PREB orders PREPA to complete accelerated battery energy storage addition program

The Puerto Rico Energy Bureau (PREB) has issued a Resolution and Order directing the Puerto Rico Electric Power Authority (PREPA) to complete the required review process with the Financial Oversight and Management Board (FOMB) regarding the four final agreements of the Accelerated Battery Energy Storage Addition Program (ASAP).

PREB determined that the terms of these agreements, submitted by LUMA, are consistent with the island’s Energy Public Policy and the Integrated Resource Plan (IRP). Consequently, the Bureau approved the four drafts and instructed LUMA to finalize the contracts, present them to PREPA’s Governing Board for approval, and provide evidence of this process. Additionally, PREPA was ordered to seek approval from the FOMB.

The Resolution and Order cautioned, “PREPA is advised not to execute the contracts until it obtains approval from the Oversight Board, as they could be declared null and void without such approval.”

On Thursday, November 20, LUMA provided evidence that it had submitted the final agreements to PREPA’s Board. The

private operator requested that these documents be treated as confidential, citing the presence of critical energy infrastructure information, commercially sensitive data, and personal information. In response, the Bureau confirmed that LUMA had complied with the regulatory order and granted confidentiality to the sensitive information.

The Bureau also clarified the integration scope of battery energy storage within the Integrated Resource Plan, stating that the 1,500 megawatts (MW) of storage included in the plan serves as a guideline rather than an absolute limit. The Resolution and Order specified that the Bureau has not set the 1,500 MW figure as a fixed cap that cannot be exceeded; battery projects in the procurement process will be evaluated even if they propose to exceed this amount. Furthermore, the Bureau emphasized that “the determination of whether to adjust the 1,500 MW figure upward or downward rests exclusively with the Bureau.”

Commissioner Lillian Mateo Santos issued a dissenting vote regarding the ASAP program contracts, though she concurred with the Bureau’s determination concerning battery storage integration, affirming that the approximately 1,500 MW in the IRP is a guideline rather than a strict limit.

Private employers who qualify for an exemption from paying the Christmas bonus to their workers have until Monday, December 1 to submit the required documentation, according to Labor and Human Resources Secretary María del Pilar Vélez Casanova.

The official urged employers to take the necessary steps to comply with Law No. 148 of June 30, 1969, as amended, which mandates the payment of the annual bonus between November 15 and December 15. Vélez Casanova emphasized that the bonus is “one of the most anticipated benefits by the working class” and represents both a legal obligation and recognition of employees’ contributions throughout the year.

“We are in the period to comply with the payment of the Christmas bonus. This incentive is not only a legal mandate but also a gesture of appreciation for the work and commitment of employees during the year. We urge employers to fulfill this responsibility and, in cases where economic conditions do not allow payment, to request the exemption within the established deadline,” Vélez Casanova said.

Employers seeking an exemption must demonstrate financial hardship, such as losses or insufficient profits to cover the bonus without exceeding 15% of annual net earnings. Applications must include a certified financial statement of the period October 1, 2024, to September 30, 2025, signed

and sealed by a licensed CPA. For businesses with a different fiscal year, statements for that period plus interim financials up to September 30, 2025.

Requests can be submitted in person at any Work Standards Bureau office during business hours or by mail, provided the postmark meets the deadline.

The Department has also created a task force of accountants to review applications with greater rigor and efficiency, ensuring transparency and compliance with the law.

Meanwhile, the Financial Oversight and Management Board for Puerto Rico has authorized the disbursement of nearly $50 million to fund Christmas bonuses for public employees, following a request from the Office of Management and Budget (OMB).

In a letter addressed to OMB Executive Director Orlando Rivera Berríos, the Board confirmed its approval of budgetary reprogramming request PP 2026-00030M, which reallocates funds from existing payroll and operating appropriations within the FY2026 General Fund. The approved amount totals $49,518,990, which will be distributed among various government agencies to cover the annual holiday payments.

The decision allows the OMB to transfer funds under its custody to agencies responsible for paying the bonuses, ensuring compliance with local statutes that mandate these seasonal benefits for eligible public employees. “After reviewing the request and supporting documents, the Oversight Board makes the following determination: Approved,” the letter states.

Financial turmoil at New Fortress Energy, parent company of Genera, worsens

New Fortress Energy Inc. (NFE), the parent company of Genera PR, is grappling with a deepening financial crisis that threatens its pivotal role in Puerto Rico’s energy transformation. The company’s shares tumbled 25.6% last week after a regulatory filing revealed that NFE may seek U.S. bankruptcy protection if ongoing negotiations with lenders fail. Executives are also weighing a U.K. court process as an alternative restructuring route.

The energy firm, which once touted its integrated gas-topower model as a solution for emerging markets, now faces a staggering $8 billion in liabilities against just $1.3 billion in assets. A recent forbearance agreement with creditors has postponed interest payments until December 15, offering only temporary relief as the company scrambles to stabilize its balance sheet.

At the heart of NFE’s financial woes is its inability to secure long-term liquefied natural gas (LNG) supply contracts for its Latin American operations. Reliance on volatile spot markets has driven up costs, while regulatory delays have compounded the strain. In Puerto Rico, where NFE operates

the San Juan LNG terminal, the company has sought to lock in supply through a seven-year contract worth roughly $4 billion, sourcing gas from its offshore facility in Altamira, Mexico. The deal, however, remains under review by the island’s Financial Oversight and Management Board amid concerns over pricing and market competition.

Despite these challenges, NFE’s subsidiary Genera PR continues to manage Puerto Rico’s aging thermal generation fleet under a 10-year public-private partnership signed in

January 2023. The agreement tasks Genera PR with operating, maintaining, and modernizing roughly 3,600 megawatts of generation capacity—plants that average 45 years in age and have long been plagued by reliability issues. The contract also includes performance incentives tied to cost savings and environmental compliance, as Puerto Rico pushes toward renewable energy targets mandated by law.

Yet the company’s precarious financial position casts uncertainty over these commitments. Critics warn that a proposed LNG supply arrangement, which could lock Puerto Rico into a single supplier for up to 15 years, risks creating a near-monopoly and undermining the island’s energy diversification goals. With NFE’s market capitalization now hovering around $321 million and its debt-to-equity ratio signaling severe distress, analysts question whether the firm can deliver on its promises without a sweeping restructuring.

For Puerto Rico, the stakes are high. The island’s fragile grid, battered by hurricanes and years of underinvestment, depends on a smooth transition to cleaner and more reliable power sources. Whether New Fortress Energy can navigate its financial storm without derailing that transition remains an open—and urgent—question.

OGP issues new budget guidelines for FY 2026-2027

The director of the Office of Management and Budget (OGP), Orlando C. Rivera Berríos, announced the issuance of the Annual Budget Letter for Fiscal Year 2026-2027 (FY2027), which establishes the guidelines, parameters and priorities that will govern the preparation of the budget of the Government of Puerto Rico for fiscal year 2027.

“Our goal is to build a forward-looking budget, aligned with the Government’s strategic priorities and based on fiscal responsibility, ensuring the efficient use of public resources and the continuity of essential services for our citizens. This change represents a firm step toward greater fiscal stability and sustainability for Puerto Rico,” Rivera Berríos said in a written statement.

“With these guidelines, we are inaugurating a new budgetary approach focused on efficiency, transparency, and results. The OGP will continue to support each agency through technical

assistance and budget consultations to ensure that this process contributes to the well-being of all Puerto Ricans,” he added.

“One of the objectives of our Strategic Plan is to develop the budget process for Fiscal Year (FY) 2027 under a multi-year vision that seeks to strengthen medium and long-term planning, based on: fiscal responsibility, multi-year projections, data-driven justifications, identification of fiscal risks, separation of recurring and non-recurring expenses, focus on results and performance indicators, and fiscal neutrality,” explained the OGP director.

Agencies will receive their base budget and will be required to reduce operational expenses by 5 percent, particularly professional and purchased services, and must justify any payroll surpluses. All additional requests must be justified, documented, and aligned with expected results. The budget policy for FY 2027 will not accept budget requests that are not properly justified and documented.

No new detonations at Vieques says governor

Governor Jenniffer Aidyn González Colón rejected this weekend the allegations of the secretary general of the Puerto Rican Independence Party (PIP), Juan Dalmau Ramírez, about alleged detonations of new munitions in Vieques and stated that the information she has points to cleaning work.

“There is no movement of any kind in that sense, none,

there is nobody,” González Colón told reporters.

The governor maintained that the federal documents released in recent days are part of annual updates on decontamination efforts on the island municipality and reiterated that neither Vieques nor Culebra should be used for new military exercises. She added that her administration is awaiting a presentation from the National Guard regarding the recent advisories related to airspace in Salinas.

González’s Government Program include, in the area of health, expanding services to the elderly population; in the area of public safety, having trained personnel, adequate equipment and optimal facilities to improve the efficiency of emergency response; in infrastructure, developing mechanisms to efficiently execute infrastructure projects and prioritizing initiatives with the highest return on investment.

Regarding public service, promote competitive salaries, structured training processes, and a special projects program that allows employees to develop new skills and receive additional compensation.

In the area of education, for the first time, the Department of Education’s budget will be formulated using a weighted formula based on student needs, allowing for greater equity and clarity in investment per school. In tax policy, the priority is to reduce the tax burden responsibly, adhering to the principle of fiscal neutrality.

The issue gained public attention after it was revealed that in January an additional disposal of explosives was authorized beyond the remaining material from the old shooting range, a matter that raised questions about transparency and oversight of operations in Vieques.

Last week, Dalmau Ramírez, along with the PIP’s legislative spokeswomen, María de Lourdes Santiago and Denis Márquez, demanded that all authorizations allowing the use of Vieques for the disposal of munitions or military activities unrelated to cleaning be revoked, and warned about what he described as an escalation of military presence in Puerto Rico, including exercises in Salinas and recent movements in Ceiba and Arroyo.

Representative Tatiana Pérez Ramírez filed House Bill 982, which proposes the creation of the Return of Physicians Program, an initiative aimed at attracting Puerto Rican doctors who are currently practicing outside the Island.

The program responds to the crisis in the availability of health professionals, reflected in long wait times, clinic closures, and entire regions without access to specialists. Citizens wait months to obtain a basic medical appointment, a situation the legislator described as “urgent.”

The bill establishes a program under the Department of Health that will offer competitive economic and administrative incentives to motivate doctors to return to Puerto Rico.

The measure includes a $10,000 tax credit to cover relocation expenses, as well as a $20,000 bonus for physicians who commit to practicing in Critical Shortage Zones, where the lack of specialists has severely affected the provision of essential services.

As part of the proposed reform, the Medical Licensing and Discipline Board must implement an expedited licensing process of no more than 30 days, allowing doctors to quickly integrate into the health system. Additionally, the Department of Health will be required to submit annual reports on the program’s performance, including the number of doctors recruited, their specialties, the municipalities served, and costs. To ensure the program’s financial sustainability, the measure includes the creation of a recurring $5 million fund.

“It cannot be that our citizens wait months for an appointment with a specialist. This measure seeks to bring our doctors back and meet that need with concrete actions,” said Pérez Ramírez.

The representative also pointed out that competition to retain medical talent has intensified, as different states from the mainland are coming directly to the Island to aggressively recruit Puerto Rican doctors with highly competitive salary offers and benefits. “We cannot ignore that our professionals leave because they find more attractive conditions elsewhere. With this program we send a different message: Puerto Rico is willing to compete for its talent,” she added.

availability of physicians, but also to address inequalities in access to services between regions. “People who live in rural areas, or in municipalities with severe shortages of specialists, have been suffering the consequences for years. This is not only about attracting doctors; it is about ensuring justice and access to health for everyone,” she stated.

Christmas bonus and leave for public employees

Public servants will receive their Christmas bonus this Wednesday, November 26, in addition to being granted days off during the November and December holidays, Governor Jenniffer González Colón announced.

their vacation time. They will also have Friday, November 28, off, not charged to their vacation time. Thanks to Governor González Colón’s decision to grant both Wednesday the 26th and Friday the 28th off, public employees will have three consecutive days to spend with their families.

The governor has also granted Wednesday, December 24, Christmas Eve, as a day off charged to vacation time; Thursday, December 25, Christmas Day, is a holiday; and

Friday, December 26, will be a day off without vacation time. Thus, in December, by order of the governor, public employees will have three consecutive days to be with their loved ones during the most important family time of the year. For New Year’s Eve, Wednesday, December 31, the governor has determined that public employees will work until noon, and the remainder of that day will be off without vacation time, followed by Thursday, January 1, which is a holiday.

Public employees will receive a $600.00 Christmas bonus, as stipulated by law. The governor was awaiting approval from the Financial Oversight and Management Board for Puerto Rico (FOMB) of the request made by the Office of Management and Budget (OGP) for the redistribution of a total of $50,407,418 in state funds for the payment of the Christmas bonus, so that, as in the previous year, employees could receive it before Thanksgiving.

Why Republicans are fighting about the Nazis

For years, Jewish Republicans often denied that the right had a serious problem with antisemitism, pointing instead to anti-Jewish bigotry on the left and celebrating President Donald Trump’s support for Israel.

But now that problem is staring them directly in the face.

Tensions over antisemitism in the party, free speech and Israel have burst to the forefront of GOP politics and show signs of becoming a fierce point of contention in 2026 primary races and beyond.

The furor has reached the highest levels of government, with Trump this past week defending Tucker Carlson for conducting a friendly interview with white nationalist Nick Fuentes, who has expressed admiration for Adolf Hitler and Josef Stalin.

Some Republicans are now finding themselves in the extraordinary position of clarifying what long seemed obvious: Nazis are evil.

“It’s something that we all should know, but the fact of the matter is, it had to be said,” said Rep. David Kustoff of Tennessee, explaining why he felt the need to denounce Nazis and antisemitism at a recent gathering of the Republican Jewish Coalition.

He was joined there by Sen. Lindsey Graham of South Carolina, who declared, “I’m in the ‘Hitler sucks’ wing of the Republican Party.”

And even Laura Loomer, the far-right activist, who is Jewish, has argued on social media that “the GOP has a Nazi problem.”

As the fallout from Carlson’s interview has consumed the right, some Republicans, including Speaker Mike Johnson, have condemned the amplification of antisemitic views. And to Jewish Republicans like Kustoff, Trump’s strong military support for Israel has cemented their backing, regardless of how he approaches people like Fuentes or Carlson. Trump has also pushed far-reaching campus crackdowns in the name of combating antisemitism, an approach some conservative Jews have welcomed.

A flare-up of controversies

The Republican Party has grappled with antisemitism within its ranks on and off for decades. William F. Buckley Jr. sought to stamp it out of the conservative movement, and debates raged in the party over the candidacies of David Duke and Pat Buchanan.

Trump was widely criticized in 2017 after saying there were “very fine people on both sides” of a deadly white nationalist rally in Charlottesville, Virginia. (Fuentes was there.) The president again drew backlash in 2022 for having dinner with Fuentes at Mar-a-Lago, Trump’s Florida estate.

But social media is making the current surge of antisemitic messaging more difficult to confront, some Republican activists say, as outlandish statements and conspiracy theories flourish online. People who question the Holocaust and offer revisionist histories of World War II have found platforms on popular podcasts, including Carlson’s.

The Heritage Foundation, the conservative think tank

that wields broad influence in the Republican Party, has been plunged into turmoil after the release of a video by the organization’s president, Kevin Roberts, defending Carlson. A board member resigned this past week over Roberts’ refusal to retract the video.

“I am more unsettled now than I think I have ever been,” said Deborah Lipstadt, who served as the special envoy to combat antisemitism during the Biden administration and has frequently criticized antisemitism on the left.

Lipstadt, a Holocaust scholar, has described the spread of antisemitism as a horseshoe, with the far right and far left closer to each other than to the center.

“This is how it moves; it begins at the periphery,” she said, but having the influential Carlson elevate Fuentes “makes it OK, and it begins to move toward the middle.”

Last month, Politico broke the news of a Telegram chat in which young Republican activists glibly invoked Hitler and the Holocaust. A Trump nominee for the Office of Special Counsel was withdrawn before his Senate confirmation after news surfaced of him declaring that he had a “Nazi streak.”

Carlson, who did not respond to a request for comment for this article, said he abhors antisemitism. He recently told The New York Times that much of the “institutional Republican Party” seems to “hate free speech.” Some of his defenders, including Rep. Marjorie Taylor Greene of Georgia, the hardright Republican who on Friday announced her plans to resign, have dismissed the backlash to the Fuentes interview as cancel culture or virtue signaling.

Trump and Vice President JD Vance “did not get elected to play podcast police,” said Alex Bruesewitz, an adviser to the Trump political operation. “This topic’s exhausted, and I don’t think the American people care about it.”

Generational disagreements over Israel

Beyond his hosting of Fuentes, Carlson has sparked controversy within the Republican Party over his pointed criticism of Israel.

While polls show that Republicans are more supportive of Israel than Democrats are, support for Israel drops sharply among younger Republicans. A Times poll this fall found that while 79% of Republicans older than 65 sympathized with Israelis more than Palestinians, just 40% of Republicans younger than 44 agreed.

This issue has torn apart Democrats in primary races, and similar tensions could play out on the right.

One test comes next year in Kentucky. Rep. Thomas Massie, a defender of Carlson who is one of the sharpest Republican critics of Israel in Congress and has broken with Trump on key issues, has attracted a Trump-backed primary challenger named Ed Gallrein.

Matt Brooks, who leads the Republican Jewish Coalition, said that defeating Massie was a “top priority” for the group and that Gallrein had addressed a private dinner with RJC leaders and received a warm welcome.

A representative for Massie did not respond to requests for comment.

‘The fight is very much on’

Vance, a likely presidential candidate, has said in the past that he opposes Fuentes, but he has come under fire for his recent silence on Carlson. (Vance has aggressively defended Carlson’s son, an aide in the vice president’s office, against online attacks, saying he has “zero tolerance for scumbags attacking my staff.”)

At a Turning Point USA event last month, Vance did not push back when an attendee, who described himself as a “Christian man,” falsely suggested that Judaism “openly supports the prosecution” of Christianity. His office declined to comment.

By contrast, Sen. Ted Cruz, R-Texas, a former presidential candidate who could run again, has been one of his party’s loudest critics of Carlson and what he sees as growing strains of antisemitism in the party, sparking backlash in turn.

David Brog, a longtime Republican operative and a founder of Christians United for Israel, called right-wing antisemitism “a serious problem.”

He and other critics said some Republicans were reluctant to challenge Carlson for fear of alienating the isolationist, populist wing of the party. But, Brog said, he was heartened that more Republican officials had been speaking out recently.

“The fight is very much on,” he said. “It’s still to be determined which side will really prevail.”

Back home, voters stand by Marjorie Taylor Greene after she stood up to Trump

Greene as a symbol of how caustic and bewildering national politics had become, as she spread conspiracy theories and falsehoods and heckled President Joe Biden during a State of the Union address.

Back home in Georgia, some of her constituents did not always like what she said or how she said it. Plenty of others had no problem with her. Either way, voters in her district in the northwestern corner of the state largely stood by her. They respected Greene, many said, because there was never any doubt about where she stood. And they appreciated that it was usually right alongside President Donald Trump.

The toughest test of that loyalty emerged when a growing disillusionment with Trump erupted into an explosive rift, leading to an abrupt announcement by Greene on Friday night that she would resign from Congress. As blindsided voters grappled Saturday with what might have driven Greene’s decision, many of them were confident that it was not a lack of support from her district.

“I feel like she has stood her ground,” said Meredith Rosson, 43, a paralegal and the chair of the Republican Party in Chattooga County, a rural area hugging the Alabama border.

And Rosson stood with her.

Greene’s drift away from the president was fueled in large part by her persistent calls to make public files related to disgraced financier and convicted sex offender Jeffrey Epstein. She had claimed that the Trump administration was impeding a speedy and comprehensive release of the documents. But those arguments were part of what was becoming a broader divide, as she accused Trump of neglecting the pressing domestic concerns that had been central to his winning appeal to voters in 2024.

In response, Trump disavowed her and encouraged a Republican primary challenge against her next year. He said that Greene, who was once a leading acolyte of the “Make America Great Again” movement, was now a “ranting lunatic.”

Greene then shocked her colleagues in Congress, as well as much of the nation, and especially her constituents in Georgia, when she said she would step down in January.

“Loyalty should be a two-way street, and we should be able to vote our conscience and represent our district’s interest,” she said in a video announcement.

In many ways, the rift, and Greene’s subsequent resignation, have turned the political reality in her district on its head. Some who were once enthusiastic supporters have taken to calling her “Marjorie ‘Traitor’ Greene,” echoing the president. Critics who had long viewed her as the embodiment of all they loathed about politics are now suddenly, if skeptically, looking at her in a more forgiving light.

But what has perhaps been most striking is that, in a part of the country where the president has deeply entrenched support, many Republicans are defying him by refusing to abandon Greene.

On Friday night, the local chapter of the Republican Party in Floyd County issued a statement affirming its “unwavering support” for Greene, praising her for working “tirelessly to support the needs and views of her constituents.”

But the county party, like many Republicans who agreed with it, stressed that it was trying to strike a balance. “Our support of Rep. Greene does not in any way, however, diminish our total support for President Trump,” the statement said.

Greene has been one of the Republi-

can legislators who has been most adamant about calling for the release of the Epstein files. She has also strayed from others in her party over health care costs and the handling of the government shutdown, among other issues.

“She’s realized, ‘I need to do what’s right for my community and for people who are mostly in the middle ground,’” said Brandon Pledger, who owns Alibi Prohibition Lounge and Combat Market, a combined cocktail bar and gun shop in the strip of storefronts in downtown Rome, Georgia, a city of about 38,000 people, the largest in Greene’s district.

The sprawling 14th Congressional District in Georgia extends from the bustling suburbs of Atlanta across the forested foothills of the Appalachians to the outskirts of Chattanooga. It is a part of the state that has been left largely unscathed by Georgia’s evolution in recent years from reliably Republican to a swing state. (Last year, Trump won counties in the district with as much as 83% of the vote.)

Greene, who was elected in 2020, had attracted an unusual level of notoriety, first as a candidate and then as a freshman member of Congress. The attention came because she had promoted the pro-Trump QAnon conspiracy theory, which she later disavowed, and because she had a history

of making provocative and incendiary statements, including questioning whether a plane had crashed into the Pentagon on Sept. 11, and endorsing violent behavior.

In her district, and even among Republicans, Greene has long been a deeply polarizing figure.

The campaign slogan of her Republican opponent in her first bid for office in 2020 was “All of the conservative, none of the embarrassment.” A lesser-known candidate who has already entered the 2026 Republican primary has a page on his website devoted to listing examples of what he calls Greene’s “nonstop forays into delusional paranoia,” including referring to deadly school shootings as hoaxes.

Before her resignation, Kasey Carpenter, a Republican state representative from Dalton, Georgia, saw Greene’s “decoupling” from Trump as an opportunity for the party. An exchange of conflicting ideas among Republicans was healthy, he thought. Necessary, even.

“I think people who are straight platform people, I wonder what their marriages look like,” Carpenter said. “If you’re not arguing about some things, is it real?”

Many believe that, following Greene’s departure from Congress, she will find a new act, perhaps running for another office. She joins a league of other Georgia Republicans who have been successful despite running afoul of Trump, the most notable among them Gov. Brian Kemp. Carpenter was more concerned for the future of the district, and, in turn, the country. Greene’s resignation was a setback, he said, if only because it meant losing a flawed yet unflinching voice whose support of the president turned out to not be unconditional.

“I’m hopeful that whoever decides to run,” he said, “will not just beat the same drum.”

he North Dakota Supreme Court reinstated a near-total abortion ban last week, reversing a judge’s earlier decision and making abortion once again illegal

In North Dakota, it will now be a felony for doctors to perform abortions, except to protect a pregnant woman’s life or health, or in the case of rape or incest in the first six weeks of pregnancy. Patients are protected from prosecution, but doctors who violate the ban could face up to five years in prison and

Twelve other states in the U.S. have similar or more restrictive bans on abortion.

Medical providers in and near North Dakota said the ruling would likely exacerbate fears doctors and patients have around providing and receiving medically necessary abortions in a state where those fears were already rampant and access was limited.

Ana Tobiasz, a doctor of maternal-fetal medicine in Bismarck, North Dakota, and a plaintiff in the case, said most medical providers in the state were fearful of repercussions even when the abortion ban had been halted in 2024. She expects to see more effects on care under this ban, which she says makes it hard to interpret when medical exceptions are, and aren’t, permitted.

“It is extremely confusing,” she said. “What I foresee is people going back to being fearful of, ‘Is this actually going to meet the exception?’”

In Friday’s close ruling, three justices agreed the abortion ban was unconstitution-

Abortion in North Dakota has been at the center of a political and legal whiplash since 2022, when the overturning of Roe v. Wade allowed a trigger ban on abortion from the state Legislature to take effect. In 2023, after several court rulings, the Legislature repealed that ban and passed an identical law that included the exceptions.

A judge overturned the ban in 2024, but the decision was appealed by Attorney General Drew Wrigley, a Republican, leading to Friday’s decision that once again made abortion illegal. Wrigley’s office did not immediately respond to a request for comment.

Tobiasz said she had seen this confusing legal battle affect care. She pointed to a colleague who had a patient who was 16 weeks pregnant and bleeding so heavily she needed blood transfusions. Tobiasz said the colleague delayed terminating the patient’s pregnancy while trying to figure out if it would hold up in court as a medical exception.

Even if a doctor is not convicted of a felony, just being charged could have ramifications for a medical license, on top of legal expenses and the emotional toll, she said.

“I think that subjectivity to interpretation is what is going to end up causing problems for people,” Tobiasz said.

For people seeking abortions in North Dakota, services have long been limited. The only abortion clinic in the state, the Red River Women’s Clinic, another plaintiff in the case, moved five minutes across state borders to Moorhead, Minnesota, in 2022.

Tammi Kromenaker, the owner and director of the clinic, called North Dakota an “abortion desert.” Most of her patients, the majority of whom are North Dakotans, drive about four hours each way to and from her clinic, she said. Even when abortion was legal, she said, “there was nobody providing it in that state.”

She fields calls from patients who are afraid to say the word abortion or who ask her if they could go to jail in the future for terminating a pregnancy.

Recently, Kromenaker said, she had a patient in North Dakota who called because she feared visiting a local clinic for a blood test to confirm that a medication abortion had worked.

“There’s already enormous burdens for anybody seeking an abortion,” she said. “It’s going to be even worse now.”

America’s formula for greatness is under threat

What’s the secret formula that has made the United States the dominant superpower in the world today?

I’d point to three fundamental ingredients, each of which is now being weakened. When I think of the historical legacies of our generation and of President Donald Trump, I wonder if they will be less about the political battles in the headlines and more about the slow shriveling of America’s global standing.

Patriotism is less about waving flags and more about defending these three forces that over two centuries have made America preeminent:

A commitment to education at every level, resulting in global leadership in science and technology.

I believe the answer to almost every question is education — the highest-return long-term investments are often in human capital. Yet throughout the ages there have always been those eager to execute Socrates, to subject Galileo to the Inquisition, to ban books.

America became the world’s leading nation largely because of its emphasis beginning in the 19th century on mass education when other countries educated only a sliver of elites, Claudia Goldin and Lawrence F. Katz argued in their landmark 2008 book, “The Race Between Education and Technology.”

The United States helped pioneer public elementary schools and widespread high school and college attendance; later, American research universities became global leaders and nurtured technology hubs in Silicon Valley and elsewhere. Thus the United States boasts the Magnificent Seven technology companies, while there isn’t anything comparable in Europe. America’s scientific and technological excellence arises in part because of a symbiotic partnership between universities, the federal agencies that fund research and the private companies that commercialize that knowledge.

America’s educational supremacy arguably began slipping decades ago, as some East Asian countries eclipsed us in high school graduation rates and in science and math skills among young people. But Trump is adding to the pressure by gutting the Department of Education, including research and data collection that show how we can improve outcomes. Even worse, he is waging war on America’s most eminent universities.

American excellence in science drives economic competitiveness and well-being. Yet Trump is winding down mRNA vaccine programs that are full of promise in tackling cancer and has slashed investments in medical research.

Any president should be proud of universities like Harvard and Columbia, not attempt to crush them. We stand up to China with not only aircraft carriers but, even more, by educating our own young people and leading in research in artificial intelligence, synthetic biology and materials science. Yet by some reckonings, China has already surpassed the United States in emerging technologies.

So we should be doing what we did after Sputnik in 1957, recommitting this country to science and education. Instead, the

Trump administration’s hostility to great universities seems to reflect a larger scorn for science in fields from vaccines to climate change. It is the latest flowering of an anti-intellectualism that goes back to China’s first Qin emperor burying scholars alive and, in this country, to the Scopes trial, the Joseph McCarthy hysteria and the 2017 tax on university endowments.

An inclination toward free markets and free trade, supported by the rule of law.

This is the pillar that Trump is most respectful of. He mostly believes in capitalism and free markets — probably more than many Democrats — but has led a rapid retreat from free trade. His tariffs are the highest since the 1930s. Trump has also systematically chipped away at some of the underpinnings of a market economy. Markets thrive with prudent fiscal and monetary management, yet his tax cuts lead to soaring debt even as he tries to crush the independence of the Federal Reserve. Corruption is a bane of capitalism, yet his family has seemed to use the presidency as an ATM.

And the rule of law? England was the birthplace of the Industrial Revolution partly because of a legal system that offered protection and predictability. In contrast, Trump has periodically defied lower courts and used the Department of Justice to punish his political opponents. Mark L. Wolf, a federal judge appointed by President Ronald Reagan, announced this month that he was resigning to be able to speak openly about the Trump administration’s “assault on the rule of law” and the way that it poses an “existential threat to democracy.”

Immigration and the absorption of some of the brightest minds from around the world.

My dad, an Armenian refugee from Eastern Europe, arrived in the United States in 1952. Soon after, his landlady returned his rent, saying, “I can’t take money from a refugee.”

Such a welcoming spirit, while far from consistently applied, has enormously enriched the United States. Four of the Magnificent Seven tech companies are led by immigrants, and 46% of Fortune 500 companies were founded by immigrants or their children, according to the American Immigration Council.

These three factors are not a complete recipe for America’s greatness. The sheer physical size of our domestic market helped, along with democracy and the ease of interstate commerce. And even on those three, we’ve repeatedly fallen short.

Yet I see these three factors as central to America’s rise as the world’s leading power today. And these strengths are now being systematically undermined, especially universities, trade, the rule of law and recruitment of the world’s best minds.

The risks to America’s global preeminence get less attention than Trump’s White House ballroom, the government shutdown and his ugly statements about his opponents. But I’d argue that his most important legacy may be the damage he is doing to the underpinnings of our economic engines.

The Nobel in economic science went this year to three scholars who illuminated how innovation drives economic growth. They emphasized that this arises from immigration, from great universities, from openness to the world and to ideas — and consequently warned of “dark clouds” ahead.

Throughout history, we’ve repeatedly seen how great nations sometimes lost their energy and drive, slipping because of what Jawaharlal Nehru described in the context of India as a “gradual oozing out of hope and vitality.” In the year 1000, the greatest city in the world was Kaifeng in China, then the most important country in the world — but China and Kaifeng then lost ground for most of the next millennium before reviving in recent decades.

The United States may or may not experience such decrepitude, but decline seems to me more likely if America chokes trade and immigration while stifling universities. Without its secret sauce, America would be just one more tired old nation watching other, more youthful countries race past it. Those are the stakes.

Mercado Rivera recordó que, en un momento dado aunque la UPR mantenía su autonomía en sus adjudicaciones, eso no la eximía de cumplir con la Ley 73-2019, la cual promueve uniformidad en la contratación gubernamental. “La UPR debía adoptar parámetros uniformes, pero bajo la pasada administración la propia Junta avaló que quedaran fuera del marco regulatorio. Hoy vemos las consecuencias de excluir a una institución de ese alcance: ausencia de reglas claras, controles débiles y procesos a discreción”, puntualizó.

Sobre los hallazgos relacionados a servicios profesionales, Mercado Rivera explicó que el problema no es la falta de procesos competiti-

vos, sino la falta de definición regulatoria. “Un proceso competitivo, sin reglas uniformes, ni sistemas de información confiables que lo ejecuten, no garantiza transparencia. Competir sin marco normativo y sin el uso adecuado y bien implementado se la tecnología solo deja espacio para controversias. El verdadero control está en regular con claridad, uniformidad y supervisión”, afirmó.

Mercado Rivera enfatizó que los resultados están a la vista: “Los procesos regidos por la Ley 73-2019 han demostrado que cuando hay uniformidad, tecnología y control, el sistema funciona. No es competir por competir; es contratar dentro de un marco fiscalizable que elimine ambigüedades y responsabilidades difusas”.

Finalmente, la funcionaria reiteró que la misma exigencia que recae sobre la ASG debe aplicarse a todas las entidades excluidas de su jurisdicción. “Si queremos elevar los controles del gobierno, el rigor no puede ser selectivo. No puede haber dos estándares: uno para ASG y otro para el resto del país. La integridad de los procesos públicos exige uniformidad para todos”, concluyó.

‘Die My Love’ review: Jennifer Lawrence in a mother of a role

Adescription is insufficient to describe some movies, and “Die My Love,” directed by Lynne Ramsay, is one of them. A young couple, Grace and Jackson, move to a house in the woods. They have a baby, and in the midst of fierce postpartum depression, Grace starts to lose her grasp on reality — or, some might argue, regain it. That’s the plot.

But you might as well describe Edvard Munch’s “The Scream” as “just some guy screaming”: not wrong, exactly, but totally missing the point. “Die My Love” is linear yet allusive; sometimes you’re not sure how much time has passed, and sometimes it passes in a blink. Submerged in Grace’s overheated, claustrophobic, tedious, maddening reality, we are drowning, just like her. It is full-body-immersion cinema.

Its story may revolve around Grace, but “Die My Love” revolves around Jennifer Lawrence, for whom this feels like a career-defining role — not that she really required one. Lawrence has been a force for 15 years, but she dropped out of sight for a while and has been testing her range lately, first with the beautifully understated drama “Causeway” and then the bouncier sex comedy “No Hard Feelings.”

“Die My Love” is something else altogether. You’ve seen woman-on-the-verge roles; you’ve even seen Lawrence in them. (There’s one scene in particular in “Die My Love” that recalled “Mother!” just for a second, and I had to chuckle.) But those movies tend to make us observers of a sane woman going crazy. It’s true that this movie makes us wonder early on if Grace is seeing things — the biker (LaKeith Stanfield), for instance, who keeps speeding past the house. But in this case, Grace is already a live wire when we meet her. She’s like the earth and fire elements got stirred together and molded into a woman. You can almost believe she’d be kind of erratic whether or not her hormones were raging. She’s neither sane nor crazy: She’s just Grace, and that’s what she’s like.

That is why Jackson fell in love with her — he’s a weirdo, too — and why he defends her for so long, even after her behavior starts to draw notice from his family. That’s also why Robert Pattinson is perfect in the role, and an ideal foil for Lawrence. They’re both instinctive, intuitive actors. But Lawrence is raw and naturalistic and expressive, while Pattinson is wiry and restrained and more reactive. You can see exactly why their characters, two artists with a

romantic idea about making art in the woods, fell for each other, and exactly why they’d drive each other crazy: They’re like opposing elements, earth and fire trying to meld with air and water. This house in the woods is no place for these people to live, but Jackson grew up nearby. Grace might as well be an alien.

Some themes running through “Die My Love” are more suggested than outright indicated: Grace’s fondness for pretending to be an animal stalking her prey, for instance, and the notion that madness haunts these woods, or maybe just this house. And there’s Jackson’s mother, Pam (Sissy Spacek, in an excellent performance), who lives around the corner, in the house that Jackson grew up in. She has also recently lost her husband, Harry (Nick Nolte). Her own sudden slipping grip on reality is like another pole for Grace’s struggle, with the two of them wandering in the moonlit night, time and reality turned upside down.

Grace looks, at times, as if she’s in a movie from a different era; in fact, for long stretches, it’s not completely clear what year it is, which adds to the film’s dreaminess. She wears filmy nightgowns and underwear, and at times her long blonde hair is styled in a way that made me wonder if it was meant to evoke Catherine Deneuve in “Repulsion,” or maybe Brigitte Bardot. Lawrence began shooting the film when she was 4 1/2 months pregnant with her second child, which is remarkable enough on its face, but the sheer physicality of the role makes it even more so. Grace is sexual and violent and gentle and maternal and savage;

she rips wallpaper and sits in her refrigerator and screams and cracks jokes at the baby. Tour de force is an overused cliche, but it was meant for roles like this.

Although almost the entire creative team is made up of women, the seed for “Die My Love” originated with — oddly enough — Martin Scorsese, who read Ariana Harwicz’s 2012 novel in his book club in 2020, sent it along to the production company that Lawrence runs with Justine Ciarrocchi, and said he could see Lawrence in the lead role. They brought on Ramsay, who wrote the adaptation with Enda Walsh and Alice Birch, the seasoned playwrights and screenwriters.

The result, in the end, is the kind of movie that polarizes. It’s hard to imagine feeling

middling about it, and some will find it infuriating. But I loved it the first time I saw it and loved it more the second, not only because it takes a huge swing and connects but also because this is the role I’ve been wanting to see Lawrence play since I first saw her in “Winter’s Bone” all those years ago. Watching someone go for broke and actually make it is exhilarating. And when a movie leaves me feeling as if I just swam across rapids and barely dragged myself out alive — well, that’s why I go to the movies.

Black Friday puts focus on consumer spending for rocky markets

With U.S. stocks in the midst of a grim month, investors will look in the coming week for signs of strength in the U.S. consumer with Black Friday putting the spotlight on the holiday shopping season.

The rally in stocks has stalled in November, with the benchmark S&P 500 (.SPX), opens new tab declining more than 4% so far during the month. Strong quarterly results from semiconductor giant Nvidia Corp (NVDA.O), opens new tab failed on Thursday to calm markets, which have been rattled by concerns about elevated valuations and questions about returns on massive corporate investments in artificial intelligence infrastructure.

Consumer spending, which accounts for more than two-thirds of U.S. economic activity, will now come under Wall Street’s microscope.

The trading week will be interrupted by the Thanksgiving holiday on Thursday, followed by Black Friday, known for ushering in discounts, then Cyber Monday and holiday shopping promotions heading into year end.

Recent readings have shown a slump in consumer sentiment, while other data has been missing due to the government shutdown. This could make any signals about holiday spending more significant than usual.

“From a sentiment standpoint, the early reads we get on Black Friday and Cyber Monday, due to the lack of data we have, will be important,” said Chris Fasciano, chief market strategist at Commonwealth Financial Network.

“The entirety of the holiday shopping period will be an important read for where we are with the consumer and what that means for the economy.”

While the S&P 500 remains up 11% year-to-date, it has declined just over 5% from its late October all-time high. The Cboe Volatility index (.VIX), opens new tab on Thursday posted its highest closing level since April.

Stock market performance could factor into how consumers spend over the holidays, particularly those with higher incomes who are more invested in equities. Despite the recent wobble, the S&P 500 has soared over 80% since its latest bull market began just over three years ago.

“If you get a pullback there, a lot of the wealth in the upper income is in the stock market ... so it will be interesting to see if they spend like they have in the past,” said Doug Beath, global equity strategist at the Wells Fargo Investment Institute.

U.S. stocks ended sharply higher on Friday, with the Dow and S&P 500 each adding about 1% and the Nasdaq gaining just under 1%.

This month, the National Retail Federation said it expected U.S. holiday sales to surpass $1 trillion for the first time. Still, that November-December forecast equat-

ed to growth of between 3.7% and 4.2% from the yearearlier period, slower than the 4.3% growth in 2024.

Household balance sheets are “in a very strong place,” yet slowing employment growth could pressure holiday spending, said Michael Pearce, deputy chief U.S. economist at Oxford Economics.

“The most important factor for consumer spending is the health of the labor market,” Pearce said.

Data from the delayed monthly employment report released on Thursday showed U.S. job growth accelerated in September. But the unemployment rate increased to a four-year high of 4.4%.

Persistently firm inflation, with import tariffs contributing to higher prices, also could weigh on spending, Pearce said.

Holiday shopping is critical for retailers. Walmart (WMT.N), opens new tab on Thursday raised its annual forecasts in a signal of confidence heading into year end. Reports from other retailers during the week were mixed.

The influx of pent-up data in the coming weeks could further ramp up volatility for investors as they assess the economy’s health and prospects that the Federal Reserve will cut interest rates at its December 9-10 meeting.

Following the September jobs report, which will be the last monthly employment release before the next Fed meeting, Fed funds futures late on Thursday reflected a 67% chance the central bank would hold rates steady in December after quarter-point cuts in each of the prior two meetings.

Morgan Stanley economists said on Thursday they no longer expected the Fed to ease in December but they project three cuts in 2026.

“The policy rate path remains highly data-dependent,” the Morgan Stanley economists said in a note. “In our view, a mixed report means the committee will want to see more data before taking another step.”

Ukraine and U.S. cite progress in talks on ending war with Russia

Ukrainian and U.S. officials said they had made good progress Sunday in talks about a controversial U.S. plan to end the war with Russia, even as President Donald Trump lashed out at Ukrainian leaders accusing them of ingratitude.

The talks, held in Geneva, convened before a Thursday deadline — set by Trump — for Ukraine to agree to the 28-point peace plan. The draft proposal contained many conditions that Ukraine has long rejected as unacceptable, including surrendering territory, slashing the size of its army and giving up some types of weaponry.

Secretary of State Marco Rubio, who led the U.S. delegation along with Steve Witkoff, Trump’s special envoy, called Sunday’s discussions “productive” and “very, very meaningful.”

He told journalists in Geneva that the American and Ukrainian teams were working through the peace plan point by point and making adjustments, “narrowing the differences and getting closer to something” that both Kyiv and Washington would be “comfortable with.”

Andriy Yermak, the head of Ukraine’s delegation, confirmed that “very good progress” had been made, telling reporters the discussions would continue Sunday and in the days ahead.

The cautiously optimistic — and seemingly aligned — remarks came shortly after Trump issued a lengthy missive on social media that criticized Ukraine, as well as its European allies, which have been largely excluded from the plan.

“Ukraine ‘leadership’ has expressed zero gratitude for our efforts,” Trump wrote, “and Europe continues to buy oil from Russia.”

President Volodymyr Zelenskyy of Ukraine, who had earlier said Kyiv’s delegation was “focused on working as constructively as possible on the steps proposed by the United States,” issued a statement of his own soon afterward that expressed support for the dialogue in Geneva.

Trump are doing for security, and we keep working as constructively as possible,” he wrote on social media.

Sunday was not the first time that the American president has accused Ukraine of insufficient gratitude. During a disastrous meeting with Zelenskyy in the Oval Office in February, he told the Ukrainian leader that he was not doing enough to thank the United States for its support. Since then, Zelenskyy and other members of his administration have taken pains to express their gratitude.

Ukraine’s European allies have been racing to respond to the plan and to demonstrate their continued support for Kyiv. A joint statement Saturday signed by the leaders of Britain, France, Germany and other countries said the American proposal was a starting point for discussions and called for “additional work.” The leaders urged changes to the plan’s most objectionable points for Ukraine, including a cap on the size of its military.

Ursula von der Leyen, the president of the European Commission, reasserted that point in a statement Sunday. “As a sovereign nation there cannot be limitations on Ukraine’s armed forces that

would leave the country vulnerable to future attack,” she said. That, she said, would also undermine European security.

There was no immediate comment Sunday from the Kremlin about the talks in Geneva. A U.S. official said earlier that plans for separate talks between the United States and Russia were underway.

A flurry of other diplomatic efforts are expected in the coming days.

President Recep Tayyip Erdogan of

Turkey, who has offered to mediate between Russia and Ukraine, said he expected to speak to Russian President Vladimir Putin about the peace efforts Monday. And President Emmanuel Macron of France suggested that there would be a meeting involving the leaders of Britain, Canada and several other nations Tuesday.

While Trump has said he wants Ukraine’s response to the peace plan by Thursday, he has left open the possibility that the deadline could be extended “if things are working well.”

When asked by reporters Saturday whether this was his “final offer” on Ukraine, Trump said, “No.”

Many Ukrainians have dismissed the U.S. plan as capitulation because it accedes to long-standing Kremlin demands.

There also seemed to be continued confusion about the proposal, including among lawmakers. A group of U.S. senators claimed Saturday that Rubio had told them that the document “was not the administration’s plan” but a “wish list of the Russians.”

The State Department said that was “blatantly false,” and Rubio also rejected the characterization, writing on social media that “the peace proposal was authored by the U.S.”

“It is offered as a strong framework for ongoing negotiations,” he said. “It is based on input from the Russian side. But it is also based on previous and ongoing input from Ukraine.”

G20 leaders push back on U.S. peace plan for Ukraine

Leaders of some of the world’s most powerful countries pushed back on demands that Ukraine cede territory and limit the size of its army included in President Donald Trump’s latest proposal to end the war with Russia. But they said they believed the plan provided a basis for further negotiations, according to a joint statement released after they met in Johannesburg on Saturday.

The proposal, a 28-point plan, calls for Ukrainian concessions already largely rejected by the country’s president and allies. Trump gave President Volodymyr Zelenskyy of Ukraine until Thursday to agree to the plan, though he said Saturday the plan was “not my final offer” and suggested that the deadline could be extended should progress be made in negotiations.

It remained unclear Saturday how much wiggle room Ukraine and its European allies would have to change the proposal. Secretary of State Marco Rubio and Steve Witkoff, Trump’s special envoy, will head to Geneva on Sunday, where they are expected to meet senior Ukrainian officials to discuss Kyiv’s response to the American proposal, a U.S. official said Saturday.

Even before the latest proposal was made public last week, Ukraine’s allies in Europe and across the globe faced pressure to show they could get Ukraine the economic and military support it needs to continue battling Russia should the United States cease its contributions. Germany, which is already Ukraine’s largest military backer in Europe, this month pledged an additional $3.5 billion in assistance for next year, and France and Sweden recently pledged hundreds of new fighter jets.

Though couched in diplomatic language, public statements from European leaders about the new proposal, including at Saturday’s G20 meeting, made clear that their support for Ukraine was unwavering, whatever the pressure from the White House. In a joint statement adopted Saturday the leaders of 11 nations — including Germany, France, Britain, Japan and Canada — and the European Union said the 28-point plan included “important elements that will be essential for a just and lasting peace.”

But they also made clear that they took issue with provisions of the plan that would strip Ukraine of territory and limit the size of

its armed forces.

“What is at stake is Ukrainian sovereignty and European security,” President Emmanuel Macron of France said Saturday, adding that European countries would work with the Ukrainians over the next two days to create a plan for the way forward.

“Our problem is not the U.S.,” Macron told reporters at the G20 summit. “Our unique problem — all of us — is Russia, who started this war, who refused to take the ceasefire proposals.”

How much influence European leaders might have at this point in the war is unclear. Together with Ukraine, they have been cut out of the deliberations that produced this latest proposal. In the past though, Europe’s unified support of Kyiv together with the stubborn refusal of Russian President Vladimir Putin to back down from his maximalist demands have been enough to at least preserve the status quo and keep Ukraine in the fight.

Macron said negotiating teams from the European Union, Germany, Britain and France would meet with American and Ukrainian negotiators in Geneva “to be able to bring substance back to the table and reconcile all these views.” This will be followed by a meeting of the “coalition of the willing,” a group of more than 30 countries supporting Ukraine, he said.

Saturday’s meeting took place on the sidelines of the Group of 20 heads of state summit, an annual gathering that brings together leaders of the world’s largest economies to try to agree on shared ambitions on the most pressing global issues. The United States did not send a delegation; Trump said he was boycotting it because of his belief that South Africa was persecuting its white minority.

But all other countries and regional bodies belonging to the group sent delegations, and they quickly released a declaration agreed upon by most of them, including Russia. It included a call that “all states must refrain from the threat or use of force to seek territorial acquisition,” and for an agreement to work toward peace in several conflicts, including the war in Ukraine.

The 28-point plan was worked out between Putin’s special envoy, Kirill Dmitriev, and Witkoff, to the exclusion of Ukraine and Europe. It calls for Ukraine to surrender significant territory, including land that Russia does not already occupy. It also calls for a limit on the size of Ukraine’s military, and prohibits its membership in NATO and the

As the war approaches the start of its fifth year, Zelenskyy has acknowledged that Ukraine is under pressure like never before, and not just because of Trump’s demands.

On the battlefield, Ukrainian forces are steadily losing ground, though they are inflicting severe costs on the Russians in lives and materiel. Politically, Zelenskyy’s government is facing accusations of large-scale corruption by senior officials and must contend with increasingly vociferous calls from his opponents for a significant response.

But while polls show that Ukrainians are much more supportive of a negotiated settlement today than at the war’s start, many officials, commentators and Ukrainians across the country have described Trump’s latest proposal as tantamount to capitulation.

Faced with Trump’s Thursday deadline, Zelenskyy has begun to prepare his people for what he has suggested could be an existential decision.

“Ukraine may find itself facing a very tough choice,” Zelenskyy said in an address to the nation Friday. “Either the loss of our

dignity or the risk of losing a key partner. Either the difficult 28 points, or an extremely hard winter — the hardest yet — and the dangers that follow.”

In Johannesburg on Saturday, the G20 gathering put supporters of Ukraine in the same room with a Russian delegation led by a top deputy of Putin, who did not attend because he faced an international arrest warrant.

António Costa, the president of the European Council, and Ursula von der Leyen, the president of the European Commission, held a call with Zelenskyy on Friday night, and after that met with Italy’s prime minister, Giorgia Meloni. On Saturday morning, they met with Macron.

The larger meeting Saturday included the leaders of Finland, Ireland, the Netherlands, Norway, Italy and Spain.

In remarks Friday, von der Leyen said, “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter,” referring to the United Nations.

“It’s on European soil,” she added. “Therefore, we will support Ukraine for as long as it takes.”

Russian-occupied Mariupol, everything Ukrainian must go

Oleksandra Stolyar was living near Kyiv, Ukraine, when she learned that her apartment in the occupied Ukrainian port city of Mariupol would be confiscated by the Russian-installed government.

The problem was that she, like tens of thousands of others, had fled war-torn Mariupol several years ago, and hadn’t reregistered her property because she didn’t become a Russian citizen. She considered the idea of taking a Russian passport morally repugnant.

“I had already bid farewell to my apartment, to the furniture, to all the stuff that I had there,” said Stolyar, a 46-year-old kindergarten music teacher, adding, “but I am sad that the life we had has been taken away from us.”

More than three years after Russian troops captured Mariupol in May 2022, after a brutal three-month siege, the Kremlin is pouring billions of dollars into remaking the city, constructing scores of sparkling new apartment buildings and rebuilding some neighborhoods.

But in interviews with 14 current or former residents of Mariupol, they offered a mixed picture of the reconstruction effort.

They said most Ukrainian residents could not afford the new apartments, which start around $100,000. The property of some others, like Stolyar’s, has been declared “abandoned” and confiscated. In video appeals posted online, groups of other residents say the Russian-installed city government has reneged on promises to distribute new housing to all those left homeless by the war.

In the interviews, some residents praised the changes, but others described the reconstruction as a “Potemkin village,” an ornamental facade camouflaging problems created by Moscow’s invasion, including a chronic water shortage.

“Despite all the construction going on, local people don’t see a holistic approach to the development of the city,” said Nikolay Osychenko, the former head of a Mariupol television station who now hosts a YouTube talk show from Kyiv. “They cannot see its future.”

Many of the residents interviewed spoke anonymously out of fear of arrest and other retribution from authorities.

The media office for the Russian reconstruction effort did not respond to questions for this article. In May, to mark the third anniversary of Russia capturing Mariupol, the city administration told the government-run Donetsk News Agency that 1,200 apartment buildings had been restored, behind the target of 1,600.

“Literally everything in the city is being renovated — from the master plan to the dog shelter, from transport to bus stops, from the theater to city parks and beaches,” the statement said.

The 2022 siege devastated Mariupol. Up to 90% of residential buildings and 60% of private homes were damaged, according to a United Nations report. The estimated death toll, never confirmed, started in the thousands.

Before the war, the city’s population was more than 450,000. About half of its residents fled, with mainly older ones staying.

Capturing Mariupol was crucial for the Kremlin’s war

strategy. The second-largest city in southeastern Ukraine, it anchors the land bridge linking Russia to Crimea, the Black Sea peninsula that Russia seized in 2014.

The city was once a Soviet industrial archetype. The Azovstal Iron and Steel Works plant, established in 1930, dominated the skyline and occupied almost 6 square miles of prime shoreline along the Sea of Azov, limiting beach access, fouling the water and belching black smoke.

Azovstal and a second gargantuan steel plant, as well as the port, drove the economy, providing greater prosperity relative to most of Ukraine.

“Many people complained that the factories were polluting the air, but it was home,” said Natalya Svidlova, who abandoned her specialty coffee and tea stores to move to Odesa but hoped to return.

The city also carries important symbolic weight as part of Novorossiya, or New Russia, lands that Empress Catherine the Great took from the Ottoman Empire in the 18th century, and therefore territory that Russian President Vladimir Putin considers historically part of Russia.

The most striking change is what some residents call the “Russification” of Mariupol. Russia’s tricolor flag is ubiquitous, while Ukrainian monuments have all been dismantled.

A giant banner covering the side of one downtown building depicts a sun-dappled mother and her son with text that reads, “May 20, 2022. Liberation Day.” One resident who survived the shelling by living underground for weeks said that calling the Russian occupation “liberation” was “shocking.”

Hundreds of Ukrainian soldiers became national heroes by holding out in the warren of tunnels beneath the Azovstal plant for more than two months. But near the plant, Azovstal Street was renamed Tula Avenue after a Russian city aiding reconstruction, and city authorities installed a huge, brassy statue of a samovar and a gingerbread cake, symbols of Tula.

“They are trying to erase the history of the resistance by changing the name of the street,” said Osychenko, the former television station head.

The reconstruction sends a deliberate ideological message both internally and internationally, according to Ilia Shumanov, a board member for Russia of Transparency International, which tracks political corruption globally. “This project is the symbol of a newborn Ukraine,” he said.

Russia bars some former residents from returning. Ukrainians can enter legally only by first flying to Sheremetyevo International Airport in Moscow, where those who fail ideological screening over their attitude toward Russia find themselves banned from entry to Mariupol for a decade or more and often lose their apartments, residents said.

Property rights have become a significant hurdle. By changing many street names and building numbers, authorities have rendered Ukrainian property deeds invalid, the residents said, so owners in the former buildings cannot try to claim apartments in the replacements.

Svidlova, for example, fears her apartment at 65 Kuprina St. is gone for good. After the building, shattered by shelling, was demolished in late 2022, a poster went up advertising a new tower at 65A Kuprina St. Construction has yet to begin.

The city has also gradually changed its approach —

going from pledging new apartments on the same location to promising apartments somewhere in the city to leaving people in limbo. Residents who accept Russian compensation receive a pittance, homeowners said.

Meanwhile, apartment buyers, usually Russians, get a government-subsidized 2% mortgage, far lower than the 22% rate in most of Russia.

“Those who waited and insisted that they want to live where they lived before are still wandering around,” Svidlova said. “No one offers them anything anymore.”

Some residents displaced from downtown received apartments in the new Nevsky neighborhood on Mariupol’s outskirts, which includes 12 five-story buildings and a nearby hospital. Putin toured the neighborhood in 2023 to showcase reconstruction efforts.

Yet problems persist there. The area is ill-served by public transportation, residents said, and the hospital lacks medical staff, a shortage throughout Mariupol.

Still, the reconstruction effort has fans. Nikolai, a video blogger who uses only one name, lauded the fact that what he considered a drab Soviet downtown had been gradually disappearing. He highlights changes like a new McDonald’s knockoff — Mak Fly — resembling a 1950s American diner. He also noted lingering problems, like packs of stray dogs attacking pedestrians and neighborhoods of private homes that still look “apocalyptic.”

During the siege, residents killed by shelling were often buried in makeshift graves wherever they fell. Now, construction crews sometimes unearth human remains.

The woman battling for her apartment said a corpse in the neighboring garden had stunk for weeks, and she feels that she can still smell it. “When I left Mariupol, I cried every morning over what I had left behind,” she said. “When I went back, I cried every morning because of what I saw.”

Trump’s global tariffs curtailed trade, data shows

President Donald Trump’s sweeping tariffs took a toll on trade in August, as imports of goods and services dropped 5.1%, to $340.4 billion, after taxes on exports from roughly 90 countries went into effect Aug. 7, newly released data from the Commerce Department showed Wednesday.

The data, which incorporates less than a month of Trump’s new tariffs, illustrates how the sharp increase in trade taxes has scrambled life for international business. U.S. firms clamped down on purchases of foreign machinery, industrial supplies, pharmaceutical ingredients and telecom equipment as tariffs went into effect in August, after months of stockpiling that had filled their storerooms and warehouses. Roughly half the drop in imports was because of a decline in purchases of gold, which investors had rushed to buy the previous month as a safe haven for their investments.

U.S. goods exports also fell in August, shrinking $500 million to $179 billion as the rest of the world bought fewer American consumer goods, cars and car parts, and gold. That was offset by an increase in exports of U.S. services, including travel.

the month also dropped sharply, decreasing nearly 24%, to $59.6 billion, compared with July.

The data, which is compiled by the U.S. Census Bureau, had been delayed by more than a month because of the government shutdown. It illustrated the volatility that businesses have contended with this year, as Trump introduced what is effectively a new trading system for the United States.

The president announced global double-digit tariffs in April on what he called “Liberation Day,” saying that the previous system had cheated the United States and cost Americans jobs and money. While his tariffs briefly went into effect, they were then largely paused for four months as the administration tried to strike deals with trading partners.

On Aug. 7, the tariffs again went into effect, with a 15% rate on goods from Bolivia, Ecuador and Nigeria; 20% on Taiwanese products; and 50% on Brazilian exports.

Altogether, they brought the U.S. effective tariff rate to more than 18%, the highest level since 1934, according to the Budget Lab at Yale.

U.S. imports and exports had risen in July, as companies that depend on goods from other countries tried to get their ship-

ments in before those tariffs went into effect. In August, trade then dropped, as American businesses imported fewer industrial supplies, food and beverages, and machinery, according to an analysis by Moody’s Analytics.

The sharp drop in the U.S. trade deficit in recent months might appear to have accomplished one of Trump’s goals. Although some economists still disagree with the idea, the president has often looked at the trade deficit as a sign of weakness for the U.S. economy. He has argued that the United States should make more of its own goods.

Stepping back, however, the recent drop in the trade deficit looks so steep largely because the threat of Trump’s tariffs massively increased imports and the trade deficit earlier this year. After Trump’s election, the U.S. trade deficit spiked as companies rushed to try to game the system and bring in goods ahead of tariffs coming into effect. Those shipments started to drop after April, when the president announced his global tariffs.

The same effect played out on a smaller scale in July, as companies brought in more goods ahead of the tariff deadline in August.

John Ryding, chief economic adviser

at investment bank Brean Capital, said that imports had been driven month-to-month “by companies anticipating and trying to beat higher tariffs.”

“This has resulted in a pattern of surging imports ahead of a tariff increase followed by a sharp fall in imports once the tariff is imposed,” Ryding said. He added that it would take more stability in the tariff regime to evaluate the ultimate effects on trade but that in August imports were only roughly 5% lower from a year ago.

Tariffs are likely to continue to weigh on imports in the months to come, but Trump still has a long way to go to accomplish his goal of bringing down the trade deficit. Because of the rush of imports earlier in the year, the U.S. goods and services deficit was up a hefty 25% in the year-todate through August, compared with the same period in 2024.

The stockpiling from businesses before tariffs went into effect has also been a significant factor in mitigating the economic impact of the levies. For months, U.S. companies have been able to hold off on increasing their prices as they worked through older inventory.

But as time went on and that inventory dwindled, more companies have begun to pass the burden of tariffs on to American consumers in the form of higher prices. That has weighed on Trump’s popularity and presented a conundrum for a president who campaigned on his ability to keep costs low for average American families.

This month, Democrats won elections around the country in large part by harnessing worries about the cost of living. Last week, the Trump administration introduced new tariff exemptions in an effort to lower some food prices. It remains to be seen if concerns about high consumer costs will encourage the administration to further back down on its tariffs.

Many of the president’s tariffs, including those he issued in early August, could also be undermined by a challenge at the Supreme Court. The court is weighing whether Trump exceeded his legal authority with those tariffs, and it could curtail or strike them down in the coming weeks or months.

Even so, the president has other legal authorities he can use and is likely to announce new measures to replace at least some of them.

For victims of sexual assault on cruise ships, justice can be elusive

Two days into a 12-night Caribbean cruise on the Norwegian Sun, after an evening watching karaoke with her parents, a 20-year-old woman went to the nightclub to meet people her age.

After ordering a drink around 11 p.m., the woman, referred to as Jane Doe in a lawsuit filed against the cruise line in December 2024, said she remembered nothing until the early morning, when she stumbled down the corridors, frantically tapping her key card on door after door until she found the stateroom she shared with her parents.

They heard her come in around 2 a.m. but didn’t fully awaken until someone banged on their door at 5 a.m. Through the peephole, Doe’s father saw two men shouting his daughter’s name. Her mother called security; it was then she saw her daughter on the bed shaking.

When the security officer asked Doe if she knew the men, she started crying and made references to having had sexual activity with them.

It wasn’t until hours later, when she tested positive for an ingredient commonly used in date rape drugs that Doe said she knew she had been sexually assaulted: “I realized what they did to me when I got the drug test results.”

Doe’s experience was one of 120 alleged sexual assaults on cruise ships that were reported to the FBI in 2024, up from 101 in 2019, a year before the pandemic shut down the industry. From January to September this year, 102 cases were reported, compared with 95 for the same period last year. Those figures are likely higher as many cases go unreported, according to the Rape, Abuse & Incest National Network, a U.S.-based anti-sexual-assault organization.

As cruising hits record demand, with 34.6 million passengers last year, crime on ships sailing from the United States has also risen. Among the crimes that ships must report — including thefts of items worth more than $10,000 and physical assault — sexual assault is the most prevalent.

Cruises often have a party atmosphere, with large quantities of alcohol consumed, which can contribute to assaults, notes RAINN.

In 2010, Congress passed the Cruise Vessel Security and Safety Act, requiring lines sailing in and out of U.S. ports to report certain crimes to the FBI, which investigates and publishes accusations. But the database provides only the number of incidents, not how they are handled. The act also established training standards for crime prevention, detection, evidence preservation and medical assistance, and required ships to have video surveillance.

“The cruise industry is one of the most controlled, regulated and monitored in the world,” said Anne Madison, a spokesperson for Cruise Lines International Association, the industry group, adding that “serious crime on board cruise ships is extremely rare.”

Yet despite the 2010 law, not much has changed in the prevention and prosecution of onboard sexual assaults in the last 15 years.

Even knowing how many allegations led to charges or trials is almost impossible. No agency is charged with tracking that information nationally, and a New York Times request in May to the Department of Justice to compile the data has not been fulfilled.

Through an extensive search of legal and news databases, the Times found just 13 prosecutions and seven convictions from 2015 to 2025.

Reporting onboard crimes is challenging: Ships fly foreign flags to benefit from lower taxes and looser regulations, and sail across international jurisdictions. Law enforcement is carried out by private security teams whose loyalties often lie with the cruise company that employs them, according to maritime lawyers and former security staff.

Even when victims seek justice through civil lawsuits, the hurdles are formidable.

“It’s not easy for victims to go up against these huge cruise lines,” said Laurie Dishman, 54, a board member of the International Cruise Victims Association, a nonprofit focused on survivors of onboard crimes, and herself the victim of an onboard sexual assault. “It’s a long, hard, traumatic battle.”

Daniel Courtney, a Miami-based personal injury lawyer who represented a woman who recently won a $12 million lawsuit against Carnival Cruise Line after accusing a crew member of rape (Carnival has appealed), said that when passengers complain, the responding security officer often prioritizes the line’s interest. “Security will do whatever it needs to protect the company first,” he said.

Although the 2010 cruise act established training standards, only one crew member on each vessel must be trained in crime prevention and evidence gathering. A 2011 online curriculum developed by the U.S. Coast Guard, the FBI and the U.S. Maritime Administration is not mandatory and was found “ineffective in providing qualified first responders with the capability to address shipboard crime, especially sexual crime,” according to a review by mari-

time-training academies for the cruise victims association. They recommended mandatory training by certified individuals who report directly to the FBI, the Coast Guard and other entities.

According to the Jane Doe complaint, Norwegian Sun’s security head “harassed, badgered and pressured Doe,” and told her the complaint would go nowhere unless she could describe the pain of her assault.

When a crime is reported to the FBI, the investigation is often hampered by the ship’s foreign registration and the logistics of getting an agent onto the ship. It can take hours or days to secure a crime scene.

Complicating the situation is the interview process. Getting timely information from a victim is “a balance and a challenge,” said Special Agent Summer Baugh, who specializes in cruise crimes for the FBI Baltimore field office.

In Jane Doe’s case, it wasn’t until the day after the alleged attack that the Norwegian Sun arrived in Puerto Rico, where Doe was interviewed by two male agents.

After the agents left, the ship’s security told the family that the agency would not investigate further because CCTV footage showed Doe going into the men’s cabin willingly.

When the family asked the security head if the FBI had reviewed blood-test results showing the presence of amphetamines, which are known to be used in date rape and party drugs, and a breathalyzer reading equivalent to about two drinks, he said he couldn’t share investigation information.

While studying Jane Doe’s case, the Times reviewed dozens of lawsuits against cruise lines in which passengers say they were drugged, raped or sexually harassed. Many were minors who had been entrusted to child-care services or were unsupervised.

Court documents and interviews with lawyers, industry experts and former employees reveal a theme of inadequate evidence-gathering: unprocessed rape kits, witnesses who weren’t interviewed, evidence contamination and loss of video footage.

Many victims, like Jane Doe, file civil suits when their efforts to pursue justice through the criminal system are thwarted. But the prospect of lengthy court cases involving billion-dollar companies leads many to settle. Those settlements usually include nondisclosure agreements, which keeps onboard assaults out of the public eye.

Jane Doe was among those who took that route. Dishman, who said she was raped by a security officer on a Royal Caribbean ship in 2006, is among the few to go public.

After the FBI declined to prosecute her case, she contacted the media and filed a lawsuit under her own name. “I knew the only way to bring about any change was to go public,” she said. She settled with Royal Caribbean in 2008, but she did not sign an agreement to stay quiet. She said that cruise lines are becoming more aggressive about settling, sometimes offering payouts before a suit has been filed, to avoid bad publicity.

Scientists call for global shift away from ultraprocessed foods

On Tuesday, in a series of three review papers published in The Lancet, 43 public health experts from around the world issued a call for government policies aimed at reducing the consumption of ultraprocessed foods which, they write, are driving global increases in obesity and chronic diseases.

The papers compile years of evidence on the foods’ links to poor health and growing reach around the world — and the policies that could turn the tide, the experts say. Without greater regulation of the companies that manufacture and market the foods, they add, people’s health will only worsen.

“Big food is taking over,” said Barry Popkin, a lead author of one of the papers and a professor of nutrition at the Gillings School of Global Public Health at the University of North Carolina.

Ultraprocessed foods make up more than half of the calories consumed daily in the United States and in Britain. The foods are less widespread in lower and middle income countries, but studies suggest that they are increasing. Globally, ultraprocessed food sales grew to $1.9 trillion in 2023, from $1.5 trillion in 2009, and just eight companies control an estimated 42% of the market, according to The Lancet authors.

The rise of ultraprocessed foods has had serious health consequences, said Carlos Monteiro, a nutritional epidemiologist and emeritus professor at the University of São Paulo in Brazil. Research on the foods, generally described as those made with in-

gredients you wouldn’t find in a home kitchen, has exploded since Monteiro and his colleagues published a definition for the category in 2009, proposing at the time that they were an overlooked cause of chronic disease.

The new series was funded by Bloomberg Philanthropies, the charitable organization of Michael Bloomberg, a former New York City mayor, that promotes policies to improve global public health. The organization did not play a role in the research or writing of the papers, according to the journal.

In one of the papers, led by Monteiro, the authors identified 104 studies linking ultraprocessed foods to health conditions, including Type 2 diabetes, obesity, heart disease, kidney disease and Crohn’s disease.

“There are massive amounts of data, and it shows over and over again — this stuff harms people’s bodies,” said Laura Schmidt, a professor of health policy at the University of California, San Francisco, who was not involved with the new reports.

The authors suggested that governments adopt policies, like taxes on sugary drinks and warning labels for certain ultraprocessed foods, especially those high in sugar, fat or salt. They also recommended restrictions on marketing ultraprocessed foods to children and reducing their use in school meals. The proposed policies are similar to those that have worked to reduce smoking rates, Schmidt said.

Food companies have pushed back against a number of proposed regulations. The policy recommendations in The Lancet series “would risk limiting access to nutrient dense processed foods and reducing the availability of safe, affordable, shelf-stable options globally,” Rocco Renaldi, secretarygeneral of the International Food and Beverage Alliance, which represents food and drink manufacturers, wrote in a statement to The New York Times.

But regulations are beginning to work in some countries that have implemented them.

In 2016, for example, Chile began requiring food manufacturers to put warning labels on foods high in saturated fats, added sugars, sodium or calories. By the next year, the number of products that needed one of those warnings had dropped to 44% from 51%, suggesting that companies had tweaked their recipes. Other countries have taxed sugary drinks, and research suggests that these policies have decreased sales of the products.

In many countries, including the United States, ultraprocessed foods tend to be cheaper and more readily available, so policies are needed that make healthier alternatives more affordable and accessible, Popkin said. These could include increasing funding for food benefits, like those provided through SNAP, and earmarking more to be spent on fruits and vegetables. Policies could also limit ultraprocessed foods in school meals and fund the purchase of more fresh foods, he said.

Robert F. Kennedy Jr., the nation’s health secretary, and his “Make America Healthy Again” movement have drawn attention to the links between poor health and ultraprocessed foods. But so far, Kennedy has focused on reducing the use of artificial colors and certain food additives, efforts that Popkin said would do little to improve the healthfulness of the food supply. And this year, the Trump administration cut SNAP benefits and programs that funded schools and food banks to purchase foods from local farms.

Dr. David Ludwig, a professor of pediatrics at Harvard Medical School, said the definition of ultraprocessed foods was imprecise and that we needed more debate about whether the category is the right target for policies aimed at improving people’s diets.

The Lancet authors acknowledge such critiques in the new papers. But, they argue, the existing evidence on ultraprocessed foods is enough to warrant action now.

Schmidt agreed, noting that the U.S. food supply is so dominated by unhealthy ultraprocessed foods that they are nearly impossible to avoid.

“We should be looking at that long and hard and thinking about if that’s really the diet we want to have,” she said. “It isn’t inevitable.”

Want your company’s name on an Olympic arena? LA

LOS ANGELES — Los Angeles has found a new source of revenue to help fund the 2028 Olympics: charging companies extra to keep their naming rights on sports venues during the Summer Games.

Until now, the International Olympic Committee has required stadiums with naming rights deals to use more generic names during the Games.

But LA28, the city’s Olympic organizing committee, is striking deals with big companies to pay to keep or add their names to Olympic venues in Southern California.

On Friday, Intuit announced a sponsorship deal that will retain its name on Intuit Dome, home of the Los Angeles Clippers, during the Olympics. Honda announced in August that it would pay to keep its name on Honda Center, home of the Anaheim Ducks, when the arena holds volleyball tournaments during the Games. Comcast will sponsor a temporary squash center at Universal Studios for the Olympics.

Paul Krekorian, the executive director of major events for Los Angeles, said that the new naming rights deals help ensure the “financial responsibility” of hosting the Games. The Los Angeles Games are expected to cost nearly $7 billion.

“As the host city, Los Angeles has a strong interest in ensuring the success of the Games while also protecting our taxpayers,” Krekorian said. “With LA28’s revenue already ahead of pace, and incredibly strong enthusiasm building toward 2028, I’m confi-

Los Angeles was also an innovator in raising money the last time it hosted the Olympics, in 1984. At that time, it struck deals with a smaller number of big sponsors to give more money to the Games, raising $123 million. The model was adopted for future Games, and it is now a key source of funding for host cities, the IOC said.

Casey Wasserman, the chair of LA28, lauded the Intuit partnership in a statement. He has previously said that he hoped the new naming rights arrangements, currently a pilot project, would help build a new commercial model for the Olympics.

Intuit, which owns TurboTax, Credit Karma and QuickBooks, did not disclose how much it would pay to retain the naming rights. The Intuit Dome, which has a capac-

ity of 18,000 people, will host basketball in the 2028 Games. As part of its sponsorship deal with LA28 and Team USA, Intuit said it would help create opportunities for local businesses to become suppliers for the Games.

Honda and Comcast also did not disclose the terms of their deals.

Had the Olympics decided not to break from its long-standing tradition of stripping naming rights, the Intuit Dome would have been temporarily renamed the Inglewood Dome during the 2028 Games.

When LA28 announced the naming rights deal with Honda, it said that the new strategy would support “the largest commercial revenue raise in sports.”

In addition to asking existing companies to pay to retain naming rights, LA28 said that as many as 19 temporary venues could also take on the name of a corporate partner.

“What this, I think, does is allows LA to be a little more creative in terms of the range of places they’re going to try to get money from to sponsor the Olympics,” said Matthew Burbank, a University of Utah political science professor who has written about the Olympics.

The practice of temporarily shedding corporate naming rights has been longstanding during the Olympic Games in other host cities. For example, during the 2012

Games in London, the O2 arena, named after the British telecommunications company, was renamed the North Greenwich Arena.

Other international events, such as the FIFA World Cup, have followed similar policies. When the World Cup comes to Southern California in 2026, SoFi Stadium in Inglewood will be temporarily renamed Los Angeles Stadium.

Los Angeles also broke tradition when it hosted the 1984 Olympic Games. That year, the Olympics tried a new financial model that allowed a limited number of companies to become official sponsors of the Games, a change from previous years when the Games had many small sponsors.

“In ’84, the IOC, in all honesty, was quite skeptical that this model was going to work,” Burbank said. “They were very strategic in how they went about doing it, and as a result of that, the IOC essentially said, ‘Hey, that worked. We’re going to adopt this.’”

The 1984 Games were able to turn a profit and produced a surplus, said Krekorian, the executive director of major Los Angeles events. That money is still being used to finance youth sports programs in Los Angeles.

It is unclear whether the corporate sponsors of other venues also plan to retain naming rights during the 2028 Olympics. Crypto.com Arena, home to the Los Angeles Lakers, Sparks and Kings, did not respond to a request for comment. The arena will host artistic and trampoline gymnastics, boxing and wheelchair basketball during the Games.

Dignity Health Sports Park, home of the LA Galaxy in Carson, California, also did not respond to a request for comment. The soccer stadium will host archery and rugby sevens.

The IOC’s willingness to go along with a new approach may be a concession to reality as much as a money-raising opportunity. It’s not clear that residents of Los Angeles would call well-known sports venues by new names just because Olympic organizers told them to. For example, many residents still refer to Crypto.com Arena as the Staples Center, which was the longtime name of the arena until the naming rights changed in 2021.

“It’s not uncommon,” Burbank said. “People get used to calling it a certain thing.”

In Southern California, a place with more than its share of famous couples, few celebrity relationships have been as enduring as that of the Rose Bowl and UCLA.

For 43 years, the landmark in the city of Pasadena has been the home field for the elite university’s football program. Never mind that the stadium and the school are 26 miles apart. Or so it seemed until last month, when Pasadena officials went to court, claiming that UCLA had been plotting for months in secret to relocate to SoFi Stadium, a newer, closer and glitzier venue. Such a move, Pasadena said, would irreparably harm the Rose Bowl and the city, which owns the stadium and borrowed heavily to refurbish it on condition that the team would remain through June 2044.

The university, in a terse statement, said that “no decision has been made.” But behind the scenes, Pasadena said, the university’s lawyers had informed the city’s lawyers that the school would be “moving on” after this season.

Since then, Southern Californians have watched awkwardly and painfully, like children caught up in a drawn-out divorce. Major law firms have been deployed. Professional experts have been consulted. Alumni have taken sides along generational and geographic lines.

“It’s an unholy mess,” said John Sandbrook, 76, a former UCLA assistant chancellor who in 1982 helped negotiate the Rose Bowl contract between the university and Pasadena.

Chris Rising, 56, a real estate developer who lives near the Rose Bowl and whose father, Nelson Rising, was a major UCLA donor, said his family was so angry and hurt that he decided not to help endow a new master’s of real estate development program.

Kai Dizon, 20, a sports writer for The Daily Bruin, the UCLA student newspaper, was excited. If the team, which has lost seven out of 10 games this year, would only stop playing an hour away in “a dump gilded in someone else’s nostalgia,” he wrote, maybe the stands wouldn’t be more than half empty at every game.

As the Bruins prepared to meet the University of Washington on Saturday for their final home game of the season, speculation has focused on the possibility that this also might be their last home game at the Rose Bowl.

“If the Rose Bowl and UCLA were to go separate ways, it would be a seismic shock in Los Angeles, and I do not think that’s an overstatement,” said Evan Lovett, 47, a UCLA alumnus and the creator of “L.A. in a Minute,” a popular online show about Los Angeles history and culture.

But, he added, “there is also a certain perspective of: ‘This could be great for recruiting. Who doesn’t want to play at SoFi?’”

In Southern California, the venues in question need no

introduction.

On one side of the metropolis, Pasadena’s 103-yearold Rose Bowl, internationally known for its uncomfortable seats and breathtaking sunsets. On the other, 5-year-old SoFi, a palatial $5.5 billion complex in Inglewood with two NFL teams and many luxury suites, but debatable tailgating amenities.

Caught in the middle are two pillars of the West Coast establishment: The city of Pasadena, known worldwide as the home of the Tournament of Roses, the nationally televised parade and football game that snowed-in Americans watch each New Year’s Day with intense weather envy. And UCLA, a top-ranked university with an enrollment of more than 48,000 students and increasing financial challenges.

Unlike many schools, UCLA does not host football games on campus. Its neighbors in dense, affluent West Los Angeles have steadfastly opposed stadium proposals. Instead, the football program, like that of its rival, the University of Southern California, plays in public venues.

From the late 1920s until the early 1980s, another historic stadium, the Los Angeles Coliseum, hosted both teams, an arrangement that had continued even after 1946, when the Coliseum added two professional football tenants, the Los Angeles Rams and the short-lived Los Angeles Dons.

In 1980, the Rams relocated. Two litigation-filled years later, the Oakland Raiders moved to Los Angeles. Even before they arrived, Sandbrook recalled, UCLA realized that the Raiders and USC, which is next to the Coliseum, would dominate the venue. When the Coliseum’s governing board approved a lease without letting his boss at the time, Chancellor Charles E. Young, even speak in opposition, Sandbrook said, the chancellor told him to set Rose Bowl negotiations in motion. Two intensive weeks later, they had a deal.

Since then, the Rose Bowl has issued city-backed bonds to invest more than $150 million in stadium improve-

ments. The pavilion housing a new press box and premium seating has been named for longtime UCLA football coach Terry Donahue. The home locker room is named for Young. In January, work is set to begin on a renovation and an exclusive field club in the south end zone.

UCLA pays no rent. Instead, the Rose Bowl takes a substantial percentage of ticket sales, concessions and other ancillary revenue like box seats. Under the contract, UCLA cannot play home football games anywhere else in Los Angeles or Orange counties, cannot terminate the contract and must remain at the stadium until the bond debt’s scheduled repayment 19 years from now.

But the world in which UCLA signed the deal is not the world it finds itself in now. New rules have pushed collegiate athletics more toward a professional business model, and new leaders oversee the university and its finances. UCLA’s new chancellor, Julio Frenk, arrived this year. Its new chief financial officer, Stephen J. Agostini, arrived last year. Its athletic director, Martin Jarmond, was hired in 2020. Rose Bowl defenders note pointedly that all came from outside California.

In May, members of the University of California Board of Regents grilled the three UCLA officials about the athletic department’s financial situation, including structural deficits that have left the department with annual shortfalls of tens of millions of dollars. A new regent, Bob Myers, the former general manager of the Golden State Warriors, rubbed his brow as the group explained that the lack of an on-campus stadium deprived UCLA of revenue streams common to other schools.

Jarmond told him that other Big Ten programs earned $15 million to $25 million a year from premium and club seats, but UCLA captured none of that under its deal with the Rose Bowl. The end zone renovation would bring UCLA some premium seat income, he said, but not until after next year. That exchange occurred about three months after Rose Bowl officials said they had begun to hear rumors that UCLA was moving to SoFi.

City officials said UCLA at first denied the rumors. In October, though, city officials said, a lawyer for the university told one of Pasadena’s lawyers that UCLA no longer wanted to play at the Rose Bowl and planned to relocate “sooner rather than later.”

The university’s lawyer, identified in court documents as Jeffrey S. Moorad, the head of the global sports industry team at the law firm Morgan Lewis, did not respond to requests for comment. At a recent court appearance, a team of UCLA lawyers from another high-profile law firm, Gibson Dunn, said the city was jumping to conclusions. But they added only that UCLA intended to finish this season at the Rose Bowl. A spokesperson for SoFi Stadium said its owners “do not have a comment at this time.”

In Pasadena, the dispute has cut to the civic core, raising questions that go to the very identity of the city of more than 138,000 people.

“The Rose Bowl is the heart and soul of Pasadena, and the heart and soul of the Rose Bowl is college football,” said Mayor Victor Gordo, a Mexican immigrant who, as a child, worked outside the stadium selling little stuffed footballs. “This isn’t like a lease agreement for a condo.”
