Plenty of changes taking place in Hallandale Beach

By Mayor Joy Cooper Hallandale Beach Over the past months, the City has lost many fine employees.

With the change in the commission, the City Manager and City Attorney were fired. With a new City Manager, there are also employees that have left on their own and others have been fired. The City commission does not hire general employees or the Chiefs. Our City Manager runs day to day operations overseas these hires.

Jenifer Frastai Deputy and Acting City Manager left the City to work in Oakland Park. Sergio Ascunce, our Building Official left to work for the city of Key Biscayne. Taren Kingsley, our Director for Human Resources resigned when City Manager Daniel Rosemond and City Attorney Whitfield were fired. Radu Dodea is now Acting Director. The other change was our Director of Capital Improvements, Sarita Shamah severed from service. She lead up the construction of BF James, South Beach, OB Johnson and just broke ground on Sunset Park.

Over the past months, two positions in the City Manager’s office were vacant, Deputy City Manager and the Assistant City Manager. Deputy City Manager Rafols had intended to leave this June, but has been persuaded to stay until December.

Her leadership and institutional knowledge are tremendous assets to the

City and to CM Roger Carlton. With audits taking place, she is one of the few people left internally that understand administrative operations and the background of many of our employees.

CM Carlton has been trying to fill the two vacant positions as well as find a Deputy Director of the CRA. He had a few applicants from outside of the City, some even attended our City commission meeting. With that said, he decided to promote from within and hire a new CRA Director from the outside.

CM Carlton has been working on staff realignment at the same time as filling the positions. He has promoted Director of Public Works Steve Parkinson, to head up all construction projects and oversee DPW as Assistant City Manager for Capital Improvements. Mr. Parkinson has 20 years of experience in the public sector, including public works, capital improvements and engineering. He has been with the City for five years as the Director of Public Works.

Mr. Parkinson has managed the implementation of numerous capital projects, as well as the delivery of water, sanitation and transportation services. In addition, Mr. Parkinson manages the delivery of sewer, storm water and fleet services.

Mr. Parkinson holds a BS in Civil Engineering. His duties will include overseeing Capital Improve-

ments; Department of Public Works; Department of Development Services; Construction Management and Project Implementation. Steve will also do double duty as Public Works Director. He holds a BS in Civil Engineering.

Greg Chavarria will become Assistant City Manager for Administrative Services. Greg has more than 10 years of experience in the public sector.

He has been with the City for two years as the City's Chief Information Officer (CIO). In his capacity as the CIO, Mr. Chavarria has been involved in projects, such as the implementation of the City's Enterprise System (ERP); implementation of best practices for citizen engagement; and automating City administrative processes.

Mr. Chavarria holds an MS in Management Information Systems, a BS in Civil Engineering and a BS in Environmental Engineering. Mr. Chavarria's duties will include overseeing: Innovation Technology; Strategic Initiatives; Citizen and Media Engagement and the Procurement Department. Greg will do double duty as an Assistant City Manager and the Chief Information Officer.

From outside, Executive Director Carton, has hired Dr. Jeremy Earle as Assistant City Manager for Economic Development.

Dr. Earle has more than 10 years of experience in the public sector, with eight years' experience as

the Executive Director of the Dania Beach Community Redevelopment Agency. Mr. Earle holds a PhD in Public Policy and Administration.

In his capacity as the Assistant City Manager for Economic Development, Dr. Earle's duties will include: day to day operations of the Hallandale Beach Community Redevelopment Agency; our Community Benefit Plan/Hallandale Opportunity Project, Economic Development and Grants Development.

I am excited to announce that there will be a grand opening of the play fields and celebration of

the completion of OB Johnson Park, this Saturday starting at 10 am. Following at 2 pm, there will be May Day Celebration/Community Unity Day at Foster Park, I hope you will come out and join in the fun!

On Monday, there will be a SW community meeting to discuss the SW Drainage Project. This project is in the 90% completion stage and will be constructed between Dixie Highway, SW 9th, SW 3rd Street and SW 3rd Ave. If you are in the impacted area, this is a very important meeting for you to find out about the impacts and benefits of this long-

awaited project, the meeting will be at city Hall starting at 6 pm.

The Lag B’omer Parade, usually held when the Jewish festival falls on Sunday, originated in Brooklyn, New York in 1956, highlighted by the Lubavitcher Rebbe, Rabbi Menachem M. Schneerson addressing the crowd from a special grandstand and waving to the throng of marchers as they passed the main stage.

The weather report was not good, showing plenty of storms in the area all day.

But when Florida’s Head Shliach Rabbi Abraham Korf immediately wrote into the Ohel, asking the Rebbe for a special blessing for great weather and great success for the Sunshine State’s Great Parade, things certainly were looking up.

Within minutes, the sun broke through the clouds and incredibly, the thousands of men, women and children were able to enjoy a spectacular Lag B’omer celebration with sunshine and great weather.

As the large crowd gathered at the parade starting point on Hallandale Beach Blvd., just east of U.S. 1, each guest was handed a sky blue t-shirt with the beautiful colored Florida Great Parade logo and adorned with palm trees on the front.

With hundreds of bedazzled spectators lining the route due to the street’s closure, the parade of families, marching bands, dancing clowns and colorful floats made its way east to a giant lot generously made possible by Espeban Koffmon and Yontan Laoui of Chateau Group. Jewish music filled the streets while kids and adults waved an array of colorful signs with messages such as Jewish pride, keeping kosher and Moshiach.

The parade was followed by a special rally for the children. A giant tent was set up to protect the thousands in attendance from the scorching Florida sun. Bottles of water were distributed throughout the day at no cost by members of Hatzalah.

In addition to the children each giving charity and reciting the 12 Pesukim, Rabbis Abraham Korf, Raphael Tennenhaus, Sholom Lipskar and Leib Schapiro each shared with the crowd a brief inspirational holiday message. The rally concluded with a remarkable high flying acrobatic show.

Once the rally concluded, music was heard throughout the venue as the children ran about enjoying many mechanical and inflatable rides including a giant zip line and roller coaster, all free of charge. Musical performances included Dr. Laz and Choni Teitelbaum on the keyboard.

Hundreds of participants also had the opportunity to don Tefillin at a designated Mivtzaim booth.

Attendees were astounded that even the rides were all free. “Only Chabad can pull this off,” shouted a guest visiting with his family from New York.

Florida’s amazing Great Parade was organized by Florida Shluchim Rabbis Shmuly Gutnick, Pinny Andrusier, Mordy Feiner and Mendy Levy.

The event which enabled families to enjoy a wonderful fun filled day at no charge was funded

The City of Hollywood Showcases New Home in Washington Park at Housing Replacement Open House

This past Tuesday, May 16th, was an exciting day for a homeowner in the City of Hollywood’s Washington Park community. The City held an open house at 5420 Flagler Street to celebrate a new home that was recently built through the City’s Housing Rehabilitation & Replacement Program.

The new home has three bedrooms, two bathrooms and a one car garage, and it is now accessible for a disabled person. Energy efficient additions, such as new appliances, air conditioning unit, tankless water heater and hurricane windows have made monthly utility bills much more affordable.

Meatballs taken to a much higher taste level Turkey, chicken, lamb and pork offer a perfect alternative to ground beef minutes or until cooked through and not pink in the middle.

While most of us have never traveled outside our comfort zone - when it comes to a meatball - there are others who have tried some very different a tasty treats.

Traditionally, an Italian meatball has ground beef, ground pork and maybe ground veal - which is also used in a meatloaf, but there are other varieties of meatballs that you may never have tried.

Here are a few: BAKED TURKEY • 1 pound ground turkey • 1 egg • 1/2 cup bread crumbs • 1/4 cup chopped parsley • 1 clove garlic, finely diced • 1/4 cup shallot or onion, finely diced • 1 tablespoon tomato paste • 1 teaspoon salt, or to taste • 1 teaspoon pepper, or to taste

Preheat oven to 400° F. Lightly grease a sheet pan with oil and set aside.

In a bowl, mix all ingredients together thoroughly with your hands. Roll into about 20 meatballs and place on pan. Bake until golden brown, about 20

GINGER-CHICKEN/CHINESE BROCCOLI • 1 garlic clove, finely grated • 1 lb ground chicken • 1 tablespoon reduced-sodium soy sauce • 2 teaspoons finely grated ginger • 4 scallions, thinly sliced, plus more for serving • 2 cups low-sodium chicken broth, divided • 2 tablespoons vegetable oil • 1/2 bunch Chinese broccoli, chopped • 1/2 teaspoon crushed red pepper flakes • Kosher salt, freshly ground pepper

Using your hands or a rubber spatula, gently mix garlic, chicken, soy sauce, ginger, 4 scallions, and 1/2 cup broth in a medium bowl just to combine.

Scooping out by the tablespoonful, form mixture into 1”-diameter meatballs.

Heat oil in a large skillet over medium-high heat.

Add meatballs and cook, turning occasionally, until golden brown all over, 8–10 minutes. Transfer to a plate.

Combine broccoli and red pepper flakes in same skillet, season with salt and pepper, and cook over medium-high heat until broccoli is bright green and crisp-tender, about 5 minutes. Add meatballs and remaining 1½ cups broth. Bring broth to a boil, reduce heat, and simmer until meatballs are cooked through and broccoli is tender, 5–8 minutes. Serve sprinkled with more scallions.

LAMB • 1 pound of ground lamb (or other ground meat) • 1 large clove of garlic, minced or grated • zest of 1 lemon • 1/2 teaspoon dried oregano • 1/4 teaspoon garlic powder • 1/2 teaspoon sea salt (or to taste) • 1/4 teaspoon black pepper (or to taste)

• 2-3 thin slices of fresh lemon • 1-2 tablespoons of Kasandrinos • Imports extra virgin olive oil

Preheat the oven to 400 degrees F. In a mixing bowl, combine the ground lamb, garlic, lemon zest, oregano, garlic powder, sea salt, and black pepper until the spices are all well incorporated into the meat.

Form the meat into approximately 9-12 meatballs and place into an oven safe dish. Place the lemon slices into the pan on top of some of the meatballs.

Bake for 20-25 minutes or until the meatballs are cooked all the way through or is just slightly pink in the center.

Drizzle the extra virgin olive oil over the meatballs upon serving.

These meatballs are fantastic with the tomato & olive salad as a side (add cucumbers to make it a more traditional Greek salad).

PORK • 1 egg, lightly beaten • 1 slice bread, crumbled • 1 garlic clove, minced • 1/4 cup grated Romano or Parmesan cheese • 1/2 teaspoon salt • 1/2 teaspoon dried parsley flakes • 1/4 teaspoon pepper • 3/4 pound ground pork • 1 can (14-1/2 ounces) beef broth

In a bowl, combine the first seven ingredients.

Crumble meat over mixture and mix well. Shape into ten 2-in. balls.

In a saucepan, bring broth to a boil. Place meatballs in the broth. Reduce heat; cover and simmer for 15 minutes. Turn the meatballs; cook 15 minutes long or until a thermometer reads 160°. Remove with a slotted spoon. Yield: 2 serving.

2017 PREAKNESS: Jerkens Enjoying the ride with Xpressbet Pimlico Special Favorite Shaman Ghost

Whether working for his late Hall of Fame father, Allen, or since going out on his own now 20 years ago, trainer Jimmy Jerkens has been around good horses all his life. He’s confident his current stable star will wind up shining brightest of all.

Stronach Stable’s multiple Grade 1 winner Shaman Ghost is the 45 morning-line favorite among 10 older horses set to gather for Friday’s $300,000 Xpressbet Pimlico Special (G3), the richest of seven stakes, four graded, on the Black-Eyed Susan Day program at historic Pimlico Race Course.

Jerkens’ long list of stakes winners includes Effinex, millionaires Artie Schiller, Wicked Strong, Corinthian and V.E. Day – all Grade 1 winners.

Shaman Ghost’s $3,539,311 is the highest earner of any horse Jerkens has trained, towering above his Pimlico Special rivals. Defending champion Noble Bird is next at $1.3 million.

With Jerkens Shaman Ghost has three wins, a second and two thirds from seven starts with $2,851 million in purse earnings. His victories include the Woodward (G1) and Brooklyn (G2) last year and Santa Anita Handicap (G1) March 11 in his last start.

“He’s up there, no

question, with what he’s done the last couple years,” Jerkens said.

“Artie Schiller on the turf was very good for a couple years and Wicked Strong developed into a nice horse. This guy, especially if he goes on and finishes out the year good, he’ll probably be the best one.”

Shaman Ghost came to Jerkens after a sophomore campaign during which he won the Queen’s Plate, Canada’s equivalent of the Kentucky Derby (G1), and lost the second leg of its Triple Crown series by a neck in the Prince of Wales.

Subsequent ankle surgery ended his season but he was voted the Sovereign Award as Canada’s top 3-year-old male.

“I don’t know if he’ll run next year or not. I guess it depends on soundness issues and all that kind of stuff.

Knock on wood, everything’s good,” Jerkens said. “I don’t really anticipate any problems but you always have to stay guarded when you have horses that run as hard as that. And, he trains very hard, too. He’s never run good races without training very hard, so we didn’t want to change that part of it.”

“That training track hasn’t been yielding fast times for quite a while, but that particular day it was after the second break and it had just the right amount of water on it to make it nice and bouncy and the horses were getting over it,” Jerkens said. “It really stood out because – they did have a couple of fast works that day, one out of the gate was fast – surrounding that day the times were slow.

Depending on how you look at it, it could really look like a super work. “[Flying Bullet] didn’t offer much, I just wanted [Shaman Ghost] to have a target to make sure he worked good. Every once in a while when he’s by himself he’ll loaf a little bit and I thought the track was kind of

slow, and that’s when they really loaf,” he added. “We didn’t have any time to spare so I wanted to make sure he worked good by having a workmate. Of course, he blew his doors off.

It’s always nice to see.

You’re always a lot more confident when they work good than when they don’t. Some horses can fool you; they can run good off a bad work or they just know the difference.”

Q…Dr. Ron… I have suffered from depression in various stages of my life.., but what always seemed to be the best anti-depressant, was a brand new puppy… Unfortunately our condo regulations prohibit pets of any sort.. Do you have an opinion on this?

Aren’t pets great!... JL… Miami A… They sure are!… and they are good for both our physical and mental health. Even the National Institute of Mental Health recognizes the interaction of human and pets as a legitimate therapy called “Pet Therapy.” Pets can enhance our mental health by: 1. Giving and receiving love 2. Reducing feelings of loneliness 3. Giving purpose to one’s life 4. Becoming a key member in one’s social network 5. In the case of a dog, encouraging exercise and outdoor time 6. In the case of a dog…,enhancing the probability of increasing one’s social network, as many people stop and talk to dog-owners.

Although obtaining a pet is fairly inexpensive and easy to do (think adoption), keeping one housed in our area can be particularly difficult.. Most condos here have strict pet regulations; many completely prohibiting them, even from a day visit. While this sounds cruel, anti-pet people have reasons for this, such as the extra fleas, and un-collected dog poo often found in buildings that allow pets.

Getting a note from a doctor, especially a mental health provider, that states the necessity of having a pet, may help the condo board to grant an exception.

I have done that for some of my patients, when there appeared to be a valid mental health diagnosis and reason for obtaining the pet.
