On view through April 16th, 2023, “Kanaval” is a survey by Photographer, Filmmaker, Curator and Writer Leah Gordon that documents twenty years of Carnival in Haiti. Curated by MOCA Curator Adeze Wilford, the exhibition consists of a series of black-and-white photographs taken on a mechanical medium format camera. The images are contextualized by a series of oral histories relayed by various troupe leaders, who also oversee the design of the costume and generate the narratives surrounding Carnival. Their stories reflect the wealth of invention, fable and self-generated mythology prevalent in much of Haitian culture. The photographs will be accompanied by a new feature-length documentary on the Carnival providing a kinetic counterpoint to the portraits.

With the help of superpower-infused animals in a shelter, it’s up to Krypto to save the world and save his superhuman.

During the Cold War if Stalin believed the U.S. would fight, he would push but ultimately not risk war. We would have to fight proxy wars across Asia, South America, and the Middle East, but Russia would never go head-to-head against the U.S. so long as they believed we fought fight back

This semester as I am teaching a class on the Cold War, it seems as if the major comparison we are discussing is the war in Ukraine. I am grateful this war is still on students’ minds, as often with tragedies like Ukraine there is a great deal of emotion at first that wanes over time. I assume that is what Putin was Ukraine, 8A

Understanding Building And Code Enforcement

One of the two most complicated processes in Florida cities is Permitting and Code Enforcement. Any contractor or owner stresses out when submitting a Permit. Sadly, many are tempted to do work without Permits. This is a huge mistake. If you are caught, Code Enforcement will cite you and you may be fined and at a minimum and/or charged double Permit Fees. Fines will accumulate until you file for a Permit.
Over the past years, we have addressed many of the deficiencies in Permitting. We have upgraded systems, fully staffed our Department and have contracted with both Broward County and CAP to provide additional Review and Inspection Services. Obviously, we still get complaints but often it is due to incomplete responses.
All Permits must be submitted online. Documents must be uploaded by the applicant. Reviews are then done by all specialties that are impacted. Only after all reviews are done in the cycle the applicants can resubmit corrections. The Permit then has to go through the cycle again.
Applicants sometimes think it just goes to the specialty that failed. This is not the process. The Permit must be checked off again as changes to one may have an impact on the others. This process can take 10 working days or more. Our City’s working hours are Monday through Friday, so the ten-day goal makes it about three weeks. I encourage applicants to go online and make corrections. Staff are available in City Hall but to meet with an Inspector you must request it online.
Obviously our City and others are extremely busy with regular construction and 40-Year Inspection Projects. Even with the staffing Permits can take a long time due to errors or insufficient documentation. Expired Contractor Licenses, no insurance, no proper electronic signature on the plans or no product certifications and many other items can be omitted that add to the length of time that the Permit takes.
This is where applicants and owners get frustrated. All of the rules are actually State Building Rules and they are the same in every City. Our Building Officials and Staff are required by law to ensure that all work is done with a Permit and meets all of the Codes. Owners also get caught up with doing demolitions without a Permit. A rule of thumb is that everything you do needs a Permit. I always tell people to check first. A good
example is fencing. Even if you are simply replacing an existing fence. You need to file a Permit to ensure the fence meets all of the Codes.
The Permit Plan is approved and then priced. The applicant pays the invoice and it can be downloaded and posted at the site. Construction can begin and Inspections are requested online. There is also a way to file for an early start Permit. This is done at the risk of the applicant. If something does not meet the Codes, it will have to be torn down. Inspections move pretty quickly. Finally, Inspection of the permitted work is performed then the Permit must be closed. Sometimes this close out is not done which also causes issues down the line as Permits expire.
What about work without a Permit?
This may be tempting but when it comes to Permits, it’s far easier to get them rather than waiting to ask for forgiveness. This is where Code Enforcement comes in. Code Enforcement can receive a complaint regarding construction. It used to be individuals could do this anonymously. The state now does not
allow anonymous complaints. Code Inspectors can also simply just be out surveying their assigned quadrants and notice construction taking place.
Code Inspectors also provides notices of Violations for all types of Property Infractions. Code Officials cannot simply enter premises without a Warrant. That is a Violation of our Constitutional Right to privacy under the 4th Amendment. Code Enforcement Officials are able to observe the front of private properties. They cannot enter a back yard unless invited. They can observe back yards from an adjacent property. Other Inspections can be required by law. Fire, Business Licenses and Certificate Of Use and all items where an Inspector is permitted.
Most Inspectors are focused on building safety, windows, roofing and other maintenance issues like crumbling walls and paint are critical. Electricity and plumbing are also vital life safety issues.
We often get these types of complaints from tenants who can let officials in. Then you have basic fencing, pool safety and maintenance, parking, illegally stored vehicles, trash and overgrown grass. Code Enforcement Officers used to always give warnings first. Either the officer would speak directly to the Owner/ Manager and let them know they were in violation by leaving a notice. They were issued a warning and had 10 days to correct it. We are not required by law to do this, but Code Enforcement truly is not set up to be punitive but to get compliance. We still provide leeway but in cases of trash there are no warnings now. All trash and bulk can only be put at the curb the night before pick up. We have made this a policy to address illegal dumping and to keep our roadways clean. I have received a Notice of Violation. What happens next? I will go further into the process for Code next week.

Pure Joy: Celebrate The Most Joyous Date

Recently I had the honor of being the guest speaker at the MAR-JCC on the topic of Joy. Although I get to speak there quite often, this time the participants were especially engrossed in the topic, since Joy is something that we all want to experience. I welcomed all sorts of questions, as we together discovered the different levels of joy, and how to best bring them about.
According to statistics, there are more people who suffer from some sort of depression than any other disease. While some treat this terrible mental illness with pills, the Talmud tells us that Joy breaks all barriers and that the more we fill ourselves with joy, the less time we think about ourselves, and the less we suffer. Helping others and keeping our mind focused on helping others is another way to fight depression.
It’s mind boggling to see how huge of an epidemic it is, in this day and age, when we have more technology than ever, and better applications to help us be in touch with friends. Yet the suffering of a lack of real friends and friendship is as prevalent as ever.
On Purim, when the holiday is really all about Joy, we deal with all of the above! The four special Mitzvas associated with Purim, are 1) Giving gifts of money to at least two poor people. 2)
Sending food gifts, made up of at least two types of foods, to at least one friend. 3) Enjoying a festive Purim meal, preferably with friends. And 4) Recounting the story of the Purim miracle, by reading the Megilla, also known as the Scroll of Esther.
When we take the focus off of ourselves, and instead see how we can help others, by giving charity and giving gifts of food. When our focus is shifted from celebrating in silence, to having a meal with others. When we remember the miracles that occurred, not just to our ancestors many years ago, but also to us, over and over again.. It really forces us to bring out our inner joy, and slowly transform it into a pure joy!
The festival of Purim is celebrated every year on the 14th of the Hebrew month of Adar. It begins this year after sundown on Monday, March 6 and ends at nightfall on Tuesday, March 7. The holiday commemorates the salvation of the Jewish people in Ancient Persia from Haman’s plot “to destroy, kill and annihilate all the Jews, young and old, infants and women, in a single day.”

Finding The Right Approach To Socializing Cats
Whether they are a purring housecat or a prowling neighborhood cat, felines react differently to new experiences depending on how they were socialized. Owners can choose to increase their cat’s comfort level in new experiences but should first consider different socialization strategies.

Associate Professor and the
Associate Dean of Hospital Operations for the Texas A&M School of Veterinary Medicine & Biomedical Sciences’ Veterinary Medical Teaching Hospital, advises owners to adjust how they socialize their cat because each cat will respond differently to a specific approach.
“Just like some humans are introverts or extroverts, cats have different personalities also, so how owners socialize cats depends on the individual cat more than anything else,” Eckman explained.
The key to successful socialization experiences is for owners to gradually expose their cat to new environments, sounds and situations to determine what works best for them. This will ensure a more positive experience for cats and owners alike.
One of the best ways to socialize cats, according to
Eckman, is to allow cats to explore indoor and outdoor spaces; listen to common noises such as vacuums, cars and dogs barking and experience small gatherings with a variety of people, animals and objects.
“Owners should watch their cat’s responses to make sure they feel safe and not overwhelmed,” Eckman said. “If their cat responds negatively to socializing, owners should slow
down or stop.”
Eckman encourages owners to visit their Veterinarian to help identify their cat’s body language when relaxed. Once they’ve identified this, owners should pay attention to their cat’s body language to determine their comfort level with different socialization methods and adjust the method if needed. For example, an owner can socialize their cat by bringing
them in direct contact with a new person or animal, but their cat may respond negatively. An alternative to this method of socializing is for the owner to present their cat with the new person’s or animal’s scent.
“Offer smells of the particular human or animal that the cat is socializing with by rubbing a towel on the new human or pet and presenting it to the cat,” Eckman explained. “The cat can
then grow accustomed to their presence by scent first.”
Eckman also suggested placing cats in a separated space as a way for cats to grow accustomed to new animals without being in direct contact with them.
“Owners should create a barrier that their cat cannot get through such as closing the door to a room,” Eckman said. “Make sure the cat has all the essentials – food, water and a litterbox.”
While the same socialization approaches can be used regardless of age, Eckman pointed out that kittens will accept these conditions easier compared to cats who grew up without being socialized properly.
“The best socialization period is when they are young kittens, up to 12 weeks old,” Eckman said. “If they are not exposed at younger ages, they become more fearful rather than accepting of new environments, sounds and situations.”
In the end, each cat may be comfortable staying at a certain socialization level, whether they enjoy being around other people or prefer quiet solitude. When presenting them with new experiences, ensure your cat is comfortable and happy above all, they might even reward you with a loving purr.

Translated as “We’ve Left That All Behind,” the show presents an in-depth look at the Haitian-born, North Miamiraised Artist’s career and memory among the very neighborhood where he once grew up.
In a blend of personal reflections, biographical anecdotes, art historical moments, some of the works in the show recontextualize historical iconographies and ideas, stripping them of their “known” truths and transforming each into something entirely new. By doing so, William playfully and unapologetically reclaims autonomy over a fragmented record of history, engaging his personal connection to the complexity of immigrant narratives and queer identity to create opportunity for investigation and redemption.

Brad Zimmerman’s newest show, My Son the Waiter: A Jewish Tragedy & Still Not Famous will make its South Florida debut March 22nd, 2023 and March 23rd, 2023 at the Boca Black Box Center for the Arts.
Zimmerman’s hilarious and poignant story is still universal in its message: If you embark upon the journey to follow your dream, demonstrate the grit and passion required to ‘make it’ as an artist, the rewards that come from never giving up are very much worth the ‘blood, sweat and tears.’
“I have been working on this show for about 6 years,” Zimmerman explains. “It is not a hybrid as the first piece waswhich means half standup/half theater. This is more of a play. As the first one does, it chronicles my journey - starting when I was very young - and takes the audience right up to the present. But it is done in more of a play format. There is lots of humor but also poignancy.
“The reason I started to work on this is that even while performing the first show it gave me a creative outlet – and without that, I wouldn’t have known what to do with myself,” he continues.
“In this second piece I don’t glaze over things... I dive into them more deeply than in the first piece, which I think makes for a more universal and relatable performance. And even if the audience is familiar with my story in general, they will find this play

Sunny Isles Beach PD Participates In High Visibility
www.sibfl.net/2023-hve/ Miami-Dade County ranks in the top 25 counties in Florida for traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists. To help reverse this trend, the Sunny Isles Beach Police Department is participating in the Florida Department Of Transportation High Visibility Enforcement (HVE) Program aimed at educating motorists, bicyclists and pedestrians on Florida’s Traffic Laws to improve safety on our roads.
All through the month of May
2023, the Sunny Isles Beach Police Department will have additional officers on patrol at specific corridors with a high occurrence of pedestrians and bicyclists’ crashes. Special attention will be directed towards increasing awareness of the dangerous behaviors that are contributing to serious and fatal injuries at these locations. Officers will look for drivers speeding, failing to stop for pedestrians in crosswalks, conducting improper turns or signal violations and using handheld devices while driving. Officers also will watch for pedestrians who cross the street illegally or fail to yield to motorists who have right-of-way.
Bicyclists will be stopped for riding against traffic, riding at night without lights or not abiding by the same laws as motor vehicles. Officers will issue
warnings and citations only when appropriate.
“Whether you are on foot, behind the wheel, or on a bike, you have a responsibility to share the road safely,” said Chief Edward Santiago. “Understanding the rules of the road helps ensure we all arrive at our destination safely and makes our streets safer for everyone.”

Smoked Chuck Beef Ribs

Cook time: 10 hours, 30 minutes
Servings: 8
• 1 slab beef chuck short ribs (about 4 pounds)
• 2 tablespoons kosher salt
• 2 tablespoons coarse black pepper
• 1/4 cup cider vinegar
• 1 cup water
Preheat smoker or pellet grill to 275 F.
Pat ribs dry with paper towel; remove moisture on surface.
Combine salt and pepper. Rub beef
ribs well on all sides and ends with seasoning, coating generously. Place ribs in smoker and close lid. Cook 5-6 hours.
In spray bottle, combine cider vinegar and water. Lightly spritz ribs every 30 minutes for first 4 hours of cooking.
Ribs are ready when completely probe tender. If parts still feel tough, continue cooking.
Once completely tender, remove ribs from smoker then wrap tightly in butcher’s paper and place in small cooler to rest 30 minutes.
To serve, slice ribs between bones.
Grilled Jalapeno Cheddar Meatballs

Cook time: 1 hour, 15 minutes
Servings: 15
• 1/2 cup tortilla chips, crushed
• 3/4 cup milk
• 2 pounds ground beef
• 3 fresh jalapenos, seeded and finely diced
• 1 block (8 ounces) cheddar cheese, finely diced
• 1 tablespoon paprika
• 2 teaspoons garlic powder
• 2 teaspoons kosher salt
Place crushed tortilla chips in large bowl. Add milk and allow chips to soften about 10 minutes.
After milk is absorbed, add beef,
jalapenos, cheese, paprika, garlic and salt. Mix well to combine then scoop approximately 1/3-1/2 cup of mixture to form meatball; repeat with remaining mixture.
Place meatballs on plate or tray and refrigerate 30 minutes to firm.
Heat grill to medium for two zone cooking.
Place meatballs on indirect heat side of grill away from coals or lit burner; close lid. Grill 25-35 minutes, or until meatballs reach 165 F internal temperature on meat thermometer.
Remove meatballs from grill and cool slightly before serving.
Szechuan Skirt Steak with Crispy Rice

• 2 teaspoons Szechuan peppercorns
• 1 teaspoon five spice powder
• 1 teaspoon kosher salt
• 1 skirt steak or bavette steak (about 1 pound)
• 1/4 cup vegetable oil, divided
• 2 teaspoons milk or cream
• 2 cups cooked white rice
• sesame seeds (optional)
• scallions, thinly sliced (optional)
• cucumber, sliced (optional)
• cilantro leaves (optional)
In skillet over low heat, toast peppercorns until fragrant, swirling in pan to keep from burning, about 2 minutes. Allow peppercorns to cool slightly then add to spice grinder or mortar and pestle with five spice and salt. Crush until fine powder forms.
Pat skirt steak with paper towel to remove moisture then season well with Szechuan salt on both sides.
Place skillet over high heat then add 1 tablespoon oil. When skillet is hot, add skirt steak and cook 5 minutes per side for medium-rare or medium doneness (135-150 F), turning occasionally. Remove steak from skillet then tent with foil to rest 3 minutes. Temperature will rise about 1015 F to reach 145 F for medium-rare; 160 F for medium.
Lower heat to medium-high then add remaining oil and milk or cream. Add rice, pressing down gently with large spoon to form large, flat disc covering entire base of pan. Season with Szechuan salt, if desired, then lower heat to medium and cook 10 minutes until grains begin to turn brown and become crisp on bottom. Break up rice in pan to mix soft and crispy grains. Slice skirt steak across grain. To serve, place rice in two bowls. Layer with sliced skirt steak. Sprinkle with sesame seeds and chopped scallions then place cucumber and cilantro on top, if desired.
