to lose territory, while Russia’s progress has been extremely costly in terms of casualties and destroyed equipment. Over the past year, Russia has gained only about 0.6% of Ukraine’s territory, and hundreds of thousands of its soldiers have been wounded or killed, The Washington Post reported. That is not a sustainable ratio.
The outlines of a likely deal are clear enough. Russia would keep territory that it controls in Ukraine’s east and south, including the Crimean Peninsula. It would also receive promises from the West to lift economic sanctions and not to admit Ukraine to NATO. For Ukraine, the West could commit to military and economic support if Russia attacks again and, more immediately, to integrate Ukraine even more closely into the European economy. Ukraine’s resilient, talented population would then have an opportunity to thrive.
We have many objections to Trump’s Ukraine policy. He has echoed Putin’s lie that Ukraine started the war, and Trump humiliated President Volodymyr Zelenskyy of Ukraine in the Oval Office. “The policy since the beginning of the Trump administration has been to put pressure on the victim, Ukraine, rather than on the aggressor, Russia,” Bridget Brink, who resigned as U.S. ambassador to Kyiv last month, recently wrote. Ultimately, though, Trump does not appear to be a committed Putin ally. He just does not seem to care much what happens in Ukraine. He wants the United States to stop paying for billions of dollars’ worth of military aid. Above all, he wants to look personally strong and successful.
Events have presented him with a chance to achieve that outcome. The key step is to demonstrate resolve against Putin. After more than a quarter-century in power, the Russian leader has come to believe, with some cause, that he can outfox or outlast American presidents. And Trump has been, by far, the friendliest president toward him. Absent a show of strength from the United States now, Putin will rationally assume weakness. He will assume that a more expansive victory awaits him in Ukraine.
From the outset, the Russian president has believed that the world’s democracies were too soft to stay committed to Ukraine. He has staked the outcome of his war on driving a wedge between the United States and Europe — and America losing interest. Neither should happen. On the contrary, Trump has ways to ratchet up the cost of continued fighting for Russia and support Ukraine.
He has already won Ukraine’s agreement to mine its mineral resources, and he can accelerate the delivery of promised American military supplies. He can impose
new sanctions on Russia, as he has threatened. Several Republican senators — including Lindsey Graham of South Carolina and Charles Grassley of Iowa — support new sanctions. “Putin, in my view, is playing us all,” Graham said recently. Another option is to persuade the European Union to give Ukraine about $300 billion in frozen Russian assets. Germany announced new support for Ukraine this week. “Nothing less than the peaceful order of our entire continent is at stake,” Chancellor Friedrich Merz has said. Whatever the specifics, the goal should be to make Putin understand that Trump and European leaders will not abandon Ukraine. The war will remain a slog in which Russia gains small amounts of territory at a very high price.
Trump likes to cite the ancient military principle of peace through strength. Ronald Reagan popularized the idea in modern times, and he used it to great effect against the Soviet empire that shaped Putin’s approach to power. Trump now has an opportunity to display strength and push Russia and Ukraine toward a settlement that would allow him to claim success and, far more important, end this gruesome war.
It would not be the outright defeat that Russia deserves. It would not be a victory, however. Putin set out to conquer Ukraine and install a puppet government, and he has failed. Instead, Ukraine’s young democracy has survived and sent a message to other would-be conquerors: Wars of aggression rarely result in the thorough victories that aggressors like to imagine.

“El Túnel Negro es un lugar de enorme valor histirico y centro de atracción para miles de turistas que visutan el municipio de Quebradillas. Esta estructura centenaria contiene elementos históricos y arquitectónicos que pueden ser examinados para la declaración de zona y área histórica, y así poder incluirse en los registros nacionales y federales. El norte de esta medida es que se
declare el Tunel Negro como zona historica, para asi ayudar a la presernacion de unos de los lugares mas reconocidos del area noroeste de Puerto Rico”, comentó Franqui, quien tambien representaante el Distrito #15 de Hatillo, Camuy y Quebradillas.
El llamado Túnel Negro, posee una gran longitud, como su geometría curva se unen para evitar que se pueda ver el otro extremo desde sus entradas creando total oscuridad en algunos puntos a lo largo del túnel. Esta característica es la razón por la cual se le conoce como el Túnel Obscuro o Túnel Negro. La Oficina Estatal de Conservación Histórica ha explicado que este recurso, de valor histórico como obra de la ingeniería, tiene alrededor de 6 metros de altura, 5 metros de ancho y 142 metros de longitud. El túnel se dejó de usar en el año 1953 cuando la American Railroad Company descontinuó sus servicios de carga y de pasajeros en ferrocarril.

The 30th edition of the Berklee in Puerto Rico program, produced by the nonprofit organization Make Music Happen in collaboration with Berklee College of Music, officially began Tuesday at the Escuela Libre de Música Antonio Paoli (ELMAP) in Caguas.
This milestone edition brings together 191 students from across the island for a weeklong immersive experience in contemporary music education, performance, and mentorship, led by Berklee professors.
Luis Álvarez Fiol, founder of Make Music Happen, shared his excitement about the program’s launch and thanked the partnering institutions who made the important milestone possible.
“It is with great joy that we begin the 30th edition of Berklee in Puerto Rico, inspired by the enthusiasm and energy of these 191 students who live their passion for music to the fullest,”
Álvarez Fiol said. “Once again, Berklee College of Music faculty have prepared a rigorous and challenging curriculum to help these talented young people develop their skills to the fullest.”
“Berklee in Puerto Rico changes lives,” he added. “We are grateful to the sponsors and collaborators who have made the 30-year legacy of Berklee in Puerto Rico possible.”
Caguas Mayor William Miranda Torres also welcomed the program back to the municipality for its 30th anniversary, emphasizing the town’s commitment to educational partnerships.

The academic team includes a dynamic group of Berklee professors and guest artists who will offer classes in music theory, improvisation, instrumental technique, and ensemble performance at ELMAP’s facilities, now hosting the program for the third consecutive year. Students will also participate in master classes on composition, arranging and songwriting.

At markets in the spring, abundant, wellpriced bunches of herbs can be just as tempting as strawberries and asparagus. But bringing them home often means that one’s best intentions collide with the harsh realities: Herbs can go from sprightly to swampy before you have time to use them up. The simple tips that follow can help you make sure they never go to waste.
1. Choose your herbs wisely. Look for the freshest herbs you can find, which can last longer in the fridge and freezer, suggests Nasim Alikhani, the chef of Sofreh in Brooklyn, New York, and author of the cookbook “Sofreh.”
Herbs should be perky and vibrant, with plump, well-hydrated leaves and stems. (Avoid bunches with wilted, limp or waterlogged leaves, or discolored areas.) If possible, skip herbs in small plastic packages: Their condition can be hard to gauge.
2. Prep your herbs for storage right away. Like flowers, herbs can’t wait to be released from their packaging. Once you’re home, spread out the loose herbs and pluck away any wilted or browned leaves that may have been hiding (the adage about rotten apples applies here, too).
“If you have one bit of cilantro leaf that’s been chewed up or damaged in some way, that’s going to be a focal point for bacteria,” said Donald W. Schaffner, a food microbiologist at Rutgers University.
Alikhani also likes to rinse her herbs before storing them, which has another advantage: You’ll be more likely to cook with herbs if you know they’re washed and ready to go. But make sure they’re well dried — Alikhani uses her salad spinner, but you can also blot them with paper towels — as “residual moisture will travel with the herbs,” contributing to bacterial growth, Schaffner said.
3. Keep soon-to-be-used herbs hydrated. If you’re planning to use all your herbs in the next day or two (pesto, perhaps?), go for a simple approach. Alikhani just washes them without drying and adds them to a quart container of ice-cold water at the back of her fridge. To ensure the herbs absorb the water well, give the stem ends a trim before immersing them.
4. For longer storage, pack strategically. Herbs can keep in the fridge for one to two weeks. They’ll last longest when they have “enough moisture to keep them fresh but not so much moisture that they turn into a soupy,

swampy mess,” Schaffner said.
To maintain that balance, Alikhani recommends wrapping well-dried herbs in a paper towel before tucking them into a resealable food storage bag in the fridge. But Schaffner cautions that may retain too much moisture. “My recommendation is just to make sure that everything is as dry as possible before placing into the bag,” he said. Whatever you choose, be sure to use a generously sized bag or container to ensure air circulation, and seal it well.
5. Handle living herbs with care.
You might assume a plant will stay fresh longer than cut herbs, but without proper care, it can fade quickly. If you have herbs growing in your garden (or on your windowsill), aim to harvest them early in the day, and use sharp kitchen shears to avoid damaging them.
If bringing home a hydroponic plant, remove it from its wrapping, then trim any wilted leaves or mushy-looking roots. Place the plant in a jar with water coming up just past its roots, and set it on a windowsill that gets indirect sunlight. Change the water every day or two to keep the roots healthy.
6. Use herbs as vegetables, not just garnishes.
No matter how deftly you handle herbs, their freshness is fleeting, so use them with abandon while you have them. Persian cooks like Alikhani already tend to follow this approach: “We buy herbs by pounds in Iran,” she said. “They are not garnishes — they are our food.”
These strategies will help you use up your haul long before they wilt:
— Stir handfuls of chopped herbs through ... everything. Pots of warm rice, soup, stew, pasta or risotto turn instantly vibrant when finished with herbs.
— Let them star in salads. Take a cue from
Greek maroulosalata and add a generous helping of chopped dill, cilantro or parsley (including the tender stems) to your next salad. Or just make herb salad (aka tabbouleh).
— Add herbs to ground-meat recipes. Stirring plenty of finely chopped herbs into ground-meat mixtures for meatballs, burgers and meatloaf doesn’t just add flavor — it also helps keep them tender when cooked.
— Blend up an all-purpose green sauce. Creamy, silky, tangy or spicy green sauces tend to work with any combination of herbs. Use them as a marinade; a topping for grilled or roasted meat or seafood; or a dip for bread or vegetables.
— When in doubt, turn to eggs. Frittata, quiche and savory egg pie would never say no to a handful of herbs. Egg recipes can go as green as you like.
— If herbs are past their prime, cook them down. Even tired-looking herbs can still infuse longer-cooking dishes with flavor (and their texture isn’t as important, since they’ll soften up as they cook anyway). Take a cue from Andy Baraghani’s ash reshteh, a Persian greens and noodle soup, and add a pile of chopped herbs to a braise, stew or soup as it cooks.
7. When all else fails, freeze them.
Having fresh herbs is good, Alikhani said, “But is it essential? No, it is not.” When you’re caught without fresh herbs, “freezing them saves the cook’s life.”
Start by packing finely chopped herbs tightly into an ice cube tray, then fill the tray almost to the top with olive oil or water, freeze until solid, and transfer to resealable bags to keep in the freezer for up to two months. The oil-based cubes are handy for enriching soups, stews and pastas, while the water-based ones can quickly infuse a smoothie, lemonade or frozen cocktail with flavor.
If you’d rather not put anything but water in your ice cube trays, use a freezer bag instead: Mix chopped herbs with a few spoonfuls of oil and transfer to a freezer bag, pressing to flatten into a thin, even layer. The flat layer of herbs freezes especially fast, which can be an advantage. “If you’re going to freeze something, you want to try to freeze it as quickly as possible,” Schaffner said, to preserve quality. When ready to cook, simply break off a piece.
For a more straightforward option, bundle up an herb “cigar” of parsley, dill or cilantro, wrap in plastic and freeze. When you need chopped herbs for a recipe, use kitchen shears to quickly snip off what you need. It may not be the same as fresh, but the flavor still lasts.
Although the iconic Greek salad, colorful with tomatoes, feta and olives, might spring to mind when contemplating Greek salads, monochromatic maroulosalata (which translates to “lettuce salad”) is arguably the more popular option in Greece. The salad is simple and effortless: Toss sliced romaine hearts, fresh dill, crumbled feta and sliced scallions with olive oil and fresh lemon juice, then season with salt and pepper, no separate dressing required. The key to this refreshing chopped salad is slicing the lettuce into delicate shreds, then soaking them in ice water to get them extra-crisp before draining, drying and tossing with the rest of the ingredients. Serve with grilled seafood, such as shrimp or fish, or as a sunny side salad with souvlaki or roast chicken. But this salad can also stand alone, as a light, summery supper on the hottest of days. These days, more and more of us have to worry about our blood sugar.
Some 38 million Americans have diabetes, and more than two times that number have prediabetes. Many millions more have some form of insulin resistance, which can make you tired, irritable and even dizzy. And all of these conditions become more common as we age.
The good news is that exercise can help. It’s at least as important as your diet for preventing and treating insulin resistance and diabetes. It can also help you lose weight, which is often the most important step in leveling out blood sugar.
Exercise has several unique ways to help your body process glucose, said Dr. Donald Hensrud, a specialist in preventive medicine and nutrition and medical editor of “The Mayo Clinic Diet.” Although any exercise is good for you, the type of movement you choose and when you do it can play a big role in how much it helps.
Here are some things you should think about when planning workouts, according to experts.
Exercise is essential for managing blood sugar.
The causes of diabetes are complex. Family history, genetics, weight and diet certainly play a role. But it’s clear that exercise can dramatically lower your blood glucose, regardless of your diagnosis, and improve how well your body uses insulin.

In fact, research has shown that exercise is generally more effective at preventing diabetes than medication is (though it is important to use all types of treatment). During exercise, your muscle cells can more easily use the glucose in your blood. This lowers blood sugar directly and can also reduce the fat around your organs, an important risk factor for diabetes and insulin resistance, said Dr. Gerald I. Shulman, a professor of medicine and physiology at the Yale School of Medicine.
In particular, studies show that regular high-intensity interval training or moderate continuous exercise can make a difference, reversing prediabetes in almost 40% of the participants — although it could take months or even years for many people to see long-lasting changes.
Prioritize strength training and intensity.
Any movement is better than none, and simply going for a walk can have benefits. But according to research, the two most effective ways to lower your blood sugar through exercise are high-intensity workouts and strength training.
A recent study found that strength training was significantly more effective for controlling blood sugar levels than
aerobic exercise for people with Type 2 diabetes, and this likely holds true for other people worried about their blood sugar, Shulman said.
Also, both aerobic exercise and strength training create more mitochondria, which can help fight Type 2 diabetes, but weightlifting appears to be slightly more effective than aerobic exercise, assuming you are pushing yourself, Shulman said.Strength training is especially important for older people, since insulin resistance and Type 2 diabetes accelerate the normal loss of muscle and strength that comes with age, particularly for women. While walking is good exercise for the heart, it generally won’t build much muscle, said Michael Joseph Gross, author of “Stronger: The Untold Story of Muscles in Our Lives.”
The way you strength-train is also important, he added. To be most effective, the weights should feel heavy. A systematic review of the research found that lifting challenging weights helped lower blood sugar more effectively than low-intensity strength training.
Consider alternating your strength training session with high-intensity interval training, which has been shown to be especially effective in managing blood sugar for peo-
ple with prediabetes and Type 2 diabetes. If you have diabetes, consult a doctor before radically changing your fitness regimen. When is the best time to work out?
If you do not have insulin resistance, the time of day you work out doesn’t matter much.
But for people with prediabetes and Type 2 diabetes, studies suggest that afternoon exercise tends to help reduce blood sugar levels. That’s because blood sugar rises and falls in regular patterns over the course of the day, and as the day goes on, the body becomes less insulin sensitive. Thus afternoon exercise is typically less likely to cause dangerous glucose spikes.
Experts recommend working out at least three days per week, with no more than two days in a row without activity. For people with insulin resistance, including diabetes, the best time to exercise is about 30 minutes after starting a meal to prevent blood sugar spikes.
If morning workouts fit better with your schedule, try not to eat too many carbohydrates beforehand and start the day with a small meal of protein and healthy carbohydrates like fruit, vegetables and whole grains.
Prediabetes and new-onset diabetes are much more responsive to lifestyle changes like diet and exercise than longer-term cases, Hensrud said, so it’s important to address insulin resistance as soon as possible.
“I tell people with new diabetes they’re in control,” he said, “and the most important thing to do is decrease weight through dietary changes and exercise.”

The U.S. Department of Justice earlier this week threatened legal action against California public schools if they continued to allow trans athletes to compete in high school sports, calling the students’ participation unconstitutional and giving the schools a week to comply.
In a letter sent to public school districts in the state on Monday, Harmeet K. Dhillon, assistant attorney general for civil rights, said the California Interscholastic Federation’s 2013 bylaw that allowed trans athletes to compete violated the Equal Protection Clause of the Constitution and discriminated against athletes on the basis of sex.
“Scientific evidence shows that upsetting the historical status quo and forcing girls to compete against males would deprive them of athletic opportunities and benefits because of their sex,” Dhillon wrote, referring to trans girls as males.
Elizabeth Sanders, a spokesperson for the California Department of Education, said Monday that the department was preparing to send guidance to the state’s school districts on how to respond, and that it would do so Tuesday.
The Justice Department’s move came two days after a trans girl won championships in
two girls’ events at the California state track and field meet, and less than a week after President Donald Trump decried her inclusion in the competition, saying that he would cut federal funding to the state if it let her participate.
At the meet, held over two days in Clovis, California, the trans girl, AB Hernandez, won the girls’ high jump and triple jump, and also finished second in the long jump for Jurupa Valley High School, in what is arguably the most competitive high school meet in the nation. In a statement provided by the group TransFamily Support Services, her mother, Nereyda Hernandez, said that it was her daughter’s third year of competing in sports.
Jacqueline Paul, a spokesperson for the Jurupa Unified School District, did not respond Monday to requests for comment. Neither did Rebecca Brutlag, a spokesperson for the California Interscholastic Federation, a nongovernmental body that regulates high school sports events in the state, including the state track and field meet.
After Trump’s threats last week to cut funding, the federation changed its rules regarding how the participation of trans athletes would affect other competitors, in an effort to make the event fair without excluding anyone.
Under the new rule, the athlete who finished immediately behind Hernandez would be elevated to share her placement. At the state meet, those athletes shared the podium with Hernandez, even though they technically had finished one spot behind her.
Two days before the meet, the Justice Department announced that it had sent legal notices to the federation, the state attorney general and state superintendent of public instruction, saying it was joining an ongoing U.S. Department of Education investigation into California’s transgender sports policies. It also had directed the U.S. attorney’s office in Southern California to review the state’s policies, it said.
The recent moves by the Justice Department were the latest examples of the Trump administration trying to keep trans women out of women’s sports. In February, Trump signed an executive order directing agencies to withdraw federal funding for any schools that refused to bar trans girls and women from women’s events.
“From now on, women’s sports will be only for women,” he said when signing the order. But some states, including Maine, Minnesota and California, have not complied.
His administration sued Maine because of it, threatening to hold back some federal funds from the state, and Attorney General Pam Bondi has suggested that Minnesota and California
could expect similar lawsuits if they do not comply. Last month, Minnesota filed a preemptive lawsuit against Trump because of his trans athlete ban.
Despite the flurry of legal threats looming over the state meet last weekend, the event unfolded without major incident.
