Camp VS. School Is There Enough Value To Camp

With the school year coming to a close, many children are now looking forward to going to camp, while some parents are on the fence. They’re not sure if there’s enough value in camp to justify their investment. Afterall, to run a propper camp is not cheap. Especially with the new inflation on everything, think of what it costs just for eggs! Besides, for some children, they’ve gotten used to and are actually happy to hide behind a mask. In addition to basic social reasons, here’s some food for thought for those parents that may be on the fence.
Camp is the most special time of a child’s year. In a way, it’s the most educational part of their year. Unlike school, where kids are in learning mode and not always excited to go school, camp is fun, full of exciting activities and always looked forward to by all kids! They’re in a great mood and ready to soak things in!
Many kids who have a difficult time memorizing what they learn in school, have a much easier time memorizing camp songs and every silly skit & shtick they see in camp. They remember it with every hand movement, detail & nuance. The same kid who’s failing school is excelling in camp!

These attempts to use various crises to override the Constitution are still happening.
It doesn’t even matter what the nature of the crisis might be: civil unrest, the national emergencies, “unforeseen economic collapse, loss of functioning political and legal order, purposeful domestic resistance or insurgency, pervasive Public Health Emergencies, and Catastrophic Natural and Human Disasters.”
They have all become fair game to a government that continues to quietly assemble, test and deploy emergency powers, a long laundry list of terrifying powers that override the Constitution and can be activated at a moment’s notice.
We’re talking about lockdown powers (at both the Federal and State Levels): the ability to suspend the Constitution, indefinitely detain American citizens, bypass the courts, quarantine whole communities or segments of the population, override the First Amendment by outlawing religious gatherings and assemblies of more than a few people, shut down entire industries and manipulate the economy, muzzle dissidents, “stop and seize any plane, train or automobile to stymie the spread of contagious disease,” reshape financial markets, create a digital currency (and thus further restrict the use of cash), determine who should live or die.
While these are powers the police state has been working to make permanent,

As David C. Unger, observes in The Emergency State: America’s Pursuit of Absolute Security at All Costs, “Life, liberty, and the pursuit of happiness have given way to permanent crisis management.”
The seeds of this ongoing madness were sown several decades ago when George W. Bush stealthily issued two presidential directives that granted the president the power to unilaterally declare a national emergency, which is loosely defined as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.”
Comprising the country’s Continuity of Government (COG) plan, these directives (National Security Presidential Directive 51 and Homeland Security Presidential Directive 20), which do not need congressional approval, provide a skeletal outline of the actions the president will take in the event of a “national emergency.”
Just what sort of actions the president will take once he declares a national emergency can barely be discerned from the barebones directives. However, one thing is clear: in the event of a national emergency, the COG directives give unchecked executive, legislative and judicial power to the president.
The country would then be subjected to martial law by default, and the Constitution and the Bill of Rights would

As we have witnessed in recent years, that national emergency can take any form, can be manipulated for any purpose and can be used to justify any end goal— all on the say-so of the president.
The emergency powers that we know about which presidents might claim during such states of emergency are vast, ranging from imposing martial law and suspending habeas corpus to shutting down all forms of communications, including implementing an internet kill switch, and restricting travel.
Yet according to documents obtained by the Brennan Center, there may be many more secret powers that presidents may institute in times of so-called crisis without oversight from Congress, the courts, or the public.
Remember, these powers do not expire at the end of a president’s term. They remain on the books, just waiting to be used or abused by the next political demagogue.
So, too, every action taken by the current occupant of the White House and his predecessors to weaken the system of checks and balances, sidestep the rule of law, and expand the power of the Executive Branch Of Government makes us that much more vulnerable to those who would abuse those powers in the future.

If we continue down this road, there can be no surprise about what awaits us at the end.
We must recalibrate the balance of power.

At a minimum, as The Washington Post suggests, “all emergency declarations should expire automatically after three or six months, whereupon Congress would need to vote upon any proposed extension.”
We’ve got to start making both the president and the police state play by the rules of the Constitution.

The Federal Government will gradually scale back the extra Medicaid Dollars it has been sending to the states -- until that enhanced match disappears entirely at the end of this year.

Florida Pet Owners Prepared To Pay A $5,000 Premium To Rent With Their Pets
Having a pet, and renting a property, poses challenges. Landlords are often reluctant to allow them - barking, shredded cushions, scratched furniture being some of the reasons. Renters have it tough enough as it is, with landlords always having the upper hand in the situation, so it seems a shame that pets are often not made to feel welcome in a rented property. A survey of 3,000 petowning tenants by www.AgentAdvice.com has revealed the extent to which they are prepared to pay to live with their pets.
The survey found that 82% of pet owners would be willing to pay an additional fee to keep their furry friend in the rental property with them. The average Florida pet-owning renter would be prepared to pay a whopping $5,006 annually to live with their pet!
However, the study also revealed that a significant proportion want the best of both worlds - that is - to continue living with their pets, but not having to pay any premium in order to do so. www.AgentAdvice.com discovered that in Florida, 19% of pet-owning renters admit to not disclosing this to their landlords (equating to 504,684 illegal pets)that’s a lot of barking to try and cough over, or scratched table legs to try and cover up. The guiltiest pet owners are in Vermont, with the percentage of households hiding illegal pets reaching 50%, or 36,791 furry friends. The most law-abiding pet-owning renters live in Indiana, where the figure is just 4%, or 32,400 pets.
The research also revealed that two thirds thought it was fair for landlords to ask tenants to leave the property if it turned out they had pets which were not permitted. But sadly, the challenge of finding a rental property which allows pets discourages 58% of people from getting a

The State Of The City Part II: The Budget And Many City Issues Are In Focus
This is Part II of the series of “The State of the City Address” and I do hope that you enjoy it. It reviews the Budget and covers many of the issues our City Manager and the Commission are addressing. It has been kept in speech form.
I spoke last year about the American Recovery Plan. Putting partisan politics aside President Biden and Congress took measures to help get our country through COVID-19. He actually saved many cities across the nation to stave off bankruptcy. We used ARPA and spread it over three years as part of our plan. Remember when we set out on this recovery, ARPA was not even a reality.
Our City Commission, City Manager and our Staff adopted and stuck with the stabilization plan. It has moved us forward and as of last year, I am proud to announce that we passed a balanced Budget without the use of reserves. Finally, Stability.
It did not come easy and with a very tough political decision to increase our Millage Rate. Those of you that have gotten to know me, understand I am straight forward when it comes to tough issues. Without Taxes and Fees, we simply cannot provide services. They are intricately intertwined.
Cuts in Taxes are great that is why so many elected officials promise they want to cut Taxes. But they fail to tell you on the other hand what else they will cut.
Another poor political strategy is doing nothing to maintain Services or Infrastructure. This shows a lack of leadership and vision. This flaw combined with past economic downturns got our City into a financial wreck.
Last year, I briefed the Chamber about this robust plan. The first strategy included putting in place the establishment of Cross Departmental Teams to address every aspect of the City. No more operational silos.
Financially, we adopted these strategies. A Hiring Freeze. Filling Vacancies was put on hold, except for vacant Police and essential Staff positions. As we know there continues to be social and civil unrest over policing. I am standing here today and very proud of the changes we have made to address those issues far ahead of many Cities.
We started years ago, when I asked for support to install cameras at all our parks and focus on technology. The next measures were Police Body Cameras brought forward by Commissioner Michele Lazarow. Proof that leadership absolutely matters, was the fact that our department became weak and rudderless.
We were down to over 22 officers. At that time, Vice Mayor Annabelle LimaTaub ran on a Public Safety Platform. When I returned to the Dais we joined

Juneteenth is an historic celebration among African Americans that honors the announcement of the end of Slavery.
Juneteenth (short for “June Nineteenth”) marks the day when Federal Troops arrived in Galveston, Texas in 1865 to take control of the state and ensure that all enslaved people were freed. The troops’ arrival came a full two and a half years after the signing of the Emancipation Proclamation. Juneteenth is considered the longest-running African American Holiday. On June 17, 2021, it officially became a Federal Holiday.
The Celebration will be held tomorrow, Friday, June 16th, 2023 from 5:00 p.m. to 8:00 p.m. at the ArtsPark at Young Circle in Downtown Hollywood. This family and community event is FREE and open to the public and will feature a variety of entertainers.
The City’s African American Advisory Council and Department Of Parks, Recreation And Cultural Arts for a Juneteenth Celebration will feature:

The City Manager appointed our new Chief Michel Michel, a veteran of our Department. He is dedicated to Community Policing and trained under one of our Greatest Chiefs, Tom Magill. We became an Accredited Department. This year marks our 5 years of Accreditation.
Currently, we have filled many vacancies and have 94 uniformed officers. We increased uniform patrols to 100 with new hires in the pipeline.
The next financial stability measure was adding only positions tied to Revenue generating activities.
Examples of these types of positions are the Building Department, Permitting and Code Enforcement.
The Commission stood firm and even made the toughest decision to increase the Tax Rate last year to 82 mills. While this was not great news it was the right thing to do to secure the future of the City. In all, it equated to approximately $6 Million Dollars per Mill.
We used the first tranche of ARPA of $9 Million Dollars of Relief. This Budget, we used $4.9 Million and another $4.9 Million will be used this year. So, what does last year’s Budget look like and what has changed? Our General Fund budget is $98 Million Dollars. So, the biggest question I am always asked is what about all the new developments? What about property value increases? Are you going to cut Taxes? There is a two-part answer to this.
Last year’s overall City property increase was 10%, but not all of these increases go to the General Fund. It is true that new sales and new development pay the full rate and 10% is a great number.
The CRA receives contributions from the General Fund that comes from all properties and new Redevelopments west of 14th Avenue. Last year, this amount was $12 Million. As with every business we have Operating Costs that are fixed and must be paid. While this slide is pretty
hard to read. The bottom line is $98 Million Dollars.
The cost to drivers of this year included; The CRA Contribution. Renewal and Replacement Program for City Facilities and Fleet Replacement, were programs that were adopted back into our Budget. Meaning two cans not kicked down the road.
The BSO Contract, Motor Fuels and other employee costs such as Health Care, Cost Of Living and the General Employee, Police and Fire Pensions. The increase in General Fund Operating Costs last year increased approximately $12 Million Dollars. Revenues, which include the 10% increase, were approximately $12 Million in Revenues.
So, you can see that increases in value compared to our costs create a very tight Budget scenario. So, like you, we are always looking at ways to either cut costs or generate other Revenues.
