fter the news of a hit-and-run incident on Hungerford Common last November when the victim needed surgery, you’d have thought that people would be happy to take just a few more seconds to get from their Point A to their Point B if they’re going via the Common. Sadly, that doesn’t seem to be the case – in fact many drivers ignore the 40 mph speed limit through the Common, and look set to keep on ignoring it. As the evenings grow longer and brighter there will be children on the Common, often too busy playing to pay as much attention to the road as they should. And as well as children playing there will be cattle grazing there in the not too distant future. According to the Hungerford neighbourhood police team, there have been “several incidents on the common involving injuries and the death of cows caused by undue care and attention of drivers.” (Continued on Page 2)

Unless, of course, they want to find out the hard way. Because not only could they totally write off their fourwheeled pride and joy, but also by law they’re required to report any cattle-related accident to the police. And if they don’t, that’s a serious offence. So, best thing to do when driving across the Common? Slow down!

Tenancies – Eviction and Abandoned Goods A great many of us live in rented accommodation and both landlords and tenants should be aware of some of the basic rights afforded to landlords. Possession The big one: there are two main routes allowing a landlord to take possession of their property if they are private landlords and the tenancy began on or after 28 February 1997 (this most likely means there is an assured shorthold tenancy). Both are under the Housing Act 1988, the s21 and s8 notice. The s21 notice allows the landlord to regain their property at the end of the tenancy’s fixed period. Provided the notice is served correctly and the right time is allowed (a minimum of two months) before seeking possession the landlord gains an automatic right to possession. The s8 notice is for when the tenant has failed to do something contained within the lease and the Landlord seeks possession on grounds such as failure to pay rent. Each ground has to be considered; some will be at the court’s discretion to decide upon, and other grounds will gain the landlord the automatic right to possession.

the landlord can just evict the tenant. First the court must issue a Warrant for Possession, since to act before then would be unlawful and could led to a claim against the landlord. Removal of Goods At the end of the tenancy many landlords are left with goods in their property. In this situation the landlord becomes bailor and the now exited tenant the bailee of the goods and the Torts (Interference with Goods) Act 1977 applies. Many landlords ignore this and dispose of the goods and many tenants do not care if the items left are of little value or no value. However, some devious tenants have been known to leave goods, the landlord disposes of said goods, then the tenant brings a claim for unlawful disposal of their goods. There is a procedure that has to be followed with goods left, and it is safest to follow it rather than find yourself the victim of a claim. Wheatsheaf’s school donation

hilton Foliat pub The Wheatsheaf has donated ÂŁ1,200 to Chilton Foliat Primary School, following a fundraising initiative asking diners for a voluntary donation of ÂŁ1 at the end of their meal. Funds raised through the scheme will help the school pay for a complete re-vamp of the playground lines in the school playground with colourful and durable thermoplastic markings, making it a fun and interactive place for the children to let off steam during play time. he biggest ever All About Dogs Show takes place at the Newbury Showground on the weekend of April 13th and 14th. Aldbourne Band set for the double!

A

re he Band is delighted to announce that we are qualified to compete at the National Finals at the Royal Albert Hall in October. It’s going to be an exciting year as we are also already qualified to play at the finals of the British Open Championships at Symphony Hall in Birmingham in September. This is the first time ever the band has played at both finals in the same year and only a few of the top bands in the country ever achieve this. It’s a momentous accomplishment for our purely self-funded, local village band.

The next opportunity to listen to the band is at our ‘Lost Lady’ concert in Aldbourne Church on April 6th. We are celebrating the work of some great English composers with a special focus on the compositions of Ralph Vaughan Williams. It promises to be a great evening with a pre-concert talk from a member of the Vaugham Williams Society, Morris Dancing outside the Blue Boar pub and then the concert itself with some fabulous music. Spring is in the air – time to get cleaning!

ature, we’re told, abhors a vacuum. As do many people for most of the year, but it’s around now when the sap starts rising that the thoughts of young and old have to turn to... spring cleaning. So we had a look round the interweb to see what kind of spring cleaning we could do without the Hoover we bought long ago because we were promised a couple of free round-trip tickets to New York if we did so. But which – like so many other optimistic Hoover purchasers at the time – we never actually got. So we’ve abhorred that particular vacuum ever since. We could use newspapers to clean our windows. First, though, we should have combined one part white vinegar to eight parts water and added a couple of teaspoons of liquid soap before spraying the mixture onto our windows and using the newspaper to wipe it off. The ink, we’re told, acts as a mild abrasive... and apparently it’s good for mirrors as well. We could use white vinegar for shower heads – without even having to remove them. This particular cleaning method calls for a plastic bag filled with white vinegar, secured over the shower head with a rubber band and left overnight. press too hard. We’re not, however, advised whether we should have filtered any coffee through them first. But if we feel the need to press hard on something we could use those car window squeegees we’d otherwise have put away now it’s springtime and we don’t need to scrape snow and ice off our windscreens. These, the interweb tells us, are good for getting get pet hair off carpets and rugs if we “use a firm grip” and clean up the hair as we go. Common sense tells us to make sure those old socks have been washed first. So that, say the online experts, is some of what we could do without our Hoover, and that suits us just fine. Of course our spring cleaning will involve a lot of vacuuming upstairs and down, but we’ll be doing it with our trusty Electrolux which we bought even though the company didn’t promise us a transatlantic trip. And as for our original free-flights-to-New-York Hoover? Oh, we put that on eBay years ago. Well, it was only just sitting there gathering dust.

Full house at the Town Meeting

A

very well-attended Annual Town Meeting marked the start of a series of consultation and feedback sessions regarding the aims and objectives for Hungerford 2036 gathered thanks to last summer’s survey. For example, the Neighbourhood Plan will allow Hungerford voters to choose aspects of proposed developments in the form of a legally-binding referendum. More details can be found at www. hungerford2036.info. The meeting also saw a warm welcome for Hungerford’s Youth Council, who’ll be holding regular meetings at the Youth and Community Centre on Priory Road. It’s early days yet, so watch this space... And there was genuine heartfelt applause for the three winners of the Freedom of the Town: Ted Angell, Trustee and Handybus Co-ordinator for CHAIN schedules drivers and also takes his turn behind the wheel of the bus which he did so much to help acquire. But he doesn’t just drive his passengers from door to door – he keeps a careful eye on them and if need be, collects their prescriptions and sorts out their shopping for them when they can’t. Chris Buck has been working hard for the community for over 30 years, now: whether organising the annual flower festival, setting up concerts at St Lawrence’s and the Methodist Church, or keeping the choir at St Lawrence’s all singing from the same hymnsheet in perfect harmony. And all the while she’s been providing the organ music for all kinds of services there and helping the church’s ABC Toddler Group. And Peter Harries, previous Town Councillor and two-term Mayor who had so much to do with HM the Queen’s use of the Rose of Hungerford when she opened the Kennet & Avon Canal in 1990. Presently he’s a driver for CHAIN and also a Trustee for the Hungerford Library & Community Trust which, without his practical and administrative assistance, wouldn’t be the success it is today. Finally, a quick reminder: nominations for the 2019 Town Council elections close at 4:00 pm, Wednesday April 3rd. I

t’s been a busy time for Action for the River Kennet (ARK) recently: their threemonth Trout in School project saw children from several local schools bidding farewell to the young trout they’ve been raising in classroom tanks as they were released into their natural environment. ARK Project Officer Anna Forbes said, “The classes this year have done a really excellent job and have embraced the project wholeheartedly. It takes a lot of commitment from the teachers, TAs and children to keep the tank conditions good enough for the trout. The brown trout is an iconic species that is dependent on a healthy river to survive. ARK’s Trout in School project increases the students understanding that water is a precious resource. We can all play a part in being water efficient, the less water we all use the more that is left for the river and the wildlife including brown trout that need lots of clean, clear and cool flowing water.” Hungerford Primary School had some additional help to release their trout at the Whirly Pool on the Dun from the Town and Manor’s Constable Ellie Dickins (wearing her chain of office) and Trustee Fiona Hoson (in a red coat). ow that John and Margaret Riordan – owners of Froxfield’s Blanchard Collective – have decided to retire, antique collectors need not worry: the Collective will continue in the capable hands of Travers and Katie Nettleton, the directors of Garden Art Plus Ltd. The Nettletons were the creators of one of West from left to right: Hugo, Travers Berkshire’s most visited and Katie shopping venues – the Barrs Yard site down on the A4 towards Newbury. Travis and Katie will be joined by Hugo Scott-Russell who, with his experience in sales and business development, will be actively running the Collective on a day-to-day basis. The Blanchard Collective will become a limited company in its own right on completion of Garden Art Plus’ acquisition on April 1st. Hungerford RFC update O2 Touch Our Thursday night Touch group is back at the Triangle Field after playing on the John O’Gaunt artificial pitch over the winter. Touch rugby at the club can be enjoyed by anyone from 16 to 100 years of age, and is a fun way of keeping fit without having to make a rugby tackle. We currently have about 30 active players (male and female) but are always looking for more players. Juniors HRFC Juniors, now in its 11th year, continues to go from strength to strength with over 240 registered players from the ages of 5 to 18. Our ethos is one of inclusivity with all ages, genders, and ability. We have over 50 qualified coaches, with many being Level 2 trained, alongside trained first aiders, team managers and a dedicated committee to help ensure the smooth running of the junior section of the club. Visiting clubs and staff from the RFU often comment on the friendly welcoming nature of our club. We strive to ensure that all our children play to their highest ability, including some of our juniors being selected to play for the county. All our junior teams are represented in the Berkshire leagues, and we have a full fixture schedule with all our local neighbours.
