ov. Pedro Pierluisi Urrutia, along with Economic Development and Commerce (DDEC) Secretary Manuel Cidre Miranda and designated Education Secretary Yanira Raíces Vega, signed Executive Order 2023-031 on Monday, which requires teaching computer science and applied technologies in island high schools. $10 million will be allocated to implement programs and modernize educational spaces in those areas.

“We expand the scope of previous actions with this executive order,” the governor said. “We will educate the next generations and promote sustainable development in tune with local and global economic trends.”

Pierluisi added that by investing in the aforementioned areas, competitiveness will be improved and technology companies will be attracted to Puerto Rico. Some $10 million will be invested to coordinate with the Department of Education and DDEC to meet the objectives of the executive order.

DDEC and the Department of Education agreed to collaborate to provide technical assistance. The effort seeks to position Puerto Rico in a leadership position in the knowledge economy.

Creation of marine reserve in Vieques discussed

“We are in talks with the mayor, as well as with personnel from the Department of Environmental and Natural Resources (DNER) to establish the parameters of a marine/terrestrial reserve on the island municipality of Vieques in order to protect the environment, encourage the growth of marine species and boost tourism in the eastern region of Puerto Rico,” the senator said.

The park offers open spaces dedicated to the enjoyment of residents, visitors, tourists and the general public, creating a functional natural oasis on Vieques. The area has been recognized as an important natural resource by federal agencies such as the U. S. Jiménez and Corcino are working on the delimitation of the reserve, which, in addition to the marine section, will include terrestrial areas.

“For the Municipality of Vieques it is very important to have a marine reserve,” the mayor said. “It is essential for our fishermen because it allows us to conserve a series of species, so that when they reach their adult stage, they can migrate to fishing areas, injecting money into the local economy.

Jews in Puerto Rico rally for peace and the release of hostages

he Jewish communities in Puerto Rico gathered on Sunday on the south side of the Capitol in San Juan to demonstrate for peace and justice for Israel, a cry that is particularly manifested by the hostages kidnapped by the terrorist group Hamas.

“There is no room for gray areas,” said Diego Mendelbaum, director of the Jewish Community Center of Puerto Rico. “We are calling for justice and peace.”

Archbishop of San Juan Monsignor Roberto Octavio González Nieves participated in the demonstration, pointing out that “peace is never a short or easy path, it is steep and painful.”

“But we must seek that great path that begins with the first step,” he said. “Let us never lose faith. These people of Israel are an example of perseverance. From Puerto Rico we can contribute our mustard seed with prayer and solidarity.”

The leader of the Catholic Church on the island pointed out that anti-Semitism cannot be accommodated “because a Christian cannot be anti-Semitic, because we are brothers.”

taught her nine children that Jews “are our spiritual brothers.” He concluded by asking those present to pray together with Psalm 121. On the south side of the Holocaust Memorial there is also a section commemorating the Lot Massacre, a terrorist act that occurred in Tel Aviv on May 30, 1972. There, three terrorists from the Red Army of Japan, in support of the Popular Front for the Liberation of Palestine, opened fire on the civilian population.

Seventeen Puerto Ricans who were on a pilgrimage died there. The total toll was 26 dead and 78 injured. One of the witnesses of the massacre, Don Antonio “Tony” Larroy of Bayamón, was at Monday’s event.

Recognizing 3 pioneers Exemplary Puerto Rican women journalists honored in Senate for Emmy career award

hile it may not be common knowledge to many, on Monday, Professional Women’s Week began in Puerto Rico. Many professional women have shaped the island to be what it is today. Three women from the island have been given an extraordinary award, and what better time to recognize such an accomplishment than the week dedicated to professional women.

Sen. Migdalia González Arroyo, who chairs the Women’s Affairs Committee in the upper chamber, recognized three female media professionals who were recently awarded the SILVER CIRCLE AWARD at the Suncoast Emmys: journalists Deborah Martorell, Mayra Acevedo and Ada Monzón.

Monday’s event took place in the Hall of Illustrious Women in the Capitol.

“These are women with an unbreakable spirit,” said Carla Alvarado from the office of protocols, who hosted the event. “Today, we thank you all for doing so much for our island.

We hope that time and your stories motivate other women to do what you do for us.”

“Today we recognize three daughters of our land,” she added.

There were numerous prominent figures

at the event, and they all had something to say regarding the recognition of the three women.

“Our youth look up to you,” Sen. Héctor Santiago Torres said. “You provide real journalism and anyone who is interested in that profession should aspire to do what you do.

I acknowledge and congratulate you.”

Also among the lawmakers from various political parties at the event was Sen. María de Lourdes Santiago Negrón, the spokesperson for the Puerto Rican Independence Party.

“I congratulate you all not only because of the recognition you are receiving today but also for how inspirational you all are for Puerto Rican women,” the former gubernatorial candidate said. “Everything is harder for women, and the media and politics can be a rather hostile environment. It’s not just the fact that you are all extraordinary in what you do, it’s that in a sense, you all are a flagship for the battles we are facing.”

Citizen Victory Movement Sen. Ana Irma Rivera Lassén noted that “the road for women is not equal.”

“We must jump over many obstacles and pitfalls to get to where we want to be. Men shouldn’t feel insulted by this; instead they should work alongside women to promote equity in all working fields,” Rivera Lassén said. “With that in mind, I congratulate all of you, because young girls see themselves in many of you. They see hope; all children see a way to jump over obstacles thanks to women like you.”

Martorell, the chief meteorologist at TeleOnce, told the STAR: “While we are seeing a lot of young women being able to develop themselves in many areas, there is still a lot of ground to cover.”

“Definitely, we have seen a lot of professional women in recent years, but it is not easy. We don’t just work, we take care of our family, our children, our spouse,” she said.

“However, while it is important for us to be professional and work hard, we must never abandon our role as mother and wife. Those must be worked on just as much to ensure a brighter future for our daughters to become professionals. I do believe Puerto Rico has gotten much better, but there is still a lot of work to be done.”

Apart from motivating young women, Martorell also motivates young people in general in the field of journalism.

“Don’t give up,” she said. “Perseverance is what will lead you to achieve the things you desire. Don’t let anyone tell you ‘This field is oversaturated, there is no work here.’ That is not true, you do what you want to do.”

“When I was a student, I went on a field trip to Noticentro. An employee said, ‘What are you doing here? There’s no work in this field,’” Martorell recalled. “Could you imagine being a student and having someone say that to you? I was able to bid that employee goodbye upon his retirement; don’t let anyone tell you you can’t do something.”

“It’s honorable that three Puerto Rican women have been able to receive this Emmy award, considering it’s not a traditional Emmy award where they recognize a piece of work you’ve done, but rather it’s for your professional career,” the leading meteorologist said.

“I have mixed feelings about it though. I’m happy, but acknowledgments make me blush quite a bit. However, I am really thankful.”

PREPA bond insurer challenges constitutionality of PROMESA

uerto Rico Electric Power Authority (PREPA) bond insurer Assured Guaranty has filed for a second time a constitutional challenge to the federal law overseeing PREPA’s bankruptcy.

Assured Guaranty Corp. and Assured Guaranty Municipal Corp. are arguing that the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) violates the uniformity clause of the U.S. Constitution. The clause establishes that a bankruptcy statute must apply uniformly to a defined class of debtors.

Assured had challenged PROMESA because the law treated Puerto Rico differently from other U.S. jurisdictions.

The challenge was part of its objection to PREPA’s debt adjustment plan to restructure

the utility’s $9 billion debt.

After the U.S. government announced plans to defend PROMESA’s constitutionality, U.S. District Judge Laura Taylor Swain, who is overseeing PREPA’s bankruptcy case, ended all objections to PREPA’s debt adjustment plan after PREPA filed a third amended debt adjustment plan.

The judge’s decision forced stakeholders to start all complaints again.

Assured did not provide reasons for renewing its challenge. The judge in the past has dismissed arguments that PROMESA violates the uniformity clause.

However, in its first objection, the bond insurer said the old ruling no longer applies because circumstances have changed.

GoldenTree Asset Management LP, which holds $828 million in PREPA bonds, has challenged the debt adjustment plan,

arguing that it violates both the spirit and the letter of applicable law as some bond-

holders get better treatment than others despite having the same type of claim.

Former San Juan Star photographer visits Marshals Museum, where a photo he took hangs

etired San Juan Star photographer Roso Sabalones paid the newly opened U.S. Marshals Museum in Missouri a visit on Columbus Day to view a photo he took that hangs in the museum and to help bring attention to an important period in Puerto Rico’s history and the problems it faces now.

Sabalones, 78, arrived in River Valley, Missouri last Monday with members of his family from San Juan, as well as friend Gabriel Szoke of Indianapolis, to have his photo taken

holding a Puerto Rican flag next to one of the exhibits.

The exhibit is in a portion of the museum’s “A Changing Nation” gallery that showcases how the U.S. Marshals Service enforced the rule of law throughout history. It contains an enlargement of a black and white photo Sabalones took back in mid-1979 called “David vs. Goliath.”

The photo depicts a fisherman standing in a boat off the south shore of the Puerto Rican island municipality of Vieques, his right arm drawn back to ready a slingshot against a U.S. Navy speedboat during a protest of the Navy’s presence there.

Sabalones, who has Parkinson’s disease, said he viewed his visit to the museum as a chance to clarify what the conflict he captured several decades ago signifies to all involved -- Puerto Ricans and the U.S. Marshals and Navy -- to demonstrate the need to try to follow the rule of law to improve lives.

“Demonstrations happen and conflicts happen, but it doesn’t have to be permanent,” Sabalones said. “It can be changed.”

Szoke said he and Sabalones planned to send the photos they took at the Marshals Museum with a news release to “at least a dozen” press contacts, including some who wrote about the photo’s inclusion in the museum.

Sabalones, who was born in Cebu City in the Philippines, shot “David vs. Goliath” as a contract photojournalist for United Press International, according to a resume Szoke provided. He went on to work at publications such as the San Juan Star in Puerto Rico, El Nuevo Herald in Miami, Hoy and El Nacional in the Dominican Republic and the website Noticel.com before retiring in 2013.

Naval Station in Puerto Rico in 1941 against the backdrop of World War II. The Navy set up a training base, firing range and ammunition storage on the island, evicting those who lived in the area in the process.

The Navy conducted 180 days of military exercises per year in Vieques after World War II, according to the resource guide. It ramped up its presence after leaving Culebra -- another Puerto Rican island municipality used for military training -- in 1975.

“Island civilians felt the economic and environmental impacts of U.S. Naval control of Vieques’ land, water and air rights,” the guide states. “With no economic compensation for the land acquired by the Navy, the blow was especially acute.”

Among the Navy’s activities during its more than 60-year tenure on Vieques was firing live ordnance into both the sea and the island itself, including those containing toxic chemicals like napalm, depleted uranium and lead, according to a May 2023 article from the Guardian.

The Navy pulled out of Vieques in 2002 after mass protests following the accidental bombing that took the life of local security guard David Sanes in 1999.

Sabalones said the fishermen involved in the protest he covered in 1979 had five engine-powered boats with a news photographer in each one. They picked up some rocks and pebbles and rode out to an area the Navy was using, where they shouted nationalistic slogans.

The Navy responded by sending out larger steel patrol boats manned by U.S. marshals, according to Sabalones.

Sabalones said the fishermen were able to run circles around the Navy ships, during which he snapped a photo of one of the men in his boat firing rocks at one of their pursuers with a slingshot -- the photograph later named “David vs. Goliath.”

Sabalones said though he initially didn’t think much of the photo, he now believes it “gelled” to become iconic due to the action it captured of the fishermen against the Navy.

Vieques ferry surpasses number of passengers for all of 2022

uerto Rico Ferry announced Monday that as of Sept. 20 it had surpassed the total number of passengers for the year 2022, doing so with more than three months left in the year.

The number of passengers to date is 1.2 million, along with 81,000 cargo units.

The increase in ridership is consistent across all metro and island maritime transportation system services, with trips to and from Vieques and Culebra carrying more than 155,000 additional passengers year-over-year.

“Surpassing the number of passengers a year, in just nine months, is an outstanding achievement for our local crew and a sign that the system continues to increase its capacity as upgrades, maintenance programs and consistent policies come into effect,” said Matt Miller, president of HMS Ferries-

Puerto Rico. “The maritime transportation system under the public-private partnership is demonstrating that it can meet the needs of the people of Puerto Rico even as we continue to make the improvements necessary for long-term sustainability.”

Monday’s announcement came shortly after the Integrated Transit Authority announced its new ticket transfer policy to increase the availability of unused tickets and limit the number of empty seats on board its vessels. Starting Oct. 8, passengers traveling on the island route can now transfer their unused tickets up to four hours before departure. Ferry passengers can purchase and transfer their tickets online (www. puertoricoferry.com), at the Puerto Rico Ferry ticket office, or on the City Experiences app.

Jordan activates right-wing pressure campaign in push to win speakership

ep. Jim Jordan and his allies have begun a rightwing pressure campaign against Republicans opposed to electing him speaker, working to unleash the rage of the party’s base voters against any lawmaker standing in the way of his election.

Even after Jordan, the hard-right Ohio Republican, won his party’s nomination for the post Friday, he remained far short of the 217 votes he needed to win the gavel, with scores of his colleagues refusing to back him.

In efforts to close the gap, lawmakers and activists close to him have taken to social media and the airwaves to blast the Republicans they believe are blocking his path to victory and encourage voters to browbeat them into supporting Jordan.

It is an extraordinary instance of Republican-onRepublican fighting that underscores the divisions that have wrought chaos inside the party, paralyzing the House of Representatives in the process. Several of Jordan’s supporters have posted the phone numbers of mainstream GOP lawmakers they count as holdouts, encouraging followers to flood the Capitol switchboard with calls demanding they back Jordan — or face the wrath of conservative voters as they gear up for primary season.

“You want to explain to your voters why you blocked Jordan?” Rep. Anna Paulina Luna, R-Fla., wrote on X, formerly Twitter. “Then bring it.”

The strategy is reminiscent of the bullying tactics that Jordan and his allies have used over the past decade to pull the GOP further to the right and borrows a page from former President Donald Trump, who is backing Jordan.

It is also an approach that helped propel the House GOP into its current leadership crisis. Republicans last year fielded several extreme-right congressional candidates who were popular with the base but ultimately could not win general elections in competitive districts, leaving them with a razor-thin majority in the House. A new generation of hard-liners has been able to exploit the tiny governing margin, dethroning one speaker and scuttling the bid of his heir apparent.

Jordan’s closeness with the former president has given him unparalleled cachet with the party base, and his backers were counting on that to help him prevail in a vote that could come as early as Tuesday.

While Friday’s votes were secret ballots, by Saturday, right-wing activists appeared to have identified about a dozen holdouts against Jordan as top targets for their onslaught.

Despite being revered by hard-liners and branded a “legislative terrorist” by a former Republican speaker, Jordan has more recently allied himself with his party’s leaders.

The Ohio lawmaker backed the debt limit deal that former Speaker Kevin McCarthy struck with President Joe Biden and did not join the far-right’s move to grind the House floor to a halt in protest of that agreement, or its effort to oust McCarthy. He has already said he intends to have the House vote on a stopgap spending measure to keep the government open — the sin that got McCarthy booted — and has managed to keep conservative hard-liners in his camp.

But some mainstream Republicans are opposing Jordan on principle. They differ with him on matters of policy, nowhere more sharply than on continuing to fund the war in Ukraine, a priority for many of them to which Jordan and his “America First” allies are deeply opposed.

Many of them are also reluctant to reward what they see as bad behavior, by giving the far-right lawmakers who forced McCarthy from his post and touched off the current governing crisis their preferred leader.

But on a second ballot asking simply whether GOP lawmakers would support the Ohio Republican if the speaker nomination went to the floor, 55 still said no.

Some conservative strategists close to Jordan believe he will easily be able to win over his detractors, institutionalists who put a high premium on a functioning government and projecting normalcy. Unlike the hard right, the strategists argue, staging a floor revolt simply isn’t in their nature.

“These 60 members are not voting against Jordan on the floor,” Russell Vought, president of the Center for Renewing America, a think tank with ties to Trump, and a strategist close to Jordan, wrote on X. “Take it to the floor & call their bluff.”

How a series of air traffic control lapses nearly killed 131 people

O

n a foggy Saturday morning in February, an air traffic controller cleared a FedEx cargo plane to land on Runway 18L at Austin-Bergstrom International Airport in Texas. A Southwest Airlines jet was on the same runway, but the controller said it would take off before FedEx’s hulking Boeing 767 got too close.

As the FedEx plane descended through thick clouds, though, the pilots saw the silhouette of the Southwest 737. The two planes were seconds from colliding.

One of the FedEx pilots commandeered the air traffic control radio frequency. He ordered Southwest to abort its takeoff. It didn’t. The FedEx crew blasted the engines to climb away from the Southwest plane.

The FedEx plane, which had three crew members, skimmed less than 100 feet over the other jet. The 128 people aboard Southwest Flight 708 continued on their way to Cancún, Mexico. Passengers were unaware that they had nearly died.

In a year filled with close calls involving U.S. airlines, this was the one that most unnerved federal aviation officials: A disaster had barely been averted, and multiple layers of the vaunted U.S. air-safety system had failed.

While the incident’s basic contours have been made public, a New York Times reconstruction of the near collision shows that an air traffic controller made virtually catastrophic mistakes.

But the errors by the controller — who has continued to direct some plane traffic in Austin, Texas — were far from the whole story, according to 10 current and former controllers there, as well as internal Federal Aviation Administration documents reviewed by the Times.

Austin-Bergstrom, like the vast majority of U.S. airports, lacks technology that allows controllers to track planes on the ground and that warns of imminent collisions. The result is that on foggy days, controllers can’t always see what is happening on runways and taxiways.

Some have even resorted to using a public flight-tracking website in lieu of radar.

In addition, for years Austin has had a shortage of experienced controllers, even as traffic at the airport has surged to record levels.

Nearly three-quarters of shifts have been understaffed. Managers and rank-and-file controllers have repeatedly warned that staffing levels pose a public danger. The controller on that Fe-

In June, Stephen B. Martin, then Austin’s top manager, and a local union representative wrote a memo pleading for more controllers.

“Drastic steps are needed to allow the facility to adequately staff for existing traffic,” they wrote to FAA and union officials.

Austin is a microcosm of a systemic crisis. The safety net that underpins air travel in America is fraying, exposing passengers to potential tragedies like the episode in February.

The Times based its investigation on an analysis of FAA records, thousands of pages of federal safety reports, and interviews with more than 50 current and former pilots, air traffic controllers and federal officials. Many spoke to the Times on the condition of anonymity to protect their jobs.

“The close call in Austin should have never happened,” said Matthew Lehner, an FAA spokesperson. “The FAA immediately took a hard look and required training to reinforce current procedures at the facility.”

The National Transportation Safety Board is investigating the February incident. It has released its preliminary report into what the agency’s chair, Jennifer Homendy, described as nearly a “disastrous collision.” She added that “as close as that was, it’s just one of seven serious close calls and near misses involving commercial airlines that we have initiated investigations on this year.”

It was still dark outside when Damian Campbell started his overtime shift in the Austin control tower about 5:45 a.m. on Saturday, Feb. 4. This was supposed to be one of his days off, but a manager had asked him to come in because they were short staffed.

That morning, Campbell, 43 at the time, was overseeing departures and arrivals. The only other person with him in the tower was a supervisor who was busy directing planes on the ground. (Lehner said the facility was not understaffed that morning.)

The thick layer of fog — an unusual condition in Austin — meant that Campbell couldn’t see much of anything, including the airport’s runways nearly 200 feet below. That was bad enough. But Austin also lacked ground radar, which meant Campbell had no way to visually monitor the location of planes on taxiways and runways. He had to rely on pilots on the ground to accurately tell him where they were.

About 6:34 a.m., the voice of a pilot on FedEx Flight 1432, inbound from Memphis, crackled through Campbell’s radio. The Boeing 767 was about 18 miles away, according to an internal FAA report reviewed by the Times. The pilot was seeking permission to land.

About four minutes later, he cleared the Southwest flight to Cancún for takeoff on 18L. The FedEx plane was on its final approach, just 3 miles away, he told the Southwest pilots. The distance between the two planes was closing fast.

Another 43 seconds passed. The FedEx pilot, knowing the Southwest plane was on the runway, asked for confirmation that it was safe to land.

“That is affirmative,” Campbell responded. “You are cleared to land.”

The FedEx plane was about 150 feet from the ground when its pilots caught sight of the airport, obscured by the dense clouds. That was when they saw it: the outline, barely visible at first, of the Southwest plane rolling down the same runway that the FedEx jet was about to land on.

Both planes were moving fast. A crash was imminent. There was no time to ask permission. “Southwest, abort!” one of the FedEx pilots radioed.

They yanked the cargo plane up and gunned the engines to avoid landing on top of

the smaller jet, which continued accelerating and then was airborne.

The aircraft came within roughly 50 feet of each other when accounting for the Southwest plane’s tail and the FedEx jet’s landing gear, according to FAA officials. (The NTSB said the planes were less than 200 feet apart.)

The emergency was averted, but the confusion continued. Campbell heard the FedEx pilot radioing to Southwest to cancel its takeoff, but he got mixed up about who was speaking, according to the internal FAA report. Pilots typically don’t issue commands, and Campbell thought it was one of the Southwest pilots broadcasting that their plane was aborting.

“Roger, you can turn right when able,” Campbell said, directing it off the runway.

“Negative,” a Southwest pilot said, his plane roaring into the sky.

Minutes later, the FedEx plane circled around for its second landing attempt.

“You have our apologies,” Campbell radioed to the pilots after they had landed. “We appreciate your professionalism.”

That evening, the NTSB announced that it was investigating what it described as “a possible runway incursion and overflight” at the Austin airport.

Several Austin controllers said they felt sick after watching video replays of the near collision and realizing how close passengers had come to dying.

Controllers say they are taught not to waste time between takeoffs and landings, even when traffic is light, to avoid creating logjams. Even so, current and former controllers who reviewed the Austin incident said they were baffled by Campbell’s actions. There was no rush for the Southwest flight to take off, since the FedEx 767 was the only plane queued up to land.

In the weeks that followed, controllers and pilots around the country said they had dissected the close call. Some wondered why the Southwest pilots had proceeded with the takeoff when they knew that the FedEx plane was so close and visibility was so low. (A Southwest spokesperson said the airline was cooperating with federal investigations.)

After the February incident, Campbell spent weeks working a desk job and was required to go through additional training. He has returned to directing ground traffic at the airport, his colleagues said. It isn’t clear whether he will face repercussions after the NTSB investigation is complete.

Morgan Stanley maintains its 3,900 year-end price target for the S&P 500 and believes the best way to position is a barbell of defensive growth stocks that have stable earnings, and late-cycle cyclical stocks such as energy.

Wilson, one of the most bearish voices of Wall Street, said the positive sentiment in the market was contingent on current stock prices holding in the short term.

“If it does not, we could see positioning quickly shift to locking in profits and/or relative performance into year end,” said Wilson, Morgan Stanley’s chief U.S. equity strategist.

The S&P 500 has rallied about 13% this year, boosted by the AI euphoria and expectations that the U.S. central bank will not raise interest rates further, but recent economic data and Fedspeak have turned the sentiment in the last one month.

Stocks came under selling pressure last week as investors rushed to Treasuries after a surprise attack by militant group Hamas against Israel, but S&P 500 still managed to eke out some gains.

“The fact that stocks rallied early in the week emboldened the view that equity markets could withstand another exogenous shock,” Wilson said.

The stock was the top percentage gainer on the benchmark S&P 500 in early trading, outperforming both the broader markets and the financial sector.

In late July, Discover revealed it had received a proposed consent order from the FDIC in connection with consumer compliance.

Biden weighs visit to Israel as water and fuel shortages worsen in Gaza

resident Joe Biden on Monday weighed an extraordinary invitation to visit Israel — a grieving nation on the brink of invading territory that has fallen into a desperate humanitarian crisis, with 2 million people trapped and critical supplies dwindling.

A trip by Biden — after an invitation by Prime Minister Benjamin Netanyahu, on the eve of a major escalation of the conflict in the Mideast — would be a remarkable gamble. To accept the invitation would demonstrate U.S. solidarity with Israel, signaling to its rivals like Iran, Syria and Hezbollah that it has the power of the United States behind it at a time of increasing anxiety about a regional war. But it would also tie Biden, and the United States, to the bloodshed in Gaza.

The invitation came as Israelis learned more about the terrorist attacks that, nine days ago, killed more than 1,400 people, making them the deadliest in the country’s history. The military said it now believes 199 people were taken hostage by Hamas, the group that controls the Gaza Strip, nearly 50 more than previously thought.

Israel’s retaliation for those attacks has already surpassed the scope of past conflicts with Hamas, which the United States and the European Union consider a terrorist group. Hundreds of airstrikes have pounded Gaza, and Israel says it has killed at least six senior leaders of Hamas so far.

But the strikes are exacting a growing toll on Gaza’s people: The Palestinian Ministry of Health said Monday that 2,808 people have been killed and 10,850 wounded.

Israel has also declared a “complete siege” to deprive the impoverished enclave of energy, food and water. The result, with Gaza’s borders closed by Israel and Egypt, is a desperate population jammed into an area about the size of Las Vegas, with less food, water, medical supplies and fuel as the days go on.

Israel has warned hundreds of thousands of people to leave northern Gaza for their safety. More than 400,000 people have gone to U.N. shelters that are under deep strain, struggling to supply the flood of evacuees.

Here’s what else to know: — Israel continued to bombard Gaza, and the enclave’s Interior Ministry said an Israeli airstrike killed five people and wounded at least 15 others in southern Gaza’s city of Rafah. The city is near Gaza’s border with Egypt, where scores of people have gathered in hopes of being allowed passage out.

— Biden has sought to head off a wider conflict with both diplomacy and a show of military might. The Biden administration warned Iran against escalation through back-channel messages with intermediaries in Qatar, Oman and China, its point backed up by a pair of aircraft carriers heading toward the eastern Mediterranean. And the U.S. secretary of state returned to Israel on Thursday for another round of talks in his marathon effort to broker deals — including getting U.S. citizens out of Gaza and aid into it for civilians.

— Secretary of State Antony Blinken said Sunday that the Rafah border

crossing with Egypt would reopen, raising hope that food and medicine could be brought into Gaza and foreigners could get out. The U.S. Embassy in Jerusalem told American citizens in Gaza on Monday to “move closer” to the Rafah crossing if they believed it was “safe” to do so. But hours later, the scores of people who had gathered on the Gaza side of the crossing, toting what they could carry in suitcases, were stuck waiting as diplomatic efforts foundered.

— Amid mounting concerns that the conflict could spread, Israel’s military said it would evacuate people who live within 2 kilometers (1.2 miles) of the border with Lebanon. Clashes have broken out there in recent days between Israel and Hezbollah, the powerful Iran-backed group that dominates southern Lebanon, with both sides trading fire across the border.

The prospect of renewed military action in the Middle East comes after years in which the United States has sought to disentangle itself from what came to be called “the forever wars” in Iraq, Syria and Afghanistan. At the moment, the United States is occupied helping Ukraine beat back invaders from Russia, though not with U.S. troops. That mission has taxed American weapons stores and generated increasing opposition on the hard right.

With Biden’s request for $24 billion

in additional aid to Ukraine stalled by House Republicans, the White House and congressional leaders are discussing a broader security package that would combine money for Ukraine with aid for Israel. It would also include additional assistance for Taiwan and funds for enhanced protection of the southwestern U.S. border.

While all this could strain American resources, Biden said the United States could afford to help both Israel and Ukraine. “We can take care of both of these and still maintain our overall international defense,” he said in an interview aired on CBS’ “60 Minutes” on Sunday evening. “We have the capacity to do this and we have an obligation to.”

As for his message to Iran and Hezbollah, Biden said it was simple: “Don’t, don’t, don’t, don’t.”

So far, the fighting on Israel’s northern border has been limited but alarming. Israeli emergency services said that at least one Israeli civilian was killed and three others wounded in Sunday’s attack on the border community of Shtula. Hezbollah said two of its fighters were killed by Israel’s counterattack.

In a statement, Hezbollah said its missile strike was in response to the death of a Reuters cameraman, Issam Abdallah, along with two other civilians killed in recent clashes in southern Lebanon. The United Nations said its peacekeeping headquarters in Naqoura, Lebanon, was hit by a rocket, but it was not clear whose. The peacekeepers were not in shelters at the time and no one was hurt, officials said.

After the exchange of fire, the Israeli military said it had designated a 2.5-mile area near the Lebanon border as an “isolation zone.” No one would be allowed into the zone, and any civilians already there must stay close to safe rooms in their homes, the military said.

“People are preparing for the worst,” said Shimon Guetta, the chair of the regional council of Ma’ale Yosef, which oversees Shtula. “After what happened in the south, the residents are terrified that could repeat itself here.”

For hostages’ families, an ‘endless loop of hope and despair’

akov Argamani has the pale face and broken soul of a man whose child is in extreme danger. He shuffles around his immaculate house in southern Israel, a Book of Psalms in his right hand, the front door constantly banging open and shut with visitors, plates of freshly made food, more than he could ever possibly eat, piling up on the countertops.

“Noa was here, there, everywhere,” he said of his daughter, Noa, who was kidnapped. “Her smell is missing, her voice.

All of a sudden it’s gone.”

“And I’m lost,” he said.

Hen Avigdori, a screenwriter, is missing his wife and daughter. He sits in a quiet apartment near Tel Aviv with his teenage son. They have a deal: Avigdori shares all the information he has — which isn’t much — and his son shares how he is feeling.

But Avigdori is struggling himself.

“I’m in this endless loop of hope and despair, hope and despair,” he said. “I need some proof of life. I need to know where my wife and daughter are. It’s driving me crazy.”

Ilan Regev Gerby, a door salesperson with a stubbly salt-and-pepper beard, is haunted by the last conversation he had with his daughter, Maya, which he recorded on his phone. She was at the rave party on Oct. 7 where gunmen from the Hamas militant group massacred hundreds of young people and kidnapped many others. She called as the gunmen closed in.

“Dad, they saw me, dad, they saw me, dad, they saw meeeee.”

Then the line cuts.

These are the families experiencing the unbearable anguish of being in the middle of the world’s most complicated hostage crisis in recent memory. Babies, grandmothers and wounded Israeli soldiers. Americans, Filipinos, French and Mexicans. Scores of people have been abducted from that rave party and from a ring of small towns and kibbutzim that heavily armed Hamas members besieged for hours before Israel’s security forces could respond.

On Monday, the number of publicly known hostages increased to almost 200, up from the 150 that had been spoken of since the beginning of the conflict. An Israeli military spokesperson said that the military had “updated” the families of 199 hostages, but he did not say what they dis-

Experts say that Hamas has most likely locked them up in a warren of underground tunnels in the Gaza Strip, as the Israeli air force bombards the territory and the army prepares to invade. It’s not clear to anyone how Israel is going to launch a full-scale invasion of Gaza without putting the hostages at greater risk.

What terrifies family members even more is that the men who decide whether their loved ones live or die are the same ones who demonstrated a level of brutality that shocked the world. They slaughtered more than 1,000 unarmed civilians, they hunted down children, they butchered people with axes and knives. But the hostages are also perhaps the last leverage these men hold.

Hamas could use them as human shields. Or trade them for prisoners in Israeli jails or for direly needed humanitarian aid or for something else. The presence of such a large number of hostages is complicating Israel’s battle plans, and on Sunday senior diplomats said that an ad hoc group of officials from several countries, including Egypt and Qatar, two nations that could possibly act as middlemen, were holding frantic meetings about the captives.

Israeli officials say Hamas hasn’t stated what it wants, how to start negotiations, or even how many people it’s holding.

“I don’t know anything, and I believe

nobody in the country knows specifically what they want except the smashing of the state of Israel,” said Ory Slonim, an experienced hostage negotiator who is helping advise the Israeli government.Hamas had threatened last week to start executing the hostages if Israel bombed homes in Gaza but has since made no announcements about harming them.

For some captives, like Noa Argamani, there’s little doubt about what happened to them on Oct. 7. Footage of her being taken away on a motorcycle, screaming desperately to her boyfriend, who was marched off with his hands behind his back, has gone viral.

But for many others, like Avigdori’s wife and daughter, it’s a mystery. They were visiting relatives on a kibbutz near Gaza. Many people were killed around them. Their bodies haven’t been found.

And eight other members of the extended family have vanished.

Avigdori said that government officials are still sorting through the grimmest of categories: missing, kidnapped or dead.

“Two army officers came to my house yesterday,” Avigdori said Sunday. “We sat for an hour. They offered to help us with anything we need, like shopping. At the end, one said: ‘Time for updates.’”

“And you know what?” Avigdori continued with a look of incredulity spreading across his face. “The officer took out a notebook, flipped to a blank page, and

said: ‘Tell me what you know.’ And I was like: Aren’t you supposed to tell me what you know?”

All Argamani thinks about is his daughter walking through the door. His nightmare began on Oct. 7 while he was standing in the emergency room of a hospital in southern Israel, not far from Gaza, in a growing crowd of other dads who had rushed down there, many armed with pistols, desperately looking for their children.

After someone shared with him the video clip of Noa, 26, and her boyfriend being abducted, “I fell apart,” he said.

Since then it’s gotten worse.

Noa was the center of the family. She was an only child. She was in college, studying electrical engineering, but still found time to take care of her mom, who is suffering from cancer and can barely walk.

“Day after day, it’s harder to stomach,” her father said. “You open the door, you don’t know why. You wash your face, but for what purpose. What? What’s next?”

“And she’s a beautiful young woman,” he said. “I don’t even want to think about what they might do to her.”

Like many hostage relatives — but not all — he doesn’t want Israeli troops to invade Gaza, and it’s not only because Noa is trapped there.

“They go in, and they kill and kill and kill,” Argamani said. “And then what?

What’s next? Just more bleeding?”

Regev Gerby seeks support from wherever he can get it. His daughter, Maya, 21, disappeared from the rave, and so did his son, Itay, 18. They had gone together. They are very close. In one Hamas video, Itay is shown, hands bound, in the back of a pickup truck, alive.

Regev Gerby has been making the rounds of Israeli television stations, sharing his agony. People now come up to him on the street and give him a hug.

“It’s amazing,” he said. “To get support from a stranger? It gives me goose bumps.”

On Saturday night, his neighborhood held a vigil for Maya, Itay and one of their friends who was also kidnapped. In the soft, warm air, surrounded by elegant apartment buildings and beautiful trees and bushes, the crowd of several hundred sang songs of hope.

A black sign had been placed in the roundabout that will stay up until this nightmare ends.

It reads: “We are waiting for you at home.”

Daniel Noboa, scion of a banana empire, wins Ecuador’s presidency

aniel Noboa, the 35-year-old heir to a banana empire, won Ecuador’s presidential election on Sunday, in a highstakes campaign driven by an electorate frustrated with the country’s surging violence and ailing economy.

The center-right political outsider defeated Luisa González, a leftist hand-picked by former President Rafael Correa who ran on a pledge of returning to a time of prosperity and low homicide rates under the Correa government.

The vote signaled a desire for change in a nation of more than 17 million on South America’s western coast that has seen a wave of violence from international criminal groups and local gangs that have turned Ecuador into a key player in the global drug trade and sent tens of thousands of Ecuadorians fleeing to the U.S.-Mexico border.

Like much of the rest of Latin America, Ecuador was dealt a major financial blow by the coronavirus pandemic, and many workers struggle to make enough money to provide for their families. Only 34% of Ecuadorians have adequate employment, according to government data.

Noboa received 52.27% of the vote compared with González’s 47.73%, with more than 94% of votes counted Sunday evening, according to official figures.

In a concession speech, González pledged that her party would work with Noboa in Congress.

“To those who did not vote for us, also our congratulations, because the candidate they chose has won and as Ecuadorians we also embrace them,” she said. “And of course to the candidate, now President-elect Daniel Noboa, our deepest congratulations because it is democracy. We have never called to set fire to a city nor have we ever gone out shouting fraud.”

“Enough of hatred, enough of polarization, Ecuador needs to heal. And count on us for a common agreement for our country,” she added.

Noboa, in his first speech as presidentelect, thanked voters for supporting “an improbable political project.”

“Today we close a chapter of the campaign, tomorrow we begin to work to rebuild a country that has been severely hit by violence, corruption and hatred,” he said.

Ecuador was once a peaceful nation compared with its neighbors, particularly Colombia, which for decades was torn by violence among armed guerrilla units, paramilitary groups and drug cartels.

down outside their homes or schools.

When Noboa is sworn in, he will hold office until May 2025. During that time, he will be forced to reckon with the international groups that have joined forces with prison-based gangs in a brutal competition for the lucrative drug industry.

And with little governing experience and a divided legislature, analysts say this will be a challenge.

It will most likely take him a long time to form a coalition government, and it will probably be ideologically incoherent and unpredictable, said Will Freeman, a fellow in Latin America studies at the Council on Foreign Relations, a U.S. research institute.

Noboa has tried to straddle the left-right divide on the campaign trail, yet his choice of running mate, Verónica Abad, puzzled many analysts. Abad is a right-wing business coach who has spoken out against abortion, feminism and LGBTQ rights, and has expressed support for Donald Trump and Jair Bolsonaro, Brazil’s former far-right president.

“If that’s any indication,” Freeman said, “I think his government is going to be a real hodgepodge.”

Noboa has vowed to rein in the violence, though neither he nor González made security a central part of their campaigns.

Both candidates talked about providing more money for the police and deploying the military to secure ports used to smuggle drugs out of the country and prisons, which are controlled by violent gangs.

Noboa has proposed using technology, including drones and satellite tracking systems, to stem drug trafficking, and has suggested building prison boats to isolate the most violent inmates.

But analysts say he has not done enough to prioritize combating the crime that has destabilized Ecuador and turned it into one of Latin America’s most violent countries.

The departing president, Guillermo Lasso, called for early elections in May as he faced impeachment proceedings against him stemming from accusations of embezzlement. Lasso had also grown increasingly unpopular with voters angry over the government’s inability to address the spiraling violence.

González, 45, was the hand-picked candidate of Correa, who led the country from 2007 to 2017. Her close association with him helped elevate her political profile, but it also hurt her among some voters.

By contrast, Harvard University-educated Noboa comes from one of the richest families in Latin America, known to most Ecuadorians for its banana empire, which features one of the world’s best known fruit brands, Bonita bananas.

But the Noboa family’s vast holdings are varied and include fertilizers, plastics, cardboard and the country’s largest container storage facility.

Noboa’s father ran unsuccessfully for president five times, though the younger Noboa’s political career goes back only to 2021, when he was elected to Ecuador’s Congress.

He has positioned himself as “the employment president,” even including a work application form on his website, and has pledged to attract international investment and trade and to cut taxes.

Despite his family pedigree, Noboa has tried to set himself apart, pointing out that he has his own business and that his personal wealth is valued at less than $1 million.

His father, who lost to Correa in 2006, frequently referred to his leftist opponent as a “communist devil.” But his son has avoided directly attacking “correísmo,” and the younger Noboa’s victory shows that voters are fed up with traditional political divides.

Pablo Pérez, 29, a data engineer in the port city of Guayaquil, said he voted for Noboa because “more than anything, he is a new person, who brings new things.”

“The other candidate, on the other hand,” Pérez said, “represents a government that we already had in the country, and that although it had its good things, it had, above all, bad things.”

He was also drawn to Noboa’s security proposals.

“We need security to improve immediately, because we cannot go out on the streets as we are,” he said. “All businesses are closed.

There is a feeling of fear.”

Nelson Ramiro Obando, 60, a retiree in Quito, said he voted for Noboa because of his youth, his business experience and his debate performance, in which he appeared “prepared.”

The moral questions at the heart of the Gaza war

s Israeli soldiers mass outside the Gaza Strip, preparing to launch a ground invasion that could lead to extraordinarily intense urban combat, there is a community of people who know what these soldiers are about to face. And that community knows that there is no way through the fight without sorrow, confusion and terrible heartbreak.

American veterans of Iraq and Afghanistan know both the necessity of confronting a force like Hamas, which President Joe Biden called “pure evil,” and the horrifying choices that decision entails. And we know that discussions of law and tactics — as important as they are — provide only partial answers. There is no way to escape the moral challenge of war.

As a former JAG (or Judge Advocate General’s Corps) officer embedded with a combat arms unit in Iraq during Operation Iraqi Freedom, I know that you can’t simply merge law and tactics and declare that everything that is legally and tactically sound is also moral, much less wise.

We veterans know that the challenge for the Israel Defense Forces in Gaza isn’t simply to win the fight with Hamas within the laws of war. There is a third imperative, one that will define the soldiers who fight and the nation they defend for years to come: Do not destroy your soul.

This is much easier said than done. To shrink from evil because the fight will be hard and complex and fraught with

risk to soldiers and civilians alike is to both reward barbarism (it sends the signal that sufficient savagery will be rewarded with impunity) and to forsake the sacred duty of protecting your citizens from harm.

To lean into the fight, to stretch your violent reach every bit as far as the law allows, can create both an ocean of anguish and bitterness in civilian populations and leave, as it’s sometimes put, a bruise on the soul of the combatants themselves, altering their lives forever.

To illustrate the depth of the problem and its deadly stakes, I want to share two stories from my unit’s deployment in Diyala province, Iraq, in 2008.

The first occurred on the night of Feb. 10. A roadside bomb had claimed the life of a young sergeant, Corey Spates.

He died a week after his first wedding anniversary. Other soldiers were wounded by the blast, and medical evacuation helicopters were coming to collect the wounded.

I was at our headquarters monitoring the unfolding situation through video feeds from nearby aircraft, and that’s when we spotted a small group of what appeared to be young men hiding in an irrigation ditch, directly in the path of the incoming helicopters. We didn’t see weapons, but our video feed was grainy and blurry.

Their prone posture matched enemy tactics. We knew insurgents of al-Qaida in Iraq often infiltrated our area of operations by crawling through irrigation ditches, and these men were perfectly positioned to make a terrible night even worse, by shooting down the low-flying helicopters that were minutes away.

What do you do? Under the general principles of the laws of war, we had the ability to make sure the helicopters could land safely by opening fire on those shadowy figures.

They were exhibiting what we called enemy “TTPs” (tactics, techniques and procedures).

But just because you can shoot doesn’t mean you should.

My commander chose a middle way. He ordered a detachment of cavalry troopers to quickly move to investigate, opening themselves up to potential ambush. And when our troopers arrived, they found not armed men but a small band of terrified middle school age boys who had heard the blast and run outside to see what happened and now were cowering in fear.

I shudder to think of the consequences had we chosen to open fire — both in the pain we would have inflicted on a community we were trying to protect and in the hearts of the men who would have killed children, even if the law would have permitted the attack.

Does this always mean that the lesson is to demonstrate patience and take extraordinary risks? No. On Sept. 24, 2008, our troopers pursued a car that had escaped from a cordon of soldiers who were seeking to isolate and capture a small band of suspected al-Qaida insurgents. As the car sped away, the question arose: Could our soldiers engage?

The answer again was no. Although there was a strong argument that the laws of war would permit our troopers to attack, caution was again the order of the day. So they pursued the car and cornered it, and my friend Mike Medders moved

One of them was wearing a suicide vest. He blew himself up, and my friend suffered mortal wounds. He died as his comrades desperately tried to render medical aid.

There are readers who might consider these two stories — along with the countless similar accounts from our decades of combat in the Middle East — and think, “This is just too horrible. It is better not to fight than to face choices so terrible.”

But then there’s the other story of our deployment, of how a large portion of Diyala province was in the grip of al-Qaida in Iraq. In 2008 its weapon of choice was the female suicide bomber, and the carnage the suicide bombers inflicted on Iraqi civilians was beyond horrific. It was a moral imperative to defeat them and to give the people of the province the chance to live safe and free.

In Diyala in 2008 we made our moral choices. We defeated the terrorists, and when in doubt our soldiers risked their own lives to protect civilians. The pride and sorrow of those decisions remain with so many of those who served.

This is the problem Israeli soldiers and commanders face.

They must protect their citizens from savagery. They must comply with the laws of war. And they must make a series of moral choices, under extreme duress, that can define them and their nation — all while they face a terrorist enemy that appears to possess no conscience at all.

We see these dilemmas unfold even now. Ordering large numbers of civilians to leave the zone of conflict risks a humanitarian catastrophe. But if they remain in the line of fire, then the options are worse still. There is a reason, for example, Hamas wants civilians to stay. The challenge of fighting a pitched battle amid the civilian population would both render Israel’s attack more difficult and take more civilian lives. But refusing to attack and leaving Hamas in control of Gaza would create its own moral crisis.

In December of 1776, at a dark moment in the American Revolution, Thomas Paine wrote one of the most famous sentences in the founding of America. “These are the times that try men’s souls.” He was referring to the despair of potentially losing a war. “Tyranny, like hell,” he wrote, “is not easily conquered.”

Israel is about to embark on a military task that will try its soul, against a hell that is not easily conquered. We can and must talk about tactics and law. They provide an indispensable minimal standard of conduct. But the ultimate course of the conflict will depend on the outcome of countless moral choices, and those choices will be the most difficult of all.

Y me voy a someter al escrutinio del pueblo y voy a estar disponible para entrar en el detalle de todo lo que se ha hecho y lo que pretendemos hacer en los

Según Pierluisi Urrutia, la diferencia será la ejecución versus las ideas.

“Porque es fácil de la boca para afuera. Es fácil, venir con mil ideas. Lo que es más difícil es ejecutar, es que pasen las cosas que tienen que pasar y eso es lo que ha sucedido en estos ya 2 años y 10 meses prácticamente y es lo que va a seguir sucediendo con el favor del pueblo”, sostuvo.

Sobre los procesos de primarias que se anticipan en por lo menos tres de los 5 partidos políticos, el gobernador mencionó el proceso es positivo para la democracia.

“En mi caso, yo estoy seguro que voy a prevalecer en ese ejercicio. El que esté pensando que ese es el porcentaje que yo voy a sacar, realmente, ahora digo yo, no está al tanto de lo que ha ocurrido. O quizás ha estado haciendo caso omiso de lo que es obvio”, sentenció.

Intensifican medidas contra sobredosis de opioides

AYAMÓN – La Administración de Servicios de Salud Mental y Contra la Adicción (ASSMCA) fortaleció el lunes los esfuerzos para educar y prevenir sobredosis de opioides en la comunidad, promoviendo la Ley Número 35, la “Ley para la Prevención de Muertes

por Sobredosis de Opioides en Puerto Rico”.

“Este esfuerzo busca sensibilizar a la población sobre el riesgo de sobredosis y cómo la Ley Núm. 35 protege tanto a las víctimas como a quienes ayudan”, mencionó el administrador de ASSMCA, Carlos Rodríguez Mateo, en comunicación escrita.

Además, Rodríguez Mateo destacó la importancia de identificar signos de sobredosis, como pulso lento y respiración lenta, y la efectividad de la naloxona (Narcan®) para contrarrestar sus efectos. Enfatizó la relevancia de actuar rápidamente y sin miedo ante una emergencia de este tipo.

El enfoque es amplio y busca crear conciencia en la comunidad. Se quiere que los ciudadanos conozcan la protección legal que ofrece la Ley y cómo intervenir en

casos de sobredosis usando naloxona. Por esta razón, ASSMCA ha distribuido más de 72,000 kits de naloxona y ha capacitado a más de 20,000 personas en toda la isla, incluyendo Vieques y Culebra.

AN JUAN – Durante la semana del 9 al 15 de octubre, agentes de la Policía de Puerto Rico, de la División de Patrullas de Carreteras, llevaron a cabo aproximadamente 17,356 intervenciones en las vías, resultando en múltiples arrestos por diversos delitos.

Según informaron las autoridades, de las intervenciones realizadas, se expidieron boletos por faltas administrativas y se contabilizaron los siguientes arrestos: * 12 arrestos por Sustancias Controladas

* Un arresto por Ley de Armas y Sustancias Controladas * Dos arrestos por Ley de Armas * Un arresto por escalamiento en Condom World, Caguas * Tres arrestos por Four Track * 223 arrestos por Embriaguez * 93 conductores no Autorizados * Además, se confiscaron tres pistolas, cuatro magazines, 59 municiones, diversas cantidades de marihuana y cocaína, y se recuperaron vehículos.

La Policía precisó que, como resultado de estas intervenciones, se impuso una fianza global de 3,000.00 dólares.

Se informó que durante este fin de semana no se reportaron accidentes fatales en las carreteras. No obstante, las cifras para 2023 muestran un total de 227 accidentes fatales, 18 más que en el año 2022, donde se reportaron 209.

Las autoridades exhortan a la ciudadanía a conducir con precaución y a seguir las leyes de tránsito para garantizar la seguridad en las carreteras.

‘Taylor Swift: The Eras Tour’ movie review: Look what we made her do

W

e could talk, I suppose, about all Taylor Swift’s done for the economy, friendship bracelets, seismology and Travis Kelce. But her greatest nonmusical achievement is the innocuous art she’s made of the gape. On a 50-foot screen, the various apertures of her mouth constitute a spectacle. There’s the “Who? Me?,” the “yeah I said it,” the “ouch,” the “ooooo,” the “gosh golly” and the “Sally Field wins another Oscar.” Hers is the story of “oh.”

That glee is a reason to be happy about the movie that’s been assembled from her live show — “Taylor Swift: The Eras Tour,” which was shot at SoFi Stadium outside Los Angeles, the final stop on the tour’s first leg. “Happy” because it’s recorded what a gladdening agent Swift can be on a stage and the stamina summoned to power that agency for the better part of three hours. The movie’s about 165 minutes long, and she’s as ebullient descending into the stage, for her farewell, as she is in the opening minutes magically materializing upon it. The first words she speaks to the 70,000 people hooting for her are, “Oh, hi!,” as if SoFi were a shower we’d caught her singing in.

In June, when Swift landed at MetLife Stadium in East Rutherford, New Jersey, the pushing and screaming — by five high schoolers — to my immediate rear ceased at about the two-hour mark. I turned to check on the state of their ecstasy and found a pile of fatigue — the human version of that crumpled face emoji. Her glee had outlasted theirs, her zing had them zung. If nothing else, this movie’s a monument to that: Swift’s illusion of ease. She doesn’t work as physically hard or as loosely or hydraulically as her dancers. She’s not a Jackson. And she doesn’t sing as enormously or as exquisitely as a Streisand, Carey, Dion or Knowles-Carter. Nor is her show — produced as discrete segments devoted to nine of Swift’s 10 albums — the cultural gymnasium Madonna requires.

Swift plays to her enhanced strengths: candied pitch, arresting stature, toothsome songwriting, winking, the very idea of play.

Not far into things, right around “Cruel Summer,” she announces that we’ve encountered “the very first bridge of the evening.” There are more to come, because not since Lionel Richie has a major pop star so enjoyed the

It wasn’t until this movie that Swift’s 10-minute breakup ballad “All Too Well,” which she performs alone downstage in a glittering robe and an acoustic guitar, struck me as an achievement of genuine theater.

Rapt in a movie theater, I felt the song’s heart-wrung pique in a new way. Some of that comes from watching Swift’s face register the ache, tsking recrimination. The rest comes from the song pooling outward into anthem territory. Live, it’s like watching someone woodwork “American Pie” until it resembles “Purple Rain.”

“Eras” is studded with little revelations like that. Another: the “Reputation” section of the show contains her freest, most ambitious singing and movement. That album is the first in which she approximates the mischievous, cunning, swaggy music that Beyoncé or Rihanna could make. But the kick of its first six songs is that Swift invites the dare. She spends this part of the show dressed in a serpentine unitard. She knows.

One more aha: Swift can command a stage. I’d never thought of her as someone a camera has to take in. But anytime she’s in one of those glittering bathing suits and a pair of spangled knee-high boots, the length of her demands in-taking. She can strike a formidable pose. But early, when she points to different spots in SoFi and those sections start to roar, she jokes that that kind of power is “dangerous” before kissing her

biceps, except I don’t think she’s joking. She understands her power and she’s skilled at performing the accident of having so much of it, like she can’t also believe how the country would react if she, say, started going to football games and chest-bumping folks and being associated with nearby chicken fingers. Her embodiment of lightness and blitheness and insouciance constitutes a talent. Another gape: Did I do that?

The show confirmed my sense that Swift can’t be serious — doesn’t want to be — for long, lest she be labeled self-serious.

She’s fine with attention but less so with her own monumentality. That discomfort strikes me as the source of the Taylor-as-Godzilla imagery of “Anti-Hero,” a dirge in jam’s clothing. In concert, Swift is as committed to skipping like a cartoon first grader along the stage as she is to sashaying and skulking around it. She’d rather be running than standing still, accruing meaning. She’d rather use her body for screwball comedy than for totemism. She knows what a holy object we’ve made and seems to be trying to undercut that. These are thoughts that could occur to you live in the moment of the show itself.

But now the camera permits you to savor it.

So it’s a shame that the shots here are all over the place — the stage, the sky, too close, too far, too kinetic; only occasionally, in medium close-ups, just right. The director is Sam Wrench, and it’s unclear whether he’s making a movie or a salad. Under the

circumstances, he’s done the best he probably could. For one thing, his camera operators and editors have to compete with the jumbo monitors that project what’s at the center of the stadium to its farthest reaches.

Few movie screens can hold a candle to one of those — the screen at my theater wasn’t one of them, anyway. The projected image delivers a Swift who seems to be in higher resolution than the woman onstage. The breakthroughs in screen imaging have changed the concert-going experience for better and worse. They’ve democratized it, and that’s great.

You can actually experience Swift more clearly in the upper decks than in the inner circles. The concert screens literalize her cultural magnitude. But they seem like hell on good filmmaking. Unless, no one prioritized attempting to shoot around them so that Swift isn’t being upstaged by herself. Of course, that inner-circle seat is, if not priceless (there was definitely a price tag), then certainly far more valuable since, whenever Swift makes her way to the stage’s lip, we can shove a phone in her face. That introduces a modern eyesore for a concert film: other people’s movies. The “Eras” crew has clearly aimed to keep the amateur films mostly out of the shots. But they’re there, nonetheless, as intrusive in a movie as they are at the show itself.

What is it we should expect from a concert movie? Cinema or fax? “Eras” is proof that an event took place and that the event was fun. There’s more it could have been, of course. “More” just opened a few weeks ago — well, reopened in the form of “Stop Making Sense,” the 1984 concert movie Jonathan Demme made from a few Talking Heads shows, also in Los Angeles. The film predates the camera phone but not the audience. You barely hear one, and he rarely cuts away to it. The film captures one man expanding into a family and the family into a kind of small choir. Maybe Swift is too big for that movie’s living-room approach. But surely there’s a more imaginative strategy to bring her to us than point-and-shoot.

I know. “Eras” wasn’t made to be art.

It was made to be an index of art that got made. It was made for posterity. Oh — and for the hundreds of people in the parking lot at every Eras show who could sort of hear Swift and had to make do with seeing only one another. The movie is for them. And they’re gonna gape their faces off.

How megafires are remaking the world

O

n Aug. 15, a small wildfire was detected in the hills above West Kelowna, in British Columbia. The landscape was parched and the wind was fierce, and over the next few days the modest blaze exploded into a raging conflagration. It raced down into the valley and toward Okanagan Lake. Wind blew red-hot embers across the water, sparking new fires around the city of Kelowna.

“I didn’t sleep much the night that the West Kelowna fires crossed the lake,” said Karen Hodges, who lives in Kelowna. “I could see the fires from my window. And so I was thinking about people I know in the valley and where their houses were.”

Hodges, a conservation ecologist at the University of British Columbia Okanagan, also found herself worried about wildlife. She had been studying some Western screech owls that had been nesting in the heart of the fast-moving inferno. “That

speed of fire would be difficult for animals to evacuate in front of,” she said. Had the owls escaped in time? And after Canada’s worst wildfire season on record, what would be left for the survivors?

Fire is a natural phenomenon; some species actually benefit from its effects and even those that don’t can be remarkably resilient in the face of flames. But as fires intensify, they are beginning to outstrip nature’s ability to bounce back. “Not all fires have the same impact,” said Morgan Tingley, an ecologist at UCLA. “These megafires are not good for ecosystems.”

Megafires, which dwarf typical wildfires in size, have an immediate ecological toll, killing individual plants and animals that might have survived more contained blazes. In the longer term, changing fire patterns could drive some species out of existence, transform landscapes and utterly remake ecosystems.

This incendiary age, which some scientists have called the Pyrocene, could lead

to “a wholesale conversion of what habitats are where on the planet,” Hodges said.

“Right now, everybody is talking about fires and smoke and who dies, because of the immediacy of this fire year. But really, truly, the long-term consequences are much more severe and sustained.”

Surviving the flames Fire has been a planetary phenomenon for hundreds of millions of years, and plants and animals that evolved in fireprone regions have adapted to periodic conflagrations. Some trees have roots that can re-sprout even if the trunk burns, while the mere smell of smoke will rouse some animals from torpor, a form of light hibernation.

But in many regions and ecosystems, fires are becoming larger and more severe.

In the United States, wildfires burn far more land today than they did three decades ago, especially in Western states. Globally, the risk of catastrophic fires could increase by more than 50% by the end of the century,

the United Nations reported.

Climate change is partly to blame, scientists said, but so are other factors, such as the expansion of highly flammable invasive grasses, which helped the deadly fires in Maui spread so quickly. More than a century of fire suppression has also left some forests thick with trees, giving flames more fuel. “When fires burn, they burn with so much intensity,” said Chris French, a deputy chief of the National Forest System in the United States.

Even fire-savvy organisms may find themselves outmatched. In northern Australia, frilled lizards can survive low-severity fires by hiding in the tree canopy. But during severe fires, when flames leap higher, lizards that employ this strategy may perish.

Fires are also spreading into ecosystems where flames are an unfamiliar threat.

The megafires that erupted in Australia in 2019 and 2020 scorched the country’s rainforests, which contained many plants that cannot regenerate after burning.

Ahrens, his former wife, Edna I. Ahrens, daughters Ingrid E. Ahrens and Edna W. Ahrens, and his seven grandchildren.

Although trained in the arts in Manhattan as a young man, he later moved to Puerto Rico and supported his growing family with his highly successful marine business.

When he retired in the mid 90’s he returned to his beloved artistic muse.

Once called he never looked back.

He will be affectionately remembered by his loving family, friends and all who knew him.

From page 19 The animals in those ecosystems might be “fire naive,” said Dale Nimmo, an ecologist at Charles Sturt University in Australia. “They may not have been under any natural selection to detect the subtle cues of fire in the air, or through sound. And so they may not recognize the threat as it approaches.”

The Algerian sand racer, a Mediterranean lizard, lives in a variety of habitats, only some of which experience frequent fires. In a 2021 study, researchers found that lizards collected from fire-prone sites reacted quickly to the smell of smoke, flicking their tongues and running around their terrariums. “In places where fire is not a common threat, lizards did nothing,” said Lola Álvarez-Ruiz, a biologist at the Desertification Research Center in Spain, who conducted the study.

Fires that consume more fuel may also produce more smoke per unit of area burned, threatening animals far from the flames. “All air-breathing animals are going to be impacted by smoke exposure, because the chemicals in smoke are toxic,” said Olivia Sanderfoot, an ecologist at UCLA. Smoke inhalation can do more than cause respiratory problems. For months after severe peatland fires produced record air pollution in Indonesia in 2015, Bornean orangutans vocalized less frequently and their voices became harsher.

The orangutans also moved less and ate more than they had before the smoke descended, but they still burned stored body fat, suggesting that their bodies were working overtime. That could be a sign of inflammation or stress, said Wendy Erb, an ecologist at the Cornell Lab of Ornithology, who conducted the research.

Australia has dominated SailGP, but other teams are catching up

om Slingsby, the CEO and driver of the dominant Australian team, said that winning SailGP’s first $1 million prize purse in 2019 was one thing. Trying to win it for a fourth consecutive time is much harder.

The team has won the league’s championship three consecutive times, making it the only SailGP squad to have held the title, but things are different this season.

There are more teams, more events and more pressure from up-and-comers and established teams. Also, next year’s America’s Cup is influencing racing for SailGP athletes and teams involved in both events as the SailGP season nears its halfway mark.

But, given the Australian team’s track record, its experienced core team and proven ability to perform under pressure, it’s still the team to beat.

That is, so long as the team, and its driver, remain confident.

“In season one, I think we probably won 90% of the events,” said Slingsby, adding that by season three this had dropped to about 20% to 30%. This season, although it has won individual races and amassed enough points to climb to the top of the leader board, the team has not won any of the first four regattas, which are each made up of several races.

“It is getting harder to get event wins, the level is higher,” said Slingsby, an Olympic gold medalist. “More teams just means if you make mistakes, you pay more than you used to.”

SailGP’s first event was in 2019 with six teams contesting five events. Now, 10 teams are competing in 13 events. The next event, the season’s fifth, is in Cádiz, Spain, on Saturday and Sunday.

While more teams mean increased racecourse congestion, it also means more sailors with experience aboard the league’s F50 catamarans, which can sail on hydrofoils at speeds pushing 55 knots.

“The more seasons you go through, the less difference there will be between Australia and the rest of us,” said Nicolai Sehested, the driver for fourth-place Denmark. “This season we are a lot closer, but they are still ahead of us.”

While Sehested said that Denmark built their team with Danish sailors, other teams import talent, which means established teams can face the danger of their crew being hired away by the competition.

Kyle Langford, Australia’s wing- trimmer, received another offer ahead of season four, but he declined, citing his friendships and the team’s potential.

Still, Ben Durham, the team’s performance coach, called the poaching threat the biggest challenge that the team has faced all season.

“The great thing was that we were able to maintain everybody,” he said. “That’s really important.”

The team dodged this personnel drain, but it can’t escape other teams’ learning curves.

“These teams you think of as teams we should beat, it just doesn’t work that way anymore,” Slingsby said. “Anytime you get complacent, you get pretty humbled, pretty quickly.”

He’s not alone in this assessment.

“I think Australia has been slipping a little bit, left a few points out there compared to where their potential is,” Sehested said.

While Langford said he believed the Australians would continue to improve, he also said the team was aware of the targets on its back. “We need to be improving just as fast as these guys are,” he said.

Of the 10 competing teams, four are on their fourth season, three are on their third and two are on their second. Only Germany is new for this season.

“I think most teams will be competitive by the second season,” Sehested said.

SailGP’s open-data policy helps.

Each F50 has electronic sensors that harvest 30,000 data points per second, which are sent to an Oracle-based cloud and made

available to all teams.

“There’s no secrets out there,” Durham said.

F50s are identical, but teams can — as allowed by the rules — adjust their equipment and settings. As with all other data, these are also shared.

Sehested said his team leveraged the cloud to analyze where the Australians were out-sailing them. “Then we just try to copy their settings and their technique the next day,” he said.

Still, Sir Russell Coutts, a five-time America’s Cup winner and SailGP’s CEO, said that seeing data and emulating on-the-water performance were different things. One example, he said, is Australia’s ability to fly their boat about 1 1/2 inches higher than other teams.

Greater ride height means less drag.

“They just can’t duplicate that,” Coutts said. “It still comes down to that human ability to do it, and the Australians are an example of that.”

This is where experience matters.

Team members and league officials pointed to the importance of logging time aboard F50s, but SailGP limits this. Coutts said new teams were allotted additional practice time, meted out over multiple seasons, and local teams were given time for promotional purposes. If time allows, underperforming teams are sometimes given the opportunity to book extra practice.

“It’s all about allowing the lower-ranked teams to have an opportunity to catch up to the higher-ranked teams to hopefully make the racing more competitive,” Coutts said.

Still, Coutts sees no reason to amend the rules to help other teams catch up. “I think we just let the best athletes win,” he said, adding that if anything, he’s inclined to make the boats more reliant on skill. “If one team is good enough to win all the time, I’m comfortable with that,” he said.

But with only four of the season’s 13 events decided, season four is a live ball.

“I wouldn’t bet the farm that they are going to win,” Coutts said of Australia.

“It’s close.”

Slingsby acknowledges the challenge, but said he believed in his team and trusted its process.

“I think that we’ll win,” he said. “We’ve been in that million-dollar race three times, and we know how to perform under pressure and get the job done.”

Walt Garrison, a Cowboy three times over, dies at 79

alt Garrison, a hard-nosed running back for the Dallas Cowboys in the 1960s and ’70s and a member of the ProRodeo Hall of Fame who became a cult hero in Texas, his home state, as the rare Cowboy who actually was a cowboy, has died. He was 79.

The Cowboys announced his death on the team website Thursday. The announcement did not say when or where he died or cite a cause.

A de facto mascot of his team as well as an iron-willed ball carrier, Garrison, who was born in Denton, was as Texas as the blue star that covered the 50-yard line on the turf of the Cowboys’ stadium.

With a pinch of tobacco often between his cheek and gum, as seen in his long-running series of television ads for Skoal smokeless tobacco, Garrison spoke in an accent that twanged like a pedalsteel guitar; wore cowboy hats seemingly as wide as the Rio Grande; and carried a sharp knife in his back pocket for whittling sticks.

“I would have to describe myself as being a country boy; not a city slicker by no means,” he said in a documentary about his career. “I don’t like to live in town, I don’t like downtown Dallas with the crowds and the stoplights and everything. I like it out.”

As a football player, Garrison lacked flash. Selected by the Cowboys in the fifth round of the 1966 NFL draft, he tallied only 40 carries during his first two years, and he later joked that in those seasons he was so anonymous that the storied Cowboys coach Tom Landry thought his name was Number 32.

“I don’t think Tom remembered my name until my third year in the league,” he said.

During his nine years with the Cowboys, Garrison never reached the 1,000yard plateau in a season, generally considered the standard for a star running back; his best total was 818 yards on 176 attempts in 1969.

Even so, the 6-foot, 205-pound Garrison played in 119 regular-season games and 13 playoff games for the Cowboys and

“He wasn’t really very fast, he wasn’t very big, he wasn’t very anything, really, I thought,” Landry said in the documentary. “But the thing we discovered about Walt Garrison was, he had a heart about as big as he was.”

Garrison maintained an admirable average of 4.32 yards per carry for his career, which according to a former teammate was about what he seemed to get on every carry.

“If you needed 4 yards, you’d give the ball to Walt Garrison and he’d get you 4 yards,” Don Meredith, his Cowboys quarterback and another colorful Texan, once said. “If you needed 20 yards, you’d give the ball to Walt Garrison and he’d get you 4 yards.”

Teammates considered him remarkably tough, even by the standards of a game known for its violence. During the NFC championship game against the San Francisco 49ers after the 1970 season, Garrison fractured his clavicle and suffered a leg injury, but he soon rallied to come off the bench and catch a touchdown pass.

“That’s why they make Novocain,” Garrison said in a 2017 video interview.

“If you can’t feel it, it don’t hurt.”

Two weeks later, he fought through

pain to start Super Bowl V against the Baltimore Colts, gaining 65 yards on 12 carries, although the Cowboys lost 16-13 on a field goal by Jim O’Brien in the waning seconds. Garrison got his Super Bowl ring the next year, when the Cowboys crushed the Miami Dolphins 24-3.

Walter Benton Garrison was born July 23, 1944, to William and Annie (Harris) Garrison. He grew up in nearby Lewisville, where he starred as a linebacker for Lewisville High School as well as in baseball and basketball. He was also a member of the rodeo team. (Information about survivors was not immediately available.)

Playing for Oklahoma State — a team fittingly called the Cowboys — where he was converted to running back, Garrison led the Big Eight Conference in rushing in his junior year, tallying 730 yards to beat the electrifying future Pro Football Hall of Famer Gale Sayers of the University of Kansas. He was on the All-Big Eight team after a senior year in which he ran for 924 yards.

When he entered the NFL, his $18,000 rookie contract entered Cowboy lore for its unusual signing bonus: a horse trailer, in lieu of money, so he could continue traveling to rodeos when not toting a football.

“I wasn’t starting,” Garrison said in a 2007 interview with the Oklahoma City newspaper The Oklahoman. “I was returning punts and kicks and covering on

the kamikaze squad, that’s all I was doing. And, hell, you could get hurt worse on them than you can rodeoing.”

Landry eventually forbade him to take part in rodeos during the season, but he continued to do it during the offseason.

Garrison became known for his skills in steer wrestling, also known as bulldogging, in which a horse-mounted rider chases down a steer and then leaps to grab it by the horns and wrestle it to the ground.

A close friend of rodeo stars such as Larry Mahan, who was known as the Elvis of Rodeo, Garrison went on to leverage his fame in both football and rodeo to raise more than $4 million to benefit people with multiple sclerosis through rodeo charity events. He was inducted into the ProRodeo Hall of Fame in 2018.

As it happened, it was an injury at a college rodeo in 1975 that ultimately ended Garrison’s football career. But he expressed little regret.

“I did a match bulldogging against one of the college kids, and I tore my knee up,” he was quoted as saying on the Cowboys website. “But that gave me a good way to retire without someone saying, ‘Well, you’re too old and you’re too slow.’ I could say, ‘Well, I’d still be playing if I hadn’t hurt my knee.’”
