The Puerto Rico Energy Bureau (PREB) on Thursday ordered the Puerto Rico Electric Power Authority (PREPA) to explain within five days why it has not executed four energy storage projects already approved for a total 110 megawatts (MW) of battery capacity.
The projects are part of LUMA Energy’s accelerated storage addition program (ASAP).
On June 16, the PREB asked LUMA, the private operator of the island’s energy grid, to provide a detailed status report
on all Phase 1 projects. On June 23, LUMA filed a document titled Motion in Compliance with Resolution and Order of June 16, 2025 and Request for Confidential Treatment. Through its June 23 motion, LUMA provided a status update on the four agreements approved by the PREB.
The PREB became aware that the projects were approved by PREPA and the Financial Oversight and Management Board for Puerto Rico; however, execution has not yet started, as it is pending confirmation that PREPA can proceed with execution with a letter of authorization from the Puerto Rico Public-Private Partnerships Authority.
In its proposal filed with the PREB on April 26, 2024, LUMA highlighted that Phase 1 projects could begin immediately, as they did not require network upgrades or interconnection costs, with some independent power producers claiming they could be commercial in under 12 months, the PREB said.
“As such, the execution of the referenced agreements should have already taken place, as implementation was contemplated for April 2025,” the PREB said in a July 23 resolution. “This is extremely concerning, [since] if those projects had been executed, the current generation challenges could have been avoided entirely and prevented the persistent reliance on loadshedding events, particularly considering that the outages involve [megawatt] capacity that would have been covered by the projects identified for execution under the Phase 1 ASAP Program, which total 110MW of BESS [battery energy storage system].”

Carolina District Sen. Héctor Sánchez Álvarez visited the Sergio Cuevas water treatment plant in Trujillo Alto on Thursday with Puerto Rico Aqueduct and Sewer Authority (PRASA) Executive President Luis González Delgado and PRASA regional director Luis González Traverso to identify the detailed work plan and a clear timeline to resolve and eliminate drinking water service disruptions affecting the communities of Isla Verde in Carolina and Piñones in Loíza.
“We recognize the efforts made by PRASA in the midst of the challenges faced by the distribution system, but it is urgent that this situation that directly affects hundreds of residents, many of them older adults, be addressed with priority,” the senator said.
Sánchez Álvarez stressed the importance of establishing effective communication with citizens, as well as providing certainty about the measures that are being taken to restore the service.
“These communities deserve clear information, timely care, and an essential service that guarantees their health and quality of life,” he said. “I trust that, with close collaboration, we can address this situation as soon as possible.”
The senator added that he will be following up on the situation in coordination with PRASA and community leaders.

La Fortaleza said it is in negotiations with New Fortress Energy (NFE) for a liquefied natural gas (LNG) supply contract that expires today.
According to statements by Public Affairs Secretary Hiram Torres Montalvo, negotiations continue, although they face objections from the Financial Oversight and Management Board, which has generated uncertainty about the future of the agreement.
All options are being studied to ensure a robust electrical system and prevent further blackouts in Puerto Rico, Torres Montalvo said.
The central government is also negotiating with at least four firms on 30-day emergency gas supply contracts after canceling negotiations with NFE because the firm refused to negotiate amendments to a $20 billion LNG supply contract.
Today is the expiration date for another contract with NFE, which supplies gas to 14 temporary units in Palo Seco and San Juan. As of press time, it was not known whether NFE would opt to grant an extension. NFE, which reportedly has hired Holihand
Lokey to slash its debt obligations, did not answer requests for comment.
“Based on our perception of a lack of interest from New Fortress, we are terminating this request for proposals process,” said Osvaldo Carlo Linares, president of Recoms Group, the third-party procurement office, this week as quoted by Bloomberg.
Regarding the $20 billion contract, the New York-based company, founded by billionaire Wes Edens, was negotiating with the government to renew a 15-year contract. However, the federally appointed oversight board opposed the deal, arguing that it would grant NFE a monopoly on LNG supplies and compel Puerto Rico to accept volumes it might not need.
Following the government’s decision, the company’s bonds maturing in 2029 fell by 6 cents on the dollar, and its shares dropped as much as 12%.

Interim governor signs laws on seniors, hospitals, PRSO

Interim Gov. Rosachely Rivera Santana signed three new laws on Thursday that legally define the elderly population, extend tax exemptions to hospitals, and create a new public corporation to manage the Puerto Rico Symphony Orchestra.
Law 75-2025 amends the Penal Code to define an elderly person as anyone 60 years of age or older, with the goal of clarifying the legal language and avoiding ambiguities in the application of criminal aggravating circumstances.
“The absence of a definition that clearly sets forth the age at which a person is considered an elderly person within our Code may cause ambiguity or lack of uniformity when assigning aggravating circumstances,” the text of the law states.
Law 76-2025 renews for 10 years the benefits of the Hospital Tax Exemption Law, which was set to expire on Dec. 31, 2024, and is part of the government’s efforts to strengthen the island’s healthcare system.
The benefits contemplated in the law include tax credits on payroll expenses, exemptions on excise taxes, patents, and
municipal contributions, and relief on taxes on petroleum derivatives used by hospitals. Administration Law 77-2025, meanwhile, creates the Puerto Rico Symphony Orchestra Corp., consolidating functions of three previous entities to allow for the operational and administrative sustainability of the cultural institution.

“Neither the [Public-Private Partnerships Authority] nor the government are willing to defend the terms of the contract submitted to the Board for review and approval,” the oversight board stated in a written message sent to Bloomberg. The board added that it will continue to work with all parties to find a solution that benefits the people of Puerto Rico. Due to the impasse, Linares confirmed that the government is in talks with four other companies to establish 30-day emergency contracts. Those agreements will likely require payment for the use of NFE’s LNG receiving infrastructure in San Juan. The names of the potential suppliers have not been disclosed. Naturgy, the Spanish company that supplies LNG at the Peñuelas import terminal, did not respond to a request for comment on whether it is among the potential temporary suppliers.
The new corporation seeks to guarantee the continuity of musical and performing arts activities amid the fiscal restrictions imposed by the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, and reduce its dependence on annual budget allocations.

Suiza Caribe LLC, part of the CC1 Companies group, acquired the Aguadilla production plant and the portfolio of the Suiza Dairy and Suiza Fruit brands on Thursday, known for their long-life dairy products and juices.
“With this acquisition, we reaffirm our
commitment to Puerto Rico, especially to its livestock farmers and the country’s main agricultural industry,” said Alberto de la Cruz, president and CEO of CC1 Companies, in a written statement.
The transaction includes the production plant, the refrigerators and refrigeration equipment distributed in the market, as well as the rights to brands such as Suiza Pre-
mium, Golden Supreme, and Suiza Dairy UHT milk. The agreement also includes the possibility of exporting these products to Caribbean markets.
According to data from the Office for the Regulation of the Dairy Industry, the UHT milk segment is the fastest-growing segment within the dairy sector in Puerto Rico, and the year is expected to close with
a production of 181 million quarts. CC1 Companies maintains operations in the beverage and distribution sectors, with brands such as Coca-Cola and products from Cervecera de Puerto Rico. With the expansion, the company strengthens its presence in the local market and reinforces its commitment to manufacturing on the island.

Education Secretary Eliezer Ramos Parés announced Thursday the extension of appointments for 3,232 service assistants for the 2025-26 school year. The initiative is part of efforts to ensure a smooth and orderly transition at the beginning of the new academic year, he said.
“Stability in our schools is crucial so that every student receives the support they need from day one,” Ramos Parés stated. “This measure allows us to act swiftly and guarantee the continuity of essential services without interruption, especially for students who depend on these resources.”
The official noted that the decision exempts service assistants from the regular recruitment process, enabling their contracts to be extended immediately and effectively. The extension will
last for one year and represents a strategic effort to strengthen direct services to the student population.
The contract extension process has been executed in all Regional Education Offices (ORE), except for the Mayagüez region, which will notify its assistants next Tuesday.
The estimated distribution of the benefited staff by educational region is as follows: Arecibo 567, Bayamón 483, Caguas 435, Humacao 372, Mayagüez 427, Ponce 526, San Juan 422. Total: 3,232.
“This effort is the result of responsible planning and a commitment to the well-being of our students,” the education chief added. “I extend my gratitude to the regional staff, as well as to the Auxiliary Secretariat of Special Education and its Human Resources Unit, for executing this process in a coordinated and efficient manner.”

After several months of sustained work on its infrastructure, the Minillas Bridge on highway PR-102 in San Germán reopened Thursday.
“We are pleased to announce the official opening of the Minillas Bridge, an infrastructure work that promises to significantly improve the mobility and safety of people who travel through it,” San Germán Mayor Virgilio Olivera Olivera said.
The bridge, which connects key communities in San Germán, represents an essential advance in the municipality’s road infrastructure, the mayor added.
The Minillas Bridge reopening will facilitate transit between various areas, thus reducing travel time and improving access to basic services such as schools, health centers and shops, Olivera noted. In addition, he said, the work strengthens the safety of those who circulate in the area, especially during times of heavy rain or emergencies.

An incident involving live power lines caused the death of four horses Thursday morning in the Sabana Grande neighborhood of Utuado, police reported.
According to the official report, officers assigned to the
Utuado Precinct were alerted at 5:25 a.m. by a call to the 9-11 Emergency System about a fallen pole and power lines on highway PR-611, kilometer 4.6.
Upon arriving at the scene, Officer Mariel Ríos Heredia found the four horses dead, having received an electric shock caused by the live power lines that fell on the grounds of two residences in the area.
Personnel from the Utuado Fire Department, Emergency Management, and LUMA Energy worked at the scene to address the situation.
No injuries were reported. The police were continuing the investigation.

Aman was booked into prison after being charged with aggravated unlawful appropriation and aggravated damage for uprooting ornamental plants in the parking lot of the Cantón Mall in Bayamón.
According to preliminary information, the defendant was identified as Gerald Santiago Guzmán, 57, a resident of Bayamón. Police allege that the man used his bare hands to dig up several plants classified as agave and alternanthera, causing damage to the grounds, and stealing them.
The stolen property, including planting and maintenance costs, was valued at around $2,618.
Officer Isaías Rivera, under the supervision of Sgt. Jackeline Acevedo of the Bayamón Criminal Investigation Unit (CIC), consulted the case with Prosecutor Glorinés González, who ordered the filing of charges for the aforementioned crimes.
The defendant was captured on security cameras committing the crimes and subsequently arrested by Municipal Police Officer Ricardo López. The case was presented to Judge Catherine Brunelle, who determined cause for arrest and set bail at $16,000. When he failed to post bail, Santiago Guzmán was booked into the Bayamón Regional Jail.
The preliminary hearing was scheduled for Aug. 6 at the Bayamón Court.

Columbia University will pay a $200 million fine to settle allegations from the Trump administration that it failed to do enough to stop the harassment of Jewish students, part of a sweeping deal reached earlier this week to restore the university’s federal research funding, according to a statement from the university.
In exchange for the return of hundreds of millions in research grants, Columbia will also pledge to follow laws banning the consideration of race in admissions and hiring, and follow through on other commitments to reduce antisemitism and unrest on campus that it agreed to in March.
The deal, which settles more than a half-dozen open civil rights investigations into the university, will be overseen by an independent monitor agreed to by both sides who will report to the government on its progress every six months. Columbia will also pay $21 million to settle investigations brought by the U.S. Equal Employment Opportunity Commission.

“This agreement marks an important step forward after a period of sustained federal scrutiny and institutional uncertainty,” Claire Shipman, Columbia’s acting president, said in the release. “The settlement was carefully crafted to protect the values that define us and allow our essential research partnership with the federal government to get back on track.”
The deal is a significant milestone in the Trump administration’s quest to bring elite universities to heel. Columbia is the first university to reach a negotiated settlement over antisemitism claims. Harvard, which has sued the administration over funding cuts, is also negotiating for restoration of its federal money. The expectation is that the Columbia settlement will provide a template for future deals.
Linda McMahon, the federal education secretary, said in a statement that the deal was “a seismic shift in our nation’s fight to hold institutions that accept American taxpayer dollars accountable for antisemitic discrimination and harassment.”
“Columbia’s reforms are a road map for elite universities that wish to regain the confidence of the American public by renewing their commitment to truth-seeking, merit and civil debate,” she said.
The agreement will restore the vast majority of the more than $400 million in grants terminated or frozen by the National Institutes of Health and the Department of Health and Human Services in March. Columbia can also compete on equal footing for new grants. The university will pay the $200 million in three installments over three years.
Columbia receives about $1.3 billion in federal research grants annually, and the university said it would have
all been at risk if it had remained on the White House’s blacklist.
The loss of funding for scientific research had become an urgent matter for Columbia, imperiling decades of work and bringing Columbia to the “tipping point” of preserving its research excellence, the university said.
But making a deal with the White House brings its own risks for Columbia, challenging the limits of the private university’s independence and lending legitimacy to the Trump administration’s strategy of weaponizing research funding to accomplish an unrelated aim of reining in campus unrest.
The federal government announced March 7 that it was canceling $400 million in grants and contracts to Columbia, an extraordinary step that made the university the first to be punished by the Trump administration with a freeze on research funding over accusations that it had failed to protect Jewish students from harassment. Other schools, including Harvard, Cornell and Northwestern, soon followed.
As weeks passed, it became evident that the damage to Columbia’s research enterprise went further than the original $400 million cut. The National Institutes of Health, the government’s key medical research funder, froze nearly all research funding flowing to Columbia, including reimbursement of research grants that were still active.
Grant Watch, a project run by research scientists who compiled information on the grants pulled by the Trump administration, estimated that about $1.2 billion in unspent funding from the NIH to Columbia had been terminated or frozen. Other federal agencies, including the National
Science Foundation, also pulled grants.
About a week after the administration pulled the $400 million, a Trump antisemitism task force sent Columbia a list of nine demands that the university had to satisfy to begin talks to get the money back. Columbia largely complied with the demands, many of which are reflected in Thursday’s agreement.
The deal, which will be in effect for three years, is between Columbia and several federal agencies, including the Justice and Education Departments. Like many legal settlements, it states that it is being entered into to avoid the burdens of litigation, not as an admission of wrongdoing.
It includes a statement affirming that Columbia will maintain its academic independence, stating that none of its provisions give the federal government “the authority to dictate faculty hiring, university hiring, admissions decisions or the content of academic speech.”
Some of the terms simply codify what was pledged by Columbia in March. Those commitments include the appointment of a senior vice provost to oversee the Middle Eastern studies department and other departments; the maintenance of restrictions on protests; and the appointment of three dozen public safety officers with arrest powers.
There are also new commitments to existing laws and executive orders that align with the Trump administration’s priorities.
Columbia will follow the law and not “maintain programs that promote unlawful efforts” on diversity, equity and inclusion. The university will abide by court rulings prohibiting the use of affirmative action in admissions, and it will provide the independent monitor with admissions data to affirm that it is complying.
Columbia, like all schools, already had to inform the Department of Homeland Security when international students were suspended or expelled. It will now also notify the department when they are arrested. The university will also follow laws on transparency regarding foreign funding.

The Justice Department announced earlier this week the formation of a task force to look into unsubstantiated allegations by President Donald Trump that President Barack Obama and his aides ordered an investigation into the 2016 Trump campaign’s connections to Russia to destroy Trump.
The announcement, which came in an ambiguous, barebones statement on the department’s website, was a continuation of Trump’s campaign of retribution. It also represented yet another Trump pivot away from the political morass of the Jeffrey Epstein files in targeting Obama, whose presidency set off a wave of reactionary anger that helped propel Trump from a punchline to political dominance.
The move came hours after Tulsi Gabbard, the director of national intelligence, ramped up her attacks on Obama, releasing a document that she said undermined the conclusion of his intelligence agencies that Russia favored the election of Trump in 2016.
Gabbard said that after Trump’s first election, Obama ordered an intelligence analysis that was subject to “unusual directives” from him. She criticized that assessment as using unclear or unknown sources.
Under questions from reporters, she said Obama administration officials had led to a “yearslong coup and treasonous conspiracy” against Trump.
Asked if she thought Obama was implicated in criminal behavior, Gabbard said she had referred documents to the FBI.
“The evidence that we have found and that we have released directly point to President Obama leading the manufacturing of this intelligence assessment,” she said. “There are multiple pieces of evidence and intelligence that confirm that fact.”
The documents Gabbard has produced, both Wednesday and last week, show that Obama administration officials wanted to complete a review before they left office and put pressure on the intelligence agencies to work quickly, but there is no evidence of criminal behavior.
The document released Wednesday was a report that the House Intelligence Committee originally drafted in 2017, when Republicans led the panel. The report took issue with the conclusion reached in December 2016 that President Vladimir Putin of Russia had favored Trump.
Only Republicans on the committee participated in the drafting of the 2017 report and revisions in 2020.
The new material provides some interesting insights into the development of the review of Russian activity by American spy agencies and the debate over their assessment. But none of the new information changes the fundamental view that Russia meddled in the election and that Putin hoped to damage Hillary Clinton, the Democratic nominee.
Gabbard has won praise from Trump for her investigation into the intelligence findings and spoke at length about how the 2016 assessment was part of a witch hunt against him. The president has been under sharp criticism for his handling of documents related to disgraced financier Jeffrey Epstein, and his attacks on the Obama administration appear to be part of a distract-and-deflect strategy.

prompting criticism from Democrats.
“The desperate and irresponsible release of the partisan House intelligence report puts at risk some of the most sensitive sources and methods our intelligence community uses to spy on Russia and keep Americans safe,” said Sen. Mark Warner of Virginia, the top Democrat on the Senate Intelligence Committee.
Officials familiar with the matter said that another, more heavily redacted version took care to hide more information about U.S. sources and had been considered for release. Gabbard said on social media that Trump had declassified the report.
Kash Patel, now Trump’s FBI director, was a key author of the report released Wednesday, according to officials.
The House report found that most of the judgments made by the intelligence community in 2016 were sound. But it argued that the work was rushed, as a recent tradecraft analysis by the CIA also found. The assessment that Putin had favored Trump did not follow the “professional criteria” of the other findings, the House report said.
The findings were at odds with a bipartisan series of Senate reports from a committee that included Marco Rubio, then a Republican senator from Florida and now Trump’s secretary of state. The Senate Intelligence Committee affirmed the work of the CIA and the other intelligence agencies on the 2016 assessment.
Warner said Wednesday that the bipartisan effort by the Senate included a yearslong investigation that went through millions of documents and 200 witness interviews. It concluded, he said, that “Russia launched a large-scale influence campaign in the 2016 election to help then-candidate Trump.”
John H. Durham, a special prosecutor appointed by Attorney General Bill Barr during Trump’s first term, also failed to find any evidence undermining the intelligence agencies’ conclusions.
But the House report said the judgment about Putin’s preference was based on a single source who was biased against the Russian government. The raw intelligence was fragmentary and lacked context, the report added.
The detailed discussion of the source has not been made public before, although the U.S. decision to extract and relocate him, first to Virginia, has become public. Russia officials made the source’s identity public and said he was an aide to a senior Russian official.
The 2017 report portrays the information as incomplete and subject to interpretation, pointing to a single piece of intelligence from the man that said Putin had decided to leak emails stolen from the Democratic National Committee because Clinton had better odds of the election, and Trump, “whose victory Putin was counting, most likely would not be able to pull off a convincing victory.”
But current and former American officials pushed back on the characterization of the source’s intelligence, saying he was well placed and had provided sound information to the United States on Putin’s intentions.
While Trump’s Republican supporters criticized the assessment during his first term, the president focused much of his ire on Robert Mueller, the former FBI director appointed to investigate any ties between the Trump campaign and Russian officials.
The newly released House document also takes a close look at the role that a dossier prepared by a former British intelligence officer, Christopher Steele, played in the 2016 assessment.
Trump administration officials have maintained that the 2016 intelligence review was tainted by unverified information in the so-called Steele dossier. A classified annex to the report mentioned the dossier, but former officials said the CIA did not take it seriously and did not allow it to influence their assessment.
Few if any of the claims in Steele’s work about Trump have been verified in the ensuing years.
In interviews this week, former officials insisted the Steele dossier did not influence the findings of the 2016 assessment. But the House report took issue with that, noting that in one of the bullet points in the original, classified version, the assessment referred readers to the annex discussing the dossier. The House report said the two-page annex summarizing the dossier “misrepresented the significance and credibility” of Steele’s work.
Former Obama administration officials acknowledged in hindsight that including the unverified dossier in the annex was a mistake, given the justifiable criticisms Republicans had of Steele’s assertions. But the officials said the FBI felt it had no choice but to include it in the annex to avoid appearing as if they were hiding something from Trump.
CIA officials wanted to be sure the FBI signed on to the overall assessments, and they felt that the bureau would do that only if the annex was included, former officials said.
Gabbard has said she wants to end the weaponization of intelligence. She has condemned politicians for what she sees as the use of selective bits of intelligence against their opponents.
While she has portrayed the release of the documents as a corrective to the errors and missteps of the Obama administration, former officials and even some allies of Gabbard have said her effort to throw a lifeline to Trump is an example of the very politicization she has vowed to stamp out.

American citizens of Puerto Rico are confused about the legal and political status of Puerto Rico. This confusion is due to the ignorance of many politicians, the contradictory opinions of local and federal courts, and particularly by the insistence of some Popular Democratic Party leaders that Puerto Rico has a political relationship with the United States that does not fall within the United States constitutional system and which the federal government has stated does not exist (ELA).
The answer to our political dilemma can be traced and found by evaluating and comparing how the United States Congress has legally and politically disposed of Puerto Rico with the requirements it imposed on the former territories to qualify for statehood. In 1787, Congress adopted the Northwest Ordinance, which established the requirements for statehood for the territories west of the Ohio River. These requirements included a defined geographic area, a minimum population, an organized government, a legislature, a court, and the appointment of a territorial delegate or resident commissioner to Congress. If one compares what Congress has done legally and politically with Puerto Rico since 1898 with the previous requirements, one can conclude that Puerto Rico has been gradually moved by Congress to a federalist relationship equal to that of the Northwest Territories.

Puerto Rico was acquired by the United States as a territory in 1898 under the Treaty of Paris, which provided in part that the civil and political rights of the native inhabitants of the territories ceded to the United States would be determined by Congress (U.S. Const. Article IV).
Since then, the United States has gradually incorporated Puerto Rico with the consent of Puerto Rico’s American citizens as if it were a state. In 1900, Congress passed the Foraker Act, which organized Puerto Rico’s government into three branches: executive, judicial and legislative, as in the states. In 1917, the Jones Act granted American citizenship to Puerto Rico residents. Thirty years later, Congress authorized the first popular election of a governor in Puerto Rico. A 1951 act of Congress reaffirmed Puerto Rican birthright citizenship retroactive to 1941.
In 1952, the American citizens of Puerto Rico established a republican government, that is, a government with an executive, judicial, and legislative branch, in compliance with Article IV, Section 4 of the United States Constitution, just like the states. The Constitution of Puerto Rico was adopted in 1952 to govern our internal affairs. The Constitution was freely approved by the American citizens of Puerto Rico and ratified by Congress through an act signed by the president of the United States. In the preamble to the Constitution, the American citizens of Puerto Rico swear allegiance to the U.S. Constitution, affirm their permanent and irreversible union with the United States, and freely and voluntarily submit to the Supremacy Clause of the U.S. Constitution and to the application of federal laws. These rights are due to the efforts of political leaders such as Santiago Iglesias Pantín, Luis Muñoz Marín, Don Luis A. Ferré and Miguel A. García Méndez.
American citizens residing in Puerto Rico are under the jurisdiction of all three branches of the federal government. The national census operates in Puerto Rico as it does in the states.
The 2020 census showed a population of 3.3 million in Puerto Rico, which qualifies us to have seven electors in presidential elections, and two senators and five representatives in Congress. The citizens of Puerto Rico have demonstrated their loyalty to the nation by serving with dedication, distinction and honor in the U.S. Armed Forces in all armed conflicts since 1917. All income from sources outside Puerto Rico is subject to federal taxes. Puerto Rico contributes over $5 billion annually to the federal treasury from various revenue sources, an amount greater than that of some states.
All of the above constitutes evidence that the American citizens of Puerto Rico have exceeded the requirements of the Northwest Ordinance to such an extent that the U.S. Congress can certify Puerto Rico as an incorporated territory in transit to statehood (See R. Hernández Colón, The Commonwealth of Puerto Rico: Territory or State. P.R. Bar Journal 207 (1959)). Hulk Hogan, whose flamboyance and star power helped transform professional wrestling from a low-budget regional attraction into a multibillion dollar industry, died Thursday in Clearwater, Florida. He was 71.
Police and fire department personnel in Clearwater were called to Hogan’s home on Clearwater Beach, where Hogan was treated for cardiac arrest, the police said in a “news alert” post on Facebook. He was taken to nearby hospital, where he was pronounced dead, they said.
Hogan was the face of pro wrestling for decades, with his blond hair and horseshoe mustache, colorful bandannas and massive biceps, which he referred to as “24-inch pythons.”
Even after his wrestling days were over, he remained in the spotlight, most recently when he spoke last year at the Republican National Convention in Milwaukee, tearing off his shirt to reveal a Trump/Vance shirt underneath. He was earlier involved in a high-profile lawsuit in 2012, bankrolled by billionaire Peter Thiel, against Gawker, the irreverent media company, after Gawker posted a video of Hogan having sex with a friend’s wife. He won the case on invasion of privacy grounds, reaping millions in damages.
Hogan’s routine before a wrestling match was guaranteed to send fans into a frenzy. He would cup his hand to his ear to encourage the roaring crowd and tear off his shirt, which was pre-ripped to ease the process. Fans loved him as much for his charm and physique as for his old-fashioned grappling ability.
Hogan was born Terry Gene Bollea, on Aug. 11, 1953, in Augusta, Georgia. His father, Peter Bollea, was a construction foreman; his mother, Ruth (Moody) Bollea, was a dance teacher. He attended the University of South Florida but dropped out, choosing the wrestling mat over the classroom.
He started wrestling in 1977. Like many in the sport, he was a big man, weighing 300 pounds in his prime. He was also exceptionally tall, 6-foot-8, helping to further a trend toward very big men in wrestling.
He adopted the name “Hulk” because of comparisons to the muscular comic book character on the CBS television pro -

gram “The Incredible Hulk.” In 1979, he made it to the World Wrestling Federation (now World Wrestling Entertainment) and took on the alliterative last name Hogan.
Those were the days when wrestling’s good guys, or “faces,” were clean-cut all-American types, and a savvy fan could guess that a wrestler was going to turn bad by noticing his hair grow a little longer. In that environment, the longhaired, edgier Hogan clearly fit the bad guy, or “heel,” mode. He developed a rivalry with champion Bob Backlund, a traditional Midwestern milk-drinking good guy.
Hogan catapulted to greater fame after appearing in the movie “Rocky III” in 1982. He played a wrestler, Thunderlips, who takes on Rocky (Sylvester Stallone) in a charity wrestlerversus-boxer match. The preening, egotistic Thunderlips batters an unprepared Rocky, throwing him out of the ring and into the crowd. Despite his brief screen time, Hogan created a character that stuck in viewers’ minds, no mean feat in a film that also starred the bombastic Mr. T.
After a brief time away, Hogan returned to the WWF in 1983. His popularity had grown so great that it seemed clear he was destined to be a good guy, despite his less-than-buttondown appearance. His rebranding helped pave the way for bro -
adening the face category to include all types of wrestlers. Hogan held the WWF’s title belt many times over the years, including a four-year stretch in the mid-1980s, an epic period of dominance in an ever-changing sport.
He regularly filled arenas around the country, and big events at which he was the headliner, like WrestleMania, could easily fill stadiums.
The thousands in the stands eagerly awaited a Hogan victory, which often involved “Hulking up”: A seemingly defeated Hogan would turn things around by absorbing the blows of his opponent, each one somehow making him stronger. Hogan’s finishing move was often the leg drop, in which he would bounce off the rope, leap in the air and land, leg first, on a prone opponent. Few foes lasted long after that move.
Wrestling stardom is never just about in-ring performance, and Hogan excelled in another key area: on-camera interviews. He would appear to be in a passionate frenzy, but remained controlled beneath the surface, delivering the story line of the day. A trademark was calling the audience “brother” in a gravelly voice.
Hogan had hit peak stardom, and crossed over into starring in movies. He played a wrestler in “No Holds Barred” (1989) and an ex-wrestler-turned-caregiver in “Mr. Nanny” (1993). He also starred as a mercenary in the television series “Thunder in Paradise.”
Once his film and television career began to fade, Hogan moved to World Championship Wrestling in 1994 and developed a whole new set of rivalries, including one with Ric Flair, the dominant wrestler for years in that organization. Wrestling mostly as a heel, Hogan formed a group of wrestlers called the New World Order and called himself “Hollywood” Hogan. He returned to the newly renamed WWE in 2002, and later left and returned several more times, wrestling for other companies in between.
In 2005, he appeared in the reality series “Hogan Knows Best,” along with his wife at the time, Linda (Claridge) Hogan, and his children, Brooke (Hogan) Oleksy, a singer, and Nick Hogan, a race car driver. They survive him, along with his third wife, Sky Daily, and two grandchildren.
Hopes for a U.S.-Europe trade deal and signs of rebounding world business confidence are driving world stocks to new highs this morning, with Tesla one of the few losers after another earnings day flub.
Early in the day, all eyes will be on the European Central Bank as it announces its latest policy decision. María del Carmen Abascal was already frustrated over the lack of affordable housing in Spain, where rising rent could force her out of the apartment in Madrid she has lived in for 69 years.
Then she heard about the government’s plans to increase military spending this year by more than $12 billion. And if NATO had its way, it would be a lot more.
“They should put that money into social spending, in housing, in everything that people in Spain need,” Abascal said, her lips pursed indignantly during a recent interview in one of the last working-class neighborhoods in central Madrid, where housing prices are skyrocketing.
Perhaps nowhere in Europe has the tug-of-war between spending more for domestic priorities or for defense so vexed a government than in Spain.
Torn between a looming Russian threat to Europe and housing, health care and education needs, Spain has tried to split the difference. It was the only country in the alliance that openly refused to agree last month to spend up to 5% of its gross domestic product over the next decade on defense, as President Donald Trump demands.
The drastic spending increase, which the rest of NATO’s 32 member countries committed to, would ease Europe’s dependence on the United States for security. But for Spain, it would mean nearly doubling its annual defense budget to an estimated $73.8 billion, draining funding for social programs.
Already, Abascal said her monthly pension cannot cover her rent, which more than quadrupled when an international investment bank bought her apartment building years ago. Most of her longtime neighbors moved out, unable to afford homes now largely marketed to wealthy expats or tourists.
“We will have to leave our houses if we have to go with the defense spending up to 5%,” said Abascal, 86. “We all will be lost.”

1975. It has the lowest military spending of any NATO nation, according to the most recent data available.
And the war in Ukraine feels like a continent away. It holds little everyday concern on the streets of Madrid, though Spain deployed troops to help protect NATO’s eastern flank after Russia’s fullscale invasion of Ukraine in 2022.
But Trump’s demands, coupled with widespread European concerns about Russia, prompted Prime Minister Pedro Sánchez to seek a balance.
Under his plan, Spain will increase spending on defense to 2.1% of its national income, “no more, no less,” Sánchez said before meeting other NATO leaders last month. Trump responded by threatening to punish Spain through U.S. trade deals, although he gave no details.
Spain’s pledge amounts to about $38.9 billion in 2025, and is only slightly more than what NATO allies had each agreed to invest annually more than a decade ago.
Still, it is about $12.2 billion more than what Spain spent on defense last year — an increase that has frustrated members of Sánchez’s leftist coalition government,
who want more money for public services.
“Our presence in the government is to develop a social agenda,” said Sira Rego, a left-wing politician and Spain’s minister for youth and children. “It would be a contradiction if we have to choose between that and increasing defense spending, following Trump decisions.”
Rego serves in Sánchez’s Cabinet but not in his Socialist Workers’ Party, and she opposed the increase in defense spending. Raising it to 5%, she said, is unthinkable “if we want to save our welfare state.”
“That means that hospitals will be closed, schools will be closed, key support programs will disappear,” Rego said. “It means that the future of a generation, or several generations, will be at risk, because we produce more weapons.”
Sánchez cannot afford to lose much support within his fragile governing coalition. Already, his political legitimacy is challenged by a corruption scandal involving aides, which Spain’s conservative opposition is eager to exploit.
Through his office, Sánchez declined to be interviewed.
Trump is broadly disliked in Spain, a recent survey by the European Council on Foreign Relations found. That makes it easier for Sánchez to buck the U.S. president.
However, NATO unity has a role in Spain’s security.
For generations, Spain and Morocco have clashed over the territorial rights of two small coastal cities in North Africa, Ceuta and Melilla. Morocco has long demanded custody and called Spain’s claim to the cities a vestige of colonialism. Spain has refused, saying they were part of it for centuries.
The European Union recognizes Spain’s sovereignty over the cities and sees them as part of EU territory. Though the dispute shows no sign of boiling over, officials said NATO could be compelled to protect Ceuta and Melilla, if ever necessary, because the military alliance has pledged to defend “every inch” of its members’ territories.
Some Spanish officials worry Trump would side with Morocco in any quarrel between the countries because it was part of a deal he struck during his first term to normalize relations between Arab-majority nations and Israel.
“With Ceuta and Melilla, if anything happens to them, there will be an open forum to discuss what to do for their defense — in military terms, in political terms,” said Sen. Fernando Adolfo Gutiérrez Díaz de Otazu, a retired general and conservative politician who leads Spain’s delegation to NATO’s parliamentary assembly. “That’s what NATO is about.”
As Spain debates security spending, its defense industry has grown.
Industry revenues totaled about $8.6 billion in 2023, the latest data available, a nearly 9% increase from the year before, according to the Spanish Association of Defense, Security, Aeronautics and Space Technology Companies. Combat vehicles, military transport jets, radar, and anti-tank systems are among the Spanish products most in demand.
More than 22,000 people work for Spanish defense producers, and the additional $12.2 billion in military spending Sánchez proposed is expected to create more jobs. About one-third of the increase will fund technology, including cybersecurity and satellites.

Atef Abu Khater, 17, who was healthy before the Gaza Strip was gripped by war, lies in intensive care in a hospital in the north of the Palestinian enclave, suffering from severe malnutrition.
“He is not responding to the treatment,” said his father, A’eed Abu Khater, 48, who has been sheltering in a tent in Gaza City with his wife and five children. “I feel helpless,” he added in a phone call, his voice strained with grief. “We lost our income in the war. Food is unaffordable. There is nothing.”
Gaza’s hospitals have struggled since early in the war to cope with the influx of Palestinians injured and maimed by Israeli airstrikes and, more recently, by shootings meant to disperse desperate crowds as they surge toward food convoys or head to aid distribution sites.
Now, according to doctors in the territory, an increasing number of their patients are suffering — and dying — from starvation.
“There is no one in Gaza now outside the scope of famine, not even myself,” said Dr. Ahmed al-Farra, who leads the pediatric ward at Nasser Hospital in southern Gaza. “I am speaking to you as a health official, but I, too, am searching for flour to feed my family.”
The World Food Program, an arm of the United Nations, said this week that the hunger crisis in Gaza had reached “new and astonishing levels of desperation, with a third of the population not eating for multiple days in a row.”
Al-Farra said the number of children dying of malnutrition had risen sharply in recent days. He described harrowing scenes of people too exhausted to walk. Many of the children he sees have no preexisting medical conditions, he said, giving the example of Siwar Barbaq, who was born healthy and
now, at 11 months old, should weigh about 20 pounds but is under 9 pounds.
After 21 months of devastating conflict set off by the deadly Hamas-led attack on Israel on Oct. 7, 2023, the lack of available food and water is taking a heavy toll on Gaza’s most vulnerable civilians — the young, the old and the sick.
The Gaza Ministry of Health has reported more than 40 hunger-related deaths this month, including 16 children, and 111 since the beginning of the war, 81 of them children. The data could not be independently verified.
Throughout the war, U.N. agencies and independent aid groups have accused Israel of allowing far too little food into Gaza, warning of impending famine for its more than 2 million people. For much of that time, Israel has said that enough food was reaching Gaza, blaming diversions by Hamas and mismanagement by aid groups for problems.

At the hospital, the doctors tried to help, but he was already in critical condition and had lost weight. He died shortly after, she said.
After Israel ended a two-month ceasefire in mid-March and resumed its military campaign in Gaza, it imposed a total blockade on the entry of goods for about 80 days to try to pressure Hamas into surrendering, exacerbating the already severe deprivation.
Now, aid enters in two ways. One is a new, much-criticized system run by private American contractors under the auspices of the Gaza Humanitarian Foundation, a private Israeli-backed group, which has a few set distribution sites in southern Gaza and one in the center of the strip. The other consists of convoys of aid brought in by independent international organizations.

Israel countered the images of starving children this week with images of pallets of supplies lying uncollected on the Gaza side of a border crossing and footage of what the military described as Hamas terrorists enjoying platters of food and fresh fruit in the group’s underground tunnels. The military declined to say when the video was recorded.
The leaders of Israel and Hamas are engaged in sluggish negotiations, through mediators, for another temporary ceasefire that could bring relief and have Hamas release hostages it is holding in the tunnels in exchange for Palestinian prisoners in Israeli custody.
Doctors warn that malnutrition in early childhood can have long-term effects, disrupting growth, cognitive ability and emotional development.
Mohammad Saqr, head of the nursing department at Nasser Medical Complex, said that on Monday afternoon alone, the hospital received 25 women and 10 children requesting intravenous glucose solution.
While the treatment may briefly relieve symptoms, Saqr warned, “they feel the hunger again soon after.” He added, “Some arrive shivering from hunger.”
The hospital’s limited supply of IV solution cannot meet the growing demand, he said, adding: “The team is exhausted from hunger. Yesterday, some staff members ate just 10 spoons of plain white rice.”

Angry with the rising cost of electricity, a bipartisan group of governors earlier this week demanded a bigger oversight role in the nation’s largest power grid, saying its managers had failed to rein in costs that have hurt consumers.
A representative for 10 governors said at a meeting of PJM, the nonprofit organization that manages the electric system for 67 million people from Chicago to Virginia Beach, Viginia, that the grid operator had lost confidence across the 13 states it serves.
The representative, Glenn Davis, who is director of the Virginia Department of Energy, said the governors were seeking a role in appointing two members to PJM’s board to help improve operations.
“Today, across the region, there are widespread and legitimate concerns about PJM’s current trajectory,” Davis said during a meeting at PJM’s headquarters in Audubon, New Jersey, near Philadelphia. “This is not the matter of a single decision or solitary event, but a consistent pattern of halting, inconsistent and at times contradictory decision-making that has undermined confidence in PJM’s stewardship.”
In response, some PJM supporters and members at the meeting Wednesday said allowing governors to recommend board members could jeopardize the organization’s independence.
“The direction that it sounds like we’re going here is the states want to have an outsized impact on the board,” said Paul Sotkiewicz, a former chief economist at PJM who is now the president and a founder at E-Cubed Policy Associates, a consultant to the grid manager. “I think we’re getting dangerously close to violating independence. PJM is a convenient whipping boy.”
In a letter to PJM last week, nine governors criticized the lack of control over rising electricity costs. PJM’s grid serves all or part of New Jersey, Pennsylvania, Delaware, Maryland, Virginia, West Virginia, North Carolina, Tennessee, Kentucky, Ohio, Indiana, Illinois, Michigan and the District of Columbia.
“As our regional grid confronts intertwined reliability and affordability crises, PJM itself faces an unprecedented crisis of confidence from market participants,
consumers and the states,” the governors wrote in the letter. “In the past, other regions looked to join PJM due to its many strengths; today, across the region, discussions of leaving PJM are becoming increasingly common.”
A 10th governor, Mike DeWine, ROhio, sent a separate letter to PJM making similar points.
In June, The New York Times reported that Democratic and Republican governors were increasingly angry and frustrated with PJM. Many of them have said the nonprofit is not doing enough to check the rising cost of electricity, including by not moving quickly enough to add cheaper sources of energy to its grid.
State officials have been communicating with one another about their concerns, including what they say is the nontransparent way in which PJM makes important decisions about the grid. The officials also say the nonprofit, which is run by industry representatives and overseen by a federal regulatory agency, is not sufficiently accountable to state lawmakers or residents.
In response to the governors’ criticisms, PJM’s board said it shared the desire for appointing the most qualified candidates to its board.
“While perspectives may differ, PJM
remains focused on its core mission: delivering reliable, affordable power to 67 million people and navigating complex stakeholder priorities with transparency and integrity,” the organization said in a statement Wednesday.
PJM has a 10-seat board of managers, all of whom have spent most of their careers in the energy industry or in other senior corporate jobs. It also has more than 1,000 voting members, most of which are utilities, power plant companies, transmission-line owners and energy traders.
Most of those voting members have a direct financial stake in the organization’s decisions. Members typically vote on policies and issues. Some of the member votes are public, but others, including at smaller committee meetings that make preliminary decisions, are not.
PJM is regulated by the Federal Energy Regulatory Commission, but energy experts say that agency does not have the ability to closely monitor regional grid operators.
The price of electricity has steadily risen over the last several years after decades of gradual increases. The cost of electricity for residents of Delaware, Maryland, New Jersey, Pennsylvania and Virginia has increased between 23 and 40% over the last five years, federal data
shows.
Before jointly confronting PJM, some governors had begun challenging the organization individually.
In December, Gov. Josh Shapiro, D-Pa., sued PJM after its annual auction in which power plant owners submit the price they are offering to supply energy when demand surges, which often happens in summer. The prices set in the auction would have resulted in big rate increases for electricity users. As in many such auctions, the winning bid sets the final price for all generators, meaning even plant owners willing to accept less money are paid the higher prices.
Shapiro and PJM reached a settlement that caps the price set by the auction. The governor said the deal would save Pennsylvanians $21 billion over two years.

That means residents and businesses in the PJM service area are likely to see their bills increase, according to one utility executive, Calvin Butler. He is the president and chief executive of Chicago-based Exelon and chair of the Edison Electric Institute, a utility industry trade organization.
Butler said the higher prices resulted from several compounding challenges, including rising demand for electricity, aging grid infrastructure and a limited supply of power.

Para la tercera subasta servirá de tipo mínimo la mitad (1/2) del precio pactado para el caso de ejecución, o sea, la suma de $24,750.00. The Leones (Lions) of Ponce took a 2-1 lead in the National Superior Basketball (BSN by its initials in Spanish) Conference B finals on Wednesday night, defeating the Indios (Indians) of Mayagüez 74-68 at Germán Wilkins Vélez Ramírez Sports and Recreation Center in Mayagüez.
On Friday night at 8 p.m. at Juan “Pachín” Vicéns Auditorium, the Lions will look to do what neither team has accomplished as yet in the best-of-7 series -- register a win at home.
Ponce used strong defense and the offensive punch of Jezreel de Jesús, Brady Manek and Matt Mooney to notch the Game 3 win.
Mayagüez entered the final 10 minutes with a 49-46 lead, but de Jesús started things off in the 4th quarter by completing a 3-point play to tie the score at 49 with 9:25 left.
The Indians, as they had done previously, thwarted a run by the Lions and took another four-point lead, 53-49, on a basket by George Hamilton with 7:23 left. The Lions, however, broke
through with an 8-0 run punctuated by three-pointers from Manek and Mooney, which gave Ponce a 59-55 lead with 4:13 left.
Sam Waardenburg from long range and Josué Erazo from the paint gave the Indians their last lead of the night, 64-63, with 2:08 left. A dunk by Mooney and a layup by Erazo left the score tied at 66 with 1:54 left.
The Lions finally seized control on a hook shot from Christian Negrón and a field goal from de Jesús, making it 71-66 with 30 seconds left.
De Jesús finished with 22 points, Manek, in his return, added 14 points with 15 rebounds, and Mooney scored 12 for Ponce. In a losing effort, Nick Perkins stood out with 24 points, while Hamilton and Waardenburg added 10 each for Mayagüez.
In the other BSN semifinal series (A), the Vaqueros (Cowboys) of Bayamón were looking to build on their 2-1 lead against the Crabbers (Cangrejeros) of Santurce on Thursday night at Roberto Clemente Coliseum in Hato Rey.

Julymar Otero leads the Army women’s volleyball team again, winning silver at national championship

Julymar Otero, of the 92nd Military Police Brigade of the Puerto Rico National Guard (PRNG), was selected for the second consecutive year as captain of the U.S. Army women’s volleyball team, winning a silver medal at the national championship held in Kentucky. “I am incredibly honored to be chosen as captain for the second year,” Otero said in a written statement. “This

silver medal represents the daily dedication, teamwork, and passion to uphold the name of Puerto Rico and our Guard. I am bringing it back to our island.”
Otero also recently participated in the Puerto Rico Women’s Superior Volleyball League, where she played for the Changas of Naranjito, consolidating her commitment to athletic excellence in both the military and civilian spheres.
“Sergeant Otero exemplifies the spirit of excellence
that defines our Guard,” PRNG Adjt. Gen. Carlos J. Rivera Román said. “Her leadership and performance on the field reflect the same values that guide us in every mission: discipline, commitment, and pride in serving.”
The PRNG reiterated its support for its members who participate in sports such as volleyball, basketball, cycling, boxing, and track and field, recognizing that such opportunities strengthen both the physical preparation and the overall development of soldiers.

Cataño Mayor Julio Alicea Vasallo announced earlier this week that the municipality will be the main venue for the 2025 NCS Caribbean World Series, a youth baseball tournament with more than 100 participating teams between the ages of seven and 18.
“Today, Cataño is present in sports,” the mayor said in a written statement. “It is an honor for our municipality to host an event of this magnitude that not only promotes the athletic development of our youth, but also generates a significant economic impact throughout the region.”
The event, organized by National Championship Sports (NCS), will be held from this Friday through next Tuesday in more than 20 parks in Cataño, Bayamón, Toa Baja and Do -
rado. Teams from Puerto Rico, Texas, California, Florida, Boston, Mexico, the Dominican Republic and the Virgin Islands will participate.
NCS Vice President of International Events Luis Tovar emphasized that the event represents a unique experience for Caribbean baseball.
“It is the largest baseball event ever held here, with children from different parts of the world,” he said.
The tournament began with a welcoming ceremony on Thursday at the Embassy Suites Hotel in Dorado for individually registered players. On Friday, the Cataño boardwalk is to host the official opening ceremony with a pin exchange, team parade, and skills competitions.
The games will be held on Saturday, Sunday and Monday at various sports venues, and the qualifying rounds and finals will be played on Tuesday, followed by the awards ceremony at Pedro “Perucho” Cepeda Stadium.
