Enhanced Home Care For The Elderly Free Program Promotes Safety And Independence For Seniors

As we age, our homes should be a safe haven where we can enjoy our golden years with peace of mind. However, for many elderly individuals, their living spaces may not be adequately equipped to support their changing needs. That’s why the Area Agency On Aging Of Broward County is excited to introduce the Enhanced Home Care For The Elderly (HCE) Home Modification Program, a remarkable Initiative that aims to enhance the lives of seniors in Broward County.

Developed in collaboration between the Area Agency On Aging Of Broward County and the Florida Department Of Elder Affairs, the Enhanced HCE Home Modification Program offers eligible individuals the opportunity to receive Home Modifications that promote Independent Living and Ensure Safety within their own Homes. This Short-Term

Program is available until the end of the year, so it’s essential to seize this opportunity while it lasts.

The HCE Program itself is a vital support system for Floridians aged 60 and older who prefer to receive care within Family-Type Living Arrangements instead of Institutional or Nursing Home Care. It offers a Monthly Subsidy to caregivers who have committed to providing 24-Hour Supervision and Care for their elderly loved ones. This Subsidy covers various aspects of Care, including Support and Maintenance for the elderly and even some Medical Costs.

Under the Enhanced HCE Home Modification Program, participants can now avail themselves of Additional Benefits in the form of Home Modifications. These Modifications are carefully tailored to the unique needs of each individual, aiming to impro-

ve their Quality Of Life and enhance their ability to Live Independently. By making Necessary Adjustments to their Homes, seniors can regain their confidence and navigate their living spaces with ease.

To provide a clearer picture, let’s take a closer look at some of the Modifications that can be made through this Program. First and foremost, accessibility is a top priority. Ramps can be installed to eliminate barriers and ensure smooth entry and exit from the Home. This not only benefits those who rely on Wheelchairs or Walkers but also makes it easier for individuals with Mobility Challenges to move around freely.

What Is A Buyer’s Financing Pre-approval Really Telling You?

This question comes up every time house or condo sellers receive a written purchase offer accompanied by the buyer’s PreApproval for Mortgage Financing. Buyers already know that their offer will be taken more seriously if they support it with a Pre-Approval letter from their lender. Though what does that Pre-Approval really represent, and how dependable is it?

Real Estate Markets across the country have noticeably softened from the strong Sellers Market of 2020 to mid-2022. Back then, many sellers in “hot” markets (like Florida) openly demanded cash-only offers, adding that any written offer with a Financing Contingency would be ignored. Here we are in early

Once the listing status changes due to an accepted offer, new Potential Buyer Interest drops off significantly because the property is already locked up by another buyer. At that point, others can only submit back-up offers if they are still interested. By knowing what a financing PreApproval really contains (or doesn’t), sellers can better decide whether to believe in it enough to commit to that one buyer.

Sellers are not the only ones who have to depend on Pre-Approvals. Buyers themselves need to know that what they are submitting with their offer presents a realistic picture of their ability to get mortgage financing. When buyers feel strongly enough about a property to submit a purchase offer, they want to know that they have a good chance of actually receiving financing and owning the property.

Buyers should also keep in mind that with a well-supported Pre-Approval, they are more than halfway to receiving full loan approval, significantly shrinking the time needed between the accepted offer and closing. This is an important fact to tell sellers when submitting an offer with a Financing Contingency.

Properly prepared mortgage

Pre-Approvals give both sellers and buyers the peace of mind and confidence they need to proceed with the transaction.

Many buyers and their Real Estate Agents might think a PreApproval goes further than a PreQualification. Not really. They are just different ways to refer to the same thing because their intended use is the same: to indi cate ahead of time that buyers have some chance of getting the financing they need to buy a house or condo. Whatever you want to call it - the more sup ported it is, the better the chances of mortgage funding arriving at the closing table.

In this article, I am using “PreApproval” referring to any written estimate of a buyer’s ability to receive mortgage financing, including PreQualifications and letters of credit.

Pre-Approvals are preliminary estimates of mortgage affordability based on information a buyer has provided to the lender. They are neither offers to lend, nor agreements to borrow. By definition and function, they are prepared before buyers submit an offer on a specific property.

As you’ll see shortly, a thorough and dependable Pre-Approval contains most of the elements needed to turn into a supported Application when a purchase offer is accepted.

According to the Consumer Financial Protection Bureau (CFPB), the Federal Agency that oversees all things mortgage-related in the U.S., borrowers have made loan application when they have provided their lender with just the following 6 pieces of information:

• Borrower name(s)

• Stated income

• Social Security Numbers (for Credit Report)

• Property Value (estimate, not yet Appraisal)

• Loan amount requested

• (for preliminary Loan-To-Value Ratio)

• Specific property address

Note that none of these items has to be verified in order for the buyer/borrower to have made a loan application and receive mandatory initial loan disclosures

from the lender. In fact at the Pre-Application stage (Pre-Approval), lenders are prohibited from asking for supporting documents for any of these items. With the exception of a Credit Score, the beginning of a mortgage application is based entirely on information provided by the applicant without verification.

However, borrowers are free to voluntarily provide verification of what they submit at this preliminary stage. That is how a Pre-Approval becomes a supported, dependable one.

Providing verified details moves the Application closer to either loan approval or denial. Without additional documen-

counting down while all this is going on.

We will discuss Financing Contingencies in depth in upcoming articles.

Only after a supported Application is submitted to Underwriting (with full documentation) and it looks good for final Approval, can the lender provide a Mortgage Commitment.

The Mortgage Commitment (or denial) is the only document that provides buyers with enough information to decide whether to continue on toward closing or to fall back on the Financing Contingency and bail out of the deal without penalty or cost.

It is very important for sellers to understand what is in (or not in) a buyer’s Pre-

• Have you allowed for Property Taxes, Home-Wind-Flood Insurance, and any mandatory recurring Condo or Homeowners Association charges/fees? If so, are the amounts appropriate for the specific property now under contract?

Of course, the person who prepared the Pre-Approval cannot disclose any buyer personal confidential information, though he or she can certainly answer these basic follow-up questions with a Yes or No.

Being able to interpret how dependable a mortgage Pre-Approval might be is valu-

tation, we don’t yet know in which direction it will go.

A specific property address is what turns a loan inquiry (Pre-Approval) into a loan Application, causing the borrower to receive CFPB-required disclosures before continuing. Therefore, a buyer can comply with the purchase contract’s Financing Contingency requirement to make a timely loan application, yet not have provided any supporting documentation up to that point. Buyers who delay providing supporting documents and verifications either voluntarily or when the lender asks for them are at risk of running out of time on their Financing Contingencies and having to bail out of the purchase.

Before sending an Application to their Underwriting departments for loan approval, lenders must still ask for and receive follow-up information to support anything in the Application that the Borrower has not already provided. This can include Tax Returns, Bank Statements, Employment and Earnings Verifications, letters of explanation, and anything else needed to support what the buyer has put on the application.

If most of these items are already in the file from a Pre-Approval, the full approval timeline is well ahead of schedule.

Remember that the contract’s Financing Contingency Period (often 45 days after an offer is accepted) is steadily

Approval so they can evaluate the chances of it actually becoming a fully approved and funded mortgage loan. The better supported a Pre-Approval is, the better its chances of becoming a funded mortgage.

Here is what to look for in a solid, dependable Pre-Approval:

• Date prepared and name of lender

• Buyer/Borrower name(s)

• Purchase price and loan amount

• Property Type (Single Family, Condo, Townhouse/Villa)

• Term and structure of loan (30 year fixed, 5 year ARM, etc)

• Proposed Occupancy (Primary Residence, Second Home, Investment)

• Type of loan (Conventional, FHA, VA, USDA)

• Loan or file identification number

• Name and contacts of person who prepared it And here’s what to do when you receive a Pre-Approval with an offer from a buyer: First, make sure ALL the above items are included - then email the person who prepared it and ask:

• Have available funds for down payment and closing costs been verified?

• Has this file received initial processing and preliminary Underwriting review?

• Do the buyers qualify for any other loan programs than the one indicated on the Pre-Approval? (your “Plan B,” if needed)

able for sellers, buyers, and their Real Estate Agents. Don’t hesitate to ask questions now that you know what to look for in one.

Many sellers think that a cash deal can be better than a financed deal. This is not necessarily the case. Cash buyers may try to offer below asking price while extracting more concessions and better terms from sellers because they think their cash should buy them a sweeter deal. A buyer with a well-supported Pre-Approval can “compete” head-to-head with a cash buyer, as long as everyone understands how supported Pre-Approvals and contract Financing Contingencies really work. Sellers should learn how to negotiate the terms of an offer, not just the price.

Remember - whether the buyer pays cash or uses financing, the seller still receives the entire contract price for the property.

However, if you violently shake the jar and dump them back on the ground the ants will fight until they eventually kill each other. The thing is, the red ants think the black ants are the enemy and vice versa, when in reality, the real enemy is the person who shook the jar. This is exactly what’s happening in society today. Liberal vs. Conservative. Black vs. White. Pro Mask vs. Anti Mask. The real question we need to be asking ourselves is who’s shaking the jar ... and why?”

Whether red ants will really fight black ants to the death is a question for the biologists, but it’s an apt analogy of what’s playing out before us on the political scene and a chilling lesson in social engineering that keeps us fixated on circus politics and conveniently timed spectacles, distracted from focusing too closely on the government’s power grabs, and incapable of focusing on who’s really shaking the jar.

This controversy over Jason Aldean’s country music video, “Try That In a Small Town,” which is little more than authoritarian propaganda pretending to be respect for law and order, is just more of the same.

The music video, riddled with images of militarized police facing off against rioters, implies that there are only two types of people in this country: those who stand with the government and those who oppose it.

Yet the song gets it wrong.

You see, it makes no difference whether you live in a small town or a big city, or whether you stand with the government or mobilize against it: either way, the government is still out to get you.

Indeed, the government’s prosecution of the Jan. 6 protesters (part of a demographic that might relate to the frontier justice sentiments in Aldean’s song) is a powerful reminder that the police state doesn’t discriminate when it comes to hammering away at those who challenge

Recycle Right

Recycling contamination has become a bigger problem in the City of Hollywood over the past several years. More than 60% of recycling collections are contaminated. When a cart includes contaminated items, the entire collection is trash. The City’s Department of Public Works, in partnership with recycling partners, have a renewed focus on encouraging residents to recycle right. Crews will begin inspecting carts for compliance prior to collection; if contamination is observed the cart will not be collected. Imagine: the very same government that violates the rights of its citizenry at almost every turn is considering charging President Trump with conspiring against the rights of the American people.

It’s so ludicrous as to be Kafkaesque.

If President Trump is indicted over the events that culminated in the Capitol riots of Jan. 6, 2021, the government could hinge part of their case on Section 241 of Title 18 of the U.S. Code, which makes it a crime for two or more people to “conspire to injure, oppress, threaten or intimidate” anyone “with intent to prevent or hinder his free exercise or enjoyment of any right or privilege” the person enjoys under the U.S. Constitution.

That the government, which now constitutes the greatest threat to our freedoms, would appoint itself the socalled defender of our freedoms shows exactly how farcical, topsy-turvy, and downright perverse life in the American police state has become.

Unfortunately, “we the people” are partially to blame for allowing this double standard to persist.

While we may claim to value freedom, privacy, individuality, equality, diversity, accountability, and government transparency, our actions and those of our government rulers contradict these muchvaunted principles at every turn.

Even though the government continues to betray our trust, invade our privacy, and abuse our rights, we just keep going back for more.

For instance, we claim to disdain the jaded mindset of the Washington elite, and yet we continue to re-elect politicians who lie, cheat and steal.

We claim to disapprove of the endless wars that drain our resources and spread thin our military, and yet we repeatedly buy into the idea that patriotism equals supporting the military.

We claim to chafe at taxpayer-funded pork barrel legislation for roads to

nowhere, documentaries on food fights, and studies of mountain lions running on treadmills, and yet we pay our taxes meekly and without raising a fuss of any kind.

We claim to object to the militarization of our local police forces and their increasingly battlefield mindset, and yet

trap closed and turn “we the people” into Enemy Number One.

Despite how evident it is that we are mere tools to be used and abused and manipulated for the power elite’s own diabolical purposes, we somehow fail to see their machinations for what they truly are: thinly veiled attempts to expand their

we do little more than shrug our shoulders over SWAT team raids and police shootings of unarmed citizens.

And then there’s our supposed lovehate affair with technology, which sees us bristling at the government’s efforts to monitor our internet activities, listen in on our phone calls, read our emails, track our every movement, and punish us for what we say on social media, and yet we keep using these very same technologies all the while doing nothing about the government’s encroachments on our rights.

By tacitly allowing these violations to continue and legitimizing a government that has long since ceased to operate within the framework of the Constitution, we not only empower the tyrant but we feed the monster.

This is exactly how incremental encroachments on our rights, justified in the name of greater safety, become routine, wide-ranging abuses so entrenched as to make reform all but impossible.

The tactics follow the same script: first, the government lures us in with a scheme to make our lives better, our families safer, and our communities more secure, and then once we take the bait, they slam the

power and wealth at our expense.

So here we are, caught in a vicious cycle of in-fighting and partisan politics, all the while the government—which never stops shaking the jar—is advancing its agenda to lockdown the nation.

As I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, until we can face up to that truth and forge our own path back to a world in which freedom means something again, we’re going to be stuck in this wormhole of populist anger, petty politics and destruction that is pitting us one against the other.

In that scenario, no one wins, whether you live in a small town or big city.

A Second ‘Home” For Senior Citizens Memorial Program Gives Elderly a Place to Go and Reasons to Connect

It’s easy to overlook the Boulevard Heights Community Center. It’s a non descript building on a residential side street in a west Hollywood neighborhood, the kind of place that easily blends in with its surroundings.

But, for Elizabeth Frantzen, it’s “home,” and what goes on inside its walls is critical to her health and well-being. The Hollywood senior citizen is part of Memorial Healthcare System’s A.L.L.I.E.S (Adults Live Life Independently, Educated, and Safe) program that meets each weekday at Boulevard Heights. She goes so far as to credit the people and services she receives with helping her out of a deep depression after her son’s accidental death.

“Depression and loneliness are com mon feelings for our seniors,” said Tim Curtin, Executive Director for community services at Memorial Healthcare System. “We provide opportunities that get them out of their homes and into a place that exercises their brains, bodies, and spirit.”

Curtin says Memorial knew seniors and their mental health were especially vulner able during COVID-19, with some doing little more than watching TV during the Pandemic. At that time, Memorial organized appropriately-distanced gatherings at T.Y. Park to provide a respite from the isolation most were feeling.

The positive effect during a difficult time empowered Memorial to supercharge an existing seniors’ program to maximize its impact. Daily activities at the community center now include health-focused presentations, ESOL (English to Speakers of Other Languages) classes, mental health services, exercise and fitness instruction, cognitive games, and arts &

crafts opportunities. The healthcare system has partnered with Broward County Transit’s TOPS program to provide transportation and Meals on Wheels for daily lunches. On some days, as many as 100 seniors receive services and participate in activities. “This is a place they can go to see friends, learn new things, and get exercise they wouldn’t otherwise be interested in doing,” said Carmen Marin, a team leader at Memorial Healthcare System. “When they return home, they do with a smile on their face and happy that

there was a purpose to their day.”

The nonprofit Memorial Foundation, in collaboration with the Community Foundation of Broward County, has been underwriting the expenses of the A.L.L.I.E.S program for more than five years. Funding from Memorial in the last year alone was more than $300,000 and includes the salaries of full-time employees, support staff, and supplies needed each day at the community center. “The feedback we’ve received from both the staff and participants makes it clear we’re

changing lives. We’re thankful for our generous donors that enable us to fund this effort year after year,” said Kevin Janser, president of the Memorial Foundation. It’s an undertaking that continues to pay dividends for people like Nubia Martin, a senior that first connected with Memorial’s community services in 2014. “This program has made me much better mentally, healthy, and I love the community they’ve been able to put together,” she said. “It’s been a wonderful experience.”

A Look At History And Challenges: Global Athletes Unite At The 2023 Maccabi Games

The athletes will be here in Florida over the week competing in many sports.

This past Saturday and Sunday Jewish athletes between the ages of 13 and 18 from around the country and globe came to South Florida to participate in the 2023 Maccabi Games. The event participants are part of the global network of Jewish Community Centers, JCC’s. As with any event of this magnitude it truly takes the village. The last time the Maccabi Games were here in South Florida was well over 5 years ago. Many cities including ours passed resolutions welcoming many of the athletes. I am not certain of the exact number, but some are staying right here in Hallandale Beach with host families.

On Monday night they held the grand opening ceremony for the Juniors and the lighting of the torch in Sunrise, Florida at the FLA Live Stadium formerly known as the BB&T Center. I had an opportunity to represent Hallandale Beach along with many of my fellow mayors, Broward County Commission, State Representatives and Congress Members were at the event. The significance of the games is far greater than simply our young Jewish athletes coming together and participating in many sports. They actually represent a rich history that began back in 1932 and then became a grade or symbol of Jewish strength and resiliency.

I thought the games were simply tied to the history of the Jews who successfully organized a rebellion against a Palestinian ruler who defiled the Temple of Jerusalem. The Maccabi name was given in honor of the family and their son who actually led the rebellion. The word Maccabi in Hebrew may be read as hammer or extinguisher. So, to me I figured it was synonymous with games.

Originally there was opposition to the games which began in 1932. Even with this opposition they built a stadium in Tel Aviv and over 18 countries participated. After the games which were supposed to take place every three years in 1935 there was greater opposition from the British government who actually ruled over the territory. Even with this opposition athletes still stood strong, and 28 nations participated.

In 1938, the games were postponed until 1950. This was due to obvious reasons of upheaval and British Control over the government. There were concerns over illegal migration and then obviously World War II and in 1948 the Arab Israeli war. It was not until 1953 that the games began to take place every four years until 2021 due to COVID-19. In 2022 after COVID-19, they held one of the largest Maccabi Games which was actually

For a year many of our residents have been following Legislation that addresses Derelict Vessels and Vessels moored in open water. North Lake and South Lake in Hollywood have always had boats moored but due to COVID-19, there was an abundance of boats and people staying on boats in this open water. Many of the boats were actually pumping their bilges and contaminating the waterway. Many also created access issues for other boats to navigate. Hollywood went to the State Legislators and actually started a Pilot Program to Regulate these types of mooring.

The Laws Regulating boat mooring date back centuries ago as far back as the 1600’s but since the Revolutionary War in the late 1700’s, The United States Government established our set of laws. Admiralty Law governs ports and waterways owned by the government. While each individual state has control over establishing these laws the U.S. Coast Guard actually enforces them. Most of them are still in place today.

Hallandale Beach over the years has also had Vessels moored in Golden Isles Lake. We do have Rules and Regulations regarding boating, and we actually have a marine patrol however we cannot prevent boats from mooring the open lake. Recently a boat broke free and actually ended up at the docks at one of the condominiums. Our Police Department was notified, and they have been working diligently contacting the owner and getting the owner to move the boat.

Obviously, the residents were quite alarmed and due to the Admiralty Laws there is a time of 90 days for the ability for us to remove the boat. After this occurrence, I mentioned the issue during a meeting and requested that our City Attorney and Police Department look into what regulations we may or may not enforce on the lake to ensure the security of the surrounding properties. More importantly, how can we expedite the removal of Derelict Boats?

Last week, the Commission was going to hear a presentation on this issue, but it was postponed due to an Emergency I had. I want to thank those residents that showed up and those that wrote in with their concerns about the Safety Issues as well as their concerns about Derelict Vessels in the lake. The item will be heard at our next meeting.

Give Her a Fighting Chance At a New Life

Have you heard the tear-jerking survival story of the two-year-old dog who was hit by a car? The Humane Society of Greater Miami would like to introduce you to Iris!

Sweet, little Iris was found on the side of the road and brought to the shelter in terrible shape. Based on her injuries, it appeared she had been hit by a car. She was in desperate need of medical attention. The impact of the accident caused severe injuries including two broken limbs and possible ligament injuries, which left her completely unable to walk. To make matters worse, she had terrible road rash on her back, leg and mouth. The Humane Society of Greater Miami staff knew that in order to give Iris a chance at recovering from such a terrible incident, she would need to be rushed to an emergency hospital right away. At the vet, it was discovered that Iris also suffered chest and head trauma. Despite the pain, which caused her to stay on her side most of the time, Iris maintained a sweet disposition, nuzzling the staff every chance she got. Iris’s prognosis showed hope for a full recovery, but it would be a long journey. It

back to good health, which involved at least three surgeries to repair her fractures. The teams were committed to giving her a fighting chance at a new life –happy and healthy. The Humane Society of Greater Miami began a fundraising campaign for Iris’s care right away and made sure that Iris began all necessary treatment immediately!

After two successful surgeries and round-the-clock care post-surgery, Iris had to go home with an experienced foster parent. It was imperative to have a foster who would not only give her the love and accommodations she needed to heal comfortably, but could also keep an eye out for any signs of medical stress during her stay. Thankfully, she found a great foster home with one of the vet

started to show new symptoms and was rushed back to the vet. Iris was suffering from a diaphragmatic hernia, which causes organs to move upward into her thorax. In addition, she had internal tears, an esophageal blockage and pancreatitis. These issues were caused by the impact of the accident, but did not show up in any initial scans. They did not become evident until several weeks later. Iris had to be rushed into emergency surgery and then spent several days recovering in the hospital. This unforeseen complication

increased Iris’s vet bill by almost $10,000. Now, more than ever, the support of the community is crucial! It is only with your help that the Humane Society of Greater Miami can pay for Iris’s life-saving treatment.
