UPR ranked as best university in Caribbean

The University of Puerto Rico (UPR) has been ranked the best university in the Caribbean by the prestigious QS World University Rankings: Latin America & the Caribbean 2025, reaffirming its position as a regional leader in higher education and research.

In this year’s edition, the UPR ranks first among 24 Caribbean universities evaluated and 38th in Latin America, consolidating its academic prestige and international reach.

The ranking, prepared by the British firm Quacquarelli Symonds (QS), one of the most respected university ranking systems globally, is based on key indicators such as academic reputation, employer opinion, research impact (citations per faculty), student-faculty ratio, the presence of international faculty and students, and the strength of its international research and employability network.

“This achievement confirms the leading role of the University of Puerto Rico in higher education in the region. Despite the challenges, our institution continues to consolidate itself as the leading institution for public education in the Caribbean and Latin America,” UPR President Zayira Jordán Conde said. “With more than a century of history, the UPR has demonstrated an extraordinary capacity to

adapt, innovate, and advance. Governor announces new appointments to state boards, councils

Jenniffer González Colón announced on Wednesday a series of direct appointments to various state boards and councils, with the goal of strengthening public administration by incorporating professionals with experience in their fields.

The appointments do not require Senate confirmation, so the appointees can assume their duties immediately.

Among the appointments are Yrving Joel Rodríguez Torres and agronomist Helga Méndez Soto, who will serve on the Agronomists Board of Examiners, the entity responsible for regulating the practice of agronomy in Puerto Rico and ensuring compliance with professional standards in the agricultural sector.

Likewise, Kristal Collazo García was appointed as a member of the State Council for Independent Living, an organization that promotes the inclusion and autonomy of people with disabilities through public policies and support programs.

In the area of infrastructure, the governor appointed Félix Negrón and Coral Cummings Pino to the board of directors of the Infrastructure Financing Administration, where they will contribute their technical and legal expertise to the evaluation and development of key projects for the island’s economic

Meanwhile, planner Suheidy Barreto Soto was appointed to the Puerto Rico Planners Examining Board, which oversees the professional practice of urban and territorial planning.

In addition, the governor announced nominations that will be submitted to the island Senate for review and confirmation. In the Department of Justice, eight legal professionals were nominated to fill prosecutor and attorney positions. Among them were Natalie Lausell Rodríguez, Ángel Luis Pérez Sánchez, and Albert Torres Mercado, who were nominated as Assistant Prosecutor I. Joan Marie Hernández Marrero was also proposed for promotion to Assistant Prosecutor II, and Pedro Juan Mateo Casado and Anamar Menéndez González were appointed as Assistant Prosecutor II.

In the area of juvenile affairs, Tania Fernández Medero and Samuel Wiscovitch Corali were appointed as juvenile affairs prosecutors.

On the Parole Board, the governor nominated Carlos Javier Tavárez Santiago as an associate member, while in the Child Support Administration she appointed Johanna Dennise Santiago Rivera as an administrative judge, a key position to ensure compliance with child support obligations and the well-being of minors in Puerto Rico.

Tropical Storm Jerry prompts watches in the Caribbean

Tropical storm watches were in effect across the Caribbean early Wednesday, as officials warned of heavy rain, strong winds and rough surf in the coming days as Tropical Storm Jerry moves northwest across the Atlantic.

The storm, the 10th named storm of the Atlantic hurricane season, was expected to strengthen into a hurricane by the weekend. Here’s what you need to know.

— Tropical storm watches were in place Wednesday for Anguilla, Antigua, Barbuda, Guadeloupe and the adjacent islands, Montserrat, Nevis, St. Barthelemy, St. Kitts, St. Martin, Saba and

St. Eustatius. A watch means that hazardous conditions, including heavy rain and flash flooding, are possible within the next several days. It is often followed by a warning as the forecast becomes clearer.

— Forecasting models suggest the storm is likely to turn to the north by the weekend. The storm’s core is forecast to pass near the islands of the Caribbean late Thursday and Friday, bringing 2 to 4 inches of rain, with local totals up to 6 inches through Saturday. The rainfall is bringing the potential for flash flooding, especially in higher terrain.

— This time of year is peak hurricane season in the Atlantic. In recent weeks, Gabrielle, Humberto and Imelda have all reached

hurricane strength — though none made landfall in the United States. The National Oceanic and Atmospheric Administration continues to project an above-average season this year, with up to 18 named storms before it ends in November. A typical season has 14.

— National Weather Service updates like hurricane forecasts continue as usual during a U.S. government shutdown, because they are considered essential for public safety. But the weather service is already operating at reduced staffing after the Trump administration slashed the number of employees at many of the agencies traditionally responsible for planning for and responding to natural disasters.

Sagrado Corazón sets the pace in university entrepreneurship

Universidad del Sagrado Corazón (USC) in Santurce hosted the seventh edition of Showcase@Sagrado, a platform that fosters student entrepreneurship. This year, more than 120 students presented innovative projects across categories such as products, services, experiences and artistic expressions.

What began in 2022 with only 20 proposals has now become one of the most significant university entrepreneurship initiatives in Puerto Rico.

“At Sagrado, entrepreneurship means generating sustainable, creative, and responsible solutions to the needs of our environment. This vision frames entrepreneurship as an essential skill -- not only for business students but also for those pursuing studies in the arts, communication, science, health, and any discipline,” said Dr. Anuchka Ramos Ruiz, provost and vice president of academic affairs at USC. “For that reason, entrepreneurship is an integral component of the academic formation of all undergraduate students.”

During this year’s edition, participants received training in essential areas such as sales strategies, digital branding, cost and pricing structure, and access to capital. They were also supported by Neeuko, USC’s Collaborative Innovation Center, which assisted in the creation of promotional materials, exhibit design and brand projection.

The event also served as a showcase to highlight success stories that have emerged from the platform:

* Tanysha Molina (Yadliss): A student of interdisciplinary communications with a minor in fashion design. She founded Yadliss, a crochet clothing and accessories brand that celebrates female individuality and promotes self-confidence. She received the Fearless Award granted by the Minority Business Development Agency during MEDWeek and aspires to expand her brand to a retail space.

* Fabián Emil Llanos (MYTHIK): A marketing student who founded his urban fashion brand MYTHIK in 2021, inspired by designer Virgil Abloh. Thanks to Showcase@Sagrado, he was selected by Plaza Las Américas to exhibit his work and, in 2023, opened his first physical store in Cupey.

* Adriana V. Rivera (Red Mark Books): A strategic communication student who founded Red Mark Books, a digital bookstore dedicated to promoting contemporary Puerto Rican literature. She has been recognized for her literary achievements and socially impactful projects.

Caribbean gaming convention to be held in Isabela

On Nov. 15 and 16, José “Buga” Abreu Coliseum in Isabela will become the epicenter of pop culture in the Caribbean with the staging of the Caribbean GamiC Expo – Level 3, organized by Héctor Trujillo.

The event, which has established itself as the most anticipated convention in Puerto Rico for fans of anime, cosplay, video games, comics and collectibles, continues to promote the island’s western region as an attractive destination for large conventions and world-class experiences.

In recent years, global interest in anime, competitive cosplay, video games and geek

culture has grown exponentially, with millions of followers in cities such as Tokyo, Los Angeles, Mexico City and São Paulo. Puerto Rico is not far behind, and thanks to initiatives like the Caribbean GamiC Expo, it has managed to establish itself on the map of destinations that attract both fans and international visitors.

More than 126,000 LUMA customers without service due to load shifting

P3A rips grid operator for move to limit activation of on-call brigades

LUMA Energy announced Wednesday that load shifting was being carried out due to power generation deficiencies, which caused service interruptions in multiple regions of the island.

“Although we are not responsible for generation, we are working closely with the generating companies to protect the stability of the electrical system,” LUMA said in statements posted on its social media.

According to a status report posted at 3:40 p.m., 126,711 customers were without service, representing 7.28% of the total customers in Puerto Rico.

with 16,398 customers without service, and Arecibo with 15,783.

In contrast, San Juan and Ponce reported the lowest outage rates, with 1.38% and 2.02%, respectively.

LUMA did not provide an estimated time for service restoration.

Legal Aid Society receives internat’l award for mental health assistance model

The Puerto Rico Legal Aid Society (SAL by its acronym in Spanish), through its innovative Mental Health Legal Assistance Program (PALPSM), has achieved an unprecedented milestone in the island’s legal history by becoming the first Puerto Rican organization to receive the Project of the Year award in the Justice or Public Administration Organization category of the IILPM Global Awards 2025.

The prestigious international recognition, awarded by the International Institute of Legal Project Management, certifies the PALPSM management model as a benchmark of global excellence.

The award, which comes after special recognition obtained by the organization in 2024, enshrines the success of a model that has radically transformed access to justice for one of Puerto Rico’s most vulnerable populations. Since its inception in April 2023, PALPSM has responded to a long-ignored human rights crisis: the lack of free, specialized legal representation for people with mental health conditions involved in legal proceedings. The success of PALPSM served as the basis for the now-established Community Reintegration Program (PRCSAL), which, applying the same award-winning methodology, has served more than 600 people in its first year, helping them expunge their criminal records and rebuild their lives.

* The impact of the PALPSM is reflected in compelling figures:

* 5,431 people have received expert and free legal representation.

* More than 32,300 family members and petitioners have

been guided in times of deep crisis.

* The rights of participants have been defended in more than 20,300 court hearings.

* The interdisciplinary team of lawyers and social workers has invested more than 65,500 hours of work.

* The community has been empowered through 431 educational events, directly reaching almost 12,000 people.

“This award is a testament to the power of innovation in the service of human dignity. It shows that a management model focused on the individual, equity, and rehabilitation not only results in more effective judicial processes but also transforms lives,” SAL Executive Director Alejandra Belmar Jiménez said. “Above all, this recognition highlights the tireless work of our team of professionals who are deeply committed to the people we serve. We thank the IILPM for recognizing the impact of our work and for promoting excellence in the justice system.”

PALPSM Coordinator Ferdinand López Colón noted that the award “is a recognition of the vision and work of our entire team.”

“Every effort reflects the conviction that access to justice must be sensitive, dignified, and transformative,” he said. “That is the path we continue to build from the SAL mental health program.”

PALPSM Legal Project Manager Jonathan Otero Ramos emphasized the vital role of teamwork as the “heart of this achievement.”

“We intentionally created multidisciplinary units, merging the expertise of lawyers with the compassionate and direct support of social workers,” he said. “This model transforms us from mere legal representatives to true agents of social change.”

failure, once again, to fulfill its contractual obligations under the Transmission and Distribution Operation and Maintenance Agreement, thereby jeopardizing the reliability and stability of the island’s electrical system.

In a letter sent Wednesday, the P3A categorically rejected the measures announced by LUMA on Tuesday in which the company reported that it would limit the activation of on-call brigades to outages affecting 1,000 or more customers, or critical transmission interruptions; interruptions affecting critical facilities; and dangerous situations that pose an immediate risk to safety.

The P3A emphasized that the decision represents a material degradation of service, which contrasts with the standard that existed before LUMA’s arrival, when seven regional offices were maintained, with 24/7 shifts that dealt with breakdowns, emergencies, and even urgent reconnections for critical patients.

The Puerto Rico Legal Aid Society, through its innovative Mental Health Legal Assistance Program, has become the first Puerto Rican organization to receive the Project of the Year award in the Justice or Public Administration Organization category of the International Institute of Legal Project Management’s Global Awards.

Senate confirms ‘Sharpiegate’ meteorologist to lead NOAA

The Senate on Tuesday evening confirmed a new leader of the National Oceanic and Atmospheric Administration, installing Neil Jacobs, the acting director during the hurricane forecasting controversy of the first Trump administration known as “Sharpiegate.” Senators voted, 51-46, to confirm a bloc of nominees that also included U.S. attorneys and foreign ambassadors. Jacobs, an atmospheric scientist and meteorologist who has stressed a strong desire to improve the accuracy of U.S. weather forecasting models, is generally respected across NOAA, which oversees much of the federal climate research that the administration has targeted for deep cuts.

At the same time, he has faced criticism and rebuke for his tenure during President Donald Trump’s first term.

Jacobs was found to have violated NOAA’s code of ethics in 2020 after an investigation into an incident that centered on an altered hurricane forecast map Trump presented in the Oval Office in 2019. The investigation found he had bowed to political pressure in releasing a

statement critical of National Weather Service forecasters in Alabama, who had stressed on social media that

Hurricane Dorian was not expected to affect that state, despite warnings to the contrary from Trump.

During a confirmation hearing in July, he told senators he would not handle such a situation the same way again.

At the same hearing, he said he stood by the Trump administration’s proposals to dismantle much of NOAA’s climate science enterprise, while also diverging from Trump’s statements that climate change is a “hoax,” a position the president recently stressed in an address to the United Nations General Assembly.

Jacobs told senators in July that he believed human activity bore some responsibility for the rapid warming of the planet over recent decades, something the vast majority of earth scientists agree upon.

Comey will seek to dismiss case as vindictive prosecution

James Comey, the former FBI director reviled by President Donald Trump and targeted as part of his retribution campaign, pleaded not guilty at his arraignment Wednesday morning in federal court in Alexandria, Virginia.

The judge overseeing the hearing set a trial date for Jan. 5. But Comey’s lead lawyer, Patrick J. Fitzgerald, said he intended to file motions to dismiss the case before then, including one accusing the government of vindictive and selective prosecution based on Trump’s public demand that Comey be prosecuted.

Fitzgerald, a former federal prosecutor, also said the Justice Department’s rush to charge Comey had left his defense team unclear about the specifics of the counts he is facing. Comey was indicted last month in a two-page filing that offered almost no details on the accusations.

“We still have not been told who Person 3 and Person 1 are,” Fitzgerald said, referring to the indictment. He later added: “We still haven’t been told precisely what is in count 1 or count 2.”

Comey faces one count of making a false statement and one count of obstruction of a congressional proceeding in connection with his testimony before a Senate committee in September 2020. He faces up to five years in prison if convicted, though many current and former prosecutors believe the case will be difficult to prove.

Here’s what else to know:

— Routine proceeding: Comey’s plea and request for a jury trial were entered in a brief appearance before Judge Michael S. Nachmanoff. Nachmanoff said he was “a little skeptical” about prosecutors’ insinuations that the case was complex enough to require extra time. “This does not appear to me to be an overly complicated case,” he said.

— Bitter history: The case against Comey, who ordered the investigation into the Trump campaign’s connections to Russia in 2016, is the most significant legal action taken against people Trump has publicly targeted. His indictment came shortly after the president all but commanded his attorney general to take legal action against Comey; Sen. Adam Schiff, D-Calif.; and New York Attorney General Letitia James.

— Rocky path: The case against Comey proceeded over the opposition of prosecutors in the Eastern District of Virginia. The prosecutor who ultimately handled it was Lindsey Halligan, a White House lawyer hastily installed by Trump as U.S. attorney after her predecessor found insufficient evidence to support an indictment.

— The defense: Comey’s defense is being led by Fitzgerald, who was once a prominent federal law enforcement official. As a federal prosecutor in New York and then Chicago, Fitzgerald played major roles in several important terrorism cases and successfully prosecuted two former governors of Illinois, George Ryan and Rod Blagojevich, in corruption cases.

— President’s impact: Vindictive prosecution motions are notoriously difficult to win, but Trump’s voluble vitriol

and his repeated attacks on his former FBI director could provide Comey’s defense with an avenue to protect him.

Voters favor deporting those in US illegally, but say Trump has gone too far

Nine months into President Donald Trump’s mass deportation campaign, registered voters largely support the idea of removing immigrants who have arrived in the country illegally, even as majorities say they feel his methods have gone too far, according to the latest survey from The New York Times and Siena University.

Since Trump returned to power, his administration has enacted a new travel ban; sought to pull temporary humanitarian protections from hundreds of thousands of people; flown immigrants to countries where they are not from; and deployed federal law enforcement officers to Chicago, Washington, D.C., and other major cities in a made-for-TV show of force to combat crime and illegal immigration.

In that time, the share of registered voters who favor deporting immigrants living in the country illegally — 54% — has remained unchanged.

More than 90% of Republicans, 52% of independents and nearly 20% of Democrats continue to broadly support the idea of deporting those here illegally.

More specifically, 51% said they thought the government was deporting mostly people who “should be deported,” while 42% said the government was deporting the wrong people.

“I feel there were a lot of people who were brought into the country that shouldn’t have been brought into the country,” said Laura Lechner, 67, a Republican and retired radio traffic manager in Wichita, Kansas. She cited the record levels of migrants who entered the United States under the Biden administration, saying she believed some had been granted legal status without being properly vetted.

“Removing them is the right thing to do,” she said.

At the same time, the public appears to be wrestling with the Trump administration’s aggressive immigration tactics and how mass deportation has been carried out in practice.

Videos and news reports have captured federal agents surrounding or chasing down immigrant street vendors, delivery drivers and construction workers. Clashes between officers and activists and observers have broken out at courthouses, workplaces and front yards. The apprehensions have entangled beloved community members, people in the country illegally with American-born children and spouses, and U.S. citizens, many of whom have been Latino.

More than half of voters, 53%, think the process of deporting people has not been fair; 44% said it was mostly fair.

A similar share — 52% — disapprove of Trump’s handling of immigration; 46% approve. And 51% said his actions around immigration enforcement had gone too far.

In the Trump era, it is has not been uncommon for people to hold what can seem to be contradictory views of the president’s agenda. On issues like crime, tariffs and immigration, voters largely support the aims in concept but believe that in practice, Trump’s actions go too far.

A small but substantial share of voters — roughly 15% — really embody that dissonance when it comes to immigration. They exist in the complicated middle, saying they are broadly

in favor of deportation but believe that Trump’s administration has been unfair or has gone too far.

These voters are much more likely to identify as Democrats than Republicans. They largely disapprove specifically of Trump’s job performance on immigration, but they also see a need for increased immigration enforcement.

Patrick Morrissey, 74, a Democrat and retired federal auditor in Albuquerque, New Mexico, said that he generally believed people who had crossed into the country illegally should be deported but that he had mixed feelings about removing those who worked hard and paid taxes.

Morrissey said he feared the Trump administration was not giving those immigrants a fair chance to plead their cases in court, and he did not approve of the masked federal agents who have descended upon cities.

“The fact that they cover their faces up — that speaks volumes in my mind,” he said. “It reminds me of the 1930s in Germany, the way they go after immigrants, the way they track them down on the street. It doesn’t seem the right way.”

Fietta Campbell, 47, a teacher’s aide in Atlanta who considered herself a moderate rather than a Democrat or Republican, said she believed going through the immigration process to obtain legal residency or citizenship was part of being an American.

“If people have been here three, four years and haven’t taken the legal procedures to be legalized, I can see them deporting someone like that,” she said.

Legal immigration to the United States has become an increasingly difficult path for people from much of the world, as Congress has failed for decades to fix a dated, dysfunctional system.

U.S. Citizenship and Immigration Services, the agency that processes green cards, naturalization and other immigration-related applications, has more than 11 million pending cases, the most in at least a decade.

But Campbell had been disturbed to see U.S. citizens and

other people with legal status caught up in the dragnet, she said. In some cases she had read or heard about, she added, people had not been given the chance to show their legal documents or had been ignored when they said they were in the country legally. Others who were deported, including a couple at her grandson’s school, appeared to be “honest, decent, legal parents,” she said.

“I think the Trump administration, they are picking and choosing who they are going after, and it is not making sense,” she said. “The people who they are deporting are the people who are positive influences to America.”

Broadly, the country still views immigration positively, according to a recent Gallup survey, which found a rising share of voters who said immigration was a “good thing.”

Voters are divided, however, on whether “open to immigrants” is a good description for America at the current moment: 48% said that it described America well, while 49% said it did not in the Times/Siena survey.

Three-quarters of Republicans said America was open to immigrants; three-quarters of Democrats said it was not.

Eric Restani, 54, a hair dresser in San Jose, California, fell into the latter category. He said the administration was wrongfully casting all immigrants as criminals while U.S. Immigration and Customs Enforcement officers raked neighborhoods in what he likened to a “witch hunt.”

“It’s tearing apart families,” he said. “The moment we are in reminds me a lot of apartheid.”

In Michigan, Arthur Rivera, 46, an information technology professional and real estate agent who did not affiliate with a political party, said he believed the country remained open to immigrants, judging by the high number of immigrants who held jobs in the tech and engineering industries alone. But he said the nation’s immigration system had been broken for decades.

Growing up in a Hispanic neighborhood in the Detroit area, he said, he knew the system was not fair to immigrants. Applications could take years to process and be too expensive to afford or too complicated to understand. Yet, he also sympathized with friends and family members working as federal immigration agents on the southern border, some of whom had struggled to process the large numbers of migrants crossing under the Biden administration.

“We need change every which way,” he said.

What Israel should learn from two years of war

If the war in the Gaza Strip ends this week — not a sure thing — it will be followed by a long battle about its lessons. Here are mine:

‘Believe people when they tell you who they are.’

Maya Angelou’s classic warning should have been believed in 1988, when Hamas declared in its founding covenant its intention to slaughter Jews. Instead, Israel continued to tolerate Hamas out of a combination of ideological convenience — it suited Benjamin Netanyahu, the Israeli prime minister, to have a divided Palestinian polity — and international reluctance to topple the group. That was until Oct. 7, 2023, too late for the 1,200 people slaughtered that day.

Brilliant technology is never an adequate substitute for sound strategy.

Successive rounds of fighting between Hamas and Israel never altered Israel’s policy of containment toward Gaza. Why? Because, as Yaakov Katz, a co-author of the excellent new book “While Israel Slept,” wrote me, technologies like the Iron Dome gave Israel the false sense that “it was impenetrable.” Yet when Oct. 7 came, Israel’s high-tech marvels in signals intelligence, missile interceptors, smart fences and underground barriers proved useless against Hamas’ low-tech paragliders and bulldozers.

‘Weakness is provocative,’ said Donald Rumsfeld. So is the appearance of weakness.

Yahya Sinwar, Hamas’ late leader, already believed that Israel was weak when he and hundreds of other Palestinian prisoners were released for the sake of a single Israeli hostage, the soldier Gilad Shalit. But Israel had never looked so weak in the months that preceded Oct. 7, thanks to the Netanyahu government’s heedless push for a judicial “reform” that looked to millions of Israelis like a lunge toward authoritarianism. As it turned out, it was the stumble before the fall.

Israelis are better than their government

Nobody typifies this better than Noam Tibon, a retired general in his 60s who, with his wife, Gali, drove to the rescue of his son Amir and his son’s family in Kibbutz Nahal Oz, which had been overrun by Hamas. “We understood that if we will not go and get them, nobody will,” the elder Tibon told The New York Times the next day. Noam fought his way into the kibbutz, rescuing his family, while Gali ferried wounded Israelis to safety. There are scores of similar stories. The Talmudic injunction “All of Israel are responsible, one for the other” — that is, communal responsibility — is what saved the Jewish state on Oct. 7. Israel doesn’t have a public relations problem. It has a narrative problem.

It’s an unwitting irony that anti-Israel activists from Montreal to Melbourne, speaking European languages and living on land that was often stolen from the original inhabitants, have alighted on Hebrew-speaking Israel as the epitome of settlercolonialism. In fact, Zionism is among the oldest anti-colonial movements in history, featuring struggles against overlords from

Babylon, Greece, Rome, Constantinople, Istanbul and, until 1948, London.

The argument Israel’s supporters need to make is about the country’s indissoluble right to exist as a Jewish state — no different than, say, the right of the Irish to an Irish state or Greeks to a Greek one. It can’t be a debate whether Jews or Palestinians are the greater victim. Israel came into existence to end Jewish victimization, not showcase it.

Antisemitism suffuses anti-Zionism, and anti-Zionism tends to produce antisemitism.

After a British man named Jihad al-Shamie rammed his car into a Manchester synagogue in an attack that killed two people on Yom Kippur last week, police said they were “working to understand the motivation behind the attack.” Really. The attack illustrates how, outside of academic seminars and left-wing journals, the distinction between “Jew” and “Zionist” is either invisible or pretextual to those who mean one or the other harm.

This point bears on the previous one: Even if Israel’s defenders were to accomplish a miracle of persuasion by shifting attitudes toward the country — or if Israel had fought a much more limited war in Gaza — it would still face a chorus of illdisguised bigotry, which would seek to accuse it of the worst crimes on the slimmest bases.

Palestinian suffering is undeniable. Hamas is its principal author.

For those who spent the past two years chanting “ceasefire now” at anti-Israel rallies, they neglect to mention (as Hillary Clinton pointed out) that there was a ceasefire before Oct. 7, 2023, which Hamas violated in the most grotesque way possible.

As for those who rightly decry the suffering of Palestinian civilians, they must equally rue the fact that Hamas continually and deliberately put ordinary Gaza residents in harm’s way by waging war beneath, behind and between them. This war could have been ended at any time in the past two years by Hamas laying down its arms, which even now it is reluctant to do. Why did so many so-called peace protesters, who made incessant demands of Israel, never make any demands of Hamas?

There will be no Palestinian state if Hamas or other militant groups survive as a military or political force.

Feckless diplomatic gestures, such as the recent recognition of a Palestinian state by France, Britain and other countries of diminishing relevance, will do nothing to pressure or persuade Israelis that they should replicate their Gaza experience — withdrawal followed by endless war — on the vastly greater scale of the West Bank.

The only viable path to a sustainable Palestinian state is a cultural revolution among Palestinians that ends, once and for all, the fantasy of Israel’s destruction. That’s as much the work of educators and imams as it is of Palestinian politicians and foreign diplomats. And it requires an end to Hamas or to any armed group prepared to enforce a militant orthodoxy over other Palestinians. What, one might ask, are Britain and France prepared

to do for that?

Want influence over the policies of Israel? Hug it close. Why did Netanyahu acquiesce to Donald Trump and call off attacks on Iran, or agree to Trump’s 20-point peace plan? Because most Israelis believe — based on his decisions to move the U.S. Embassy to Jerusalem, recognize Israeli sovereignty over the Golan Heights and bomb Iran’s nuclear sites — that he’s the best friend they’ve ever had in the White House. If leaders like France’s Emmanuel Macron and Britain’s Keir Starmer wanted to be similarly effectual, they’d take the lesson rather than play to their peanut galleries.

For all its undoubted horrors, this war may ultimately be remembered as liberating.

Liberating for the Lebanese, who, for the first time in two generations, have a realistic chance to free themselves from the yoke of Hezbollah’s insidious control over their politics. Liberating for Syrians, who would not have been able to topple Bashar Assad’s regime if Israel hadn’t first decimated Assad’s helpers in Hezbollah. Liberating for the Druse of southern Syria, who are being protected by the Israeli military. Liberating, potentially, for Iranians, whose leadership is now at its weakest point in decades thanks to the military humiliation it experienced at Israeli and American hands in June. Liberating for Gaza residents who suffered under Hamas’ Stasi-like domestic apparatus and its willingness to start wars it knew would bring suffering.

For Jews, within or outside of Israel, the war should also be a warning.

After more than 3,000 years of history, the Jewish condition remains the same: precarious. And while friends and allies are nice, something else hasn’t changed: We are alone. Survival means learning to live with it.

Radicado el Proyecto de Ordenanza para el Nuevo Código de Orden Público en la Ciudad de Mayagüez

– A principios de esta semana fue radicado ante la Legislatura Municipal el Proyecto de Ordenanza para el nuevo Código de Orden Público de Mayagüez, una iniciativa impulsada por el alcalde Jorge L. Ramos Ruiz, como parte de su compromiso de reforzar la seguridad pública, promover la convivencia ciudadana y garantizar el orden en toda la ciudad.

El alcalde Ramos explicó que esta medida busca modernizar las disposiciones actuales y atender los nuevos retos que enfrenta la ciudad. “Nuestro compromiso es con la seguridad y la calidad de vida de los mayagüezanos. Este nuevo Código de Orden Público responde a la necesidad de actualizar nuestras normas para asegurar una ciudad más ordenada, segura y justa para todos”, expresó el alcalde.

La propuesta está acompañada de un informe técnico preparado por un comité especial creado en agosto, el cual celebró múltiples reuniones y análisis con el fin de evaluar la situación actual y proponer soluciones concretas y viables para los distintos sectores de la ciudad.

Uno de los cambios más significativos incluidos en el proyecto es que el nuevo Código será aplicable a toda la ciudad, no solo a zonas específicas. Además, se incorporan disposiciones actualizadas que responden a las necesidades del entorno urbano y a las preocupaciones expresadas por comerciantes, residentes y líderes comunitarios.

“Queremos que Mayagüez sea un modelo de convivencia y desarrollo responsable. Este proyecto no busca penalizar, sino fomentar la cooperación entre los ciudadanos, los comercios y el gobierno municipal para garantizar el bienestar común”, añadió Ramos.

En el caso del Centro Urbano Tradicional, el comité presentó recomendaciones adicionales enfocadas en la seguridad de los comercios y los espacios comunes, entre ellas:

- Requisito de contar con al menos un

guardia de seguridad con licencia vigente, de jueves a domingo, en todo comercio que expenda bebidas alcohólicas.

- Instalación obligatoria de cámaras de seguridad en el interior de los establecimientos, incluyendo al menos una cámara de alta resolución en la entrada principal.

- Conservación de grabaciones por un mínimo de 30 días, disponibles para investigaciones de la Policía Municipal o Estatal.

- Facultad del Municipio para instalar cámaras en el exterior de los comercios, cuando así se requiera. El equipo será provisto por el Municipio, y el comercio solo deberá garantizar la conexión eléctrica.

- Implementación de detectores de metales o personal de seguridad equipado con detectores portátiles.

- Presentación anual de un plan de seguridad conforme al modelo establecido por el Municipio.

El incumplimiento de estas medidas conllevará multas administrativas que comienzan en mil dólares ($1,000) por infracción.

Otras medidas relevantes incluidas en el informe recomiendan:

- Creación de una zona hospitalaria.

- Prohibición de ruidos excesivos o innecesarios que afecten la tranquilidad en zonas residenciales y comerciales.

- Establecimiento de zonas de carga y descarga para facilitar las operaciones del comercio local.

El comité responsable de elaborar el informe estuvo compuesto por profesionales y ciudadanos comprometidos con el bienestar y la seguridad de Mayagüez.

September introduces another school year, and another chance to debut a new self.

This month’s films revolve around coming-of-age, and characters who are straining to reveal another side of themselves or resist roles foisted upon them. In either case, they emerge from their chrysalises with the chance to keep trying.

‘Ghost World’ (2001)

When Enid (Thora Birch) graduates high school, there is little ahead of her. Her every word is laced with the acidic teenage brew of apathy and cynicism, but how else should she be? All around her is ugly American sprawl populated by Neanderthals obsessed with “sports and guitar” and the so-called losers and creeps she at once mocks and identifies with.

One of those outcasts is Seymour (Steve Buscemi), a middle-age loner whom Enid pranks but then befriends, perhaps because he actually cares about things, even if they’re dusty 45 vinyls. He becomes an antidote to Enid’s all-consuming irony, but their connection in Terry Zwigoff’s movie, based on Daniel Clowes’ graphic novel, makes way for a quietly devastating assessment of the alienating choices a teenager actually faces.

There is either the conformity she sees her best friend, Rebecca (Scarlett Johansson), drifting into, or the isolation inhabited by Seymour, who finds solace in niche novelties. This dismaying insight makes for a work of sneaky genre subversion. Enid’s brighter future isn’t so much about getting out of her small town — life’s prospects are just as bland anywhere else — as it is about managing the desires to be whisked away to some other ghost world. ‘Petite Maman’ (2022)

Like a wondrously simple and yet utterly profound magic trick, Céline Sciamma’s “Petite Maman” weaves a tale of mothers and daughters, of grief and love, that is as heartrending as it is healing.

After her grandmother dies, young Nelly (Joséphine Sanz) spends the next few days in the woman’s house as her parents clear it out. But when Nelly’s bereft mother, Marion (Nina Meurisse), leaves unexpectedly, Nelly meets a young girl (Gabrielle Sanz) in the nearby woods who is strangely familiar to her.

Time and space are bent, but Sciamma doesn’t rely on any technical tricks to create this magical realism — no fireworks of form or sweeping sentimentality, just two twin child actresses and a remarkably restrained 72 minutes that also brims with emotional urgency and complexity. The result is a spare, hopeful work that cuts to the visceral core of life’s sadnesses and the child in us that forever remains. (Stream it on Tubi.)

‘I Like Movies’ (2024)

Hours after he’s shuddered through a panic attack in a video store break room, Lawrence is left sitting on a curb waiting for his mother to pick him up, haunted by the coldest teenage revelation known to man: “I have to go through the rest of my life as like, just, me,” he laments weakly.

The me in question in Chandler Levack’s sharply funny feature debut is a bratty, belligerent cinephile played by Isaiah Lehtinen who mistreats his single mother, calls his best friend a “placeholder” and is a snob to everyone who doesn’t understand the majesty of Stanley Kubrick’s oeuvre. Living in early aughts suburban Canada, Lawrence is singularly focused on going to New York University to study directing.

Great trauma is buried underneath Lawrence’s dismissive exterior, but Levack is smart enough not to treat it as the answer. Lawrence is unrelentingly solipsistic, and the film is equally unrelenting in indicting him as the source of his own failures. He’ll have to move through life as himself, but he can change, too. ‘Columbus’ (2017)

An unassuming American mecca of modernist archi-

tecture, the city of Columbus, Indiana, provides comfort to Casey (Haley Lu Richardson), a young architectural enthusiast. Maybe it’s for the buildings’ tranquil solidity and clean constructions, whereas life seems so variable and liable to rupture.

She tours through these structures after striking up a friendship with Jin (John Cho), the son of a renowned architecture scholar who has arrived in the city after his father has fallen ill. Contemplative and wistfully humanistic, the feature debut from Kogonada sees Casey’s coming-of-age story unfolding mostly on walks — just one way that it stealthily elides the tones and tropes of the genre.

The pair form a flip of each other: Casey, afraid to leave her vulnerable mother and move onto her own life; Jin, indignant that he must pause his for an ailing father who never did the same for him. As they consider the messiness of their own stories, they look up at these hulking, beautiful structures, captured here with a quiet compositional grace.

For all of its formal precision, though, the film possesses ineffable, soulful moments: a snapshot of Casey’s cigarette in the humid night, or the mournful feeling of summer’s liminal space, when you have too much time to think about how lost or stuck you are. (Stream it on Tubi.)

‘The Worst Person in the World’ (2022)

Even as she flails from one career to the next, even as one relationship is ruined by a forbidden tryst, even as she, clad in a beautiful dress looking out on an even more beautiful expanse of Oslo at dusk, finds herself inexplicably crying, nothing ever really goes wrong for Julie (Renate Reinsve, magnificent). Unlike other stunted-adult antiheroes, Julie is no broke failure, and there are no great conflicts or explicit crises in Joachim Trier’s coming-of-age film, which is by turns stylishly sentimental and piercingly true.

Instead, there is malaise: abandoned dreams, boyfriends that don’t make the cut and the quiet, gnawing sense that self-actualization is impossible. Julie’s animating anxiety is that there is no central force, good or bad, in her life. She simply doesn’t know what she wants, which, in her late 20s, means she doesn’t know herself at all.

Trier does save a major shift for the final act, one that sets the stage for a shattering turn from Julie’s ex, played by Anders Danielsen Lie. But it’s hard to say if it will spur Julie onward in her journey. Self-change is rarely so linear. (Stream it on Tubi.)

In the absence of data, investors looked to third-quarter earnings season to get underway next week and the minutes from the September meeting of the Federal Open Markets Committee (FOMC) for clues as to the central bank’s intentions regarding interest rate cuts.

Those minutes showed a divided committee, with policymakers concerned about rising labor market risks but still wary of inflation. And while “most judged that it likely would be appropriate to ease policy further over the remainder of this year,” the timing and pace of further moves remained an open question.

“The topical discussion is about the extent of Fed cuts and how restrictive or not policy is,” said Zachary Hill, head of portfolio management at Horizon Investments in Charlotte, North Carolina. “More broadly, the Fed is definitely not in a great position without public sector economic data as (the shutdown) continues to drag on, which really just makes policymakers’ already challenging job even tougher.”

According to preliminary data, the S&P 500 gained 39.58 points, or 0.58%, to end at 6,753.48 points, while the Nasdaq Composite gained 255.02 points, or 1.11%, to 23,041.74. The Dow Jones Industrial Average rose 5.68 points, or 0.01%, to 46,608.66.

Datadog rose after Bernstein raised its price target on the cloud security firm, while Intercontinental Exchange fell after Barclays cut its price target on the stock.

Fair Isaac Corp fell after credit bureau Equifax said it plans to offer cheaper mortgage credit scores.

China punishes ‘excessively pessimistic’ social media users

China’s censors are moving to stamp out more than just political dissent online. Now, they are targeting the public mood itself — punishing bloggers and influencers whose weary posts are resonating widely in a country where optimism is fraying.

Authorities have punished two bloggers who advocated for a life of less work and less pressure; an influencer who said that it made financial sense not to marry and have children; and a commentator known for bluntly observing that China still lags behind Western countries in terms of quality of life.

These supposed cynics and skeptics, two of whom had tens of millions of followers, have had their accounts suspended or banned in recent weeks as China’s internet regulator conducts a new cleanup of Chinese social media. The two-month campaign, launched by the Cyberspace Administration of China in late September, is aimed at purging content that incites “excessively pessimistic sentiment” and panic or promotes defeatist ideas such as “hard work is useless,” according to a notice from the agency.

“In reality, we all experience fatigue and anxiety as a result of work and life, but these real emotions deserve respect and should not be deliberately amplified for traffic. The internet is not a dumping ground for negativity,” China’s state broadcaster CCTV said in an editorial about the campaign.

Around the world, officials debate how to keep social media from stoking outrage and polarization that could spill over into realworld violence or harm. The internet regulator in China has framed its campaign in similar terms, expressing concern about messages that stoke divisions based on gender or other group identities or livestreaming content that glorifies self-harm and violence.

But China’s crackdown carries a distinctly political undercurrent. It demonstrates the concern among its leadership about the

spread of malaise as the country grapples with economic uncertainty, a volatile rivalry with the United States and growing disenchantment among young people.

In recent years, some young people have opted out of the rat race in favor of a minimal life of “lying flat” or given up on goals altogether and “letting it rot.” The accounts of two bloggers known for promoting a minimal “lying flat” lifestyle were blocked from adding followers late last month.

Beijing is concerned that such pessimism doesn’t just discourage citizens from being productive members of society. It could turn into criticism of the ruling Communist Party.

“The root cause is deteriorating economic and social prospects for many Chinese, which has led to what for any country would be a natural social response — the expression of anxiety and misgiving,” said David Bandurski, the director of the China Media Project, a research group.

“Such sentiment, the leadership worries, might be infectious,” Bandurski said.

Local governments and social media platforms have jumped into action to carry out the regulator’s orders.

In the city of Zhengzhou in central China, officials said two social media account owners were investigated for portraying the city in an unflattering light. In Xi’an, the local internet regulator said it punished the holders of five social media accounts for “spreading false information” about housing prices and real estate regulations.

Weibo, a popular microblog, said last week that it suspended more than 1,200 accounts that “spread rumors” about the economy and government welfare programs.

The internet regulator ordered platforms to root out posts that use isolated news events to point to broader social problems, a style of commentary that the authority condemned as “malicious misinterpretation” that fuels cynicism about society.

People in China often use such posts to vent frustration or share their fears and questions. Recent incidents such as food safety scandals at schools had residents questioning the transparency and accountability of government officials. Last year a series of random attacks on civilians, attributed to aggrieved residents seeking “revenge on society,” prompted discussion about deep-seated inequality and mental health in China today.

Most recently, internet users fixated on the death of a Chinese actor, Yu Menglong, whose body was found outside a multistory building in Beijing last month. The authorities said he had fallen accidentally, a conclusion his mother supported in a statement. But in the days after, Chinese platforms were awash with unproven theories that authorities had covered up foul play or that it had been suicide.

His death fueled questions about power and corruption in the entertainment industry, as well as about transparency on the part of the police. Weibo limited discussion of Yu and suspended more than 1,500 accounts for posting about him.

Chinese state media have also sought to cast the online cleanup as an effort to target those who are peddling despair for clicks.

The state broadcaster CCTV warned about posts that convey a bleak picture of life in China: “Parents have unfilial children. Men are surrounded by materialistic women. Women are trapped by bad men who cheat. The workplace is full of unmotivated young people.” Such stories, it warned, were the work of “emotional predators” feeding the gloomiest stories to draw attention.

But official efforts to curb content that profits from despair may be silencing genuine expressions of frustration.

“The official message of positivity is contrasted by an economic reality that is just starkly different compared with the last decades,” said Katja Drinhausen, head of Chinese politics and society at the Mercator Institute for China Studies. “It will not be enough to keep online negative emotions in check.”

Many people complain about stagnant wages or, more recently, whether China’s introduction of a new type of work visa for science and engineering students will eventually mean fewer jobs for Chinese citizens. (A record 12.2 million new graduates are entering the job market this year, at a time when youth unemployment remains stubbornly high.) The government’s efforts to bolster confidence — by expanding its threadbare social safety net, giving subsidies to families with children and offering a consumer trade-in program — have had limited effect.

The social media accounts of Hu Chenfeng, an auto repairman turned influencer whose videos have highlighted poverty and inequality in China, have been removed from several platforms. Propaganda officials in Zhejiang have accused him of “worshipping the West.”

He is most famous for coining a shorthand for class divides in China — Apple users versus Android users — that in his view highlights the gap between the haves and the have-nots.

“‘Android’ is now an adjective,” he said in one video. “For example, an ‘Android computer’ means your computer is very low-end. An ‘Android house’ means that the house has poor soundproofing, a bad layout and poor lighting.”

One other influencer, Zhang Zibiao, who goes by Zhang Xuefeng online, a former tutor, was known for arguing that students from poor families stood little chance of breaking into elite professions like finance or medicine without the right social or political connections.

The crackdown is also an effort to rein in the influence of China’s largest social media platforms. In September, the regulator summoned representatives from several popular platforms for content violations.

The People’s Daily, the Chinese Communist Party’s official mouthpiece, said in an editorial that the campaign made clear that platforms could no longer let pessimism proliferate unchecked. “The bugle has been sounded and all parties should act accordingly,” it said.

Canadian Prime Minister Mark Carney arrived at the White House on Tuesday with a few clear objectives: to take heat out of his early encounters with President Donald Trump, to avoid references to Canada becoming a 51st state, and to begin talks on steel and aluminum tariffs.

In other words, to revert to the old days, when Canada and the United States were the tightest of defense and intelligence allies, and somehow managed to keep their disputes over everything from dairy products to softwood lumber to automobiles on a separate track.

He partly succeeded. Trump did not muse again about how Canada would be much better off as part of the United States, though he alluded to the thought when he discussed how to eliminate auto tariffs. Trump did muse about how the two countries were in “natural conflict,” and described Carney, a former central bank chief for England and Canada, as a “nice man” who could be “very nasty.”

Nonetheless, even Trump appeared to recognize that he had a lot of repair work to do. Seeming to acknowledge that his reputation north of the border is toxic, he told reporters that “the people of Canada will love us again,” even if some American-imposed tariffs remained in place — which he insisted they would.

At the end of a meeting and a working lunch, Canadian officials insisted they were happy with the changed tenor of the meeting, and said they now expected to make progress on steel, aluminum and energy levies, which range up to 50%. While they left with nothing concrete, beyond a commitment to negotiate, it was the change in tone, rather than tariff rates, that they had most sought.

“I’ve seen substantial progress today,” Dominic LeBlanc, Canada’s minister in charge of relations with the United States, told reporters after the meetings, speaking in French. “I think that we have a momentum that we didn’t have when we woke up this morning.”

He added that the two leaders had ordered their officials to come to a deal on aluminum and steel tariffs “as soon as possible.” He declined, however, to offer a time estimate. Trump repeatedly referred to steel and aluminum, but gave no hint of

excludes products that qualify as North American under the free trade agreement signed by Canada, the United States and Mexico during Trump’s first term, which make up a majority of Canadian exports.

But Trump has imposed tariffs on several key exports from Canada — automobiles, steel, aluminum and, most recently, softwood lumber — calling the measures a matter of national security.

Those tariffs have already had significant effects. General Motors is planning to cut a shift at its pickup-truck factory in Oshawa, Ontario, jeopardizing about 2,000 jobs. In the same province, Stellantis suspended the overhauling of a factory in Brampton to produce a new Jeep model, leaving the plant idle.

Canada has set aside 10 billion Canadian dollars, or $7.1 billion, in loans for large steel and aluminum companies affected by the U.S. tariffs.

LeBlanc said that the prime minister reminded Trump that Canada imported about as many cars made in the United States as it sent there, and brought up the two-way flow in steel.

his flexibility in reducing the rate — or what he would demand in return.

Carney came to office in April following a campaign in which he portrayed himself as a hard-liner, the best and toughest candidate to take on Trump. He has since talked about beginning to reduce Canada’s tight reliance on the United States.

Unlike many other nations, Canada has not been able to strike a trade deal with Trump, and that had put pressure on Carney to try to win at least some tariff relief during the meeting.

Trump told reporters before the meeting started that Canada’s inability to make a deal was a consequence of proximity of the two markets.

“We have natural conflict,” Trump said. “We also have mutual love.”

He added: “We’re competing for the same businesses, that’s the problem.”

Trump has imposed a general 35% tariff on Canadian exports based on his claim, which is refuted by data, that Canada is a significant source of migrants and fentanyl for the United States.

The change in tone by a president who previously dismissed Canada’s viability as a nation may have come in part because of recent concessions from Carney.

He lifted most of the reciprocal tariffs Canada had put on goods from the United States, except those applied to the same products covered by Trump’s national security tariffs.

Carney also canceled a tax on American tech companies he had inherited from the previous government. Trump had called off negotiations with Canada because of the tax.

One of Carney’s chief objectives is maintaining and improving the free trade arrangement known as the United StatesMexico-Canada Agreement. It comes up for a scheduled review next year.

Before the meeting, Trump was uncertain about its future form, saying that he did not care whether it was renegotiated or whether the United States struck separate deals with its two neighbors.

While Trump’s calls for Canada’s annexation and his tariffs angered many Canadians and prompted boycotts of American products and travel to the United States, Carney praised his host before the meeting and called him “a transformative president.”

France’s energy giant sees opportunity in the volatile electricity market

At the French port of Dunkirk, a mothballed oil refinery represents both the legacy and the future of the energy giant TotalEnergies.

The French company shut down the refinery in 2010. Rather than abandon the site, the company is finding new uses for it.

Earlier in the decade, it installed more than two dozen industrial-scale batteries on a strip alongside the rusting tanks and pipes. Some long-standing refinery employees now make the rounds at the battery farm, making sure the devices are functioning properly.

The batteries, housed in white, rectangular containers, are connected to the power grid. They kick in with almost instant bursts of electricity when needed, such as when a nearby aluminum plant, a huge consumer of power, fires up.

Every time a large industrial company starts a machine, “the grid goes down, so you need more power on it,” Damien Grosseau, the head of development and projects at the site, said in an interview at its 1970s-style Dunkirk offices.

Although it is still mainly an oil and gas producer, TotalEnergies views batteries as an attractive investment that can profit from the tectonic changes that are occurring in the electricity field.

TotalEnergies is an outlier among big oil and gas producers, which have shied away or pulled back from investing in renewable electricity, wary of tight regulation and lackluster profits. But TotalEnergies is aiming to invest up to $4 billion a year in electric power, calculating that it can be lucrative with the right approach. The goal is to double the share of electricity in the company’s energy output to around 20% by the end of the decade.

The rapid growth of renewable energy, especially solar power, also formed the backdrop of a major blackout that paralyzed Spain and Portugal in April. “The grid has become increasingly complex to manage,” said Javier Pamos, the product manager for Iberia at Aurora Energy Research, a consulting firm.

Pamos said that the incident was likely to lead to greater demand and higher revenue for grid management services from batteries.

Batteries can earn money in several ways. Grid operators pay battery owners to respond to short-term system imbalances. The devices can also be used in arbitrage, taking power from the grid to charge when electricity prices are low and pumping it out when they are higher.

By sucking up surplus output from, for example, solar farms during the day, and then discharging that power later, batteries help to balance the presence of renewables on the grid. Otherwise, the solar power would need to be disconnected.

“What we see in Europe is quite a boom in battery projects,” said Eva Zimmermann, a senior associate at Aurora Energy. She estimated that energy providers spent 7.3 billion euros on batteries in 2024 and forecast that battery capacity in Europe would increase around fivefold by the end of the decade.

Unlike other alternative energy technologies that are often encouraged by subsidies, batteries “just get built because the expected revenue that they can make is so high,” said Zimmermann, who estimated that batteries could earn hefty profits in “the mid-double digits.”

Batteries are useful for quick responses, said Margaux Corsini, the head of asset management for energy storage systems at TotalEnergies. “Every second, we can be called to regulate the grid,” she said, adding that the batteries shift from charging to discharging frequently during the day.

“We try to target the markets that have strong potential,” said Maxence Le Grelle, who manages a portfolio of batteries and natural gas-fired power plants in Europe. “It means that they have growth and volatility.”

Le Grelle’s unit is concentrating on Britain, Germany and Texas, along with France.

Demand for power is expected to surge in the coming years because of increased consumption by electric vehicles, data centers and other sources.

The growing number of wind and solar farms, whose output fluctuates with the breeze and sunlight, is helping to create large swings in the availability of power. “The more renewables you have, the more volatility you have,” Le Grelle said.

For example, in March, German electricity prices went from zero euros per megawatt-hour at noon, when solar energy peaked, to 165 euros per megawatt-hour at 6 p.m. when renewable energy dropped off, according to TotalEnergies.

At the same time, coal and some gas-fired generating plants are closing down, reducing pollution, but also removing what has been a stabilizing influence on the power grid. The turbines at the core of these plants also provide a rotating force known as inertia that helps regulate the grid at times of fluctuation. So TotalEnergies uses gas-fired power plants when more electricity is needed over longer periods such as frigid spells that stoke demand for heat.

Le Grelle spoke at a gas-fired plant in the countryside of eastern France in Toul near Nancy, a city with a medieval gate and art nouveau stained glass.

The power station can start up in a half-hour in some circumstances, and there are few limits on how long it can operate. It can also generate far more electricity than the batteries at Dunkirk.

The plant’s crew of around 30 employees keep it on constant standby, waiting for a request to fire up from RTE, the national transmission operator. Failure to come through can result in fines.

The Toul unit ran frequently in 2022 when there were unusual outages at the nuclear plants that dominate French power generation.

More recently, the facility has seen low use as the aftershocks from Europe’s energy crisis have reduced industrial activity.

“It’s a more depressed market that we have currently,” Le Grelle said. “But past years have shown it can change quite rapidly.”

The Cangrejeras of Santurce, led by shooting guard Kamaria McDaniel, and the Monarcas of Juana Díaz secured victories in National Women’s Superior Basketball (BSNF by its initials in Spanish) on Tuesday night.

McDaniel scored 26 points to lead Santurce to an 85-82 victory over the Pollitas of Isabela at Roberto Clemente Coliseum in Hato Rey.

It was the ninth-straight victory for the Cangrejeras, who remain at the top of the BSNF standings with a 13-3 record. Isabela, meanwhile, shares third place with the Atenienses of Manatí, both at 9-6.

Leones sign Kevin Santa Puerto Rico improves to 2-0 at NORCECA Final Six

The Ponce Lions announced the signing of utility player Kevin Santa for the 2025-26 season of the Roberto Clemente Professional Baseball League (LBPRC).

Kevin Santa, a native of Yabucoa, had his best winter season in 2022-23, with Ponce, when he batted .281 with 34 hits, 18 runs scored and nine RBIs.

Santa joined the team as a free agent.

“A versatile young veteran who can play all positions in the infield, as well as in the outfield,” said Edwin Rodríguez, general manager of the Lions. “His defense, timely hitting, and ability to steal bases have always been some of his most notable tools.”

Santa, a 30-year-old from Yabucoa, had his best winter season in 2022-23, when he wore a Leones uniform. He batted .281, with a .701 OPS, .346 OBP, 34 hits, 18 runs scored, nine RBIs, five doubles, two triples and six stolen bases.

He was traded to the San Juan Senators last season. He made his winter league debut in 2017-18 with Santurce, and has also played with Manatí and Caguas.

“We’re confident he’ll be an important part of the team,” Rodríguez added. “Welcome back to Ponce, Kevin.”

The upcoming LBPRC season begins on Friday, Nov. 7, with the Mayagüez Indians visiting the Lions at Francisco “Paquito” Montaner Stadium.

Team Puerto Rico defeated Mexico, 25-20, 18-25, 2516 and 25-19, for its second victory in as many tries at the NORCECA Men’s Final Six men’s volleyball tournament at Juan “Pachín” Vicéns Auditorium in Ponce on Tuesday night.
