ungerford retailers are being invited to attend a meeting to express their views on current trading problems. The meeting has been called by former Hungerford Chamber of Commerce president Ben Blake who is proprietor of the central Hungerford business Sugarmouse. The meeting will be at Hungerford’s Three Swans Hotel on Thursday, June 23 at 6.30 for 7pm. Mr Blake says the meeting will be informal and unafﬁliated and will encourage retailers, publicans and restaurateurs to discuss all things retail and hopefully come up with ideas to beneﬁt retailers, shoppers and visitors to Hungerford. The recession and gas work in the main town area are reported to have led to severe reduction in turnover in many businesses. Meanwhile, Hungerford Chamber of Commerce is reported to be pressing West Berkshire Council to speed up the gas works in central Hungerford. The chamber is also seeking a temporary business rate reduction. Further enquiries are being made as to availability of compensation. The gas works are due to end on July 4 and some concern has been expressed as to whether this target will be met. Additionally, work on the Hungerford canal footbridge may not be complete until the end of January creating concern about Hungerford Christmas trade.

A LITTLE SHIP WENT MISSING

he current concern that Islamic terrorists might gain access to an atomic weapon and explode it in a British city recalls an incident around 1973 when, for a short while, there was a terrific scare in Whitehall that several British nuclear weapons had fallen in the hands of the IRA. The circumstances which had made this possible were so ludicrous that those responsible went to extraordinary lengths to conceal them. In 1967, when the Navy took over responsibility for the nation’s nuclear deterrent by replacing the RAF’s airborne bombs with Polaris missiles carried in submarines, the Sea Lords decided that atomic warheads were just another weapon and should be treated that way. It had long been standard practice for the Navy to use its Auxiliary Service of little ships for transporting munitions in harbours and around coasts. Using a vessel classed more as a merchant ship than a warship meant that, in the event of mechanical trouble or bad weather, it could seek refuge in a civil port. So the Admiralty decided to continue that practice for the nuclear warheads of their Polaris missiles carried in submarines based at Faslane, in Scotland. In those days, the fuses and trigger-mechanisms of the warheads needed to be checked regularly and that could be done only at the Royal Ordnance Factory at Burghfield near Reading. So, for several years, little unarmed ships brought nuclear warheads from Faslane to Portsmouth, whence they were taken to Burghfield, and then ferried the refurbished weapons back to Faslane without incident. Then, one dark and dirty night, a small ship, called The Throsk, carrying refurbished warheads from Portsmouth to Faslane went missing in the Irish Sea having failed to report by radio. Because Cardigan Bay was in regular use as a missile firing range, The Throsk had to travel

close to the Irish coast. Further, it had permission to seek shelter in Irish ports! Suddenly, there were real fears in the Admiralty that the ship might have been high-jacked by the IRA with appalling possible consequences. A destroyer was dispatched to ﬁnd The Throsk, did so and discovered that the trouble had been a breakdown of radio equipment. Enormous relief all round but the Sea Lords, whose decisions were not to be questioned, decided to continue the practice until the Chief Scientist at the Defence Ministry found out about it and insisted on a change for safety reasons. Since then, nuclear weapons have been transported by air or by road under heavy guard. By the time I learned the facts, the story was too old to be told in a newspaper so I used it as the basis for a nuclear hijack in a novel I published in 1976, called The Eye of the Tornado, which caused a row in Parliament. At the publisher’s book launch I met the retired naval ofﬁcer who, after consulting superiors, recommended which books should be supplied to the libraries aboard naval ships. I asked him what his superiors had said about The Eye of the Tornado to which his answer was ‘Watch it!’ meaning that it was not to be recommended. The naval chiefs had no intention of letting their sailors know what idiots they had been.

ungerford and District’s annual Community Arts Festival (HADCAF) will open on Friday, July 1 with a host of entertainment, much of which will be free. CLAIRE PERRY MP ASKS MINISTERS TO HELP PROTECT THE RIVER KENNET Claire Perry, MP for the Devizes Constituency met, Richard Benyon, Minister for the Natural Environment and Fisheries and pressed him to provide more protection for vulnerable chalk streams such as the River Kennet as he prepares the Water White Paper, due for publication later this year. Speaking after the meeting Claire said: “Today I met Richard Benyon to discuss the content of the Water White Paper due out later this year. I am very keen that any new policies address problems like over-abstraction that are really harming the Kennet – a valuable but vulnerable chalk stream. The current drought is only one of the problems this special habitat is facing and it is imperative that we sort out our long term usage of these wonderful assets. I am pleased that Richard, who also has part of the River Kennet in his Constituency of Newbury, promised to look at all options to help protect our chalk streams and rivers”. And as the dry spell continues there is increasing concern at the levels of all the area’s streams.

BRIDGE WORK TO RUN INTO JANUARY Added to Hungerford’s woes could be the hold-up on Hungerford’s

canal footbridge works “brought about by the current works”. District Councillor David Holtby told the last Hungerford Town Council meeting the work at the canal bridge on the footbridge would now progress between October and the end of January. It is unclear as to whether there will be trafﬁc control during these works covering the main Christmas trade period. Cr Holtby told the meeting the current gas works were due to be completed by July 4. He said a new work gang had turned up at the weekend after pressure from Member for Newbury Richard Benyon.

RICHARD BENYON MP OPENS ST GABRIEL’S NEW ICT AND MFL BUILDING

On Friday, 17 June, Richard Benyon MP will officially open the North Block, the new ICT and Modern Foreign Languages facilities at St Gabriel’s. This £1.25 million building, which links through to the existing Dining Hall on the ground floor level and Technology and Junior departments on the first floor, houses two ICT suites; two state of the art Modern Foreign Languages classrooms, four additional classrooms, and an on-site café. All Senior and Junior students will have access to these new facilities. The Modern Foreign Languages classrooms will provide students and teachers with cutting-edge technology, including multi-purpose, high quality software, enabling teachers to work simultaneously with learners of different abilities on different tasks. At St Gabriel’s, we believe that it is key for our students to hold a qualification in at least one Modern Foreign Language, if they are going to be successful future business leaders in any field. We aim to foster a genuine love for learning foreign languages from a very early age and through our enrichment programme of foreign visits and other language-related activities, we are confident that our girls also gain a good understanding of other cultures. We are very proud of our successful Mandarin Chinese provision, which is taught to all girls from Year 1 through to Sixth Form. Spanish, Italian and French are also taught in Years 3, 4, and 5, respectively. In Years 6 and 7 girls study all three languages for approximately one term each and then opt for two to continue with until the end of Year 9. At least one language is compulsory at GCSE level. Our Sixth-form enrichment programme also offers Italian and German for beginners. The new two storey building was designed with the environment in mind and the intention of achieving an “Excellent” BREEAM rating, the standard for best practice in sustainable building design, construction and operation. This rating has been achieved by effectively wrapping the new building around an existing block, dramatically reducing the amount of outside walls and, therefore, heat loss, while still gaining a large increase in floor-space. In addition, the building has a live roof, using recycled and naturally growing materials to provide excellent insulation, while also controlling rainwater release into soakaways. Although the building has an extremely high intensity of IT, environmental control is managed by highly efficient air-source heat pumps. Furthermore, the IT equipment within the building uses the latest low energy, high efficiency systems, reducing power consumption and heat production by up to 50%. Principal, Alun Jones, said that he was “delighted with this most recent development at St Gabriel’s. The school continues to flourish and the North Block is the first phase of a new, exiting strategic development plan for St Gabriel’s.”

NATIONAL RECOGNITION FOR JOG

Hungerford’s John O’Gaunt Community Technology College has received national recognition, headtechaer, Neil Spurdell reports in the school’s magazine. Mr Spurdell said: “It is extremely important that the school is recognised within the community and has the support from Hungerford locals in particular, but recently, we received national recognition for the improvements that we have made at John O’Gaunt. On the strength of last year’s GCSE results, we can now proudly boast to be the most improved secondary school in the South East from 2009 - 2010 and, perhaps even more impressively, the most improved school covering an even greater region over the period 2007-2010. ANZAC MEMORIAL SERVICE AT SUTTON VENY

More than 100 people attended the annual ANZAC remembrance service and wreath laying at St John The Evangelist, Sutton Veny on Sunday. Buried in the churchyard are 142 Australian and New Zealand servicemen and two nurses who died of wounds or inﬂuenza in the First World War. The Australian High Commision was represented by Col. John Hutcheson AM and the War Graves Commission by West country representative Mr Richard Brown. London Legacy was represented by its honorary secretary Simon Gleinig. At a special luncheon before the service, Mr Gleinig was presented with a cheque for £150 by the chairman of the West country Branch of the BritainAustralia Society Richard Pavitt who had just been re-elected at the branch’s annual meeting.

World Web News STUDENTS REACH ENGLAND FINAL OF DEBATE COMPETITION After a successful day in Taunton at the West of England Finals of the Schools Mace competition, the oldest national debating competition in the UK, two St John’s students are now looking forward to competing in the England Finals on Friday evening. The two St John’s Sixth Formers, James Pitts, 16, and Emmie Price-Goodfellow, 17, reached the final having beaten 17 other schools in the West of England competition on 19th March. The pair will now compete in debates against five other English schools at the National Finals this Friday 1st April in London. The competition is run by the ESU, the English Speaking Union, and is open to students from secondary schools across the country. The debating competition enables participants to gain valuable skills and knowledge, and former winners have gone on to become MPs, senior lawyers, prominent scientists and captains of industry. Debating and Court Competition clubs at St John’s are run by Law & English teacher Dr Leslie Spencer and offer a chance for students to develop their confidence and public speaking skills. At the regional final the judges said that it was the team’s clear structure, strong definition, superb oratory skills and good knowledge that enabled them to triumph over the other schools. The winning debate which the St John’s team argued in favour of was “This house would abandon Britain’s nuclear weapons programme”. As Emmie explained “This is a subject on which James knows rather a lot, and one of the judges later referred to him as a ‘nuclear geek’, so we were confident that we knew what we talking about. The opposition, unfortunately for them but fortunately for us, didn’t seem to have such deep subject knowledge, and so our arguments about nuclear war being unethical and unnecessary in a modern age stood up well, whilst their arguments about the nuclear programme being a deterrent and aiding the economy did not”. The winner of the National Final will go on to compete in the ESU’s International Final, this year to be held in Dublin. PROGRESSIVE TOWN HALL PLANS FOR PUBLIC CONSULTATION Marlborough Town Council’s progressive plans to refurbish the Town Hall will go to public consultation in May. About 50 people at the annual parish meeting on Monday heard heated debate on the plans which are expected to cost about £1m. The meeting earlier heard an outline of the plans from Property committee chairman Cr Guy Loosmore. He outlined the plan to make the town hall a proper community centre with conference facilities and the ability to attract substantial income. He stressed that the work would be a long-term investment. Work is already well under way on various aspects, the main being the disabled persons’ access and facilities. A large theatre screen has been established in the hall and the first public showing will be the royal wedding on April 29. CANAL PROJECT COMPLETED ON TIME AND ON BUDGET

The Borough of Hungerford and British Waterways held a reception on April 7 to celebrate completion of environmental restoration work to Kennet and Avon Canal banks from Wire Lock to Highclose. The reception was given by Constable Mr Greg Furr and trustees of the Town and Manor and Mr Mark Stephens, manager of British waterways. Guests heard that the project was conducted on time and on budget and that all concened had performed their tasks admirably including work in icy winter conditions. 24.3.11 CLAIRE PERRY WELCOMES A BUDGET FOR GROWTH, JOBS AND FAMILIES Today Claire Perry, MP for the Devizes Constituency, welcomed the Government’s Budget which will reform the economy to support jobs and growth and help families with the cost of living – including an immediate cut in fuel duty. Key measures in the Budget to boost growth include: Tax cuts for businesses and entrepreneurs Scrapping burdensome regulations and red tape Radical reform of the planning system New investment in science and innovation Lots more real support for young people with additional apprenticeships and work experience To help families facing the rising cost of living, the Budget also will: Immediately cut fuel duty by 1 pence per litre and delay April’s inﬂation rise in duty to next January. This means fuel duty will be 6 pence less by the end of next week than it would have been under Labour. Introduce a Fair Fuel Stabiliser that taxes oil companies more to stop rises in fuel duty Increase the Personal Allowance from by a further £630 from April 2012. That’s another real increase of £48 extra per year, or £126 in cash terms. Together with this year’s rise, that means a total of £326 extra each year for those working hard to support their families. And it means, just ten months into ofﬁce, this Coalition Government has taken 1.1 million low paid people out of tax altogether. Welcoming the Budget, Claire Perry MP said: “Last year’s Emergency Budget brought Britain back from the brink of bankruptcy. The Government is right to stick to the plan to get Britain living within her means and this year’s Budget sets out plans to back enterprise and get Britain making things again. By cutting fuel duty immediately and cutting income tax for millions, the Chancellor has done what he can to help families now. This Budget has put fuel into the tank of our economy.”

The walk will be starting at The Red Lion Public House, Avebury (SN8 1RF) taking in Hackpen Hill, Barbury Castle, Ogbourne Downs, Liddington Castle and ﬁnishing at the Bishopstone Village Hall (SN6 8PH). The Rotary Club of Swindon Thamesdown organise the event completely free of charge to the participants. The walkers can raise money for the charity of their choice. Those taking part are asked to gather at the, Bishopstone Village Hall, from 8.00 p.m. onwards, where parking has been arranged. At 9.30pm transport will be provided to the Red Lion at Avebury from which the walk will commence at 11.00pm. The club provides marshals points, refreshment stops, First Aiders and support vehicles for those who are unable to complete the event. At the ﬁnishing point at the Bishopstone Village Hall will be open to welcome the walkers with a hearty breakfast and hot drinks at a reasonable cost.
