Former Puerto Rico Electric Power Authority (PREPA) Governing Board Chairman Luis Avilés charged this week that bondholders of the public utility are lobbying to replace the five recently fired members of the seven-member Financial Oversight and Management Board with individuals who are sympathetic to their interests.
In a radio interview, Avilés expressed concern that the departure of the five members marks the beginning of new challenges for the oversight board. He revealed, based on a reliable source, that bondholders are seeking to appoint new members who will support their efforts to secure full repayment of PREPA’s $8.5 billion debt. Before the firings, which occurred on Friday, the oversight board stated that PREPA could not pay its debt and advocated for reducing it to $2 billion.

Avilés cautioned that pursuing debt collection without implementing necessary cost reductions will only exacerbate the island’s economic crisis. If energy costs continue to rise, many residents may struggle to pay their electricity bills, potentially leading to business closures and a deeper economic downturn.
Additionally, Avilés suggested that one possible solution could involve completely transferring PREPA to the federal government, a move that would effectively eliminate the roles of LUMA and Genera, possibly resulting in uncontrolled fee increases, further bankruptcy for the system, and the need to start over.
He also questioned the role of Gov. Jenniffer González Colón, noting that while she holds a position on the oversight board, her influence is limited. Avilés stated that the governor’s
political alignment with President Trump does not serve the interests of the people of Puerto Rico. González Colón is a national Republican.
Trump dismissed Arthur J. González, the chairman of the oversight board, along with board members Cameron McKenzie, Betty A. Rosa, Juan A. Sabater and Luis A. Ubiñas, leaving only two members in place, plus one appointed by the governor of Puerto Rico, as confirmed by CBS News and a White House official. The dismissals were first reported by Breitbart.
Four of the dismissed members were appointed by Democratic presidents, while Betty A. Rosa was nominated by Trump during his first term and later renominated by President Biden.
U.S. Nydia Velázquez (D-N.Y.) stated that while she has “serious and longstanding” concerns about the fiscal board, the president’s actions are not the solution.
“This sudden purge by Donald Trump is not about justice or reform,” she said in a statement. “It does not dismantle the board or change the law that created it, known as PROMESA. It simply creates an opening to stack the board with even more extreme, pro-bondholder appointees who will continue to prioritize the interests of hedge funds over those of the Puerto Rican people.”
The board has overseen the most expensive municipal bankruptcy in U.S. history, incurring roughly $2 billion in fees and expenses over almost a decade. Nonetheless, it has saved $72 billion in lower debt costs and reduced spending under the leadership of former board chair David Skeel, a bankruptcy and corporate law professor at the University of Pennsylvania, and his successor, former bankruptcy judge González.
Rte. 167 reopens to traffic in Comerío after landslide

The Highways and Transportation Authority (ACT by its initials in Spanish) reopened highway PR-167 in Comerío to traffic on Thursday after completing mitigation work due to a landslide.
The reopening was carried out with precautionary measures and signage, so drivers were urged to travel carefully and follow the instructions of staff posted in the affected area.
The emergency project involved an investment of $2,234,725 and consisted of controlled demolitions and removal of rocky material to stabilize the impacted land.
The ACT said the work in the area will continue while a permanent mitigation project is developed.

Ex-Mayagüez finance director sentenced to 3 years

Yahaira Valentín Andrade, the former finance director of the Municipality of Mayagüez, who pleaded guilty in June to two felony violations that pertain to negligence in the performance of duty, has been sentenced for her involvement in a scheme to embezzle public funds.
Superior Judge William Machado Aldanondo of the Mayagüez Court of First Instance sentenced Andrade on Wednesday to three years for each count, with the sentences to be served concurrently.
As part of her sentence, Andrade will be subject to house arrest from 8 p.m. to 5 a.m., must comply with unannounced drug and alcohol testing, and will be subject to supervision by the Department of Corrections and Rehabilitation, among other conditions.
In connection with the same case, former veteran mayor José Guillermo “Guillito” Rodríguez was also sentenced, on June 10. He received a three-year sentence for the crime of serious negligence in the line of duty, with each count carrying the same penalty.
The Panel on Integrity and Justice for Better Government stated, “In fulfilling their duty to defend the citizens of Mayagüez and protect the public interest, special prosecutors Pabón Ortiz and Agudo Calderón secured the conviction of both defendants.”
The embezzlement scheme resulted in the misappropriation of $9.8 million that had been allocated in joint resolutions by the island House of Representatives for various phases of the construction of the Mayagüez Trauma Center.
Legislative funds were transferred to an account operated by Mayagüez Economic Development Inc., facilitating the fraud perpetrated by several advisers, including Roberta Mejill Tellado and former judge Arnaldo Irizarry, along with individuals such as Alejandro Riera Fernández, Steve Minger and Joseph Kirkland.
The scam occurred between March 2016 and June 2018, during which the municipality of Mayagüez received a payment of $1,800,000. That amount was part of the initial $8 million investment and did not represent a return on investment.

The event will be dedicated to José Morales Berríos, better known on social networks as Gongo Fishing, an Aguasbonense who has captured the attention of thousands with his authenticity, charisma and feats of catching reptiles throughout the island.
“This is an event designed with great affection for our people and for those who visit us,” Mayor Karina Nieves Serrano said. “We want Aguas Buenas to become a meeting point for culture, art and family. What better occasion to recognize someone who

The U.S. Environmental Protection Agency (EPA) is considering terminating its $7 billion Solar for All program that was designed to bring renewable and affordable energy to low-income communities nationwide, including Puerto Rico. The information was revealed by CBS News, citing unnamed sources, and the news of EPA preparations to terminate the solar grants program was reported in the Star on Thursday via The New York Times.
The Solar for All program provides funding to 60 grant re-
cipients that planned to create or expand existing low-income solar programs, with the goal of enabling 900,000 households across the country in disadvantaged communities to utilize solar energy to reduce their home energy bills.
The Puerto Rico Office of Management and Budget (OMB) in 2024 was awarded $156.1 million through the program to develop sustainable solar programs for low-income and disadvantaged communities.
CBS News said it had learned that the OMB reached out to the EPA about terminating the program. The EPA has not come to a final decision on the future of the program.
“With the passage of the One Big Beautiful Bill, EPA is working to ensure Congressional intent is fully implemented in accordance with the law,” an EPA spokesperson told CBS News via email when asked if the agency intends to terminate Solar for All.
As of Tuesday night, none of the 60 grant recipients had been formally notified and said they still have access to grant funds. One source told CBS News that several senators, both Republicans and Democrats, have reached out to the EPA and asked it to reconsider, as many of the affected recipients are state energy and environmental offices in both red and blue states.

Peñuelas Mayor Josean González Febres has denounced the Highway and Transportation Authority’s (ACT by its initials in Spanish) negligence regarding the completion of Route PR-3132, a project that he said has been stalled for an unacceptable 20 years.

The Puerto Rico Teachers Association (AMPR by its initials in Spanish) and its Local Union presented on Thursday a detailed overview of the conditions of the public education system, and demanded concrete answers from the island Department of Education before the start of the new school year.
“The start of school must stop being a race against the clock,” AMPR President Víctor Manuel Bonilla Sánchez said at a press conference, accompanied by teachers active in the classroom. “We recognize that steps have begun to be taken in that direction, reflecting years of demands sustained by our organization. The voice of the teachers has been heard, and for the first time in a long time, we see an attempt at more structured planning.”
Bonilla Sánchez noted that this week, along with Local Union General Secretary Ángel Javier Pérez Hernández, he met with the Education Secretary Eliezer Ramos Parés and other agency personnel, including the directors of the Office for the Improvement of Public Schools and the Public Buildings Authority, to address the preparations for the start of school. “Our claim has forced a response,” Bonilla Sánchez said. “We have seen, at least on paper, a plan that aims to avoid the improvisation to which we were accustomed. In that meeting, we took advantage and took a list of schools that are still in unacceptable condition and

Among the schools pointed out by the union are the Villa Granada school in San Juan, with cracks in its walls; the Inés María Mendoza school in Comerío, which is in deteriorated condition; and the Elisa Dávila school in Vega Alta, with persistent electrical problems. The AMPR also questioned why schools in the island’s southern region such as Agripina Seda and Elsa E. Couto in Guánica, and José Onofre Torres in Yauco, continue to operate in temporary structures more than five years after the earthquakes.
Of the 675 schools visited by union coordinators, 451 do not have a functional electrical generator, 298 lack operational electrical substations, 264 do not have cisterns or the existing cisterns do not work, and 24 do not have fans. In addition, 117 schools do not have outdoor ballcourts or the existing “canchas” are closed, and in most of the schools the water fountains are out of service.
“Heat episodes become more intense each year, and certainly, not having the necessary resources to mitigate them significantly affects teachers’ working conditions and the teaching-learning process,” Bonilla Sánchez said.
The union’s general secretary insisted on the creation of school health and safety committees in each school.
“We refuse to wait for emergencies to occur to act,” Pérez
Hernández said. “Every school needs a preventive plan and a trained team to protect our children and teachers in the event of any eventuality.”
He added that the committees must include teacher representation, have prevention and response protocols, and be integrated into the department’s and municipal plans.
Bonilla Sánchez also warned that the union will be vigilant to prevent classroom overcrowding.

Trump’s redistricting campaign tests his power in the states

President Donald Trump’s pressure campaign on Republican-led states to redraw congressional maps in his party’s favor is testing his power over governors and state legislators at a time when Republicans in Washington have largely rubber-stamped the president’s agenda and acquiesced to his demands.
As Trump and his political allies stare down the midterm elections — and the prospect of Democrats taking control of the House — they are engaged in a nationwide effort to gobble up as many Democratic-held districts as they can by changing maps typically set once a decade after the census.
The effort is the latest example of Trump and his allies trying to rewrite the rules to squeeze out every possible political advantage. Throughout his career, Trump has brushed aside norms, testing the boundaries of executive power and the law. Now, as he tries to secure more GOP seats, he is challenging state leaders

to defy him and risk paying the price if they do.
For Trump, the opportunity to tilt the playing field is not just to gain a political leg up. He sees the current maps as unfair and unrepresentative of his and his party’s political power.
The president’s allies have been particularly frustrated by Indiana Republicans, who have so far resisted redrawing their districts. Republicans currently hold seven of the state’s nine congressional seats, and Trump’s allies are hoping their party will capture eight, if not nine, of the seats.
On Thursday, Vice President JD Vance will travel to Indianapolis to meet with Gov. Mike Braun, a Republican, and other state leaders to lobby them on the effort. In private, Republicans in the state Legislature have expressed little interest in redrawing the maps, according to people familiar with their discussions. Vance will also attend a political fundraiser in the state.
In Texas, at the behest of Trump, Gov. Greg Abbott, a Republican, called a special session in part to approve new congressional districts, which target five seats currently held by Democrats. But on Sunday, Democratic members of the Texas House left the state in an attempt to block Republicans from moving forward with the new maps.
Sen. John Cornyn, R-Texas, asked the FBI to help locate and arrest the Democratic lawmakers, and Trump, when asked if the agency should get involved, said “they may have to.”
But as Trump and his allies expand their efforts to redraw maps beyond Texas, they may face logistical and political hurdles.

“I won Texas,” Trump said Tuesday on CNBC. “I got the highest vote in the history of Texas, as you probably know, and we are entitled to five more seats.”
That argument, however, is wrong — Trump’s popular-vote win in Texas does not automatically translate to more Republican seats in the state’s congressional delegation.
His strategy in the redistricting fight echoes one from the 2024 Republican primary, when Trump and his team worked behind the scenes to twist the primary and delegate rules in ways that made it easier for him to lock up the nomination.
The stakes are high for Trump. Republicans hold only a slim majority in the House, and the incumbent president’s party typically does not fare well in midterm elections. If Democrats take control of the House, Trump and his administration would likely face an onslaught of investigations, and his legislative plans would likely be stymied.
Republicans are targeting a handful of states, including Texas, Missouri, Indiana and Ohio, encouraging and at times cajoling Republican leaders to form new congressional districts that benefit Republicans.
Jesse Hunt, a Republican strategist and former top aide at the Republican Governors Association, said that governors have different constituencies to tend to and laws to abide by, making it more challenging for them to quickly fall in line with Trump’s demands. Hunt noted that Republican governors and lawmakers were still keenly aware of the president’s popularity and his interest in the issue — and would likely try to appease his requests.
“Part of what Trump has brought to the table is no longer taking the proverbially moral high ground in these battles,” Hunt said. “He is taking out his brass knuckles and going to town on people who have stood in his way.”
Trump’s pressure campaign could fail to produce the results he wants. As Republicans push ahead in red states, the Democratic governors of California, Illinois, New York and New Jersey are considering their own plans to redraw their congressional maps in response.
Democratic leaders have decried the Republican push to redraw state maps outside the traditional oncein-a-decade redistricting process.
“Donald Trump is trying to steal five seats from the people, frankly, of the country, not just the people of Texas, and disenfranchise people,” Gov. JB Pritzker of Illinois said Tuesday on “The Late Show with Stephen Colbert.”
“We’re talking about violating the Voting Rights Act and the Constitution,” he added.

Judge orders halt to construction at Florida’s ‘Alligator Alcatraz’ detention center

Florida must stop construction at an immigration detention center in the remote Everglades for 14 days, a federal judge ruled Thursday, granting at least a temporary victory to environmentalists who say the facility has the potential to cause serious harm to sensitive wetlands and endangered species.
The judge, Kathleen Williams of U.S. District Court in Miami, issued a temporary restraining order from the bench, saying that the state could not install any more lighting, paving, fencing or other fixtures at the detention center known as “Alligator Alcatraz.” Williams said she would issue a written order soon.
The order is temporary, giving the judge time to complete a hearing in the case, which was filed in June by several environmental groups. They argue that the project to build the facility, which is run by the state but houses federal immigration detainees, went ahead without first completing an environmental review required by federal law. The groups are seeking a preliminary injunction to stop operations and construction at the center.
In a statement, Alex Lanfranconi, the communications director for Gov. Ron DeSantis, a Republican, noted that detainees would remain in the detention center and that the ruling would have “no impact on
immigration enforcement in Florida.”
“Alligator Alcatraz will remain operational, continuing to serve as a force multiplier to enhance deportation efforts,” Lanfranconi said, calling Williams an “activist judge.”
Williams heard testimony in the case for a day and a half before ruling from
the bench.

has been continued construction activity on the site.
State officials have said they wanted to double the detention center’s capacity to 4,000 detainees by the end of the month. They have argued that construction work and any potential environmental effects from it have been minimal.
The hearing will not be completed until next week because scheduling conflicts kept the state from presenting its witnesses until then. On Thursday, the plaintiffs asked the government to halt construction in the meantime. After government lawyers declined to make such a commitment, Williams heard arguments for and against the temporary restraining order, and then issued the order from the bench.
“It’s a temporary but appropriate pause on any further destruction of a sensitive area, to allow the parties to present their evidence and arguments on the preliminary injunction request,” said Paul Schwiep, the lead lawyer for the plaintiffs.
In June, Williams held James Uthmeier, the state’s Republican attorney general and DeSantis’ former chief of staff, in civil contempt of court for defying her order in another case that blocked enforcement of a provision in a state immigration law. Uthmeier has appealed.
The environmental case is one of two filed in federal court against the detention center. The other relates to due process for detainees and immigration lawyers’ access to their clients.
Lawyers for the Department of Homeland Security have tried to distance themselves from the detention center by arguing that its location and operations are the state’s responsibility.

President Donald Trump treats facts in the same way that he treats people: He expects them to line up in support of his goals, and if they don’t, he seeks to get rid of them.
Last week, Trump was confronted by the inconvenient truth that job growth has been in a three-month slump. A more grounded president might have considered whether the data raised questions about his agenda. Trump characteristically insisted that the questions were about the data. He charged that the beige functionaries of the Bureau of Labor Statistics were engaged in a conspiracy to discredit his administration, and he fired the head of the bureau. The firing is so clearly damaging to the credibility of the federal government that it drew objections from some Senate Republicans.
Trump’s allegations against Erika McEntarfer, the longtime public servant whom he summarily fired, have no foundation in reality. The government’s monthly report on the labor market is produced by the bureau’s nonpartisan staff. Estimates for different parts of the economy are compiled separately and then pulled together into a national report, which is completed before it reaches the desk of whichever political appointee happens to be running the bureau. Experts, including past leaders of the agency nominated by presidents from both parties, said that it was effectively impossible for the bureau’s leader to manipulate those numbers.
One kernel of comfort is that McEntarfer’s departure won’t necessarily prevent the agency from continuing to produce reliable data. At the very least, we may hope that if the administration seeks to influence future jobs reports, some of the people responsible for producing the data will have the courage to speak out and tell the public.
But there is no doubt that Trump’s actions will cast a shadow over the rest of the government that he leads. Public servants must now do their work while fearing that they may be fired merely for producing information that displeases the president. Trump is also making it harder for the government to obtain information, as people and businesses asked to respond to questions now have reason to doubt whether the answers will be accurately reported.
The president says that he fired McEntarfer because he wanted to preserve the integrity of federal data. The reality is that Trump’s actions will create the very problem he claims to be fixing. Instead of improving the quality of information gathered and reported by the government, he is sowing doubts about the ability of federal agencies to produce reliable data. And in doing so, he is leaving Americans ever more reliant on whatever he declares to be the truth.
The production and dissemination of reliable information is an important government service. The decisions Americans make, from whether to wear a raincoat to which medicines to take and which investments to make, are often shaped by federal data.
Less appreciated, perhaps, is that data also is necessary for the government to function. As political scientist James Scott has argued, states need standardized and legible information to write good rules and to make good decisions. The original meaning of the word “statistics” is “information about the state.” Without statistics, a state cannot operate effectively. It cannot establish good rules. It cannot make good decisions.
Countries that fudge statistics are basically lying to themselves, and they suffer the consequences, as Ben Casselman documented in a recent analysis. Greece understated its fiscal deficits for years, even prosecuting an official who insisted on reporting the actual figures — lies that contributed to a crippling debt crisis beginning in 2009. Argentina became so well known for undercounting inflation that investors were left to assume the worst, driving up the country’s borrowing costs. Authoritarian regimes have long published rosy data that conceals and deepens the immiseration of their populations.
The Trump administration, blind to this history, is engaged in an increasingly wide-ranging effort to erase data or to prevent the collection of new data that contradicts its political agenda. It has proposed to defund the Hawaiian observatory that has measured the rise of carbon dioxide in the atmosphere since 1958. It shut down a national database created to track misconduct by federal police officers. It removed from the website of the Centers for Disease Control and Prevention the results of the Youth Risk Behavior Surveillance System, a long-running study of adolescent behaviors — including sleep, sexual activity and substance abuse — and then, after a court blocked the decision, reposted the data with a note insisting that much of it wasn’t accurate.
One of Trump’s most powerful political techniques is to seize on problems as the justification for his destructive policies. There is a long history of politicians grumbling about the inaccuracy of the monthly government jobs report because it is usually inaccurate. It’s a first estimate, a rough cut, a best guess that is typically published on the first Friday of the following month. The agency updates that initial estimate as it obtains more and more accurate information; since 1979, when the agency started quantifying its mistakes, the first guess has been off by an average of 57,000 jobs.

That’s a lot.
Kevin Hassett, the director of the president’s National Economic Council, sought to justify the president’s actions on the Sunday talk shows by arguing that the bureau’s mistakes show “partisan patterns.” But Hassett, like his boss, offered no substantive evidence for this calumny. The beauty of data is that everyone can examine the same set of information, and there is no pattern of political bias in the agency’s revisions. Indeed, Ernie Tedeschi of the Budget Lab at Yale calculates that the only clear pattern is that the initial estimates have become more accurate over time.
A president concerned about the quality of the jobs data ought to be focused on addressing those problems. Trump, however, isn’t proposing to provide more funding or to improve the agency’s methods. He is not interested in how many jobs the U.S. economy will produce this month. In firing McEntarfer, Trump made clear that he doesn’t want to know the answer.

Luego de un cuidadoso proceso de análisis y planificación, el Municipio ha invertido al momento $589,662 en el proceso.
“Ya en la Escuela Miguel Meléndez Muñoz se instalaron 69 unidades de aire acondicionado, en la Virginia Vázquez Mendoza fueron 40, y 36 en el Centro de Adiestramiento Centro Gabriel Bibiloni. En estas tres escuelas se completaron las labores. Para la la Escuela Emérita León Montessori hay 29 unidades compradas y estamos en el proceso reglamentario de cotizaciones para una subestación eléctrica. Eddie Palmieri, Latin music’s dynamic innovator, dies at 88

Eddie Palmieri, a pianist, composer and bandleader whose contributions to Afro-Caribbean music helped usher in the golden age of salsa in New York City, and whose far-reaching career established him as one of the great musical masterminds of the 20th century — not to mention one of its fieriest performers — died on Wednesday at his home in Hackensack, New Jersey. He was 88.
His youngest daughter, Gabriela Palmieri, confirmed the death, which she said came after “an extended illness.”
From the moment he founded his first steady band, the eight-piece La Perfecta, in 1961, Eddie Palmieri drove many of the stylistic shifts and creative leaps in Latin music. That group brought new levels of economy and jazz influence to a mambo scene that was just beginning to lose steam after its postwar boom, and it set the standard for what would become known as salsa. From there, he never stopped innovating.
In the 1970s, Palmieri roped salsa into conversation with jazz, rock, funk and even modern classical music on a series of highly regarded albums, including “Vamonos Pa’l Monte” and “The Sun of Latin Music,” as well as with fusion band Harlem River Drive. He also teamed up with thoroughbred jazz musicians — Cal Tjader, Brian Lynch and Donald Harrison among them — making essential contributions to the subgenre of Latin jazz.
Palmieri’s fundamental tools, he once said in an interview, were the “complex African rhythmic patterns that are centuries old” and that lie at the root of Afro-Cuban music. “The intriguing thing for me is to layer jazz phrasings and harmony on top of those patterns,” he said. Explaining where he got his knack for dense and dissonant harmonies and his gleefully contrarian sense of rhythm, he cited jazz pianists like McCoy Tyner and Thelonious Monk as inspirations.
But art historian and critic Robert Farris Thompson, writing in 1975 about the emergence of salsa, noticed other influences as well. “He blends avant-garde rock, Debussy, John Cage and Chopin without overwhelming the basic Afro-Cuban flavor,” he wrote of Palmieri. “A new world music, it might be said, is being born.”
Juan Flores, a scholar of Puerto Rican culture, wrote in “Salsa Rising: New York Latin Music of the Sixties Generation” (2016) that Palmieri had been “the pioneer and prime innovator” driving the “cultural movement” that was salsa music.
For his part, Palmieri was never fond of the word “salsa.” He described his music in terms of its roots: “Afro-Cuban,” he said in a 2012 interview with the Smithsonian Oral History Project. Through the participation of Puerto Ricans and Nuyoricans like himself, he explained, it had become “Afro-Caribbean. And now it’s Afro-world.”
By the end of his life Palmieri was a highly decorated statesman in both jazz and Afro-Latin music. In 2013 he was named a Jazz Master by the National Endowment for the Arts and a received Lifetime Achievement Award at the Latin Grammys.

Palmieri considered himself an ambassador of New York’s working-class and Puerto Rican neighborhoods, where he’d grown up playing stickball and dishing out egg creams at his father’s ice cream parlor. An ambassador, sure — but he could hardly be accused of acting like a diplomat: He lived by his own code, tangling often with music executives or institutions he found to be unfair or dealing in unsavory methods. That could mean confronting one of the most mobbed-up executives in American music over unpaid royalties.
“You’re getting attacked constantly, one way or the other: fights with the promoters, fighting with the record labels,” Palmieri said. “So I went through all of this.”
For years he refused to pay taxes to the Internal Revenue Service, embracing the view of Henry George, an iconoclastic political economist whose ideas Palmieri had studied, that income tax was a legalized form of robbery.
Palmieri later used his eminent reputation to agitate successfully for greater inclusion of Latin music at the Grammys. The winner of eight trophies himself, he served for years as a member of the Recording Academy’s New York board of governors, helping to shepherd the creation of the best Latin jazz album category in 1995.
When that category was eliminated in 2011, he wrote a letter accusing the academy of “marginalizing our music, culture and people even further.” The category was reinstated the next year.
But it wasn’t just a reputation for resistance that earned Palmieri the nickname “the Madman of Salsa.” He looked the part onstage, sometimes jagging the piano keys with el-
bows and forearms, lunging and crying out, broadcasting catharsis.
The pianist who proudly described himself as a “Puerto Rican of Italian descent, born in a New York Jewish hospital, who composes and plays Afro-Caribbean music” was born Eduardo Palmieri on Dec. 15, 1936, in New York. He was the second of two sons of Isabel Palmieri Maldonado, a seamstress, and Carlos Manuel Palmieri, a radio and television repairman. Both were from Ponce, Puerto Rico.
When Eddie was 5, his family moved to the South Bronx, where his father opened a candy store and ice cream parlor in a heavily Puerto Rican neighborhood. Young Eddie got to name it: the Mambo.
The shop became a hangout for young musicians, and while he was serving up sodas, Eddie also controlled the jukebox, playing the latest hits by Tito Puente, Tito Rodríguez and Machito, the city’s leading Latin bandleaders.
When Eddie began studying the piano at age 8, his brother Charlie, nine years his senior, was already playing it professionally. Charlie went on to study at Juilliard and joined Tito Puente’s orchestra on his way to becoming a popular bandleader himself.
The brothers would collaborate frequently until Charlie’s death, of a heart attack, in 1988. In 2014, partly thanks to Eddie’s advocacy, New York City declared the corner of East 112th Street and Park Avenue, where the brothers had grown up, Charlie Palmieri Way.
In addition to his daughter Gabriela, Eddie Palmieri is survived by three other daughters, Renee, Eydie and Ileana; a son, Edward Palmieri II; and four grandchildren. His wife of 58 years, Iraida (González) Palmieri, died in 2014.
Palmieri joined Cuban singer Vicentico Valdés’ ensemble in 1956, the same year he married Iraida González, who would be by his side for the next 58 years. He spent the first two years of their marriage in Tito Rodríguez’s orchestra, a mainstay at the Palladium Ballroom, the heart of New York’s mambo scene.

to put together his own ensemble. He called the band La Perfecta.
Invited by producer Al Santiago to record for his influential Alegre label, Palmieri convened a series of recording sessions.
The album, “Conjunto La Perfecta,” became the talk of New York City north of 96th Street, and then a landmark in Latin music, perhaps the closest thing there was to an opening bell for the salsa movement.
La Perfecta released a second album in 1963: “El Molestoso,” whose title translates loosely as “the nuisance.” Palmieri proved a crafty nuisance that year when the Palladium’s management was refusing to hire La Perfecta. He booked himself gigs at a dance hall across the street and stood outside before shows, daring concertgoers on their way to hear Tito Puente or Tito Rodríguez to come check out La Perfecta instead: “Not there, folks! Over here, folks!”
He wore down the ballroom’s management, and La Perfecta was booked for an extended run at the Palladium. The band played until the ballroom’s closing night in 1966.
The dancers at the ballroom were known to be as formidable as the bands, and Palmieri came to see the couples that swung about the floor as “the enemy” in a war of attrition. “Who’s going to knock who out?” he said in a 2012 interview, remembering his approach. “When I come and play ‘Azúcar,’ the word would spread: If you intend to dance this composition, wait till after the piano solo because you’ll never make it!”
The track was released on the LP “Azúcar Pa’ Ti” in 1965, the same year as Bob Dylan’s “Like a Rolling Stone”; both played a part in challenging the time constraints of commercial radio. Clocking in at 8 1/2 minutes, “Azúcar” became a hit, and listeners called in to complain if disc jockeys didn’t play the whole thing.
In 2009, the track was added to the National Recording Registry as a landmark of American culture.
Palmieri, who took classes part time at the alternativeminded Henry George School of Social Science, was among the first major salsa artists to put strong political messages in music. In 1969, soon after disbanding La Perfecta, he released “Justicia,” one of his most lasting and ambitious albums, with vocalists Ismael Quintana and Justo Betancourt delivering melodic chants over a large ensemble’s hard-charging salsa arrangements, flights of avant-garde improvising and “West Side Story” balladry.
Palmieri never stopped performing and recording. In his last decades he split his efforts between a Latin jazz octet; La Perfecta II, a revival of his original band; and the
full-size Salsa Orchestra, featuring vocalist Hermán Olivera. With his spongelike memory and curious, critical mind, he also never stopped seeking out knowledge of the roots and shoots of his music.
As he told the Smithsonian in 2012, “I try constantly to get even more information,” and to pass it on to the public. “Whenever I am able to relate, I do, because it’s so important, our genre. I love it so much. It put the world to dance.”

Large trade seen behind US Treasury yield spike that fueled speculation
Aspike in U.S. Treasury yields across the curve in the late morning on Wednesday caused speculation about what was behind the move, and by Thursday greater consensus emerged among market sources that it was triggered by a large trade.
Some traders on Wednesday suggested it could have been a technical error, while others said it may have been due to an interest rate hedge for a corporate bond issue. One U.S. rates trader said the sudden surge in yields may have been due to a “fat finger” mistake, or a typing or input error in the futures market. U.S. Treasury yields on two-year notes to 30-year bonds jumped, caused by what could have been massive selling in the futures market, analysts said.
However, Bhas Nalabothula, head of U.S. Institutional Rates at electronic trading platform Tradeweb, said the yield spike was the result of a large transaction.
“We saw that there was a large pricing in the marketplace – it was not a fat finger incident – and we did see elevated volumes during that time period in our wholesale business,” he said on Thursday.
The U.S. 10-year yield jumped to 4.282%, from 4.225%, or a six-basis-point rise in five minutes, a sharp increase for such a time span.
A U.S. rate strategist speculated on Wednesday that the spike could be attributed to a “rate lock” going through ahead of a corporate bond issue. Wall Street dealers typically look to lock in borrowing costs for deals that they underwrite. As part of that process, a dealer sells Treasuries or Treasury futures, typically in large size, as a hedge to lock in the borrowing cost on the bond issue before the deal is completed.
Tom di Galoma, managing director of rates and trading at Mischler Financial in Park City, Utah, said on Wednesday there was market speculation that someone sold 80,000 contracts in 10-year bond futures, after intending to sell 8,000, after which the trade was speculated to be canceled. “Selling of 80,000 in 10-year futures is massive. It’s like 20 times the size of a normal transaction,” di Galoma said, noting that the average size of 10-year future sales is about 5,000 contracts with a maximum of around 20,000 contracts.
He estimated that the sale of 80,000 contracts was
equivalent to between $8 billion and $10 billion, a large sum for one transaction in the $27 trillion U.S. Treasury market.
The episode happened as dealers and hedge funds began hedging for Wednesday’s $42 billion 10-year Treasury note auction. The auction was poorly received and Wednesday’s late morning incident in the futures market could have contributed to the weak outcome.
“We did have volatility early in the day when we had that big spike due to a large selling in the futures market,” said Jan Nevruzi, U.S. rates
He said that might have caused buyers to pull back at the auction.
Wall Street and global stocks rose on Thursday, as Apple’s domestic investment push, dovish noises on interest rates and a generally upbeat earnings season trumped chip stock hits and the arrival of the U.S. tariff day.

Netanyahu says Israel wants to take military control of all of Gaza

Israeli Prime Minister Benjamin Netanyahu said Thursday that Israel planned to take control of all of the Gaza Strip, bucking the advice of the Israeli military and warnings that expanding operations could endanger the hostages being held there and kill more Palestinian civilians.
Netanyahu made the comments in an interview with Fox News before a security Cabinet meeting Thursday to discuss a proposal to expand military operations in Gaza. They came as talks to achieve a ceasefire and the release of the hostages have hit an impasse, with Israeli and Hamas officials blaming each other for the deadlock.
When asked whether Israel would take over all of Gaza, he responded, “We intend to.”
Netanyahu said the move would “assure our security,” remove Hamas from power and enable the transfer of the civilian administration of Gaza to another party.
“We want to liberate ourselves and the people of Gaza from the awful terror of Hamas,” he said in an excerpt from the interview, without providing details on any planned operation.
The prime minister, however, suggested Israel was not interested in maintaining permanent control over the entire enclave. “We don’t want to keep it,” he added. “We don’t want to govern it. We don’t want to be there as a governing body. We want to hand it over to Arab forces.”
In the excerpt published by Fox News, Netanyahu offered few specifics about his plan. Some analysts have said that he has threatened to widen the offensive to compel Hamas to offer concessions in the ceasefire negotiations.
Hamas, in a statement Thursday responding to Netanyahu, said his comments “represent a clear reversal of the course of negotiations and clearly reveal the true motives behind his withdrawal from the final round.”
Even if the Israeli ministers in the security Cabinet vote in favor of seeking to take over the remainder of Gaza, it could be days or weeks before Israeli soldiers begin pushing deeper into the territory.
The Israeli military has said that it has conquered about 75% of Gaza. The coastal strip stretching from Gaza City in the north to Khan Younis in the south is the main area outside Israeli control. Many of the 2 million Palestin-

ians in Gaza, including those displaced from their homes in the territory, have squeezed into tents, makeshift shelters and apartments in those areas.
Israel’s expansion of military action would be in defiance of many other countries urging an end to the nearly two-year war in Gaza. In recent weeks, Israel has come under growing pressure from some long-standing allies to do more to address a hunger crisis in the enclave.
The Israeli military’s chief of staff, Lt. Gen. Eyal Zamir, has pushed back against the potential plan, according to four Israeli security officials, who spoke on the condition of anonymity to discuss sensitive issues. He has shared concerns about the exhaustion and fitness of reservists and about the military becoming responsible for governing millions of Palestinians, they said.
The military leadership would prefer a new ceasefire instead of ramping up fighting, according to three of the officials.
In earlier stages of the war, Netanyahu and the Israeli military clashed about strategy. But the latest episode appeared to be the most significant showdown since the government appointed Zamir in February.
At the time, members of the governing coalition hoped that he would be more closely aligned with their approach than his predecessor. In recent days, however, he has been criticized by some supporters of the government.
The Israeli military released comments made by Zamir on Thursday in which he said “the culture of debate” was “a vital component of the IDF’s overall culture — both internally and externally,” referring to the Israel Defense Forces.
“We will continue to express our position without fear,” he added. “That is the expectation we have of our commanders as well. The responsibility lies here, at this very table.”
The military believes it could seize the remaining parts of Gaza within months, but setting up a system similar to the one it oversees in the Israeli-occupied West Bank would require up to five years of sustained combat, three of the security officials said.
On Tuesday, Netanyahu’s office said in a statement that the Israeli military would carry out any decision made by the security Cabinet.
Members of Israel’s opposition and the families of the hostages held by Hamas and Palestinian Islamic Jihad in Gaza have cau-
tioned against expanding the military operation.
“Conquering Gaza is a bad operational idea, a bad moral idea and a bad economic idea,” Yair Lapid, the leader of the parliamentary opposition, told reporters Wednesday after a meeting with Netanyahu.
The families of hostages worry that extending Israeli control could lead the military to inadvertently kill their loved ones or Hamas to execute them.
About 250 people were taken hostage during the Oct. 7, 2023, Hamas-led attack on Israel, and more than three dozen hostages have been killed while in captivity, according to an investigation by The New York Times. Israeli authorities have said that up to 20 hostages in Gaza are believed to be alive. The bodies of 30 others, they say, are also being held in the territory.
“Hamas is a brutal terrorist organization, and they’ll kill hostages if the military comes near them,” said Elhanan Danino, whose son, Ori, was killed by his captors a year ago when Israeli soldiers were operating near a tunnel in southern Gaza in which he was being held.
“Every moment they are being held there — being starved — puts their lives at risk,” Danino added. “I don’t want to see other hostages die the same way our son did.”
For Palestinian civilians, the possibility that Israel could escalate its operation has heightened fears that many more residents could be killed and that their already miserable living conditions in Gaza could become worse.
“They’re talking about occupying areas that are packed with so many people,” said Mukhlis al-Masri, 34, who was forced to leave his home in northern Gaza and is now in Khan Younis. “If they do that, there will be incalculable killing. The situation will be more dangerous than anyone can imagine.”
On Sunday, al-Masri said that his brother, brother-in-law and four nephews and nieces had been killed and that his sister had been seriously wounded when a school-turnedshelter was bombed in Khan Younis. He said that he was staying in a tent near Al-Nasr Hospital in the city to be near his sister, who is in the intensive care unit there.
The Israeli military asked for more information about the bombing but did not provide further comment. The military has said that its strikes target militants and their weapons infrastructure in Gaza and has stressed that Hamas has embedded itself in civilian spaces.
Italy approves bridge project to link Sicily to the mainland

After 50 years of proposals, and numerous fits and starts, the island of Sicily will finally be linked to the mainland of Italy — if all goes as planned this time.
The Italian transport and infrastructure minister, Matteo Salvini, announced Wednesday that the government had approved a project to build a 2-mile bridge that would connect Sicily to the mainland. The project is expected to cost about $15.6 billion, he said, adding that “the goal” was to start preliminary work and expropriate homes in September or October — with a projected completion date of 2032-33.
It would be the longest single-span suspension bridge in the world, handling both road vehicles and trains, and would link the towns of Messina in Sicily and Villa San Giovanni in Calabria.
“I am absolutely proud of the work we’ve done so far,” Salvini told reporters at a news conference, describing the bridge as a “public work that has no precedent in the world.”
In 2011, a less costly project to build a bridge was canceled by Italian lawmakers because of concerns over its price tag — about $5.5 billion at the time — and whether it was needed. In 2023, Prime Minister Giorgia Meloni’s government revived plans for its construction, and on Wednesday a government planning committee approved the project.
In March 2023, the Italian government decreed that the bridge should be considered a “fundamental infrastructure” that could be used to move military equipment and troops, given the “important NATO bases in southern Italy,”
filed lawsuits with regional and national courts, and have called on oversight institutions to closely examine the project and ensure it is legally, financially and constitutionally sound.
This year, the Italian General Confederation of Labor, the country’s largest union, wrote to the European Commission, the executive arm of the European Union, with concerns about the project, citing “serious technical, environmental, regulatory and social-critical issues.” The union demanded that the commission review the project; the commission has not yet responded.
Critics also pointed out that the bridge would be built in an area prone to earthquakes. In 1908, a devastating quake struck Messina, killing about half the population when 90% of the city’s buildings collapsed.
Fears have also been expressed about organized crime groups becoming involved in the project through dummy companies. The two regions involved, Sicily and Calabria, have deeply rooted local mafia cultures.

Salvini said Wednesday that it would be up to the Italian economy and defense ministers to determine whether the cost of the bridge could be part of the commitment approved by NATO allies in June to raise military spending to 5% of their national income by 2035. Of that, 1.5% should be spent on “militarily adjacent” projects, like improved roads and bridges.
“They will decide what determines an increase in military spending,” he said of the two ministers, adding that he hoped the bridge would never have to be used for military reasons.
A representative for each ministry said nothing had been decided yet.
Webuild, the Italian
company heading the consortium chosen to construct the bridge, said in a statement that it would be a “catalyst for investment in southern Italy,” generating jobs in an area where unemployment is double the national average — 13% compared with 6.5%.
Opposition parties contend that the plan will squander public funds. Residents on both sides of the strait of Messina have voiced concern about changes the bridge will bring to their neighborhoods, and environmental groups say they fear its effect on the area’s flora, fauna and overall ecosystem, including bird migration routes.
Whether opponents can delay or stop the project remains to be seen, but on Wednesday, activists said they were willing to ratchet up the fight a notch.
“We will continue to defend our land in any way possible,” said Aurora Notarianni, an environmental lawyer.

The project requires approval by Italy’s Court of Auditors, which is responsible for auditing how public money is managed and spent.
According to Webuild, the life span of the bridge is 200 years. For a mere 200 years, “they are going to destroy an area that has existed for thousands of years, creating a unique ecosystem,” said Notarianni, the environmental lawyer.
Staggering US tariffs begin as Trump widens trade war

President Donald Trump’s punishing new tariffs on more than 90 countries snapped into place after the stroke of midnight Thursday, the latest escalation in a global trade war that has started to exact a toll on the U.S. economy.
Few of America’s major trading partners were spared under Trump’s updated slate of duties, which together have sent the average effective U.S. tariff rate to its highest level in nearly a century. In the hours before the import taxes took effect, the president signaled there would be more to come, as he doubled down on a strategy that has driven up prices, constrained growth and spooked consumers and businesses around the world.
Trump announced the new rates in a series of executive orders he signed last week, some of which formalized the preliminary trade agreements that he had reached in recent days with the European Union and other countries. The president has long maintained that these levies would help reset trade relationships that he deems unfair, raise new revenue for the U.S. government, spur more U.S. manufacturing and achieve other goals.

Trump’s tariffs have indeed helped generate money — roughly $152 billion through July, recent data show — while global financial markets Thursday generally shrugged off the renewed trade brinkmanship. But the president’s policies have not been without consequence. A growing number of businesses have warned recently that they may no longer be able to absorb the rising costs of imported components and supplies.
As a result, prices have started to climb, with the latest monthly measure of inflation showing that appliances, clothing and furnishings had become more expensive. The economy has grown, but only at an anemic pace, and some analysts predict little improvement through the remainder of the year. The labor market has experienced its own strains, with hiring sharply slowing in July.
Olu Sonola, the head of U.S. economic research at Fitch Ratings, said the economy was just “starting to see” the effects of the tariffs that Trump announced in the spring, adding that with Trump’s newest duties now in place, Americans would “see that magnified” in coming months.
The tariffs start at 15%, targeting imports from countries including Bolivia, Ecuador, Iceland and Nigeria. Others, like Taiwan, have a 20% tax applied to items sold to U.S. buyers. Trump also imposed a much higher 50% tariff on some goods from Brazil. He has cast it as punishment for Brazil’s decision to prosecute his political ally Jair Bolsonaro, the country’s former president, for seeking to stay in power after losing an election.
And on Wednesday, Trump said he would raise tariffs
on India to 50% by late August for buying Russian oil. The president has signaled he could impose similar penalties on other countries, as he looks for ways to use trade policy to pressure Russia into halting its war against Ukraine.
In general, the new round of duties does not apply to foreign goods that have been loaded onto ships just before Thursday. Those products in transit won’t be subject to new taxes so long as they enter the United States before early October, perhaps opening the door for importers to amass more inventory before the steepest rates cut into their bottom lines.
Many smaller countries’ exports have faced 10% tariffs since the president first announced, then suspended, his initial tranche of policies in April. Other have staved off eyewatering rates after brokering deals with the United States that set their tariffs generally between 15% and 20%.
That includes the 27-member European Union, as well as Japan, South Korea and Vietnam. Each of those governments promised to open its market to U.S. goods, and in some cases they pledged to invest billions of dollars in American industries. But the exact terms of those deals remain murky.
Separately, Trump imposed a 35% tariff on goods from Canada not covered by the existing U.S.-Mexico-Canada trade agreement. The Canadian levies took effect Friday. Similarly high rates have been suspended for Mexico while the two sides keep talking. And duties on Chinese goods remain at 30% under an agreement brokered between the superpowers this year, though the truce is set to expire Tuesday.

Around the world, the mood was decidedly more tense, as foreign leaders scrambled to make sense of Trump’s dizzying array of policies. From Taiwan to Switzerland, some countries scrambled without success to head off punishing tariffs in a last-minute rush of diplomacy.
Others were left to piece together the unresolved details, particularly how Trump would carry out his promise to impose an additional 40% tax on goods shipped through lower-tariff countries, a tactic known as transshipment. The threat loomed especially large over Southeast Asia, raising fears that countries like Cambodia could be punished for the rush of Chinese factories that had set up shop there in recent years to produce goods for sale globally.
But the rates that took effect Thursday are unlikely to be the final chapter in Trump’s expanding trade war, which faces a series of legal challenges in federal courts. He still plans to impose additional tariffs on foreign-made medicines, computer chips and other products.
On Wednesday, Trump said the forthcoming tariffs on semiconductors, which have not been formally announced, would be set at 100%. The president shared his thinking at a White House event alongside Tim Cook, the CEO of Apple, which had pledged to invest an additional $100 billion in the United States. Trump signaled that the taxes may be relaxed on companies seeking to produce more of the critical high-tech chips domestically.

The Double-A Superior Baseball semifinal series will continue this Friday at 8 p.m. with the sixth game in both brackets of the Final Four.
The Juncos Mulos and the Patillas Leones are leading their respective series 3-2 and are one win away from advancing to the final series for the national championship.
In the A semifinal, the Mulos will host the San Sebastián Patrulleros at Mariano “Niní” Meaux Stadium. Left-hander Luis Cintrón will take the mound for Juncos, while Anthony
Borrero will start for San Sebastián.
In the B semifinal, the Leones will visit the Salinas Peces Voladores (Flying Fish) at Manuel González Stadium. Patillas will have left-hander Ryan Muñoz, undefeated in the series, on the mound while Salinas will start right-hander Yadier Rolón. What Trump’s immigration crackdown means for the 2028 Olympics

President Donald Trump is making plans to celebrate the 2028 Olympic Games in Los Angeles, an event that will draw many thousands of people from around the world, even as he makes it harder than ever for foreign visitors to come to the United States.
Trump has imposed a travel ban and visa restrictions on 19 countries, and the State Department has announced a pilot program that would require some foreign visitors to pay bonds of up to $15,000 to secure a visa.
Here’s a look at what Trump’s immigration crackdown means for the Olympic Games.
Will there be exceptions for athletes?
Yes. Athletes competing in the Olympic Games and World Cup (which the United States will host in 2026) are exempt from the travel ban.
The White House has said it will allow into the country “any athlete or member of an athletic team, including
coaches, persons performing a necessary support role and immediate relatives, traveling for the World Cup, Olympics.”
Olympians typically use visas reserved for high-level athletes.
Trump announced a task force earlier this week to make sure there is a streamlined visa processing and credentialing process for foreign athletes, coaches, officials and members of the news media.
Will there be exceptions for fans?
No. Fans from the affected countries will have to abide by the restrictions. The State Department said people who want to come and watch the Olympic Games should apply for visas as soon as possible.
“We encourage prospective foreign travelers who will need U.S. visas to travel to the 2028 Olympics to apply early,” the statement said.
The State Department noted that the travel and tourism sector contributes nearly 10 million jobs to the U.S. economy.
What are the latest restrictions?
Beginning Aug. 20, the United States will begin a one-year pilot program in which travelers from Malawi or Zambia must post a bond ranging from $5,000 to $15,000, determined at the person’s visa interview. The bond requirement applies to travelers eligible for a business or tourism visa, known as a B1 or B2 visa.
As a condition of the bond, all visa holders from these two countries must arrive at and depart from
the United States via Boston Logan International Airport, John F. Kennedy International Airport in New York or Washington Dulles International Airport.
The State Department says the bond will help ensure the travelers do not overstay their visas. The countries were chosen based on their high visa overstay rates, according to data compiled by the Homeland Security Department.
Who is affected by the travel ban?
In June, Trump barred travel to the United States by citizens of Afghanistan, Myanmar, Chad, the Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen.
Trump also imposed restrictions, but stopped short of a full ban, on travel from Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela.
