When it comes to governing, it is less what we can do alone and more what we can achieve together. Elected officials need to be made aware of what the issues are, reach out to the proper agencies and become agents of change in search of a solution.

Sunny Isles Beach Commissioner liness, teacher shortages, security, etc. However, despite the progress made and due to the overcrowding situation, MDCPS made the decision to put a cap on new enrollments. It is extremely unfair for residents of SIB to be denied enrollment in our school because students from other cities are taking their spots. Another school must be built. Nevertheless, we in the taskforce continue to look for short and longterm solutions.

In another instance, residents of Poinciana Island (my home residence) approached me seeking help in communicating with the U.S. Army Corps of Engineers and DERM regarding their finger pier applications. I am proud that after several meetings and reviews with these agencies, we were able to update the permit process to bring the unpermitted structures to compliance and for owners to apply directly to the agencies to build their finger pier.

In January 2023, I participated in a Public Meeting at our NSE SIB K-8 School to discuss issues affecting our children’s educational experience. As a result, a “taskforce” was created with representatives from MDCPS, SIB community leaders and parents. Many steps were promptly put into action to address clean-

faces have changed over time (terrorism, the war on drugs, illegal immigration, a viral pandemic, and more to come), but the end result remains the same: in the so-called name of national security, the Constitution has been steadily chipped away at, undermined, eroded, whittled down, and generally discarded with the support of Congress, the White House, and the courts.

Here is what it means to live under the Constitution, with the nation still suffering blowback from the permanent state of emergency brought about by 9/11 and COVID-19.

The First Amendment is supposed to protect the freedom to speak your mind, assemble and protest nonviolently without being bridled by the government. It also protects the freedom of the media, as well as the right to worship and pray without interference. In other words, Americans should not be silenced by the government. To the founders, all of America was a free speech zone. Despite the clear protections found in the First Amendment, the freedoms described therein are under constant assault.

The Second Amendment was intended to give the citizenry the means to resist tyrannical government. Yet while gun ownership has been recognized by the U.S. Supreme Court as an individual citizen right, Americans remain powerless to defend themselves against red flag gun laws, militarized police, SWAT team raids, and government agencies armed to the teeth with military weapons better suited to the battlefield.

The Third Amendment reinforces the principle that civilian-elected officials are superior to the military by prohibiting the military from entering any citizen’s home without “the consent of the owner.” With the police increasingly training like the military, acting like the military, and posing as military forces—complete with heavily armed SWAT teams, military weapons, assault vehicles, etc.—it is clear that we now have what the founders feared most—a standing army on American soil.

The Fourth Amendment ensures privacy and bodily integrity. Unfortunately, the Fourth Amendment has suffered the greatest damage in recent years and has been all but eviscerated by an unwarranted expansion of governmental police powers that include strip searches and even anal and vaginal searches of citizens, surveillance (corporate and otherwise), and intrusions justified in the name of fighting terrorism, as well as the outsourcing of otherwise illegal activities to private contractors.

The Fifth Amendment and the Sixth Amendment work in tandem. These amendments supposedly ensure that you are innocent until proven guilty, and government authorities cannot deprive you of your life, your liberty or your property without the right to an attorney and a fair trial before a civilian judge. However, in the new suspect society in which we live, where surveillance is the norm, these fundamental principles have been upended.

The Seventh Amendment guarantees citizens the right to a jury trial. Yet when the populace has no idea of what’s in the Constitution, that inevitably translates to an ignorant jury. However, the power of the jury to nullify the government’s actions—and thereby help balance the

The Eighth Amendment is supposed to protect the rights of the accused and forbid the use of cruel and unusual punishment. However, the Supreme Court’s determination that what constitutes “cruel and unusual” should be dependent on the “evolving standards of decency that mark the progress of a maturing society” leaves us with little protection in the face of a society lacking in morals altogether.

The Ninth Amendment provides that other rights not enumerated in the Constitution are nonetheless retained by the people. However, it has since been turned on its head by a centralized federal government that sees itself as supreme.

As for the Tenth Amendment’s reminder that the people and the states retain every authority that is not otherwise mentioned in the Constitution, that assurance of a system of government in which power is divided among local, state and national entities has long since been rendered moot by the centralized

Washington, DC, power elite - the president, Congress and the courts.

Thus, if there is any sense to be made from this recitation of freedoms lost, it is simply this: our individual freedoms have been eviscerated so that the government’s powers could be expanded.

It was no idle happenstance that the Constitution, which was adopted 236 years ago on September 17th, 1787, opens with these three powerful words: “We the people.”

It’s our job to make the government play by the rules of the Constitution.

Still, it’s hard to be a good citizen if you don’t know anything about your rights or how the government is supposed to operate.

Here’s an idea to get educated and take a stand for freedom: anyone who signs up to become a member of The Rutherford Institute gets a wallet-sized Bill of Rights card and a Know Your Rights card.

As I point out in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, “we the people” have the power to make and break the government.

Imagine what we could accomplish if we actually worked together, presented a united front, and spoke with one voice.

Tyranny wouldn’t stand a chance.

Long Term Goals For Hallandale Beach

The CRA Trust Fund Is Investing In The Community

Hallandale Beach is fortunate to be one of the few cities that were able to take advantage of creating a Community Redevelopment Area. In 1996, the City created the CRA through a finding of necessity establishing the area as slum and blight. The evaluation was performed, and we were granted a CRA for 30 years.

In 2026 - 2027 the CRA will be either sunset or the boundaries will be modified significantly.

The words slum and blight conjure up visions of the tenement houses in New York or areas with vacant crumbling homes and businesses. In statute the criteria are far more encompassing. The list includes many items such as business and office vacancy levels, housing stock age and affordability, economic drivers, and many Infrastructure deficiencies.

Since their inception there have always been state and county assaults on CRA’s. Like many confrontations it is a battle over money. CRA’s actually locked in the Tax Base from a point in time. The increased Property Tax Revenues within the area from city, county and other districts are required to be put into the CRA Trust Fund. This Fund is to be utilized by the Community Redevelopment Agency to address the slums and blight.

For years our CRA only had a few million dollars to do various programs. This was due to the depressed property values. Goal one was to purchase land parcels that were vacant or blighted properties to create affordable housing. It has taken a long time, but these efforts are now showing in the community with many affordable units. Now the tax increment is over $15 Million Dollars.

The CRA Investments also include the creation of three parks in the most underserved areas. We created programs to help spur economic growth and job creation. These programs were always under the microscope from those that had philosophical differences in how money should be spent.

Fast forward to 2020 and all CRA were required to redraft their CRA Plan. Our Plan was redeveloped with three redefined goals of Affordable Housing, Infrastructure, and Public Safety Programs. Our CRA took bold measures to issue $20 Million Dollars in Bonds to design and build above ground improvements within the district. While property owners may not be seeing improvement now they are on their way.

The CRA executed a contract with Burkhardt for a Construction Manager at Risk CMAR process to design, develop and construct many improvements. The top projects throughout the district include: sidewalks, new lighting, tree plantings and an Art Trail. This past

Monday we received an update on the status of the projects, many of which are at the 90 percent design phase and will be ready to go out for construction bidding.

CMAR is a process where each project is designed and then it goes out to bid for construction. The CMAR is required to cover the set bid costs no matter if they end up being over. The plans are now at the 90 percent design level. Within the next months many will be coming back for approval.

Sidewalks are a Quality-Of-Life Issue and many of our areas have no sidewalks, sidewalks on one side of the road and many are not connected. Each quadrant will be seeing improvements. The full list can be found on: https://cohbcra.org/Some projects are also being performed through the Broward County Penny Tax. Streetlights are vital for Public Safety. Burkhardt and staff have been working with FPL for upfront costs. The focus areas are Foster Road, West Hallandale Beach Boulevard, and dim areas within

the neighborhoods with the priority of those areas that have high crime incidents.

Trees are another project that will impact Quality-Of-Life and our Environment. Not only will they add beauty but reduce heat islands, reduce our Carbon Footprint, and help in Flood Mitigation. In October the CRA will be holding an additional Community Meeting in preparation for this project. They will be setting up Tree Giveaways for private property owners. We have a goal of planting over 13,000 trees within the City. The project also includes planting along the swales.

The Art Trail is also 90 percent designed. Staff and Burkhardt will be meeting to review some amendments to

further enhance this exciting addition. The project will interconnect our parks with walking and biking paths. The path will include stops designated with special installations of trail markers, unique furnishing art and trail maps. Staff are working on pricing and the project will be coming back to the board.

There are other projects that include Foster Road and District 8, which I will be reviewing in next week’s article.

The Final Budget Hearing is scheduled for Tuesday, September 26th at 5:05 p.m. Both meetings are at City Hall located at 400 South Federal Highway, Hallandale Beach, Florida 33009. Hollywood Kids Fishing Tournament

The City of Hollywood Department of Parks, Recreation and Cultural Arts is hosting the second annual Kids Fishing Tournament on October 21st from 7:30 a.m. to 12 p.m. We’re taking this year’s tournament offshore to provide a unique, hands-on experience for kids aged 10 through 17 who reside in the City of Hollywood.

The day begins at the charter vessel located at Lady Pamela Marina at 7:30 a.m. Participants will sign in and attend a 30-minute fishing clinic conducted by the International Game Fish Association (IGFA) and local marine experts. Immediately following the clinic, partici-

pants will board the 65-foot charter vessel and offshore fish along the coral reefs of Hollywood and the Florida coast for approximately three hours. Parents are not permitted on the vessel during the fishing tournament.

During the outbound trip, the crew will conduct safety training and teach participants resource stewardship, including ethical fishing skills and ways to protect Florida’s aquatic environments within our community.

Snacks, water, and lunch will be provided throughout the trip. Each participant will take home their own rod and reel. Awards will be given to anglers in the fol-

lowing categories: Largest Fish, Smallest Fish, Most Unusual Fish, Most Fish, and more.

The registration fee is $20 and scholarships available based on household income.

Better Immigration Policy Is Possible And Needed

Americans have been waiting for “comprehensive immigration reform” since 1986, when President Reagan granted amnesty to most illegal immigrants in the country -- roughly 3 million at the time -in exchange for lawmakers’ promises to secure the border.

Congress quickly reneged on those promises. Four decades and eight amnesties later, the border has never been less secure, employers continue to hire illegal workers with near impunity, and the illegal immigrant population has ballooned to roughly 12 million and is growing every day.

Better immigration policy is possible and very much needed. Yet both political parties have failed to deliver reforms that promote economic fairness for American workers -- especially the most vulnerable in our society -- while safeguarding our natural resources for future generations. Voters across demographic and ideological lines all recognize the system is not working and broadly support such an

approach.

Legal immigration has accelerated over the last four decades. Since 1990, when Congress raised immigration levels, the United States has admitted around one million legal immigrants annually. That number is double any level recommended by congressionally appointed panels, and doesn’t even include millions of additional guest workers, visa overstayers, or illegal border crossers. Federal Law

Enforcement Officers have already encountered almost 2 million illegal immigrants at the southern border this fiscal year, on pace to surpass last year’s record 2.4 million.

According to the Center for Immigration Studies, the foreign-born population could reach 51.7 million by the end of President Biden’s first term -- constituting 15.5% of the total U.S. population, the largest share in history.

This influx has harmed American workers, especially those with lower levels of education. There are now around 50 million people in the United States between

the ages of 18 and 64 who are not working. Some don’t want to work. Others don’t have to work. But many find it impossible to obtain work at fair wages in reasonable conditions due to desperate economic migrants.

It is distressing to constantly hear that tens of millions of Americans are too lazy or incompetent to hire. Even more troubling is the argument that the solution is to bring in tens of millions more foreign workers. Many U.S. employers simply refuse to recruit, train, and retain available and willing Americans. Too many businesses have become reliant on cheaper, unprotected, more compliant foreign workers.

What is happening to those Americans who are brushed aside and become merely a data point in monthly reports from the Bureau of Labor Statistics? The ongoing tragedies include drug addiction, suicides, and violent crime. Policymakers must consider the effects of having so many Americans out of work, and how immigration, both legal and illegal, has

contributed to those outcomes.

America has long welcomed newcomers, and most Americans support continued, legal, permanent immigration -- but within sustainable parameters.

Stopping the recent surges of illegal immigration and reducing numerical levels of legal immigration held widespread support from leadership of both parties. Presidents Clinton and Obama spoke in favor of it. Senator Bernie Sanders called the idea that the United States should admit as many foreign workers as employers demanded a “Koch brothers proposal” as recently as 2015. President Trump endorsed Senator Tom Cotton’s RAISE Act, which would have roughly halved legal immigration by ending chain migration.

Democrats and Republicans must recommit themselves to stopping illegal immigration and reducing annual immigration to reasonable levels. The party that supports sensible immigration reform will win the battle for American workers.

Ham and Swiss Sliders

Total time: 25 minutes

Servings: 4-6

• 1 stick butter

• 1 package (12 rolls) King’s Hawaiian

• Original Hawaiian Sweet Rolls

• 1 pound shaved deli ham

• 1 pound thinly sliced Swiss cheese

Heat oven to 350 F. Melt butter and set aside. Cut entire pack of rolls in half horizontally, keeping all top and bottom halves intact.

In 9-by-13-inch pan, place bottom halves of rolls and cover with ham and cheese.

Cover ham and cheese stacks with top halves of rolls. Drizzle butter mixture over tops of rolls.

Bake, uncovered, 15-20 minutes. Separate rolls for serving.
