Gov. Jenniffer González Colón said Tuesday that with the confirmation of Lourdes Gómez Torres as secretary of justice, the implementation of her public policy on violence against women will begin.
The PARE Committee was formed under the administration of previous Gov. Pedro Pierluisi Urrutia in conjunction with the declaration of an emergency order on gender violence.
“Now that we have a sworn-in secretary of justice, in coordination with the Office of the Women’s Advocate and the Puerto Rico Police, we are going to hold a working meeting to combine those efforts and implement our public policy on, for example, separate courtrooms for cases involving [domestic] violence,” the governor said at a press conference in Dorado. “In fact, arrangements are already being made at the precincts and outside of the precincts to have these separate courtrooms, and the courses that begin at the Department of Education in August, which have to do with emotional management, are part of this process of changing the way we work, the culture of violence, among other things, so we are going to hold a meeting.”
González Colón ruled out maintaining the Committee for Gender Violence Prevention, Support, Rescue, and Education, known by its acronym PARE, which was formed under the administration of previous Gov. Pedro Pierluisi Urrutia in conjunction with the declaration of an emergency order on gender violence.
According to the Gender Equity Observatory, 17 femicides were reported in Puerto Rico as of May.

Aman killed his wife, wounded his son, and died suddenly while being arrested by police on Tuesday after barricading himself in his home in the Clausells neighborhood of Ponce.
Police reported that they received an alert through the 911 Emergency System about a situation involving an armed man who had barricaded himself and his family in their home. After several attempts to engage in dialogue, officers arrested him, and he was treated by paramedics, but he died under circumstances that are still being investigated.
According to the preliminary report, during the incident, the man shot and wounded his wife and his 24-year-old son. Both were taken to a hospital, where the attending physician certified the woman’s death and described the young man’s condition as stable.
It was also reported that a second son, 27 years old, was at the residence but was unharmed.
Agent Joseph Rodríguez, of the Ponce Criminal In-
vestigation Corps’ Homicide Division, took charge of the investigation along with the prosecutor on duty.
According to the preliminary police report, during the incident, the man shot and wounded his wife and his 24-year-old son. Both were taken to a hospital, where the attending physician certified the woman’s death and described the young man’s condition as stable.

The island Department of Agriculture announced on Tuesday the beginning of a modernization process at the Dr. Gabriel González Calderín Veterinary Diagnostic Laboratory in Dorado, with an investment of more than $10 million and a partnership with Ana G. Méndez University.
“For the first time, Puerto Rico will have the local capacity to perform a wide range of advanced diagnostic tests, without relying on sending samples to the National Veterinary Services Laboratory in Iowa,” Gov. Jenniffer González Colón said at a press conference.
Agriculture Secretary Josué Rivera emphasized that the project is the result of the
efforts made by the governor during her time as resident commissioner, which enabled federal allocations to strengthen animal health and food safety.
The investment, granted by the Animal and Plant Health Inspection Service of the U.S. Department of Agriculture, will transform the laboratory into the first veterinary reference center in the Caribbean, with advanced technology and BSL-2 biosecurity standards.
The laboratory could also receive samples from neighboring territories such as the Dominican Republic, the Virgin Islands, and Central American countries, and serve as a training center for Caribbean veterinarians through specialized courses and certifications.

IAM Union workers at Lufthansa Technik Puerto Rico (LTPR), standing shoulder to shoulder with union allies and community supporters, rallied outside the company’s Aguadilla facility this week to demand a fair contract that values their labor, safety and dignity.
For nearly three years, the skilled aviation workers at LTPR have been at the bargaining table, yet the company, they said, continues to stall, refusing to act in the best interests of its workers. The workers said that while Lufthansa Technik profits off their professionalism and dedication, it has failed to offer a contract that reflects their worth or improves the lives of those who make its operations possible.
“These workers have waited long enough,” said IAM Southern Territory General Vice President Craig Martin. “LTPR’s refusal to move on a fair contract is a blatant disregard for the very people who keep this company running. This fight is about respect, safety, and securing a better future for these families in Puerto Rico.”
The rally brought together union members, community leaders, and allies who echoed the same message: enough is enough. They said workers are demanding positive action on basic human needs that the company continues to neglect.
“Lufthansa Technik has a choice: invest in the people who power your success or continue this pattern of delay and disrespect,” said IAM Air Transport Territory General Vice President Richie Johnsen. “Our members in Puerto Rico are
standing strong -- and the IAM stands with them. We will not back down until justice is delivered at the bargaining table.”
In May 2022, more than 200 aircraft mechanics and related workers at LTPR voted overwhelmingly to join the IAM Union, seeking a voice on the job and a fair deal. Since then, the workers said, progress at the bargaining table has been bogged down by the company’s refusal to come forward with meaningful proposals. The IAM requested federal mediation from the National Mediation Board in 2023 in response to the company’s continued inaction.
Meanwhile, Verdi, a major German union representing Lufthansa workers across Europe, has called on Lufthansa AG -- LTPR’s parent company -- to step in and help end the contract dispute.

Therace to choose the next president of the University of Puerto Rico (UPR) on Saturday is getting heated. Amid allegations that former campaign adviser Ángel Cintrón has been lobbying UPR governing board members to support former Atlantic University President Zayira Jordan Conde for the job, a group of former government officials came out in support of the candidacy of former UPR Humacao Chancellor Héctor Ríos Maury.
According to sources, governing board members are divided between Ríos Maury, former UPR President Mayra Olavarria. UPR Mayagüez Chancellor Agustín Rullán and UPR Río Piedras Chancellor Angélica Varela Llavona have some support. Sources alleged that Jordán Conde has little support.
“This is disrespectful,” one of the sources said about Cintrón’s alleged efforts.
Neither Cintrón nor La Fortaleza answered requests for comment.
After a consultation on all UPR campuses that has lasted some four months, the governing board is slated to select the next president from a list of eight candidates on Saturday.
In a statement, former New Progressive Party senators Charlie Rodríguez and Margarita Nolasco; former deputy mayor of San Juan under Hernán Padilla’s administration, Luis Batista Salas; Ruy Delgado, former secretary of labor under Rafael Hernández Colón; Cirilo Tirado, a former pro-sovereignty senator within the Popular Democratic Party; Jesús Irizarry Mora, a former adviser to former Gov. Alejandro García Padilla; David Holms, a former federal official in the National Security Department; student leader John Navarro Martínez; and novelist and filmmaker Carmen Mirabal are some of the public figures who are openly supporting Ríos Maury in his aspirations to lead the island’s main public university system in a letter addressed to the governing board.
Ríos Maury is also supported by a long list of professionals and university students, including businessmen such as Helcías Bermúdez, Benjamín Betancourt, José Muriente, former United Retailers Association President Jorge Argüelles, Javier Juarbe, Armando Rivera, Abdin Noboa, Arnaldo López Rosado and César Gómez, as well as former UPR interim president Darrel Hillman.
The group, known as Friends of the UPR, stated, “We feel responsible for very respectfully addressing the honorable Board
of Governors, a governing body that has an enormous ethical and historical responsibility, as it concerns the future of the principal educational institution of the people of Puerto Rico. We evaluated the professional profiles, plans, proposals, and presentations of all the candidates. As a result of this analysis, we decided to openly and publicly support Dr. Héctor Ríos Maury to be the next president of the UPR.”

Puerto Rican Independence Party Sen. Adrián González Costa spoke publicly on Tuesday regarding the arrest of his brother, Iván González Costa, who was one of eight individuals taken into custody by Homeland Security Investigations (HSI) as part of a bank fraud and identity theft scheme.
“It has been a very difficult and complicated morning, not only for me but for my family as well,” González Costa said at a press conference. “I have been supporting my mother and my other brother throughout this entire process.”
The senator said he was unaware of the specifics of the case and learned about his brother’s arrest from family members.
“It took us by surprise,” he said. “We didn’t expect something like this. If he committed a crime, he will have to face it like anyone else.”
González Costa noted that his brother had worked in the hotel industry and more recently in the casino sector. At the time of the arrest, he was living with their mother.
“My mother witnessed the arrest and is devastated,” he said. “The most important thing now is her emotional well-being.”
The senator stated that he is not facing any charges and reiterated his commitment to transparency.
“I am not responsible for the actions of adult relatives,” he added. “My duty as a legislator is to be accountable. My commitment to the law applies to everyone.”
The arrest of Iván González Costa occurred during a federal investigation into conspiracy to commit bank fraud, mail and wire fraud, and aggravated identity theft. The defendants allegedly used fake licenses with stolen information to open accounts and make thousands of dollars in fraudulent purchases
at establishments like Home Depot, then later reselling the merchandise, according to the U.S. Attorney’s Office.
A federal grand jury returned a five-count indictment against the eight people last Thursday.
Federal authorities identified the defendants as Enrique K. Falcón López, alias “Gordo” or “Náutica”; Luis Pagán Torres, alias “Luiso”; Francisco Martínez Mendoza, alias “Pito”; Dennis H. Ditran (also known as Dennis H. Ditran Phillips or Dennis Ditren); Tomás Bermúdez Monroig; Iván González Costa; Jesús M. Cruz Martínez, alias “Chobi”; and Karelys Olmo Rodríguez.
The defendants were arrested Monday and will appear before U.S. Magistrate Judge Héctor Ramos Vega. If convicted, they face up to 30 years in prison, plus an additional mandatory sentence of at least two years for the aggravated identity theft charge.
Residential power rates in San Juan metro area higher than in 282 US urban areas

Residential electricity rates in the San Juan-BayamónCaguas metropolitan area were 90.5% higher than the average rates for 282 urban areas across the United States during the first quarter of the year, according to a report released by the Puerto Rico Institute of Statistics on Tuesday.
“The fact that residential electricity rates in Puerto Rico are 90.5% higher than the average for the urban areas included in the Cost of Living Index (COLI) indicates a structural distortion in the energy system,” stated Ronald Hernández Maldonado, the statistical project manager for the institute.
The utility index for the area stood at 161.0, placing it fifth among the evaluated regions. In the food category, Puerto Rico ranked 13th with an index of 110.7, which reflects a cost that is 10.7% above the average. Notable price differ-
ences were observed in certain products, with eggs being 33.5% more expensive, bananas 30.4% more, and frozen chicken 30.1% more costly.
Other items with above-average prices included canned tuna, pizza, orange juice, coffee and ground beef. Conversely, the healthcare, transportation, and miscellaneous goods categories exhibited lower prices, with a health index of 69.8, the lowest among all participating areas.
The overall composite index for the island was 102.4, ranking 74th out of 282 jurisdictions. The metropolitan area assessed includes 40 municipalities, 15 of which met the requirements for price collection, including San Juan, Bayamón, Caguas, Guaynabo, Trujillo Alto, Carolina and Dorado.
The cost of living index has been compiled quarterly since 1968 by the Council for Community and Economic Research, with the Puerto Rico Institute of Statistics serving as the participating entity on the island.

Contrary to previous announcements, the Vieques Community Diagnostic and Treatment Center (CDT) will not include a delivery room; it will only provide follow-up obstetric services.
The information was confirmed by Health Secretary Víctor Ramos Otero, who also stated that the keys to the emergency room must be handed over to the agency by the end of summer to begin the setup of operations.
“The Vieques hospital will not have obstetrics, so patients will need to deliver their babies in Fajardo or Humacao,” the
health secretary noted. “Regarding the hospital’s services, we have already received the dialysis section. All the dialysis equipment has been set up, and we must complete some water tests required by the Centers for Medicare and Medicaid Services (CMS). We expect to start dialysis sometime in August, once we pass those tests that CMS must approve. This is our highest priority because we’ve been providing dialysis in a temporary facility for six years, which has been inadequate.”
“In the summer, we’ll receive the key to the emergency room, which is the second phase of setting up the necessary equipment,” Ramos added. “We already have equipment, like the CT scanner, which is currently located at the Bayamón
a
Regional Hospital and will be moved to Vieques. The final phase will include clinics, a veterans’ area, and an infusion area where patients in Vieques can receive chemotherapy.”
Ramos said further that they are in discussions with medical schools to provide specialized services in Vieques and are also working with Culebra to enhance services starting in July. A team from the Culebra health department is currently addressing local health issues. Moreover, the facilities team visits Vieques and Maunabo weekly to monitor construction progress, he said.
The design for the San Lorenzo CDT facility is nearly complete, meanwhile, which will allow construction to commence there as well, the health chief noted.

Afederal judge earlier this week declared some of the Trump administration’s cuts to National Institutes of Health grants “void and illegal,” accusing the government of racial discrimination and prejudice against LGBTQ+ individuals.
Ruling from the bench, Judge William G. Young of the U.S. District Court for the District of Massachusetts delivered a damning assessment of the Trump administrations’ motives in targeting hundreds of grants that focused on the health of Black communities, women and LGBTQ+ people. He ordered the government to restore much of that funding for now, pending an appeal.
“This represents racial discrimination and discrimination against America’s LGBTQ community,” he said. “That’s what this is.”
Young, a Ronald Reagan appointee with 40 years of experience as a federal judge, said the government’s rationale for canceling some of the grants, which also supported research into topics such as gender identity and equity in health care, appeared to be rooted in prejudice. He cited the administration’s very public efforts to eliminate any trace of diversity and equity initiatives from the federal government, as well as its attacks on transgender people.
He said that over the course of his career he had “never seen government racial discrimination like this,” and that he felt duty bound to state his conclusion about the government’s intent.
“I would be blind not to call it out,” he said.
Young’s ruling echoed arguments during a brief trial earlier in the day in which lawyers from an array of groups said the grants had become a political target under President Donald Trump.
Kenneth Parreno, a lawyer representing the American Public Health Association, called the government’s actions part of a campaign to ban what the administration saw as “forbidden topics” in science by canceling grants related to race or transgender health.
This is “a slapdash, harried effort to rubber stamp an ideological purge,” he said.
The Trump administration in March began terminating a number of NIH grants supporting research on topics such as health equity, racial disparities, vaccine
hesitancy and maternal health in minority communities, sometimes by scanning for certain terms.
Besides the grants categorically identified as related to “diversity, equity and inclusion,” the Trump administration has also taken steps to slash funding for pandemic preparedness and chronic disease, citing the formal end of the COVID-19 pandemic. Last month, the budget blueprint Trump submitted proposed steep cuts to the Department of Health and Human Services, and particularly the NIH.
During the trial earlier in the day Monday, Young grilled Thomas Ports, a lawyer from the Justice Department, over how the Trump administration could justify withdrawing funds that Congress had appropriated to the NIH in service of its mission to “improve health, revolutionize science, and serve society.”
Ports replied that it was up to the leader of the NIH to judge what research is worth pursuing, and that Dr. Jay Bhattacharya, Trump’s NIH director, had effectively decided that research in fields such as gender identity was “not scientifically valuable.”
“The director of NIH can make a judgment on what is an improvement of research, and what is not research not worth pursuing,” Ports said.
Andrew Nixon, a spokesperson for the Department of Health and Human Services, said the agency “stands by its decision to end funding for research that prioritized ideological agendas,” and that it would explore whether to appeal the ruling.
In two cases that were heard together, a coalition of Democratic-led states and a coalition of researchers and unions, led by the American Public Health Association, each
sued to stop a raft of cuts at the NIH, which they said jeopardized scientific progress.
Leading up to the ruling Monday, Young repeatedly pressed for details about the government’s decision making in terminating the grants, expressing deep skepticism that it had followed normal, dispassionate processes.
On Monday, over several hours of arguments, Young wrestled with the long legacy of racial injustice in the United States, and the Trump administration’s claims that it is, in fact, the DEI initiatives that are racist, allocating federal dollars to benefit certain groups over others on the basis of race.
But he concluded that when it came to unlawful discrimination, it was the Trump administration that had wound up harming underserved groups.
“You see, I do understand — believe me — I understand that the extirpation of affirmative action is today a valid government position,” he said. “I understand that affirmative action had various invidious calculus based upon the race; that’s not a license to discriminate.”
Young said he would release a longer opinion explaining his reasoning.
But the opinion Monday marked at least a temporary win for the academic community, and amounted to a remarkable rebuke of the Trump administration’s record, which caused Young to repeatedly question the government’s good faith.
“How have we fallen so low?” he said. “Have we no shame?”

At least six people, including a toddler, died in West Virginia after flash floods destroyed homes and washed away roads over the weekend.
A flood watch remained in effect in the hardest-hit parts of the state Monday. Two people were missing.
The confirmed dead include Michael Veronis, 74, of Moundsville; Lisa McMasters, 59, of Triadelphia; Michael Bokanovich, 73, of Triadelphia; Kyleigh Minch Shotton, 26, of Triadelphia; her daughter, Parker Shotton, 3; and Travis Creighton, 19, also of Triadelphia, said Sheriff Nelson Croft of Ohio County.
The Shottons were in a car when the water overtook them, he said. The episode occurred about a half-mile east of the town of Triadelphia on U.S. Route 40, also known as National Road, at the intersection of two streams.
“It appears the water just rose so fast that it took them,” Croft said.
In an interview, he said that emergency responders and community volunteers have worked tirelessly in the recovery effort.
“It will be a dismal summer,” he said of the losses, “but we will be OK — and we will come back.”
There is some risk of additional flooding over the next several days because more rain and thunderstorms are expected. Any rain that falls on the already saturated ground will have a hard time soaking in, creating flash floods that could quickly raise creeks and rivers.
There might be some breaks in the rain this week, but long-term relief won’t arrive until the weekend.
On Saturday night, rainstorms in Ohio County, about 50 miles west of Pittsburgh, quickly became dangerous. In a 30-minute period, 2.5 to 4 inches of rain fell, said Louis Vargo, director of the Wheeling-Ohio County Homeland Security and Emergency Management Agency, on Sunday.
“I’ve never seen anything like this,” he said, noting he had worked for
35 years in emergency management.
Gov. Patrick Morrisey of West Virginia said at a news conference Monday that in the places most affected by flooding, Ohio and Marion counties, there were large areas with some rain, and “then in one concentrated area, it’s a torrential downpour.”
On Sunday, residents of Ohio County were grappling with the destruction there as rain poured farther south in Marion County.
“This has been a very challenging 36 hours,” the governor said.
More than 60 homes and 25 businesses were affected by flooding in the state, he said.
Flooding contributed to a partial building collapse in Marion County, about 100 miles south of Pittsburgh, on Sunday.
The state’s Department of Natural Resources had been involved in 20 water rescues, the governor said. Marion County had also done 20 water rescues, he said, but there were no unaccounted for people there. The deceased were all in Ohio County, he said.
Jim Blazier, chief of the Wheeling Fire Department in Ohio County, said Sunday that emergency workers were using drones, dogs and swift water rescue teams to search for those missing.
Those affected by the flooding could pick up water, cleaning supplies, food and clothing at two distribution sites Monday morning, the WheelingOhio County Emergency Management Agency said. An emergency shelter has been set up, and tetanus shots will also be available for residents.
Officials said that a fire station and a rescue truck in Ohio County had been destroyed in the flooding.
More than 1,000 customers were without power in Ohio County on Monday, and there were few power outages in Marion County, the governor said.
Power was mostly restored by Monday morning after outages were reported Sunday afternoon, according to Appalachian Power Co.

Scarcely 24 hours after a Democratic lawmaker in Minnesota was assassinated in her home, Sen. Mike Lee, R-Utah, posted a pair of politically charged messages mocking the attack.
“This is what happens When Marxists don’t get their way,” Lee wrote Sunday on his personal account on the social platform X, a message accompanied by photographs of the suspect released by law enforcement officials.
An hour later, in a second post showing the suspect, Lee wrote: “Nightmare on Waltz Street,” in an apparent reference to the Democratic governor of the state, Tim Walz.
By the afternoon, amid outraged responses to his postings, Lee issued a very different message on his official Senate account in which he hit all of the sober notes one would expect from an elected official reacting to a political assassination.
“These hateful attacks have no place in Utah, Minnesota, or anywhere in America,” Lee wrote on X. “Please join me in condemning this senseless violence, and praying for the victims and their families.”
But that standard-issue statement came long after his initial derisive posts, in which he appeared to lay responsibility for the shooting at the feet of Democrats and the political left.
While the political affiliation of the suspect is not clear
— he was listed in some recent state records as “other” or “no party preference” — people who know him have said he is a religious conservative who supports President Donald Trump and is passionately opposed to abortion.
Lee, a onetime anti-Trump evangelist who now regularly shares conspiracy theories online and has become a MAGA influencer, was at first unapologetic in the face of a firestorm of criticism for his early posts on the matter. He briefly pinned one of them to the top of his account.
“Grow the hell up,” Michael Steele, the former chair of the Republican National Committee, wrote online in response. Dan Pfeiffer, the former Barack Obama aide turned star podcaster, condemned it as “truly disgusting behavior from a United States Senator.”
One Democratic lawmaker whose name was listed in the shooter’s notebooks recovered by law enforcement officials confronted Lee on Monday at the Capitol.
Sen. Tina Smith, D-Minn., told the Utah senator that the posts in the wake of the killing of state Rep. Melissa Hortman and her husband, Mark, were painful. She pointed out his posts reached millions of viewers on X and that his “huge megaphone” on the platform should be used responsibly, according to Smith’s office.
Asked after the confrontation if Lee was receptive to her concerns, Smith said the Republican senator “seemed surprised
to be confronted.”
Sen. Amy Klobuchar, D-Minn., said she also planned to confront Lee in person. “And what I’m going to tell him is: This isn’t funny,” she said on MSNBC over the weekend. The Democratic senator was close friends with Melissa Hortman.
Sen. Chuck Schumer, D-N.Y., sharply condemned his Republican colleague’s rhetoric in the aftermath of the shooting. “In the face of tragedy, Sen. Lee chose cruelty,” the minority leader said.
Rep. Derrick Van Orden, R-Wis., also posted the expected condemnations of any political violence on his official account while simultaneously pointing to political motivations for the shooting elsewhere on the internet.
On his personal social media account, Van Orden claimed, with no evidence, that the shooter had targeted Hortman because she was not “far Left enough.” He also accused Walz of having “appointed the crazy zealot that murdered her to one of your boards” and called the governor a “clown.”
The suspect had served on a state economic board with one of the victims, state Sen. John A. Hoffman, who survived the shooting, though it is unclear if they knew each other. He had been appointed to the panel, the Minnesota Governor’s Workforce Development Board, in 2016 by Gov. Mark Dayton, a Democrat, and was later reappointed by Walz.

Battery manufacturing began to take off in the United States in recent years after Congress and the Biden administration offered the industry generous incentives.
But that boom now appears to be stalling as the Trump administration and Republican lawmakers try to restrict China’s access to the American market.
From South Carolina to Washington state, companies are slowing construction or reconsidering big investments in factories for producing rechargeable batteries and the ingredients needed to make them.
A big reason is that higher trade barriers between the United States and China are fracturing relationships between suppliers and customers in the two countries. At the same time, Republicans are seeking to block battery makers with ties to China, as well as those that rely on any Chinese technology or materials, from taking advantage of federal tax credits. The industry is also dealing with a softening market for electric vehicles, which Republicans and President Donald Trump have targeted.

The China-related restrictions — included in the version of Trump’s domestic policy bill passed by the House — would be very difficult for many companies to operate under. China is the world’s top battery manufacturer and makes nearly all of certain components.
The Trump policy bill highlights a difficult dilemma. The United States wants to create a homegrown battery industry and greatly reduce its dependence on China — and many Republican lawmakers want to end it altogether. But China is already so dominant in this industry that it will be incredibly hard for the United States to become a meaningful player without working with Chinese companies.
To cultivate a domestic industry, experts say, the United States needs to rely on foreign components and know-how as it builds its own supply chains and expertise, much as China did in the auto industry.
Among the plants at risk is a $3 billion battery factory Ford Motor is building in Marshall, Michigan, which is set to start making battery cells next year for the company’s electric cars. Ford is licensing technology from the Chinese battery giant Contemporary Amperex Technology Co., which would quickly make it ineligible for federal subsidies under the House bill.
A loss of tax credits “will imperil what we do in Marshall,” William Clay Ford Jr., the company’s executive chair, said last month. “We made a certain investment based upon a policy that was in place,” he added. “It’s not fair to change policies after all the expenditure has been made.”
Some companies are already pulling back. This month, the battery maker AESC paused construction of a $1.6 billion electric-vehicle battery plant in South Carolina, citing “policy and market uncertainty.”
Batteries made there, which are meant to power BMW’s electric vehicles, also would soon become ineligible for federal subsidies, at least in part because a Chinese company owns a large portion of AESC. Those tax credits amount to roughly $3,375 for the average electric vehicle battery, according to UBS.
Across the country, a startup, Group14 Technologies, slowed construction of a battery materials factory in Moses Lake, Washington, after its customers in China balked at paying higher tariffs. Instead, the company is focusing on ramping up production in South Korea, said Rick Luebbe, Group14’s CEO.
“What caught the attention of our customers, particularly in China, was the really aggressive back-and-forth where the tariffs went up over 100%,” Luebbe said. “At that point, folks said, ‘You know what, maybe we’ll just hold off.’”
Trump and his aides have said they want companies to manufacture more in the United States. They also want more U.S. mining of critical minerals, many of which form the building blocks of batteries. But they have criticized electric vehicles and wind and solar energy, which drive demand for batteries.
Ben Dietderich, an Energy Department spokesperson, said the administration was investing in projects that would deliver a return on investment for Americans but did not directly address batteries.
The administration “is working to develop more secure supply chains for critical energy infrastructure,” Dietderich said.
A White House spokesperson, Kush Desai, said the administration would “shore up America’s supply of critical minerals” by investigating imports of such materials on natural security grounds, mining for them offshore and repealing regulations.
Domestic battery makers have other problems besides
the U.S. posture toward China. Chief among them is that electric vehicles have not become as popular in the United States as many companies had expected.
As a result, many companies delayed, canceled or scaled back projects, even before Trump increased tariffs and Republican lawmakers sought to eliminate tax credits. Companies canceled more than $6 billion in planned U.S. battery factories in the first quarter, according to Rhodium Group, a research firm that tracks investments with Massachusetts Institute of Technology’s Center for Energy and Environmental Policy Research.
The Republican policy bill would further erode demand for electric cars — and, by extension, the batteries that power them — by scrapping a $7,500 tax credit available to many people who buy or lease them.
If that tax credit goes away, all planned U.S. battery plants will become unnecessary and more than two-thirds of existing capacity could shut down, according to an analysis by the Princeton Universityled REPEAT Project.
Jennifer Granholm, the energy secretary under President Joe Biden, said scrapping clean-energy incentives would cost jobs and undermine U.S. energy security by making the country more dependent on China.
“For there to be an effective industrial strategy, you have to make America irresistible for investment,” said Granholm, a former governor of Michigan. “You can’t play a game with no offense.”
She said lawmakers should differentiate between Chinese equipment that could pose a threat to national security, such as devices that connect to the internet, and more basic materials like screws.
Others say the United States should welcome foreign investment, including from China, and learn from it.
“Restricting our market is just a first-order bad idea,” said Ann E. Harrison, an economist and former dean of the business school at the University of California, Berkeley. Competition drives innovation and efficiency, without which companies often struggle to survive in the long term, she said.
“The Chinese are already so far ahead,” Harrison said. “At this point, I don’t see us making the leap without fewer constraints.”

U.S. stocks were lower on Tuesday, with indexes adding to losses in afternoon trading as the Israel-Iran conflict raged on for a fifth day, with the U.S. military moving fighter jets to the Middle East.
Reuters reported, citing three U.S. officials, that the U.S. military is deploying more fighter aircraft to the Middle East and extending the deployment of other warplanes.
President Donald Trump said that U.S. patience was wearing thin but it had no immediate intention to “take out” Iran’s leader.
In addition, Iran’s semi-official Mehr news agency said Iran’s senior army commander called on Israelis to evacuate Haifa and Tel Aviv immediately.
The war began on Friday when Israel attacked Iran’s nuclear facilities.
“We’re in a period where visibility is not great, uncertainty is high, and the wall of worry is under construction,” said Terry Sandven, chief equity strategist at U.S. Bank Wealth Management in Minneapolis, Minnesota.
Besides the Middle East conflict, investors are closely watching for any new information on Trump’s tariffs, his tax-cut bill and on U.S. interest rates.
The Federal Reserve is expected to announce a monetary policy decision on Wednesday, although policymakers are expected to leave rates unchanged.
All of the major S&P 500 sectors were lower except for energy, which was up 1.7%, while shares of Exxon Mobil were up 2%. Investors have worried that the conflict could create bottlenecks for oil exports from the oil-rich Middle East.
The Dow Jones Industrial Average fell 323.28 points, or 0.76%, to 42,191.81, the S&P 500 lost 51.45
points, or 0.85%, to 5,981.53 and the Nasdaq Composite lost 189.33 points, or 0.96%, to 19,511.89.
Among declining stocks, solar stocks fell after U.S. Senate Republicans late on Monday unveiled proposed changes to Trump’s tax-cut bill, including a phase-out of solar, wind and energy tax credits by 2028.
Shares of Enphase Energy dropped 23.2% and Sunrun fell 39.4%.

Iran has prepared missiles and other military equipment for strikes on U.S. bases in the Middle East should the United States join Israel’s war against the country, according to American officials who have reviewed intelligence reports.
The United States has sent about three dozen refueling aircraft to Europe that could be used to assist fighter jets protecting American bases or that would be used to extend the range of bombers involved in any possible strike on Iranian nuclear facilities.
Fears of a wider war are growing among American officials as Israel presses the White House to intervene in its conflict with Iran. If the United States joins the Israeli campaign and strikes Fordo, a key Iranian nuclear facility, the Iranian-backed Houthi militia will almost certainly resume striking ships in the Red Sea, the officials said. They added that pro-Iranian militias in Iraq and Syria would probably try to attack U.S. bases there.
Other officials said that in the event of an attack, Iran could begin to mine the Strait of Hormuz, a tactic meant to pin American warships in the Persian Gulf.
Commanders put U.S. troops on high alert at military bases throughout the region, including in the United Arab Emirates, Jordan and Saudi Arabia. The United States has more than 40,000 troops deployed in the Middle East.
Two Iranian officials have acknowledged that the country would attack U.S. bases in the Middle East, starting with those in Iraq, if the United States joined Israel’s war.
Iran would also target any American bases that are in Arab countries and take part in an attack, the two officials said.
“Our enemies should know that they cannot reach a solution with military attacks on us and will not be able to force their will on the Iranian people,” Iran’s foreign minister, Abbas Araghchi, said in a statement on Monday. Araghchi

told his European counterparts in phone conversations that if the war spread, the blame would be on Israel and its main supporters, according to a summary of the calls provided by Iran’s foreign ministry.
U.S. officials said Iran would not need much preparation to attack American bases in the region. The Iranian military has missile bases within easy striking range of Bahrain, Qatar and the UAE.
The prospect of U.S. forces joining the war has increased in recent days as Israel has continued its campaign, and Iran has launched waves of missiles at Israel in response.
It is not clear how much damage a strike on Fordo would do to Iran’s nuclear capabilities or how long it would delay the development of a weapon. Iran’s current stockpile of enriched uranium is also hidden in tunnels at different locations in the country.
Several American officials said that Israel would need U.S. help to more
significantly damage Iran’s nuclear program.
American assistance could include providing air cover for Israeli commandos who go into Iran on the ground. But, officials said, the more probable outcome is a strike by U.S. B-2 stealth bombers armed with the Massive Ordnance Penetrator, a weapon that theoretically has the ability to bore into the mountain that shelters the underground Fordo facility.
Any strike on Fordo by the United States or with U.S. assistance would prompt Iran and its allies to retaliate.
Iran and its allies have been able to harm Americans in the past. The Houthis curbed their attacks after the Trump administration stepped up strikes on them. But in recent years they have repeatedly tried to strike American warships and have hit commercial shipping. In January 2024, an Iranian-backed militia carried out a drone attack on a U.S. base in Jordan near the Syrian border that killed
three American soldiers.
American intelligence agencies have long concluded that Iran was close to being able to make a nuclear weapon but had not decided whether to do so. If Iran decided to make a weapon, it would be less than a year away from being able to field one. A crude, more basic nuclear bomb could possibly be constructed more quickly.
President Donald Trump has repeatedly said he will not allow Iran to obtain a nuclear weapon. On Tuesday, he called for Iran’s unconditional surrender.
But the Israeli attacks may have changed Iran’s calculus. U.S. officials skeptical of Israel’s campaign said Tuesday that it has probably convinced Tehran that the only way to prevent future attacks would be to develop a full nuclear deterrent.
Some of those officials said that if Iran is likely to pursue a nuclear weapon no matter what, pressure could increase on the Trump administration to strike.
But critics of aggressive, militaristic foreign policy said it was not too late for the United States to turn back.
“It is never too late to start a war,” said Rosemary Kelanic, the director of the Middle East program at Defense Priorities, a think tank that advocates a restrained foreign policy.
Kelanic acknowledged that Israel’s strike had given Iran an incentive to potentially develop a nuclear weapon. But she added that the incentive would “multiply dramatically if the United States joins the war.”
“Once you get involved, man, its really hard to step back,” she said. “You are just going to go all in.”

It was 2:23 p.m. on a Monday in Santo Domingo, Dominican Republic; 379 tickets had already been sold for a big show that night at the Jet Set disco; and the club’s reservations manager, Gregorio Adames, was getting worried: Chunks of the roof were falling, knocking down ceiling panels.
Panels had come loose before, but he suddenly realized that the damage was more dangerous than anyone thought. The trouble wasn’t the panels: It was the roof itself.
“Sir, there’s an important issue that needs to be reviewed at the disco,” he wrote in a WhatsApp message to his boss, Antonio Espaillat, the club’s owner and a radio station mogul, according to a 126-page criminal indictment released this past weekend.
When another chunk came down at 11:40 p.m., bruising a customer, Adames urged his boss to cancel the show, prosecutors said. But Espaillat was out of town, and his sister, Maribel Espaillat, who also managed the club, said she wasn’t authorized to make big decisions without him.
At 12:44 a.m. on the morning of April 8, the decadesold roof of the building, Santo Domingo’s most popular nightclub, came crashing down, ultimately killing 235 people and injuring nearly 200 more. The victims came from nine countries; five were from the United States. One hundred and thirty children lost parents, with 15 losing both parents. The dead ranged in age from 17 to 71.
The Espaillats face involuntary homicide charges and have been jailed pending a bond hearing this week. Prosecutors are asking for Antonio Espaillat to be held without bail and for his sister to be under house arrest.
The siblings had known for years that serious problems existed with the roof, prosecutors said, but instead of paying professionals to repair it, they hired unqualified laborers to do repeated slapdash temporary fixes. They added layers and layers of concrete —
more than a foot thick — onto an already overloaded roof. Years of neglect are documented on social media posts by customers and by complaints from employees, prosecutors said.
Seventeen heavy structures, including water tanks, air-conditioning condensers and aluminum sheds, were on the club’s roof and contributed to the collapse, according to an engineering report commissioned by prosecutors and obtained by The New York Times.
When the roof leaked, owners put tarps on the roof to catch the water or added more layers of concrete, increasing the weight that eventually led to the collapse, prosecutors said. Renovations in 2010 and 2015 were done without permits, and a necessary support column had been removed, the indictment said.

Serafín de Jesús, who lost a daughter, María de Jesús Martínez, in the collapse, was disappointed.
“There’s evidence that they’re guilty,” de Jesús said.
If convicted, the Espaillats could face three months to two years in prison and a small fine. “Even the fine is less than $2 — it’s insignificant,” said Remberto José Durán, the man who was hit with a piece of the ceiling about an hour before the roof collapsed. “They were warned.”
Durán was trapped for seven hours under rubble, and his wife, Indira Disla Méndez, 39, died instantly.
The indictment stunned survivors like him, who are only now learning the extent of the warnings prosecutors say the Jet Set owners were given of the roof’s deterioration. They see the charges as a slap on the wrist for wealthy business owners who cut corners that cost hundreds of lives.
Even prosecutors acknowledged that the country’s “outdated legal framework” meant that the collapse, the Dominican Republic’s biggest mass tragedy, was unlikely to result in significant prison time.
“Let justice be done,” said Crismarlyn Encarnación, 18, who was in the club at the time of the disaster and went to a court hearing on the case this weekend on crutches and with an orthopedic collar around her neck. “Let him pay, because he knew what could happen.”
Félix Portes, a lawyer for dozens of victims, went further.
“The defendants don’t need a lawyer,” he said, “because they already have the attorney general’s office.”
But the country’s attorney general, Yeni Berenice Reynoso, said involuntary homicide was the most serious crime her office could file.
“We have an outdated legal framework with unreasonable penalties that, in many cases, are not even minimally proportional to the harm caused,” Reynoso said in a statement.
The penal code lacks a proper charge for crimes of such negligence, she said.
Miguel Valerio, the Espaillats’ lawyer, said involuntary homicide was the correct charge, because the family had no ill intent.
“There was no malice,” he said. “There was no bad faith.”
As for Adames’ warnings, the lawyer said that the former employee had his version of events and that the Espaillats had theirs.
Many people expected the Espaillats to skirt responsibility because of their wealth, he said, and the charges prove them wrong.
Adames could not be reached for comment. In a television interview last week, he sobbed, pleaded for justice and said he feared for his life now that his warnings were public.
“Every Dominican family needs to know what happened,” he said.

Many statehood supporters in Puerto Rico understand that it is discriminatory to have 3.3 million American citizens in the U.S. territory of Puerto Rico beholden to a government without the consent of the governed, with a differential economic, political, and legal treatment. This practice has lasted for over 127 years under the veil of discriminatory convenience, considering Puerto Rico unincorporated for some purposes and incorporated for others.
This arbitrary practice must end. It contrasts the principles embodied in the Preamble of the U.S. Constitution with the democratic policies demanded from other countries. We support the proposal that Congress must certify Puerto Rico as an incorporated territory (which de facto it is) in official transit toward statehood.
Our request is in harmony with the special interest our honorable governor, Jenniffer González Colón, has in demanding from the federal government statehood for Puerto Rico, also considering that in a plebiscite on Nov. 1, 2024, statehood was supported by the majority of the American citizens residing in Puerto Rico (58.61%). The nation’s Association of Mayors (more than 4,000 members) unanimously approved a resolution in Hawaii endorsing the
incorporation of Puerto Rico). Today, Puerto Rico is a de facto incorporated U.S. territory.
In fact, Puerto Rico is the territory most assimilated to be like a state in our nation before being admitted as a state. Consider: 1898 – Spanish citizens residing in Puerto Rico became nationals of the United States under a voluntary acceptance process (99.9% of the Spanish population in Puerto Rico renounced Spanish citizenship to become U.S. nationals). 1917 – American citizenship was granted to the residents of Puerto Rico, under a voluntary acceptance process (99.9% accepted American citizenship). 1947 – The «equal privileges and immunities» clause in the U.S. Constitution was extended to Puerto Rico by Congress (U.S. Const. Article 4.2.) (Compare to Rasmussen v. US, 197 US 516, 1905, where the Supreme Court established Alaska as an Incorporated U.S. territory because of the applicability of this clause and of U.S. Const. Art. IV-2). 1948 – The people of Puerto Rico were authorized to vote for the governor, as states do. 1950 – The Retroactive American Citizenship by Birth Act was approved, and federal laws became applicable to Puerto Rico (Law 600). 1952 – The Constitution of Puerto Rico (similar to that of states) was adopted with a vote of the people of Puerto Rico, and then ratified by Congress (similar to the process in a state). Allegiance to American citizenship and to the United States Constitution is pledged in the Preamble. 1963 – Federal courts in Puerto Rico were designated in Article III of the Constitution, like those in the states.

system can guarantee a government truly «of the People, by the People, and for the People,» where every voice carries the weight it deserves in the political arena.
Within this perspective, Congress is ignoring the fact that this year, 2025, five million Puerto Rican American citizens reside in the states. That shows the political force we have to decide national elections. Congress cannot continue to ignore our request for incorporation, in transit to statehood, nor ignore the electoral leadership that has visited them personally by the hundreds, demanding Puerto Rico be certified as an incorporated territory, in transit to statehood, and demanding equal treatment as fifth-, sixth- and seventhgeneration American citizens.
We understand that federal fiscal responsibilities will be implemented in Puerto Rico, as well as financial aid transfers to states, hand in hand with territorial incorporation. The present political status quo is a tool to be used for discriminatory treatment.

Notwithstanding, political uncertainty or discriminatory preferences in Congress have kept us in a position of political «détente» with a differential financial treatment that has led us to bankruptcy. Consequently, the differential treatment given to Puerto Rico is unfair compared to the one of representative government given to the American citizens residing in the states (see GAO Report 18-387-2018).
Proportional representation is crucial for true democracy, ensuring that every sector of the population has a proportional voice of its citizens in Congress. In reality, the denial by Congress of representation to Puerto Rico citizens conceals a clear desire to maintain power structures that benefit a few at the expense of many. The omission by Congress in correcting these imbalances, whether by direct action or by negligence, in addressing the inherent inequity of the denial, reveals a lack of commitment to the principles of equality and justice that should underpin our democratic system. In support of the will of Puerto Ricans, the policy of our government, and the principles of justice, equality of rights, and non-discrimination, we request from Congress the incorporation of Puerto Rico without further delays. We request that Congress and our Honorable President Donald Trump take the necessary affirmative action to give Puerto Rico equal rights and certify it as an incorporated U.S. territory.

SAN JUAN – La abogada de quiebras y experta en transformación financiera, Zelma Dávila, advirtió el martes que San Juan, Ponce y Carolina son los municipios con más radicaciones de quiebra en lo que va de año, tras analizar el Resumen Estadístico de Quiebras de Puerto Rico correspondiente a mayo de 2025.
“No estamos viendo un descontrol, pero tampoco una recuperación profunda. Este equilibrio aparente esconde tensiones estructurales, particularmente en sectores que no lograron superar del todo los efectos de la pandemia”, explicó Dávila en declaraciones escritas.
El informe refleja que en los primeros cinco meses del año se registraron 2,502 radicaciones de quiebra, lo que representa un aumento de 6.4 por ciento en comparación con el mismo periodo del año anterior. En mayo se reportaron 520 casos, para un alza de 4 por ciento que contrasta con el crecimiento de más del 30 por ciento observado en 2024.
La mayor concentración de casos se reporta en San Juan con 217 radicaciones, seguido por Ponce con 140 y Carolina con 136. La abogada señaló aumentos preocupantes en Toa Alta, Aguada y Añasco, lo que atribuyó a un riesgo económico distribuido de forma desigual en la isla.
En cuanto a los sectores comerciales más afectados,
los restaurantes encabezaron las quiebras con 14 casos reportados, seguidos por salones de belleza con nueve. También se identificaron casos en talleres de mecánica automotriz y empresas de seguridad. La deuda total reportada alcanza cerca de 289 millones de dólares.
Las quiebras bajo el Capítulo 7, que implican liquidación de activos, sumaron 876 casos, para un aumento de 14.8 por ciento. Según Dávila, esto sugiere que más personas y negocios optaron por cerrar operaciones ante la imposibilidad de reorganizarse.
En contraste, las radicaciones bajo el Capítulo 13 — que permiten la reestructuración de deuda — reflejaron un crecimiento moderado de 2.8 por ciento y representan el 63.9 por ciento del total.

More than a century ago, millions of people trying to escape poverty, persecution or war in Europe boarded ships in the harbor here for a trans-Atlantic journey to a new life.
Today, people can enter a former warehouse, climb a winding staircase and look out from a cantilevered viewing deck onto the spot where the ships carrying those people once set sail.
This is Fenix, an art museum dedicated to the theme of migration that opened this spring. A once-derelict pier stockroom has been transformed into an expansive white-box art space and is crowned with a polished-steel doublehelix swirl that adds a distinctive architectural signature to Rotterdam’s skyline.
“It’s all about movement,” said Wim Pijbes, the chair of the foundation that runs the new museum. “It’s not genealogical, it’s not art historical, it’s not documentary. It’s a mix of objects: high art, low art, personal objects, video, film, photography, ceramics. It’s all there, like a symphony.”
Unlike other migration museums in New York, London or Paris, which typically narrate specific histories of immigrants and refugees, Fenix takes a different, more wide-ranging approach.
Visitors first encounter two small exhibitions downstairs — one showcasing photojournalistic images and the other filled with thousands of battered suitcases — that underscore the idea that migration is an integral part of a universal human experience. The main exhibition, “All Directions,” installed in a 75,000-square-foot concrete and glass hall upstairs, displays fine art that either directly or obliquely makes reference to that experience.
Pop Art by the American artist Red Grooms and a 2019 sculpture called “Space Refugee” by Omar Imam are on view, as well as paintings by itinerant 16th-century artist Hans Holbein the Younger and Dutch abstract artist Willem de Kooning, who immigrated to the United States from Rotterdam. Interspersed among these are artifacts and objects d’art including a stateless person’s document and a large slab of the Berlin Wall, a barrier to movement for Germans during the Cold War.
Fenix’s architect, Ma Yansong, from the Beijing-based firm MAD, said he imagined the dual spiral staircase at the center of the building — with steel walls and a slatted wood floor like on a ship — as a metaphor for the migrant experience.
“My understanding of migration is like a journey, but it’s not linear,” he said in an interview. “There’s a process of choice, so it’s two staircases, not just one.”
Pijbes began working on the migration museum in 2018, and it is opening at a moment when immigration continues to be a burning global issue.
In the United States, President Donald Trump has promised to mount the largest deportation operation in American history, while in the Netherlands, the government recently introduced what it described as the “strictest asylum policy in the Netherlands’ history.”
Fenix’s founders, however, say they are not interested in engaging in political debates at the museum, because they see migration as a universal fact of life.
“Fenix is not a museum about politics,” Pijbes said. “The story we tell is that migration has been an experience of mankind since the beginning.”
“Whether it was Huguenots, Jews, Albanians or Protestants,” Pijbes added, “people have always been on the move, for bad reasons — because of war or oppression — but also for love, or in search of a better future, or just out of curiosity, to try something new.”
Anne Kremers, the museum’s director, echoed that sentiment. “In Fenix, we will show, not tell,” she said. “We will ask a lot of questions to our visitors, and we want them to think — and we really want to welcome everyone — so it doesn’t matter what your political point of view is.”
One of the museum’s installations, “The Family of Migrants,” features hundreds of photographs of migrants organized into three sections: departures, journeys and arrivals. Among them are Alfred Stieglitz’s 1907 image of passengers on a ship from the United States to Europe, and John Moore’s
2018 color photo of a toddler from Honduras who cried beside her mother as they were detained by border guards in Texas.
The installation, and accompanying book with more photographs, was inspired by Edward Steichen’s 1955 photo book, “The Family of Man,” Kremers said, which also sought to universalize human experiences across the globe through photography.
Pijbes, a former director of the Rijksmuseum, said he conceived of Fenix in 2017 as a Dutch sister site to the Ellis Island National Museum of Immigration in New York when he was hired by the Rotterdam-based art foundation Droom en Daad (Dream and Do) to develop a cultural center for the city. Since then, the foundation has purchased more than 300 artworks for the museum’s permanent collection.
About 150 are on display, Kremers said, adding that those would be rotated with others from the collection. “We’re still buying,” Pijbes said, although he and Kremers both declined to comment on Fenix’s total cost.
The artworks are all of museum caliber and include pieces by British artist and filmmaker Steve McQueen, Dutch photographer Rineke Dijkstra and Thai artist Jakkai Siributr. Red Grooms’ 1995 soft sculpture, “The Bus,” a fabric replica of a New York M5 bus, which travels the length of Manhattan from West 31st Street to Washington Heights, takes pride of place in the central exhibition hall.
Pijbes said the work was symbolic of the positive results of successful migration. “This bus is full of New Yorkers and when you enter, you can see the melting pot, the Big Apple, this whole mélange of people that makes New York New York.”
For him, migration is not a problem to be solved, but a fascinating topic that has inspired many artists.
“This museum is also about hope,” Pijbes said, “because all refugees and migrants have one thing in common, and that’s the hope for a better future.”

The robo-umps are coming, and the baseball players have concerns.
Commissioner Rob Manfred announced this month that an automated ball-strike system could be introduced in Major League Baseball as early as next season. Manfred is planning a proposal to employ the challenge system previously used in the minor leagues and in spring training.
Major league players are conflicted — at best — about the potential change.
“Taking away the human element would ruin baseball,” one pitcher said.
An MLB player poll, conducted by The Athletic this spring, found that 63.4% of players were against roboumps calling balls and strikes. Only 17.1% were in favor, and 19.4% were unsure.
“I hate it,” one player said.
“Absolutely not,” said another.
“It has proven ineffective in Triple-A and everywhere they tested it,” one National League pitcher said. Like all the players surveyed, he was granted anonymity in exchange for his candor. “Why would you remove the human element? The game will fundamentally change in a way that fans are definitely not going to like. It will make injuries and the competitive nature of the game worse. There would be fewer balls in play, and the games take longer. All proven.”
The pitcher then laughed.
“I haven’t thought about that at all, huh?” he said. To be clear, it is unlikely that robo-umps will be used immediately to call every pitch. What appears to be on its way is a challenge system, and that seemed a worthwhile middle ground to many players. Some who said they were against the automated ball-strike system in general said they were open to it as part of a challenge system.
“I think there’s a fine line,” an NL position player said. “I think the biggest thing is just trying to get those big calls.”
He continued, “If we can improve the big missed calls, I think everybody will be pleased with that.”
Improved accuracy, of course, was the resounding argument of those players in favor of the automated ballstrike system, and many saw it as a way to help human umpires improve as well.

“It feels like the behind-the-plate umpire has more incentive to make the right call or at least give the right effort,” said an NL hitter in favor of the system. “That feels like a good thing.”
This expected compromise was probably fueled by the deep antipathy players have for removing the human element from the game entirely. The player-umpire dynamic remains fundamental to the baseball experience, one that players believe provides an edge of sorts or at least an ability to explore the edges. In the majors, many players argue, the ability to work with an umpire — to understand his quirks and adapt to his flaws — is an important part of playing the game. Umpires have a feel for the moment, pitchers have a feel for the umpire, and hitters have to feel some sense of uncertainty when deciding whether to swing. Mistakes might be a feature, not a bug.
“I like when you’re throwing a good game and dotting it up, you might get another half inch,” one NL pitcher said. “I like having that camaraderie, that respect between players and umpires.”
And while the automated ball-strike system would most directly affect umpires, players expressed concern about its effect on the other person behind the plate.
“I think catchers’ values are going to decrease,” one player said. “Framing is an art. There are guys who have risen up the ranks because they know how to frame well.”
Framing — the ability to receive a pitch so it appears to be a strike — has become a revered and measurable talent, understood as a defining skill that separates elite catchers from lesser receivers. An automated zone would eliminate the value of that skill.
“All that work I did the last 15 years, out the door,” one catcher said.
Then there’s a mistrust of the technology itself. Players used to uncertainty on the edges have found a defined, computer-generated strike zone to be jarring.
“It feels like you’re throwing to a different zone,” one pitcher said.
Hitters become far less aggressive when they know a pitch just off the plate will be called a ball, which is why many opponents argue that the automated system will slow down the game — something baseball has worked in recent years to avoid. But some players are also worried that computers, too, can make mistakes.
“In Triple-A last year, there were times you’d feel like you threw a ball right down the middle, and it’s a ball,” one pitcher said. “And it’s like, whoa, whoa, whoa, something’s off there.”

Ultimately, the umpires are a part of the fabric of baseball, just like the players themselves; most players and managers have considerable respect — admiration, even — for the work of umpires.
“Good umpires are good umpires,” one player said.
“Most of the umpires are doing a very good job every single game,” another said. “Those guys’ jobs are incredibly hard, and 95, 96% of the time, they’re doing what they’re asked to do.”
“If the umpires leave the game,” an American League starting pitcher said, “I don’t want to be a part of it.”
Technology has been a growing force in baseball for several decades, but the game’s best players still appreciate the human element of the sport.
“I just like old-fashioned baseball,” one pitcher said. “Call it if it looks good.”
