ungerford’s Charham Street by-pass is likely to remain bypassed for quite some time. Though it is in the town plan, it would appear that the high cost will delay it. At Hungerford Town Council’s highways and transport committee meeting on Monday it was decided to seek views of Hungerford Chamber of Commerce and the town’s commercial operators which apparently have been silent on the issue. Meanwhile, the mayor, Cr Martin Crane has replied to District Councillor James Podger’s views on the by-pass published in The Adviser last week. See Page 2..

Cr Crane wrote: “Thank you for sharing your experience in Billingshurst but may I point out that the suggestion for the A4 to be re-routed via Charnham Park has been in the Town Plan since 2010 and was reinforced in the Refresh document adopted by WBC. Traffic in small towns can also kill business as traffic jams and the pollution it creates, make life a misery for many. To balance the threat that you see to the life of the town, it behoves us to make it as attractive as possible for visitors and then tourists rather than force them through a heavily congested zone. My experience in France where in most rural towns, traffic has the choice of using the Through Route or going to the centre works to the benefit of all. Of course the cost of moving such a route will be high and therefore after raising the issue with Mark Edwards of WBC, we asked that it be placed on the rolling programme of investments now so that that in time it will reach to top of that list. Given space in Charnham Park, and the newness of the road, the major requirement is for a roundabout at the western end to allow it to rejoin the existing A4. The car parking along the area can be addressed separately and with the ‘free’ space opposite ADP , some imaginative thinking ( and support of the T&M) could easily resolve that problem. Clearly this project has a long way to go before realisation but to try and kill it off now goes against the wishes of the town. Much to discuss I suspect over the coming months/years”.

Now you see it, now you don’t The vigorous and well researched response to the wellintentioned but misguided Education Plan presented by WBC last autumn, demonstrated the strength of feeling that it produced. It was a wonderful example of democracy working in Hungerford and how we do not take kindly to being taken for granted in the making of such plans that affect the very crucial stage of our children’s development. Whilst we await the revised plan with even keener interest, the rather clumsy reaction from WBC to threaten to withdraw the funding, said to be £2.75m, did little to ease our concerns that a real solution was to be found . It may be true that such a sum was voted through for a specific plan, but surely the authority has the wit and guile to recognise that any necessary amended plan must attract those allocated funds. In any event they have a Statutory responsibility to provide an educational structure to meet the evolving needs of the town.

A plan, submitted by Cobbs Farm shop a year or so ago, to build a separate soft play area was not agreed by this Council on environmental grounds. This disappointed many who could see that such a facility would be well used for their youngest.

A revised plan was submitted this year and after a site visit by myself and other Councillors, was considered to have addressed all our previous objections. The owners had clearly spent time and money to adapt their existing space to provide a safe and welcoming play area for toddlers. Accordingly, we recommended strongly to WBC that it be approved. However, despite this support, WBC inexplicably refused the application. We await to see the full background but coming just after another supported application (for a domestic plan) being refused even before taking our view into account, we must question the system of handling planning matters and have asked our District Councillors to investigate and report.

We are looking for Casual Lifeguards to work in the College’s state of the art, 25-metre, indoor swimming pool, which was opened in 2003.

The swimming pool has eight lanes and a hydraulic bottom, which alters the depth from 0.8m to 3m, making it equally ideal for squad training, water polo, sub aqua, canoeing or recreational swimming. It is used both by College and by outside clubs.
We require reliable and enthusiastic people to join our team of Domestic Staff in General Services. Working within one of the areas of the College listed below, and reporting to the Domestic Services Manager, you will be required to assist with the day to day cleaning operation of that area. Applicants may be requested to assist in other areas, if required, to support the team and help maintain the overall standards within the College. Candidates will require the ability to work on their own or as part of a small team, show initiative, multi task and to maintain high standards at all times. hree premises were reported to have been broken into at Hungerford recently including The Bear Hotel where money was taken from a till. Additionally, the action of garage staff, headed off an attempt to relieve money from an elderly lady. It was alleged that two men were seeking to have the lady extract money from her bank account for tree lopping work which she had not ordered. The lady was recognised by a staff member of a leading garage and a persuasive converstation was overheard. Police were called.

here were many reasons to feel good at Singing for Laughs on Saturday 15 March. Entrance was free, St Peter’s Church was a beautiful setting and the singing was superb - and there was cake, lots of it, baked and donated by members of Marlborough Community Choir. The Bake off was judged by ex-mayor Edwina Fogg and Carole Walker, of Jubilee Centre, who sampled each one, ably assisted by the Choir’s Rob. They were unanimous in pronouncing Jan Scobie’s lemon curd cake the winner, with Sarah Smith and Ellen Proctor coming second and third. The audience then had their turn to sample, at £1 a slice...and they must have eaten lots because £445 was raised for Comic Relief. An auction of whole cakes caused some amusement when one member of the audience raised his arm to point out an interesting feature of architecture and ended up, very generously, buying a cake. Roger Grant, who organised the event with Choir leader Vanessa LaFaye, said that the evening was a huge success, attended by over 100 people. The audience clearly felt good about the singing, too, and loudly applauded each act. They enjoyed Kait Lee, solo and with Mothers Jam, Onyx Duo, After Eight and Marlborough Community Choir, whose numbers, appropriately enough, included “Feeling Good”. Jeff Hannath of After Eight compared the evening. Finally, The Jubilee Centre felt good when Vanessa and Roger presented Carole Walker with a cheque for £600, raised at the Christmasfest concert in December. - Shirley Pryor

DOES MARLBOROUGH REALLY NEED A COUNTRY PARK?

oes Marlborough really need a country park? This was the question posed by Cllr Kirk-Wilson at Marlborough Town Council’s planning committee on 17 March. More than twenty residents attended when councillors discussed the outline application for Rabley Wood. Some strongly opposed the development on the grounds of overstretched schools, GP practice and sewerage system. However, this will apply to any expansion of the town; Wiltshire Council, under pressure from central government, does not consider this to be a barrier. Another major concern is that the area offered for a country park, in exchange for building on land at Rabley Wood, is of poor quality and would be costly to maintain. Mrs Jane Baker was invited to speak on behalf of the Residents’ Association. She outlined the following concerns: proposed children’s play area is away from existing houses and too close to the river; new houses overlook existing homes; pressure on infrastructure and amenities; contaminated land. Increased traffic may impact on the safety of drivers and pedestrians and increase air pollution; access onto A346 is already slow. There would also be heavy construction traffic passing through the estate while
building was in progress. This very wet winter has shown just how badly the proposed country park will flood, making the area unusable for many months at a time. Councillors deferred a decision until their next meeting, when more information should be available.They also deferred a decision on the proposed care home and assisted living units on Salisbury Road, pending more detailed drawings on road layout and a site visit. Again, they voiced concerns about putting a strain on the GP facilities and that the town is becoming a magnet for elderly people.
