COMMUNITY NEWS Motion to Reconsider New Main Branch Library Project turned down in 6-5 Recorded Vote

By Casandra Turnbull There were some heated discussions in Council Chambers this week all surrounding the fate of the New Main Branch Library project.

It all started on Tuesday during a regular Council meeting. Paris Councillor John Bell presented a Notice of Motion to reconsider a decision made by council in June 2023 to support the new library and Bawcutt Centre design concept/project. Councillor Bell’s reason to reconsider is that council is facing the largest property tax increase in county history, and he can’t justify supporting costs associated with the estimated $38 million capital project, considering the budgetary constraints this year and potentially in the years to come.

“It’s in the best interest of the community and its taxpayers to step back and reconsider the approval to reconstruct a new main branch library in light of growing challenges,” said Bell, when asked by Mayor David Bailey to explain his reason for issuing a Motion to Reconsider, something Bailey said he’s never seen in his six years on council.

COMMUNITY NEWS In a recorded 6-5 vote, council opted not to support the motion to reconsider, meaning plans for the new main branch library would continue to move forward.

To be clear, the vote doesn’t mean the project was given a full green light, but that county staff could obtain final design details and accept tender bids to determine final construction costs – all to be presented to council again for approval.

The resolution asked councillors to reconsider supporting the Main Library and Bawcutt Centre project, its construction and site plan/zoning applications, design concepts, the call to tender for construction, the transition of the Steering Group to Fundraising Committee to begin fundraising efforts and the $13.489 million commitment for funding in the 2024 Capital Budget.

As news spread this week about Bell’s motion to reconsider, many community members rallied to support and save the project. Petitions were drawn up and letters were issued to members of Council and the Mayor. Council chambers was packed with supporters as the afternoon meeting commenced.

A total of six delegates spoke passionately about the project, some who have been involved with plans to transform the Bawcutt centre for over a decade now (one delegate being Barbara Graham, whose parents Jack and Joyce Bawcutt are the building’s namesake), others who sit on the new main branch library steering committee and want to see the project to fruition and some just concerned residents who whole heartedly support the project.

Each delegate spoke with conviction and enthusiasm as they explained why halting the project at this point would be a mistake.

Reasons varied from construction costs that will only continue to rise, to the funds and efforts already put forward to bring the concept to

reality, to the need for arts, culture and community spaces for this growing community. One delegation presented their facts on why the project should not proceed based on costs.

At times the discussion became quite heated and accusatory, prompting the Mayor to intervene and remind some delegates of the facts behind the project and what was supported in the original resolution in June 2023. After two delegates accused council of lack of transparency, holding a special meeting with little public notice in the middle of the day, the County Clerk clarified the reason for the meeting.

With the final budget deliberations taking place that – and a nearly $14 million dollar commitment for the project in the 2024 budget package – it was important to determine if Bell’s motion to reconsider was supported or not, before beginning the final budget package discussions, she said.

When asked by Councillor Howes if cancelling the library project would affect the budget (to potentially decrease the proposed double digit tax hike), Heather Boyd responded with no, because the money budgeted for the library comes from the library’s own reserves and a building fund set up from developer’s fees, which are only used to finance capital projects such as this one.

The day before the meeting, Councillor Bell posted a message on social media to defend his position and clarify that he was not on a rampage to derail the project.

“We were advised that the compound effect of approving the library project and other important capital projects will be to exceed our self-imposed debt limit and we will very quickly reach the limit permitted by the Municipal Act,” Bell stated.

After the delegations wrapped up, the clerk reminded everyone that once the motion was read, there would be no option to debate it further and once the vote was recorded, the decision would be final and could not be revisited for one full year.

Councillors Jennifer Kyle, John Bell, David Miller, Brian Coleman and Christine Garneau all voted to reconsider the library plans.

COMMUNITY NEWS Taxpayers’ opinions: Higher taxes, the new library, roads and infrastructure and transportation among the top concerns

By Casandra Turnbull The Committee of the Whole got a look at the results of the 2024 Budget Public Engagement campaign this past Thursday.

Once the proposed budget is presented, part of the annual budget process requires the County of Brant to collect feedback from the public. That feedback is considered to help council make informed decisions before approving the 2024 budget.

The county collected the feedback through its EngageBrant website from January 5 to January 22. The page recorded a total of 796 visits, of which 230 people took a deeper dive into the information provided beyond the main summary page. A couple dozen individuals engaged in questions and/or provided feedback.

Some of the prevalent key themes included: Concerns about the proposed 10.5% tax increase (accounting for 24% of the feedback), concerns over the new main branch library project (a total of 13% of the feedback), approximately 10% of engagers wondered why the Corporate Strategy Staffing/Budget was so

high and another 10% expressed concerns surrounding infrastructure, particularly roadwork projects.

EDITORIAL I think I speak for most of us who support the library project that is currently in progress, having been discussed, voted on, and approved by a majority of your democratically-elected officials over 6 months ago, when I say that I do not believe he is, “on a rampage against the new library project.”

I do however find the emphasis on “taxpayers” extremely telling, since those of us who have the financial privilege to own property are the ones who stand to benefit the least from libraries. It is my opinion that as municipal taxpayers it is our social responsibility to ensure that at least part of those funds are used for supports like modern, accessible library services for the benefit of the most marginalized people in our community.

As Ward 2 Councillor Steve Howes noted in a Facebook post on January 12, 2024, this project is already subject to appropriate checks and balances: "Before we

can make a final "green light" or "red light" decision on the new library project, we need to finalize construction drawings and obtain real cost calculations." After the motion was defeated, Councillor Bell posted, “I respect the process and the outcome, even though it was not the one that I believe would have better served our community, is now to proceed through detailed design and solicit tenders. The project team, led by an experienced project manager, will then bring the tender results back to Council at which time a go/no go decision will be made,” (Facebook, February 1, 2024).

Since he clearly did understand that due diligence was already built into the original process, it seems to me that Councillor Bell’s aim in bringing forward a motion to reconsider at this time, along with his fearmongering around costs, was to kill the project before it got to the point where he had to counter the actual facts with...well…actual facts. To be

honest, I think that whatever your position on the library project, you should be extremely uncomfortable with a process that - despite the absence of significant circumstantial changes in the interim - allows an elected official to trigger a new vote on a motion they previously lost. I don't often use the term "slippery slope," but in this case....

I was very pleased to see the community pull together over the last 48 hours to engage with councillors, call, email, post, and produce 7 very well researched and presented delegations to yesterday's emergency meeting and was even more pleased with the outcome. Good work all around, County of Brant!

By Chris Whelan Tim Hortons is offering its annual Special Olympics Donut from February 2-4, with 100% of the proceeds going to Special Olympics Canada. The Special Olympics Donut is a delicious chocolate cake ring donut with white fondant, colored sprinkles, and whipped topping. This year, the donut's design was inspired by the themes of diversity and inclusion that are central to the Special Olympics mission.

Local athletes in Paris, Ontario, will showcase their talents this Sunday, February 4, 2024, as they lend a creative touch to the special Olympic donuts at Tim Hortons, located at 151 Dundas St, East. The event aims to shine a spotlight on the abilities of these local athletes and promote the upcoming Special Olympics. By

getting involved, Tim Hortons and the community of Paris, Ontario, are not only indulging in delightful treats but also demonstrating their support for our local athletes.

Tim Hortons has been partnering with Special Olympics Canada for five years, and they are proud to continue their support. The funds raised from the sale of the Special Olympics Donuts contribute to community sport programming and competition opportunities for over 42,000 athletes nationwide.

With a heart full of gratitude for the memories and support she received throughout her journey; Julia bid farewell to her role as the custodian of a place that holds a special spot in the hearts of Parisians.

To commemorate this milestone, customers were invited to join Julia on Wednesday for a final farewell celebration, where they were treated to a delectable surprise - a free mini cheesecake on the house. The sweet gesture exemplified Julia's appreciation for the patrons who made her business a thriving success.

PARIS — The iconic bakery that has long been a symbol of downtown Paris is undergoing yet another change in ownership.

Ironically, the first bakery in the area was established in the 1920s known as Chittenden's Bakery, who made the switch from confectionary since 1905 to a bakery in 1920. It operated in the same location that originally housed the first Paris Library. S P O RT S The Cup returns to Ayr during friendly rivalry spiel between Paris & Ayr Last weekend members of the Paris Curling Club participated in the 7th Annual P'Ayr'is Cup the annual 2-day challenge between the Paris and the Ayr Curling Clubs. Each club brings a roster of 32 players, and a Club Coach who divides those players amongst teams to compete across many different game formats. This year the friendly bonspiel included regular games, tankard style, skins, and doubles games. After Paris won the 2023 iteration, club members headed to Ayr with big targets on their backs, and the Ayr contingent came out pressing hard to take back the Cup. This year, the Paris team was composed of a handful of experienced curlers as well as some newer members who came together to represent the PCC and to try and defend the title. While some of our players worked through figuring out the ice (after all, for many of them this was the first time curling somewhere other than the PCC), and how to gel with their new teammates, the Ayr folks came out swinging (actually, sweeping). They got out to an early lead that they would never surrender and would end up winning the 2024 P'Ayris' Cup challenge.

Paris Figure Skating Club members competed at various competitions last weekend, bringing home some hardware and qualify results. Hope and Emily helped the Synchro team bring home Gold for the Pre-Novice crew at Steel City Synchro, Janine and Maggie were fourth in the Pre Novice level in Plattsville and Sam finished fifth at the Novice level of Ice Ignite, qualifying her for Nationals. Congratulations everyone!

Soggy start to our first Snowbird winter Tired of winter already? Dreaming of sunnier days? If you can’t make the escape this winter, travel with Paris resident Karon Sinning as she takes us alongside her first snowbird travels to the sunshine state and shares her adventures. It was a soggy start; however, the rain didn’t dampen her spirits as she set out to explore all Florida has to offer. The Paris Independent will publish snippets of her winter travels each week The end of December saw Roy and I heading off together on a new adventure as first-time snowbirds towing a trailer to Florida!

While the trip down was largely uneventful, it was long. We weren’t sure if we could park our trailer at the hotels for overnight accommodation, but quickly discovered it wasn’t a problem.

Camping in the northern states isn’t really possible in late December and would be uncomfortable at best. We were grateful we could stay at a hotel for a couple nights.

Roy is a former truck driver, so he knew exactly how to handle the new truck and trailer. Even through the hills of Tennessee there were no tense moments.

Traffic in certain places was very heavy.

The most notable stops were Knoxville, the southside of Atlanta and Ocala Florida. We had planned to arrive at Pioneer Creek RV Park about 4 pm, but due to stopped traffic in Ocala we were closer to 6 pm. The office at the park closes at 5 pm but we were told there was a spot in front of the office to park overnight. When we arrived, there was already a trailer in the spot we’d been told to use! A quick call to the manager's number brought Kim and Todd to our

They couldn’t have been more helpful. It seems a new person on the desk had told the other people that the front spot was first come, first serve; after we’d been told to use it. Once they found out Roy was a truck driver, they took us directly back to our site and helped get us situated. This was much better than staying the night up by the busy road.

The park we chose is called Pioneer Creek RV Resort. It’s in Bowling Green, Florida. A bit southeast of Orlando, not too far from Legoland. We looked at a list of places and chose this one for a few reasons.

T R AV E L C O L U M N Firstly, it is away from most large tourist areas and central to both coasts. The bigger cities, Tampa and St. Petersburg are about an hour and a half east of us. Orlando is a little closer.

Secondly, the park has classes for residents that are not typically found in these types of communities, woodworking, metal shop and stained glass. Of course all other typical activities are also here. I have enjoyed art class, playing cards and completed a stain glass project. All very enjoyable. Next up is aqua fit and bocce ball. Roy is going to try the metal working class, as it mostly involves cars.

The people in this park are very friendly. We have met several people, including a group from Ontario. Roy even grew up in the same area of Kitchener as one guy.

Definitely a small world.

Yesterday, a friend of Roy’s who has wintered in Florida for 18 years arrived at the site beside us for a week. This should be fun!

Everyone here comments on the cold weather they are having.

Definitely needed a sweater for a day or two. Also, I almost had to put socks on one day! Generally, the temperature has been in the high teens and low twenties.

We’ve had sunbathing days and torrential rain for 6 hours one day.

T R AV E L C O L U M N On our first day of no rain, with sunshine when we got to the coast, we ventured south of Tampa on the Gulf of Mexico. The Tampa Electric Company (TECO) has established a sanctuary for manatees. As a byproduct of generating the electricity, TECO discharges vast quantities of hot, clean water into an estuary of the Gulf, which is adjacent to the power plant. During the colder months, manatees are drawn here for the warmth. The waters are about 87F. This is a very family oriented activity. Parking and entry to the park are free. There is a very nice observation deck area, with a cart manned by very knowledgeable staff who provide information on the manatees. It was very pleasant chatting with these ladies and my takeaway was that manatee bones are very heavy.

Also known as sea cows, they offered a comparison between a cow and manatee bones. The manatee’s bones were significantly heavier, which helps to keep them submerged. They can sleep on the bottom of their habitat for up to 2 hours. Viewed from the deck, manatees strongly resemble a very large, floating baked potato.

Hours at the site are from 10 am to 4 pm. Even though it as during the week, it was a pretty busy place.
