Buy Local
Cooking meals that bring your loved ones joy is often objective
No. 1 but creating those flavorful favorites on an appropriate budget is an important aspect of well-rounded, family-friendly recipes. A few simple steps, like developing good grocery shopping habits, or shopping for locally grown produce can put smiles on hungry faces without leaving a dent on your finances.
Consider these tips from the experts at Healthy Family Project along with its produce partners, which are on their 2023 Mission for Nutrition to improve access to fresh produce that’s essential in alleviating many public health and personal wellness challenges. This year’s partners are striving to be part of the improvement efforts by donating funds to increase the accessibility to fruits and vegetables in schools through the Foundation for Fresh Produce.
Make A List And Stick To It
When buying fresh produce, remember some items have a shorter shelf life. Limiting purchases to items on your list can help lower grocery spending while alleviating food waste.

Biden Administration’s Digital Dollar
Could This Possible Change Have Ramifications To Your Retirement
“The reality is that cash - that is, physical currency - is on its way out in practically every economy in some countries. The use of cash is already plunging and I suspect the day will come even in the U.S. when currency is not used anymore,” said Eswar Prasad, a professor of trade policy at Cornell University
The Biden Administration has recently proposed the implementation of a digital dollar (U.S. Central Bank Digital Currency (CBDC) as part of their efforts to modernize the financial system. While this initiative may seem like a positive step forward, it is crucial to examine how the introduction of a digital currency could
ment savings. The implications of the digital dollar and how it might affect your ability to maintain your standard of living during retirement need to be taken seriously as it could cost us all in the future.
Understanding The Digital Dollar

The concept of a digital dollar entails the creation of a government-backed virtual currency that operates on a decentralized network. This digital currency would be stored electronically and could potentially replace physical cash. The key objective behind this proposal is to enhance financial accessibility and efficiency while reducing transaction costs. However, the transition to a digital dollar could
have far-reaching consequences for your retirement savings.
Security And Privacy Considerations

Another critical aspect to ponder is the security and privacy of a digital dollar. While proponents argue that a digital currency can offer enhanced security features, it also raises concerns about privacy breaches and cyber threats. With all transactions being tracked digitally, it becomes easier for authorities to monitor and regulate financial activities. The potential compromise of personal financial information could have serious implications for your retirement savings, including identity theft and unauthorized access to funds.
Devaluation Concerns

One of the primary concerns associated with the introduction of a digital dollar is the potential devaluation of savings. As the government gains greater control over the digital currency, it can manipulate the money supply more easily. This increased control could result in inflationary pressures, leading to a decrease in the value of your retirement savings over time. The erosion of purchasing power can have a detrimental impact on your ability to maintain your desired lifestyle during retirement.

Impact on Traditional Banking
The introduction of a digital dollar may also disrupt the traditional banking system. As the use of physical cash diminishes, banks may face challenges in adapting their infrastructure to support a digital currency. This transition could lead to additional fees or service charges imposed on customers, affecting your retirement savings through higher banking costs. A Beloved Institution
The Iconic Le Tub On Hollywood Beach “The Same But Better”
When Oprah’s bestie Gayle King and GQ magazine declared Hollywood’s Le Tub’s hamburger the Best in America a few years back, it catapulted the local favorite to international star status. Now, South Florida restaurant veterans Dan and Lise-Anne Serafini, are working to bring the divey eatery at 1100 North Ocean Drive, which has been around since 1975, up to high-quality standards.
The Serafinis, who own GG’s Waterfront and TikiTiki, their son Alex, and their Partner Spiro Kommatas, quietly took ownership of Le Tub at the end of last year. Dan and Lise-Anne Serafini originally hail from Canada, but have lived in South Florida and worked in the restaurant business for over 40 years (they met as teenagers while working together in a restaurant!). Alex is a restaurant professional who trained with Danny Meyer in New York, and Kommatas is the long-time General Manager of GG’s Waterfront. The team set about making subtle but important changes to Le Tub, maintaining the famous look and character while upgrad-

Assocations
From Page 1A
Hurricane Season runs from June through November, the months when most Snowbirds are not occupying their Florida residences. Storms can hit anywhere in Florida, from the Keys to the Panhandle, so it is very important to know how your Association prepares for (and cleans up after) rainy season and summertime storms. You have a sizable investment in your Association-Governed building or community, so be aware of what happens when you are not there.
Here are a few ways seasonal residents can stay engaged with their Associations while away from their Florida houses or condos:
• Request that your Board and Manager communicate Association business with you via email in addition to any statutory notification requirements. This will include dates and times for periodic meetings. You will have to opt-in to electronic notices.
• Attend Board and member (owner) meetings remotely via Zoom or other live video platform
• Become relatively familiar with your Association’s Governing Documents, especially the Rules for Residents
• Speak with your individual Board members regu-
ing the space and the systems to reflect their painstaking “We Care” approach to hospitality and cleanliness standards.
“Le Tub is a beloved institution,” said Dan Serafini, who for several years has been President of the Hollywood Beach Business Association. “Our goal moving ahead is to make sure Le Tub lives up to and exceeds its celebrity hype.”

Le Tub was originally a Sunoco gas station, which morphed into the beloved local bar and grill and developed its quirky name and decor based on the hundreds of artifacts decorating it, mostly donated by satisfied customers and regulars over the years.
“We know that some of Le Tub’s regulars are concerned that they might lose the things that are cherished, like the overall look, fantastic history and unique vibe,” said Alex Serafini. “We won’t tamper with the décor or the underlying concept, which we love as well.”
Some of the improvements are already in place -- most notably a massive cleanup and the new, friendly attitude of
larly, asking questions and commenting on Association operations, your Board of Directors needs owner feedback
• Read the online edition of a local newspaper to follow what happens in your Florida town or city

• Open and read every Association newsletter you receive
• Communicate regularly with other owners to discuss Association and property issues
• Understand the difference between a ballot and a proxy when voting on Association matters, and how each one is used
Condominium and Homeowners Association Boards have the ability to make certain decisions on their own without an owner vote. On the other hand, some decisions do require an owner vote, and just about ALL topics that come before the Board benefit from owner input and viewpoint.
Here is one of the most important reasons for seasonal residents to stay well-informed and participate in Association business:
For some topics that require an owner vote, COA’s and HOA’s are allowed to only count the number of ballots cast and proxies returned (“members present and voting”) when calculating voting results. For other topics, the Association must use
the staff (in a place where rudeness was the norm). The tiny kitchen has been expanded with the goal of speeding up the well-known long waits for food and service.
Bathrooms have been updated, the seawall is being replaced, back support has been added to benches, and shade to outdoor tables. Ordering technology has been added to streamline the processes, and a gardener is pruning the property, “not to destroy the random nature of the façade, but to make it look less like an abandoned lot,” added Dan Serafini.
The new owners will be bringing back some old favorites found on the original Menu, such as items from a Raw Bar and Shrimp Cocktails, while of course continuing to offer the Giant 13-Ounce Burger that brought Le Tub so much fame, now known as “The Original” ($14.50).
New Menu items in the making include
a host of Craft Cocktails ($12 - $19), Local Brews and Wines (from $4.25), and a variety of Food and Drink Specials. Among the other long-time favorites are the Seafood Salad ($25), Hot Dogs ($7), Thick Cut Steak Fries ($5.50 - $8), and HomeMade Key Lime Pie ($8).
“We’re getting back to basics in order to create a wonderful place for locals and families,” Lise-Anne Serafini explained. “That means attention to detail and service, building teamwork with our ‘We Care’ ethos and staff development, and making our guests and community feel truly welcome at Le Tub.”
The Serafini family entered the world of Hollywood eateries when they purchased GG’s in 2010. The City’s Redevelopment Projects, New Investments, and Streetscape Improvements bringing new business and visitors to Hollywood makes this the perfect time to expand their footprint at the beach, noted Lise-Anne Serafini.
“Hollywood’s been really good to us,” she said. “It has accepted and supported us, and it’s got a great history that we were able to embrace and are working to enhance.”
Le Tub is open daily from 11:00 a.m. to 1:00 a.m., with parking available in the private lot for $2. For more information, call: (954) 921-9425. Or visit: www.Le-Tub.com

the total number of owners eligible to vote (“total voting interests”) when calculating the number of owners in favor of that topic. Depending on the matter being decided, it could take either a simple majority (51+%), or a 2/3 (66+%) majority for approval, two common standards for measuring voting results in Florida Associations. Those percentages can result in very different outcomes when they are applied to either all eligible owners or just the ones who felt like voting. By not voting at all because you are a seasonal resident, you could be indirectly approving of something with which you strongly disagree.
Here are some hypothetical scenarios for seasonal residents to consider:
• What if your Board wants to spend Association money (owners’ money) on something that you feel may not be in the best interest of all owners? Will you express a viewpoint or wait to find out the money has already been spent when you return next winter?
• Do you feel that some maintenance or repair needs of the building or community are being overlooked or postponed? Rainy summer weather in Florida can magnify all sorts of maintenance issues.
• Would you want to know that the possibility of a Special Assessment is being discussed because

there may not be enough money in a Reserve account to pay for a large maintenance or replacement item?
• What if your Board is starting to discuss amending the Association’s Governing Documents or changing some Rules for Residents? You will want to express your viewpoint and have as much time as possible to research the issues before a vote is scheduled.
Seasonal residents own their individual condo units or single-family houses just as much as full-timers own theirs. They have the same rights and are required to pay their Association’s scheduled Assessments (dues or fees) whether or not they happen to be in Florida when the payment is due.
The main takeaway today is for seasonal residents to do everything they can to stay well-informed and participate in the operation of their Owners Associations, even in the off-season.
You are the year-round owner of your Florida Condo or HOA residence. Don’t think of it as just a vacation timeshare. Stay involved with your Owners Associations.

“The kids loved it,” said Tangie Brownlee, a Child Life Specialist at Joe DiMaggio Children’s Hospital and a driving force behind the Dunkin’ Prom. “They liked coming to see the staff they interacted with when they were in the hospital, seeing celebrities, dancing, enjoying some fun food, and listening to music.”
An assortment of decadent desserts included a chocolate fountain, cotton candy machine, and a Dunkin’ munchkins display capped off the sweet evening.
“Our proms allow patients to step away from their illness and into the joy of being a teen looking forward to prom and celebrating the night,” said April McGonnigal, Director of the Dunkin’ Joy in Childhood Foundation. “We were proud to partner with Joe DiMaggio to bring this special prom experience to the teen patients in

Digital Dollar

forms could limit your options for managing and investing your retirement funds.
Technological Barriers And Inclusion

While digitalization can offer numerous advantages, it is essential to consider the potential technological barriers that may arise with the introduction of a digital dollar. Not all individuals may have access to the necessary technology or possess the required digital literacy skills to navigate a digital currency system. This lack of inclusivity could disproportionately affect older adults, potentially hampering their ability to effectively manage their retirement savings.
Mitigating The Risks

While the implications of a digital dollar on your retirement savings may seem concerning, there are steps you can take to mitigate the associated risks. Diversifying your retirement portfolio by including assets that historically hedge against inflation, such as real estate or commodities, can help protect the value of your savings. Additionally, staying informed and seeking advice from financial experts can aid in making informed decisions about investment strategies and retirement planning amidst the changing financial landscape.
The Biden Administration’s proposal to introduce a digital dollar reflects ongoing efforts to modernize the financial system. However, it is crucial to consider the potential ramifications this digital currency may have on your retirement savings. From concerns regarding devaluation and privacy to the potential disruption of traditional banking, understanding the implications and taking proactive measures can help safeguard your retirement funds. As the digital dollar moves from proposal to implementation, staying informed and adapting your financial strategies accordingly will be paramount in ensuring a secure and stable retirement future.
As of last week, it seems U.S. authorities do not like digital currencies. But a central bank digital currency (CBDC)? That has not been ruled out yet. At least, that’s what Graham Steele, assistant secretary for financial institutions, said recently at the Transform Payments USA 2023 conference.

Steele, representing the Treasury Department, was clear in the fact that the United States “has not yet determined whether it will pursue a CBDC.” He did say, however, that the Treasury is leading an interagency working group to study a “potential” U.S. CBDC.

The State Of The City Part IV: Funds Are What Make The City Go Round and Round
By HallandaleThis article is part of the State of the City Series. This is Part IV and covers funds outside of the General Fund and also covers infrastructure, Safe Neighborhood Districts, and other utility funds. It is in speech form.
The overall budget for 2023 was adopted at 176 million dollars. The other 45% of our funds are comprised of spe cial revenue funds, enterprise funds and other funds.
Special funds are a small portion of our budget and include the Golden Isles Safe Neighborhood District and Three Island District. Taxpayers in these districts pay a fee for additional security and cover the full costs of operations. The Police Departments outside services, police training and Law enforcement trust fund are also in the fund category. We have continued to increase training for all officers, which is the key to successful policing.
The fund also includes permitting and inspections. Many residents and business owners are not aware that while we charge for this service the revenues go back directly to the department by law to pay for staff. We get a limited-service fee for general fund staff resources.
accounted for; customers’ bills are accurate and there is continuity in service calls.
This fund also includes replacement of many vehicles, trucks, and heavy equipment. Most of our vehicles were well beyond their useful life.
I have to commend our Commission and thank them for their support to adopt a formal policy of focusing on electrifying our fleets. We adopted an ordinance that
want to focus on is our Enterprise Funds. This fund covers the cemetery, sanitation, and all our water wastewater and storm water service, basically, all our underground infrastructure. This fund was budgeted at 48 million dollars.
One original stabilization item that was taken off the table was to sell off our Sanitation Division.
I have for year’s fought this, as we
police department. There are strict rules for only putting out trash the day before any pickup. This in not a new rule in the city, we just did not have staffing to enforce it. As a matter of fact it is the same in every other city.
Commissioner Taub and I work jointly to address illegal dumping and create a reward program. If people report dumping and it results in perpetrators getting fined,

Commissioner Butler and our commission. (2) “If people report dumping and it results in perpetrators getting fined, there is a reward.”
I want to focus on the other two Funds that have a direct impact on two types of infrastructure. Other funds include: Debit service for our Parks Obligation Bond and other capitol debit for city projects. This year we budgeted over 3.6 million in various capital projects. Also, eight hundred thousand in Renewal and Replacement for parks facilities. It is hard to believe but many are already over 5 years old and more.
Another threat we were faced with was massive water meter failures. While the meters are under warranty, due to supply chain issues we had to go out to another vendor. Our staff is working to replace all our meters. They are also establishing a new business model. The program will be housed entirely at our water plant. This will make sure all of our water is
requires the purchase of electric vehicles, with flexibility. Staff after a full evaluation found that electric vehicles in the long run are more cost effective. Cheaper to run, maintain and keep their resale value. The added bonus is they help our environment.

If staff cannot find electric options, they may purchase hybrid cars, as we did for our police patrols or in the case of heavy equipment like Fire Trucks staff can ask for a waiver of the policy. We are also working to complete the fully electric minibus system which has been championed by Commissioner Butler and our commission. It has taken time to get the buses due to manufacturing demand. Again, no more kicking the can down the road.

should be able to run a successful service and generate revenues. This is important for multiple reasons. But let’s face it, there is money in trash or we wouldn’t be continually lobbied by industry. Contracting to outside agencies means losing control of it, reducing customer service and ads automatic increases annually to our customers. We are, however, in the process of performing a trash rate restructuring this year. We have not done a study for years. Having staff and this service also provides swift ability to address storm preparation, hurricane clean up and address illegal dumping promptly. Currently we have revamped our bulk pick up, strengthened illegal dumping code enforcement with the addition of staff and partnership with the
there is a reward. And yes, we have caught and arrested people.
Like I said earlier, we never had the staffing to implement this existing law, so two new code officers are working directly with the Department of Public Works Sanitation Division. These two positions are supported by code enforcement revenues. We continue to expand code enforcement to keep our city clean and safe for everyone. It is especially important, to maintain property values. As always, I am available for your questions, concerns and ideas to help make our City a better place.
