COMMUNITY NEWS The projected cost of the new library is $37,770,000 and $13,489,000 was supposed to be in the 2024 Capital Budget. Last spring, council approved the proposed architectural design created by DPAI Architecture. They are now working on the final design plans for the building. Tender results should be presented to County of Brant Council in late spring 2024.

While he hopes to see this project unfold in 2024, it’s also a project he predicts could be a huge hurdle for council.

“I don’t look forward to the division in council. I think this (project) has the ability to split my council,” said Bailey.

At the beginning of his second term, one of Bailey’s campaign promises was to continue to lead a united council, and despite some controversial discussions around council table, the temperature in council chambers has remained relatively cool, he said.

That’s a promise he plans to keep in 2024, despite the uncertainty and fiscal restraints facing council in the months ahead.

“I love that council is united and it’s very unique for council and staff to be running so smoothly alongside one another.”

Another campaign platform that he’s delivering on is enhancing communication and public education.

“I take great pride in being transparent. I think the education part is why I came into politics - so people could understand policies and procedures to learn about why and how we make the decisions we make.”

Looking back at 2023, one project Bailey was proud to see come to life was the implementation of public washrooms in downtown Paris – something that’s been in demand for close to two decades. It was unfortunate to find out it was vandalized and set on fire, which was completely unbelievable and disheartening, said Bailey, but “even though it was defeating, what do you do? You fix it up and open it up again. You cannot let them win.”

He's also very proud of the outcome of the new sustainably designed TF Warren Cainsville Community Centre and looks forwarding to welcoming a similar project in Glen Morris very

Bailey closed out 2023 ushering in one of his favourite events of the calendar year – Jingle Bell Night. It was by far his most memorable public appearance, he said.

“At Jingle Bell Night you saw the true essence of Paris and the county. There were hundreds of people there and all you felt was love and peace and joy. When you went into the stores you felt the holidays. It’s just such a festive time of year.”

While Paris’ rapid development is starting to catch up with infrastructure and traffic woes, Bailey said council has learned a few lessons, which they hope will translate to a smoother development in St. George.

“We have nothing but fields to be developed so we can put in extra roads, not putting all the pressure on one road. We can expand the village into something more manageable,” said Bailey.

Growth is unavoidable, and it comes with plenty of growing pains, but Bailey looks forward to the positivity it brings, especially the diversity within the community.

“I am happy with the diversity here. If you can turn the clock ahead 10 years…. it is going to be amazing.”

By Casandra Turnbull The new year is just underway, but all signs are already pointing to a tough road ahead in 2024.

A staff presentation to council during a special meeting on December 21, outlined the first draft of the Long-Term Financial Plan, and it painted a clear picture of the financial strain following years of rapid development. How that translates to taxpayers will be determined in the next couple of weeks as councillors and the mayor begin rigorous budget discussions in conjunction with financializing the Long-Term Financial Plan.

As for organic waste collection (Green Bins) Oakley hopes to see final approval on an organic waste collection program because it is invaluable for reducing greenhouse gas emissions and diverting waste streams.

“Many other municipalities have organic waste collection programs and we need to get with the times.

Not to mention the demand is there, I receive many emails and public comments requesting such a program.”

Q: What do you predict will be council’s biggest hurdle this year, and why?

A: “Our biggest hurdle this year by far will be our budget and the public impact of that budget.” Oakley said council’s Long Term Financial Plan update in December showed some not so promising figures. There’s some serious funding required to keep up with aging infrastructure, growth and downloaded costs. “The hospital project alone and its local funding requirement of a current estimated $130 million is staggering.” Council approved the transfer of $180,000 from the 2023 Community Grants Budget to the New Hospital Project Reserve Fund last year. Another $720,000 is projected to go into the reserve this year.

We need about ten more of these buildings throughout the county, but at $12 to $15 million each, that is a lot for the taxpayer’s pocketbook. We need to find housing solutions that are more efficient to build, and we need nongovernment partners who are willing to work with us to achieve them. This needs to be a top priority.”

Q: Finally, please share your favourite event you attended in 2023 and why?

A: “Many of my favourite events revolve around our wonderful Fire Departments. The Paris crew held a terrific fundraiser to help our friends at Scott’s Family Restaurant as Scott battled Cancer. In the summer I attended the graduation celebrations for the Camp Phoenix program where young women from our community have the opportunity to learn about a career in firefighting. And very recently, I was honoured to attend and present some awards at the year end Fire Services Achievement Awards and Recruit Graduation Ceremony.

These are stellar men and women who give so much to our community.”

COMMUNITY NEWS COUNCILLOR JOHN BELL, WARD 3 PARIS Q: In 2023 council submitted the Official Plan, one of the biggest accomplishments of the year. What will be council’s biggest focus this year and how will it affect residents of Paris?

A: “A better understanding of the financial position of the County of Brant through the development and implementation of a Long Term Financial Plan (a draft of which we received in late 2023). This plan will allow council to make better informed financial decisions and will illustrate our ability to afford (and the pace with which we develop) necessary infrastructure, community facilities and enhanced services.”

Q: What special project would you like to see approved and implemented in 2024?

A: “Typically larger projects are not approved and implemented in a single year. I hope to see an update to the Downtown Paris Master Plan in 2024 with implementation start in 2025. I believe it will transform and revitalize downtown Paris.”

Q: What do you predict will be council’s biggest hurdle this year, and why?

A: “Our ability to afford the many projects and delivery of services we would like to provide. I suspect the 2024 budget will be the most challenging in my 5+ years on council and the impact to property taxpayers will be significant.”

Q: The end of 2024 marks the halfway mark through this new term of council.

Have you accomplished some of your own personal goals and what do you look to accomplish before the end of this term?

A: “I wanted to see a Long Term Financial Plan in place (and we are making good progress). I want to see an exciting, energizing and practical downtown Paris Master Plan implemented before the end of my term. Continuing to manage the growth of Paris as well as we possibly can given the relatively few tools we have to control the pace of growth, which is essentially dictated by the Provincial government.”

Q: In your opinion, what were some of the most important projects of 2023?

A: “The Cainsville Community Centre, commencement of the new Paris Lawn Bowling Clubhouse, which will become also the permanent home of the Paris Senior’s Club, commencement of upgrades to Grand River Street North.”

Bell also hopes the new Joint City / County Shared Services Committee will continue to bring more vital and shared services between Brant and Brantford.

Q: Finally, please share your favourite event you attended in 2023 and why?

COUNCILLOR JOHN PEIRCE, WARD 3 PARIS Q: In 2023 council submitted the Official Plan, one of the biggest accomplishments of the year. What will be council’s biggest focus this year and how will it affect residents of Paris?

A: “Final approval of the County’s Long Term Financial Plan (LTFP) was key as it provides a focus of strategic priorities for the entire County moving forward, but with some higher tax implications for our residents as we invest in long-term projects such as our infrastructure replacement / upgrades. The reality is some of our infrastructure is pushing 70 – 100 years old when it comes to water / waste water / storm sewers; although we have created a multi-year project to address these operational and capacity challenges. Grand River Street North (GRSN) will be redone from Watts Pond Road all the way to downtown (GRSN and William intersection) and will impact the normal flow of traffic within the working areas.”

Q: What special project would you like to see approved and implemented in 2024?

A: “I would like to see the Downtown Master Plan finalized and approved early in 2024, which will allow us to ensure a vibrant, welcoming and robust downtown core. A second project that was recently approved is the completion of the Paris North Fire Hall as this is long overdue and greatly needed. Scheduled to be built in 2024, it will not only allow quicker response for North Paris (Ward2), but will also supplement emergency

Unfortunately, with Provincial legislation, we have encountered significant resistance, but our challenges have resulted in several small wins that have benefited the community. For the remainder of my term, I will continue to keep pressure on developers.

The completion and opening of the TF Warren Group Cainsville Community provided a muchneeded public location for all citizens of the County to gather for group activities and special events. It provides social support, public information, and other purposes.”

Q: Finally, please share your favourite event you attended in 2023 and why?

A: “As always there are many special events that happen across the County each year with the help of many local volunteers.

Although it is difficult to attend them all I was able to enjoy the Paris Fair, the Burford Fair and the St George Apple Fest.”

Gold medal at Lisa Dalpe Memorial Tournament The U11-1 Brant Sports Excellence team emerged undefeated and victorious in the Annual Lisa Dalpe Memorial Hockey Tournament in Paris the first weekend of January.

The team started their first tournament on Friday night against the Ilderton Jets, pulling off a 2-1 win in a close battle. Saturday morning started with a 4-1 win against Georgian Shores and finished with an 8-0 win against West Niagara.

The U11-1 clinched first in the division which resulted in a 7:30 am quarter final against Beverly.

After a 2-1 win, Paris Wolfpack met their local rival Burford Coyotes for the semi-final. Both teams played strong, but the Wolfpack was able to move onto the championship game with a 4-3

win.

With the stands full of friends and family, the Paris Wolfpack met the Ilderton Jets again. After a close first period, Paris scored their first goal with 12 seconds left on the clock. It remained that way until four minutes left in the third where they took a 2-0 lead. The final goal was on an empty net to finish the

game 3-0. With defensive battles won consistently and many saves made by Connor Brittain, Paris ultimately won all six of their games and GOLD on their home ice.

S P O RT S Fifth Ground Entertainment squad undefeated in round robin play The U13 Team 2, sponsored by Fifth Ground Entertainment, started the Lisa Dalpe Memorial tournament off with a 3-3 tie against the Lucan Irish. Saturday was a successful day for the Wolfpack who went on to pull out a 5-1 win against the Barrie Colts Green team and a 3-1 victory against Bayview Wranglers Orange Team.

Those wins placed the Paris Wolfpack second in a pool of six teams, advancing them to the quarterfinals where they faced a tough Burford Coyotes team (and local rivals!).

Paris was up 3-1 at one point but Burford fought back to push the game into overtime. It was an exciting 4 on 4 finish but ultimately Burford moved on to the semi-finals. S P O RT S Highschool Hockey: Girls’ team secures first place with 4-3 win over BCI Paris Panthers Report with George Le Gresley

Three teams, Paris, Assumption and Brantford C.I. are all tied for first place with 4-1 records, making Wednesday’s game against BCI an opportunity for the Panther girls to take first place in the division. Paris opened up the scoring with a beautiful pass from Reese Halliday to Scout Hergott-Leader for a 1-0 lead.

BCI gets the man advantage on a penalty, but with Paris’ tenacious penalty kill, led by Halliday who sores a short-handed goal and Harley Shuart, BCI’s power play rarely leaves their zone. BCI scores and the first period ends with the Panthers lead 2-1.

The only goal in the second period came off Reese Halliday’s stick and the period ends with Paris leading 3-1. The third period’s momentum switched to BCI’s offence, who scored two goals to tie the score at three, with 12 minutes remaining in regulation

PDHS Sports: Boys basketball teams sweep North Park

Halfway through the third quarter the Panthers caught up to their opponents and by the end of the third they had a slim three point lead. The fourth period was a seesaw battle with Panthers nosing out the Trojans with a 62-61 win.

rebounding at both ends of the court and offensively scoring 9 three pointers and the rest going to the rim for two. Leading scorers for the Panthers were Ethan Lewis with 17, Nathan Halliday with 16 and Alec Eder with 12.

During the group’s second giving cycle, Kids Can Fly received $6,935 from 100 People Who Care Brant members. This donation funded the enrollment of 152 local children in the Dolly Parton “Imagination Library Program” for an entire year.

Children in this program receive a free book every month from birth to the age of five, promoting early literacy for kids. Since the program began in 2010, Kids Can Fly Brantford/Brant has mailed over 250,000 books, and over 4,000 children have already graduated.

Common Cents with Jacob Gaudet Canadians know a good thing when they see it. Governmentregistered savings plans, such as the Tax-Free Savings Account (TFSA) and the Registered Retirement Savings Plan (RRSP) offer excellent tax benefits for Canadian residents.

It’s perhaps surprising, then, that there is still some confusion about what each of these plans are for. In fact, over a quarter of Canadians don’t know the difference between a TFSA and an RRSP.3 While there are certainly some similarities between the two plans, it is the differences that are crucial in understanding which plan is the right one for you.

Investments grow without incurring any immediate tax, however, once you withdraw from your RRSP, you must pay tax on that amount. Therefore, it’s taxdeferred: you get a tax deduction when you contribute and the investments grow without tax, but you pay tax on the eventual withdrawals.
