สารจากผู้บริหาร รัฐบาลดิจิทัล หรือ Digital Government นับเป็นหนึ่งในแนวทางขับเคลื่อนกรอบยุทธศาสตร์ดิจิทัลเพื่อเศรษฐกิจและสังคม เพื่อให้การ สนับสนุนและผลักดันสังคมไทยเข้าสู่สังคมเศรษฐกิจดิจิทัล (Digital Economy) โดยใช้เทคโนโลยีเป็นเครื่องมือสำ�คัญที่ทำ�ให้บรรลุผลในการ พัฒนาประเทศโดยมีประชาชนเป็นศูนย์กลาง กระผมในฐานะผู้อำ�นวยการสำ�นักงานรัฐบาลอิเล็กทรอนิกส์ (องค์กรมหาชน) หรือ EGA (อีจีเอ) รู้สึกยินดีและเป็นเกียรติที่ได้เป็นส่วนหนึ่งในการนำ�แนวทางการบูรณาการข้อมูลของภาครัฐมาผลักดันเพื่อให้ประเทศก้าวสู่ยุคดิจิทัลได้อย่าง สมบูรณ์ โดยการนำ�เครื่องมืออิเล็กทรอนิกส์ หรือเทคโนโลยีในหลากหลายรูปแบบมาร่วมปฏิรูประบบงานภาครัฐ สามารถพัฒนาระบบบริการ สาธารณะให้มีประสิทธิภาพ สนองตอบความต้องการของประชาชน ประหยัดค่าใช้จ่ายและเวลา รวมถึงปรับปรุงคุณภาพชีวิตของประชาชน ให้ดีขึ้นทัดเทียมสากล โดยเฉพาะอย่างยิ่งภารกิจเร่งด่วนหลายประการที่รัฐบาลเล็งเห็นความสำ�คัญและมีนโยบายให้ EGA ดำ�เนินการ เช่น งานด้านการบูรณาการศูนย์ข้อมูลภาครัฐ (Data Center Consolidation) ซึ่งบทบาทของ EGA จะเข้าไปดูแลทั้งในส่วนการศึกษาแพลตฟอร์มที่ จะทำ�ให้ข้อมูลที่อยู่ในดาต้าเซ็นเตอร์ใหม่ทั้งหมดเชื่อมโยงถึงกัน สร้างมาตรฐานทั้งการเก็บและการเรียกใช้งาน รวมถึงแผนการลงทุนที่เหมาะ สม นอกจากนี้ จะเป็นการเปลี่ยนแปลงทัศนคติเดิมที่หน่วยงานคิดว่าเมื่อป้อนข้อมูลเข้าไป ข้อมูลเหล่านั้นจะต้องเป็นทรัพย์สินของหน่วยงาน ตนเองเท่านั้น เพราะต่อไปข้อมูลทั้งหมดจะเป็นของส่วนกลางและนำ�ไปบูรณาการข้อมูลในภาพรวมได้ทั้งหมด ซึ่งหากทั้งหมดเกิดขึ้นอย่างเต็ม รูปแบบจะเป็นการตอบโจทย์การดำ�เนินการเพื่อสนับสนุนนโยบาย Digital Economy ต่อไป กระผมหวังว่าเนื้อหาและความรู้ด้านไอทีในนิตยสาร Techno Society ฉบับนี้จะเพิ่มพูนความรู้ให้ผู้อ่านเห็นถึงความสำ�คัญและประโยชน์ของ เทคโนโลยีสารสนเทศ รวมถึงนำ�ไปปรับใช้ในการดำ�เนินชีวิตเพื่อเตรียมความพร้อมก้าวเข้าสู่การเป็นรัฐบาลิจิทัล (Digital Government) ภาย ใต้นโยบายเศรษฐกิจดิจิทัล (Digital Economy) ในอนาคต Executive Talk Digital Government is one of the Digital Economy Frameworks supporting and steering Thailand towards Digital Economy using technology as important instrument to develop the country based on people - centric requirement. As President and CEO of Electronic Government Agency (Public Organization) or EGA, I am full of honor and delight to be part to put forward public sector’s means of integrating data and information, making Thailand accomplish its mission of transforming to Digital Era. Government’s method mentioned is to bring electronic tools or a variety of technologies to reform government’s operation system in order to bare fruitful and efficient public service, to be able to serve people’s needs, to economically save cost and time, including improving quality of life to be comparable to people worldwide. Being recognized a number of missions by the Government, many projects have been particularly managed and processed by EGA such as Data Center Consolidation. EGA has been making responsibility in the study of data center consolidation platform connecting all data together, building data storage and access, and also appropriate investment plan. In addition, the reformation will upshift former attitude held by government bodies that the data fed in only possessed by their divisions but instead are central property and are able to be integrated and utilized. If everything mentioned above becomes fully practical, it will pave way to the Digital Economy policy transformation. I believe IT content and knowledge in this Techno Society magazine will compliment readers by widening your knowledge scope and conceiving the importance and benefits of IT including adapting it for life in preparation to having Digital Government under Digital Economy policy in the future.

It can be processed as per requirements and the data be accessed on Cloud from anywhere. E-government หรือรัฐอิเล็กทรอนิกส์ คือวิธีบริหารจัดการภาครัฐสมัยใหม่ โดยการใช้เทคโนโลยีคอมพิวเตอร์และเครือข่ายสื่อสารเพื่อเพิ่ม ประสิทธิภาพการดำ�เนินงานและการเข้าถึงของภาครัฐ โดยสามารถจำ�แนกกลุ่มตามผู้รับบริการของ E-government ดังต่อไปนี้ 1.1 รัฐกับรัฐ (G2G): ภาครัฐสู่ภาครัฐด้วยกัน เป็นรูปแบบการทำ�งานของหน่วยราชการที่มีการเปลี่ยนแปลงปรับปรุงจากการติดต่อสื่อสาร ระหว่างกันโดยกระดาษและลายเซ็นในระบบราชการแบบเดิมเป็นการพัฒนาเปลี่ยนแปลงโดยการใช้ระบบเครือข่ายสารสนเทศและ อิเล็กทรอนิกส์แทน 1.2 รัฐกับประชาชน (G2C): ภาครัฐสู่ประชาชนโดยตรง โดยที่เป็นการทำ�งานโต้ตอบระหว่างประชาชนและเครือข่ายสนเทศของรัฐ ซึ่งการ ทำ�งานนั้นจะเป็นการทำ�งานแบบ Online และ Real Time 1.3 รัฐกับเอกชน (G2B): รัฐจะช่วยอำ�นวยความสะดวกต่อภาคธุรกิจและอุตสาหกรรม ให้ข้อมูลที่ถูกต้องเป็นธรรมและโปร่งใส 1.4 รัฐกับข้าราชการและพนักงานของรัฐ (G2E) การให้บริการระหว่างพนักงานของรัฐและรัฐบาล โดยสร้างระบบที่เป็นประโยชน์ต่อการ ปฎิบัติงานและการดำ�รงชีวิต 2. E-business คือ การดำ�เนินกิจกรรมทาง “ธุรกิจ” ต่างๆ ผ่านระบบอิเล็กทรอนิกส์ โดยอาศัยการใช้คอมพิวเตอร์ เทคโนโลยีสารสนเทศ การ สื่อสารและอินเทอร์เน็ต เพื่อทำ�ให้กระบวนการทางธุรกิจมีประสิทธิภาพและตอบสนองความต้องการของลูกค้าได้อย่างตรงใจและรวดเร็ว อีก ทั้งยังช่วยขยายโอกาสทางธุรกิจ การบริหาร และลดต้นทุนการผลิตด้วยเช่นกัน 3. E-commerce หรือพาณิชย์อิเล็กทรอนิกส์ คือการดำ�เนินธุรกิจ การผลิต การกระจาย การตลาด การขาย การขนสินค้าบริการ และการทำ� ธุรกรรมทุกประเภทที่เกี่ยวข้องกับกิจกรรมเชิงพาณิชย์ทั้งในระดับองค์กรและบุคคลผ่านทางสื่ออิเล็กทรอนิกส์ โดยผ่านทางข้อความ เสียงและ ภาพ E-commerce ส่วนใหญ่จะเน้นที่การซื้อขายสินค้าและบริการผ่านเครือข่ายอินเทอร์เน็ต จึงถือได้ว่า E-commerce เป็นส่วนหนึ่งของ E-business โดยจำ�แนกประเภทของ E-commerce ได้ดังต่อไปนี้ 3.1 ผู้ประกอบการกับผู้บริโภค (B2C) คือการค้าระหว่างผู้ค้ากับผู้บริโภค เช่น การขายของทั่วไป 3.2 ผู้ประกอบการกับผู้ประกอบการ (B2B) คือการค้าระหว่างผู้ประกอบการกันเอง โดยครอบคลุมถึงการขายส่ง ระบบห่วงโซ่การผลิต ซึ่ง จะมีความซับซ้อนในระดับที่ต่างกันไป 3.3 ผู้บริโภคกับผู้บริโภค (C2C) คือ การติดต่อระหว่างผู้บริโภคกับผู้บริโภค วัตถุประสงค์เพื่อติดต่อแลกเปลี่ยนข้อมูลข่าวสาร และแลก เปลี่ยนสินค้าด้วยเช่นกัน 3.4 ผู้ประกอบการ กับ ภาครัฐ (B2G) คือ การประกอบธุรกิจระหว่างเอกชนกับภาครัฐ ในประเทศที่มีความก้าวหน้าด้าน E-commerce รัฐบาลจะทำ�การซื้อขายผ่านระบบอิเล็กทรอนิกส์ เพื่อช่วยประหยัดค่าใช้จ่าย 3.5 ภาครัฐ กับ ประชาชน (G2C) คือ การบริการของภาครัฐผ่านระบบอิเล็กทรอนิกส์ ซึ่งประชาชนสามารถเข้าไปตรวจสอบรวมหลักฐานที่ ต้องใช้โดยการดาวน์โหลดข้อมูลแบบฟอร์มบนเว็บไซต์ได้ จากเหตุปัจจัยที่กล่าวมาข้างต้นนี้ นอกจากจะเกิดประโยชน์แก่ภาครัฐและภาคเอกชน ประชาชนยังได้รับบริการที่หลากหลายผ่านอินเทอร์เน็ต ช่วยลดปัญหาความเหลื่อมล้ำ�ในการเข้าถึงข้อมูลและบริการของรัฐ รวมถึงเพิ่มความโปร่งใสในการทำ�งานของภาครัฐต่อประชาชน ปัจจุบัน หลายหน่วยงานได้เริ่มให้บริการออนไลน์บ้างแล้ว อาทิ กรมสรรพากร เปิดให้ใช้บริการ e-Revenue ให้ผู้เสียภาษีสามารถเสียภาษีผ่านทาง อินเทอร์เน็ต หรือกรมทะเบียนการค้า ที่รับจดทะเบียนผ่านระบบ Online Registration รวมถึงมหาวิทยาลัยที่สามารถให้นักศึกษาลงทะเบียน ผ่านทางอินเทอร์เน็ต ทั้งหมดนี้ล้วนเป็นประโยชน์ที่ได้รับเมื่อเราก้าวเข้าสู่ยุคอิเล็กทรอนิกส์

1. E-government is the New Public Management using computer technology and communication network to increase process efficiency and access to public sector. E-government can be categorized into: 1.1 Government to Government (G2G): is the process form of government office that was changed and developed formerly from traditional Bureaucracy communication (via paper documents and signatures) to Information Technology network and electronic system. 1.2 Government to Customer (G2C): is the direct working interaction between people and Government Communication and Information System. G2C will be functioned in online and real time systems. 1.3 Government to Business (G2B): is the service that government will facilitate to business and manufacturing sectors to result in data accuracy and transparency. 1.4 Government to Employee (G2E) is the service made between government and its employees by creating system beneficial for working operation and living pattern. 2. E-Business is “Business” transaction via electronic using computer, Information Technology, communication, and Internet in order that the business process will have more efficiency and can immediately and promptly serve customer’s demand. Moreover the service helps increase business opportunity management, and also reduce production cost. 3. E-commerce or Electronic Commerce is business operation, production, distribution, marketing, sale, product, service delivery, and all transactions related to commercial activities both for organizations and people via electronic tools e.g. text messages, voices, and photos. E-commerce mainly focuses on product and service trading via Internet network. It can be said that E-commerce is part of E-business and can be categorized into: 3.1 Business to Customer (B2B) is the doing of business between vendors and consumers such as selling. 3.2 Business to Business (B2B) is the doing of business among entrepreneurs. This covers the complex layers of wholesale and production supply chain. 3.3 Customers to Customers (C2C) is the interaction between consumers and consumers. The objective is to exchange information and also products trading. 3.4 Business to Government (B2G) is the business act between private and public sectors. For the E-commerce developed countries in, governments will migrate the trading activities to electronic platform for cost-saving benefits. 3.5 Government to Customer (G2C) is the Government’s services through electronic system. Citizen can check and accumulate all information necessary from the website. From the above factors, not only both public and private sectors will gain benefits from all E- Services but people will also be offered a variety of services via internet. E-Services will also help reduce inequality on people’s accessibility to government’s information and service including enhancing transparency in government service to people. At present there are many government sectors launching online services and among them is the Revenue Department. This government body launched “e-Revenue” allowing online tax payment through internet or at the Department of Commercial (via online registration) including online university enrollment. Our role is to develop and facilitate like postman receiving and sending electronic data from the upstream which is enterprises we developed applications and link the data to Midstream (our Gateway). Our Gateway supports applications from various platforms. The data is then connected to Downstream where applications will be developed in order to link to public and private organizations and financial institutions. This, in total, will create what we call “Value Chain”. E-Business Philosophy with the Enterprise’s Slogan: “Better-Faster-Cheaper” “Throughout 17 years of doing business, I can say that Netbay has grown from designing Business Model to be distinctive from others in IT industry. We strategized our product innovation by making “Software as a Service” or SaaS which the service charge was based on “Transaction Base”. We were among the first providers in Thailand with this financial model because we wanted to create convenience, time and cost saving, and simplify everything for our customers from both public and private sectors including users and that is our philosophy, “Better-Faster-Cheaper”. “It will be more beneficial for entrepreneurs if they can avoid a large sum of money on making software or buying software, building data centers, buying licenses, or paying dearly for maintenance without expertise in IT. All they need is a computer to transmit all data to Neybay’s Gateway. This is Software as a Service (SaaS) type of service resembling Cloud concept. This extremely contributes especially to government bodies as they can save time, reduce unnecessary expenses, and avoid outsourcing for IT system integrator nor software developers. Hall of Fame Project: A Revolution of collaboration between private sector and the Customs Department: From Paper Documents to Electronic Data Interchange (EDI) Documents “In accordance with e-business and e-commerce system development during Digital Economy period, Mr. Pichit talked about one of the accomplishments which was to make EDI or Electronic Data Interchange system work and successful. “We developed and applied EDI system with the organization, leading to the evolution of confidential document management by migrating all documents into electronic platform. We built, and developed the system and piloted with the services of Customs Departments because it is large organization and Thailand has import-export as major economic activity, resulting in a large amount of Gross Domestic Product (GDP). Moreover Thailand still has plenty of space for import-export business expansion.” “The Customs Department itself is a pillar of export and import. It directly links to the country’s Logistics Community. The Department’s scheme to migrate the documents of import and export into electronic platform is considered a big change as every company has to make the sending and receiving document process with the Department. The outcome of this reformation is the ability to reduce a large amount of paper used, which was approximately hundreds of Thai million baht. The electronic import-export document form also reduced sending-receiving and approval time which costed a large amount of money as well.” Netbay’s Keys to Success “As CEO, I run the business by thinking that success must come from Research and Development (R&D), creating innovation, incessantly developing technologies, and most importantly not being improvident because risks always occur. นิตยสารฉบับนี้เราได้รับเกียรติจาก ดร. ศักดิ์ เสกขุนทด ผู้อำ�นวยการสำ�นักงานรัฐบาลอิเล็กทรอนิกส์ (องค์การมหาชน) หรือ EGA ในการพูดคุยถึงบทบาทและหน้าที่สำ�คัญของสำ�นักงานรัฐบาลอิเล็กทรอนิกส์ กับการมีส่วนช่วยในการปฏิรูประบบการทำ�งานของภาครัฐ โดย การนำ�ระบบเทคโนโลยีสารสนเทศและการสื่อสาร (ICT) มาประยุกต์กับทุกภาคส่วน และสื่อสารสร้างความรู้ความเข้าใจให้กับประชาชน การก่อตั้งสำ�นักงานรัฐบาลอิเล็กทรอนิกส์ (องค์การมหาชน) ดร.ศักดิ์ : “หน่วยงานภาครัฐของไทยมีการใช้เทคโนโลยีสารสนเทศในองค์กรมาเป็นระยะเวลานาน ทว่าขาดหน่วยงานกลางซึ่งมีความ เชี่ยวชาญด้านการใช้เครื่องมือเทคโนโลยีสารสนเทศ EGA เป็นหน่วยงานที่ประกอบด้วยบุคลากรผู้เชี่ยวชาญ มีความรู้และประสบการณ์ด้าน ไอทีและการใช้เครือ่ งมือไอทีตา่ งๆ และทำ�หน้าทีเ่ สมือนผูเ้ ชือ่ โดยโรงพยาบาลรามาธิบดีถือเป็นโรงพยาบาลรัฐแห่งแรกที่นำ� แอพพลิเคชันดังกล่าวมาใช้งาน” “แอปพลิเคชันเหล่านี้สามารถดาวน์โหลดและเรียกใช้ได้จากสมาร์ทโฟน กระผมมองว่านอกจากจะสร้างความรู้ความเข้าใจให้กับประชาชน โดยประชาชนทราบข้อมูลและนำ�ไปวางแผนการทำ�การเกษตรและการลงทุนแล้ว ยังสามารถอำ�นวยความสะดวกโดยประชาชนไม่จำ�เป็นต้อง เสียเวลาเดินทางไปติดต่อขอข้อมูลจากหน่วยงานโดยตรงหรือโทรศัพท์เข้าไปถามยังหน่วยงานในเวลาราชการอีกด้วย” พันธกิจ EGA : ส่งเสริมโครงสร้างพื้นฐานดิจิตอล ปฏิรูปการบริการของภาครัฐ ดร.ศักดิ์ : “EGA ถูกก่อตั้งขึ้นเพื่อยกระดับหน่วยงานรัฐบาลทั้งหมด สำ�หรับวาระแห่งชาติในการก้าวสู่ยุคดิจิตอลแล้ว EGA มีพันธกิจในการ ดูแลรับผิดชอบกรอบเศรษฐกิจ 2 ด้านด้วยกันคือ • ด้านโครงสร้างพื้นฐานดิจิตอล (Hard Infrastructure) – ซึ่งประกอบไปด้วยโครงข่ายไฟเบอร์ออพติก, อินเทอร์เน็ต เกตเวย์, และศูนย์ข้อมูล กรณีของศูนย์ข้อมูลนั้น ในประเทศไทยปัจจุบันมีศูนย์ข้อมูลที่รัฐเป็นเจ้าของอยู่จำ�นวน 240 แห่ง ซึ่งคุณภาพและการบริหารจัดการอาจยังไม่ได้ คุณภาพเท่ากับการลงทุนและบริหารจัดการโดยเอกชน ด้วยเหตุนี้ EGA จึงมีพันธกิจในการสร้างแผนการ Consolidate หรือการใช้ทรัพยากร ของศูนย์ข้อมูลให้เกิดศูนย์ข้อมูลที่มีการลงทุนและบริหารจัดการโดยเอกชนทั้งหมด การถ่ายโอนอำ�นาจการดูแลให้เอกชนก็เพื่อให้รัฐบาลได้ มีเวลาและพัฒนารวมถึงวางแผนทรัพยากรบุคคลและที่สำ�คัญคือไอทีในการปฏิรูประบบในการให้บริการประชาชนได้อย่างเต็มที่ ประเด็น นี้จะเสริมนโยบาย “ศูนย์ข้อมูลแห่งชาติ” โดยเป็นการยกระดับศูนย์ข้อมูลของประเทศให้เกิดความมั่นคง ปลอดภัย สร้างความมั่นใจ ทำ�ให้ ประชาชนดำ�รงชีวิตในระบบเศรษฐกิจดิจิตอลอย่างต่อเนื่องตลอด 24 ชั่วโมง • ด้านโครงสร้างพื้นฐานการบริการ (Service Infrastructure) – พันธกิจของ EGA คือการนำ�ระบบเทคโนโลยีสารสนเทศและการสื่อสารมา ปฏิรูปการให้บริการของหน่วยงานภาครัฐทุกหน่วย ทั้งการทำ�งานภายในหน่วยงานและการให้บริการประชาชน การปฏิรูปนี้จะต้องปฏิรูปทั้ง ระบบราชการ (Digital Government) รวมถึงกรอบความคิดของบุคลากร (Mindset) มิใช่แค่เปลี่ยนจากการใช้เอกสารที่เป็นกระดาษเป็น แบบดิจิตอล กระผมมองว่าในอนาคตอันใกล้นี้ IT จะมิได้จำ�กัดอยู่แค่โครงสร้างพื้นฐาน แต่จะรวมถึงระดับอื่นๆเช่น Internet of Thing (IoT), Wearable Device, รวมไปถึงการที่ไอทีแทรกซึมเข้าไปยังวิถีชีวิตของประชาชน สำ�หรับพันธกิจนี้เราตั้งเป้าให้เกิดการบริการแบบรวมศูนย์ (One-Stop Service) ลดการใช้ทรัพยากรกระดาษ สร้างความรวดเร็ว และทำ�อย่างไรให้การติดต่อราชการ การยื่นเอกสารหรือขอข้อมูลต่างๆ เกิดขึ้นผ่านโทรศัพท์มือถือ, เว็บไซต์, หรือตู้ KIOSK หรือช่องทางอื่นๆที่เข้าถึงได้โดยตอบโจทย์ประชาชนที่อยู่ในบริเวณทุรกันดาน โดยใช้บัตร ประชาชนแบบสมาร์ทการ์ดเพียงใบเดียว” EGA กับการสร้างเวทีประชาชน กำ�เนิด Application ตอบโจทย์ Digital Lifestyle ดร.ศักดิ์ : “ปัญหาที่ผ่านมาเราพบว่าภาคราชการขาดการสื่อสาร สร้างความเข้าใจ และให้ความรู้กับประชาชนการสร้างความตระหนัก (Awareness) ให้ประชาชนรับทราบว่าภาคราชการหรือ รัฐบาลเองมีแอปพลิเคชันต่างๆมากมายที่ประชาชนสามารถใช้งานเพื่อช่วย อำ�นวยความสะดวกในชีวติ ประจำ�วันได้ ขณะนีเ้ ราเดินเครือ่ งเต็มทีใ่ นการประชาสัมพันธ์และให้ความรู้ ยกตัวอย่างเช่นเราได้ท�ำ การสอบถาม (Survey) เรื่องความต้องการการใช้แอปพลิเคชันของภาครัฐและการติดต่อราชการ และการตั้งตู้ KIOSK ตามจุดต่างๆ เพื่อให้บริการข้อมูลด้านต่างๆ แก่ประชาชน โดยประชาชนสามารถเช็คสิทธิของตนเอง อาทิ ตรวจสอบข้อมูลสิทธิประกันสุขภาพ ข้อมูลสิทธิการรับเบี้ยคนพิการ สิทธิประกัน สังคม ตรวจสอบเงินสงเคราะห์ผู้ชราภาพ หรือแม้กระทั่งตรวจสอบข้อมูลบัญชีเครดิตบูโรแบบสรุป โดยใช้บัตรประชาชน Smart Card ใบเดียว ทั้งนี้ ปัจจุบันมีการนำ�ร่องวางตู้ Kiosk ดังกล่าวแล้วในกรุงเทพมหานคร ที่ศูนย์บริการร่วม G-Point ณ ศูนย์การค้าเซ็นทรัลเวิล์ด และศูนย์การค้า เซ็นทรัล ศาลายา และกำ�ลังจะขยายการวางตู้ Kiosk ไปยังพื้นที่อื่นๆ ทั่วประเทศในอนาคต เพื่อให้ประชาชนที่ไม่มี Smartphone สามารถรับ ทราบและตรวจสอบข้อมูลต่างๆ ได้” มั่นใจด้านความปลอดภัยในการใช้ Open Data ดร.ศักดิ์ ทิ้งท้ายด้วยการให้ความมั่นใจเรื่องความปลอดภัยของข้อมูลว่า “เราใช้เทคโนโลยีและนวัตกรรมใหม่ๆ อาทิการเข้ารหัสข้อมูลและการ ดูแลข้อมูลของหน่วยงานภาครัฐ ในส่วนที่เป็นข้อมูลสำ�คัญที่ไม่สามารถเปิดเผยได้ ข้อมูลนี้จะยังถูกเก็บอยู่ใน G-Cloud บนศูนย์ข้อมูลของ ภาครัฐโดยมีระบบความปลอดภัยหลายชั้น ซึ่งเรื่องความปลอดภัยเรามองว่ามีความสำ�คัญเท่ากับประสิทธิภาพการให้บริการของภาครัฐ และ สองสิ่งนี้จะต้องมีการดูแลและพัฒนาไปพร้อมๆ กัน” 16 TechnoSociety

In this volume, we were honored by Dr. Sak Segkhunthod, President and CEO of Electronic Government Agency (Public Organization) or EGA to talk about important role and responsibility of Electronic Government Agency to help revolutionize government working system by applying ICT with every division along with educating people of ICT related knowledge. The Establishment of Electronic Government (Public Organization) Dr. Sak: “ICT has been used by Government bodies for over a period of time. However a central body with expertise in ICT is still lacking. EGA is an organization consisting of IT and IT tool experts. They connect, manage, and administrate the system and also build and develop applications for government organizations while government bodies will be users bringing applications to use according to their objectives in order to serve the citizen. For example, Rama Appointment Application allows patients to schedule doctor’s appointment and set up notification prior to doctor’s appointment. Ramathibodi Hospital is the first government hospital who applied the application.” “These applications can be downloaded and used on smartphone. For me, apart from educating people to have knowledge for agricultural and other investment purposes, it can offer convenience as people can save time from visiting or calling at the organizations”. EGA Mission: Developing Hard Infrastructure, Reforming Government Services Dr. Sak: “EGA was established to leverage all government bodies. Regarding national agenda in moving forward to Digital Era, EGA’s mission is to take responsibility in 2 Digital Economy Frameworks which are • Hard Infrastructure – includes fiber optic network, Internet gateway, and data center. For data center, currently Thailand has 240 state-owned data centers. Their quality and management are by far less efficient than those managed by private sector. The shift of data center management authority to private sector is for Government to have time to fully serve people. For this, “National Data Center” policy will be reinforced, leveraging country’s data centers for utmost reliability, safety, and confidence, and leading to 24-hour continuous living of citizen in Digital Economy period. • Service Infrastructure – EGA’s mission is to apply ICT technology as reformation tool every division within governmental organizations. The reformation covers the whole government function to become “Digital Government” including people mindset, not just changing from paper documents to digital ones. In my opinion, IT will not be just fundamental infrastructure but will also cover of Thing (IoT), Wearable Device, and the involvement of people’s lifestyle. For this mission, we aim at making One-Stop Service, reducing paper usage, creating speed, and facilitating approaches of document submission or information request through mobile phone, website, or KIOSK, and even other channels in order to reach people in remote area using smart ID card.” EGA and People’s Arena, Application that Serves Digital Lifestyle Dr. Sak: “Considering problems encountered, we found that Government lacked in communication, creating understanding, and making people aware that public sector has many applications they can use for their everyday life. At the moment we promote and educate people on applications we have. For example, we made survey on the demand for public sector’s application, government agency contact, and KIOSK set up in many locations to provide information to people. People can also check welfare and benefits they have e.g. health insurance, welfare allowance for the disabled, social security right, welfare benefit for the elderly, or even national credit bureaus information. Now the KIOSKs were installed in Bangkok such as G-Point at Central World Department Store, Central Salaya, and in the future to many areas in Thailand for people without smartphones to get accessed to information.” Open Data Security Dr. Sak talked about data security, “we use new technology and innovation such as having security code encryption and data management for confidential data by government bodies. The data will also be kept in G-Cloud on government’s data center with many security levels as we think security is as important as service efficiency and both need to be managed and developed together.” TechnoSociety 17

Business comes from opportunity. It can be either opportunity offered by others or self-made one. This column features the talk with young entrepreneur, Mr. Pawoot Pongvitayapanu, Managing Director and Founder of Rakuten TARAD.com. He created “Opportunity” from being inspired by an addiction and fascination in online game and technology. Today Mr. Pawoot is a Young Startup who transformed game online addiction into one of the most successful E-commerce businesses in Thailand. He is also named “E-commerce Guru” of Thailand. Find out what is the passage to success of Rakuten TARAD.com including Mr. Pawoot’s philosophy of life from this column. Q: How did you transform online game to E-commerce business? Mr. Pawoot: “I am a guy who likes and has fascination in technology. 16 years ago, from an online game mania, I came up with an idea of how to build “market” in online world to be a center of trade and merchandise. I then worked with a group of friends and established Thaisecondhand.com website, one of the first online merchandise trading websites which gathered sellers, buyers, and a variety of merchandises from every part of Thailand. It became a place for people to conveniently buy and sell their merchandises.” “At that time there were some E-commerce businesses in the market. But what I did came purely from my fascination and enjoyment. It was not an E-commerce business for me. After the establishment of thaisecondhand.com, in 2001, www.tarad.com was established. The feedback was marvelous. Many merchandises of every type from IT gadgets, electronic appliance, local products are being traded online. At the moment we have approximately 240,000 stores online, with over 4 million merchandises.” Moving to International Level E-commerce Mr. Pawoot: “In 2009, we collaborated with Rakuten, Inc., Japan’s number one online shopping website, we aimed at leveraging online shopping website or E-commerce and making it number one of ASEAN. The collaboration led to knowledge and technology transfer. The website was on world-class technology platform. There was also knowledge and technology transfer of new technology cluster, database, and security. This is considered business’ competitive advantage for Thai E-commerce business collaborating with world-class companies. Apart from knowledge and technology transfer, we were supported in terms of technical problem solution by a team of experts from Japan. This truly creates confidence and uplifts the standard to be comparable to other countries worldwide.” Q: Viewpoint on Role and Direction of E-commerce Business in Moving towards Digital Economy? Mr. Pawoot: “For me, another responsibility is being President of Thai E-Commerce Association which is an organization formed by private sector’s entrepreneurs which allows the share of knowledge, experience, and communication with public sector. I and the association drafted E-commerce business plan and submitted it to Government in hoping that Government can encourage E-commerce enterprise to boost up more services, create more opportunities for both sellers and buyers, stimulate the country’s economy, and build promising opportunity of trade for people in remote area. These are part of Digital Economy Framework drive.” “The coming of ASEAN Economic Community (AEC) compliments E-commerce business because purchasing power in ASEAN is rather high. Also as ASEAN countries have similar consumption cultures, trade opportunity is high. As same as tarad.com’s aim of becoming number one in ASEAN E-commerce business, “Unique Selling Point” strategy is used. Sellers can freely display their products. For example, products with package written in English can be sold to countries with English as major language namely Singapore, Philippines, and Malaysia. Halal food can be sold in Islamic countries e.g. Malaysia and Indonesia. For Thailand, exotic products are highlighted such as herbs, O-TOP products, and Thai food. This is considered innovation of online trading which customers can buy or sell with just a single click. With many branches such as Malaysia, Indonesia, and Taiwan, I am confident that Rakuten TARAD.com can be number one in ASEAN. If we can create our unique identity, competition in global level is no longer difficult.”

August 24, 2015, Bangkok – T.C.C. Technology Co., Ltd. (TCCT) supported the 5th Thailand Networking Group (THNG) for “Barn Mai Community” Project. This project welcomes who is interested in Internet Technology. Barn Mai Community, Mae Tarn, Tha Song Yang district, Tak was selected as a camp location. The objective of this campaign is to build a volunteer group who can bring Internet Technology to apply with the society, develop people’s learning and way of life, build a strong relationship with experts and IT specialist including sharing experiences under the concept “Internet Technology for Society”. ทีซีซี เทคโนโลยีร่วมกับศูนย์ซี อาเซียนจัดฟอรั่มแห่งปี “Future of Data Center in Digital Era” 23 กันยายน 2558 ศูนย์ซี อาเซียน กรุงเทพฯ – ทีซีซี เทคโนโลยีร่วมมือกับ ซี อาเซียน: ศูนย์รวมทางธุรกิจ ศิลปะ และวัฒนธรรมสำ�หรับผู้ประกอบการและผู้ริเริ่มธุรกิจของอาเซียน ได้จัดงานโดยเปลี่ยนหอประชุมให้ เป็นเวทีระดับนานาชาติ ความสัมพันธ์อันแน่นแฟ้นของทีซีซีที ที่มีต่อภาคเอกชนและเครือข่ายความสัมพันธ์อันแข็งแกร่งของศูนย์ ซี อาเซียนที่มีต่อภาครัฐได้เชื่อมผู้เข้าร่วมงานจากองค์กรชั้นนำ�ภาครัฐ อาทิ กระทรวงการคลัง การไฟฟ้า นครหลวง กระทรวงไอซีที ศูนย์เตือนภัยพิบัติแห่งชาติ กรมสรรพากร และธนาคารแห่งประเทศไทย ร่วมด้วย ภาคเอกชน รวมถึงบริษัทจดทะเบียนในตลาดหลักทรัพย์ ตลอดจนกลุ่มบริษัทชั้นนำ� เช่น ปตท. อิตัล ไทย สถาบันทางการเงินที่มีชื่อเสียง โกลเด้นแลนด์ ไออาร์พีซี คิง พาวเวอร์ หยั่น หว่อ หยุ่น กรุ๊ป รวม ไปถึงมหาวิทยาลัย เช่น จุฬาลงกรณ์มหาวิทยาลัย นิด้า Bangkok Neutral Internet Exchange หรือ BKNIX และสื่อมวลชน วัตถุประสงค์หลักของการจัดฟอรั่มนี้เพื่อให้มั่นใจว่าประเทศจะก้าวไปสู่ยุคดิจิตอลอย่างถูก ทิศทางและเพื่อให้มั่นใจว่าภาครัฐและภาคเอกชนร่วมมือกันอย่างแนบแน่นเพื่อก้าวไปสู่ความสำ�เร็จในที่สุด

September 23, 2015 C asean, Bangkok - TCC Technology joined force with C asean: business, arts, and culture platform for ASEAN entrepreneurs and business startups transformed the auditorium into international arena. TCCT’s rich bond with private sector and C asean’s solid tie and network with public sector bridged together the audience from leading government bodies such as Ministry of Finance, Metropolitan Electricity Authority, Ministry of ICT, Natural Disaster Warning Center, Revenue Department, and Bank of Thailand with reputable private sector’s enterprises of both listed and leading group companies (such as PTT, Italthai, well-known financial institutions, Golden Land, IRPC, King Power, Yan Wal Yun Group) along with universities such as Chulalongkorn University, NIDA, Bangkok Neutral Internet Exchange (BKNIX) and also Press. The ultimate goal of this forum held is to ensure the accurate path for the country to move forward to Digital Era and to be certain of the close collaboration of public and private sectors along the passage to success.
