Peña Payano emphasized landmark legislation, starting with Law 2, aimed at strengthening the reliability of Puerto Rico’s electrical service and ensuring compliance with renewable energy goals through 2050. He also highlighted Law 1 and Law 2 on energy policy and Law 7 of 2025, which guarantees Puerto Rican women the right to direct care from an OB-GYN for up to one year postpartum -- without intermediaries or unnecessary authorizations -- a first in the island’s history.

Other notable measures include:

Law 11 of 2025: Promotes folic acid education and prevention during early pregnancy stages.

On fiscal matters, Peña Payano pointed to Law 65 and Law 72 of 2025, which streamline tax processes between the Treasury Department and municipalities to ease compliance for small and midsize businesses. Additionally, Law 67 of 2025 modernizes agricultural incentives, ensuring transparency for bona fide farmers.

The administration also advanced protections for older adults, including amendments to the Bill of Rights for Seniors to encourage volunteer participation in government programs, and expanded the jurisdiction of the Special Investigations Bureau to tackle financial fraud targeting seniors.

“These measures reflect our commitment to turning words into action,” Peña Payano said, underscoring that the legislative agenda aligns with the government program endorsed by island voters.

Ride-hailing platform Uber has enabled a feature in Puerto Rico that allows female drivers to receive ride requests only from users who identify as women, in order to offer them more control and comfort while earning money.

“More and more women are choosing the Uber app to generate additional income in Puerto Rico, and we want them to find in Uber a real and accessible economic opportunity, and to feel comfortable every time they go out to drive,” said Manuela Bedoya, Uber’s safety communications manager for the Andean Region, the Caribbean, and Central America, in a written statement. “This feature is an important step to strengthen their experience on the app and support those who are already part of the app’s community in the country

Bedoya noted that women represent 25% of the active drivers on the platform, making Puerto Rico the Latin American jurisdiction with the highest female driver participation on the service. She noted that the feature aims to support this growth with tools designed to meet their needs.

The new option will be available to people who identify as women or non-binary. Its use is optional and can be activated or deactivated in the driving preferences section of the app, allowing each driver to decide whether they want to receive only requests from women or access all available options.

Bedoya added that both drivers and passengers can update their gender information in the app to personalize their experience. She said Uber has more than 30 safety tools in Puerto Rico, including RideCheck, the option to share the trip with trusted contacts, direct 911 calls from the app, and encrypted video recording for drivers.

AMPR delivers 300-plus boxes of food to El Comedor de la Kennedy

Puerto Rico Teachers Association (AMPR by its initials in Spanish) President Víctor Bonilla Sánchez announced Thursday the delivery of more than 300 sorted boxes of food to El Comedor de la Kennedy, as part of a solidarity campaign launched in October to support the mission that no one goes to bed hungry.

“The teaching profession has always been a driving force of service and solidarity for Puerto Rico,” Bonilla Sánchez said in a written statement. “This effort demonstrates that education is not only experienced in the classroom, but also in every act of empathy that transforms lives. Thanks to our school communities, members, and families, today we reinforce the mission that no one on this island goes without a meal.”

During the visit to the community kitchen, AMPR representatives delivered the donation, which was collected with

the participation of members, teachers, students, school staff, families and citizens who joined the effort. The collection included items such as pasta, beans, canned meats and vegetables, coffee, sugar, honey, cereals, UHT milk, soups, nutritional supplements, and cleaning products.

Chef Iván Clemente, founder of El Comedor de la Kennedy, expressed his gratitude for the support and emphasized that the teachers’ solidarity will allow them to replenish the necessary inventory to continue providing free meals to children, university students, senior citizens and families in need.

The AMPR stated that the support also benefits active and retired teachers facing food insecurity due to hikes in the cost of living.

Bonilla Sánchez added that the effort had the support of the AMPR board of directors, the local union, the institution’s departments, and the Department of Education, which facilitated the designation of schools as collection centers and the project’s logistics.

Yule bonus to go out to 758 Cataño municipal employees

The Municipality of Cataño announced that this Friday it will be distributing the $1,000 Christmas bonus to a total of 758 municipal employees who met the legal requirements. The total investment amounts to $758,374.93.

Mayor Julio Alicea Vasallo emphasized Thursday that the municipality’s ability to meet the commitment on time stems from a year marked by fiscal discipline, administrative restructuring and the execution of tangible projects for the community.

DNER begins renovations at Rangers headquarters in Culebra

Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez announced Thursday the start of the process of rehabilitating the agency’s Rangers Corps (Cuerpo de Vigilantes) headquarters in the offshore island municipality of Culebra.

The work will focus on refurbishing the structure located in the San Ildefonso area, including clearing green areas, painting, replacing light fixtures, building a space for an emergency power generator, creating a storage area, upgrading bathrooms, installing new signage, and improving communication systems such as shortwave radios, among other tasks.

“Our rangers in Culebra do an outstanding job protecting natural resources, but to continue that work, we need to improve the headquarters’ facilities -- and that’s what we’re going to do quickly,” Quiles said. “The structure is ideal for the functions we

carry out; it just needs refurbishment, which has already been scheduled and will begin soon. With these improvements, our rangers will have more tools to handle any emergency situation in the area.”

Culebra is home to the Luis Peña Nature Reserve.

“I want to highlight the work of rangers Ilienis Acosta and Cindymar Villanueva, among others, who are stationed in Culebra,” added Quiles, who visited the headquarters on Monday. “Rangers are law enforcement officers and play a very important role in defending the environment, especially given the geographical challenges of working in island municipalities. That’s why we will provide all the necessary equipment. We are even evaluating new vehicles, among other resources.”

As previously reported by the STAR, the DNER also began reconstruction work this week on the pier used by rangers in Culebra. With an investment of $926,359.44 in funds allocated by the Federal Emergency Management Agency (FEMA), the new

structure will support maritime operations for the rangers, including preventive patrols, enforcement actions, coastal interventions and assistance with reef rehabilitation efforts, among other activities.

Puerto Rico is contracting for more power than it needs, IEEFA warns

Puerto Rico is on track to dramatically overbuild its power generation system, according to a new analysis by the Institute for Energy Economics and Financial Analysis (IEEFA). The group says the island is contracting for far more capacity than necessary -- despite a legal mandate to reach 100% renewable energy by 2050.

On Oct. 17, the Puerto Rico Public-Private Partnerships Authority (P3A) issued a request for qualifications (RFQ) for 3,000 megawatts (MW) of new firm generation capacity. That same day, grid operator LUMA Energy filed its 20-year integrated resource plan (IRP) with the Puerto Rico Energy Bureau (PREB) -- a plan rendered largely irrelevant by the P3A’s move.

The IEEFA argues that this timing underscores a deeper problem: Puerto Rico’s energy decisions are increasingly made outside the integrated resource planning process, which is designed to ensure least-cost, reliable service. Instead, ad-hoc contracting is driving major investments -- such as a 560-MW natural gas plant and plans for 800 MW of temporary generation to run for

a decade -- far beyond what the IRP envisioned. The current IRP only called for evaluating a single 300 MW gas plant.

If the aforementioned projects proceed, Puerto Rico will have an 85% reserve margin for years to come -- more than double industry standards -- even before accounting for planned battery storage.

“What is the purpose of a planning process if the decision has already been made to overbuild the system for the next 20 years?” the IEEFA asks.

The group warns that this approach will lock in fossil fuel dependence and higher costs for consumers. Any new gas plants built now will likely operate well past 2050, undermining Puerto Rico’s renewable energy goals. While officials have floated green hydrogen and biodiesel as future fuel alternatives, the IEEFA notes that neither is likely to be cost-effective or climate-friendly in Puerto Rico.

The IEEFA stressed that bypassing a rigorous planning process in favor of politically driven procurement repeats the mistakes that led to PREPA’s financial crisis -- and risks saddling Puerto Rico with unnecessary infrastructure and higher rates.

DDEC issues filings to strengthen permitting, speed up approvals

The Puerto Rico Department of Economic Development and Commerce (DDEC by its acronym in Spanish), its Permits Management Office (OGPe), and Planning Board (JP) have announced a series of formal filings with the Financial Oversight and Management Board and the Office of Management and Budget (OMB) aimed at securing resources to strengthen the island’s permitting system and accelerate approval of projects critical to economic growth.

The measures are part of a comprehensive strategy combining legal, administrative and technological actions to modernize the permitting process, reduce evaluation times, and ensure greater transparency and efficiency.

As required by Law 161-2009, DDEC will move forward with hiring specialized professionals to support technical evaluations and recommendations within OGPe. The initiative will be funded with $780,000 requested from the OMB under previously allocated resources for “Economic Growth and Ease of Doing Business Initiatives.” The funds will help clear backlogs and ensure compliance with deadlines established under recent reforms.

In addition, DDEC and the JP have begun implementing the Qualified Professional mechanism created by Law 131-2024. The agencies jointly requested technical and consulting support from the oversight board to establish a registry of accredited engineers, planners, architects and specialists authorized to issue technical recommendations within the permitting system. Their integration into the Single Business Portal is expected to reduce bottlenecks and accelerate both public and private projects without compromising regulatory compliance.

“These actions represent a decisive step toward a permit-

ting system that facilitates, rather than hinders, economic development,” DDEC Secretary Sebastián Negrón Reichard said. “We are proposing a structural reform that combines legislation, technology, and technical expertise to give investors confidence that Puerto Rico is an agile, reliable, and competitive place to do business.”

Planning Board President Héctor A. Morales Martínez emphasized that the Qualified Professional model “introduces a necessary evolution in Puerto Rico’s permitting system, incorporating independent experts to bring agility without sacrificing technical rigor or public oversight.”

Complementing those efforts, OGPe issued Administrative Order OA-2025-003 to update designations of officials authorized to certify resolutions and plans at regional offices in Arecibo, Aguadilla, Ponce, Humacao and San Juan. The order aims to standardize criteria and strengthen internal controls. Between July 31 and Oct. 29, OGPe processed about 600 plans -- an average of 46 per week. With seven additional staff assigned to the task, weekly output is expected to rise to 80-120 plans, boosting productivity by up to 160%.

Trump wanted to abolish FEMA. His own advisers disagree.

Atask force formed by President Donald Trump to consider changes to the Federal Emergency Management Agency has recommended that it should not be abolished, according to four people briefed on the matter, a position that conflicts with Trump’s earlier assertion that the agency should “go away.”

It is unclear whether Homeland Security Secretary Kristi Noem will accept the task force’s suggestions, the people said. FEMA is part of the Department of Homeland Security.

The deliberations underscore a growing tension within Trump’s political coalition over the federal role in responding to hurricanes, floods, fires and other disasters across the country that are growing more destructive as the planet warms.

Democrats and Republicans agree that the agency is often slow and inefficient. But Republicans, who control Washington, have come to recognize that FEMA aid is crucial to disaster-struck communities and would be difficult, if not impossible, for state and local governments to replace.

Earlier this year Trump called for dismantling or drastically scaling down FEMA and shifting responsibility for disaster response to the states, saying governors should handle more emergencies on their own. In May, the administration pushed out Cameron Hamilton, then the acting FEMA administrator, a day after he told Congress that the agency should not be eliminated because it helped communities “in their greatest times of need.”

But in the wake of the July 4 floods that devastated the Texas Hill Country, Trump and his aides seemed to soften their rhetoric around FEMA. Trump said during a visit to the disaster

zone in Texas that “some good people” were running the agency.

Many of the people appointed by the president to the FEMA task force hail from red states in the South that are vulnerable to hurricanes and reliant on FEMA aid. They include officials from Florida and Texas, two of the states that receive the most federal disaster assistance.

The task force has presented Noem with a draft report that calls for reforming but preserving the agency in some form, the four people briefed on the matter said. The panel failed to release its final report by Sunday as required by an executive order Trump issued in May.

The final report is now expected by the end of the year. It could ultimately suggest a compromise intended to appease the White House, such as renaming FEMA or eliminating the agency “as it exists today” or “in its

current form,” two of the people briefed on the matter said.

In response to questions, Tricia McLaughlin, a spokesperson for the Homeland Security Department, said in an email, “The FEMA Review Council has spent months working to provide recommendations to reshape and reform the bureaucratic mess that exists at FEMA. All council members have provided key insights, ideas and suggestions as their final report takes shape.”

Most of the members of the task force are Republicans, including Michael Whatley, a former chair of the Republican National Committee. He is running for a Senate seat in North Carolina, which was battered by Hurricane Helene last year and is still waiting for some FEMA aid.

Through a spokesperson, Whatley declined to comment on the contents of the report.

The draft report, which the Homeland Security Department declined to release to The New York Times, proposes changes to FEMA that would provide aid to states more quickly, according to the four people briefed on the matter. It also suggests that FEMA should not continue sending money to states a decade or more after a disaster has struck. And it floats the idea of restoring FEMA to a Cabinet-level agency that answers directly to the president, as it did before 2003.

Noem is editing the draft report before presenting it to Trump and has reduced it to roughly 20 pages from around 100 pages, according to the people briefed on the matter. McLaughlin said that Noem, the chair of the task force, had not altered the draft report’s findings.

The deliberations over the document come at a tumultuous time for FEMA.

David Richardson resigned Monday as acting administrator of the agency after just six months on the job. Karen Evans, a senior political appointee at FEMA who earlier this year led an overhaul of the federal Cybersecurity and Infrastructure Security Agency, will take over as acting FEMA administrator Dec. 1.

Evans, like Richardson, lacks experience in emergency management, which is a legal requirement to lead FEMA.

Richardson had told colleagues that he planned to leave the agency by the end of the year, according to three people familiar with his comments. But he resigned Monday because officials in the White House and the Homeland Security Department were considering forcing him out of the job after the task force released its report, the people said.

Ultimately, while the Trump administration can restructure FEMA without congressional approval, eliminating the agency would require an act of Congress.

Yet on Capitol Hill, many Republicans have joined with Democrats to support legislation that would make FEMA a Cabinet-level agency and reform its operations to move money more quickly to disaster-struck communities. A House committee voted, 57-3, to advance the measure in September.

Rep. Sam Graves, R-Mo., the lead sponsor of the bill, said earlier this month that he was optimistic the measure could eventually pass with White House support, despite Trump’s desire to dismantle FEMA, Federal News Network reported.

“We’ve got people on both sides bought into this process,” he said at an event hosted by Punchbowl News, adding, “FEMA is broken. The president knows it’s broken. So we’re instituting some real reforms.”

Trump approves the release of the Epstein files, but loopholes remain

Relenting to pressure from his base, President Donald Trump earlier this week announced on social media that he signed legislation calling on the Justice Department to release its files on convicted sex offender Jeffrey Epstein within 30 days.

Trump’s signature does not guarantee the release of all the files. The bill contains significant exceptions, including a provision protecting continuing investigations, which could mean many documents would stay confidential.

In a lengthy announcement on Truth Social on Wednesday, Trump focused on Democrats who were connected to Epstein and said the furor over the documents was a distraction to hurt his administration. “Democrats have used the ‘Epstein’ issue, which affects them far more than the Republican Party, in order to try and distract from our AMAZING Victories,” he wrote.

In his post, the president sought to portray the bill’s passage as the result of a directive to his party. “As everyone knows, I asked Speaker of the House Mike Johnson, and Senate Majority Leader John Thune, to pass this Bill in the House and Senate, respectively,” Trump said. “Because of this request, the votes were almost unanimous.”

But, in fact, his call for Republicans to approve the measure came only after it became clear Trump had lost a political battle on the issue. Against Trump’s wishes, House Democrats and a few Republicans joined together to force a vote on the bill, and as the vote neared, other Republicans signaled they would

approve the measure.

Maria Farmer, the first abuse survivor to report Epstein and his former girlfriend Ghislaine Maxwell to law enforcement in 1996, hailed the development.

“After being left in the dark for decades, having my repeated calls for transparency and action ignored, and living through nearly five administrations that turned a blind eye to this enormous travesty of justice, Congress finally listened to survivors,” Farmer said in a statement.

The White House has maintained that it has already made public tens of thousands of pages of documents tied to the Epstein investigation and that nothing will satisfy Trump’s critics.

For years, the allegations of sexual abuse against Epstein — and his close connections to the rich and powerful, including Trump — have fueled a desire for the release of more documents about his case to expose any other potential abusers.

By his own admission, Trump was friendly for at least 15 years with Epstein. A multimillionaire financier and convicted sex offender, Epstein was found hanged in his cell in August 2019 as he awaited trial; his death was ruled a suicide.

Trump has emphatically denied any involvement in or knowledge of Epstein’s sex-trafficking operation and said the men broke off contact years ago. He has said his dispute with Epstein stemmed from times the financier “stole” spa attendants at Mar-a-Lago by hiring them away.

On Tuesday, Trump called Epstein a “sick pervert.”

The Senate approved the legislation Wednesday that demands the Justice Department release more of the Epstein files,

a day after the legislation passed overwhelmingly in the House.

The bill contains several exceptions that are similar to the reasons Attorney General Pam Bondi initially withheld most of the files, a decision that caused an uproar among those who believed they were about to see a fuller picture of the case.

Under the legislation, the Trump administration may withhold records that identify victims or include images of child sexual abuse, or are otherwise classified. The legislation also allows records to be withheld if they would jeopardize an active federal investigation.

The Justice Department has already said the files it withheld contained images of victims, downloaded videos of child sex abuse or materials that had been ordered sealed by a court.

Moreover, Trump demanded last week that the Justice Department open an investigation into Democrats mentioned in some of the emails turned over by the Epstein estate. Bondi quickly said she had started the investigation, which could give the administration another reason to withhold documents.

A Justice Department spokesperson declined to comment on whether officials would use that investigation as a reason to decline to release additional documents.

On Wednesday, Bondi skirted questions about her plans to comply with the bill. Bondi, speaking at department headquarters, vowed to “follow the law” and protect the Epstein victims. She promised to be transparent if more material was released.

She said that “new information” obtained by investigators had prompted her to reverse her decision to close the case four months ago, but she declined to say what that information was.

Trump’s fawning meeting with the Saudi prince was a disgrace

The realities of geopolitics have long required the United States to ally itself with foreign leaders who commit terrible deeds. Defeating foreign threats often requires the help of countries that fall far short of being liberal democracies that respect human rights. Saudi Arabia is a classic example of such a country today. It both has a disturbing human rights record and is a legitimately valuable American partner in countering Iran’s aggressions and building a more stable Middle East.

But working with imperfect partners does not mean that the United States should cover up and lie about their misdeeds, as President Donald Trump did when receiving Crown Prince Mohammed bin Salman, Saudi Arabia’s de facto ruler, in the Oval Office on Tuesday. It was a fawning, cringe-worthy performance that belied America’s more powerful status. It was absolution rather than realpolitik.

Trump embraced the crown prince’s implausible claim of innocence in the 2018 murder of Jamal Khashoggi, a Saudi citizen and journalist, and berated Mary Bruce, of ABC News, for asking about the killing. The CIA has concluded that the crown prince almost certainly ordered the killing of Khashoggi, a critic of the crown prince who was living in self-imposed exile in the United States and was murdered while visiting a Saudi consulate in Turkey. A United Nations

investigator and a coalition of nongovernmental organizations reached similar conclusions.

These inquiries noted that Saudi officials offered conflicting accounts of the killing and concealed information about it. Eventually, the kingdom investigated several members of Crown Prince Mohammed’s inner circle for the killing.

The president’s performance was alarming for three main reasons. One, it suggested that the truth was irrelevant, and it discarded the hard work of American intelligence in trying to determine that truth. It continued a long pattern of Trump lying when it suits his interests.

Two, he whitewashed a brutal human-rights violation — a killing by strangulation, followed by the dismembering and disposal of the body, committed by a team of Saudi operatives. The United States does not have the power to rid the world of humanrights abuses. At its best, though, this country has successfully nudged allies toward better behavior. Trump, by contrast, signaled this week that foreign despots can eliminate bothersome critics without worry of American disapproval.

Traditionally, foreign leaders who visit the White House understand that they will not be able to avoid hard questions, as authoritarian leaders can at home. Trump unpersuasively waved away his conflicts of interest before demeaning Khashoggi — “a lot of people didn’t like that gentleman that you’re talking about” — and defending Crown Prince Mohammed. “He knew nothing about it, and we can leave it at that,” Trump said. “You don’t have to embarrass our guest by asking a question like that.”

‘Sharp Corner,’ ‘Last Breath’ and more streaming gems

‘Sharp Corner’ (2025)

This psychologically intense and often frightening character study starts innocuously enough, as middle manager Josh (Ben Foster), his wife, Rachel (Cobie Smulders), and their young son move from the city to a dream home in the suburbs. But their newfound bliss is punctured on the very first night by a horrible automobile accident in their front yard, thanks to a particularly dangerous curve that comes to consume Josh. Adapting a short story by Russell Wangersky, writer and director Jason Buxton methodically follows Josh’s quiet descent, as his obsession surfaces issues bubbling within his marriage, and his entire existence. Foster and Smulders are excellent as a man unspooling and the woman who’s watching helplessly, and the closing passages have a disturbing, live wire, anythingcan-happen quality. This one gets under your skin, and stays there. (Stream it on Hulu.)

‘Last Breath’ (2025)

This tense survival thriller is based on a true story, a 2012 deep sea accident which left a young diver, part of a three-man oil-pipe repair team, stranded without access to oxygen or any way to communicate with the rest of his team. Director is Alex Parkinson, who previously directed (with Richard da Costa) a 2019 documentary account of the story, and

he carries over a journalistic sensibility, refusing to juice up the tension with false crises or extraneous characters. Most of what we see is focused on these three men and their increasing desperation, and that’s all we need — particularly when one is played by Woody Harrelson, who crafts a complex and often heart-wrenching characterization solely using the tools of his face and voice. ‘The Legend of Ochi’ (2025)

Willem Dafoe may as well be a contract player at the indie stalwart A24, so it shouldn’t come as a surprise that he turns up in this, one of their few forays into family entertainment to date. The title creatures dwell in the woods near Carpathia, where they are feared and hunted by locals, led by Maxim (Dafoe); Helena Zengel is his daughter who, of course, finds and befriends an Ochi under her father’s nose. Writer and director Isaiah Saxon pays affectionate tribute to the tactile family adventures of the 1980s (like “The Dark Crystal” and “E.T.”), within a charming style and tone that’s all his own. (Stream it on HBO Max.)

‘American Made’ (2017)

Tom Cruise spent most of the ’80s solidifying his all-American male image by making movies in which he was the world’s best — the best fighter pilot, the best pool player, the best racecar driver, the best bartender. But many of his recent films have subverted that image, examining what happens when the onetime golden boy finds that he can no longer get by on double-talk and a million-watt smile. Though oddly underseen, this is one of the best of that bunch, telling the true story of Barry Seal (Cruise), who used his skills as an airline pilot to run drugs in the 1980s. Cruise beautifully balances the character’s desperation and bravado, while director Doug Liman approaches the material with the right mixture of sly wit and anythinggoes bemusement. (Stream it on Peacock.)

‘Hostiles’ (2017)

The biopic “Springsteen: Deliver Me From Nowhere” is looking like a potential awards contender this fall, falling well within the wheelhouse of director Scott Cooper, whose previous films include “Crazy Heart” and “Out of the Furnace.” But he’s a director of range, as evidenced by this thoughtful exploration of the myths and contradictions of the American

West — and the American western. Christian Bale is superb as a soldier notorious for his brutal treatment of Indigenous people, who is given one last assignment: to accompany an ailing nemesis, the Cheyenne chief Yellow Hawk (Wes Studi), back to his ancestral home. Studi is as reliable as ever, playing the role with dignity and soul without reverting to stock characterization; Rosamund Pike adds spice as an unexpected fellow traveler, while Timothée Chalamet, Rory Cochrane and Jesse Plemons find moments to shine in well-crafted supporting roles. (Stream it on Netflix.)

‘Once Upon a Time in Venice’ (2017)

When Bruce Willis stepped away from acting in 2022 following his diagnosis with aphasia, fans were heartbroken — not only because of the personal tragedy, but because so many of his final years on-camera were spent in low-quality, straight-to-VOD action movies in which his declining state was increasingly visible. But this mystery comedy is far better than its contemporaries in the Willis oeuvre, a shaggy dog of a movie in which Willis stars (and actually stars) as a Venice private eye attempting to juggle an increasingly convoluted chain of cases, while barely staying alive and accumulating considerable debt. His profession is a welcome shout-out to Willis’ breakthrough role as detective David Addison on “Moonlighting,” while his longtime real-life pal John Goodman makes a delightful sidekick. It’s an undisciplined picture, but its shagginess is part of its appeal, and it’s a joy to see Willis so loose and charming, reminding us of what he did so well. (Stream it on Hulu.)

Holly Hunter has spent the past few years mostly in supporting roles and on television, so it’s easy to forget what a riveting leading lady she can be. This modest but powerful indie drama is a stark reminder. As Darcy, a hard case whose son took his own life some time back, Hunter crafts an astonishingly intimate portrait of long-term grief, the kind of person who not only won’t “get over it,” but doesn’t see the need to. She finally finds an outlet for her residual feelings when she discovers that her son’s restaurant idea was swiped by his best friend, so she hits the road (alongside an equally excellent Carrie Coon) to confront him. It’s the kind of character Hunter has always played well: smart, stubborn and soulful. (Stream it on Amazon Prime Video.)

Goldman projects $40 billion stock selling scenario over the next week

The S&P 500 index’s fall below a closely watched level gave hedge funds that trade stocks on trends the green light to potentially sell almost $40 billion in equities in the coming week, Goldman Sachs said in a note to clients seen by Reuters.

The S&P 500 declined in value past a threshold of 6,725 on Wednesday. It closed the day at 6,642.

Trend-following hedge funds were watching that threshold as a signal to either sell out of their positions, or to add short bets that stocks would fall further, the note sent to clients late on Wednesday said.

After prices fell below that figure, Goldman’s calculations suggest that over the next week, $39 billion of global equities might be sold.

Should stock prices extend falls, the bank estimates that systematic trend hedge funds could sell as much as around $65 billion.

Trend-following hedge funds aim to capitalise on signals on the start of market trends - whether up or down. These signals can be based on the volume of traders in a market, the price or how fast an asset price changes during the trading day.

Before stocks began to sell off, these hedge funds were long around $150 billion worth of global equities, the Goldman note said.

The last time prices fell through one of these closely watched levels was in October, said Goldman, and prior to that, on April 2 when U.S. President Donald Trump announced a raft of tariff proposals.

As has often been the case over the past two years, Nvidia’s forecast-beating results have helped calm a tech sector nervous about bubble-like AI valuations. Meanwhile, hopes of another U.S. interest rate cut this year have all but disappeared.

Demand for Nvidia’s chips was never the root of the AI bubble worries, which are mostly focussed on whether the gigantic AI infrastructure spend will eventually pay off in industry-wide returns now that debt is increasingly being used to fund it. Nvidia’s business has become increasingly concentrated in its fiscal third quarter, with four customers accounting for 61% of sales.

But shares in the world’s most valuable company jumped more than 5% overnight after the results, with Nvidia’s slowing but still-impressive revenue projections showing a re-acceleration in a year’s time. And, needless to say, the AI bellwether doesn’t see stock values as being in a bubble.

Fed futures now see little more than a one-in-five chance of a cut next month - from a four-in-five chance earlier this month. September’s long-awaited payrolls report is due out later today and expected to show a 50,000 jobs gain and unchanged unemployment rate of 4.3% - although it is likely to be too far out of date to materially affect Fed thinking.

And as economic data releases return following a hiatus due to the 43-day government shutdown, the Atlanta Fed’s “GDPNow” model shows overall U.S. growth tracking an annualized rate of 4.2%.

As the world pursues clean power, millions still have no power at all

On one side of the bay, cruise ships tower above the trees, serving as temporary hotels for thousands of people attending the United Nations climate talks nearby. Ship lights twinkle as diplomats wrestle with how to provide an electricity-gobbling world with cleaner sources of power.

But just across the bay is an utterly different world, one where electricity arrived only this year for some. Many more are still waiting for it. This is a reality for hundreds of millions of people worldwide who still lack access to power, one of modernity’s most essential innovations.

“They’re marvelous, aren’t they?” said Joelma Morães Anjo, a lifelong resident of Paquetá Island, who was admiring the gleaming ships from her home, where reliable electricity was installed about nine months ago. “It’s almost like we’re part of COP,” she said, using the abbreviation for the U.N. talks being held just a few miles away in Belém, a sprawling city on the edge of the Amazon rainforest.

The vast majority of people without electricity live in Africa, but the numbers in the Western Hemisphere are not small either. Some 17 million go entirely without, and 60 million more rely on diesel, one of the dirtiest and most expensive forms of fuel, to run small generators. In Brazil’s Amazon, 1 million people have no access, and 2 million more use diesel.

Across South America and the Caribbean, nearly all of those people are Indigenous, Afro-descendant or, like on Paquetá and Jutuba islands, part of ethnically mixed communities that live along the banks of the Amazon and its myriad tributaries.

In terms of greenhouse gas emissions that accelerate climate change, their contribution is infinitesimal. The average American refrigerator, running every second of the year, would contribute more in terms of emissions than most of them. But the question of how the world’s poor get access to power is as pressing as ever.

As populations grow, reliance on charcoal as a cooking fuel has become a major contributor to deforestation, for instance. And many governments in the developing world have argued that despite climate concerns, they should not be judged for pursuing fossil fuel development if it means expanding access to electricity more rapidly.

step toward participation in a broader economy.

At home, it might mean buying a fridge, a TV and a cellphone with a camera and messaging apps that you can reliably keep charged. In a community, it might mean a speaker system at church or public Wi-Fi. Access to electricpowered machines, such as an oil press, can make production more efficient, allowing people to earn more.

Whatever the case, the question of whether or not one has electricity ripples out into nearly every moment of life.

That was on display last weekend on a sandy field just across the water from the COP cruise ships, where residents of Jutuba and Paquetá islands gathered for a five-on-five soccer tournament. The champion would win a bull, though a prize bull this was not — it was mangy, with skewed horns.

But as darkness fell, the final had yet to be played. The referee had not been able to keep the games on schedule, and sunset forced the end of the tournament. The two finalist teams agreed to slaughter the bull and share its meat.

While traditional ways of life are often romanticized in the conversation around

climate change, if people are given the option to access electricity, “very few will choose to go without it,” said Isabel Beltrán, who oversees Latin America and the Caribbean for the Global Energy Alliance for People and Planet, a philanthropic fund that finances clean energy projects. That is as much about earning money as it is about simply making life easier.

Antonia Maia, 80, the matriarch of one of Paquetá’s couple dozen families, spent most of her life without electricity before getting a solar-powered battery system through a government program this year. “You had to either use salt or go buy ice every day to keep the fish from spoiling,” she said.

Her extended family mostly earns by fishing and harvesting açaí from the palms that surround their homestead. “It’s a lot of work and a lot of money. Thanks to God

we don’t spend like that anymore,” she said. Maia’s extended family lives together on the edge of Paquetá in a compound of houses raised on stilts and connected by narrow boardwalks. This year the family received three of the nearly 300 battery systems installed on the island by Equatorial Energia, northern Brazil’s biggest utility company, which is working with the government to roll out its flagship rural electrification program, Light for All. The family members pay around $5 a month for each of the batteries.

Brazil’s current president, Luiz Inácio Lula da Silva, started the program during his first term in office more than two decades ago. Since then, more than 17 million people have gotten electricity through it. The Amazon region is now its main focus, where it is largely offering solar-powered battery systems like Maia’s.

“Most gains in electrification come from expanding a grid,” Beltrán said, “but for the harder-to-reach communities, you need to put in a much more conscious effort.”

Paquetá and Jutuba aren’t exactly hard to reach. A kite surfer from one of the cruise ships easily crossed the channel to the islands during the soccer tournament. In the distance, through thick, humid air, the skyline of Belém, a city of nearly 2 million people, shimmered in the haze.

However slow electricity has been to arrive there, Maia’s extended family is thrilled to have it. Maia, who has nine children, said she had lost count of her grandchildren and great-grandchildren. Many of them had gathered in their compound to travel by boat together to the tournament.

By the time they returned home, the solar batteries had kicked in. Maia was already in her hammock watching “Fantástico,” a variety show, on TV.

Ukraine and Europe chafe at being excluded from US-Russian peace plan

In its diplomacy about the war, Kyiv has striven to maintain an axiom that great powers should not discuss the country’s fate over its head. “Nothing about Ukraine without Ukraine” had been the approach.

Now, as the Trump administration has negotiated a 28-point settlement plan in just this way — with input from Russia but not from Ukraine or from its allies in Europe — Ukrainian and European officials and commentators are responding with dismay.

“For any plan to work, it needs Ukrainians and Europeans on board,” Kaja Kallas, the European Union’s top diplomat, said Thursday before a meeting of the bloc’s foreign affairs council.

Some in Ukraine said they believed that the United States was moving to force a settlement after Kyiv’s recent setbacks on the battlefield and amid the weakening of the government of President Volodymyr Zelenskyy in a corruption scandal.

But those talks without Ukraine came with questions. It was not clear whether those speaking for Washington and for Moscow had the full authority of their governments. The Trump administration is pursuing multiple streams of diplomacy at once, leaving some in Ukraine to wonder how they fit together. And the Kremlin has deflected questions about the peace plan.

Ukrainian officials say they have seen parts of the 28-point proposal, which was negotiated between Steve Witkoff, a Trump administration envoy, and a Kremlin counterpart, Kirill Dmitriev. As a condition for peace, it proposes that Ukraine surrender territory, cap the size of its army, forgo the deployment of a postwar

Western peacekeeping force and relinquish long-range weapons. The plan revives maximalist Moscow demands that Kyiv has previously rejected.

News of the proposal came on the same day that a Russian missile struck an apartment block in the western Ukrainian city of Ternopil, killing at least 26 and wounding about 90 others, officials said. Rescue operations continued for a second day Thursday, with 22 people still missing, Zelenskyy said.

Asked about the settlement plan Thursday, Dmitry Peskov, the Kremlin spokesperson, said Moscow had not proposed any new terms for a settlement after President Vladimir Putin met with President Donald Trump in Alaska in August. On Wednesday, Stephen Miller, a White House deputy chief of staff, said he had no announcements to make about the plan.

A U.S. military negotiating team, which was not involved in the 28-point proposal by Witkoff and Dmitriev, was in Kyiv, the Ukrainian capital, Thursday for talks. Trump’s decision to send the delegation, led by Dan Driscoll, the Army secretary, to help restart peace talks reflected a belief that the Kremlin might be more receptive to military-brokered negotiations.

That diplomatic track is the third one opened by the Trump administration. The other two have been led by Witkoff, the U.S. envoy for peace missions, and by Keith Kellogg, a former Army general who is Trump’s envoy to Russia and Ukraine.

Zelenskyy has thanked Trump for the efforts and has worked with multiple officials. Still, an adviser in his government on foreign policy, who spoke on condition of anonymity to discuss sensitive diplomacy, said confusion had arisen.

On a recent visit to Washington, the adviser said, he was assured that the Trump administration would seek a settlement in Ukraine before opening significant talks on broader issues, including a thaw in relations with Russia.

But it was the adviser’s understanding that the 28-point plan included provisions addressing broader matters on Russia as well as on European security, alongside provisions to end the war in Ukraine. He said it was unclear whether the plan had full support in Washington.

Another senior Ukrainian official, who asked not to be named to discuss internal matters, said Wednesday that the Trump administration had informed Kyiv of the talks on the 28-point plan but had not sought its input. The official said that the Ukrainian government objected to the proposal’s terms.

Secretary of State Marco Rubio said on social media Wednesday that the administration would develop a “list of potential ideas for ending this war that would be based on in

Kallas, the EU diplomat, said Thursday that the Europeans had not heard about any Russian concessions in the 28-point plan.

Senior European leaders recoiled at the U.S.-Russian plan after aspects of it were reported.

The Dutch foreign minister, David van Weel, said that any settlement was “about Ukrainian territory. It’s about Ukrainian sovereignty. So without a buy-in of Ukraine, you won’t get the support of the Europeans.”

The Swedish foreign minister, Maria Malmer Stenergard, said, “It’s quite obvious that Russia is not willing to have serious peace talks.” She called for unlocking Russian assets that have been frozen in Europe to put muchneeded pressure on Moscow in negotiations.

“There can be no peace without Ukraine, and Europe has to be at the table,” she added.

For years, U.S. executives have traveled to Saudi Arabia in hopes of tapping its deep wealth to fund their businesses and investment firms. But those visits were sometimes done stealthily and often with little fanfare, particularly after agents of the kingdom killed Jamal Khashoggi, a Washington Post columnist and Saudi critic, in 2018.

But earlier this week, some of America’s most prominent executives strolled the red-carpeted interior of the Kennedy Center in Washington reveling in all things Saudi.

At an Wednesday event billed as the U.S.-Saudi Investment Forum, the corporate leaders mingling and applauding speeches by President Donald Trump and Crown Prince Mohammed bin Salman included Marc Benioff, CEO of Salesforce; Jensen Huang, CEO of Nvidia; Dina Powell, vice chair of BDT & MSD Partners and a former Goldman Sachs executive; and Alex Karp, CEO of Palantir.

For many, the reasons they came to the event were simple.

“We can do deals here.” John Kelly, the chief technology officer of Global AI, said. “We can develop partnerships. Like, real quick, very fast, in the course of

two days — dinner, breakfast meetings, side meetings.”

Kelly summed up the underpinnings of the transactional flurry: Saudi Arabia “needs this technology, and we need energy, and we need our technology to go beyond the United States.”

That dynamic has made Nvidia, which makes powerful computer chips that are essential to AI projects, a powerful lever in global negotiations.

Elon Musk announced from the stage with Huang that his xAI, which makes the Grok chatbot, and Nvidia would team up with the state-backed Saudi company Humain to build a data center in the kingdom. The center is expected to consume as much as 500 megawatts of electricity.

“You’ve done such a good job,” Trump said to Huang on Wednesday as he asked the executive to stand for the room to applaud. Executives who could not fit in the Kennedy Center auditorium watched the president on screens in the lobby.

The Ministry of Investment of Saudi Arabia said in a release Wednesday that the kingdom and the United States had pledged than $575 billion in deals and agreements — though that does not mean those deals will necessarily come to fruition.

Among the announcements, Blackstone’s CEO, Stephen Schwarzman, said from the stage that his private equity firm had agreed to develop a data center in Saudi Arabia with Humain. Humain also struck deals with Global AI, AMD and Cisco.

Trump had made it clear at a White House news conference Tuesday that Khashoggi’s murder was not a concern, and he chided a reporter for asking Crown Prince Mohammed about it. U.S. intelligence agencies have said the killing was carried out on the prince’s orders.

The Saudi minister of investment, Khalid alFalih, said in an interview on the sideline of the

Kennedy Center event that it and the state dinner honoring the crown prince Tuesday revealed that the U.S.Saudi relationship “is rising to new levels.” It is one, he said, that is also being “illustrated openly.”

Trump’s family has its own business ties to the kingdom. Among them: The Saudi sovereign wealth fund is the lead investor, alongside Trump’s son-in-law Jared Kushner, in a $55 billion deal for the video game company Electronic Arts.

The shift from hushed deals to boldly pledged allegiances was underlined by the attendees at the White House dinner Tuesday. Mingling alongside Apple CEO Tim Cook and soccer star Cristiano Ronaldo was David Ellison, the new CEO of Paramount Global. Ellison is working on a bid to buy Warner Bros. Discovery in a deal that would create a media colossus and a giant in the news industry combining CNN and CBS News. That bid is fully backstopped by his father, Larry Ellison, the billionaire co-founder of Oracle — but the Saudis could ultimately participate in the deal.

A photo from the black-tie dinner featured David Ellison with Salesforce’s Benioff and investor Michael Dell. On Wednesday, Benioff posted the photo on social media with the message, “The enterprise software guys are in the house.”

Carlos Cardoza takes over as manager of the San Juan Senators

San Juan Senators General Manager

Joey Sola announced Thursday that the organization relieved manager Robinson Cancel of his duties and immediately appointed Carlos Cardoza as the team’s new manager, following an evaluation of the team’s recent performance and competitive leadership.

“We are at a crucial point in the season, and we believe that this change is necessary to put the team on the winning track,” Sola said in a written statement. “We have complete confidence in Carlos Cardoza’s ability, leadership, and preparation to maximize the potential of this group.”

Through Wednesday’s games, the Sen-

ators were 1-7 and sitting in last place in the Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish) standings.

The general manager acknowledged Cancel’s effort and dedication during his time at the helm, highlighting his commitment to player development and his contribution to the team’s growth. He said the organization wishes him success in his future professional endeavors.

Cardoza, who has a distinguished career in professional baseball and extensive experience in personnel management, will immediately begin his work with meetings alongside the coaching staff and players to establish an adjustment plan for the upcoming weeks of the LBPRC season.

The Senators’ management reiterated that the move reflects their commitment to a competitive, disciplined season focused on providing an excellent experience for their fans.

Caguas, Carolina & Santurce win in LBPRC

The Caguas Criollos, Carolina Giants and Santurce Crabbers won their respective games on Wednesday night in the Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish).

Caguas won its second-straight game (after notching its first win of the season in its previous outing), blanking the San Juan Senators 2-0.

The Criollos opened the scoring after Nelson Velázquez led off the fourth inning with a double. After Noah Myers’ sacrifice bunt advanced Velázquez to third base, Senators (Senadores) manager Robinson Cancel pulled starter Jarrod Cande and brought in Ivan Hollemont. The righthander retired Aledmys Díaz on a fly ball and walked Elijah Durham. Then, with runners on the corners, Jancarlos Cintrón hit a single that rolled into center field to put the home team up 1-0.

The Criollos struck again when Bryan Torres led off the fifth inning with an infield single. Shortstop Luis Vázquez followed with a hit off reliever Sidney Duprey, and an error on the throw by the left-hander to first base allowed Torres to reach home for Caguas’ second run.

The win went to right-hander Roel Ramírez (1-0), who pitched two-thirds of an inning in relief, striking out two batters. His teammate José Espada earned his sec-

ond save of the season. Cande (0-2) took the loss, allowing one run in three and onethird innings.

The Giants (Gigantes) put on a hitting display at Francisco “Paquito” Montaner Stadium in Ponce, meanwhile, handing the Lions (Leones) a 10-1 loss.

Carolina improved to 6-2 and remained in second place in the winter league standings. Ponce stands in third place with a 5-3 record.

An error on a throw by Lions shortstop Edwin Díaz after a hit by Deniel Ortiz allowed J.D. González to score the Giants’ first run in the top of the third inning.

In the following inning, González drove in Carolina’s second run with his second single of the night, while leadoff hitter Gabriel Cancel sacrificed in the next at-bat to extend the lead to 3-0. The Giants’ offense didn’t stop there. Johnathan Rodríguez followed with a double to left field, prompting the exit of Lions starter Orlando Ortiz-Mayr and bringing on José Solá in relief. With two runners on, Ortiz then connected on a hard line drive to make it 5-0.

The Giants relied on their single production, small-ball movement and speed on the bases in the fifth inning, scoring five more runs to extend the lead to 10-0.

Ponce scored its first run of the game on a line drive single to left field in the seventh inning.

Right-hander José Cruz earned his second win of the season for Carolina after

pitching 1 2/3 innings without allowing any runs, striking out one batter. Ortiz-Mayr (0-1) took the loss for Ponce, allowing five runs, four of them earned, in three and two-thirds innings. He gave up five hits, walked two and struck out four.

Finally, the Crabbers (Cangrejeros) got back on track after dropping their first game of the season a day earlier, defeating the Indians 7-2 at Isidoro “Cholo” García Stadium in Mayagüez.

Santurce remained in first place with a 7-1 record, while Mayagüez sits in fourth place at 3-5.

A sacrifice fly by Johneshwy Fargas and a single by Shed Long Jr. gave the Crabbers two runs early in the game.

The Indians (Indios) narrowed the gap in the third inning when Anthony García hit a ground ball to left field, allowing Emmanuel Rivera to score and make it 2-1.

Santurce answered two innings later when import Spencer Packard drove in his 10th run of the season with a line drive to right field, making it 3-1.

In the seventh, Jalen Miller stole home to bring the Indians within a run, 3-2. Santurce pulled away in the ninth, however, scoring four runs on consecutive doubles by Rubén Castro and Fargas to seal the victory.

The win went to José Peña (2-0), who allowed one run in two innings. Left-hander Luis Leroy Cruz (1-2) took the loss, allowing three runs in four and two-thirds innings.

Carlos Cardoza was named the new manager of the San Juan Senators on Thursday.
