In addition to serving on the Florida League of Cities Advocacy Committee, Viscarra has been an advocate for engaging and educating Sunny Isles Beach residents throughout her tenure. Through her Residents’ Academy Program Initiative, she has worked to educate the electorate on the workings of Municipal Government, encouraging students to get involved in the State Legislature as it relates to Home Rule Issues and how those decisions

Stuyvesant says, “It is a great honor to be recognized by the League, and I look forward to furthering our legislative priorities. When it comes to municipal home rule there is no substitute for victory.”
Stuyvesant traveled to Washington DC as part of the FLC Federal Action Strike Team (FAST) and for the Congressional City Conference, ensuring local voices are heard on Capitol Hill. Throughout her tenure as a City of Sunny Isles Beach Commissioner, Stuyvesant has continued to advocate for our residents of all ages, addressing overcrowding at our local K-8 school and appealing to the State of Florida to include Sunny Isles Beach as
part of the State Attorney’s Human Trafficking Task Force. Viscarra’s advocacy of Home Rule Issues does not stop at the Commission Dais or in her Resident’s Academy Classroom. She has designed and developed her own community newsletter entitled “SIB AJENDA,” a purposeful misspelling of agenda as a nod to the author. In this publication, she shares objective insight on both Local and Statewide Issues that are important to our constituents. When action needs to be taken, she encourages readers to write to their State Legislators and provides contacts and sample letters. As a Liaison for the Charter Review Commission, she guided Committee
Members through the process of updating the City’s Constitution. This integral role educated residents on the authority within the purview of the city and how it properly functions as a governmental body.
Throughout Viscarra’s tenure as a City of Sunny Isles Beach Commissioner, and as a resident and voter in the State of Florida, she has truly earned her Home Rule Hero Award for 2023, dedicating professional and personal time to not only advocate but also educate our public on the importance of Home Rule Issues. As she has said in her “SIB AJENDA,” she hopes her education translates into action. She is definitely doing her part, and then some.

me it seems like it wasn’t so long ago. My parents at the time owned a business in Hollywood, a Carvel Ice Cream on Johnson Street. I can vividly remember the flyers posted around the city with Adam’s face and my family posted them on the windows of their store.
As the days turned into weeks, the search for Adam became more and more desperate. The flyers still hung around the city and in my family’s ice cream store as a constant reminder that something was different. As a kid you looked at things differ ently, you would look to your family for how important a situa tion is, you could see in their faces, this was something that wasn’t normal. They were nerv ous, a bit of innocence and small town trust was lost.
On that fateful day, Adam had been with his mother, Reve, and his grandmother, when they went to the Sears Department Store at the Hollywood Mall to buy some lamps. Adam, who was a curious and adventurous child, wandered off to the toy department while his mother and grandmother were looking at the lamps. When they fin ished, they realized that Adam was missing, and they began frantically searching for him.
The search continued for sev eral hours, but there was no sign of Adam. The police were called, and an intensive search was launched, involving hundreds of volunteers and law enforcement officials. But despite their efforts, Adam was nowhere to be found.
The Walsh family refused to give up hope, and they contin ued to do everything in their power to find their son. One of the most effective tools they had at their disposal was the distribution of flyers, which they used to keep Adam’s face in the public eye and to enlist the help of the media and as many people as possible in their search.
Two weeks later on August 10, a fisherman found Adam’s severed head in a canal along Florida’s Turnpike, over 100 miles from the Hollywood Mall. The rest of his body was never found, and his murder went unsolved for decades, leaving the Walsh family devastated and the nation along with Hollywood families in shock. Life for myself and every kid changed that day, parents in Hollywood and around the nation realized, this could have been any child, in any family.
Despite the passage of time, the memory of Adam Walsh and his tragic death still resonates with many South Floridians, myself included. Adam’s photo in his baseball uniform and red hat have become a symbol for missing children and a reminder of the evil that can happen to any of us in an instant. Although the
Hollywood Mall Sears and most of the mall, where Adam was kidnapped may be long gone, Adam’s face pictured with a red baseball cap lives on as a reminder of a different, more innocent time.
Growing up in Hollywood at that time, Adam’s abduction was a marker in time when life changed forever and there was no going back. There was always an uneasiness being outdoors without your family or going to a mall, there was no more going off on your own without a family member. As you get older you can see how this tragic event was the point
for Missing and Exploited Children.
John also became the host of the national TV show “America’s Most Wanted,” which profiled the cases of missing and wanted criminals, including those who had committed crimes against children. The show helped to bring many fugitives to justice and became a powerful force for public safety and awareness.
In addition, the Adam Walsh Child Resource Center, now the National Center for Missing and Exploited Children, continues to provide critical services and support to families and law enforcement
culated billions of photos of missing children. They’ve assisted law enforcement in the recovery of more than 376,000 missing children thanks to constantly increasing and improving public awareness, training, laws, and technology.
Adam’s legacy has also inspired other initiatives and organizations aimed at keeping children safe. The Adam Walsh Act, which was signed into law in 2006, created a national sex offender registry and strengthened penalties for those who commit crimes against children.
When Adam Walsh vanished from a Florida shopping mall in 1981, no one could have known the impact the little boy would have on the way America views cases involving missing children
The Hollywood Mall Sears and most of the mall where Adam was kidnapped may be long gone but Adam’s face pictured with a Red Baseball cap live on as a reminder of a different, more innocent time
I remember as a kid growing up in Hollywood, just like Adam I went to the Sears Department and played games on the same Atari store display
Over the years, there have been a number of theories about who might have killed the boy. One of them was Ottis Elwood Toole, a drifter and companion of serial killer Henry Lee Lucas. According to Toole’s confession, he abducted Adam outside the Sears store and drove off with him. Toole, who died in prison in 1996, confessed to Adam’s murder in October 1983. Toole claimed he and Lucas were responsible for hundreds of murders.
In the many years that followed, John always maintained hope that Adam’s killer would be found. Eventually John and wife Reve decided to reach out to former Miami Beach Homicide Detective Joe Matthews, who reopened the cold case. In 2006 Detective Matthews took on the case and re-examined the evidence, discovering previously overlooked or disregarded clues, including 98 photos taken by investigators of Otis Toole’s Cadillac. Toole had confessed and then recanted his confession to Adam’s murder. However, Hollywood Police detectives had been unable to verify Toole’s confessions due to a series of errors made in the investigation, including losing crucial evidence.
Detective Matthews’ examination of the photos revealed a bloody image of a young face on the carpet behind the driver’s seat of Toole’s car, which he identified as Adam’s. This evidence was crucial in finally identifying Toole as Adam’s killer in 2008, and the Hollywood Police Chief at the time, Chad Wagner, apologized for the past mistakes made in the investigation.
The tragic events of July 27th, 1981, have left an indelible mark on the nation. But the legacy of Adam Walsh has also inspired a powerful movement to protect and advocate for children’s safety and well-being.
that changed your childhood forever, but it also was the impetus for changes to protect children throughout that nation.
In the aftermath of Adam’s abduction and murder, his father John became a victim advocate and crusader for child safety. He lobbied for the creation of the Missing Children Act and founded the Adam Walsh Child Resource Center, which later became the National Center

Ask a friend or family member to join a weight loss program with you; social support can help you both stay motivated.
Manage Stress: Reduce Stress - which can increase Blood Pressure - with meditation, relaxing activities or support from a counselor or online group.

Pressure under control. When your Blood Pressure is consistently high - it is a condition called Hypertension - blood flows through Arteries at higher-than-normal pressures. This can cause serious health problems not just for your Heart, but also for your Blood Vessels, Kidneys, Eyes and Brain.
Hypertension affects women and men of all ages but making small lifestyle changes can go a long way toward prevention. Start with updating your summer

Bring Your Family Together With Breakfast For Dinner
(Family Features) Despite busy lives and full schedules, finding time for regular meals with loved ones encourages connections and conversations that can benefit Mental and Physical Well-Being. Gathering your family, friends, coworkers or neighbors at least once a week to spend time together over a meal provides opportunities to decompress and socialize. If you’re looking for a little delicious inspiration, the American Heart Association recommends scheduling one night per week to create a recurring tradition and enjoy favorites such as breakfast for dinner. Recipes like Huevos Rancheros made with Eggs, Yellow Peppers, Jalapeños, Tomatoes and a Corn Tortilla are perfectly suited for sharing while making time to destress at the dinner table. In fact, according to a study by “Canadian Family Physician,” regular meals at home with loved ones can reduce Stress, boost Self-Esteem and make everyone feel connected with mealtime conversations that allow a chance to unplug and unwind. Meals don’t have to be elaborate for a successful evening together. Despite the perceived effort involved with preparing a meal, research published in “Preventive Medicine” shows
those who have frequent meals with others, particularly parents with their children, may improve Social and Emotional WellBeing. In addition to the Mental and Emotional benefits of meals with loved ones, eating together can also encourage healthier choices when better-for-you recipes are on the menu. Dining as a group can provide inspiration to try HeartHealthy Recipes that include the wide variety of Vegetables, Fruit, Whole Grains and Healthy Protein Sources recommended by the American Heart Association to help prevent Heart Disease and Stroke.

The City of Aventura Accepts Applications for its Youth Council
The City of Aventura is accepting applications for member positions available on the Youth Council through June 2, 2023.
Potential council members must be Aventura residents of high school age and be actively enrolled in a public or private high school for the 2023/2024 school year. Applicants must be willing to make a commitment during the school year, attend meetings as scheduled, and participate in other volunteer opportunities as offered.
The Council consists of seven members selected by the City Manager. The focus of the Youth Council is to be the central planning body that will allow youth
to engage different groups within their community and to provide an opportunity for youth to share in local government matters and to learn to become responsible citizens.
Students who serve on youth councils are the leaders of tomorrow. It is important to expose them to municipal government at an early age. By involving and engaging residents from an early age it has been shown to produce residents who have better voting habits and show increased levels of civic participation as they get older.
Youth councils are one way to forge that trust from an early age and invest in
the long-term success of the community. Building an engaged community from the ground up leads to better governance with strong and cohesive communities.
The mission for the board is to assist the City of Aventura in educational, civic, and community events and activities.

Hallandale Beach Community Partners Working Towards A Better Future
By Hallandale Beach Mayor, Joy Cooper
This past Saturday PAL held their Grand Opening at Foster Park, it was a wonderful afternoon. There were so many community partners that brought resources to the event to assist our citizens and community. Hispanic Unity, Early Childhood Coalition, Children’s Services Council, Gulfstream Academy of Hallandale Beach K-8, Hallandale Beach Police Department and of course Memorial Hospital all shared valuable information.
It was announced on Saturday that Memorial’s One City Health Initiative will be adding services not only for a year but for two. The first year, the mobile vans with both children and adult services will be at Foster Park on Mondays, Tuesdays and Wednesdays. The following year, they will be there on Mondays. They provide FREE Health Care Services including: Testing, Health Screenings and Exams to all Hallandale residents.
Last Thursday there was a community meeting held by concerned citizens in the northwest area of our City. City Manager Jeremy Earle, Deacon Donnell Brown, a community volunteer and MLK Humanitarian Recipient and Reverend Wayne Allen of Ebenezer Baptist Church were panelists with Matt Lorenzo moderating. The panelists were given ques-
tions to address issues in the City, programs to help citizens, the Infrastructure, CRA and policing.
The first highlight was about the city’s financial condition which Dr. Earle reported has stabilized since we have adopted our five-year stabilization plan. The last budget reserves were not used while adding services back. Our commission has held steadfast in adding many programs to address efficiencies while not digging into our rainy day fund. We have done this while filling vacant police positions, establishing Repair and Replacement Programs for our Fleet Services and Parks System, increasing Code Enforcement, fully staffing our Building Department, and tackling our Infrastructure needs.
Dr. Earle actually brought with him a sample of a corroded pipe to explain our aging Infrastructure Projects for the Northwest Quadrant. Many of the pipes in our City are well over 40 years old. While we have been doing repairs we have not aggressively tackled replacing pipes. This year marks the beginning of a ten-year buildout for the priority replacement of many of our pipes. This will allow us to reach a goal of a replacement cycle for years to come rather than kicking the can down the road. A question was also asked how these
items will be paid for. Dr. Earle explained that we issue Revenue Bonds to pay for these programs. The Revenue is generated through Utility Fees. In addition, Water Plant Capacity Developers pay Impact Fees. We also aggressively apply for Grants through the State and Federal agencies. Last meeting, we approved the first tranche of bonds. $20 Million for the first years’ worth of Projects.
There was a robust conversation about our CRA Programs to help residents residing in the CRA area. This area is located between 14th Avenue and all the way west to I-95. We have Grants and Loans to help with home repairs. Deacon Brown explained he applied for a Loan to help with his home repairs.
Some Low Interest Loans do require repayment, but some portions are forgivable. Grants are simple monetary awards to perform specific projects that do not have to be paid back. There are multiple programs available. Residents can find out more about them by visiting our website at: www.cohbCRA.org - If residents need in person service they can come to City Hall to the CRA Offices Monday through Thursday from 8:00 a.m. until closing at 6:00 p.m.
Residents questioned why we ask for so much paperwork when applying for these Loans. Ironically Reverend Allen
works as a Loan Officer for a car dealership, so he explained that he understands the need for paperwork to see if an individual has ability to pay. Dr. Earle explained in the CRA that it is a bit different. We need to make sure Loans do not create an additional burden. In addition, this helps to protect residents while helping them fix their homes. We are also a government agency, so paperwork ensures transparency of the use of taxpayer dollars. It was made clear that the CRA is not in the business of taking homes for Unpaid Loans.
Reverend and Deacon asked about Loans to Churches and NonProfits. Our CRA does not provide Loans to Church Organizations because Churches do not pay taxes. We do however with help in other ways to help NonProfits if they are bringing Resources or Programs to the community. We are willing to work with entities particularly with Training and Work Programs.
Have A Blessed And Safe Memorial Day Weekend!
