Ex-Mayagüez mayor gets 3 years’ probation after admitting negligence

Former finance director pleads guilty in same scheme involving $9.8 million in public funds

Former Mayagüez Mayor José Guillermo Rodríguez Rodríguez was sentenced Tuesday to three years of probation by Judge William Machado Aldarondo after pleading guilty to two counts of negligence in the performance of duty related to an embezzlement scheme involving public funds.

According to press reports, the agreement with the Office of the Independent Special Panel (OPFEI) allowed the original charges of dereliction of duty and embezzlement of public funds to be amended so that Rodríguez would face two counts of negligence. As part of the sentence, the former mayor agreed to pay $12,500 to cover the costs of the legal proceedings.

The case is linked to the transfer of $9.8 million, intended for the Mayagüez Trauma Center, to an investment account managed by Mayagüez Economic Development Inc. Between March 2016 and June 2018, the municipality only recovered a payment of $1.8 million.

Later on Tuesday, the former finance director for Mayagüez, Yahaira M. Valentín Andrade, pleaded guilty to two felony

violations of Article 263 of the Penal Code, related to the same scheme.

With the admission, Valentín Andrade accepted responsibility for the mishandling of public funds and is now barred from holding public office.

“Each offense carries a sentence of three years in prison, which could be served on probation if the convicted person meets the requirements established by law and so determined by the court,” the OPFEI said in a statement.

Judge Machado ordered the preparation of a report and set the sentencing hearing for Aug. 6 at 2 p.m.

Resident commissioner files bill to address coastal erosion

Resident Commissioner Pablo José Hernández Rivera, in collaboration with Rep. Jared Huffman (D-Calif.), introduced legislation on Tuesday aimed at tackling the issue of coastal erosion in Puerto Rico.

The proposed bill, known as the “Puerto Rico BEACHES Act,” seeks to address the impacts of climate change on the island’s communities and economy.

Hernández Rivera emphasized the importance of recognizing the economic dependence on coastal areas, stating, “For too long, we have underestimated how much our economy depends on the sand beneath our feet.”

“When the coast erodes, tourism jobs disappear, businesses are impacted, and our communities lose the natural defenses they have had for generations,” he said.

The legislation mandates the Government Accountability Office (GAO) to evaluate the economic and environmental effects of coastal erosion in Puerto Rico. It will also propose recommendations aimed at supporting affected communities,

Puerto Rico boasts a coastline of nearly 700 miles, with over 20% of its 3.2 million residents residing in high-risk flood zones. Both Hernández Rivera and Huffman highlighted the urgency of protecting those crucial areas, underscoring the necessity for coordinated efforts to mitigate the effects of coastal erosion.

Ramos Parés: Federal agencies have not requested data on immigrant students

Education Secretary Eliezer Ramos Parés, said Tuesday that he has not received any requests for information about the immigration status of immigrant students in island schools. However, he acknowledged that the school community has experienced fear and absenteeism following recent operations carried out by federal immigration agents.

“I have to say that nothing in our system indicates that someone has a legal or illegal immigration status; we serve our children regardless,” Ramos Parés said at a press conference. “So if a request were to come in, I believe the department would be unable to address an ambiguous request.”

The official reiterated that the department does not collect or store information on the immigration status of students or their families.

“We do not keep documents of that nature

to enroll and serve a student in school,” he said. “Nothing in our platform says this is a person who comes from a family with an unclear or uncertain immigration status.”

Ramos Parés noted that, although ICE and HSI have conducted recent operations in some communities, schools have not received specific orders to provide information.

“The orders must include a first name, last name, date of birth, something that allows us to identify a minor or a specific person,” he stated. “What I can’t do is separate one from the other and tell a federal agent, ‘Here are these families without legal status.’”

The education secretary also emphasized that the school community, especially in areas where immigrants live, faced high absenteeism around the start of the federal operations.

“At one point, there was an absenteeism rate that exceeded 70 percent of the student population in some schools. Without a doubt,

it was due to panic, it was due to fear,” Ramos Parés said. “That fear gradually diminished, and the students returned to school and were able to finish the semester.”

To address the anxiety and emotional impact on the communities, Ramos Parés said the socio-emotional protocol was activated with the support of psychologists, social workers, and school counselors.

“The protocol does establish the activation of the socio-emotional component in schools,” he noted. “There is external work with the student and also internal work with the school community that is affected by these incidents.”

The official emphasized that the Education Department has no legal obligation to collect immigration data, not even for the next school semester.

“I have nothing that obligates me at this time to collect that information,” he stated. “If it were a new requirement to enroll our children, we would certainly look into it and explore it, but nothing has ever been requested beyond the identification of a student with their address and contact number.”

Aguas Buenas students receive $30,000 in scholarships

With a firm commitment to education and the future of youth, Aguas Buenas Mayor Karina Nieves Serrano awarded more than $30,000 in scholarships and economic incentives this week to students from Aguas Buenas, recognizing their effort and

dedication in their various educational stages.

During several activities held at City Hall, the mayor awarded a total of 67 scholarships: 47 to regular program students and 20 to special education students, with a total investment of $14,000. In turn, 109 fourth-year high school students received $100 checks as an incentive for successfully completing such a significant stage.

“Young people are the engine of Puerto Rico’s future,” Nieves Serrano said. “Education is the most powerful tool we have to transform our communities. Investing today in their academic development is betting on a better tomorrow for all.”

In addition, as part of the municipal administration’s ongoing support for education, donations were made to all graduating classes

in the municipality. Intermediate level classes received $1,000, while higher level classes benefited with $2,000.

“In Aguas Buenas we believe in our students,” the mayor added. “Recognizing their effort, accompanying them on this educational path and supporting them in their goals is part of our mission. They can continue to count on me.”

Ombudsman to education chief: Hands off funds for special ed cases

In an effort to actively advocate for the well-being of special education students covered by the Rosa Lydia Vélez case, Puerto Rico Ombudsman Edwin García Feliciano on Tuesday urged island Education Secretary Eliezer Ramos Parés to desist from claiming funds allocated to a court account to serve that protected class.

“That account, which is in the custody of the court, cannot be viewed as a piggy bank for the Department of Education,” the ombudsman said. “It’s time to withdraw that petition!”

García Feliciano noted that the Education Department filed a petition with Judge

Thainie Reyes Ramírez of the San Juan Court of First Instance requesting permission to use $25 million of the fines imposed daily by the court for the lack of attention given to special education students.

The request was made in response to announced federal funding cuts, which, if implemented, would create uncertainty in the payment of professionals who provide special education students with services such as speech, occupational and other related therapy.

Special needs cases are addressed under the extraordinary option of Provisional Remedy, which allows parents to seek professional services when the Education Department either does not contract those services or lacks the necessary space to offer them.

García Feliciano pointed out that the central government budget, which will take effect on July 1, identifies sufficient state resources to cover the various therapies provided to the protected class for the extraordinary alternative of the provisional remedy.

“That being the case, there is no reason for the Department of Education to maintain its request to the Court,” he said. “The fines should be set aside so that the interested parties can address other direct or indirect needs of the protected class.”

The ombudsman cautioned that failing to withdraw the request would enable the Education Department to use the fines for services that may not align with the best interests of the students.

Governor confirms ICE request regarding minors in state custody

Gov. Jenniffer González Colón confirmed Tuesday that Immigration and Customs Enforcement (ICE) requested information about two minors in the custody of the island Family Department, but clarified that no information will be provided without a court order.

“There is another request regarding two minors who are in the custody of the Department of Family Affairs, and we will wait for a court order. Without a court order, we will not provide any information,” González Colón said at a press conference.

“In the case of minors in state custody, the protocol that previously existed is that it is always through a court order.”

The governor said the only agency that has provided information to ICE was the Department of Transportation and Public Works (DTOP), after receiving a federal order.

“With the DTOP case, it’s a clear-cut decision because it’s information that belongs to the federal government,” she said. “In the case of minors in state custody, we are not going to alter the protocol.”

González Colón emphasized that the government of Puerto Rico has acted within the law and will not provide information on minors without complying with legal requirements.

“We’re talking about the custody of minors in Puerto Rico,” she reiterated. “So we are not going to alter the protocol. The protocol says it’s through a court order, and if they need the information, it must be through a court order, and we have not received a court order to request that information.”

The governor stressed that any request from

federal agencies must comply with established procedures.

She also emphasized that the government will not voluntarily release data and will not oppose compliance with the law when requests are submitted with the proper documentation. “The reality is that the government of Puerto Rico must act in compliance with federal laws,” González Colón said. “We cannot comply with some things and not with others. … Nothing is being done voluntarily here; all processes are being followed.”

The governor also insisted that any release of information regarding minors in state custody will be evaluated under the strictest legal parameters to guarantee the protection of the rights of the minors and their families.

Survey: Puerto Rico ranks 5th globally in net hiring growth

The most recent ManpowerGroup Employment Outlook Survey indicates that Puerto Rico ranks fifth in the world for net hiring growth compared to last year’s data.

Melissa Rivera Roena, the general manager of ManpowerGroup Puerto Rico, announced Tuesday that the net hiring growth for the third quarter of the year (July to September) is 18%, which represents an increase of four percentage points compared to the previous quarter (January to March 2025) and a rise of 10 percentage points compared to the same period in 2024.

She noted that the survey revealed Israel (13%) had the highest increase in hiring expectations compared to 2024, followed by India (12%), Sweden (12%), Chile (11%) and Puerto Rico. However, when compared to the previous quarter, Puerto Rico ranks 25th.

“In 2024, Puerto Rico showed a downward trend in hiring expectations compared to 2023. The first quarter of 2025 and the one about to begin indicate an upward trend, positioning the island as a driver of development in strategic areas,” Rivera Roena said in a statement.

She pointed out that for the July to September period, 31% of employers indicated they plan to hire new employees, 52% do not plan any changes, 14% expect to reduce their workforce, and 4% were uncertain.

Rivera Roena also noted that the most active labor markets are expected in the

South (33%) and North (24%) regions. The West and Central regions both have an expectation of 21%, followed by the East (16%) and the San Juan Metro area (9%).

Positive hiring expectations are anticipated across most economic sectors. The energy sector is the most competitive on the island, with an employment forecast of 39%, followed by life sciences and healthcare (35%), manufacturing (30%), and information technology (23%). The finance and real estate sectors have the lowest expectations at 11%, with consumer goods and services at 0%, and communication services at -3%.

Regarding company size, the survey

revealed that organizations with 1,000 to 4,999 employees have the most optimistic expectations for the next quarter, at 35%.

Those with more than 5,000 employees reported 19%, a 49% increase over the previous quarter. Companies with 250 to 999 employees reported a 24% increase, while those with 50 to 249 employees saw a 27% increase. Small businesses with 10 to 49 employees reported a 17% increase, whereas microenterprises reported a -13% change.

Vialys Rivera Ruiz, account director for ManpowerGroup Puerto Rico, said that when employers were asked about their

main reasons for increasing their workforce, they cited business expansion and maintaining competitiveness (13% each), specific projects (34%), and new investments (29%). On the other hand, those expecting to reduce employees indicated economic changes (29%), market changes (28%), and automation leading to job reductions (26% each) as their main reasons.

“Despite the global context, positive hiring prospects are expected for Puerto Rico, showing significant improvement compared to previous quarters, especially in relation to last year,” Rivera Ruiz said.

Rivera Ruiz noted that Puerto Rico ranks 15th globally among countries reporting workforce expansion to meet the demands of technological advances, with 26%, alongside France, Canada and Japan. The global average for this metric is 24%.

The sectors expected to experience the most significant changes due to automation in the next five years include administration, customer service, information and data technology, sales and marketing, and operations and logistics, all at 81%. This is followed by engineering (79%); sustainability, consulting and governance (78%); human resources (77%); and manufacturing and production (75%).

When asked about the impact of global trade uncertainty on their hiring decisions, 30% of employers stated that it has a very high impact, 45% indicated a moderate impact, 19% felt it had little impact, 5% said it had no impact, and 1% were uncertain.

California asks court to block use of troops in ICE raids

California officials asked a federal court for an emergency order on Tuesday that would restrict the federal government’s use of Marines and National Guard troops in the Los Angeles area, limiting them only to protecting federal property.

The request asked a federal judge in California to issue a temporary order by 1 p.m. Pacific time, declaring that the Marines and other troops cannot accompany immigration agents on raids or perform other law enforcement activities, such as operating checkpoints.

The motion is part of an earlier lawsuit asking the court to intervene in President Donald Trump’s deployment of 4,000 National Guard troops to Los Angeles, which local officials have called unnecessary and provocative. The state argues that the president unconstitutionally bypassed Gov. Gavin Newsom of California in sending them. The sparring between Newsom and Trump extended beyond the legal realm. Their verbal wrangling continued when the governor refuted the president’s claim that the two men spoke by phone Monday. Newsom said in a social media post that “Americans should be alarmed that a President deploying Marines onto our streets doesn’t even know who he’s talking to.”

The Marines’ arrival, after a night of small and mostly peaceful protests in Los Angeles, enraged Democratic leaders in California, who say city and state law enforce-

ment departments have been able to handle the unrest, which has resulted in some property damage and injuries.

Some of the protests in Los Angeles over the last four days, including a rally Monday afternoon, centered on a group of federal buildings downtown. National Guard troops have been stationed there but have largely stayed in the background of the protests.

others who remained in the Little Tokyo neighborhood with tear gas and flash-bang grenades. But there generally seemed to be fewer clashes between protesters and police officers than Sunday, when demonstrators briefly shut down U.S. Route 101. At least 150 people have been arrested in Los Angeles since Friday, officials said.

— Other cities: Protests have spread to other cities, including San Francisco, where Mayor Daniel Lurie said a protest Monday involving thousands of people was larger and “significantly calmer” than the demonstrations a day earlier, when violent clashes took place. In Santa Ana, California, about 30 miles southeast of Los Angeles, federal agents used tear gas, pepper balls and rubber bullets against protesters who threw bottles and rocks, officials said.

— Disinformation swirls: Misleading photographs and videos have spread widely on social media, rehashing old conspiracy theories and expressing support for Trump’s actions. The flood of falsehoods online appeared intended to stoke outrage toward immigrants and political leaders, particularly Democrats, and added to the confusion over what exactly was happening on the streets of Los Angeles.

— Weekend warning: Trump, speaking to reporters, warned against protesting at the military parade planned for Saturday in Washington. Peaceful protest is a constitutional right, but “for those people that want to protest, they’re going to be met with very big force,” Trump said.

Who is David Huerta, the labor leader arrested in Los Angeles?

The arrest of the prominent California union leader David Huerta on Friday as he protested an immigration raid in Los Angeles quickly drew condemnation from national labor activists and Democrats.

Huerta — the president of the Service Employees International Union of California — was released Monday but is still facing charges. He has become a symbol for those protesting the Trump administration’s immigration raids. The protests were further inflamed by President Donald Trump’s decision Saturday to send 2,000 National Guard troops to Los Angeles to quell demonstrations, followed by his decision Monday to more than double that deployment.

Here’s what we know.

Why was Huerta arrested?

On Friday, Huerta was detained by federal agents while protesting an immigration raid at a worksite in downtown Los Angeles. He was charged with one count of conspiracy to impede an officer.

According to a criminal complaint, federal agents conducted search warrants at four businesses suspected of employing immigrants living in the country illegally and

falsifying employment records.

Huerta arrived at the worksite in the early afternoon, with protesters already gathered. Huerta and others were accused of “communicating with each other in a concerted effort to disrupt the law enforcement operations,” according to the criminal complaint.

The complaint also accused Huerta of yelling at officers and sitting cross-legged in front of a vehicular gate, as well as urging demonstrators to “stop the vehicles,” and continue protesting.

The union said in a statement that Huerta was acting as a peaceful “community observer” at the raids when he was arrested.

A video of the incident showed a federal agent pushing Huerta while his hands were at his hips. He then fell to the ground.

He was briefly hospitalized and treated for a head injury Friday. He remained in custody until Monday, when he was released on a $50,000 bond.

What is Huerta’s background in the labor movement?

Huerta has been a well-known figure in the California labor movement for decades. His leadership is intertwined with immigrant rights, like many other union causes in the state.

He began his career as an organizer with Justice for Janitors, an effort to organize the largely immigrant — and also lacking permanent legal status — workforce charged with cleaning offices and other commercial buildings. He brought together more than 2,500 janitors, who later went on strike for better wages and benefits in the in the 1990s, charting a course for Los Angeles to become a union town.

He has worked for the SEIU — which represents more than 750,000 workers in California — for more than 25 years.

In 2014, he became the president of the SEIU Workers West, which comprised 45,000 janitors, security officers, airport service workers and other property service employees.

He was elected president of the state’s SEIU in 2022. Huerta has pushed for legislation increasing paid sick leave for workers in California and raising the minimum wage for hotel and airport workers. He also built an immigration integration program, which includes English classes for union members and has helped hundreds of others become U.S. citizens.

In 2014, President Barack Obama recognized Huerta as a National Champion of Change.

Huerta was born and raised in Los Angeles County and now lives there with his wife and two children.

After his Trump blowup, Musk may be out. But DOGE is just getting started.

Elon Musk’s blowup with President Donald Trump may have doomed Washington’s most potent partnership, but the billionaire’s signature cost-cutting project has become deeply embedded in Trump’s administration and could be there to stay.

At the Department of Energy, for example, a former member of the Department of Government Efficiency is now serving as the chief of staff.

At the Interior Department, DOGE members have been converted into federal employees and embedded into the agency, said a person familiar with the matter, who spoke on condition of anonymity out of fear of retaliation. And at the Environmental Protection Agency, where a spokesperson said that there are two senior officials associated with the DOGE mission, work continues apace on efforts to dismantle an agency that Trump has long targeted.

“They are still internally going forward; we don’t really feel as if anything has stopped here,” said Nicole Cantello, a former lawyer for the EPA who represents its union in Chicago.

Whether DOGE keeps its current Musk-inspired form remains an open question. Some DOGE members last Friday expressed concern that the president could choose to retaliate against Musk by firing people associated with the initiative. Others could choose to leave on their own, following Musk out the door. And DOGE’s role and even its legality remain the subjects of legal battles amid questions over its attempts to use sensitive government data.

But the approach that DOGE embodied at the outset — deep cuts in spending, personnel and projects — appears to have taken root.

Even with Musk on the sidelines, DOGE on Friday notched two legal victories. The Supreme Court said that it can have access to sensitive Social Security data and ruled that, for now, the organization does not have to turn over internal records to a government watchdog group as part of a public records lawsuit.

DOGE staffers are becoming “far more institutionalized” within government agencies, said Russell Vought, director of the White House Office of Management and Budget, during an appearance before lawmakers Wednesday, a day before the relationship between Musk and Trump combusted.

Vought, who has been a quiet, behind-the-scenes driver of the program to shrink government even as Musk took the spotlight as its celebrity spokesperson, said he envisioned DOGE staff working “almost as in-house consultants as a part of the agency’s leadership.”

Harrison Fields, a White House spokesperson, said in a statement, “The mission of eliminating waste, fraud and abuse is a part of the DNA of the federal government and will continue under the direction of the president, his Cabinet, and agency heads to enhance government efficiency and prioritize responsible stewardship of taxpayer dollars.”

With DOGE, Musk sought to orchestrate an extensive overhaul of the government. He promised to eliminate almost one-third of the federal budget, $2 trillion, and remake federal agencies into streamlined, tech-oriented entities that operated

just like his businesses.

The billionaire adopted the same playbook he used to take over his social media company, then known as Twitter, in 2022. Guided by DOGE, the administration urged staffers to resign from their jobs and laid off even more; canceled leases and demanded workers return to offices; slashed contracts; and rooted out programs Trump and Musk disfavored, like those focused on diversity and inclusion.

Musk’s cost-cutting target was later revised, dropping from $2 trillion to $1 trillion, and then down to $150 billion. The group’s own website claimed it saved $180 billion, but its calculations have been inflated by significant errors and guesswork.

The group’s errors have included posting claims that confuse “billion” and “million,” double-counting the same contracts, claiming credit for canceling programs that had been dead for years, and boasting about cuts that had been reversed.

Courts blocked some of DOGE’s initiatives, some dismissed employees were reinstated when their work proved to be essential, and congressional appropriations kept many funds beyond Musk’s grasp.

All told, DOGE has tried to gain entry to more than 80 data systems across at least a dozen agencies, according to New York Times efforts to track the group’s data access. Those data sets include systems that hold personal information about federal workers, detailed financial data about federal procurement and spending, and intimate personal details about the American public.

Several days before his departure, Musk was optimistic about the legacy he was leaving in Washington. DOGE’s mission, he said on X, “will only strengthen over time as it becomes a way of life throughout the government.”

But by Tuesday, Musk was fretting that his accomplishments were being washed away by the Trump policy bill making

its way through Congress. The bill “more than defeats all the cost savings achieved by the @DOGE team at great personal cost and risk,” he wrote on X.

Nonetheless, the DOGE imprint can be seen across the government.

One of DOGE’s most prominent members, billionaire Airbnb co-founder Joe Gebbia, is planning to remain in government, according to a statement from the Office of Personnel Management. Gebbia, a close friend of Musk, is working on a project to digitize the federal government’s slow and paperbased retirement process.

Carl Coe, who had previously led DOGE efforts within the Energy Department, was named chief of staff on May 2. Coe, who had a background in software development, had been working with 40 different offices with the Energy Department on “process improvement and cost savings,” the agency said. In recent weeks, the Energy Department has begun canceling billions of dollars in Biden-era awards to companies trying to demonstrate technologies that might one day help tackle global warming.

A department spokesperson declined to comment.

At the EPA, Cantello, the union lawyer, said that she expected no change in the administration’s mission to overhaul the agency. She said it was acting on proposals articulated in Project 2025, the conservative policy blueprint for a Trump presidency, with DOGE employees working hand in hand with Lee Zeldin, the EPA administrator.

“We see these policies continuing on,” she said. Molly Vaseliou, an agency spokesperson, said the department was focused on efficiency. “Over the past couple of months,” she said, “we actively listened to employees at all levels to gather ideas on how to increase efficiency and ensure the EPA is as up to date and effective as ever.”

At the Interior Department, one former DOGE employee, Tyler Hassen, has assumed the powerful role of acting assistant secretary of policy, management and budget.

In that role, Hassen oversees human resources, training, grants and contracts, and has the authority to fire people without approval from Doug Burgum, the interior secretary, according to the order under which Burgum assigned Hassen the role. As of Friday morning, Hassen was still in that role, according to a memo from Burgum.

Also still in place at the Interior Department as of Friday morning was Stephanie Holmes, a former DOGE employee who is now the agency’s current acting chief human capital officer. Holmes is the founder of BrighterSide, a now-defunct human resources company that focused on pushing back against corporate diversity, equity and inclusion programs.

Neither Hassen nor Holmes responded to requests for comment. A spokesperson for the Interior Department declined to respond to questions about DOGE employees.

At the Social Security Administration — one of the most politically sensitive agencies in government — two members of DOGE, Aram Moghaddassi and Michael Russo, are effectively serving as co-chief information officers, according to two people with knowledge of the arrangement. Moghaddassi appeared alongside Musk and other members of DOGE during a Fox News interview.

Trump aides urge court to spare tariffs as they dismiss worries in public

Shortly after a federal trade court declared many of President Donald Trump’s tariffs to be illegal, Commerce Secretary Howard Lutnick took to television to brush aside the setback.

“It cost us a week, maybe,” Lutnick said this month on Fox News, noting that other countries remained eager to strike new deals despite tariffs being in legal jeopardy.

“Everybody came right back to the table,” he added.

With the fate of the president’s tariffs hanging in the balance, the Trump administration has tried to project dueling narratives on trade. Top aides have insisted publicly that their negotiations remain unharmed, even as some of those same officials have pleaded with the court to spare Trump from reputational damage on the global stage.

Their strategy faced two crucial tests Monday.

Lutnick and other top advisers huddled with their Chinese counterparts in London in the hopes of hammering out a new trade truce. Hours later, lawyers for the Trump administration urged a federal appeals court to allow the president’s tariffs to remain in place as a fight over their legality continues.

In an 18-page filing, the government warned that any disruption could severely undermine Trump’s trade policy by threatening to deal a significant blow to “sensitive trade negotiations” in a way that could “catastrophically harm our economy.”

In doing so, federal officials signaled that, if necessary, they would take the matter to the Supreme Court — a suggestion that they had made before.

As it evaluates the case, the appeals court could weigh “any sort of public statements the administration makes” on tariffs, said Ted Murphy, a co-leader of the trade practice at the law firm Sidley Austin.

While Murphy said it remained to be seen how judges would view the government’s recent bullishness, he added that a decision that invalidated the president’s tariffs could “weaken the U.S. position” abroad.

Trump’s top aides have long maintained that they possess a range of authorities they can use to issue tariffs and reorient global trade. But they have also tried to impress on federal judges that any limitation to those powers could severely undercut the president.

“Allies and adversaries alike monitor U.S. courts for signs of constraints on presidential power,” Lutnick warned in a sworn filing with a lower court in late May.

Jamieson Greer, the U.S. trade representative, put it more bluntly. A decision that halted tariffs, he said in the same filing, “would create a foreign policy disaster scenario.”

One week later, Greer projected a more confident tone on CNBC.

“All the other countries I’m dealing with in negotiations are treating this as just kind of a bump in the road rather than any fundamental change,” he said.

Spokespeople for the White House, the Commerce Department and the U.S. trade representative did not respond to requests for comment.

The legal wrangling carries great stakes for Trump, who has waged his global trade war in an effort to increase domestic manufacturing, raise trillions of dollars in new revenue and force other countries to strike beneficial trade agreements with the United States.

To issue those duties swiftly, and without limit, the president has relied extensively on a 1970s law known as the International Emergency Economic Powers Act, which is primarily used to institute embargoes and sanctions. Trump said a number of crises — such as the nation’s trade deficit and the flow of fentanyl into the United States — justified his novel application of the statute, which does not mention the word tariff explicitly.

A group of small businesses and a coalition of states each sued over the tariffs in April at the U.S. Court of International Trade, which rejected the Trump administration’s interpretation of the law one month later. The panel of judges found that Trump did not have “unbounded authority” to issue such expansive tariffs under the emergency law, and it ordered Trump to unwind the duties.

The government quickly appealed. The next day, an appeals court issued a temporary stay that left the tariffs intact while the court begins to consider the government’s request for a longer-term pause, as well as the fuller merits of the case.

forts to strike what his aides once promised would be 90 deals in 90 days. For now, the president plans to reinstate his expansive “reciprocal” tariffs targeting every major U.S. trading partner in July. The United States has managed to ink only one deal, with Britain, while other agreements remain elusive.

On Monday, Lutnick and Greer were part of a negotiating team holding fresh talks with their Chinese counterparts after diplomatic and trade tensions between the countries worsened in recent weeks as a temporary truce they brokered last month appeared to be falling part.

In multiple courtrooms, the administration has repeatedly emphasized the precarious nature of its many trade talks, as the government tries to persuade judges to keep the tariffs in place. But federal officials continue to do so while simultaneously trying to project an air of strength.

Last month, Kevin Hassett, the director of the White House National Economic Council, described the court battle as one of a few “little hiccups here or there.” Peter Navarro, a senior adviser to the president on trade, said that same day he had continued to field phone calls from foreign leaders who acknowledged “that court decision is not going to stop you.”

And Lutnick joined other aides in insisting that Trump could deftly navigate any legal setbacks, tapping “another or another or another” presidential authority to issue tariffs. But the administration has said those powers are more limited, and time consuming, than the emergency economic law Trump had wielded originally.

Still, Dan Rayfield, the attorney general of Oregon, which is leading the group of states suing over tariffs, said the views of administration officials had contradicted their argument that they “need this stay because it’s going to cause us irreparable harm.”

Lawyers for the government sharply contested that claim on Monday, arguing that the states had wrongly presented “selective quotes from public officials’ media appearances.”

“The irreparable harm from this sweeping injunction does not disappear just because the president has other tariff authorities that might support pieces of the challenged tariffs,” the Trump administration told the court.

The states’ lawsuit has been consolidated with a related case filed by a set of small businesses. Jeffrey Schwab, the interim director of litigation at the Liberty Justice Center, which is representing those plaintiffs, said some of the government’s public statements threatened to undercut legal arguments.

Wall Street ends higher as investors track US-China trade talks

The S&P 500 ended higher on Tuesday, lifted by a rally in Tesla as investors bet on positive results from U.S.-China trade talks aimed at defusing a tariff dispute that has roiled global markets this year.

Wall Street expects improved trade terms after relief from a preliminary deal struck last month was overshadowed by Washington’s allegations that Beijing was blocking exports of rare earth minerals critical to the aerospace, semiconductor and defense sectors.

U.S. Commerce Secretary Howard Lutnick said the trade talks were going well and he hoped they would end on Tuesday night, but said they could run into Wednesday.

The U.S. stock market has surged in recent weeks, recovering from an April slump sparked by U.S. President Donald Trump’s “Liberation Day” sweeping global tariffs.

With investors betting the United States will reach trade agreements that reduce Trump’s steep trade barriers, the S&P 500 is now trading just below its February record highs.

“The expectation is that they’ll figure this out, and that the Liberation Day tariff levels are never going to be seen. You can’t get to market valuations where we’ve got them and have those tariff levels get anywhere close to reality,” said Scott Ladner, chief investment officer at Horizon Investments.

Investors appear to be in a forgiving mood, willing to trust that policymakers will dial down global trade tensions, slow the U.S. fiscal train as it approaches the cliff edge, and steer the world economy through these choppy waters with minimum damage.

Investors faced several key monetary policy crosswinds this week. The Bank of Canada stood pat and the European Central Bank cut rates by a quarter of a percentage point, but their guidance was seen as relatively hawkish. The Canadian dollar and euro both strengthened.

Shares of Wall Street’s most valuable companies were mixed. Tesla rose 5.6%, while Microsoft slipped 0.4%.

Alphabet climbed 1.4% after Reuters reported that OpenAI plans to add Alphabet’s Google cloud service to meet its growing needs for computing capacity.

The S&P 500 climbed 0.55% to end the session at 6,038.81 points.

The Nasdaq gained 0.63% to 19,714.99 points, while the Dow Jones Industrial Average rose 0.25% to 42,866.87 points.

Of the 11 S&P 500 sector indexes, 10 rose, led by energy, up 1.77%, followed by a 1.19% gain in consumer discretionary.

Volume on U.S. exchanges was relatively heavy, with 18.5 billion shares traded, compared to an average of 17.9 billion shares over the previous 20 sessions.

Wednesday for clues to the Federal Reserve’s rate trajectory.

The World Bank slashed its global growth forecast for 2025 by 0.4 percentage point to 2.3%, saying higher tariffs and heightened uncertainty posed a “significant headwind” for nearly all economies.

Insmed shares jumped almost 29% after the drugmaker said its experimental drug significantly reduced blood pressure in the lungs and improved exercise capacity in patients in a mid-stage study.

Israel deports Greta Thunberg and other activists on Gaza aid boat

The Israeli Foreign Ministry said Tuesday that it would deport four activists who were detained aboard an aid ship bound for the Gaza Strip, including environmental campaigner Greta Thunberg.

Thunberg and another passenger were promptly flown out of Ben Gurion Airport, near Tel Aviv, Israel, and two more passengers were expected to be sent home later Tuesday, according to Israeli officials.

Another eight passengers from the ship, called the Madleen, refused to sign deportation documents and will be brought before an Israeli immigration tribunal to carry out their deportation, the ministry said.

Israeli forces intercepted the boat, operated by a pro-Palestinian activist group called the Freedom Flotilla Coalition, on Monday. The passengers also included Rima Hassan, a French member of the European Parliament. In February, she was blocked from entering Israel for promoting boycotts of the country.

At a news conference, Israel’s foreign minister, Gideon Saar, described the ship’s voyage as a public relations stunt. He said it was Israel’s intention to deliver to Gaza “the tiny amount of aid on the yacht that they did not consume.”

The campaigners had said the boat was transporting urgently needed goods, including baby formula, food and medical supplies, and that they planned to breach Israel’s longstanding naval blockade of Gaza.

“We are doing this because, no matter what odds we are against, we have to keep trying,” Thunberg said last week.

“Because the moment we stop trying is when we lose our humanity,” she added.

Israel says its naval blockade is necessary to prevent Hamas from smuggling weapons into the coastal enclave.

Adalah, an Israeli human rights group and legal center

that focuses on Palestinian rights, said that the eight activists who had refused to leave would contest their deportation at the tribunal Tuesday.

The group added that its lawyers had traveled to Givon Prison in Ramleh, near Ben Gurion Airport, where the eight volunteers were being held, to represent them at the hearings.

A spokesperson for Israel’s immigration authority, Sabin Hadad, confirmed that four of the activists had waived their right to a hearing and said the other eight had been transferred to Givon Prison for up to 96 hours.

The Foreign Ministry later said Thunberg had left Israel on a flight to France and posted photographs on social media that appeared to show her on a plane. The ministry later clarified that Sweden, Thunberg’s home country, was her final destination.

A spokesperson for the Freedom Flotilla Coalition, Ann Wright, confirmed that Thunberg was on a plane to Paris and then to Stockholm.

The coalition “generally encourages high-profile volunteers to leave as soon as possible to be able to speak directly to the media about their experiences to counter what the Israeli government may be saying,” Wright said.

The Freedom Flotilla Coalition leads an international grassroots campaign that opposes Israel’s long-standing naval blockade of Gaza by sending ships carrying humanitarian aid to the enclave. The Madleen set sail from Sicily this month.

Israel vowed to prevent the ship from reaching Gaza, saying its military would use any means to stop it from breaching the blockade.

The Foreign Ministry said Monday that the Madleen had been diverted toward Israeli shores. The Freedom Flotilla Coalition said its activists had been “kidnapped” by the Israeli military.

At least 10 killed in shooting at Austrian high school, police say

Aformer student at an Austrian high school opened fire on the campus Tuesday and killed 10 people before apparently killing himself, a rare and shocking episode of the sort of gun violence that is far more common in the United States than in Europe.

The killings in Graz, a wealthy university town that is Austria’s second-largest city, were among the worst European school shootings in years. It was the deadliest such attack in memory at an Austrian school, and it profoundly rattled the small Alpine nation.

Austrian Chancellor Christian Stocker cleared his schedule to travel to Graz and declared three days of national mourning.

Stocker said in a post on social media that “The shooting rampage at a school in Graz is a national tragedy that has deeply shaken our entire country.”

State police said the shooter was a 21-year-old who had previously attended the school, BORG Dreierschützengasse, but never graduated. He killed six females and three males on campus, whom police did not publicly identify. Another victim, a woman, later died at a hospital. Authorities said they would not release more information on the victims, including how many of them were students, until preliminary investigations had finished.

The shooter was found dead in a school bathroom. Police said he had arrived at the school carrying a pistol and a longer gun — they did not clarify whether it was a shotgun or a rifle — that he had legally bought. Officers recovered the weapons Tuesday.

Investigators began gathering evidence Tuesday and asked for witnesses to upload video or photos to a secure website.

It was the sort of incident that has become a regular occurrence across America in recent years. Every year since 2021, the nonprofit K-12 School Shooting Database has tracked

more than 50 school shootings during instructional time in the United States.

Europe’s high-profile school shootings are far less frequent. They include a seventh-grader who killed eight children in 2023 in Serbia and a teenager who killed 15 people in a rampage that began at a school near Stuttgart, Germany, in 2009. European nations typically restrict firearm ownership far more than the United States does. Researchers say the lower availability of guns is linked with the lower rate of school shootings on the Continent compared with America, though not an ironclad explanation for them.

Canada commits billions in military spending to meet NATO target

Declaring that Canada is too dependent on the United States for its defense, Prime Minister Mark Carney earlier this week committed to having his country meet NATO’s spending target this year, seven years ahead of schedule.

President Donald Trump and leaders of other allied nations have long criticized Canada for consistently falling well short of NATO’s goal of a military budget equal to 2% of each member’s gross domestic product.

Canada’s previous government, under Prime Minister Justin Trudeau, planned to raise Canada’s spending, which is at 1.37%, to meet the military alliance’s target by 2032.

Carney, speaking in Toronto, said that new geopolitical threats, advances in technology and the fraying of Canada’s alliance with the United States demanded an accelerated spending schedule.

“We stood shoulder to shoulder with the Americans throughout the Cold War and in the decades that followed, as the United States played a dominant role on the world stage,” he said. “Today, that dominance is a thing of the past.”

“It is time for Canada to chart its own path,” he added, “and to assert itself on the international stage.”

While Carney promised to increase spending by billions of Canadian dollars, he did not specify where the funds would come from. Government officials spoke mostly in broad terms about how the money would be used.

Canada’s economy is heavily dependent on exports to the United States, and Trump’s tariffs have targeted key in-

dustries, including autos and steel. Some economists have warned that Canada could face a recession if the tariffs persist.

Carney also said the country would no longer rely as extensively on American defense contractors to supply its armed forces, underscoring Canada’s strained relations with the United States and focus on shifting away from its neighbor.

The Canadian government said it would immediately add 9.3 billion Canadian dollars (about $6.8 billion) to its defense budget. That will raise total defenserelated spending this year to CA$62.7 billion, slightly higher than the 2% NATO target. To get there, the government included CA$2.5 billion in spending related to “defense and security” for other departments, including the Canadian coast guard, an unarmed civilian agency which is under the department of fisheries.

Carney’s spending pledge was welcomed by defense analysts.

“This is a long-overdue announcement,” said Margaret McCuaig-Johnston, a senior fellow at the graduate school of international affairs at the University of Ottawa. “This significant commitment is remarkable given how quickly they’re going to have to move to make 2% by the end of the fiscal year.”

But, she added, Carney will have to add further budget increases to fund all of the programs he is promising.

Carney laid out a long shopping list for the military, including “new submarines, aircraft, ships, armed vehicles and artillery.”

He also said the military would add drones and sensors to monitor the seafloor in the Arctic, a vast region of the country that is becoming a source of competition

among global powers such as Russia and China.

But Canadian officials said that this year most of the spending would go toward things like increasing the pay and the benefits of armed forces members to help ease a severe recruitment crisis, and repairing broken equipment.

Carney also said that money would be directed toward much-needed improvements, noting that three of the Royal Canadian Navy’s four diesel submarines were not seaworthy.

“We will repair and maintain our ships, our aircraft and infrastructure that for too long we allowed to rust and deteriorate,” the prime minister said.

Other spending will focus on artificial intelligence and computer systems, as well as ammunition production within the country.

Carney also said that Canada would look to buy more goods domestically or from allies other than the United States to equip its military.

“We should no longer send three-quarters of our defense capital spending to America,” he said.

But even if Canada is able to finally hit the 2% threshold, that is not likely to be enough to satisfy the United States or other NATO allies.

Mark Rutte, NATO’s secretary-general, speaking in London on Monday, called on the alliance’s members to make a “quantum leap in our collective defense” by committing to significantly higher spending targets.

Rutte wants members to commit to spending 5% of their gross domestic products on military and defense-related activities. Trump has called for a similar spending target.

Proposals for increased spending are likely to dominate the NATO summit meeting in The Hague this month, though Rutte has not set a timeline for his increased spending plan.

Carney said Monday that details about how the country’s military needs would be financed would be revealed when a budget was released in the fall.

“Our fundamental goal in all of this is to protect Canadians,” he told reporters, “not to satisfy NATO accountants.”

Since Donald Trump was elected again, I’ve feared one scenario above all others: that he’d call out the military against people protesting his mass deportations, putting America on the road to martial law. Even in my more outlandish imaginings, however, I thought that he’d need more of a pretext to put troops on the streets of an American city — against the wishes of its mayor and governor — than the relatively small protests that broke out in Los Angeles last week.

In a post-reality environment, it turns out, the president didn’t need to wait for a crisis to launch an authoritarian crackdown. Instead, he can simply invent one.

It’s true that some of those protesting Immigration and Customs Enforcement raids in Los Angeles have been violent; on Sunday one man was arrested for allegedly tossing a Molotov cocktail at a police officer, and another was accused of driving a motorcycle into a line of cops. Such violence should be condemned both because it’s immoral and because it’s wildly counterproductive; each burning Waymo or smashed storefront is an in-kind gift to the administration.

But the idea that Trump needed to put soldiers on the streets of the city because riots were spinning out of control is pure fantasy. “Today, demonstrations across the city of Los Angeles remained peaceful, and we commend

all those who exercised their First Amendment rights responsibly,” said a statement issued by the Los Angeles Police Department on Saturday evening. That was the same day Trump overrode Gov. Gavin Newsom and federalized California’s National Guard, under a rarely used law meant to deal with “rebellion or danger of a rebellion against the authority of the government of the United States.”

Then, on Monday, with thousands of National Guard troops deployed to the city, the administration said it was also sending 700 Marines. The Los Angeles police don’t seem to want the Marines there; in a statement, Police Chief Jim McDonnell said, “The arrival of federal military forces in Los Angeles — absent clear coordination — presents a significant logistical and operational challenge for those of us charged with safeguarding this city.” But for Trump, safeguarding the city was never the point.

It’s important to understand that for this administration, protests needn’t be violent to be considered an illegitimate uprising. The presidential memorandum calling out the National Guard refers to both violent acts and any protests that “inhibit” law enforcement. That definition would seem to include peaceful demonstrations around the site of ICE raids. In May, for example, armed federal agents stormed two popular Italian restaurants in San Diego looking for workers in the country illegally; they handcuffed staff members and took four people into custody. As they did so, an outraged crowd gathered outside, chanting “shame” and for a time blocking the agents from leaving. Under Trump’s order, the military could target these people as insurrectionists.

The administration, after all, has every reason to want to intimidate those who might take part in civil disobedience. Violent protests play into its hands; peaceful ones threaten the absurd narrative it’s trying to bludgeon America into accepting. Just look at the lengths to which it’s going to silence David Huerta, president of the Service Employees International Union of California. Last week, Huerta was arrested after sitting on a sidewalk and blocking a gate while protesting an immigration raid at a work site in Los Angeles. While he was being detained, he was knocked to the ground, resulting in his hospitalization. On Monday, the Justice Department charged him with “conspiracy to impede an officer,” a felony that carries a maximum prison term of six years.

Trump also, on Monday, called for the arrest of Newsom. If you saw all this in any other country — soldiers sent to crush dissent, union leaders arrested, opposition politicians threatened — it would be clear that autocracy had arrived. The question, now, is whether Americans who hate tyranny can be roused to respond.

Many people have speculated that the confrontation in Los Angeles will play into Trump’s hands, allowing him to pose as a champion of law and order bringing criminal mobs to heel. Maybe they’re right; Trump is a master demagogue with a gift for creating the scenes of conflict his supporters crave. We now know that Dr. Phil was on the ground with

ICE during the raids that set off the Los Angeles unrest, filming a prime-time special. The administration appeared to want a spectacle.

Public opinion, however, isn’t set in stone, which is why it’s important for everyone who has a platform — politicians, veterans, cultural and religious leaders — to denounce the administration’s authoritarian overreach. Administration officials like Stephen Miller are pushing the idea that Los Angeles is “occupied territory,” as evidenced by the foreign flags some protesters are carrying. Americans who still have hope for democracy should be saying, as loudly and as often as they can, that this is an insultingly stupid lie to justify a dictatorial power grab. Maybe it will turn out that the truth is no match for right-wing propaganda, but if that’s the case, we were already lost.

Yes, America has lurched to the right since Trump’s first term, and he can get away with abuses now that would have set off mass outrage then. Plenty of Democrats, burned by the backlash against Black Lives Matter and large-scale illegal immigration, would rather not have a fight over disorder in Los Angeles. “For months, Democrats scarred by the politics of the issue sought to sidestep President Donald Trump’s immigration wars — focusing instead on the economy, tariffs or, in the case of deportations, due process concerns,” reported Politico.

But there’s no sidestepping a president deploying the military in an American city based on ludicrous falsehoods about a foreign invasion. Indeed, it’s hard to think of a clearer signpost on the road to dictatorship. This Saturday, on Trump’s birthday, he’s planning a giant military parade in Washington, ostensibly to celebrate the Army’s 250th anniversary. Tanks have been photographed en route to the city, the Lincoln Memorial standing tragically in the background, like an image from some Hollywood dystopia.

On that day, there will be demonstrations all over the country under the rubric “No Kings.” I desperately hope that Trump’s attempt to quash protest ends up fueling it. Those who want to live in a free country may be scared, but they shouldn’t be cowed.

De los 938 grados conferidos, 543 fueron de bachillerato en 38 concentraciones y 354 de ellos con honores. 283 estudiantes obtuvieron el grado en maestría y 86 grados asociados (56 de ellos con honores).

En su mensaje a los graduandos, el presidente de la Universidad del Sagrado Corazón, Gilberto J. Marxuach Torrós aludió a la trayectoria de los 145 años del proyecto educativo, donde destacó la historia de cuatro religiosas del Sagrado Corazón, quienes tenían como objetivo transformar la sociedad mediante la educación de los jóvenes. “Cada una se atrevió y cruzó una gran frontera para dar al mundo algo nuevo. En esta graduación, su Universidad les pregunta ¿cuál es la frontera que van a cruzar?”, expresó Marxuach To-

Cámara de Representantes inicia evaluación de la Secretaria de Estado designada

Contralora detecta deficiencias en procesos de compras y pagos en el Municipio de Adjuntas

ADJUNTAS – La Oficina del Contralor de Puerto Rico emitió el martes, una opinión cualificada sobre las operaciones fiscales del Municipio de Adjuntas, al identificar incumplimientos significativos en los procesos de compras y desembolsos entre 2021 y 2023.

El informe revela que el municipio no obligó cerca de 950,000 dólares en asignaciones presupuestarias para contratos y enmiendas relacionados con asfaltado, reparación de carreteras y estabilización de taludes. Esta falta de control podría derivar en sobregiros y litigios innecesarios. Entre las deficiencias, se destaca que trabajos en

el puente de la carretera 522 del barrio Garzas fueron subcontratados sin autorización municipal, a pesar de estar prohibido por contrato. Además, la auditoría señala que el 87 por ciento de los justificantes de pago no se marcaron como pagados y que el 29 por ciento de las cotizaciones carecían de la firma de un funcionario responsable.

Sly Stone, maestro of a multifaceted, hitmaking band, dies at 82

Sly Stone, the influential, eccentric and preternaturally rhythmic singer, songwriter, multi-instrumentalist and producer whose run of hits in the late 1960s and early ’70s with his band the Family Stone could be dance anthems, political documents or both, died Monday in Los Angeles. He was 82.

The cause was “a prolonged battle with COPD,” or lung disease, “and other underlying health issues,” his representatives said in a statement.

As the colorful maestro and mastermind of a multiracial, mixed-gender band, Stone experimented with the R&B, soul and gospel music he was raised on in the San Francisco area, mixing classic ingredients of Black music with progressive funk and the burgeoning freedoms of psychedelic rock ’n’ roll.

The band’s most recognizable songs, many of which would be sampled by hip-hop artists, include “Everyday People,” “Dance to the Music,” “I Want to Take You Higher,” “Family Affair,” “Hot Fun in the Summertime” and “Thank You (Falettinme Be Mice Elf Agin).”

A lasting impact

Although Stone eventually receded from center stage, his vibrant, intricately arranged songs left their mark on a host of top artists, including George Clinton, Stevie Wonder, Prince, Michael Jackson, Outkast, Red Hot Chili Peppers and D’Angelo, as well as jazz musicians such as Miles Davis and Herbie Hancock. As critic Joel Selvin said, “There was Black music before Sly Stone, and Black music after Sly Stone.”

His musical legacy was fortified and refreshed in recent years, a push led by musician and music historian Questlove, who directed the Academy Award-winning documentary “Summer of Soul,” from 2021, which included a performance by Sly and the Family Stone during a Harlem cultural festival in 1969. That film was followed in 2023 by a memoir by Stone, “Thank You (Falettinme Be Mice Elf Agin).” And last year Questlove released a documentary devoted entirely to him, “Sly Lives! (aka the Burden of Black Genius).”

“He had a way of talking, moving from playful to earnest at will,” Questlove wrote of Stone in the introduction to Stone’s autobiography, which he also helped to release as part of his publishing imprint. “He had a look, belts and hats and jewelry. Everybody was a star, as he said (and sang), but he was a special case, cooler than everything around him by a factor of infinity.”

From 1968 to 1971, Sly and the Family Stone released a defining string of albums — “A Whole New Thing,” “Dance to the Music,” “Life,” “Stand!” and “There’s a Riot Goin’ On” — that were celebratory but also knowing about the fragile state of the world, complicating the Summer of Love’s themes of unity and its sounds of euphoria with a street savvy that presaged the end of the party, even as the band played on.

The group stomped, grooved and shouted its way into the national consciousness in an appearance on “The Ed Sullivan Show” in 1968, performing a medley of songs that

are now regarded as classics. Sly and the Family Stone soon dominated the charts and further established itself as an eradefining act with similarly jarring, joyous appearances the next year at the Newport Jazz Festival and the Woodstock festival.

Always a standout

Stone began isolating himself in the 1970s and ’80s with drug use and increasingly unpredictable behavior, retreating to a mansion compound in Los Angeles and often missing concerts.

But he still could not help standing out, often innovating along the way. He became one of the first mainstream artists to record with a drum machine — one of his many influences on hip-hop — while becoming more flamboyant in appearance (shiny vests, alien-eye glasses) and more idiosyncratic musically. The title track on 1971’s “There’s a Riot Goin’ On” was silent, listed at zero minutes and zero seconds, because, as Stone later said, “I felt there should be no riots.”

Pharrell Williams, writing in The New York Times in 2003, said of Stone’s legacy: “He spoke to a generation and ones that followed. He challenged people’s perception of

normalcy. He wore seriously fly clothes, and to this day, I have no idea how he walked around in those platforms.”

Sly and the Family Stone were inducted into the Rock & Roll Hall of Fame in 1993. Stone, who had by then gained a reputation as a recluse, made a surprise appearance and a brief speech, ending with a cryptic “See you soon.”

But it wasn’t until more than a decade later, at the 2006 Grammy Awards, that most people caught another glimpse of him. In a silver get-up, dark shades and a blond mohawk, Stone joined in during a tribute to his old band, playing a synthesizer and singing on “I Want to Take You Higher.” He departed the stage before the end of the song.

Stone performed intermittently, and often bizarrely, throughout his later years. At Coachella in 2010, he played while seated in an office chair, wearing a long blond wig “that hid most of my face, a police hat that hid the rest,” he wrote in his memoir.

“I was dressed that way because I didn’t want anyone to recognize me,” he added.

He remained an almost mystic presence in his rare public showings, frequently arriving at concerts by family members and past collaborators on a motorcycle and only occasionally bothering to remove his helmet.

Although he was rumored to be homeless, Stone wrote in his autobiography that he lived for years in the 2000s, by choice, in a white Pleasure Way recreational vehicle, which was “everything to me: dressing room, hotel room, transportation, hide-out, office.”

In 2010, he sued his former managers, claiming that they had defrauded him of many millions. A jury eventually awarded him $5 million, but the judgment was soon reversed. “I knew how the system worked, meaning that I knew that often it didn’t work,” Stone wrote in his book.

But he was insistent that financial troubles were not responsible for his drifter lifestyle. “I like my small camper,” he told an interviewer. “I just do not want to return to a fixed home. I cannot stand being in one place. I must keep moving.”

It started in church

Sylvester Stewart was born in Denton, Texas, on March 15, 1943, the second of Alpha and K.C. Stewart’s five children. Soon after, the family moved west to Vallejo, California, north of San Francisco, where Alpha Stewart worked as a cleaner and in maintenance at a department store. The couple raised their children in the Pentecostal Church, where they first became immersed in music.

In 1952, the Stewart Family Four, a vocal group consisting of Sylvester and three of his siblings, released a gospel single, “On the Battlefield,” with “Walking in Jesus’s Name” on the flip side. The record planted the seeds of the group harmonies for which the Family Stone would become known.

Even as a child, Sylvester, who sang lead, was the star. “People were hollering and wanting to touch him,” his mother recalled of the group’s early performances, when he was as young as 5. “You had to hold them back sometimes.”

It went both ways: Stone recalled his mother saying that he really came alive in front of a crowd. “If they didn’t respond, I would cry,” he wrote.

In high school, Stone — who picked up the nickname Sly thanks to a friend’s misspelling of his first name — was a hot commodity as a guitarist for local doo-wop groups. He learned new instruments with ease and moved from a Black band, the Webs, to a more successful mixed-race act, the Viscaynes, with whom he released a handful of singles and tasted his first morsels of industry buzz.

After a brief stint studying music theory, on and off, at Vallejo Junior College, Stone, by then a fledgling commodity in the flourishing Bay Area music scene, was tapped by some enterprising disc jockeys to work as a producer for their new label, Autumn Records. There, he helped write Bobby Freeman’s “C’mon and Swim,” which became a Top 10 hit in 1964 and the catalyst of a dance craze.

Around the same time, Stone attended the Chris Borden School of Broadcasting in San Francisco, eventually making a name for himself as a DJ at KSOL and KDIA, local AM stations aimed at Black listeners.

Never one to be boxed in, Stone varied his playlists with sounds of the day besides soul and R&B. “I played Dylan, Lord Buckley, the Beatles. Every night I tried something else,” he recalled in a 1970 Rolling Stone profile. “Everything was just on instinct. You know, if there was an Ex-Lax commercial, I’d play the sound of a toilet.”

On the radio, as in his musical career to come, Stone rejected racial divisions. “I found out about a lot of things I don’t like,” he said of his time on the air. “Like, I think there shouldn’t be ‘Black radio.’ Just radio. Everybody be a part of everything. I didn’t look at my job in terms of Black.”

By 1966, he was focused on his own music and was fronting a group called Sly and the Stoners. His brother Freddie was playing at the time with white drummer Gregg Errico in Freddie & the Stone Souls. The two groups fused in 1967, becoming Sly and the Family Stone.

up — along with Larry Graham on bass and Vaetta Stewart, Sly’s younger sister, singing backup. The lineup would go on to include trumpeter Cynthia Robinson and saxophonist Jerry Martini, as well as Stone’s sister Rose, who played keyboard and sang.

“We all quickly realized what Sly was doing when we looked around at each other,” Errico told Rolling Stone in 2015. “There were race riots going on at the time. Putting a musical group together with male and female and Black and white, to us, it felt really natural and cool and comfortable, but it made a statement that was definitely threatening to some people.”

The band’s debut album, “A Whole New Thing,” released in 1967 by Epic Records, was indeed ahead of its time — so much so that it did not sell well. But the follow-up, “Dance to the Music,” and its title track, which became a Top 10 single, catapulted the band beyond the psychedelic Bay Area scene, which had also given rise to contemporary acts such as the Grateful Dead and Jefferson Airplane.

Sly and the Family Stone’s message always included acceptance and togetherness. “Different strokes for different folks,” the band sang on “Everyday People,” its first No. 1 record. “We got to live together.” At Woodstock, early on a Sunday morning, Stone insisted on a singalong, making sure to encourage those audience members who might have considered such a feel-good exercise “old-fashioned.”

The harmony didn’t last. As the band moved into a Beverly Hills mansion to live and record in the early 1970s, drug use turned the Family Stone dysfunctional. While the impactful songs were still there — “There’s a Riot Goin’ On” marked a darker, more experimental progression — Stone chronically missed concerts, burning bridges with promoters and industry executives, even while the band reached the heights of its popularity.

“Sometimes you don’t feel your soul at 7:30,” he told Rolling Stone after missing five straight shows in 1971.

The uneven albums to follow, including “Fresh” in 1973 and “Small Talk” in 1974, showed more cracks in the foundation. Increasingly reliant on stunts, Stone married Kathy Silva, an actress and the mother of his first child, Sylvester Jr., onstage before a concert at Madison Square Garden in 1974. More than 20,000 people attended. The couple promptly divorced. And while the band’s singular sound continued to spiral into new, less radio-friendly directions, the original Family Stone lineup had wilted by 1975, with Stone increasingly recording solo.

He would never marry again. In addition to his son, he is survived by two daughters, Sylvette and Novena Carmel.

In the decades that followed, there were periodic attempts to keep the Family Stone name alive and once again put Sly at the front of the cultural pack; his 1979 album was titled “Back on the Right Track.” But his idiosyncrasies and his legal troubles, including arrests for cocaine possession, held him back.

While his second and final solo album, “I’m Back! Family & Friends,” from 2011, was billed as Stone’s first release in three decades, he dismissed it as mostly old hits remade with new guests. In 2019, he cut a deal with Michael Jackson’s publishing company, Mijac, which allowed him once again to collect payment from a minority interest in his music catalog.

For his part, Stone said he reveled in his break from fame, having executed a lifetime of musical breakthroughs in less than a decade. “If you think about it, what could I do after ‘Higher’ or ‘If You Want Me to Stay’?” he asked journalist Michael Goldberg in the early 1980s. “I wanted to go fishing, man. Or drive my own car. For a long time, I didn’t understand anywhere but hotel rooms, the inside of airplanes, and trying to figure out a way that I didn’t come off wrong to human beings.”

Along with Questlove, Stone’s longtime friend and manager Arlene Hirschkowitz helped push a renaissance of recognition in recent years. “Even if I stayed out of the spotlight, people managed to locate me,” Stone wrote in his memoir.

Stone eventually moved into a new house, where he passed time watching television, visiting with family and listening to music. “I keep my ears open for songs that connect back to my music,” he wrote. “I feel proud when I hear it echoing in what other people make.” (As Clinton, who inducted Stone into the Rock & Roll Hall of Fame, once said, “Sly was like all the Beatles and all of Motown in one.”)

Asked in the final pages of his autobiography if there was one thing that people could take from his life, Stone replied, “Music, just music.”

He added: “It’s been that always from the start. I don’t want to get in people’s way, and I don’t want them to get in my way. I just want to play my songs.”

La parte demandante ha radicado una acción de cobro de dinero y ejecución de hipoteca por deuda vencida y la misma está garantizada por la siguiente propiedad: URBANA: Solar marcado con el número quince (15) del bloque “K” de la Urbanización San José, del proyecto PRR guión cinco guión ciento siete “PRR-5-107” radicado en el barrio Salto Abajo del término municipal de Utuado, con una cabida superficial de trescientos ocho punto cincuenta y tres (308.53) metros cuadrados, en lindes: al Norte, con solares “K” guión cinco (K-5), “K” guión seis (K-6) y “K” guión siete (K-7) en tres porciones con un largo total de catorce punto once (14.11) metros; al Sur, con la calle veinte (20), con dos arcos y una recta con un largo total de doce punto sesenta y dos (12.62) metros; al Este, con el solar “K” guión catorce (K-14) en distancia de veintitrés punto sesenta y cuatro (23.64) metros y al Oeste, con solar “K” guión dieciséis (K-16) en distancia de veintidós punto treinta y siete (22.37) metros. El Tribunal Superior de Puerto Rico, Sala Superior de Utuado, dictó la siguiente providencia: “ORDEN: El Tribunal ha examinado la Demanda y la “MOCIÓN INFORMATIVA SOMETIENDO EMPLAZAMIENTOS DILIGENCIADOS Y SOLICITUD DE EMPLAZAMIENTO POR EDICTO”, presentada esta última el 8 de mayo de 2025. DRD Summer Grand Prix draws more than 4,100 athletes in 11 towns

More than 4,100 athletes participated this past weekend in the DRD Summer Grand Prix, a sporting event held in 11 municipalities and featuring 28 disciplines, including seven adapted sports.

Recreation and Sports (DRD by its initials in Spanish) Secretary Héctor Vázquez Muñiz said “this year we wanted to restructure the concept of the games, giving space to non-traditional disciplines and ensuring that adapted sports have an important place in the competitions.”

Vázquez Muñiz added that he was “pleased with the reception the event received and honored to have been part of the dynamic that took place this weekend.”

The disciplines with the greatest participation were track and field, taekwondo and swimming. Other notable competitions included handball, table tennis and boxing.

“The common factor in all the events was the strong presence of parents, supporting their children and celebrating with them regardless of the outcome,” the DRD secretary noted. “That’s the charm of this type of event, which focuses on grassroots sports; both participants and spectators appreciate the development opportunities provided by simply competing on a sporting stage like this.”

The DRD Summer Grand Prix was dedicated to Isabelina para-athlete Alelí Medina, a three-time International Surfing Association world champion and two-time Association of Adaptive Surfing Professionals world champion in the blind/low vision division.

The disciplines with the greatest participation in the DRD Summer Grand Prix this past weekend were track and field, taekwondo and swimming, followed by handball, table tennis and boxing.

Trump’s travel ban could shake up international sporting events

The proclamation President Donald Trump signed last week banning travel to the United States by people from a dozen countries makes exceptions for athletes, coaches and support staff for “major sporting events,” including the World Cup and the Olympics.

What qualifies as a major sporting event remains to be seen. Trump’s proclamation, issued June 4, says that the secretary of state, Marco Rubio, will determine which events can receive an exemption.

A host of international sporting events are planned in the United States over the next months and years. While some of the countries on the ban list, such as Chad and Yemen, are not traditional sporting powers, others, such as Iran and Haiti, could well expect to send athletes to the United States for a range of competitions.

Haiti has qualified for the CONCACAF Gold Cup regional men’s soccer championship tournament, which begins on Saturday, and is scheduled to play games in San Diego, Houston and Arlington, Texas. (Facebook via FHF - Fédération Haïtienne De Football)

Trump also imposed a lower level of restrictions on seven other countries, including Cuba, a strong player on the international sporting stage, and Venezuela.

Decisions will have to be made quickly. The CONCACAF Gold Cup, the men’s soccer championship for North American, Central American and Caribbean nations, begins Saturday and will be played at sites across the United States (and one in Canada). Haiti has qualified for the

competition and is scheduled to play games in San Diego, Houston and Arlington, Texas.

The Club World Cup, the world championship for men’s club soccer teams, also begins Saturday in several U.S. cities. No team based in a country on the banned list has qualified, but the teams involved include players and staff members from all over the world.

CONCACAF, which runs the Gold Cup, and FIFA, which runs the Club World Cup, did not immediately respond to requests for comment.

Other events coming to the United States this year — including the under-19 softball World Cup and the world skateboarding championships — are less likely to be considered “major” events. There are also big races, such as the Chicago and New York marathons in the fall. Rubio may find himself facing a lot of judgment calls.

The implications for college athletics, where rosters in many sports are dotted with international students, are also unclear. The NCAA said late last week that it had no comment.

Both events that are explicitly ex-

empted from the ban — the men’s soccer World Cup and the Summer Olympics — are coming to the United States after this year. The World Cup is scheduled for 2026, and Iran has already qualified. (Hosting duties will be shared with Canada and Mexico.) Los Angeles will host the Summer Olympics in 2028.

“Both people that are coming and Americans would hope that we can have confidence that when people come to the United States that they are properly vetted,” Tommy Pigott, a State Department spokesperson, said at a news briefing late last week when asked about the World Cup. “I think this is part of what it means to host an event of this magnitude.”
