Today, Governor Ron DeSantis signed a landmark package of legislation to support and empower Florida’s teachers, reign in out-of-control unions and school boards, get TikTok out of schools, and protect the integrity of the classroom. Governor DeSantis also announced that he will approve more than $1 billion for teacher pay in this year’s budget, a $252 million increase over the current record. Overall, Florida has invested more than $3.3 billion for teacher salary increases and bonuses over the last five years. “Senate Bill (SB) 256, House Bill (HB) 477, HB 1537, HB 1035 and HB 379 represent the most comprehensive package of pro-educator bills in Florida’s history, and probably the nation’s,” said Commissioner of Education Manny Diaz, Jr. “In particular, I want to thank the personal stories of courageous educators who came forward over the last couple years to both elevate our understanding of how truly divisive unions and school boards can so often be in hiding their true purposes. In total, the Governor signed five bills and announced his intent to sign major funding for teachers included in the General Appropriations Act :
General Appropriations Act $252+ million increase for the teacher salary increase categorical, which will stand at more than $1 billion for school year 2023–2024. Additionally, the Governor will sign:
• $10 million for the Heroes in the Classroom Bonus Program (HB 1035).
• $3.5 million for the Dual Enrollment Teacher Scholarship Program (HB 1035).
• $4.0 million for the Teacher Apprenticeship Program and Mentor Bonus (HB 1035).
• $5.0 million for the Grow Your Own Teacher Registered Apprenticeship Program Expansion.
Senate Bill 256
• Prohibits teachers’ unions from using government resources to have dues deducted directly from employee paychecks.
• Requires unions to notify members of the costs of membership.
• Requires a union to represent at least 60% of employees – increasing from the current 50%.
• Allows state investigations into unions suspected of fraud, waste, and abuse.
• Requires annual audits and financial disclosures for unions.
• Prohibits any union from offering anything of value to a public official in collective bargaining negotiations.
House Bill 477
• Reduces term limits from 12 to 8 years for school board members – the same term limits the Governor, Cabinet, and the entire Legislature are subject to.
• The Legislature also passed Joint Resolution 31, which will go directly onto the November 2024 General Election ballot, to return school board elections to transparent, partisan elections. District school board members have been elected in nonpartisan elections since 2000 but were elected in partisan elections prior to that year.

• Extends temporary teaching certificates from three years to five years.
• Improves the overall quality of Florida’s teacher preparation programs by eliminating unnecessary bureaucratic requirements from certification and alternative certification programs.
• Requires a system-wide shift from professional development to professional learning, including requiring the Department of Education to create a

• Makes Florida the first state in the nation to formally adopt the Classical Learning Test as an alternative to SAT and ACT for schools to offer to students to earn postsecondary scholarship funding to state colleges and universities (Bright Futures) and establish concordant scores for graduation.

• Creates Chapter 1015 in Florida Statutes to codify the “Teachers’ Bill of Rights.”
• Takes a stand for teachers’ efforts to preserve safety and order in their classrooms by giving teaches the benefit of the doubt when breaking up fights, preventing assaults, and giving teachers the presumption of acting lawfully, acting on behalf of their personal safety, and the safety of their students.
• Gives Florida teachers an avenue to report if they have been directed to break the law by their administration or school board.
• Establishes the Heroes in the Classroom Bonus Program to provide a one-time sign-on bonus to retired first responders and veterans who become a full-time classroom teacher.
• Establishes the Teacher Apprenticeship Program and Mentor Bonus as an alternative pathway for individuals to enter the teaching profession and authorizes a temporary apprenticeship certificate.
• Establishes the Dual Enrollment Educator Scholarship Program to assist Florida public high school teachers in obtaining the graduate degree and credentials necessary to provide dual enrollment coursework directly to students on high school campuses.
House Bill 379
• Takes social media out of the classroom and TikTok out of our schools.
• Gives teachers the authority to establish classroom rules on cell phone use during instructional times and allows them to withhold a student’s phone if it is a disruption in the classroom.
• Requires district school boards to implement website filtering to prevent students from connecting to social media sites while using a district owned computer or server.
• Prohibits the use of TikTok on district owned devices. Requires schools to give instruction on the harmful effects of social media.

Media reforms or regulations they would support. The surveys paint a picture of a society that is simultaneously influenced by and wary of Social Media Platforms that have emerged as the dominant source of news and entertainment for the nation’s youth.
Highlights of our findings include:
• Young users (ages 13 to 17) of TikTok have low trust in Science: 42 percent said they disagreed with the statement “Science helps the world more than it harms it.” Conversely, in the general population, similar surveys have found about 75 percent of people agree that Science helps more than it harms.
• The average teen TikToker spends more than two hours daily on the App, with 29 percent of young girls and women using the App more than four hours a day.
• There is a correlation between the amount of time young people spend on the App and whether they perceive the content as trustworthy: 42 percent of heavy TikTok users said the information on the App is “reliable,” compared
with 23 percent of those who use it less than an hour a day.
• When asked to choose between suspending their TikTok use for one year or giving up their right to vote for a year, teen users overwhelmingly - 64% - said they would give up their voting rights.
• Among U.S. adults, there is strong support for prohibiting children under 16 from having Social Media Accounts. There is also strong support for requiring Social Media Platforms to warn their users about the links between Social Media and Mental Health Issues; for prohibiting digital platforms from advertising to children and for reducing the power of Algorithms.
These survey results show that a large majority of the public exhibits a marked wariness toward these platforms and their influence over young people. While Reboot supports reforms and regulations, this is not a problem the government can legislate away. This is a problem that needs to be attacked on multiple fronts including schools, researchers, policymakers, parents and tech companies.

You wouldn’t be able to lift a 55 gallon drum filled with water. Although you could easily pick up a cleaning bucket filled with water, you wouldn’t want to hold it for a long time. If you tried, it would feel as if it were getting heavier rather quickly. Holding a cup filled with water is a cinch. Anyone can do it. But how long can you hold it for? The longer it’s held, the heavier it seems. At some point in time, you would need to put it down. Just as a seemingly light object becomes heavier the longer it’s held, so do the burdens you carry around with you on a constant basis. An issue that initially appears minor grows in significance the longer you hold onto it.
The weight increases steadily as you clutch onto numerous concerns. You become bogged down even faster with the cumulative mass of your collected burdens. Your Stress level rises while your energy and enthusiasm drops. Because the progression is gradual, it’s not readily noticeable until it starts to become overwhelming. Every time you pick up a minor burden it appears to be no big deal. It gets added to your load without much thought. Since the mental weight increases gradually, you adjust to it and incrementally adjust to the growing load. Each issue alone may be relatively insignificant. Even though you may not be consciously aware of its presence, you are still affected subconsciously. Since the weight you are carrying rises so gradually, you accept the increasing burden as normal and tolerable. As such, you don’t readily perceive the incremental additions to your stress level. Although you may feel anxious, more irritable, less energetic and less patient, there is no one obvious culprit you can identify. This fact further compounds your frustration. Over time, you forget exactly why you are carrying many of the burdens. The details fade, leaving behind only emotions or bad feelings. You become weighed down by accumulated Mental Debris that is no longer identifiable.
Worry makes things worse. It intensifies whatever you are carrying. Worrying drains your energy without accomplishing a thing. Worry doesn’t help you in any way. There is not one good reason to accumulate Mental Issues. It’s a bad habit that needs to be corrected as soon as possible. In order to accomplish this, you must change your approach.
Let’s consider an alternative scenario. Each time you pick up a small burden you let it go rather than carrying it. It’s that simple. With this approach your burden never grows. This works because there’s no point dragging problems around with you.
Here’s how you deal with new issues. For each, ask yourself the following questions: Does this really matter? If not, let it go. Is this worth my energy? If not, let it go. Do I have any control over the issue?
If not, let it go. If yes, take the appropriate action and then let it go. Also, stop worrying. It’s OK to be concerned and take action when and where appropriate. When you let your burdens drop, it’s easier to release the accompanying worries as well.
Constant worrying is deleterious to your Mental and Physical Wellbeing. Furthermore, it causes you to hang onto those very things you should be letting go of.
Stay vigilant. Be aware of what you are picking up. It’s too easy to revert back to your old pattern. As you empty your Mental load you’ll feel lighter. You will quickly realize how pointless it is to pick things up in the first place.

Bisnar Chase sought to delve deeper into people’s attitudes about working hours and more specifically, how they would react to potential government changes to the Fair Labor Standards Act (FLSA). The Survey results showed that two-thirds of respondents believe that the government has struck an appropriate balance with the current system.
When presented with a hypothetical scenario in which they could retire earlier in life by working a longer work week, 60% indicated their willingness to make such a trade-off.
Although an increase in the workweek may initially cause shock, some Survey respondents recognized potential benefits. Specifically, 83% cited increased pay as the biggest advantage,
and increase the risk of complications.
Patients must work closely with their Healthcare Team to monitor their Blood Sugar Levels, adjust their Insulin Dosages, and make any necessary lifestyle changes to manage their condition effectively.

The expanded law means that if you see a disabled vehicle on the roadside with any of these warning signs, you must move over one lane or slow down to a safe speed Violators of this Law could be Cited with a Non-Criminal Moving Violation and a Fine of up to $158.
For years, Florida drivers have been required by Law to slow down and move over for First Responders on the roadside. With the expanded Law, Florida becomes the 15th State Requiring Motorists to also move over for a broken-down vehicle on the roadside.
The Move Over Law is a safety measure that aims to protect those who work on or near the roadways, including Law Enforcement Officers, Emergency Responders, Tow Operators, and Maintenance Workers. This Law Requires Motorists to move over one lane or slow down to a safe speed when they see these workers on the side of the road. Failure to do so can result in a Fine and other Penalties.
The Move Over Law has been in place in Florida since 2002, but this recent Bill, HB 425, expands the Law to include: Disabled Vehicles displaying their Hazard Lights, Emergency Flares, or Emergency Signage. This means that if you see a Disabled Vehicle on the roadside with any of these Warning Signs, you must move over one lane or
slow down to a safe speed.
According to the Bill, Violators of this Law could be Cited with a Non-Criminal Moving Violation and a Fine of up to $158. This may seem like a small Penalty, but it is important to remember that the purpose of this Law is to protect the lives of those who work on or near the roadways. In 2016-2020, an average of nearly 350 people per year were struck and killed while outside a Disabled Vehicle on the roadside. This is a staggering number that demonstrates the urgent need for this Law.
The Move Over Law is not only important for the Safety of those who work on or near the roadways, but also for the Safety of all Motorists. When drivers fail to move over or slow down for workers on the roadside, they increase the risk of causing an accident. This can lead to Injuries, Property Damage, and even Fatalities.
According to the Bureau of Labor Statistics, on average, two Emergency Responders, including Tow Workers, are struck and killed every month by a driver who fails to obey the Law by moving over to an adjacent lane and allowing the Roadside Rescuers the space to operate. This is a disturbing trend that must be addressed, and the Move Over Law is a step in the right direction. Roadside crashes are notably deadly for Tow Workers. Government data

However, 45% said the biggest downside to working more hours would be the risk to their Mental and Physical Health. Finally, the Survey found that a significant portion would strongly oppose any increase in the nation’s working hours, with over half stating that they would participate in street protests to demonstrate their opposition to the new Law.

Not only would they be forced to spend more time at work, but they would also have less time to devote to their families, hobbies, and other pursuits outside of work. This could lead to increased Stress, burnout, and other Mental Health Issues, ultimately eroding both employee well-being and organizational productivity. Employers must recognize that work-life balance is not a luxury but a necessity, and that respecting employees’ time and energy is critical to creating a healthy and sustainable workplace culture” says Brian Chase of Bisnar Chase.

In conclusion, the passage of Florida’s Expanded Move Over Law is a significant step in the right direction for Road Safety. This Law not only protects the lives of those who work on or near the roadways, but also the lives of all Motorists. With the passage of this Law, Florida becomes the 15th State to Require Motorists to move over for Disabled Vehicles on the roadside, and this is a positive development for the Safety of all Floridians. As we move forward, it is important that we continue to educate the public about the importance of this Law and to Enforce it rigorously to ensure that everyone stays Safe on the roadways.

Over the years our City has seen its share of homeless people. We always have had individuals at the Off Ramps of I-95 Panhandling and on our main corridors. The on and off ramps including the areas under the bridges are actually state regulated areas. Throughout time there are always some people that fall into hard times and need basic necessities like food and shelter. Today’s reality is that increasingly we are seeing Panhandlers and individuals sleeping in bus shelters or even worse simply on the ground. Let me make it clear, it is not legal for people to be camping out. We are trying what we can within the Law and the parameters of human kindness to address this new reality.
Recently, Chief Michel hired a Community Relations Specialist Iman Sandifer to work directly with homeless people and other quality of life issues. He will be working side by side with the Hallandale Beach Police Department to help answer complaints and other situations where he can assist with connecting individuals to resources.
There are many reasons why there are more homeless people. In my opinion there are many but there are four major reasons. Changes in the Laws, Drugs and Mental Illness. Years ago, Police Officers would pick up indigents on drugs or alcohol and take them to jail. From there, they
would end up in the system or transferred to a Mental Health Hospital. In the 1980’s President Reagan moved to shut down the Mental Hospitals as this continued over the years. It is not a Democratic or Republican Issue, it is a Societal Issue.
Mental Health Treatment was moved to a Community Based System. There was a big push to stop forced treatment of the Mentally Ill. This combined with Big Pharma pushing Oxycontin giving us the Opioid Epidemic and then with COVID-19 has cities around the country witnessing and trying to deal with a real crisis.
With this said there is very little we can do when it comes to the many homeless people who are simply unwilling to get help. Our Police Officers can offer to take individuals to the Broward Outreach Center. We cannot force them to go. We can encourage them to get help if they are medically in need and take them to a hospital. I have met with a few chronically homeless people over the past years and tried to help. They continued to not want to get help or change their circumstances.
With homelessness comes Panhandling. Recently there was a Supreme Court Ruling that has drastically changed a Municipalities’ ability to regulate any type of Panhandling. The ruling did not get much fanfare due to other rulings like the Roe Decision. The Supreme Court ruled that solicitation of money is a form of Free Speech. Our City to my
knowledge has never fined or arrested anyone for Panhandling, we simply have taken a move along approach, but now we will see more Panhandling.
A few years back we adopted an Ordinance Banning Panhandling on our roadways. The Ban was based on Safety Issues. At that time there was a Shelter in Hollywood. As a way to support the Homeless Shelter, the CEO had Clients selling a newspaper called the “Homeless Voice.” They began a Legal Challenge to our Rule that does not allow the selling of items, especially on our medians. Rather than going to court, we made an annual donation to the center which actually helped people and eventually, it closed.
This New Ruling still has not been fully evaluated to see if it nullifies our Current Regulations. It does, however, allow Panhandling at our City Hall, in Parks, Bus Shelters and Sidewalks. People can hold signs and ask for money. There is a difference between Passive Solicitation and Aggressive Solicitation. Holding a sign and asking for a donation is different from harassing and threatening someone for money. Our City Attorney will be analyzing the New Ruling and our Ordinance.
The Law impacts Public Property only. It does not prevent Stores and Business Owners from having Panhandlers removed from their property for Trespassing. We all empathize with the homeless people. San Francisco took the
approach to keep piling on assistance. They also allow Quality-Of-Life Issues to be ignored.
This pattern has been repeated in many cities. There needs to be a better way, but small cities like Hallandale Beach cannot do it on our own. I always tell people to call me directly with these issues. Or you can call the Hallandale Beach Police Department’s Non-Emergency Line to report situations at: (954) 765-4321. Many people just turn the other way. Others like to give money and food. There is no right and wrong. Hollywood Boulevard Streetscape Project Underway
Construction began this week on the $14.5M streetscape improvement project for Hollywood Boulevard in Downtown
The redesign of the Boulevard from 21st Avenue to Young Circle will enhance the corridor aesthetics, improve the pedestrian experience and promote redevelopment in throughout Downtown
Businesses will remain open, and the sidewalks will be maintained during the construction period. Construction is scheduled to be completed by summer 2024. Each phase of the project is anticipated to last for approximately 3 months, detours will be in-place to route motorists around the construction zones.
Improvements will include maintaining the existing center medium with its extensive tree canopy and diagonal parking spaces. The project will convert the diagonal parking on the north and south curbs fronting the buildings to parallel parking. The additional area gained will be dedicated to widening the sidewalk to increase the outdoor café zones. The new, wider sidewalks will be finished using decorative concrete shell pavers in multiple shades of gray in a striking geometric design.

will be modified to implement a curbless transition between the sidewalk and parallel parking to create a plaza-like space. During events such as parades or weekend festivals, where vehicle access is curtailed, pedestrians will be able to safely walk the new plaza-like configuration of the Boulevard without the need to step up or down a curb, creating a safer and more pleasant pedestrian experience. New landscape material was selected to provide adequate shade for pedestrians on the sidewalks while improving visibility to the active storefronts of the historic district. SBA Opens Business Recovery Center to Assist Floridians Applying for a Disaster Loan
The U.S. Small Business Administration (SBA) recently opened a Business Recovery Center (BRC) in Broward County at the Urban League of Broward County in Fort Lauderdale. At the BRC, SBA’s Customer Service Representatives will assist Floridians applying for SBA disaster loans for losses due to severe storms, tornadoes and flooding that occurred on April 12-14.
“Our Business Recovery Centers are one of the most powerful resources at SBA’s disposal to support business owners in the midst of a disaster,” said Francisco Sanchez, Jr., Associate Administrator, Office of Disaster Recovery and Resilience. “Business owners can meet in-person with our specialists to apply for SBA disaster loans and get information on the full breadth of our programs designed to help them navigate their recovery.”
The disaster declaration covers Broward County, which is eligible for both Physical and Economic Injury Disaster Loans from the SBA. Small businesses and most private nonprofit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans (EIDLs): Collier, Hendry, Miami-Dade, and Palm Beach in Florida. Disaster survivors with insurance should not wait for their settlement before applying to the SBA. The SBA can make a loan for the total loss and use insurance proceeds to reduce or repay the loan.
“We are excited to work with SBA on providing much needed resources to small businesses,” said Courtnee Biscardi, Executive Vice President, Urban League
of Broward County. “The Urban League provides an Entrepreneurship Center which offers access to training, business coaching and counseling and a myriad of services for small businesses. Businesses and private nonprofit organizations of any size may borrow up to $2 Million to repair or replace disasterdamaged or destroyed real estate, machinery and equipment, inventory, and other business assets.
For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. Economic Injury Disaster Loan assistance is available regardless of whether the business suffered any physical property damage.

Applicants may be eligible for a loan amount increase of up to 20 percent of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements may include a safe room or storm shelter, sump pump, elevation, retaining walls, and landscaping to help protect property and occupants from future damage caused by a similar disaster.
“The opportunity to include measures to help prevent future damage from occurring is a significant benefit of SBA’s disaster loan program,” said SBA Associate Administrator Francisco Sanchez, Jr. “I encourage everyone to consult their contractors and emergency management mitigation specialists for ideas and apply for an SBA disaster loan increase for funding.”
