HYDERABAD: Union minister for minority affairs Najma Heptulla has appealed to the Muslim community to encourage their children, especially girls, to pursue higher education, saying that education of all is a prerequisite for the community’s empowerment.

Speaking at a conference organised as part of the ongoing campaign, ‘Taleem ki Taquat’ at the Maulana Azad National Urdu University (MANUU) here on Sunday, she expressed concern over low literacy among the minorities.

The Union minister said a majority of Muslims still remained illiterate, impacting the development of the community as a whole.

fairs Najma Heptulla described India’s first Education Minister Maulana Abul Kalam Azad as the greatest visionary whose services to the academics could not be ignored.

Fou8ndations were laid to various institutions including Universities Grants Commission (UGC), Indian Institutes of Technology (IIT), Indian Council for Cultural Research (ICCR) and several others during his time, she recalled.

She was addressing the third edition of the “Taleem ki Taquat”, a conference on how education can energise communities, as the chief guest held at Maulana Azad National Urdu University (MANUU), Gachibowli, here on Sunday.

While recalling the number of universities at the time of Independence, the Union Minister felt that it was his foresightedness that transformed India into a country with 600universities and at least 35,000 colleges.

The first edition of the conference was held in Mumbai on 3 August and the chief guest at that event was Chief Minister of Maharashtra, Devendra Fadnavis. The second edition was held in Patna on September 5, with the chief guest being the Union Minister of Information and Technology, Ravi Shankar Prasad.

Heptulla said the NDA government was committed for the upliftment of the Muslim community by initiating skill development and bridge courses for poor children.

Following the 14th Finance Commission recommendations, but of all the State governments was increased by 10 percent, she said.

She said Prime Minister Narendra Modi had asked her to implement suitable schemes for the development of minorities, especially Muslims who were pushed to extreme backwardness over a period.

“We want to reach the lowest level of the backward communities to educate them suitably. Skill development among Muslim girls is also a priority of the government,” she said.

Nizamabad MP K Kavitha stressed the need for provision of equal opportunities to Muslim community, which was neglected. She felt that the imbalances reached over a period of 60 years could be sorted out through reservation.

Industrial Development Bank of India (IDBI) MD and CEO Kishore Kharat refuted the allegation that Muslims had faced raw deal when applied for loans. He held that it was because of lack of ‘financial literacy’, the benefits disconnect appeared to be much wider.

MANUU Chancellor, Zafar Sarreshwala and Chief Imam, Makka Masjid, Chennai, Maulana Shamshuddin Mohammed, called upon Muslims to shed negative mentality and to stop blaming consecutive governments for failure, as there were enough resources amongst the community members for developing themselves.

nion Minority Affairs Minister Najma Heptulla expressed regrets on Sunday that previous governments had "failed" to give due recognition to Maulana Abul Kalam Azad for his role in transforming education in independent India.

"He (Azad) had the necessary vision and foresight to recognise the need of quality secular education for a newborn democracy like India. Therefore his first focus was to build a strong institutional edifice for a modern educational system for the country," Heptulla said.

"As a result, we saw setting up of University Grants Commission, Indian Institutes of Technology (IITs), institutions like Indian Council of Cultural Relations and several other bodies to promote higher education in the country," she said.

Heptulla was addressing the third edition of 'Taleem ki Taquat', a conference on how education can revitalise communities, held at Maulana Azad National Urdu University (MANUU) campus here.

"Had he not laid a strong foundation for education in independent India, today the country would not have had more than 700 universities and 35,000 colleges.

However, I would like to tell you that it is unfortunate and regrettable that his contribution and thoughts are not remembered -- neither by governments nor the people," she said. "He never got recognition from previous (successive) governments for what he did," Heptulla said.

"Education is one of our most important nation building activities. A good education not only provides knowledge and information but also equips an individual with skills needed to thrive in a highly competitive world," she said.

Speaking at a conference on ‘Taleem ki Taquat’ (power of education) at Maulana Azad National Urdu University (MANUU), she said Maulana Azad National Academy for Skills (MANAS) had been imparting education for development of skills. She said the budget of the State governments was increased by 10 per cent following the recommendations of the 14th Finance Commission.

She said Prime Minister Narendra Modi had asked her to implement suitable schemes for the development of minorities, especially Muslims, who had been relegated to extreme backwardness over the past few decades. “We want to reach to the lowest level among backward communities and educate them suitably. Nizamabad parliamentarian K Kavitha said the State government would fill the gap that had widened because of 60 years of misrule by Andhra leaders and fulfil the State’s responsibility towards working for the development of marginalised sections.

She said, “Chief Minister K Chandrashekar Rao is keen on uplifting the Muslim community and all BC communities as a whole, and wanted to provide 12 per cent reservation in education and employment.” She said that the proposed KGto-PG free and compulsory education would be a game changer in the education sector and would increase the literacy rate in the State.

Deputy Chief Minister Mohammed Mahmood Ali said the State government would work with the Centre to push forward people-friendly schemes especially in the education sector. He said he was in receipt of a representation from Karimnagar parliamentarian B Vinod seeking sanction of land for MANUU study centre in the latter’s constituency.

Speaking on loans available to students from weaker sections, IDBI managing director Kishore Kharat said financial illiteracy among the marginalised sections kept them away from the loans they provide for education and allied fields.

He said that the Jan Dhan scheme had connected crores of people with banks, and schemes like Mudra provided loans to students from minority communities.

MANUU chancellor Zafar Sareshwala said there was no difference between religious and modern education. Reading out verses from the Quran pertaining to education, he called upon Muslim youth to work hard and be part of the mainstream.

He mentioned the work of the virtual education imparted in madrasas in various parts of Mumbai and said it had been enabling a large chunk of people to learn new things through modern technology. He said, “This technology works in remote areas to educate people using satellite connections and has been giving good results wherever it is used.”

Lok Sabha member from Nizamabad K Kavitha termed illiteracy as the common problem of all communities in India. But the minorities remained the worst-affected as the previous governments had failed to provide enough support to them, she said.

Talking about the minority welfare schemes initiated by the Telangana government, she said minorities in the state enjoyed better facilities than their brethren in other parts of the country.

Kavitha, however, admitted that minorities had not been given enough opportunities in the past. Hence the Telangana government’s decision to provide 12 pc reservation for minorities in government educational institutions and employment, she claimed and hoped that the state government’s KG-to-PG free education scheme would push up the literacy levels among minorities in the state.

MANUU Zafar chancellor Sareshwala, who initiated the campaign, Taleem ki Taquat, to promote minority welfare schemes launched by the central government, said the government was planning to provide advanced facilities to improve teaching standards at madrasas and educational institutes run by minorities.

“Soon the madrasas across the country will switch to online teaching. With this, students from any part of the country can attend classes by experienced faculty of prestigious institutes. The government has agreed to provide equipment to implement it,” Sareshwala disclosed. Deputy chief minister Mohammad Mahamood Ali was also present at the event.

She said steps have been taken for skill development and bridge courses were started for poor children. She also informed that following recommendations of 14th Finance Commission, budget of all the State Governments has been enhanced by 10 percent.

She said that the Maulana Azad National Academy for Skills (MANAS) has been playing a vital role in skill development of minorities.

Emphasising on the need to make educational facilities available for minorities in the state, the Union minister for minority affairs Najma Heptulla said the Centre is keen on stepping up quality education, exclusively for minorities.

Speaking at a conference on `Taleem ki Taquat' (power of education) at the Maulana Azad National Urdu University (Manuu), with specific bearing on the Muslim community , Heptulla said: “Prime Minister Narendra Modi has asked us to implement suitable schemes for the development of minorities, especially Muslims.“ She further stressed on the need of skill development among the Muslim girls and said that it is also on the priority list of the central govern ment.
