Executive Talk “As a member of Digital Economy Committee in Thailand, I am delighted and honoured to be able to contribute as a driving agent in transforming Thailand to Digital Economy in 2015. The objectives are to develop and fit modern and efficient digital infrastructure to become a foundation of economy. To organize National Data Center is one of the factors that is essential and is part of Hard Infrastructure framework. Data center is a centralized repository of data for storage, management and dissemination of data among its associated components. Building national data centers will reduce duplicated investment and save cost especially for the governmental bodies leading to even higher standard achievement. However, what Thailand should focus on is “Availability and Security Standard” as having stored data in the same area requires good management to address higher risk. Therefore, sufficient security standards and proper area for future scalability must be made possible. This also includes the support of present technologies along with the benefit of “Green Data Center Efficiency”. Driving the Digital Economy towards efficiency and improvement for the future doesn’t come from single factor. It needs supportive teams of manufactures, consumers and the creation of education and awareness to population including cooperation from government and private sectors are equally important. I am glad that T.C.C. Technology Company Limited (TCCT) launched Techno Society magazine. Hope all readers will gain knowledge and understand today’s fast pacing technology. I am very positive that good cooperation from every sector in the nation will definitely make Thai digital economy perfectly grow with possibility”.

Hello Techno Society readers IT has become increasingly important for Thailand after the initiation and support of “Digital Framework for Economy and Society”, resulting from economic transformation to Digital Economy. The digital framework consists of: 1. Hard Infrastructure: the development of data centers and connectivity coverage in every village including high speed Internet broadband 2. Soft Infrastructure: the drafting of transaction via digital technology security law 3. Service Infrastructure which covers online transaction and e-Government or online data linkage 4. Digital Economy Promotion: digital support for economy with emphasis on creating digital ecosystem and platform for SMEs using Cloud Computing and 5. Digital Society: for society and knowledge. From now onward, IT will become an important driver that entrepreneurs have to learn to have knowledge in this field and seriously pay attetion to. This is why I bring useful of “Digital”articles for enterprises and people to you. The Cover Story article about Compute powered by Microsoft Windows Azure is one of the articles in this issue. You will get to know benefits enterprises can integrate and make use of. Also I illustrate how CDN application works in an easy understanding way to make entrepreneurs understand its benefits for marketing and public relation area including convenient facilitation for those who run business online and for end users. สารจากผู้บริหาร “ ในฐานะคณะทำ�งานขับเคลื่อนเศรษฐกิจดิจิตอลของประเทศไทย กระผมรู้สึกยินดีและ เป็นเกียรติที่ได้เป็นส่วนหนึ่งในการผลักดันประเทศไทยให้เข้าสู่ยุคเศรษฐกิจดิจิตอล (Digital Economy) ในปี 2558 โดยมีเป้าหมายสำ�คัญเพื่อให้ประเทศพัฒนาโครงสร้าง พื้นฐานดิจิตอลให้ทันสมัยและเพียงพอเพื่อเป็นรากฐานต่อระบบเศรษฐกิจในประเทศ ซึ่ง การจัดตั้ง “ศูนย์ข้อมูลแห่งชาติ” (National Data Center) นับเป็นปัจจัยสำ�คัญที่ขาด ไม่ได้ในการสร้างโครงสร้างพื้นฐานด้านกายภาพ (Hard Infrastructure) ศูนย์ข้อมูลมิได้ มีหน้าที่เพียงการเก็บข้อมูลหรือให้บริการเซิร์ฟเวอร์เท่านั้นแต่ต้องสามารถเชื่อมโยงข้อมูล ของทุกฝ่ายและนำ�ไปพัฒนาร่วมกับแอปพลิเคชั่นเพื่อต่อยอดสู่การให้บริการในด้านต่างๆ เพื่อให้เกิดประโยชน์ได้อย่างสูงสุด การจัดตั้งศูนย์ข้อมูลแห่งชาตินี้จะช่วยลดการลงทุน ซ้ำ�ซ้อนของการทำ�งานและช่วยประหยัดงบประมาณในแต่ละหน่วยงานโดยเฉพาะภาค รัฐได้เป็นอย่างมาก ทำ�ให้ศูนย์ข้อมูลของทุกหน่วยงานอยู่ในมาตรฐานเดียวกัน อย่างไร ก็ตามประเด็นสำ�คัญสำ�หรับประเทศไทยที่ควรให้ความระมัดระวังเป็นพิเศษคือ มาตรการ ในด้านความปลอดภัย (Availability & Security) เพราะการรวมศูนย์ข้อมูลไว้ใน พื้นที่เดียวกันย่อมต้องมีความเสี่ยงในการจัดการที่มากขึ้น ดังนั้นมาตรการในด้านความ ปลอดภัยจะต้องดีเพียงพอ เลือกพื้นที่ที่เหมาะสมสำ�หรับการขยายตัวในอนาคต มีรูปแบบ ที่สอดคล้องกับเทคโนโลยีในปัจจุบัน และมีมาตรฐานการเชื่อมต่อข้อมูลที่มีคุณภาพ รวม ถึงการให้ความสำ�คัญเรื่องการประหยัดพลังงาน (Green data Center) ในการขับเคลื่อน เศรษฐกิจดิจิตอลเพื่อให้เกิดประสิทธิภาพและการเปลี่ยนแปลงในอนาคตนั้น ไม่ได้เกิด จากปัจจัยใดปัจจัยหนึ่ง แต่ต้องเกิดจากการสนับสนุนทั้งผู้ผลิต ผู้บริโภคและสร้างการเรียน รู้ให้เกิดประโยชน์กับคนในชาติ รวมถึงการร่วมมือจากภาครัฐและภาคเอกชน กระผมรู้สึก ยินดีที่ บริษัท ที.ซี.ซี. เทคโนโลยี จำ�กัด (TCCT) ได้จัดทำ�นิตยสาร Techno Society ขึ้น นอกจากเนื้อหาและความรู้ในด้านไอทีสามารถเพิ่มพูนความรู้ให้กับผู้อ่านแล้ว ยังทำ�ให้ผู้ อ่านเห็นถึงความสำ�คัญและประโยชน์ของเทคโนโลยี กระผมหวังเป็นอย่างยิ่งว่าจะได้รับ ความร่วมมือจากทุกฝ่ายเพื่อผลักดันประเทศไทยให้เข้าสู่ยุคเศรษฐกิจดิจิตอล (Digital Economy) ได้อย่างสมบูรณ์”

การประมูล 4G และการสร้าง 4G Licenses Auction and The Building of National Data ศูนย์ ขอ้ มูลแห่งชาติ (National Center in Thailand Data Center) ในประเทศไทย จากใน Techno Society ฉบับที่แล้ว เรา ได้พูดคุยกันถึงเรื่องราวของเทคโนโลยีการ สือ่ สารไร้สายยุค 4G หรือ 4th Generation และเหตุการณ์ความเคลื่อนไหวของการ ประมูล 4G ในประเทศไทยปี 2557 และ เนื่องจากในปีนี้รัฐบาลมีนโยบายที่จะ ปรับปรุงและเปลี่ยนแปลงกฎหมาย เพื่อ เป็นการสนับสนุนและผลักดันเศรษฐกิจ ดิจิตอล (Digital Economy) ซึ่งการประมูล 4G นั้นถือเป็นส่วนสำ�คัญที่สามารถตอบ โจทย์ความต้องการของรัฐบาลได้ เพราะ ปัจจุบันเศรษฐกิจดิจิตอลในประเทศไทย เกิดจากการใช้สมาร์ทดีไวซ์ (smart device) เช่น สมาร์โฟน และแท็บเล็ตซึ่งสามารถ ติดต่อสื่อสารกันผ่านเครือข่ายไร้สาย อีกทั้ง นโยบายนี้ยังส่งผลถึงการสร้างศูนย์ข้อมูล (Data Center) แห่งชาติด้วยเช่นกัน
จากข้อสรุปความเคลื่อนไหวล่าสุดของการ ประมูล 4G ในต้นปี 2558 นั้น รัฐบาลมีการ จัดตั้งคณะกรรมการอนุมัติแผนงานและ คณะกรรมทำ�งาน 5 คณะ โดยแบ่งหน่วย งานและหน้าที่ดังต่อไปนี้ 1) คณะกรรมการ อนุมัติแผนเครือข่ายบรอดแบรนด์แห่งชาติ (National Broadbrand) มีเป้าหมายให้ทุก บ้านสามารถเข้าถึงเครือข่ายได้ภายในปี 2560 2) คณะกรรมการอนุมัติแผนงานศูนย์ ข้อมูล (Data Center) จัดตั้งศูนย์ข้อมูล 40-50 แห่ง สำ�หรับเก็บข้อมูลโดยมีเครือ ข่ายที่เชื่อมโยงกัน ซึ่งช่วยสร้างประสิทธิภาพ และความต่อเนื่องของการทำ�งาน 3) คณะ กรรมการอนุมัติแผนเตรียมการค้าผ่านสื่อ ดิจิตอล โดยสนับสนุนให้ผู้ประกอบการ ขนาดกลางและขนาดย่อย (SMEs) ใช้ 4 TechnoSociety
ระบบดิจิตอลใน ธุรกิจ 4) คณะกรรมการ อนุมัติแผนเรียนรู้ตลอด ชีวิต โดยเกี่ยวข้องในส่วนของสื่อ การสอน 5) คณะกรรมการอนุมัติให้ คณะกรรมการกิจการกระจายเสียง กิจการ โทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.)
ซ้ำ� ซ้อน ของภาค สำ�หรับการประมูลคลื่นความถี่แบ่งการ รัฐ (จากเดิมที่ ประมูลเป็น 2 คลื่นความถี่ ดังนี้ คลื่น หน่วยงานแต่ละ ความถี่ 1800 MHz แบ่งเป็น 2 ใบอนุญาต แห่งสร้างศูนย์ข้อมูล ใบอนุญาตละ 12.5 MHz ซึ่งจะแบ่งการ ของตนเอง โดยต้องมีการ ทำ�งานออกเป็น 2 ช่วง ช่วงแรกระหว่างเดือน ลงทุนเครื่องเซิร์ฟเวอร์ อุปกรณ์ เมษายน – กรกฎาคมและช่วงสองระหว่าง เครือข่าย ระบบรักษาความปลอดภัย เดือนกันยายน–ธันวาคม และคลื่นความถี่ ซอฟต์แวร์ และบุคลากรเป็นจำ�นวนมาก) 900 MHz แบ่งเป็น 2 ใบอนุญาต ใบอนุญาต นอกจากการจัดตั้งศูนย์ข้อมูลแห่งชาติแล้ว ละ 10 MHz ซึ่งจะแบ่งการทำ�งานออก รัฐบาลยังจะทำ�การจัดตั้งหน่วยงานกลาง เป็น 2 ช่วง ช่วงแรกระหว่างเดือนสิงหาคม เพื่อรับผิดชอบในการกำ�หนดมาตรฐานการ – กันยายน และช่วงสองระหว่างเดือน ให้บริการ ความปลอดภัย และการเชื่อมต่อ กันยายน – ตุลาคม โดยกสทช. คาดว่าทั้ง 2 ข้อมูล เพื่อให้คุณภาพและราคาค่าบริการอยู่ คลื่นความถี่พร้อมใช้ประมาณเดือนมีนาคม ในมาตรฐานเดียวกัน มีเทคโนโลยีที่ทันสมัย – เมษายน 2559 ใช้งบประมาณ 100 ล้าน รองรับ มีสัดส่วนพื้นที่เหมาะสมต่อการให้ บาท แต่คาดว่าจะทำ�เงินได้จากการประมูล บริการและตอบสนองความต้องการของท้อง กลับคืนราว 50,000 – 60,000 ล้านบาท ถิ่นทั่วทั้งประเทศ ศูนย์ข้อมูลทุกแห่งจะต้อง และถึงแม้การประมูลครั้งนี้จะเป็นคลื่นหลัก มีการเชื่อมโยงถึงกันซึ่งสามารถนำ�ไปสู่การ สำ�หรับการให้บริการ 4G แต่ทั้งนี้ขึ้นอยู่กับผู้ บริหารข้อมูลขนาดใหญ่อย่างเช่น ชนะการประมูลว่าจะให้บริการ 2G 3G หรือ บิ๊กดาต้าได้ในอนาคต 4G ตามความต้องการใช้งานของผู้บริโภค สำ�หรับแผนการสร้างดาต้าเซ็นเตอร์นั้น คณะกรรมการเตรียมการด้านดิจิตอลเพื่อ เศรษฐกิจและสังคมมีมติให้สร้างศูนย์ข้อมูล แห่งชาติ โดยมีจุดประสงค์เพื่อลดการลงทุน ที่มา: http://www.manager.co.th
From Techno Society Magazine Vol.1/2015, the topic of discussion was Wireless communication Technology or 4th Generation and ongoing process of 4G License Auction in Thailand since 2014. In 2015, Government has created policies which will lead to the improvement of law to support and drive Digital Economy. 4G License Auction is an important part to fulfill government’s demand because at present, Digital Economy in Thailand was originated from the use of smart device such as smart phone and tablet that can be used as communication tool via wireless network. The new policy also benefited the initiation of building National Data Center.
1) Committee for Approval of National Broadband, aimed to make every home access to network within year 2017, 2) Committee for Approval of Data Center, building 40-50 connected Data Centers to store data lead to which will help increase efficiency and continuous working, 3) Committee for approval of commerce via Digital Media as tool, which supports Small and Medium Enterprise (SMEs) to use digital media for business, 4) Committee for approval of Life - Long Learning, related to instruction media, and 5) National Broadcasting and Telecommunication Commission (NBTC).
For Frequency, the auction is divided as follows: 1800 MHz spectrum divided into 2 licenses (12.5 MHz per each license) which will be auctioned for 2 From the latest ongoing process of 4G license auction at the beginning of the year times; April – July and September – December 2015 and also 9 MHz 2015, government has established 4G Auction Project Committees and 5 Working spectrum divided to 2 licenses (10 MHz per each license) which will be scheduled Committees: into 2 times; August – September and September – October 2015. NBTC expects both frequencies to be ready in March – April 2016, with spending budget of 100 million baht and expects to gain from auction amount of 50,000 – 60,000 million baht. For the Building of Data Center, Preparation Committee for Digital Economy and Society has previous resolution for Building of Data Center to avoid unnecessary investment by government. (Previously, each organization invested on its own of data center which included the investment of server, network equipment, security systems, software and staff). In addition, government will establish central organization to be responsible for managing standard of servers,security and connection of data to maintain standard of quality and price, support the country with advanced technologies, and has adequate coverage for service, and serve demand in all local area in country. All data center connection can lead to capability of Big Data management in the future.

Post Publishing Public Company Limited: Business Needs Mr. Anthony: “Post Publishing PCL. is one of the largest media companies in Thailand. We have three core business lines: 1. Post Publishing which is print media such as Bangkok Post Newspaper, Post Today Newspaper, M2F (daily free copy newspaper), Guru, Student Weekly, Commercial Printing 2. Post International which publishes international magazines such as Forbes, Elle, Elle Men, Elle Decoration, Marie Claire, and Science Illustrated. 3. Post TV which is TV and radio program production. Our digital media for Post Publishing websites is managed via our Post Digital Team. “Several years ago the Post Publishing Management evaluated whether to continue on an in house strategy or to outsource their IT operations. After reviewing the business operations and needs and analyzing the IT operations and total cost of ownership of the business, the best alternative was to outsource their back office operations starting with IT to a specialist IT Company.”
Digital Content Management: A Robust Tool to Manage “Content Farming” Mr. Anthony: “For us, content increases everyday. It is important to ensure that we have the tools and processes to store the content for review and retrieval at a later date in a fast and efficient manner. The IT systems and infrastructure deployed provide the tools and applications to quickly retrieve content, we “Digitalize” all of our content for newsprint production with an advanced digital management solution. Given the large amounts of content we manage we need to design the infrastructure and systems to support the business in a cost effective manner. With this in mind we intend to move more of our storage and digital content management facilities to the cloud in the future to achieve these goals.” Passage to Success: TCCT – our Trusted IT Outsourcing - not just a “Vendor” but our “Business Partner” Mr. Anthony: “8 years ago Post Publishing were looking at significant business challenges, and specifically on how to make the business more efficient and
profitable. Key questions raised were; What could we do to make the business more productive and responsive? How could we lower costs of operation and be more profitable? Since we are a Publishing Company and most of our operations are on a daily basis with strict deadlines (e.g. producing daily newspapers) we needed to ensure that the changes to be made improved our ability to meet these deadlines and improve the business operations at a lower cost At the end of the day the Business decided to outsource their back office operations to specialist companies with core capabilities, our first outsourcing project was with IT”. Mr. Anthony continues, “Our strategy has been to outsource most of the back office key components. The Business started with outsourcing of the IT and AMS (Application Management Services) operations. We went through a thorough process of evaluating both international and local vendors to meet our IT and AMS outsourcing requirements. We selected TCCT as our primary IT Outsourcing Partner. One of the key success factors was the fact that we treated the outsourcing companies as key partners to our business, as part of this, senior level management from both the Post Publishing team and the Outsourcing companies actively participated to ensure the project was a success. In addition we put in a place a set of SLA’s that were based primarily on business objectives e.g. to meet our deadlines for publishing, ability to bill and process invoices. There were changes in the way the business worked such as all contact for IT had to be through the helpdesk and a ticket needed to be issued in order to monitor and improve the service. During our weekly management reviews we regularly reviewed the performance of the IT service to the various business units and at the Steering Committee meetings we measured the performance. If there are major issues then the escalation procedure put in place ensured a smooth resolution to problems or major issues raised – (by either party). Our costs to provide IT service was reduced from the original internal costs (approximately 25% savings over a 5 year contract), while upgrading the facilities and services provided to the business. To date we have changed the IT service to be business oriented, responsive and agile in order to support the business operations at a lower TCO”.
we established a DR site and procedures to ensure the smooth operation of the business in the event of a disaster. As part of this the business implemented a Business Continuity Plan, and the IT DR site was an integral part of this plan. Our big challenge was how to produce daily newspapers under different disaster scenarios e.g. If we were forced to abandon the office i.e. flooding at our office, how fast could we be operational at an alternative site and what was the priority of the service. At TCCT’s virtual BCP site, we could temporary operate the business in order to ensure critical functions such as producing the newspapers could be performed. Unfortunately our BCP was put into production during the riots in Bangkok and through the help of the business units and TCCT we were able to successfully utilize our DR site and ensure we got the newspapers published, printed and distributed until we could move back into our main office. During this time TCCT staff and Management were fantastic in supporting the business through these trying times and really demonstrated their commitment, dedication and professionalism in supporting our business”.
Mr. Anthony concludes, “For our team, IT is not just about technology. It is about how you create value to your business and how to make IT more integrated within the business, responsive and agile, and cost effective. Dr. Manoo Ordeedolchest and Government’s Important Role for Thailand’s Completion of Digital Economy Ecosystem Currently both public and private sectors need to adapt themselves to fit into Digital Economy Ecosystem which will substitute Analog Economy in the near future. As representative of providers in private sector, TCC Technology continuously presents the story of Digital Economy for Techno Society readers in order to create knowledge and understanding for entrepreneurs and citizen. For this issue, we are honoured to have Digital Economy expert: Dr. Manoo Ordeedolchest who is an Advisor to the Permanent Secretary of ICT Ministry and Committee of National Digital Economy, a public sector representative whose main mission is to completely drive the country to the new economic. Q: What are role and responsibility for National Digital Economy Committee? Dr. Manoo: “My role as a committee is to closely collaborate public sector with private sector. We must make Information Technology become “Content Enabler” to build business value for the country, not only contributing to entertaining and social media purposes. The current challenge is how to utilize abundant connectivity invested with duplication by private sector and manage it in a more efficient manner instead of using it solely to connect for “Commercial Purpose”. This includes fiber optic and Internet Broadband. Government’s duty is to encourage private sector to expand the connectivity for nationwide coverage. Connectivity will help save time, costs, and reduce risks in business process including enhancing more consumers both domestically and internationally. It also allows SMEs in tourism industry and content providers worth millions of baht and also large enterprises to prepare more to be part of this ecosystem.” Dr. Manoo also added that government also supports people in suburban area to make use of technologies for commercialization (E-Commerce) for more income, more education, and less poverty in the area. Q: What are challenges from the passage to Digital Economy that government is encountering at the moment? Dr. Manoo: “The first challenge is to reform government’s regulation called “Analog Era Law” which has existed for long time to be more modernized and to support Digital Economy. This is especially for laws that are related to IT infrastructure including applying electronics with systems in public sector. One more point to consider is “ICT Literacy” or IT knowledge of citizen that is considered in a low level. Therefore, it is government’s duty to educate people in particular SMEs to have knowledge of commerce, electronics. This also includes the change of mindset and re-organization of business process to be suitable for Digital Economy.”
Q: “ศูนย์ข้อมูลแห่งชาติ” มีความสำ�คัญสำ�หรับเศรษฐกิจในยุคดิจิตอล (Digital Economy) อย่างไร? ดร. มนู: “ระบบเทคโนโลยีสารสนเทศที่จะมารองรับศูนย์ข้อมูลแห่งชาติรวมไปถึง Cloud Computing ที่มีความปลอดภัย (Security) ยัง เป็นสิ่งที่ประเทศไทยต้องพัฒนาเนื่องจากก่อนหน้านี้ยังไม่มีหน่วยงานใดที่เข้ามาดูแลในเรื่องนี้อย่างเต็มตัว ดังนั้นนโยบายศูนย์ข้อมูล แห่งชาติจึงเป็นมาตรการที่รัฐบาลเปิดโอกาสให้เอกชนลงทุนด้วยการตอบสนอง Demand ที่รัฐบาลมีเพื่อใช้ในการพัฒนาโครงสร้าง พื้นฐานของภาครัฐหรือเป็น Demand จากความต้องการของภาคประชาชนและภาคธุรกิจ สำ�หรับศูนย์ข้อมูลแห่งชาติ รัฐบาลจะกำ�หนด เกณฑ์ให้กับผู้ให้บริการเอกชน ได้แก่ ระดับมาตรฐานศูนย์ข้อมูลและจะต้องมีการสำ�รองข้อมูลจากศูนย์ข้อมูลแหล่งอื่นๆ (Redundancy) และสามารถเรียกใช้ข้อมูลจากแหล่งสำ�รองได้ในเวลาเดียวกัน (Concurrence) รวมถึงข้อตกลงระดับการให้บริการ ผู้ให้บริการที่ผ่าน เกณฑ์เหล่านี้จะสามารถเข้ามาให้บริการประชาชนและธุรกิจต่างๆ ตามโครงการของรัฐบาลได้”
Q: How is “National Data Center” important for Digital Economy? Dr. Manoo: “IT system to compliment the support of national data center and Cloud Computing with security is what Thailand still needs to work on, Previously, there was no organization which fully took charge in this matter. As a result, National Data Center Policy is what the government plans to allow private sector to invest by serving government’s demand to make use of invested infrastructure for country’s basic IT foundation. Moreover, it is to serve the demand from private and business sectors. For National Data Center, Government will set up criteria for providers e.g. data center standard should cover the redundancy from other data centers and concurrence permited from backup source simultaneously including Service Level Agreements (SLAs). Providers who are qualified from the criteria will be selected to offer services to people and businesses according to government’s project.”

Q: How does Digital Economy become mechanism for Thailand? Dominic: “ Digital Economy is the modern economy as it is naturally evolving and therefore does not represent an optional path for Thailand, or any economy for that matter, to remain regionally and globally competitive. As a policy platform, the Digital Economy describes all the infrastructure, services & enablers that the nation requires to develop socio economically, technologically, legislatively and competitively”. Q: As Thai government has paved way for Digital Economy, what is your opinion towards the way Government has automated Thailand to be in the developing stage of Digital Economy? Dominic: “ Based on announcements to date, Thailand’s Digital Economy policy framework broadly aligns with global best practice in key areas and is a major step in the right direction. Possibly only one area to reconsider is the move of the National Statistics Office (NSO) out of the Digital Economy Ministry, since the NSO has both a large role and transformational implications arising from the Digital Economy – e.g. new data sources, near real time Big Data, timely inputs to policy development and economic management logically, legislatively and competitively ”. Q: What are implications and outlook for Thailand’s virtual development during and after Digital Economy Transition process? Dominic: “ In broader view, the transition will lay benefits to Thailand mainly in 4 spheres: 1. Economic – e.g. GDP growth and National Income (NI) 2. Socio Economic – e.g. labor productivity for SMEs and job market expansion and Per Capita Income 3. Business Scalability and Expansion – e.g. leveraging performance for enterprises with the help of IT infrastructure including Cloud services, National Broadband, Data Center, and Connectivity 4.
