Many sellers also seem to think that offering their property Furnished adds value and makes it more attractive to buyers, justifying a higher price. That is not usually true. In most buyers’ minds, furnished real estate asking prices already include additional costs which they may or may not be willing to pay. If they don’t want the furniture, why should they be forced to pay for it, then go through the effort of giving it away or selling it? Maybe they already have enough furnishings for a new place, maybe what’s there isn’t in their style and taste. Personal property (like furniture) should never be written-in and added to a residential real estate purchase contract or an addendum to the contract. Even when a buyer wants the furniture and is willing to pay for it, any agreement for leaving personal property in the house or condo should describe that property in a completely separate document unrelated to the contract. Give Dad A Day Off This Father’s Day

Here Are Basic Steps For An All-Out Blitz Of Fresh-Grilled Flavor

A sizzling steak is a surefire sound to make any dad smile, and the flavors achieved from one that’s perfectly grilled are hard to match. So before you make reservations at some expensive restaurant to take dad out this Father’s Day, wouldn’t it be better to fire up the grill and give dad a great steak cooked at home? Great idea, right?

Have no fear, if you aren’t a grill master like the old man consider these basics for cooking a chef-worthy steak and vegetables your dad is sure to love:

Prepare Your Cut Taste preferences (and prices) may differ among Sirloins, Ribeyes, T-Bones and more, but the way you prepare steaks likely won’t change much from cut to cut. You’ll want to trim the thickness down to 1/2-1 inch for proper cooking, and setting the meat out ahead of time allows it to warm to room temperature before hitting the grill. Placing a refrigerator-cool slab on hot grates works against you in two ways: first, the cold meat instantly chills your previously warm grill, and second, the inner portion of the steak will take longer to grill.

Add Some Salt

Feel free to add any spices that you prefer, but remember a good steak typically doesn’t require fancy seasoning - a pinch of Salt works just fine. Add your Salt anywhere between 30 minutes to a few hours before grilling time to help retain moisture and improve flavor.

Aim for High Heat

Grilling a steak correctly actually isn’t just about maintaining a sweltering flame. A two-zone fire is usually the way to goone side of the grill should be hot (using direct heat) with the other side not quite as warm (indirect heat). This allows you to create a sear over direct heat before finishing cooking through - without burningover indirect heat.

3. Coat Vegetables with Olive Oil. Drizzling just a small amount of Olive Oil over your Vegetables and tossing to coat adds a couple benefits. First, it helps the

outer layer crisp rather than dry out, plus it aids in seasonings - like Salt and Peppersticking to the Vegetable instead of falling off while on the grill or in a pan.

4. Consider using foil packets or skewers. If char marks aren’t your thing, tossing chopped or diced Veggies into a foil packet before hitting the grill steams them for a bit of a softer texture. Alternatively, wooden skewers soaked in water (to prevent burning) can help keep smaller chunks of Veggies from slipping through the grill grates while still achieving a crispy exterior.

5. Pay attention to grill times. Different types of Vegetables and preparation methods call for different cooking times, but 5-10 minutes over direct heat generally gets the job done. The smaller you chunk, chop, slice or dice, the less time it’ll take.

Shavuot Is A Cheesy Jewish Holiday: The Crossroads Between Religion & Cuisine

At a unique crossroads between religion and cuisine, the Holiday of Shavuot, celebrating the Giving of the Torah at Mount Sinai some 3,336 years ago, has become a celebration of fine dairy cuisine as well. Shavuot is celebrated for two days, this year beginning at sundown on Tuesday, June 11th, 2024 and ending at nightfall on Thursday, June 13th.

50 days after leaving Egypt on Passover, the Jewish people received the Torah from G-d at Mount Sinai on the holiday of Shavuot. Shavuot literally means “weeks” and marks the completion of the seven-week counting period between Passover and Shavuot. Shavuot customs include all-night Torah study, listening to the recitation of the Ten Commandments, the reading of the Book of Ruth, eating dairy products and adorning the home with flowers.

With the giving of the Torah, the Jews became obligated to observe the Kosher Laws. As the Torah was given on Shabbat, no cattle or poultry could be slaughtered, nor could we make sure that the animal’s insides were healthy and then properly cleaned out as is required in order for the meat to be Kosher. In addition, utensils could not be Koshered, and as such we ate dairy. Exquisite cheesecakes, pesto pastas, lasagna, souffles and of course, cheese blintzes all take center stage dur-

ing this ancient celebration.

When thinking Jewish Holidays, Passover, Chanukah and Yom Kippur usually come to mind first. Nevertheless, Shavuot is considered one of Judaism’s main holidays and was in fact a “pilgrimage” when all of Israel would travel to Jerusalem to celebrate in the Temple in Jerusalem.

No, it isn’t all about the food. Especially in lieu of what’s been happening in the world since Simchat Torah (Oct. 7, 03), what is important is that the community is joining together, hearing the Ten Commandments and celebrating the Torah. But the good food certainly helps.

The tradition to learn all night has been practiced ever since we received the Torah. On the very night before G-d gave the Torah, we went to sleep, waking late in the morning. As a symbolic rectification for this, Jews customarily stay awake studying Torah until the morning, on the first night of Shavuot, this year on Tuesday night.

Since we all stood at Mount Sinai, we must all reaffirm our commitment. On Wednesday, June 12th, the Ten Commandments will be read aloud from the Torah. Special emphasis is placed on including the entire Jewish family, including little babies, the way the Torah’s giving was attended by every Jewish man, woman and child.

The word Torah means “instruction” or “guide.” The Torah guides our every step and move through its 613 mitzvahs. The word mitzvah means both “commandment” and “connection.” Through the study of Torah and fulfillment of mitzvahs, we connect ourselves and our environment to G-d. G-d’s purpose in creating the world was that all of creation be sanctified, imbuing it with holiness and spirituality.

Since Shavuot is also called the “Harvest Festival,” it is customary to adorn the home with fruits, flowers and greens. Most of us are, thank G-d, able to get out and celebrate the way we have for over three thousand years. But for those that are for whatever reason staying home, that should in no way stop you from celebrating the holiday, since most of the holiday is super easy to celebrate even while at home alone. Not going to work ?Eating dairy ?Praying the special holiday prayers ?Studying Torah all night ? Decorating the home with flowers ?The only things that we can’t do without a quorum, are hearing the Ten Commandments read from the Torah and praying with a minyan. But you can still study the Ten Commandments from a Torah Book, known as a Chumash ?. And you can still read Yizkor, even without a minyan ?.

The AAA Auto Club Group Shares The Top Insurance Policies To Consider During Hurricane Season

Severe weather like hurricanes can wreak havoc on your home, damage your vehicle, and sidetrack your summer vacation. That’s why AAA is sharing its top insurance policies for Hurricane Season to help Floridians protect their property and travel plans. But first, The Auto Club Group is releasing the findings from its Annual Hurricane Season survey. According to the survey, nearly a quarter of Florida residents (23%) do NOT make advanced preparations for Hurricane Season or severe weather. Even more concerning, 27% say they would ignore warnings to evacuate in the event of a Hurricane. Of those who would evacuate, nearly two-thirds (64%) say they would not leave their homes unless an approaching Hurricane was a Category 3 or stronger.

The top reasons Floridians cite for ignoring evacuation warnings:

• 33% - Want to stay in case there’s damage to their home or property that they can fix.

• 29% - Believe the storm will turn away from their direction.

• 24% - Don’t know where to go.

• 23% - Financial reasons

(e.g., can’t afford a hotel).

• 20% - Can’t bring their pets

Don’t have a safe option for them.

• 19% - Fear of looting after the storm.

“Staying in the path of a potentially deadly storm is just not worth the risk,” said Mark Jenkins, Public Relations Manager for AAA – The Auto Club Group.

Dr. Lori Teller, a Clinical Professor at the Texas A&M School of Veterinary Medicine & Biomedical Sciences, has some tips on identifying signs that it may be too hot to walk your pet and suggestions on ways to exercise them more safely on hot summer days.

Importance of Flood Insurance

Flooding is the most common and costly natural disaster in the United States. It can occur anywhere in Florida, even on properties that are not in a ‘high risk flood zone’.

“All it takes is the right amount of rainfall to put your property at risk,” said Jennifer Pintacuda, President of AAA’s Florida-based insurance companies. “Storms can be unpredictable. Hurricanes can stall overhead. That’s why we encourage all Floridians to consider a flood insurance policy. But act now. If you wait until a storm forms, it could be too late.”

There is a 30-day waiting period for all new flood insurance policies issued through the National Flood Insurance Program. However, more than half of Florida homeowners (52%) are not aware of that.

According to AAA’s survey, 64% of Florida homeowners do not have flood insurance. The reasons cited were:

“When it is hot outside, many dogs can be adversely impacted and suffer from heat exhaustion or heat stroke,” Teller said. “Dogs cannot sweat, and panting is not an effective mechanism for cooling off, so dogs do not have efficient ways of handling excessive heat.”

Teller also said there is no specific temperature that is too hot for dogs.

“A good rule is to avoid the hottest times of the day in the summer and limit walks or runs to early morning or late evening times when the temperatures have dropped some,” Teller said. “It may also

In addition to being mindful of the time of day, owners should be extra cautious with both very young and older dogs as well as those with underlying medical conditions.

“Dogs with Respiratory Disease, Heart Disease, obesity and breeds with flat or smushed faces — such as Pugs, Boxers, Bulldogs, Shih Tzus, and more — are more likely to be heat-intolerant, or sensitive to the warmer temperatures.”

Another consideration for owners is how adjusted your dog is to the climate.

“Dogs that have recently relocated from cooler climates are also less likely to be acclimated to warmer temperatures,” Teller said.

Identifying When A Pet Is Overheating

While prevention is the best way to

keep pets safe from overheating, Teller said it is also important to know the signs that a dog is struggling with the soaring temperatures. This is especially true for owners who take summer road trips that include outdoor breaks for their pets or who experience an air conditioning outage in the summer months.

Some signs to look out for in case your pet becomes overheated include anxiousness or restlessness, excessive panting or drooling, vomiting or diarrhea, abnormal gum or tongue color, unsteadiness while walking, or collapsing.

“If your pet appears to be overheated, place some cool, wet towels around your pet and seek veterinary care immediately,” Teller said. “Time is definitely of the essence.”

Alternative Ways To Exercise Your Pet

While the heat may pose challenges for keeping your dog active, exercise is important year-round to keep dogs healthy.

“Exercise is a great way for more active dogs to burn off some energy, and it can help lessen anxiety in dogs that are stressed,” Teller said. “It also promotes heart and joint health and helps with weight management. Just remember to

consult with your veterinarian before beginning any exercise program to discuss what is most appropriate for your pet’s current health status.”

There are many alternatives to walks during the heat of the day that still get you and your pet outside of the house.

“Dog owners can explore indoor areas such as places to participate in flyball, agility or even doggy social events,” Teller said. “Swimming or dock diving is also a great activity for dogs that enjoy water.”

If leaving the house is not an ideal option, Teller recommends owners find opportunities to exercise their pet indoors.

“At home, people can make use of long hallways for a game of fetch or create a dog-safe obstacle course,” Teller said. “Some dogs will chase a laser point, like those used for cats.”

Finding ways to exercise your dog during the summer can be challenging, but mentally and physically stimulating our furry friends without the risks of heat exhaustion and heat stroke can be fun for the whole family. By planning ahead and finding alternatives to daily walks, you can keep your dog happy and healthy all summer long.

She started making movies in 1925 and won her sole Oscar in 1945. She died in 1977, seven years after shooting her last picture, at age 69 or possibly 70something. Almost half a century later, Joan Crawford keeps popping up everywhere from Ryan Murphy’s Feud: Bette and Joan to Ru-Paul’s Drag Race, from Richard Brody’s film criticism to parodies inspired by Mommie Dearest.

Laughing Sinners opposite Clark Gable, with whom she develops an enduring friendship. Rain is her first flop, and she blames herself. Rebounding, she switches to rom-coms. Then she makes a second flop. Branded “box office poison,” she is mortified. But she has a career to protect. In 1939, she sparkled in The Women, a big-budget film directed by George Cukor. In 1940, she made two films that she considers her best work: Strange Cargo opposite Gable and Susan and God opposite Frederick March. But her string of hits peters out and the quality of the scripts MGM offers is below par, so in 1943, Crawford asks to be released from her MGM contract—paying $100,000 for the privilege—and embraces her most controversial role: mother. Still, her work comes first.

Icon, Hollywood historian Samuel Garza Bernstein draws on reams of press coverage and never-before-seen restored images from movie posters and stills, publicity shots, sheet music, and magazine covers. Her marriages and rise to fame. This phase marks the beginning of its end in 1928 due to two transformative events: her marriage to a Hollywood prince, Douglas Fairbanks Jr., and the arrival of talkies. After escaping a harrowing childhood and dancing her way to Broadway, Lucille LeSueur is discovered by an MGM talent scout. She made her silent film debut in January 1925, and dazzled as the joyful jazz baby. Offscreen, she is unafraid of hard work, which includes getting her pictures in the papers for dancing and partying. Three months later, the studio’s publicity head launched a “Name Her” contest in Movie Weekly magazine, and Joan Crawford, the star, was born. If Social Media had existed, she would have been out there, offering upbeat advice on how to reach your goals and make yourself whatever you want to be.

Queen of the Movies - How she made many and how her career was flailing.

In 1930, Crawford was named the top box office draw in the world, ahead of Greta Garbo. A full-blown star, Crawford sets out to prove she can act and takes on dramatic roles—playing a bitter antihero in Paid and a suicide survivor in

Mother and Martyr. By this phase, Crawford is on her third husband (after a brief second marriage to Franchot Tone). She marries Phillip Terry because he seems like a kind man who will make a good father figure. After buying her freedom from MGM, she is forced to wait two agonizing years before making her first picture for Warner Bros: Mildred Pierce. She won the Academy Award for Best Actress. With Mildred, Crawford creates a new archetype for not only herself but also American women, with suffering baked into the drive for independence and fulfillment to help ease the guilt of getting what you want. Though Crawford is in demand, unlike in the MGM years, she has time on her hands. Boredom is dangerous for a workaholic. To ease her anxiety, she depends on alcohol. And to keep busy, she micromanages her four adopted children.

In her mid-40s, though beautiful and with legs to die for, Crawford worries about failure. She starts trolling Marilyn Monroe, and the backlash defines the public image she develops in the 1950s—at first, seen as old and out of touch, and she selfsabotages her chance to sizzle on the beach in From Here to Eternity (the Deborah Kerr role was meant for Crawford). Then she embraces the monster and returns to MGM to make the movie that will seal her fate as a dragon icon: Torch Song. She plays the iron lady of Broadway musicals—a star who feels empty because she cannot find love in her private life—a situation that hits close to home, where she often fights, sometimes physically, with her daughter Christina. She continues to land roles as bitchy ball-busters in films, including Johnny Guitar and Queen Bee. She marries for the fourth and final time. As the wife of Alfred Steele, the President of Pepsi, Crawford embraces her role as the public face of a soft drink giant.

Reinvention What ever happened to...? She signs a contract for her memoirs, searches for her next project, and lands on the story of two aging sisters—one a crippled former movie star, the other a demented former vaudeville star. What Ever Happened to Baby Jane? happens because Crawford finds the novel, finds the director, gets Bette Davis, and convinces Director Robert Aldrich to sign on. Crawford begins her final phase devastated by the loss of Steele (who unexpectedly died of heart failure a few days shy of his 58th birthday), their largerthan-life partnership, and the financial security she thought he provided (his estate was essentially bankrupt). considered part of the house or condo, and specified in the contract’s pre-printed language. It is widely accepted that kitchen appliances and water heaters are part of a house or con dominium sale.

Laundry washers and dryers are included if the contract being used spe cifically mentions them (some do, some don’t). It is important to carefully read the purchase contract to identify which fix tures and appliances convey with the sale.

Today we are discussing 2 of the main reasons that furniture and other personal property complicate real estate deals:

• Financing • Appraisals & CMAs (current and future)

In Part 2 we will go into the reasons which result in higher costs to both sellers and buyers in Florida:

• State “Doc Stamps” - transfer taxes on residential real estate

• Property taxes - higher from the start due to inflated purchase price

There is even a 5th reason in some circumstances:

• Sales tax on the personal property’s separate value (yes, really)

Also in Part 2 we will discuss a few methods to let furniture and personal property remain in the house or condo without violating all the reasons not to do it!

Mortgage Financing

Banks and Mortgage Companies lend money to buy real estate, not furniture and personal property. In the signed and recorded mortgage document, buyers/ borrowers pledge the house or condo to the lender as collateral for the loan. This means if the borrower defaults for any of the reasons laid out in the mortgage agreement, the lender can start the foreclosure process to take back the property.

Personal property can be physically removed from a residence at any time, and lenders need to know that if they have to foreclose, all the pledged collateral for the loan amount will still be there. Houses, condos, and the fixtures attached to them usually stay where they were when purchased, which is not always the case with couches, beds and dressers, golf carts, cookware, or pool deck lounge chairs.

This is where people (usually real estate licensees) complicate things. When they include furniture, dishes, artwork, towels, golf carts, or write “See attached inventory sheet” in the listing, on the contract, or an addendum, the buyer’s mortgage lender will likely red flag the deal and require removal of any reference to personal property, causing delays to the closing timeline.

If something didn’t have value, it would have been thrown out before the house or

sonal property by saying it is just “for con venience,” that any remaining personal property has no contributory value to the transaction. This comment usually involves a wink and a nod between all parties.

Everything has value. There are used furniture stores in just about every city and town charging money for items that used to be in other peoples’ residences.

Lenders require independent verification of a property’s value (an Appraisal) before approving a purchase mortgage. This is to establish the Loan-To-Value (LTV) ratio, an important measure in their risk management.

To calculate LTV, lenders divide the loan amount by the lower of the contract price or the appraised value. More on Appraisals in a minute.

When furniture and other personal property are included in the purchase price, how much of the loan amount is for the house or condo, and how much is for the contents?

Another reason mortgage lenders don’t allow personal property on a real estate contract is that it is often seen as an added inducement to purchase. This means that a seller may have included personal property to “sweeten the deal,” encouraging buyers to make an offer they may not have made without the added value incentive.

Appraisals & CMAs

As mentioned above, lenders don’t just accept the contract price as a property’s current value when committing to lend money. An Appraisal is an independent opinion of current real property market

Appraiser. Appraisers apply the Sales Comparison Approach which involves comparing similar properties sold within the last 4-6 months or so (comparables).

For real estate Appraisals, personal property must be backed out of the purchase price when it is mentioned or referred to in the contract. Licensed Appraisers look closely at the transaction details on how those comp properties were sold. Furniture or other personal property on the contract and/or the MLS listing causes them to investigate further and subtract value from the settled sale price in order to give that particular comp an accurate usable value. When there is no stated value to mention personal property, Appraisers put a reasonable replacement value on it, then deduct that from the comp property’s contract sale price. Note that replacement cost is deducted (usually higher), not a rough-guessed value for used furniture (usually lower).

A Comparative Market Analysis (CMA) is an informal range of probable property prices (not values) prepared by real estate licensees to use when talking with sellers and buyers about asking and offering prices. CMAs use previously closed sale prices from the local MLS. Comparisons and adjustments between the subject property and comps are up to the individual preparing the CMA, with NO strict guidelines and standards like there are in Appraisals. It is up to the individual licensee’s discretion as to what properties are

Real estate licensees and online plat forms are known to focus on number of rooms, square footage, updates/ upgrades, and features rather than closed transaction details. Rarely do Sales Associate-generated CMAs or online AVMs (Automated Valuation Models) take into account whether any comps used were sold Furnished, Turnkey, or with Seller concessions to the deal.

Disregarding closed transaction details can significantly affect CMA and AVM results, and buyers need accurate information when making a decision to purchase Florida real estate. Would they offer the same price if they knew some of the properties used for comparison were sold with furniture?

So far we have briefly discussed current and future valuation problems when personal property is included on a real estate sales contract.

In Part 2, we will discuss additional costs incurred when personal property is made part of a real estate purchase and sale - closing costs, transfer taxes, increased property taxes, and even State sales tax on the itemized personal property. Stay tuned for Part 2.

But remember this is year five! As projected, we will be able to reduce the Tax Rate and provide some relief to those that are living paycheck to paycheck.

Not only is our City doing these projects, but our Community Redevelopment Agency is putting in sidewalks, planting trees, installing lighting, and completing neighborhood streets.

While beautifying our neighborhoods is important for curb appeals these improvements are vital to create a safe livable and walkable community.

Traffic has always been a top issue.

That is why I serve as the Vice Chair of the Metropolitan Planning Organization. The MPO is in charge of transportation planning. Moving from a car centric community to transition us into the future.

Hallandale Beach is committed to sustainability and addressing climate change. It is about reducing our Carbon Footprint. Sustainability is complex and not just about cars and transportation but that is a great place to start.

We have a fleet of over 70 vehicles that are either Fully Electric or Hybrids.

We are the first city in the State of Florida to have a Fully Electric Bus system.

Our Cloud will continue to grow. It connects to Aventura steps away from Brightline, and we connect up north to Hollywood with access to Tri-Rail.

Promises Made, Promises Kept.

So what will the future bring? It is an interesting era we live in. We need to move forward, balancing the future needs of our population and families that want to live, work and grow here.

The key will be developments that can provide a balance of affordable housing while protecting our natural resources.

Hallandale Beach is uniquely poised since we have been doing infill development to address affordable housing even before the crisis.

This year the CRA conducted a market study. It is a look towards the future and the needs in both our housing and commercial sectors. Our CRA has two years of Tax Increment Funding from the County and the City. The choices will be either sunset it or keep it or we can reduce its borders. Tomorrow we will begin a vital discussion on the future of our CRA.

My vision is to reduce the boundaries

to focus on our Regional Activity Corridor (RAC) and to the neighborhood west of Federal Highway. Even if we are losing county funding the ability to leverage Tax Increment Financing (TIF) for redevelopment will make an added catalyst in the form of incentives. We can also preserve some of the great neighborhood improvement programs and remain focused on preserving and creating affordable housing.

Our focus will remain on Public Safety Infrastructure and our Economy. I would be remiss if I did not talk about the continuing war in Ukraine and the horrendous events of October 7th that started Israel’s and the world’s fight against Hamas.

Antisemitism and Racism are not new, but incidents have increased since the Hamas Attack on innocent lives and the kidnapping of hostages. Next week: Investing In Safety.
