There is division in Puerto Rico over the increase in the U.S. military presence on the island due to tensions with Venezuela.
While pro-statehood interests support the military presence because it shows the United States needs Puerto Rico for security reasons and have called for a reopening of military bases, opponents fear the U.S. Navy will reactivate bases and contaminate their beaches with weapons residue.
“It gives anxiety, nerves, discomfort, knowing well how our community has been directly affected by the militarization of the archipelago,” said Ilandra Guadalupe Maldonado, who was born in the offshore municipality of Vieques, in a report from EFE. “I would not like to think of a repetition of history.”
The U.S. Navy used part of the offshore islands -- the municipalities of Vieques and Culebra -- as a firing range, and rented those areas to other nations to test their weapons. To date, the cleanup of the remnants of unexploded ordnance has not yet been completed.
“Six decades of militarization have left us with contaminated land, a contaminated population, [and] fractured education, culture, identity -- the list is long,” emphasized Maldonado, 27, a member of the Vieques Women’s Alliance, an organization that was nominated for the Nobel Peace Prize in 2005, and which sued the U.S. for human rights violations associated with military maneuvers.
The young woman from “La Isla Nena,” as Vieques is known, which has the highest prevalence of cancer in Puerto Rico, says her relatives remember with euphoria when popular demonstrations in 2003 managed to expel the U.S. military from Vieques. A few years later, the U.S. Naval Base at Roosevelt Roads in Ceiba shut down.
Maldonado views Gov. Jenniffer González Colón as promoting the militarization of Puerto Rico. The governor has welcomed the practices and appears to be in favor of the United States’ attempts to topple Venezuelan President Nicolas Maduro, who has been charged with heading a drug cartel. Maduro this week warned Puerto Rico against supporting President Donald Trump’s intentions against Venezuela.
“The threats from drug trafficker and dictator Nicolás Maduro portray the gang-like nature of his regime,” González Colón said Wednesday. “As governor of Puerto Rico, I will continue to defend the security of our island and the Caribbean against drug trafficking and its cartels. The drugs and violence that spill into our streets as a result of their operations rob our people of peace and life every day.”
“During the campaign, we made it clear that sectors of the left in Puerto Rico and now the Popular [Democratic] Party,
U.S. War Secretary Pete Hegseth is greeted by Puerto Rico government and military officials at Muñiz Air National Guard Base in Carolina on Monday. Not everyone on the island welcomes the recent buildup in the U.S. military presence. (Facebook via Jenniffer González Colón)
instead of condemning Maduro and standing in solidarity with the suffering Venezuelan people, prefer to defend a criminal by repeating his narratives and even justifying his attacks,” the governor said. “Today, we see that script in action, when instead of defending our American nation, they side with a dictator who threatens our people.”
While the United States has issued a $50 million reward for the arrest of Maduro on charges of drug trafficking, the United Nations has found no evidence supporting that Venezuela is responsible for the drugs going to the United States.
A UN report says only 5% of the drugs reaching the United States is from Venezuela, while 87% is from Colombia and Ecuador.
The organization SOLi – International Solidarity of Puerto Rico, a member of the World Peace Council -- issued a strong statement, repudiating the growing U.S. military presence in the territory and the recent statements of González Colón, who described Puerto Rico as “the border of the United States in the Caribbean.”
According to the entity, the governor’s official position “contributes to fueling tensions that threaten regional peace” by supporting the use of the island as a strategic military platform under the pretext of the fight against drug trafficking, and aligning itself with Washington’s verbal and diplomatic aggressions against sister countries in Latin America and the Caribbean.

Sen. Luis Javier Hernández Ortiz, the Popular Democratic Party (PDP) minority leader in the upper chamber, said Wednesday that the Senate approved his request for information to oversee the use of funds generated by the Net Metering Law.
“This Law 115-2007 establishes a distribution of accumulated and unused electricity credits for customers with solar panels in their homes,” he said.
According to the law, 25% of those accumulated credits are allocated to the Department of Education (DE) to provide credits or reductions on the electricity bills of Puerto Rico’s public schools.
“How is this money being used? How much is it?” Hernández Ortiz queried. “Yesterday [Tuesday] in the Senate, we approved our request for this information.”
Net metering is a billing system that allows customers who generate their own electricity using renewable sources (such as
solar panels) to receive credits for the excess energy they send to the grid, which they can then use to offset their bills. Specifically, it employs a bidirectional meter that records both the energy consumed from the grid and the energy produced and exported to the grid, allowing for the calculation of the difference and the application of corresponding credits.
On Aug. 14, the PDP delegation in the Senate condemned a recent action by the LUMA Energy consortium, which imposed a $300 fee on each customer connected to a net metering system, allegedly to conduct a supplementary study.
“According to data provided by LUMA, there are 142,000 customers connected to solar panel systems in Puerto Rico,” the delegation stated. “If studies are necessary, let them cover the costs. The homes with solar panels have been installed specifically to avoid the issues caused by LUMA.”
It is estimated that 32,000 customers have received notices demanding the $300 fee. This could represent $9.6 million for the company.
“But if we consider the total number of customers connected to this system, it amounts to a potential $42.6 million for LUMA in the end,” Hernández Ortiz said. “We strongly condemn this action. From the Senate, we have always defended the Net Metering Program because we stand with consumers.”

The Escambrón Unido alliance announced Wednesday that it filed a petition for certiorari with the Puerto Rico Supreme Court to halt a residential and commercial project in the Escambrón Resort area, Sixto Escobar Park, Third Millennium Park, and beaches 8, 9 and 10, following the dismissal by the Court of Appeals of an administrative review.
“This plan includes the construction of new structures in the maritime-terrestrial easement area, the relocation of the Old San Juan wastewater pumping system, a parking lot within Sixto Escobar Park, and the alteration of the hotel structure,” said Sonia Fritz, spokesperson for Escambrón Unido, in a written statement. “This is not about preventing the restoration of this historic space, but rather ensuring that the values that distinguish it and belong to all of Puerto Rico are protected.”
The petition -- filed with the support of nine intervenors
and the Legal Clinic of the University of Puerto Rico School of Law -- requests that the Supreme Court review the appellate ruling that dismissed the administrative review. The group argues that the Permit Management Office approved the location consultation without an Environmental Impact Statement or public hearings, in violation of laws and regulations.
In the brief, the community argues that the administrative action affects public, environmental, recreational, spiritual and aesthetic interests protected by the Puerto Rico Constitution. “These interests are more than valid and sufficient to demonstrate our legitimacy in this process,” said Lilia Tirado, a spokesperson for Escambrón Unido. “No one has a more genuine interest than those who daily enjoy, use, and defend this natural space.”
The group argues that the case provides the Supreme Court with an opportunity to clarify the rules for active standing in land use planning processes, to ensure that citizens have a

In order to provide greater services to senior citizens residing in Vieques, Speaker of the Puerto Rico House of Representatives Carlos “Johnny” Méndez Nuñez earlier this week delivered two sport utility vehicles (SUVs) to the mayor of the offshore island municipality, José “Junito” Corcino Acevedo. The ownership of the vehicles -- a white 2015 Ford Explorer with seating for five and a white 2014 Ford Edge, which also seats five -- which previously belonged to the lower chamber, was transferred to the Vieques municipal administration. They will be used at the Luisa Guadalupe senior center, which directly serves some 70 seniors daily.
“Supporting municipal efforts to improve the quality of life for seniors is one of our priorities,” Méndez said. “Therefore, when the mayor mentioned their need for vehicles to transport seniors, as well as food, we set about identifying what we had available to meet that request. Today, we are donating two SUVs in perfect condition for the use of seniors served by the Luisa Guadalupe senior center in Vieques.”
The House speaker, who represents District 36 (Río Grande, Luquillo, Fajardo, Ceiba, Vieques and Culebra) emphasized that the vehicles “meet a real need.”
“The center serves 20 seniors directly at its facilities every day, as well as provides food to 48 across the island municipality,” he said. “With these two SUVs, that number could double, as
they now have the capacity to carry more prepared meals, as well as assist seniors with their appointments and other matters.”
Corcino Acevedo said the donation represents a unique opportunity to expand services to a significant segment of the population.
“As you know, we in Vieques have the same demographics as the rest of the island: a senior population that grows every day,” he said. “The Luisa Guadalupe Senior Center has the potential to serve more seniors; however, until today we didn’t have the additional resources to do so. […] These SUVs are essential in our effort to increase the services provided by the municipality.”
According to 2020 U.S. Census Bureau data, 17.1% of Vieques’ population -- about 1,200 people -- is over 65 years of age.

Resident Commissioner Pablo José Hernández Rivera and Gov. Jenniffer González Colón announced the filing of a bill in Congress on Wednesday to transition Puerto Rico from the Nutrition Assistance Program (PAN by its acronym in Spanish) to the Supplemental Nutrition Assistance Program (SNAP) with bipartisan support.
“The SNAP program would provide more funding for people who currently receive the PAN, and this is a bipartisan bill supported by Democratic and Republican members of Congress,” Hernández Rivera said at a press conference. “It’s a bill supported by Governor Jenniffer González Colón, who honors me with her presence today. It’s a bill that recognizes that hunger has no zip code, that hunger has no partisan affiliation, that hunger is neither
Gov. Jenniffer González Colón said that for “us Puerto Ricans, the issue of the transition from the PAN program to the SNAP program is vital.”
[Democratic] Party nor NPP [New Progressive Party], but rather a problem that deserves to be addressed and solved.”
González Colón added that for “us Puerto Ricans, the issue of the transition from the PAN program to the SNAP program is vital.”
“This is not an issue that divides the resident commissioner and me as governor. This was part of our party’s governing platform, and, as resident commissioner, we continually filed this same bill,” she noted. “The only provision that has changed, and which we agree with the commissioner on in this bill, is that it adds, instead of five years, the transition period from the government of Puerto Rico to this program to 10 years, which would allow for a balanced transition for the federal government.”
The governor pointed out that the U.S. De-
partment of Agriculture recommended in 2022 a 10-year transition scenario that would not increase federal costs associated with short-term budgetary pressures over that timeframe. She added that her administration is moving forward on technology, processes and training to meet the program’s requirements.
The resident commissioner maintained that the measure seeks greater equity for families currently receiving the PAN program and that the supporting coalition includes members of Congress from both parties.
Both officials emphasized that the proposal requires federal legislation to be implemented and called on the public and private sectors to support the transition with the objective of expanding access to and quality of nutritional assistance on the island.

District 29 Rep. Gretchen Hau Irizarry has expressed concern over the requirements imposed on infrastructure needed to connect to electrical service that are causing increases in construction costs.
In response, she has filed House Resolution 475, which directs the House Committees on Housing and Urban Development and Consumer Affairs to conduct a thorough investigation into new specifications and requirements established by LUMA Energy, the private operator of Puerto Rico’s electrical grid, for residential structures. The requirements, she said, have led to a significant increase in construction costs.
“Constituents have voiced their worries regarding the high costs resulting from LUMA’s staff requirements related to the infrastructure
necessary for residential projects and electrical service connections. Given this situation, it is essential to investigate the specific requirements, determine whether they drive up connection costs, and, if so, understand the reasons behind the establishment of these new requirements,” Hau said. “It is the Legislative Assembly’s responsibility to investigate matters that impact citizens, and this is certainly one of them.”
Hau, who represents Cidra and Cayey, noted that the increased costs are linked to construction requirements for electrical columns that house energy meters and service connections, both of which are crucial for establishing electricity service at the residential level.
“This continues to impose financial burdens on citizens,” she said. “Therefore, immediate action is necessary to investigate these claims, address the issues faced by the Puerto Rican
people, and understand the rationale behind the consortium’s unilateral implementation of new requirements.”
The legislator highlighted other instances where she said citizens have suffered due to LUMA’s actions.
“It is well-known that citizens have been making public complaints about compensation LUMA must provide for damage to equipment caused by system instability,” she said. “These claims are still unresolved. Thus, I reiterate the need to investigate this new situation.”
She pointed out that the island is bound by a contract that does not adequately address the needs of its constituents.
“LUMA is a service provider that lacks the basic capacity to meet citizens’ fundamental demands for continuous service, for which they pay monthly,” Hau said. “Meanwhile, the
country continues to experience instability in its electrical system, an essential service that affects vulnerable sectors, and now it appears that the connection issues are impacting families as well.”
She also announced her intention to monitor the legislative process to ensure that the measure is addressed as promptly as possible.

The University of Puerto Rico (UPR) Mayagüez Campus will present the book “Para contarnos: memorias que superan numeros” (To Tell Us: Memories That Surpass Numbers) today in Tarzan Hall, featuring texts and works by Mayagüez public school students. In “Para contarnos,” “young people from western Puerto Rico tell us how hurricanes, earthquakes, the coronavirus pandemic, and the hasty return to in-person school disrupted
their school experience and upended their lives,” anthropologist Ivelisse Rivera Bonilla said. “The complexity of everyday life is expressed in incisively simple prose that moves and stuns, shocks and enlightens.”
The publication brings together more than 100 texts and dozens of artworks created by 50 students from socioeconomically disadvantaged sectors of Mayagüez that document their experience following hurricanes Irma and Maria, the earthquakes of 2020, and the pandemic. The co-editors are professors Jocelyn
A. Géliga Vargas and Sandra L. Soto Santiago, from the English Department at UPR Mayagüez. The volume is the result of writing workshops led by Vibeke Betances Lacourt, Beatriz Llenín Figueroa, Jocelyn A. Géliga Vargas and Sandra L. Soto Santiago, and art-making workshops led by S. Damary Burgos and Yasmine Hernández. The workshops took place during summer camps and Saturday sessions at the University Center for Access between 2022 and 2024, with support from several entities and the campus itself.
“‘Para contarnos’ highlights the challenges our youth face in western Puerto Rico. These are enormous challenges,” Géliga Vargas said. “Fortunately, the participants have had the support of a committed team of tutors from the Mayagüez Campus and collaborators who have joined this effort in pursuit of educational justice.”
The presentation will be at 10:30 a.m. and will be led by Betances Lacourt and Burgos. Several of the student authors will read from their texts.

The Supreme Court earlier this week agreed to a fast-track review of the Trump administration’s sweeping tariffs, accepting a case that will test the limits of executive power and the president’s signature economic initiative.
The court set a brisk briefing schedule and said it would hear arguments in early November.
A federal appeals court last month invalidated many of President Donald Trump’s punishing global tariffs, saying the law he relied on did not authorize the administration’s program. The import taxes remain in effect while the litigation continues.
In a 7-4 ruling in late August, the U.S. Court of Appeals for the Federal Circuit said the president had unlawfully used the International Emergency Economic Powers Act to impose steep taxes on major U.S. trading partners.
Last week, Trump’s lawyers urged the justices to review the ruling quickly by adding the case to the court’s calendar for the new term that begins in October. They issued a stark warning against allowing the appeals court ruling to stand, saying it threatens to unwind trade deals.
“That decision casts a pall of uncertainty upon ongoing foreign negotiations that the president has been pursuing through tariffs over the past five months, jeopardizing both already negotiated framework deals and ongoing negotiations,” according to the filing from Solicitor General D. John Sauer.
“Few cases have so clearly called out for this court’s swift resolution.”
While the Supreme Court’s conservative majority has repeatedly granted Trump’s emergency requests and cleared the way for
the administration to at least temporarily put into place its policies, the tariffs case will be the first occasion for the justices to hear arguments and weigh the underlying legal merits of a key administration priority.
Five small businesses and a dozen states sued over the tariffs, saying Trump’s actions were unlawful and that the powers to tax must remain with Congress. Their position has support from a coalition of prominent conservative and libertarian lawyers, scholars and former officials.
“These unlawful tariffs are inflicting serious harm on small businesses and jeopardizing their survival. We hope for a prompt
resolution of this case for our clients,” Jeffrey Schwab, senior counsel at the Liberty Justice Center, said in a statement.
The Constitution generally gives Congress the power to tax. But a 1977 statute gives the president broad emergency powers to “deal with any unusual and extraordinary threat” to “the national security, foreign policy or economy of the United States.” That includes the power to regulate imports. The president’s lawyers say that language affords him the authority to impose tariffs when he believes an emergency exists.
Trump and his economic advisers say the tariffs and subsequent negotiations with
trading partners are reversing decades of trade policies that have reduced U.S. manufacturing capacity and military readiness. The levies, they argue, have spurred other countries to invest in the U.S. economy.
But the appeals court said the emergency law does not give Trump the authority to impose his sprawling tariffs program. The majority did not decide whether the statute might allow the president to impose more limited tariffs, finding Trump’s particular program so significant and enduring that it must be expressly authorized by Congress.
Trump used the emergency law last month to tax imports from about 90 countries and previously invoked it to impose tariffs on China, Canada and Mexico.
Other presidents have invoked the emergency statute, typically to issue sanctions, but Trump is the first to try to use the emergency powers to impose broad levies of 10% to 50% on trading partners. The administration can turn to other statutes to impose tariffs, but they are more limited than the emergency powers he has relied on.
Separately, the Supreme Court in June refused to fast-track a second case from two toy manufacturers challenging part of the president’s tariffs program. In that case, the companies were seeking to bypass the U.S. Court of Appeals for the District of Columbia Circuit, which has scheduled argument for Sept. 30. A district court judge sided with the companies, finding that the tariffs were not authorized under the emergency statute and were “an existential threat to their businesses.”
Lawyers for the toy manufacturers renewed their request to the justices in a filing on Sept. 4, asking the court to consider consolidating and expediting the pair of cases involving tariffs.

Throughout his presidency, Donald Trump has proved himself adept at evading the controversies that have dogged him on an almost daily basis. With the vast powers of the presidency at his disposal, he often succeeds in pivoting the national conversation to focus on political terrain he finds more favorable, like immigration or crime.
But for weeks now, there has been one controversy the president has been unable to evade: the public clamor over his ties to Jeffrey Epstein, the deceased sex offender. Now, with the release this week of new information from Epstein’s estate, including a suggestive note apparently signed by Trump, the drip-drip-drip of revelations is complicating the White House strategy of brushing off the entire controversy.
The president’s press secretary, Karoline Leavitt, on Tuesday was once again confronted with questions about the so-called Epstein files, a collection of documents from the law enforcement investigation into Epstein’s abuse of girls and women.
The White House has denied for weeks that Trump sent a bawdy birthday note to Epstein in 2003, the subject of an earlier Wall Street Journal report. But on Monday,
the House Oversight Committee obtained the document and released it. Suddenly, there it was, out in the open for all to see. The drawing of a naked woman. The strange reference to a “secret” shared between Trump and Epstein.
In response, Leavitt at first deflected. She accused Democrats of opportunistically clamoring to release the Epstein documents

while Trump was president, something they did not make a major push for during the Biden presidency.
“Why are the Democrats all of a sudden caring about this? It’s because they are desperately trying to concoct a hoax to smear the president of the United States,” Leavitt said.
Then she shifted to denial.
Leavitt again denied that Trump had written the note in question. She said the White House would even support a professional handwriting analyst’s evaluation of the signature, which she said would vindicate the president.
The signature on the note closely matches the first-name-only version of the way the president signed his name in letters to New York City officials at the time.
Leavitt was then asked about another item in the documents released Monday: an oversize check that purports to be a joking payment of $22,500 from Trump to Epstein, to buy a “fully depreciated” woman.
Leavitt again denied Trump’s involvement, saying he “absolutely” had not signed the check in question.
But even as Leavitt called the situation a “hoax” and claimed Trump had no role in the documents released, she said she had never claimed they were fake.
The documents were subpoenaed from the Epstein estate. Under questioning from reporters, Leavitt said she “did not say the documents are a hoax.” Instead, she suggested that someone must have forged Trump’s signature. “The president has one of the most famous signatures in the world, and he has for many, many years,” she said.
It was clear she was following the lead of her boss.
Throughout July, Trump repeatedly attempted to instruct the media and fellow Republicans to move on from the Epstein files. In a post on Truth Social, he urged the GOP to “not waste Time and Energy on Jeffrey Epstein, somebody that nobody cares about.”
But the clamor for the files persisted, and the president repeatedly referred to the controversy as a “hoax,” angering Epstein’s victims.
After the Journal reported on the Epstein birthday note, Trump filed suit accusing the paper and its owner, Rupert Murdoch, of defaming him.
“These are not my words, not the way I talk. Also, I don’t draw pictures,” Trump wrote on Truth Social. (Trump has long drawn pictures and even sold them at auction.)
He repeated his denial Tuesday night, saying that “anybody that’s covered me for a long time knows that’s not my language. It’s nonsense.”
Democrats have seized on the controversy. But more concerning for Trump, he has not been able to convince all Republicans to back off an effort to release the files.
Four Republicans — Reps. Thomas Massie of Kentucky, Marjorie Taylor Greene of Georgia, Lauren Boebert of Colorado and Nancy Mace of South Carolina — have joined with Democrats to support what is called a discharge petition to force the release of the files.
Still, Republicans have mostly fought the effort, and GOP leaders in Congress have largely sided with Trump’s insistence that he played no role in the bawdy birthday note to Epstein.
“I’m told that it’s fake,” Speaker Mike Johnson said of the note.
Rep. James Comer, R-Ky., who leads the Oversight Committee, said that he accepted Trump’s denial about the note.
“The president says he did not sign it, so I take the president at his word,” Comer said Tuesday. He added that he was not inclined to investigate the signature’s authenticity, even as Comer is leading an investigation into the legitimacy of former President Joe Biden’s signature on documents that were signed with an autopen.

This month, France, Canada, Australia and possibly Britain will recognize a Palestinian state at the United Nations General Assembly. Also, some 1,800 actors and filmmakers, including Mark Ruffalo and Cynthia Nixon, have signed a public letter pledging “not to screen films, appear at or otherwise work with Israeli film institutions.” And the government of Spain imposed an arms embargo on Israel.
Will a single Palestinian in the Gaza Strip be helped in any meaningful way by any of this? No. Will Israel be hurt? Not particularly. Will it exacerbate Western antisemitism? More than likely.
After Madrid announced its embargo, I wondered what weapons, if any, did it sell to Israel. None, as far as I can discover. But, at least until this month’s declaration, Spain was an eager customer for Israeli military equipment, to the tune of over 1 billion euros between October 2023 and last April. Even after Spain decided to cancel a purchase of Israeli anti-tank missiles, it must still rely on Israeli cybersecurity and AI technology.
My advice to Israel, which last year surpassed Spain to become the world’s eighth-largest arms exporter: Reciprocate the embargo fully. Losing those service contracts would weaken Spain’s protection against terrorism. Let Madrid hope that its anti-Israel posturing will keep the threat at bay.
Now take the rest of the list.
France’s announcement in July that it would recognize a Palestinian state will do nothing to bring one into being. Its main effect so far was to provide a diplomatic victory for Hamas, which allegedly responded by hardening its negotiating stance with Israel over releasing its hostages, while prompting right-wing Israeli lawmakers to push harder for territorial annexation in the West Bank.
As for the wished-for boycott of the Israeli film industry, it would only harm the side of Israel least in sympathy with the government of Prime Minister Benjamin Netanyahu. It also smacks of an ugly double standard: Do Ruffalo and friends also call for boycotts of, say, Ira-
nian or Chinese arts institutions in protest of the policies of their governments?
Also this month, a flotilla of small ships, with Swedish activist Greta Thunberg among the passengers, will attempt to breach an Israeli naval blockade and reach Gaza with a symbolic amount of humanitarian aid. Her second attempt will probably end exactly as the first one did: in the rear seat of a plane out of Tel Aviv, bringing more attention to herself than her cause.
What, then, do these gestures accomplish? The legitimate needs of the Palestinian people are these: an end to this war; an end to being dragged into future wars by Hamas; an end to the chronic misgovernance of the Palestinian Authority; the establishment of a self-governing political order that improves the lives of Palestinians without endangering the lives of Israelis; the eventual creation, under conditions of mutual trust, of a Palestinian state.
Immediate recognition of such a state advances none of this. It is the proverbial cart before the horse. France and its fellow travelers aren’t aiming to do much to help actual Palestinians. Mainly, they seek to congratulate themselves. Countries achieve irrelevance when moral onanism takes the place of serious policy as the principal instrument of national policy.
Nor does it do anything to change Israelis’ minds. Somewhere near the center of the Israeli psyche lies the thought: The world is out to get us. Save for some shining exceptions, much that’s happened since Oct. 7, 2023, has proved them right: Being accused of genocide the same month they were grotesquely massacred. Watching a pogrom unfold on the streets of Amsterdam. Seeing elderly Jews burned alive in Colorado. Becoming the singular object of a global protest movement that’s utterly indifferent when our NATO ally Turkey bombs Kurds or Syrian forces massacre Alawites.
An excess of fear can lead to serious mistakes, and we’ll find out soon if Israel’s strike on Hamas’ leaders in Qatar was one of them. But if Israel’s usual critics can’t be bothered to appreciate the seriousness of the threat Israelis face daily — from Houthi drones, Palestinian gunmen, Hezbollah rocket fire displacing tens of thousands of Israelis or Israeli women being raped and slaughtered by Hamas — they will have no influence over Israeli thinking or behavior. In their one-sided vehemence, they write themselves out of any meaningful conversation about the Palestinian future.
So what effect do anti-Israel gesture politics actually have?
From Montreal to Paris to Melbourne, diaspora Jews are living through the worst era of open antisemitism since the 1930s. Leaders like Canada’s Mark Carney, France’s Emmanuel Macron and Australia’s Anthony Albanese are no doubt sincere in condemning this. But
Palestinians mourn over the bodies of loved ones following Israeli airstrikes on Gaza City on Sunday, Sept. 7, 2025. “What effect do anti-Israel gesture politics actually have?” asks The New York Times columnist Bret Stephens. (Saher Alghorra/The New York Times)
they are also contributing to a climate of anti-Jewish demonization by treating Israel as a quasi-pariah state whose presumptive supporters can be viewed as guilty accomplices. In their virtue-signaling foreign policy, they are inflicting genuine harms on their own Jewish citizens. Long term, the Jews will survive this — as we always have. The history of governments that sought to win political favor by harming the Jews is usually a story of disgrace and decline.

For months last year, Jeremy Allen White had Bruce Springsteen constantly speaking into his ears.
White was listening, over and over, to Springsteen’s 18-hour audio narration of his memoir, “Born to Run,” as part of extensive preparation to play him in the forthcoming film “Springsteen: Deliver Me From Nowhere,” which dramatizes the rock icon’s struggles to make his 1982 album, “Nebraska.”
“That was on in the house all the time,” White, best known as the star of the FX series “The Bear,” recalled in a recent video interview. “When I’d go for a run, when I’m going for a walk, when I’m making dinner. It was helpful to have his voice with me all the time.”
“Deliver Me From Nowhere,” written and directed by Scott Cooper (“Crazy Heart”) and set to be released Oct. 24, has its share of the high-decibel heroics endemic to rock biographies, like a sweat-drenched White belting out “Born to Run” to a roaring arena crowd or jamming before a smaller gang of the Jersey Shore faithful at the Stone Pony.
But by focusing on “Nebraska” — a gallery of desperate, despairing characters, rendered in starkly acoustic form — and the depressive breakdown that Springsteen experienced in the aftermath of its creation, the film instead tells a story about the fragility of mental health and the limits of art alone to sustain it. In one striking scene, adapted directly from Springsteen’s memoir, the man usually seen as the platonic ideal of the stadium-commanding rock titan enters a therapist’s office and, without uttering a word, erupts in tears.
Cooper’s goal, he said, “was never about telling the whole story of Bruce Springsteen.”
“I was striving to make something that was quieter and more interior, which is about this very specific time in Bruce’s life,” the director added, “about a man who’s facing some of the trauma that he’s been carrying since childhood.”
“Deliver Me From Nowhere” is the first time that Springsteen has allowed his story to be dramatized on film, and it’s no accident that “Nebraska” is its heart. Springsteen has said he views the album as perhaps his best, but it has long stood out as an oddity, and maybe a mystery, in his body of work.
Made at the same time that he began working on songs that two years later ended
up on “Born in the U.S.A.,” Springsteen recorded “Nebraska” alone on a rudimentary fourtrack tape machine in a rented house in Colts Neck, New Jersey, not far from where he grew up in Freehold. Springsteen worked on it in the months after a successful tour for “The River,” his first No. 1 album, which brought with it industry pressures to keep the hits rolling.
Warren Zanes, a musician and academic who first heard “Nebraska” as a teenage guitarist in the 1980s band Del Fuegos, said that despite his love for the album, he had long had difficulty comprehending it as a career move.
“It was, to me, one of the greatest left turns in the history of popular music,” Zanes said.
After reading the minimal description of “Nebraska” in Springsteen’s memoir — which is immediately followed by a detailed, probing account of an emotional crisis on a cross-country drive — Zanes began working on a book about the album, interviewing Springsteen and his longtime manager, Jon Landau. That book, also titled “Deliver Me From Nowhere,” was published in 2023, and Cooper based his screenplay on it.
Cooper’s film portrays Springsteen in this period as solitary and troubled, but also obsessively fruitful, drawing inspiration from Terrence Malick’s 1973 crime-spree drama “Badlands,” from the abrasive New York punk duo Suicide, from his own past. Springsteen develops the “Nebraska” songs while conjuring painful boyhood memories of his brooding, heavydrinking father, who is seen in one black-andwhite flashback striking the young Bruce. Eager for escape but fearful of losing the solidity of his roots, Springsteen begins a relationship with a single mom named Faye — a classic workingclass Jersey girl, sweet but tough — but he cannot commit to her. (A composite figure, Faye is the only major character in the film not fully based in fact.)
“Bruce was haunted, not in the gothic sense, but spiritually,” said Cooper, sporting a black Stone Pony cap, a nod to the stalwart club Springsteen frequented. “I think he was haunted by his very emotionally distant father, haunted by this kind of myth of America — people who are striving for the American dream and falling short.”
Cooper said that he and Springsteen were determined not to make a hagiography, but rather to capture the singer-songwriter’s struggles and failings in addition to his successes.
“I wasn’t interested in mythologizing him,” the director said. “I wasn’t chasing the Boss. I’m chasing the man in a bedroom in Colts Neck with a four-track recorder, trying to make sense of his life, the trauma that he’s carried since he was a child.”
Once closely guarded, Springsteen’s experiences with depression eventually began to creep into his public biography, and he addressed them head-on in his 2016 memoir. His relationship with his father was also an undercurrent in “Springsteen on Broadway,” his 2017 solo storytelling performance.
“Long ago, the defenses I built to withstand the stress of my childhood, to save what I had of myself, outlived their usefulness,” Springsteen wrote in his memoir. “I relied on them to wrongly isolate myself, seal my alienation, cut me off from life, control others and contain my emotions to a damaging degree. Now the bill collector is knocking, and his payment’ll be in tears.”
White, Cooper said, was the only person he considered for the film’s lead. “I think they thought that I could tell a complex story with quiet moments, and with physicality,” White said.
But the actor hesitated at first. The part involved a significant amount of performance, but White was not a singer and had never played guitar. “I was like, ‘Look, I’d love to do this with you,’” he recalled telling Cooper. “‘I love Bruce. Are you sure you don’t want a guy that knows how to do these things already?’”
“And then at some point, Scott shared that Bruce wanted me to do it,” White added. “And at that point I went, OK, I’m not going to stand in this man’s way.”
Much of the film centers on Springsteen’s close, almost brotherly relationship with Landau, who as a music critic had championed Springsteen before becoming his manager and occasional producer. Their storied partnership, dating to 1975, is one of rock’s longest and most successful.
Jeremy Strong (“Succession,” “The Apprentice”) plays Landau as empathetic yet pragmatic. When he hears “Nebraska” for the first time, the manager strives to understand not only the music, but also what it says about his client’s wounded psyche. “He has a kind of magisterial sensitivity,” Strong said of Landau.
But Landau knows there is a limit to how much he can help Springsteen. At the end of

the singer’s road trip, when he arrives to an empty new home in Los Angeles, he makes a desperate phone call to Landau, who tells him, “You need help — professional help.” Springsteen begins therapy, which he has credited with turning his life around.
Still, a degree of tension surrounds the release of “Nebraska,” especially with not-sosubtle pressure from the record company, CBS.
Of course Landau and Springsteen are ultimately vindicated. “Nebraska” went to No. 3 and was hailed by critics as a masterpiece of dark Americana. His next album, “Born in the U.S.A.,” elevated Springsteen to the level of global superstar.
Surprisingly soft U.S. producer price inflation figures on Wednesday spurred outside bets on a half a percentage point cut in U.S. interest rates next week, pushing Wall Street to new highs, lifting gold, and pulling bond yields lower. In my column today I look at how the combination of Fed rate cuts and sticky inflation will reduce ‘real’ U.S. rates and yields, spelling bad news for the dollar.
If you have more time to read, here are a few articles I recommend to help you make sense of what happened in markets today.

The extraordinary 43% surge in Oracle’s share price thrusts the whole AI bubble debate back into the sharpest focus. This is not a penny stock, startup or meme stock, this is a long-established tech giant, which is now suddenly close to joining the exclusive $1 trillion market cap club.

Oil prices spiked on Wednesday after an Israeli attack in Qatar’s capital Doha, and the Polish zloty had its worst day in over a month after Poland shot down suspected Russian drones in its airspace, the first time a member of NATO is known to have fired shots during Russia’s war in Ukraine.
The moves weren’t too dramatic, but were a reminder to investors of the political risk in pockets around the world that can quickly spill over into asset prices and market volatility.
‘Real’ rate dip threatens to pull down dollar
The dollar has been beaten down this year as investors have priced in a resumption of the Federal Reserve’s rate-cutting cycle. But even if lower nominal rates are already reflected in the greenback’s price, lower ‘real’ rates may not be.
The greenback has gotten a bit of respite recently after recording its worst start to any calendar year since the era of freefloating exchange rates was introduced over 50 years ago. But it will face a renewed headwind if its real interest rate support evaporates, which currently seems likely.
If the Fed pulls the rate cut trigger next week, as expected, it will be doing so with inflation around 3% - a percentage point above the central bank’s 2% target. Further easing amid sticky prices means the gap between the U.S.’s inflation-adjusted or ‘real’ interest rate and those of its developed market peers should narrow – bad news for the dollar.
The difference in inflation-adjusted or ‘real’ interest rates and yields is often thought to play the biggest role in determining the relative returns and purchasing power of currencies.

AVenezuelan boat that the U.S. military destroyed in the Caribbean last week had altered its course and appeared to have turned around before the attack started because the people onboard had apparently spotted a military aircraft stalking it, according to U.S. officials familiar with the matter.
The military repeatedly hit the vessel before it sank, the officials added, speaking on the condition of anonymity to discuss a sensitive matter. President Donald Trump has said he authorized the strike and claimed the boat was carrying drugs.
The disclosures provide new details about a military operation that was a startling departure from using law enforcement means to interdict suspected drug boats. Legal specialists who have called it a crime to summarily kill suspected low-level smugglers as if they were wartime combatants said the revelations further undercut the administration’s claim that the strike was legally justified as self-defense.
Trump announced the strike last week, saying it took place in international waters and had killed 11 people who he said were transporting drugs “heading to the United States” and were part of a Venezuelan gang, Tren de Aragua. He has not put forward evidence to support those assertions but has said “we have tapes of them speaking.”
While the White House has not provided a detailed legal rationale, it has put forward the outlines of a novel argument that using lethal military force was permissible under the laws of armed conflict to defend the country from drugs because 100,000 Americans die annually from overdoses. Secretary of State Marco Rubio said people suspected of smuggling drugs toward the United States pose “an immediate threat.” Trump, in a letter to Congress, justified the attack as a matter of self-defense.
Many legal specialists, including retired top military lawyers, have rejected the idea that Trump has legitimate authority to treat suspected drug smuggling as legally equivalent to an imminent armed attack on the United States. Even if one accepted that premise for the sake of argument, they added, if the boat had already turned away, that would further undermine what they saw as an already weak claim of self-defense.
“If someone is retreating, where’s the ‘imminent threat’ then?” said Rear Adm.

The White House argument that using military force against a Venezuelan boat was permissible under the laws of armed conflict has raised questions from many legal specialists, including retired top military lawyers. (Anna Rose Layden/The New York Times)
Donald J. Guter, a retired top judge advocate general for the Navy from 2000 to 2002. “Where’s the ‘self-defense’? They are gone if they ever existed — which I don’t think they did.”
Rear Adm. James E. McPherson, the top judge advocate general for the Navy from 2004 to 2006 who later served in the first Trump administration in several prominent civilian military roles, including general counsel of the Army, agreed.
“I would be interested if they could come up for any legal basis for what they did,” he said, adding, “If, in fact, you can fashion a legal argument that says these people were getting ready to attack the U.S. through the introduction of cocaine or whatever, if they turned back, then that threat has gone away.”
The White House did not directly address questions about the boat’s maneuvers or the nature of the strike, instead repeating the administration’s position on the attack. Trump “acted in line with the laws of armed conflict to protect our country” from “evil narco terrorists trying to poison our homeland,” said Anna Kelly, a White House spokesperson.
Sean Parnell, the chief Pentagon spokesperson, said, “This strike sent a clear message: If you traffic drugs toward our shores, the United States military will use every tool at our disposal to stop you cold.”
The U.S. Coast Guard, sometimes with help from the Navy, has frequently interdicted boats suspected of smuggling drugs
in the Caribbean Sea, searched for illicit cargo, and — if its suspicions were accurate — arrested the people aboard for prosecution.
Trump has long wanted to take much harsher steps against drug trafficking, including saying that drug dealers should get the death penalty. In his first term, he praised President Rodrigo Duterte of the Philippines for doing an “unbelievable job on the drug problem” in the nation where Duterte’s government had approved the summary killing of suspected drug dealers. Duterte now faces charges of crimes against humanity at the International Criminal Court over his drug war.
After returning to office, Trump directed his administration to begin labeling various Latin American criminal gangs and drug cartels as terrorist organizations, breaking with the tradition of limiting that status to violent groups that are motivated by ideology rather than illicit profit. Legally, such a designation permits sanctions like freezing a group’s assets, but it does not create authorization to use military force against it.
In July, Trump signed a still-secret directive instructing the Pentagon to use military force against some of the criminal groups his team had designated as terrorist organizations. The attack on the boat last week appears to signal an opening phase of operations stemming from that directive.
Trump, in announcing the attack, posted a 29-second video on social media that edited together several clips of aerial surveillance. It showed a speedboat cutting through the water, with a number of people onboard, before an explosion.
But officials briefed on the strike said that the video does not tell the entire story. It does not show the boat turning after the people aboard were apparently spooked by an aircraft above them nor does it show the military making repeated strikes on the vessel even after disabling it, the officials said.
Trump’s aides have boasted that the operation is only the beginning of a war against suspected drug smugglers. Defense Secretary Pete Hegseth told reporters last week, “We smoked a drug boat, and there’s 11 narco terrorists at the bottom of the ocean, and when other people try to do that, they’re going to meet the same fate.”
Adding to the legal controversy is uncertainty over what standards, if any, the Trump team has set for the strength of the intelligence about who and what is on a boat for the U.S. military to summarily kill
everyone aboard. Trump joked last week that not just drug smugglers but also fishermen may now think twice about going to sea in the region.
“I think anybody that saw that is going to say, ‘I’ll take a pass,’” Trump said. “I don’t even know about fishermen. They may say, ‘I’m not getting on the boat. I’m not going to take a chance.’”
One open question is where the boat was headed. Rubio initially told reporters last week that it was probably headed toward Trinidad and Tobago or some other country in the Caribbean, but administration officials have since characterized it as destined for the United States.
Another is what it was carrying. Some have expressed doubts that a vessel of its size would need an 11-member crew. Sen. Rand Paul, R-Ky., who has called it “despicable and thoughtless” to glorify killing people accused of crimes without trials, has argued that if there were drugs, it was more likely cocaine than fentanyl — the drug most responsible for overdoses.
On Tuesday, Sen. Jack Reed of Rhode Island, the ranking Democrat on the Senate Armed Services Committee, told CNN that the administration had provided no evidence that the boat was taking drugs to the United States.
“If there’s a civilian boat that’s suspected of anything, particularly in international waters, you have to make an attempt to stop the boat,” he said, describing what he said was supposed to be standard rules of engagement. “You only fire, really, if fired upon.”
The legal question is whether Trump can simply choose to reject that approach and shift the problem of drug smuggling from law enforcement rules to the harsher framework of wartime rules, especially when Congress has not authorized any armed conflict with gangs and cartels like Tren de Aragua.
Geoffrey Corn, a retired uniformed lawyer who was the Army’s senior adviser for law-of-war issues, said he believed Trump’s and Hegseth’s order was not justified as an act of self-defense. He expressed concern that what he saw as an apparently illegal order was passed down through the military chain of command and carried out.
The apparent turning of the boat before the attack began, he said, reinforced that judgment.
“I think it’s a terrible precedent,” he said. “We’ve crossed a line here.”

Israel attempted to kill senior members of Hamas’ leadership in an airstrike earlier this week in Qatar, a primary mediator to end the war in the Gaza Strip and a U.S. ally.
The Israeli attack on Qatari soil could complicate ties between the nations and undermine ceasefire negotiations.
Here’s what to know.
Why did Israel attack?
Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz said in a statement Tuesday that they had ordered the attack on Qatari soil “in light of an operational opportunity” and “given the fact that it was this Hamas leadership that initiated and organized the Oct. 7 massacre,” as well as subsequent attacks on Israel.
“Over are the days when leaders of terror enjoy immunity anywhere,” Netanyahu said in a speech later Tuesday, in reference to the strike.
Who was killed?

A Qatari Foreign Ministry spokesperson, Majed al-Ansari, said the attack in the capital, Doha, had targeted a residential building where senior Hamas politicians lived. The area hit was near schools and foreign embassies. The strike killed a member of Qatar’s internal security forces and injured others, the Interior Ministry said in a statement.
Hamas said that Israel had failed to kill senior officials in the group. But the son of Khalil al-Hayya, Hamas’ chief negotiator, was killed in the attack, as was his office manager and three other people affiliated with Hamas.
How have Qatar and others responded?
Qatar denounced the attack, as did others in the international community.
Sheikh Mohammed bin Abdulrahman Al Thani, Qatar’s prime minister, said, “We have reached a decisive moment where there must be a response from the entire region to such barbaric actions.” He accused the Israeli government of trying “to sabotage every attempt to create opportunities for peace.”
Middle Eastern nations, including Egypt, Jordan, the United Arab Emirates and Saudi Arabia, condemned the strikes, as did France’s president, Emmanuel Macron, who called it “unacceptable, whatever the reason” and Keir Starmer, the prime minister of Britain, who warned it could “risk further escalation across the region.”
President Donald Trump said on social media Tuesday that he did not make the decision to attack Qatar and was informed of it too late to stop the strike. “Unilaterally bombing inside Qatar, a Sovereign Nation and close Ally of the United States, that is working very
hard and bravely taking risks with us to broker Peace, does not advance Israel or America’s goals,” he wrote. “However, eliminating Hamas, who have profited off the misery of those living in Gaza, is a worthy goal.”
How unusual is this?
Though Israel has assassinated Hamas leaders and other enemies on foreign soil, the attack in Qatar stands out because the nation has been seen as neutral and an important intermediary. Israel has previously avoided alienating it.
Israeli leaders view Qatar with some suspicion, but its negotiators visit often and it is a strong U.S. ally, hosting an American military base.
Netanyahu’s government has been emboldened in the past year, while its enemies are weakened, to act more aggressively around the region, bombing Iran for 12 days in June, carrying out strikes and ground incursions in Syria, and invading Lebanon last year for the first time since 2006 to fight the militant group Hezbollah.
What assassinations abroad has Israel carried out?
Ismail Haniyeh, who led Hamas’ political office, was killed last year while visiting Iran with a bomb planted in the guesthouse where he was staying. Katz, Israel’s defense minister, later acknowledged Israel’s role in the assassination.
Israel has carried out multiple killings of nuclear scientists and others in Iran, and, while at war with Iran in June, targeted Israeli attacks killed top Iranian government and military officials.
Last year, Israel also killed top officials of Hezbollah, in Lebanon, including its leader, Hassan Nasrallah, and his presumed successor, Hashem Safieddine. Hezbollah began regularly firing on Israel shortly after the war in Gaza began, prompting first retaliatory fire and then a devastating Israeli offensive; a ceasefire was reached in November.
Israel carried out an airstrike last year in Syria that killed top Iranian military officers who worked with Hezbollah. Last month, Israel killed senior members of the Houthi group in Yemen, including the militia’s prime minister, Ahmed al-Rahawi. The Houthis have been attacking Israel and commercial ships in the Red Sea. Like Hezbollah, the group is backed by Iran and said it was acting in solidarity with Hamas.
Where do ceasefire negotiations stand?
Hamas said in a statement that their officials were discussing a ceasefire proposal by Trump when they came under attack.
The new proposal envisions a comprehensive agreement rather than the staggered approach to talks taken previously, and Trump on Sunday predicted that there would be a deal “very soon.” But the proposal appears to leave some of the most difficult points to be hammered out in further negotiations.
Qatar will continue serving as a mediator in the war, Sheikh Mohammed said Tuesday, but the country’s government has also formed a legal team to determine how to respond to Israel’s attack.

The Trump administration is quietly dismantling efforts by the IRS to shut down a slew of aggressive tax shelters used by America’s biggest multinational companies and wealthiest people.
The administration, bowing to pressure from industry groups, right-wing activists and congressional Republicans, is quickly rolling back several IRS law enforcement efforts, including one aimed at a lucrative tax shelter used by companies such as Occidental Petroleum and AT&T.
The IRS crackdown was projected to raise more than $100 billion over 10 years.
In April, the IRS said it would rescind Biden administration rules that had required companies using such tax strategies to report them to the agency, a change making it more difficult for auditors to find the transactions. The agency also eased a pair of rules that target abusive shelters, including one that imposes penalties on wealthy Americans who used an insurance tax scheme that multiple courts have tossed out.
In late July, 20 House Republicans asked the IRS to withdraw yet another line of attack on the transactions, one providing guidance to auditors on how to analyze the tax shelter deals.
That letter was “an attempt by elected officials to influence audits by the Internal Revenue Service of specific taxpayers,” said Larry Gibbs, who served as President Ronald Reagan’s IRS commissioner. “From the standpoint of the integrity of the system, I am concerned about it. It’s politicizing the tax process.”
The IRS is also turning on its own staff. Over the past several months, right-wing groups targeted the agency, accusing officials involved in the anti-tax-shelter efforts of being members of a “deep state” and biased against Republicans. The IRS suspended several employees, including some who worked on the crackdowns. The highest-level official, Holly Paz, is a longtime, respected agency official who ran the division that oversees large business and was placed on leave in late July.
“Based on my experience with Holly Paz, over a number of years, she is experienced, she is professional and she has been a leader at the IRS,” Gibbs said. He added, “I don’t find the attack on her to be credible.”
An IRS spokesperson did not respond to a series of questions.
A Treasury official said the department “withdrew the Biden administration’s guidance because it would have imposed enormous and retroactive compliance burdens on many ordinary, legitimate business transactions and honest taxpayers.”
Beginning in 2022, the Treasury and IRS began to express concerns about a potentially abusive transaction known as “basis shifting.”
The details are complex, but at their heart, they can work like this: Companies that buy expensive equipment often take gradual tax deductions equal to the cost, because of something called “depreciation.” Federal tax rules permit those deductions because, in
theory, the equipment becomes less valuable each year.
For example, oil companies typically can take depreciation deductions for much of the expensive equipment they buy to construct and operate their wells. Those deductions in turn shield profits from tax. If a company spends, say, $1 billion on steel pipes to line its oil wells, it could deduct nearly $150 million annually for seven years.
But at a certain point, the deductions run out, which may mean the profits generated by the oil wells are no longer sheltered from tax.
The basis shifting transactions targeted by the IRS effectively create a whole new series of deductions from thin air, permitting the companies to start sheltering the profits from tax all over again — without spending any new money.
The deals were promoted by two major accounting firms, Deloitte and EY, people familiar with their activity said.
These schemes are “very aggressive,” said Peter Barnes, a veteran lawyer at Caplin & Drysdale, a Washington, D.C., law firm specializing in taxes. “Some tax advisers are not only pushing the edge but even stepping over it.” He called Treasury’s plans to pull the regulations “very unfortunate.”
The shelters exploit the complex world of partnership tax rules, a subspecialty of the law little understood by IRS examiners and
even many experienced tax lawyers.
In 2021, The New York Times reported that a lack of expertise at the IRS meant the agency was largely incapable of auditing large partnerships, like private equity firms, oil and gas enterprises, real estate businesses, and venture capital firms. The IRS soon set up a unit to scrutinize the area.
A variety of groups lobbying to kill the crackdown on basis shifting — which relies on partnerships — also want to eliminate that new audit group. In a letter to the IRS, the National Association of Manufacturers accused the team of “contributing to the overreaching and unduly burdensome administrative state that the current administration is seeking to curtail.” The organization did not defend the underlying deals, but instead criticized the process that led to the crackdown.
Already this year, nearly the entire senior team of IRS lawyers with partnership expertise has left the agency, an unusual mass exodus even for a new administration.
One of the companies being examined by the IRS is Occidental Petroleum. The company, which is based in Houston and one of the country’s biggest oil producers, carried out a reorganization in the wake of its $55 billion acquisition of Anadarko in 2019, making “an adjustment to the tax basis in a portion of its operating assets,” according to securities disclosures.
The transaction helped create a future stream of potential tax deductions totaling nearly $13 billion, according to an analysis of the firm’s filings by Kevin Markle, a tax accounting professor at Michigan State University’s Broad College of Business.
As a result of the moves, in the first quarter of 2022, Occidental reported a tax benefit of $2.7 billion. The transaction helped drive the company’s effective tax rate down to just 6% that year, compared with the statutory rate of 21%.
The transaction is still under IRS review, according to the company’s most recent securities disclosure. An Occidental spokesperson, Jennifer Brice, declined to comment.
A similar series of transactions used by AT&T was identified in an IRS memorandum, but the company’s name was removed from that filing.
“Like many large companies, we routinely have a number of items under review” by the IRS, said an AT&T spokesperson, Jim Kimberly. “We are a responsible taxpayer and will continue to cooperate fully with the agency.”

The Puerto Rico Senate held a special ceremony to honor the Lancheras of Cataño, the new champions of the Puerto Rican Women’s Basketball League (LBPF by its initials in Spanish).
A unanimously approved Congratulatory Motion 1180 was presented at the event by Sen. Carmelo Ríos Santiago.
The motion, which had several co-sponsors, including Sen. Migdalia Padilla Alvelo, recognizes the historic achievement of the Cataño team and highlights the contributions of its players to the development of women’s basketball in Puerto Rico.
Cataño Mayor Julio Alicea Vasallo, accompanied by first lady Bethzaida Rodríguez Torres, thanked the Senate for the tribute and reaffirmed the municipal administration’s commitment to sports.
“At the municipality, we have prioritized the reconstruction of the Cosme Beitía Sálamo Coliseum, with a federal investment of more
than $8.1 million, which will allow us to return a modern, first-class facility to our people,” the mayor said. “This project, along with the rehabilitation of community courts and the youth tournaments we have promoted, is the best guarantee that sports in Cataño have a secure future.”
Alicea Vasallo added that “the presentation of this recognition, approved across party lines, demonstrates that the Lancheras are not only the pride of Cataño, but of the entire island.”
Ríos Santiago emphasized that “this achievement by the Lancheras is a triumph that belongs to all of Puerto Rico.”
“At the Senate, we reaffirm our commitment to continue supporting this team and women’s sports, because we know the positive impact it has on our youth and communities,” he said.
The team’s manager, María Figueroa, stated that the recognition validates the effort, dedication, and sacrifice of each player, who today inspire new generations of athletes on the island.
