The purpose of this program was to gain control of an outdated Real Property Inventory (RPI). The U.S. Army Installation Management Command (IMCOM) recognized that to properly organize, maintain, update, and report RPI data, a Real Property Management System with a graphical interface was necessary for implementation. Accurate RPI data allows installation leadership to make informed development decisions, allocate appropriate resources, adhere to regulations, and ensures operational readiness and mission success. The generation of accurate Net Usable vs. Gross Square Feet (GSF) ratios from facility utilization surveys provided the raw data in greater detail at the room level than was achieved through General Fund Enterprise Business System (GFEBS). ePRISMS allowed each installation to provide a more accurate RPI to compare and update GFEBS (the RPI database of record), and without a continued effort to refresh facility and organizational data as it changes, no program could be successful.

This project included updating the ADP for the Munitions Compound in support of the overall Luke Air Force Base (AFB) Installation Development Plan (IDP). The plan inventoried and updated all assets while capturing current and future mission needs, stakeholder requirements, Anti-Terrorism/Force Protection (AT/FP) mandates, and traffic and pedestrian circulation (to include parking). The plan included constraints and opportunities for mission operations, built infrastructure, mission support, and quality of life. This ADP better defined the highest and best use of existing assets, promoted a safe, efficient, and cost-effective work environment, and planned the reuse and new construction of facilities in support of Luke AFB mission requirements.
