The community came together to honour this remarkable milestone in the life of a woman who has dedicated herself to the betterment of Paris and its residents.

COMMUNITY NEWS Moreover, the Bawcutts have been dedicated members of the Paris Presbyterian church since they first arrived in Paris in 1956.

One of Joyce Bawcutt's recent notable moments was when she became the first person to register for the Paris Women's Missionary Society (WMS) Auxiliary's first open meeting, which was held earlier this year. The event, a Valentine's Tea, saw each member bringing their teacup and tea bag, with hot water provided.

Joyce's enthusiasm and commitment to community engagement were evident as she eagerly signed up for the event at the age of 99.

As a testament to their enduring legacy, the soon-to-be-restored old Paris town hall has been aptly named the Bawcutt Centre in honour of Joyce and Jack Bawcutt. Joyce Bawcutt: Celebrating a Century of Love, Resilience, and Community Spirit

Joyce Bawcutt's life is a testament to the enduring power of love, unwavering dedication, and community service. Born on December 9, 1923, in London, England, she became an integral part of the remarkable love story she shared with her husband, Jack Bawcutt, for over 80 years. Their story is closely intertwined with the history of Paris, Ontario, where their impact on the community is still felt today. Jack Bawcutt, a former Mayor of Paris, was a wellknown and cherished figure in the town. The Bawcutt Centre, formerly the Old Town Hall, stands as a tribute to the Bawcutts, named in their honour by their daughter Linda Schuyler a major benefactor for its restoration.

As a teen, Jack displayed strength and compassion during World War II, volunteering as an air-raid warden in London, providing solace and protection to his fellow citizens. It was during this tumultuous time that he met Joyce Wood-Gaines, and their hearts immediately connected, setting the stage for a love story that would span decades.

By Chris Whelan The Paris Seniors Club 99, established in 1962, has been a cornerstone of the community, providing a welcoming space for seniors in the County to engage in various activities, programs, and social events. With a dedicated group of board members and a diverse range of offerings, the club has become a hub for fostering connections, promoting well-being, and ensuring that seniors lead fulfilling and active lives.

As a non-profit registered charity, they rely on the generosity of individuals like the members of "100 People Who Care Brant" to sustain their mission and continue providing an enriching environment for their participants.

"Our goal at Crossing All Bridges Learning Centre is to create a welcoming and inclusive community where individuals with varying developmental abilities can embrace a love of life, a love of learning, and lifelong friendships," says Michelle Drake, the passionate Executive Director.

The contributions made by "100

People Who Care Brant" and their combined financial support have played a vital role in supporting the center's daily programs, program enhancements, acquiring accessible equipment, and creating new innovative community experiences.

As a local giving circle comprised of like-minded individuals, "100 People Who Care Brant" aims to ensure their donation dollars directly benefit community programs. They also provide a platform on their Facebook page, inviting members to share fundraising events and information about local charities, thereby raising awareness and encouraging others to contribute.

COMMUNITY NEWS Fewer planning applications in 2023 compared to last three years County of Brant staff presented a report to the Planning and Development Committee on Tuesday highlighting the year in review and giving councillors a picture of what affected development in 2023 and what will drive it in 2024. Below is the executive summary and background taken directly from the report, presented by Mat Vaughan, Director of Development Planning.

The 2023 County of Brant development year has provided many opportunities and challenges including the implementation of various new planning legislation (Bill 109 and Bill 23) to encourage more homes to be built faster in Ontario.

Recently, the development industry has also experienced rising housing interest rates which has brought much uncertainty to the development process in the County of Brant.

As well, the development industry is experiencing a lack of professional and skilled resources including Planners, Engineers, Ecologist/ Environmental Specialist, Archeologists, Surveyors, Homebuilders,

Trade Labour etc.)

The County of Brant Development Planning Division has also experienced resource staffing challenges, as we have both lost and gained valuable Planners in 2023. This report provides a summary of the 2023 planning applications to date and projected 2024 planning applications. Overall, the total number of planning applications received in 2023 is down from 2019 - 2022, however the number of preconsultation meetings has doubled signaling a return to increased development application numbers in 2024.

Planning staff continue to work on internal projects to bring new growth and progressive projects forward for Council’s consideration and continue to spend the necessary time and staff resources devoted to Ontario Land Tribunal (OLT) settlements / hearings.

In general, the overall number of planning applications has continued to increase year-over-year but has seen a decrease in 2023. Of note, between 2019 and 2022, there was a consistent submission of Zoning By-Law amendments (major and minor, or a combination thereof). Between 2019 and 2022, the submission of consent applications continued to rise, but were much lower in 2023. This may be explained by the rush to sever and rezone lands prior to the approval of the County’s new Official Plan (which was adopted by Council in 2023).

It is important to remember that many planning applications are not completed in the year they are submitted and the work crosses over multiple years including clearing conditions, registration and various review after application approvals.

COMMUNITY NEWS As planners, we have a responsibility to work with and circulate development applications to our neighbouring First Nations. The County of Brant has signed the Grand River Notification Agreement, which outlines these requirements to work with our neighbouring First Nations on land developments. As we continue to build stronger relationships with both the Mississaugas of the Credit and Six Nations of the Grand River communities, the consultation and review opportunities and development requirements have become more dynamic and inclusive requiring more time and resources.

Finally, throughout 2023, in addition to processing development applications, Development Planning staff have also initiated and completed important projects including: • New Subdivision Agreement template, • New Site Plan Agreement template and Site Plan Control By-Law, and • New Civic Address Policy.

2024 Future Forecast Planning applications are projected to remain stable in 2024 and are estimated to be comparable to the number of applications submitted and processed in 2023. While the overall number of applications is down from 2022, the number of pre-consultation meetings has nearly doubled, signaling that the desire for new development is increasing. With interest rates projected to stabilize and perhaps decrease in 2024, staff are hopeful that we will continue to see interest in new development applications in the industrial, commercial, institutional, and residential sectors across the County of Brant.

Additionally, with the potential approval of a new Provincial Policy Statement (PPS), the province has shown flexibility in how land use policies are approached. This could have positive impacts to the ease of land use development in the future. Once the new PPS is approved, planning staff will be summarizing the new provincial directions. Planning staff will continue to work diligently with our development industry partners in processing development applications and bringing thoughtful, responsible and progressive growth opportunities for Council’s consideration.

Paris Horticultural Society ends year with dinner and awards The Paris Horticultural Society’s awards dinner was held Dec. 6th at the Paris Fairgrounds. The Christmas dinner was served by the Homecraft division. After dinner, members were entertained by guitarist, Steve Ashton. Steve’s zest for entertaining was infectious and he soon had many singing and clapping along.

The Society’s co-presidents, Carol Reansbury and Patti Gladding, presented the year’s awards.

President’s Awards went to Anne Vernon for her planning and organizing the popular Garden Tour. Pat Hasler-Watts was recognized for organizing the club’s monthly competition for the past six years (and has decided to take a break for now). The third President’s award went to Pat Moore who runs the successful, and often sold out, annual plant sale and flower show every spring.

S P O RT S PDHS SPORTS – Taking a look at December athletics!

Girls Hockey One thing that coaches Seibert and Halliday emphasised with this year’s team, was to play as a team with the goal of bringing the team’s level of play, no matter what level they might be at, to a higher level.

During a December 4th matchup, eleven out of fifteen players made the score sheet in their 10-2 win over North Park. Sydney Kipp led the way with 5 goals and 2 assists, Rowan Worrall with 2 goals and 3 assists and Reese Halliday and Faith Smith potting a goal each.

On December 6th, the team had a different result, losing to St. John’s 6-1. However, they bounced back on December 11th to squeeze by Assumption College 4-3 and won a decisive 8-3 game against North Park on December 13th.

Girls Volleyball On November 30th, The Junior Girls lost to North Park 3 sets to 2 and the Senior team defeated the ladies of North Park 3-1.

The juniors also lost to BCI 3-1 on December 11th but won three sets against St. John’s on December 12th.

In Senior action, the team defeated Brantford Collegiate 3 sets

to 1 on December 11th, but lost three straight sets to St. John’s on December 12th.

Boys Basketball The Junior team lost to BCI, while the senior team defeated BCI 72-34. Leading scorers were Jack Kelly 15 points, Alex Eder 12 points and Nathan Halliday with 11 points.

On December 14 the Junior Panthers were at home to face the Assumption Lions and beat the visitors 53-33. Leading scorers for the Panthers, were Canan Sherbino, Elliot Scheidel and Dexter Quesnel.

The Senior Panthers also faced Assumption and loss a close one 82-77. In spite off making 15three point scores, the lack of offensive rebounds the first three quarters of the game could have turned the game around. Jake Kelly led the Panthers in scoring 34 points, followed by Ben Zondag with 14. In spite of the loss, coach Petrella is proud of the progress both teams were making in comparison of lats year.

Boys Hockey The St John’s Eagles topped the Panthers 3-1, but days later the Panthers beat North Park 4-2.

Titans struggle to pick up a win so far this month Paris Titans Report with George Le Gresley

Curlers travel to Ayr for Hunter’s Bonspiel Although hunting season may be coming to an end with the cold, bonspiel season is in full swing! Members of the Paris Curling Club travelled down the road to Ayr to participate in the Hunter’s Bonspiel last weekend. This type of tournament is called 'Point Spiel' where you play 3 games and accumulate points over the course of the day based on the game scores / ends won / and overall game result. Each draw has their own winner based on point totals, and then there is 1 overall winner named as well. Team Tamowski seemed to struggle a little to get into a groove, but Team Maude managed to have a pretty good day and finished 2nd in their draw. After winning their first 2 games, they ended up losing in their final game by the narrowest of margins, on a draw to the button tiebreaker! Paris and Ayr curlers will face one another again for the infamous P'Ayr'is Cup battle in January.

N AT I O N A L N E W S New Federal Dental Insurance Plan set to improve oral health for eligible Canadians above, followed by children under 18 and individuals with disabilities.

Despite the waiting period until many eligible Canadians can enroll and receive care, the New Democratic Party's health critic, Don Davies, expressed his party's enthusiasm for the concrete implementation of the program within the agreedupon deadline.

The Canadian government has introduced a new federal dental insurance plan that aims to enhance access to oral healthcare for eligible individuals. As part of the phased implementation, Canadians aged 87 and above will be the first cohort eligible to apply for this program throughout 2024.

Officials assure that by 2025, all Canadians falling under the family income threshold can expect to qualify for the comprehensive dental insurance plan.

This initiative will contribute significantly to improving oral health outcomes and ensuring that individuals who meet the eligibility criteria can access essential dental services.

Health Minister Mark Holland revealed the rollout details of the program, emphasizing that it has been budgeted at approximately $13 billion over the next five years. Although applications are anticipated to open as early as next week, it will take several months for enrolled individuals to begin claiming benefits, with the processing of the initial claims set to commence in May.

The introduction of this federal dental insurance plan marks a major step forward in addressing the oral health needs of vulnerable populations, promoting overall well-being, and reducing disparities in healthcare access. By prioritizing dental care for seniors, children, and individuals with disabilities, the government is demonstrating its commitment to creating a healthier and more inclusive society.

COMMUNITY NEWS County of Brant celebrates community volunteers County of Brant, ON – On Tuesday, December 5th the County of Brant celebrated volunteers throughout our communities at a Volunteer Recognition Ceremony at the TF Warren Group Cainsville Community Centre. Awards were presented to 52 community groups and individual volunteers.

“The volunteers throughout our communities give back in so many ways and we are incredibly grateful for them,” said County of Brant Mayor David Bailey.

“From service clubs to sports organizations to individuals, we want to recognize how important these volunteers are and what they bring to the County of Brant. It's difficult to convey in one evening how much we appreciate all the wonderful people who volunteer their time and resources, we cannot thank them enough!”

The event, which took place on International Volunteer Day, provided the County of Brant with the opportunity to showcase not-for-profit community groups, minor sports associations, local clubs and

individuals.

“We know the countless hours, and energy that these volunteers put in throughout the year,” said Stacey Ellins, Director of Parks and Recreation for the County of Brant. “The quality of life in the County of Brant is truly enhanced by the volunteers who provide opportunities to residents.”

In past years, the County of Brant Parks and Recreation team would recognize County of Brant recreation program volunteers at a certificate ceremony held at County of Brant Council chambers.

This year’s event was an opportunity to expand on the volunteers that were previously recognized and include those who run community-run recreational programs, services and events. The event will move to an annual format and include criteria in the recipient selection process.

I’ve been lucky to have travelled to many places in the last couple years, but I have also wanted to explore more of my wonderful country. To that end, when a friend mentioned going to the Christmas markets in Quebec City, I was more than on board. I have been to Montreal, but never Quebec City and I now know they are total opposites.

Old Quebec is more akin to Europe than the hustle of a big city.

T R AV E L & L E I S U R E After a long day of driving, the quiet relaxed space with great Italian meals was just what we needed. It was a bit ironic having an Italian meal in a classic French community.

After dinner we decided on a brief walk to get a feel for where we were and see what was happening. Roy and I were lucky enough to be with a couple who had been here before, which gave us an advantage of not getting completely lost.

The old city is a walled area and you quickly learn why it was impregnable; it’s all uphill, behind a stone wall. The Chateau Frontenac sits sky high on a hill and there are stairs, stairs, stairs! We did the trek uphill the first night, then found the Funiculaire, a cable car ride to the top for $5. Well worth it!

After a delicious breakfast at the hotel, we started our Saturday morning heading up to the markets.

Christmas decorations are in full swing everywhere.

Strolling by the many boutique shops in a festive atmosphere really puts you in the Christmas mood.

The weather also contributes to the feeling that it’s much closer to the end of December. The temps on Saturday topped out about -3C; we were all bundled up. Dressing for the cold makes it tolerable. The only freezing part was my face!

The Christmas Markets are running this year from November 24 to December 24 and feature 90 vendors offering everything from food to furniture.

Wool products did feature prominently, I’m sure because of the cold. The mittens, I first saw, were handmade running from $80 to $90 a pair. Considering the work involved, not outrageous. Still, a bit out of my budget.

We stopped for a hot drink at a little spot called Cochon Dingue and enjoyed coffee and hot chocolate. We attempted to make a dinner reservation here, but after a miscommunication we were left unsure whether we had one or not. With the crowds gathering, we were a bit concerned about that. By about 4 pm, when we hadn’t heard from them, we booked a different spot: the 1640 Bistro. Of course Cochon sent a text confirmation shortly after that.

1640 had the feeling of a fine dining place; and as we came to know, the prices were also fine dining…plus! Our friends ordered 2 virgin cocktails (no alcohol) and each cost $14. The dinner was good, but compared to the rest of our food experience, it fell behind the others.

After incredible crepes, it was a short walk to the Plains of Abraham. The plains lie at the western edge of the old walled city, overlooking the St. Lawrence River. The plateau was the scene of a battle (Sept. 13, 1759) between the French under the Marquis de Montcalm and the British under James Wolfe in which both leaders were mortally wounded. After a 30minute battle, the British won. Now it was back to the hotel and off on our little trip to see the falls and the Basilica.

GPS made it a quick trip to Montmorency; the cable car was closed for the season. Still a nice, short walk gave us a picturesque view of the falls and the St. Lawrence River.

About 20 minutes from the falls is the Basilica of Saint Anne de-Beaupre. Unfortunately, a good portion of the outside facade was under construction, covered in scaffolding. What was visible though, was still
