PPD senators slam PRASA over service

failures and lack of communication

The spokesperson for the Popular Democratic Party (PDP) in the Senate, Luis Javier Hernández Ortiz, denounced on Monday the lack of communication between the Puerto Rico Aqueduct and Sewer Authority (PRASA) and the mayors amid the ongoing water crisis affecting the metropolitan area and other municipalities across the island.

“For several days now, not only has the metropolitan area been without water, but many municipalities across the island are also experiencing service outages. No one knows the reasons, no one knows what’s going on,” said Hernández Ortiz in a press conference.

“Our experience speaking with different mayors is that there is no proper communication with them,” the spokesperson added.

Senators Marially González Huertas, Josean Santiago Rivera, Ada Álvarez Conde, and Popular Democratic Party Senate spokesperson Luis Javier Hernández Ortiz blamed PRASA for its lack of response and coordination during recent emergencies.

The PDP Senate delegation blamed PRASA for the lack of response and coordination during recent emergencies, such as the breakdown at the Sergio Cuevas filtration plant, which disrupted water service in San Juan, Trujillo Alto, Carolina, and Canóvanas. They also cited incidents in Caguas, Hatillo, and at least a dozen other municipalities that have had sectors without water for days—or even months.

“Just this past weekend, we received reports from more than a dozen municipalities outside the metro area with different sectors lacking potable water service,” said Hernández Ortiz. The affected towns included Caguas, Ciales, Guayama, Humacao, Lares, Morovis, San Sebastián, Isabela, Barceloneta, Vega Baja, Hatillo, Cayey, and Corozal.

The delegation also questioned the replacement of experienced personnel within PRASA, such as the removal of engineer Roberto Martínez Toledo, and expressed concern about the apparent lack of preparedness of his successors. According to the senators, this has contributed to deteriorating service and a disconnect between PRASA and municipal needs.

Senator Marially González Huertas requested clarification on whether current water service issues stem from power failures or more significant infrastructure deterioration.

“It is essential to understand this in order to determine how the Puerto Rico Senate can contribute,” she said.

Meanwhile, senator Josean Santiago Rivera asked for details on the Capital Improvement Plan developed between PRASA and the Fiscal Oversight Board, including projects like the dredging of the Carraízo reservoir, the plan to reduce water loss, and the installation of smart meters.

Senator Ada Álvarez Conde demanded transparency and criticized the lack of precise information about already announced and contracted PRASA projects.

“We have submitted requests for information… and unfortunately, what we receive is only a trickle,” she stated.

Former Senate President José Luis Dalmau Santiago questioned the recurring water loss reported annually by PRASA.

“It is unsustainable that while thousands of families are without water, a significant percentage of the water produced is being lost,” he said. He called for explanations regarding the federally funded pipe replacement project and the effectiveness of the authority’s repair management.

Finally, the delegation gave PRASA’s executive president, engineer Luis González Delgado, five days to respond to their request. If not, they will present a resolution in the Senate demanding a public hearing.

“The people have already suffered enough from poor energy service. We cannot allow a similar situation with our water systems,” Hernández Ortiz concluded.

Fishermen demand Agriculture Department end contracts with cities managing fishing villages

The Federation of Fishermen and Defenders of the Sea of Puerto Rico, Inc. (FEPDEMAR) is taking a firm stand, calling on the Department of Agriculture to terminate its contracts with municipalities responsible for managing fishing villages. According to them, these municipalities serve as intermediaries that complicate operations and inflate costs for hardworking fishermen.

Miguel Ortiz Serrano, the president of FEPDEMAR, said, “We have already met with the Department of Agriculture and reached an agreement to conduct monthly follow-up meetings to discuss critical issues affecting our fishermen. We are pressing for the immediate cancellation of contracts with municipalities that fail to comply with Regulation 7626, as well as urgent action regarding the deplorable condition of our fishing villages and the identification of allocated funds for their improvement.”

Ortiz Serrano elaborated on Regulation 7626, which outlines the parameters that allow fishing associations and municipalities to lease fishing villages overseen by the Department of Agriculture. This regulation prioritizes fishing groups for management of the villages. However, conflicts have arisen when municipalities assume management roles even when

there are interested associations.

A striking case illustrating this problem is the situation in Ceiba, particularly within the fishing village at Playa Los Machos. Ortiz Serrano pointed out that ANSI, a company led by a veteran fisherman with over 40 years of experience, is compelled to pay monthly rent to the municipality. The municipality, in turn, holds a contract with the Department, subleasing the fishing village to ANSI. Rather than enhancing fishing operations, the municipality has created obstacles that hinder their efforts.

man and president of ANSI, recounted specific incidents that exemplify the municipality’s disruptive actions. He noted that the municipality allowed an individual to dock their boat at the village’s floating dock, blatantly violating Regulation 7626, which restricts its use to loading and unloading. “That boat has been moored there for days, steadfastly refusing to budge, provoking significant disputes among the fishermen. Its presence has visibly damaged the pier, constructed from plastic and believed to have been funded by FEMA, as each impact from the boat—approximately 25 to 27 feet in length—exacerbates the wear and tear on the structure,” explained Correa Torres.

The tensions have escalated recently, as Beverly Román, the secretary of ANSI in Ceiba, added, “The municipality blocked access to the fishing village during a sports festival held on adjacent land owned by certain developers, who benefited from a newly paved road, while our village remained obstructed.”

In light of these ongoing challenges, FEPDEMAR is adamantly calling for the immediate cancellation of the contract between the Department of Agriculture and the Municipality of Ceiba, advocating instead for the direct award of the contract to the fishing company. Ortiz Serrano emphasized the urgency of the situation, stating, “While we await this resolu-

tion, we earnestly request the Department to intervene promptly, liaise with the municipality and relevant law enforcement agencies, and order the removal of the illegally parked vessel at the dock.”

The Federation’s president noted a previous request to have the head of the Fisheries department dismissed, a position which is now vacant. This change has fueled their optimism that discussions regarding other pressing matters, such as the deteriorating conditions of the fishing villages, will continue progressing in upcoming meetings.

“The Federation remains steadfast in its commitment to pursuing a fair and executable plan and will diligently monitor its implementation. We are not seeking notoriety; we are demanding accountability and decisive action in support of the fishing sector. We view these steps as the foundation of a more equitable and collaborative future. The Federation will persist in its presence at each dialogue table, driven by the same resolve with which we advocate for our fishing communities,” Ortiz Serrano affirmed. The next meeting is slated for August.

The Federation is bolstered by support from the organization Firm, United, and Resilient with the Legal Profession (FURIA), the Sea Grant project, and the legal clinic at Interamerican University.

Medical Technologists committed to support government efforts against viral hepatitis

The Puerto Rico Medical Technologists

Association (CTMPR) announced the creation of a permanent working group to directly support the government’s efforts in the prevention, detection, diagnosis, and treatment of viral hepatitis on the Island, with a particular focus on hepatitis C.

This initiative, announced yesterday as part of World Hepatitis Day, aims to go beyond a single day of awareness. The Association’s goal is to establish a continuous, sustained, and high-impact community health promotion campaign that incorporates yearround testing, guidance, surveillance, and educational action.

“Our commitment is ongoing. We are establishing this working group to collaborate with the Department of Health, with providers, with communities, and with all entities willing to help eradicate these diseases that affect thousands of people in Puerto Rico,”

said the Association’s president, Lcda. Bárbara Surillo.

According to the Puerto Rico Department of Health, hepatitis C remains one of the main public health threats, with an estimated prevalence between 2% and 6% of the population. Although the direct-acting antiviral treatment—which can cure hepatitis C in as little as eight weeks—is covered by the Vital Health Plan, very few physicians in clinical practice are recommending or managing it.

“The curative treatment for hepatitis C exists, is available, and is covered by the Vital Plan. However, its use remains very limited due to lack of awareness, stigma, and lack of initiative from some physicians. That’s why, as medical technologists, we are committed to leading the diagnostic phase and proactively guiding patients, their providers, and their communities,” said Lcda. Surillo.

The president also reminded that it was the medical technologists who, in coordina-

tion with the correctional system and the Department of Health, led hepatitis screening tests this year for thousands of incarcerated individuals in Puerto Rico.

“That experience has shown us that it is possible to intervene with efficiency, humanity, and evidence. Now we want to take that model beyond the walls into our communities. Our approach will be communitybased, inclusive, and continuous.”

The 2023–2027 Operational Plan for the Elimination of Viral Hepatitis, developed by the Department of Health, identifies persistent barriers such as limited access to diagnostic testing, weak linkage to curative treatment, and limited provider education on the most up-to-date protocols. The new working group of the Puerto Rico Medical Technologists Association (CTMPR) aims to help overcome these barriers from a technical and operational standpoint, also integrating policy and educational proposals.

“Viral hepatitis does not discriminate, but

our response must—by favoring early diagnosis, effective treatment, and health justice. From our labs, medical technologists bring science, compassion, and action to serve Puerto Rico,” said Surillo.

The initiative will be accompanied by an agenda of educational activities, partnerships with community organizations, a public service media campaign, and participation in Department of Health initiatives. The Association will also propose measures to integrate hepatitis screening into health certification processes and other routine clinical evaluations.

According to official data from the Department of Health, approximately 24.3 cases of viral hepatitis per 100,000 inhabitants were reported in 2023, and it is estimated that over 30,000 people may be infected without knowing it. Although a curative treatment exists, Puerto Rico still faces structural challenges that prevent full access and utilization.

San Juan District 4 Rep. Víctor Parés on Monday announced the allocation of $2.09 million for the design and construction of new sidewalks in the Altamesa and Monacillos areas, located on the outskirts of PR-21.

With a direct focus on Puerto Rico’s most pressing societal crises, PRCHEM 2025 will address the fentanyl emergency from medical, legal, and educational perspectives; cancer and its impact on vulnerable communities, with participation from the American Cancer Society; the need to educate on intellectual property and green chemistry in an evolving educational system; and climate

change, offering concrete proposals for energy resilience and sustainability.

“This event isn’t just for chemists—it’s for all of Puerto Rico. U.S. opens antitrust investigation into NewYork-Presbyterian

The Justice Department is investigating whether the renowned NewYork-Presbyterian health system violated antitrust laws through hidden deals with insurance companies that kept hospital prices high, according to a subpoena reviewed by The New York Times.

The civil investigation is examining whether NewYork-Presbyterian persuaded insurance companies to agree to conditions that insulated the hospital system from competition — which would enable it to charge more for common procedures with little worry about losing patients.

The federal investigation is likely to send a jolt through some of the city’s biggest hospitals and the health insurance companies that negotiate with them. The administrative subpoena states that the review seeks to determine if there has been “potential unlawful agreement between NewYork Presbyterian Health Care System and health insurance companies relating to steering restrictions and contracting conduct.”

The investigation is examining a corner of the health industry that has received little attention from antitrust investigators, outside of cases in North Carolina and California in recent years: the negotiations between hospitals and insurers to build a network of providers.

NewYork-Presbyterian includes two of the city’s most storied medical institutions: Columbia University Medical Center and Weill Cornell Medical Center. The hospitals are affiliated with the medical schools of Columbia and Cornell.

The inquiry could lead to more spirited competition among New York City’s leading hospital systems, which might translate into lower prices for childbirth, knee replacements, colonoscopies and other common medical care.

A spokesperson for NewYork-Presbyterian, Angela Karafazli, did not respond to questions about the investigation. Asked about NewYork-Presbyterian’s contracts with insurance companies and the potential for anticompetitive provisions, Karafazli responded, “We cannot comment on the terms of our contract.”

A spokesperson for the Justice Department declined to comment on the investigation.

The issuance of a subpoena can mark the start of an investigation and does not indicate that the hospital system has engaged in any wrongful conduct.

The subpoena reviewed by the Times was addressed to the health fund of a large New York labor union, which has been publicly complaining about NewYork-Presbyterian’s high prices for years. The union, Local 32BJ of the Service Employees International Union, represents about 90,000 workers in New York City — janitors, window cleaners, door attendants and other property maintenance workers.

The subpoena did not come out of the blue.

Last year, the union sent a memo to the Justice Department requesting that it investigate NewYork-Presbyterian, alleging that the hospital had engaged in anticompetitive behavior, according to the memo, which the Times obtained.

“We will hold big hospital chains like NewYork-Presbyterian accountable for its anticompetitive practices,” the union president, Manny Pastreich, said in a statement.

That 28-page memo asserted that NewYork-Presbyterian repeatedly tried to thwart the union’s efforts to steer its members to other lower-cost hospitals, which, the memo said, impeded competition and contributed to high hospital costs across the city.

The investigation could reveal the complex and secret negotiations that occur as employers and unions secure health coverage for their workers.

“This is a really big deal,” Martin Gaynor, a former Justice Department antitrust official and an emeritus economics professor at Carnegie Mellon University, said in an interview.

He said that he suspected that leading hospital systems frequently put anticompetitive restrictions in their contracts with insurers, but that those arrangements generally remained secret. “We don’t know how common or pervasive these restrictions are because they are private contracts,” Gaynor said.

In New York City, large employers and unions often fund their own health plans, meaning they pay medical bills for their workers with their own money. But they typically hire an insurance company as a third-party administrator. It is big business for those insurance companies. The 32BJ union typically pays more than $150 million for such services over a three-year contract, according to the memo.

Under such arrangements, the insurance company acts as a middleman, negotiating prices with health systems to assemble a network of providers. Then, the insurer provides this network to employers and unions and processes employees’ medical bills and reimbursement claims.

But the negotiations that result in the creation of a network of medical providers — and the terms that were reached — often remain opaque. Different insurers pay different amounts to different hospitals.

In 2018, the union’s health fund — which receives contributions from about 5,000 employers and spends al-

most $1.5 billion annually paying members’ medical and pharmacy expenses — reviewed its billing data to identify which hospitals offered better value.

“The fund’s analysis of claims data demonstrated that NYP was consistently more expensive,” according to the memo, which notes that a hip replacement at NewYork-Presbyterian cost the health fund $83,000 on average, while it cost about $58,000 elsewhere.

During the next few years, the union tried a variety of tactics to steer members to other hospitals in its network. For a time, the union required members who went to NewYork-Presbyterian to make copayments that were 10 times higher than at other hospitals, according to the memo. That saved about $30 million a year, as members increasingly chose cheaper hospitals.

But NewYork-Presbyterian erected roadblocks to union-imposed incentives that steered members to other hospitals, according to the union’s memo. Union health officials learned that the insurance company administering its health plan had a separate contract with NewYork-Presbyterian that barred it from doing what the union wanted, according to the memo. For instance, the insurer informed the union that it could not place NewYork-Presbyterian “in a non-preferred tier with higher copays,” according to the memo.

The fight over costs between the union and the hospital escalated. Union officials testified at the City Council and before other bodies about NewYork-Presbyterian’s higher prices.

Colonoscopies at NewYork-Presbyterian, for instance, typically cost the union health fund $8,991, compared with $3,638 at other New York hospitals, according to the memo. But because those in-network costs are paid by the health fund — and not the patient — the higher costs were unlikely to result in patients going elsewhere.

The union eventually decided to exclude NewYork-Presbyterian from its network — which would discourage union members from going there. But that wasn’t easy. In 2023, the union health fund struggled to find an insurance company that said it was able to put together a provider network without NewYork-Presbyterian’s hospitals.

“Anything that limits the ability of the purchaser to be the master of their fate” is problematic, said Peter Goldberger, executive director of the union’s health fund.

Some of the third-party administrators told the union that they had separate contracts with NewYork-Presbyterian that prevented them from excluding the hospital system. The memo to the Justice Department states that union health officials were informed by one carrier that “anyone who tells you they can exclude NYP is lying.”

A few of the third-party administrators were willing to put together a network that excluded NewYork-Presbyterian. Aetna was one of them. But as Aetna was preparing a network for the union that excluded NewYork-Presbyterian, the hospital told

Democrats plan $20 Million fund to target Texas Republicans for redistricting

ing House Democrats is creating a new fund with upward of $20 million to target congressional Republicans in Texas if legislators there follow through on plans to redraw district lines to eliminate Democratic seats before the 2026 midterm elections.

At the direction of President Donald Trump, Gov. Greg Abbott of Texas, a Republican, has called a special session of the state Legislature to remake the lines in the state in order to squeeze as many as five Democrats out of office in an effort to pad the current slim Republican majority in the House.

National Democrats have decried the redistricting effort — lines are typically drawn once a decade after the census — as an effort to rig a Republican majority.

“Republicans are trying to steal five seats in Texas,” said Mike Smith, the president of the House Majority PAC, which is creating the new account, called the Lone Star Fund.

The new account, he said, is partly a bid to tell congressional Republicans from Texas that their own jobs could be put in jeopardy by the remapping as Republican voters are shifted into formerly Democratic seats. But he said it was also a bid to recruit some unlikely Republican allies to oppose the new maps because they fear for their own careers.

“They should be scared and they should be vocal about being scared because they’re about to get a bunch of money dropped on their head,” Smith said.

The advertising assault on those Republicans will actually begin Monday, when Unrig Our Economy, a liberal-leaning outside group, is starting an ad campaign worth more than $2 million focusing on four current Republican congressional districts in Houston, Dallas and near the Mexican border, the group said.

Unrig Our Economy views the four districts — currently held by Reps. Dan Crenshaw, Lance Gooden, Beth Van Duyne and Monica De La Cruz — as likely to be more competitive, or vulnerable

to a Democratic challenge, should Texas Republicans go through with their redistricting plan.

The ads themselves make no mention of redistricting but rather focus on cuts to Medicaid and tax breaks for billionaires in the bill recently passed by Congress and signed into law by Trump.

Republicans currently hold 25 of the 38 congressional seats in Texas.

Abbott has justified the remapping push by pointing to a letter from the Justice Department arguing that some majority Black and Hispanic districts were unconstitutional; the letter came after Trump’s operation had pushed for new maps.

The Texas remapping fight is one of the biggest in politics nationwide, and Rep. Hakeem Jeffries of New York, the top Democrat in the House, is planning to travel to Texas in the coming days, according to his

office. He is also planning to go to California later this week, where Democrats have threatened to counter Texas by redrawing their maps.

The midterm elections are typically a treacherous time for whichever party holds the White House, and Smith warned that redistricting could backfire for Texas Republicans ahead of a potential Democratic wave.

“They’re basically moving their incumbents into vulnerable positions in a cycle that’s going to be really bad for the Republican Party,” he said.

The new spending will go toward a combination of voter registration, advertising and added investment in communicating with Hispanic voters, who swung sharply in the Republican direction in 2024 but traditionally have leaned Democratic.

The Texas fund will be large enough to finance robust efforts in major media markets like Dallas and Houston, where Republicans are expected to draw new GOP seats, as well as the Rio Grande Valley. But Smith said the final sum would be determined by how exactly Republicans choose to carve up the state.

“They’re basing some of these redistrictings on the assumption that Hispanics are going to swing in their direction,” he said. “And our theory of the case is the opposite.”

Smith said Trump had made gains last year largely by focusing on affordability and that, once in power, the party had jettisoned that focus and was now shedding those gains.

National and Texas Democrats have few tools available to stop Republicans from remapping. Democrats in the state Legislature on Friday flew to Illinois and California to appear with Democratic governors there who have threatened to redo their own maps if Texas does. Options for new maps in blues states, however, are fairly limited.

No, Israel is not committing genocide in Gaza NEW YORK TIMES EDITORIAL

It may seem harsh to say, but there is a glaring dissonance to the charge that Israel is committing genocide in the Gaza Strip. To wit: If the Israeli government’s intentions and actions are truly genocidal — if it is so malevolent that it is committed to the annihilation of Palestinians — why hasn’t it been more methodical and vastly more deadly? Why not, say, hundreds of thousands of deaths, as opposed to the nearly 60,000 that Gaza’s Hamas-run Health Ministry, which does not distinguish between combatant and civilian deaths, has cited so far in nearly two years of war?

It’s not that Israel lacks the capacity to have meted vastly greater destruction than what it has inflicted so far. It is the leading military power of its region, stronger now that it has decimated Hezbollah and humbled Iran. It could have bombed without prior notice, instead of routinely warning Palestinians to evacuate areas it intended to strike. It could have bombed without putting its own soldiers, hundreds of whom have died in combat, at risk.

It isn’t that Israel has been deterred from striking harder by the presence of its hostages in Gaza. Israeli intelligence is said to have a fairly good idea of where those hostages are being held, which is one reason, with tragic exceptions, relatively few have died from Israeli fire. And it knows that, as brutal as the hostages’ captivity has been, Hamas has an interest in keeping them alive.

Nor is it that Israel lacks diplomatic cover. President Donald Trump has openly envisaged requiring all Palestinians to leave the territory, repeatedly warning that “all hell” would break out in Gaza if Hamas didn’t return the hostages. As for the threat of economic boycotts, the Tel Aviv Stock Exchange has been the world’s best-performing major stock index since Oct. 7, 2023. With due respect to the risk of Irish boycotts, Israel is not a country facing a fundamental economic threat. If anything, it’s the boycotters who stand to suffer.

In short, the first question the anti-Israel genocide chorus needs to answer is: Why isn’t the death count higher?

The answer, of course, is that Israel is manifestly not committing genocide, a legally specific and morally freighted term that is defined by the United Nations convention on genocide as the “intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such.”

Note the words “intent” and “as such.” Genocide does not mean simply “too many civilian deaths” — a heartbreaking fact of nearly every war, including the one in Gaza. It means seeking to exterminate a category of people for no other reason than that they belong to that category: the Nazis and their partners killing Jews in the Holocaust because they were Jews or the Hutus slaughtering the Tutsis in the Rwandan genocide because they were Tutsi. When Hamas invaded on Oct. 7, intentionally butchering families in their homes and young people at a music festival, they also murdered Israelis “as such.”

By contrast, the fact that more than 1 million German civilians died in World War II — thousands of them in appalling bombings of cities like Hamburg and Dresden — made them victims of war but not of genocide. The aim of the Allies was to defeat the Nazis for leading Germany into war, not to wipe out Germans simply for being German.

way Hamas has chosen to wage war. In Ukraine, when Russia attacks with missiles, drones or artillery, civilians go underground while the Ukrainian military stays aboveground to fight. In Gaza, it’s the reverse: Hamas hides and feeds and preserves itself in its vast warren of tunnels rather than open them to civilians for protection.

These tactics, which are war crimes in themselves, make it difficult for Israel to achieve its war aims: the return of its hostages and the elimination of Hamas as a military and political force so that Israel may never again be threatened with another Oct. 7. Those twin aims were and remain entirely justifiable — and would bring the killing in Gaza to an end if Hamas simply handed over the hostages and surrendered. Those are demands one almost never hears from Israel’s supposedly evenhanded accusers.

Some readers may say that even if the war in Gaza isn’t genocide, it has gone on too long and needs to end. That’s a fair point of view, shared by a majority of Israelis. So why does the argument over the word “genocide” matter? Two reasons.

First, while some pundits and scholars may sincerely believe the genocide charge, it is also used by anti-Zionists and antisemites to equate modern Israel with Nazi Germany. The effect is to license a new wave of Jew hatred, stirring enmity not only for the Israeli government but also for any Jew who supports Israel as a genocide supporter. It’s a tactic Israel haters have pursued for years with inflated or bogus charges of Israeli massacres or war crimes that, on close inspection, weren’t. The genocide charge is more of the same but with deadlier effects.

In response, Israel’s inveterate critics note the scale of destruction in Gaza. They also point to a handful of remarks by a few Israeli politicians dehumanizing Palestinians and promising brutal retaliation. But furious comments in the wake of Hamas’ Oct. 7 atrocities hardly amount to a Wannsee conference, and I am aware of no evidence of an Israeli plan to deliberately target and kill civilians in Gaza.

As for the destruction in Gaza, it is indeed immense. There are important questions to be asked about the tactics Israel has used, most recently when it comes to the chaotic food distribution system it has attempted to set up as a way of depriving Hamas of control of the food supply. And hardly any military in history has gone to war without at least some of its soldiers committing war crimes. That includes Israel in this war — and America in nearly all of our wars, including World War II, when some of our greatest generation bombed schools accidentally or murdered prisoners of war in cold blood.

But bungled humanitarian schemes or trigger-happy soldiers or strikes that hit the wrong target or politicians reaching for vengeful sound bites do not come close to adding up to genocide. They are war in its usual tragic dimensions.

What is unusual about Gaza is the cynical and criminal

Second, if genocide — a word that was coined only in the 1940s — is to retain its status as a uniquely horrific crime, then the term can’t be promiscuously applied to any military situation we don’t like. Wars are awful enough. But the abuse of the term “genocide” runs the risk of ultimately blinding us to real ones when they unfold.

The war in Gaza should be brought to an end in a way that ensures it is never repeated. To call it a genocide does nothing to advance that aim, except to dilute the meaning of a word we cannot afford to cheapen.

Eso es una acción ilegal ante la veda de caza y pesca sobre los jueyes”, explicó Quiles

Los jueyes no pueden ser capturados en ninguna parte de Puerto Rico desde el 1 de julio hasta el 15 de octubre debido a que es en ese periodo que estos se encuentran en proceso de reproducción.

Los jueyes fueron liberados nuevamente en el bosque.

The ‘home of heavy metal’ mourns Ozzy Osbourne

It was a shrine to the Prince of Darkness. In the hours after the news broke Tuesday that Ozzy Osbourne, the singer and reality TV star, had died at 76, fans were gathering in Birmingham, England, his hometown. They came to decorate the Black Sabbath Bench, a tourist attraction close to the Black Sabbath Bridge, two of many city landmarks dedicated to Osbourne and his bandmates.

Some had laid bouquets at the bench’s base. Some had left homemade signs with tributes (“Gracias Ozzy!”). And others had placed bottles of beer along the sidewalk as if toasting Osbourne, whose alcohol and drug intake were notorious.

At 1:45 a.m. Wednesday, july 23, an eclectic gaggle of fans reflecting Osbourne’s broad appeal was still milling about the shrine. A teary heavy metal lover who said she had listened to Osbourne’s songs since childhood. A Mexican tourist who had interrupted a vacation and driven four hours to snap selfies by the bench. And Drake, the Canadian rapper, who was in Birmingham on tour.

singer had brought “a happiness” to rock music and helped him through his own dark emotions. Hoderin, whose arms were covered in tattoos, said he now wanted to get one of Osbourne, too. “It’s about time,” he said.

For much of Osbourne’s life, the idea that Birmingham might celebrate him or his bandmates seemed far-fetched. When Black Sabbath emerged in the 1970s, some British music critics were bemused by the band’s style and satanic imagery, and tabloid newspapers condemned the musicians’ hard-living ways.

Yet in recent years, the city’s museums have hosted exhibitions on the band. The Birmingham Royal Ballet has performed to Black Sabbath tracks. Artists have painted murals of Osbourne across the city. And just a few weeks ago, Birmingham’s lord mayor awarded Osbourne and his bandmates the freedom of the city.

Drake got out of a car with blacked-out windows, stood by the bench and then poured some tequila on the ground. “I just came out to pay respects to someone who lived it to the fullest,” Drake said in a brief interview, adding that Osbourne was a cultural touchstone, even for people who didn’t know his music.

There aren’t many in Birmingham who don’t know the singer’s back catalog. Born into a working-class family here in 1948, Osbourne is one of the city’s most famous sons and put it on the map as the home of heavy metal.

He grew up in small row house in a Birmingham suburb and once worked in a city slaughterhouse. After forming Black Sabbath in 1968 with fellow Birmingham musicians Tony Iommi, Geezer Butler and Bill Ward, he was soon touring internationally, pioneering heavy metal with songs mixing hard rock riffs and his distinctive doomy yowl. By the time he became a reality television star on the MTV show “The Osbournes,” he was living with his family in Beverly Hills, California.

On Wednesday, fans also gathered at Birmingham Museum and Art Gallery, which is hosting an exhibition on Osbourne, and waited in line to write tributes in a condolence book. One thanked Osbourne for “bringing a community of misfits together.” Another decorated their tribute with drawings of bats.

Many fans, at the bench and at Black Sabbath mu-

rals around the city, said his Birmingham connection partly explained the depth of their feelings about his death.

Sam Marlow-Kent, 35, a comedian, said that although the singer had moved away from the city after achieving fame, “he never really left us.”

“He always donated to local causes,” she said, adding, “There aren’t many celebrities from here you can sit back and be proud of — but he was.”

Sunny Randhawa, 42, a bar manager, said Osbourne symbolized Birmingham just as the Beatles represented Liverpool. “He was such a Brummie,” he said, using an affectionate term for a Birmingham native, which he said meant that Osbourne was both wild and down to Earth.

Steve Hoderin, 64, a truck driver who was visiting Osbourne-related sites with his two daughters, said the

Osbourne recently paid that love back. Earlier this month, he gave a final performance at a soccer stadium near his childhood home, an appearance that was the climax of a 10-hour festival called “Back to the Beginning.” The festival raised a reported $190 million for a Birmingham hospice as well as nonprofits working to cure Parkinson’s disease, a condition that the singer revealed he had in 2019.

Many fans said Osbourne had actually been paying them back all along as a source of pride and inspiration.

Olly Overton, 31, a record label owner who was paying his respects at the museum, recalled first hearing Black Sabbath as a child. “I cranked up the record player and played it over and over again,” he said.

Later, as teenager in a local band, he met Osbourne while rehearsing in a local studio. He was “the humblest person ever,” Overton said of Osbourne. “People say he’s the prince of darkness, but for us, he’ll always be the prince of Birmingham.”

Europe inc’s trade deal relief tempered by tariff reality

European companies were on edge on Monday as corporate leaders tried to unpick the real impact of a hard-won U.S. trade deal and lamented a sharp jump in tariffs versus those in place before President Donald Trump’s second term.

The trade deal announced on Sunday imposes a 15% import tariff on most EU goods. After an initial rally on relief that some sort of deal had been reached, shares of carmakers and alcohol firms fell.

Leading the way lower were BMW, Volkswagen, Mercedes-Benz and Stellantis, along with Pernod Ricard and Anheuser-Busch InBev, all down between 1-2%.

The falls reflect how the deal is being seen as lopsided, more a win for U.S. President Donald Trump, as well as ongoing uncertainties about the fine print of the final agreement.

The 15% rate is better than the 30% once threatened by Trump and will bring clarity for European makers of cars, planes and chemicals, but it’s well above initial hopes of a zero-for-zero agreement and an average rate last year of around 2.5%.

“The price is high for both sides. European exports are losing competitiveness. U.S. customers are paying the tariffs,” said Wolfgang Große Entrup, head of the German Chemical Industry Association VCI, adding though that it could have been worse.

“Those who expect a hurricane are grateful for a storm.”

The deal, which also includes $600 billion of EU investments in the United States and $750 billion of EU purchases of U.S. energy over Trump’s second term, includes some exemptions, even if details are still to be ironed out.

For carmakers, the 15% tariff is down from more than 25% under the global levy imposed by Trump in April. The EU is also cutting its tariff on U.S.-made cars to 2.5%, a senior European Commission official involved in the talks said.

Car parts makers were amongst the strongest stock market performers. Valeo was up around 4% while French supplier Forvia, which also announced robust results earlier on Monday, was up over 10%.

“Tariffs are lower than those imposed by the U.S. administration in recent months, and if it reduces volatility

and uncertainty, it’s better for all economic players,” Forvia’s CFO Olivier Durand said on an earnings call.

Aircraft and aircraft parts will be exempt - good news for French planemaker Airbus - as will certain chemicals, some generic drugs, semiconductor equipment, some farm products, natural resources and critical raw materials.

Shares in pharmaceutical companies Sanofi, Roche and Novo Nordisk all edged up, while generics maker Sandoz rose strongly.

“It’s definitely better than 200%. Most had 25% factored. But I don’t think anyone believes it until it’s signed,”

Trump gives Russia less than 2 weeks to end its war in Ukraine

President Donald Trump said Monday that he was “disappointed” with Russian President Vladimir Putin over the war in Ukraine, and said he would give Russia 10 to 12 days to end the conflict or face a new round of sanctions.

Trump had warned Moscow earlier this month that the United States would impose “very severe tariffs” if Russia did not agree to a peace deal within 50 days, but Monday he said he would bring that deadline forward.

“I’m going to make a new deadline of about 10 or 12 days from today. There’s no reason in waiting,” Trump told reporters in Scotland during a meeting with Prime Minister Keir Starmer of Britain. “We just don’t see any progress being made.”

If the Kremlin does not comply, “it would be sanctions and maybe tariffs, secondary tariffs,” he said. Trump has repeatedly threatened to punish Russia over its escalating attacks in Ukraine but so far has not followed through.

Russia from levies it imposed on a host of countries in April. And the threat to impose secondary tariffs — levies on any country that trades with Russia — could threaten trading partners, notably China and India, that import Russian oil and gas.

When Trump returned to the White

House in January, he said he could bring peace to Ukraine immediately, but the war has continued with Russian forces on the offensive in eastern and northern Ukraine. Initially, Trump appeared to side with Putin, repeatedly criticizing Ukrainian President Volodymyr Zelenskyy and suspending supplies of U.S. weapons to Ukraine.

But in April, Ukraine signed a deal with the United States to share its mineral reserves. And in recent weeks, as Russian missiles rained down on Ukrainian cities, Trump seemed to reverse course, partly in response to urging by allies in Europe and from NATO. He promised to renew the supply of weapons to Ukraine and toughened his language toward Putin.

Ukrainian officials were quick to thank Trump for shortening the deadline. Andriy Yermak, chief of staff for Zelenskyy, said in a post on social media that Trump’s comments showed he was committed to “peace through strength.”

For its part, Russia had largely shrugged off Trump’s previous 50-day deadline, noting that past deadlines set by Trump or his team had come and gone with little conse-

quence. Putin has been determined to press what he sees as a growing battlefield advantage in the full-scale invasion of Ukraine, which Russia launched more than three years ago.

The Russian leader has made it clear that he views it as out of the question to halt the fighting without extensive concessions by Ukraine, people close to the Kremlin have told The New York Times.

But Trump’s new deadline underscored his growing frustration with Putin’s resistance to compromise, even as the Kremlin has continued to shower the American president with compliments. Last week, Sergey Lavrov, Russia’s foreign minister, praised the Trump administration for its “reasonable approach” to Ukraine and its “readiness for dialogue.”

On Monday, Trump expressed disappointment with Putin and the Kremlin’s failure to agree to a ceasefire.

“Russia could be so rich right now,” Trump said. “Instead, they spend all their money on war. They spend everything on war and killing people.” That “doesn’t make sense to me, he said, adding of Putin, “I thought he would want to end this thing quickly.”

In a first, leading Israeli rights groups accuse Israel of Gaza genocide

Two of the best-known Israeli human rights groups said Monday that Israel was committing genocide against Palestinians in the Gaza Strip, adding fuel to a passionately fought international debate over whether the death and destruction there have crossed a moral red line.

The two groups were B’Tselem, a rights monitor that documents the effects of Israeli policies on Palestinians, and Physicians for Human Rights-Israel. Their announcement was the first time major Israeli rights groups have publicly concluded that the war in Gaza is a genocide, an assessment previously reached by some organizations such as Amnesty International.

In a report titled “Our Genocide,” B’Tselem cited the devastating effects of Israel’s war on ordinary Palestinians to support their claim: the killing of tens of thousands of Palestinians in Gaza; the razing of huge areas of Palestinian cities; the forced displacement of nearly all of Gaza’s 2 million people; the restriction of food and other vital supplies.

All together, the Israeli campaign has amounted to “coordinated action to intentional-

ly destroy Palestinian society in the Gaza Strip,” the organization wrote. “In other words: Israel is committing genocide against Palestinians in the Gaza Strip.”

Israel rejected the accusations as “baseless.” David Mencer, an Israeli government spokesperson, said Israeli troops were targeting Palestinian militants, not civilians. If Israel truly intended to destroy Palestinians in Gaza, the country would not have facilitated nearly 2 million tons of aid to the territory, he said.

The debate over whether the war in Gaza constitutes genocide has also played out at the International Court of Justice, where South Africa has brought a genocide case against Israel. The court has yet to rule on the matter.

Speaking at the International Court of Justice in January 2024, Tal Becker, a member of Israel’s legal defense, said Israel was fighting Hamas, not targeting Palestinians wholesale.

“What Israel seeks by operating in Gaza is not to destroy a people, but to protect a people, its people, who are under attack on multiple fronts, and to do so in accordance with the law,” Becker told the court.

Genocide has a specific definition in inter-

national law: particular acts carried out with intent to destroy a group in whole or in part. The accusation hits a painful nerve for Israel, a state founded after Nazi Germany’s attempt to exterminate European Jewry.

Israel vigorously denies that its war against Hamas in Gaza amounts to genocide, countering that Hamas seeks to destroy the Jewish state. Israeli officials have also pointed to the Hamas-led attack on Oct. 7, 2023, in which 1,200 people were killed, mostly civilians, which prompted the devastating Israeli response.

The subsequent Israeli bombing campaign and ground offensive in Gaza have killed more than 59,000 people, including thousands of children, according to the Gaza Health Ministry. That toll does not distinguish between civilians and combatants; at one point, the Israeli military said nearly 20,000 Hamas fighters had been killed in the conflict, without providing evidence.

Yuli Novak, the director of B’Tselem, said she was not seeking to minimize the “horrific attack” that Hamas had perpetrated on Oct. 7. But the assault had prompted an Israeli assault

on Palestinian life in Gaza that had spiraled into genocide, she said.

“The report we are publishing today is one we never imagined we would have to write,” Novak said at a news conference in Jerusalem. “But in recent months, we have been witnessing a reality that has left us no choice but to acknowledge the truth.”

As part of the case for genocide, international law requires that there be proof of intent. In the report Monday, B’Tselem cited a string of dehumanizing remarks by Israeli government officials, such as a statement by Yoav Gallant, a former defense minister, that Israel was fighting “human animals” in Gaza. Some Israeli politicians have also said that their goal is to drive the remaining Palestinians out of Gaza.

Israeli leaders argue that the country has adhered to humanitarian law, that generals work closely with legal advisers who ensure compliance with standards, and that Israel has gone above and beyond what other Western countries have done in similar situations. Prime Minister Benjamin Netanyahu has at times distanced himself from the most extreme statements made by his political allies.

Thailand and Cambodia agree to halt fighting that has killed dozens

Thailand and Cambodia agreed to a ceasefire starting at midnight Monday, the leaders of both countries said, after the deadliest conflict between their two countries in more than a decade killed at least 36 people and prompted hundreds of thousands of civilians to flee the area.

Thailand’s acting prime minister, Phumtham Wechayachai, and Cambodia’s prime minister, Hun Manet, shook hands with each other after holding talks in person for the first time since the fighting broke out five days ago along the countries’ disputed border. Since Thursday, both countries have pounded each other with attacks, which at times included airstrikes and rockets fired.

But even on the morning of the talks, the fighting had continued, with sounds of explosions heard near the border. Things appeared to quiet down only in the afternoon as the Thai and Cambodian leaders sat down in Putrajaya, a city about a halfhour drive from Malaysia’s capital.

In the Thai province of Surin, Siriwut Wongcharoen, 59, a local official, who spoke by phone from a bunker in a temple where he was sheltering, said he was skeptical that the fighting would stop. He said he was still hearing gunshots as of Monday evening.

“I’m not leaving this bunker yet, as I don’t feel confident enough,” Siriwut said. “I will wait for another one to two days.”

As part of the agreement, Thailand and Cambodia said they would hold an informal meeting at the regional military command level on Tuesday as well as a broader meeting to discuss the border dispute on Aug. 4, according to a statement issued by both sides.

The talks in Putrajaya were organized by Malaysian and U.S. officials, at the official residence of Prime Minister Anwar Ibrahim of Malaysia. Edgard Kagan, the U.S. ambassador to Malaysia, was the top U.S. diplomat in the meeting.

Chinese diplomats attended as observers, according to Malaysian officials. The United States and China, both of which have strategic and economic interests in Thailand and Cambodia, have ratcheted up pressure on the Southeast Asian nations to stop fighting.

On Saturday, President Donald Trump said he had spoken to both leaders and that U.S. officials would not negotiate trade deals with either country unless the fighting stopped. The clashes continued through Sunday and early Monday.

It was unclear if Monday’s agreement would lead to a genuine truce. Cambodia said last week that it had agreed to a ceasefire brokered by Malaysia but accused Thailand of reneging on

the deal. Thailand responded by saying that any ceasefire had to be based on “appropriate, on the ground conditions,” and that Cambodia’s continued attacks showed a lack of good faith.

As of Monday, the death toll exceeded that from the last outbreak of deadly battles between the two countries, from 2008 to 2011, during which 34 people were killed, according to an academic paper. This latest round of clashes erupted after two months of tension over contested territory.

Both sides continued to accuse the other of carrying out attacks. In a late-morning news conference, Lt. Gen. Maly Socheata, a spokesperson for Cambodia’s Defense Ministry, said Thai forces had fired at two ancient temples that are claimed by both Thailand and Cambodia, starting at 3 a.m.

She said Thailand had deployed planes to fire rockets and was “still aggressively attacking” Cambodia. Thailand’s Foreign Ministry did not immediately respond to a request for comment.

Ly Nam, 38, a farmer in Oddar Meanchey province in Cambodia, lives about 25 miles from where the fighting has been taking place. He said there had been constant booms and thuds since early Monday.

“It is two or three times more severe than yesterday,” he said, adding that he had not left the area because he needed to take care of his house and his 10 pigs.

“Now I am hiding in a trench,” Ly Nam said. “We are in misery. We don’t have enough food to eat.”

Some Cambodians have fled to the homes of family members and friends in Siem Reap, the site of the ancient Angkor Wat temple complex. Siem Reap has been untouched by the violence, but at

Hindu and Buddhist shrines around Angkor Wat, people have held ceremonies to pray for a quick resolution to the war.

On Sunday, after Trump announced his diplomatic intervention, residents began talking in hopeful terms of a U.S. role in prodding the warring governments toward a ceasefire.

Trump recently set a new deadline of Aug. 1 for 12 nations, including Thailand and Cambodia, to reach trade deals with the U.S. government, saying he would otherwise impose tariffs of 36% on U.S. businesses that import their goods. He is now using that threat as leverage in an attempt to stop the fighting.

The State Department said Sunday that Secretary of State Marco Rubio had spoken with the top diplomats of both Thailand and Cambodia.

“Both President Trump and I remain engaged with our respective counterparts for each country and are monitoring the situation very closely,” Rubio said in an announcement late Sunday in Washington, early Monday in Asia. “We want this conflict to end as soon as possible.”

Kagan is a career diplomat who was senior director for East Asia and Oceania on the White House National Security Council in the Biden administration.

Some analysts see diplomacy around the war as partly a test of American and Chinese influence in Southeast Asia, where Washington and Beijing are competing for dominance in military, economic and diplomatic spheres.

Thailand is a U.S. treaty ally and hosts dozens of military exercises with the United States; China is the largest trading partner of both Thailand and Cambodia, which hosts a naval base largely funded by Beijing. Nations in the region prefer to balance relations with both superpowers rather than be compelled to choose one side.

5 mistakes that can lengthen the road to retirement

For many Americans, their 401(k) balance is a sobering reminder that good intentions don’t always lead to good outcomes.

Perhaps you intended to increase your retirement savings each year, but you instead upgraded to a nicer car when you were promoted. Or you charged family vacations to your credit card but never paid them off. Maybe you borrowed from your account to pay for home repairs because you didn’t have an emergency fund.

The result: Instead of the recommended six times your annual salary in a retirement fund by age 50, you have less than $100,000 and fewer than 20 years to finance what could be a decades-long retirement.

In fact, nearly 60% of savers worry that they aren’t putting aside enough money, according to a 2024 Bankrate study. And in a 2024 AARP study, about one-quarter of U.S. adults over the age of 50 who are not yet retired said they would never be able to.

While 73% of private-sector and state and local government employees have access to an employer-sponsored retirement plan, just 56% participate, according to the U.S. Bureau of Labor Statistics. And many people who do sometimes cut back or stop their contributions to offset inflation and unexpected expenses — or when there is uncertainty in the markets.

Experts have identified five common habits that sabotage retirement savings, all stemming from our tendency to choose immediate gratification. Here’s a closer look at these money missteps and practical strategies to overcome them.

1. Increasing your spending

As we make more, we tend to spend more, as our perception of our wealth changes: We think we have more than we do.

“It’s a much harder transition to start saving versus spending more when we get a raise,” said Dana J. Menard, founder of Twin Cities Wealth Strategies, in Maple Grove, Minnesota. If you want to fend off lifestyle creep, make a plan to use a portion of your raise to increase savings or pay down debt before extra money hits your account, he said.

Ariana Alisjahbana, a lead adviser with North Berkeley Wealth Management in California, suggests setting up 401(k) contributions to automatically increase 1% or 2% annually.

2. Carrying a balance

Carrying credit card debt, a student loan and an auto loan can overwhelm borrowers, leading them to make only the minimum monthly payment. Most consumers don’t realize that the minimum payment on a card barely

covers the interest rate charges, Menard said, which on average currently range from 21.16% to 22.73%.

“If you keep paying the minimum, the chances are you’re never going to pay that balance off,” he said. Getting out of debt becomes even harder when you keep charging items to your credit card.

When it comes to paying down credit card debt, there are two primary strategies. The mathematically optimal approach is to focus on the card with the highest interest rate first, in order to minimize the total interest paid over time. However, Menard recommends paying off the card with the smallest balance first, because it provides a psychological win that can motivate people to continue.

3. Not tracking the small stuff

The average consumer spends $118 a month on food delivery and $78 a month at coffee shops, according to a 2023 survey of 1,000 U.S. adults by Empower, a financial services firm.

When we think about expenses, we often focus on big-ticket items like our rent or mortgage, grocery bills, and car and student loan payments, but smaller convenience costs can add up quickly. If you’re looking for ways to save, these minor expenses are a good place to start.

Each month, review your spending by listing all expenses on a spreadsheet, said Melissa Caro, the founder of My Retirement Network, a New York media company. Track every expense, from daily coffee and takeout to major bills like rent or mortgage, insurance and utilities. Don’t overlook streaming subscriptions, cellphone plans or groceries, and be on the lookout for cheaper alternatives.

4. Failing to plan for emergencies

Everyone needs an emergency fund, even if

you’re living with your parents or renting. An emergency fund acts as a buffer against unexpected job loss, medical bills and car repairs.

Without one, we’re more likely to withdraw funds from our retirement account, incurring penalties and losing compound growth, said Melinda Satterlee, the founder of Marathon Wealth Management in Medina, Washington. Too often people don’t consider the downside of borrowing from a 401(k) plan.

“They think, ‘This is money I’m saving. I can access it,’ but they’re not told how much that will cost them,” she said.

For instance, if you withdraw $5,000 from your 401(k) before turning 59.5, the IRS will impose a 10% penalty of $500. Assuming a 22% marginal tax rate, you would owe an additional $1,100 in taxes on the withdrawal. In total you would pay $1,600 in fees, netting you only $3,400.

5. Spending windfalls

A bonus or a tax refund is a painless way to build up an emergency fund or pay down debt.

Each year, create a “windfall plan” that outlines exactly how you’ll allocate any unexpected income, Alisjahbana said. Document specific percentages to be used for debt reduction, emergency savings and possibly a small splurge. Having a strategy prevents impulsive decisions and protects your long-term goals.

If you don’t have a plan and receive unexpected income, wait 30 days before deciding how to use it, Alisjahbana said. One of her clients recently received a sizable court settlement but lacked a windfall plan. After the recommended 30-day wait, the client decided to put most of the funds into her children’s 529 accounts for their education.

How to stay safe from rip currents, and what to do if you’re caught in one

As hot summer days lure people to sandy shores and cool waters, experts say that people going on beach trips should be aware of the potential danger of rip currents, like one the authorities said swept away actor Malcolm-Jamal Warner while he was swimming off the Caribbean coast of Costa Rica on Sunday.

At least three dozen people in the United States have drowned in the surf this summer, most of them caught in rip currents, channels of water that flow away from the shore and can drag people along, according to the National Weather Service, which tracks surfzone deaths across the country.

As the summer holidays get in full swing, reports of rescues and fatalities tend to rise.

Warner, the American actor best known for playing Theo Huxtable on “The Cosby Show,” was swept away at a Costa Rican beach known for rip currents on a day when there was no lifeguard on duty, local authorities said. Earlier in July, Chase Childers, a former minor league baseball player, died after rushing into the surf in Pawleys Island, South Carolina, to save swimmers in a rip current, police said.

In Australia, an average of 26 people drowned each year in rip currents, statistics from 2011 to 2021 show.

And the fatalities do not just occur in oceans. In the Great Lakes region, rip currents caused an average of 50 drownings per year from 2010 to 2017, said Chris Houser, the dean of science at the University of Waterloo in Ontario, Canada.

feature or a sandbar. They are easiest to see from an elevated position like a beach access point, and are harder to spot when a person is closer to the water.

From land, a rip current can appear relatively calm on the surface, as a strip of water that extends out from the beach between breaking waves. Its appearance can be deceiving, because the forceful flow of water away from the shore can sweep a swimmer far into the body of water. The current can also appear as a patch of darker water stretching away from the beach, or as a distinct offshore flow.

Rip currents are swift and unrelenting. They can move at speeds of up to 8 feet per second, which is faster than the pace of an Olympic swimmer. But drownings often happen with far weaker currents, said Gregory Dusek, a senior scientist with the Ocean Service at the National Oceanic and Atmospheric Administration.

“It doesn’t have to be moving that fast to cause a problem,” Dusek said. “It just needs to be pulling you enough to get you from where you can touch to where you can’t.”

The currents can occur at any time and in any conditions, but they are most dangerous when waves are 2 to 3 feet high, Dusek added. There is also added risk in late summer, when tropical storm systems and hurricanes can move through a region and prompt strong

waves, even on clear, sunny days.

“You can have a storm far away driving pretty large waves, and you can have strong rip currents where you are, even when the weather seems fine,” Dusek said.

Check the surf forecast at your beach.

NOAA maintains beach weather forecasts for several popular destinations, which contain information about rip currents and waves, at weather.gov/beach.

Surf zone forecasts also assess the low, moderate or high risks of rip currents associated with your destination beach.

Some lists of safety tips from government agencies also state the obvious for people dipping into the surf: Make sure you know how to swim.

Read signs and avoid swimming near piers.

Try to swim at a beach that is under the watch of lifeguards, and ask them about the conditions before you enter the water. Comply with their orders, and read and follow instructions from official posted signs. Do not swim alone or within 100 feet of piers and jetties, because rip currents flourish alongside them, NOAA recommends.

Families with children should swim near a lifeguard if there is one. It also helps if children bring something that floats into the water with them, such as a boogie board, a surfboard

or a lifejacket, all of which can help weaker swimmers navigate a rip current.

Hopefully, you will never need the advice in the next section.

Don’t fight the rip current.

Many people panic when they get pulled into a rip current, which leads them to waste energy and make irrational decisions, Dusek said. If you find yourself carried off by a rip current, try to relax and evaluate your surroundings.

Remember that a rip current will not pull you under, he said. And don’t try to swim against it.

Not every rip current is the same, and you may use different strategies depending on the water’s movement and your swimming abilities, Dusek said.

It is possible that the current itself will circulate back to shore. If so, float.

The rip current is generally narrow, so try to escape it through its side, rather than head-on. Strong swimmers should move in a direction that follows along the shoreline, or swim toward breaking waves and then at an angle toward the beach, he said.

“If you don’t think you can do that, or you feel like you’re swimming anywhere in particular, you want to just float and wave your hands and call for help,” Dusek said.

It’s important to stay above the water and avoid exhausting yourself to give time for a lifeguard to reach you or for someone on the shore to call 911.

To do so, you can also embrace the “flip, float, follow” strategy, which involves flipping on your back to float above water and following the current until it takes you past breaking waves or back to shore.

How to help someone stuck in a current.

Rip current drownings often occur when bystanders wade into dangerous conditions to help another person. To assist someone safely, you can help direct them to swim parallel to the shore or flip on their back to float.

If you are near someone stuck in a rip current, alert a lifeguard. If there is no lifeguard on duty, call 911. Even if the person escapes the rip current, they may still need lifesaving support, Dusek said.

For swimmers who are pulled by the current closer to the shore, give them something that floats to hold onto, such as a boogie board or a cooler. If you feel like the only option is to enter the water — and you’re a strong swimmer — it’s important to still bring a flotation device, Dusek said.

England’s Lionesses take ‘football home’ with gripping Euro win

LONDON — England’s nail-biting, comefrom-behind victory over Spain in the European women’s soccer championship Sunday electrified the country, with euphoric fans cheering something utterly new for them: the dawn of a national soccer dynasty.

England, the defending champion, edged out Spain in a penalty shootout to hold on to the title it won in 2022, after conceding the first goal, as it had in its quarterfinal and semifinal games. The victory avenged England after its heartbreaking defeat to Spain in the World Cup women’s championship two years ago.

It also stamped the women’s team, nicknamed the Lionesses, as the proud standardbearer for English soccer. England’s men’s team, known as the Three Lions, have not won a major championship since 1966, becoming a byword for sporting misery in a country that views itself as the home of soccer.

Instead, it is the Lionesses who have become regulars at the pinnacle of international soccer, showing grit and steely nerves as they rebounded from a sloppy start in the early games of this tournament, played in Switzerland.

“We’ve not made it easy for ourselves, we love the drama,” said Bethany Madden, 26, who watched the game with friends on two large television screens at the Victoria pub in

southeast London. “But it’s made it such an exciting tournament. You can never rule the Lionesses out.”

It was a characteristically nerve-rattling performance by the Lionesses, with momentum at the St. Jakob-Park stadium in Basel swinging from one side to the other. Spain dominated the first half, but after England leveled the score at 1-1 in the second half of regular time, it finally finished off Spain 3-1 in the penalty kicks.

Moments after Chloe Kelly, a forward who came into the game as a substitute near the end of the first half, drilled in the final penalty kick, a jubilant crowd of English fans in Basel broke out into “Sweet Caroline,” the Neil Diamond standard that has become the unofficial anthem of the Lionesses.

Soon fans were chanting “Football’s coming home,” a refrain from “Three Lions,” the ever-hopeful theme song of the England men’s team. Having taken football home in 2022 by winning the European championship against Germany, England’s women have now done it again.

Tensions at the jam-packed Victoria reached a fever pitch during an agonizing extra-time period, as Spain’s players swarmed around England’s goal, missing multiple chances to score. “Come on, England!” fans cheered desperately at the TV screens, as a dreaded penalty shootout loomed.

“It’s unbelievable,” said a shocked John Carrick, 47, as he digested Kelly’s penalty kick. “I thought we were going out in the semis. They were underdogs the whole time. It’s amazing. I can’t believe it.”

For Spain, it was a bitter disappointment after a World Cup victory that was tarnished when the president of the Spanish football federation, Luis Rubiales, kissed one of the players, Jenni Hermoso, during an awards celebration, without her consent.

“You can’t always win,” said Aitana Bonmati, a dejected midfielder for the Spanish team.

The Lionesses’ winning ways have generated excitement in a country where their supporters say the women’s team has often been overlooked. There were no senior British royals or top political figures on hand in Sydney in 2023, when they played Spain in the World Cup.

But on Sunday, Prince William, the heir to the British throne and an enthusiastic soccer fan, cheered on the Lionesses from the stands. Later, the prince shook hands with players from both teams. British leaders, past and present, piled on to social media to hail a history-making victory.

“Champions!” posted Prime Minister Keir Starmer. “What a team. What a game. What drama. You dug deep when it mattered most and you’ve made the nation proud. History makers.”

“Back-to-back European champions!”

Starmer’s predecessor, Rishi Sunak, wrote. “Congratulations to @Lionesses for an incredible achievement.”

Even before England won, fans at the Victoria professed hope that the Lionesses’ performance would increase the respect and attention granted to the women’s game.

“I think people are getting more invested in women’s football; I’ve been getting all my family into it,” Madden said. “People really like to see England doing well, which makes a difference from the men because we actually get to the final. I feel like more men are respecting women’s football in its own right.”

“The standard of the football has definitely increased,” said Sean Gair, 38. “Lots of my friends don’t pay attention to women’s football, but England have been building great momentum.”

It fell to King Charles III to place the women’s victory in the context of England’s long, unfulfilled soccer history.

“For more years than I care to remember, England fans have sung the famous chant, ‘football’s coming home,’” Charles posted. “As you return home with the trophy you won at Wembley three years ago, it is a source of great pride that, through sporting skill and awesome teamwork, the Lionesses have made those words ring true.”
