Hallandale Beach experiencing economic development opportunities
‘AROUND THE CITY OF CHOICE’
HALLANDALE BEACH - Economic uncertainty throughout the state, country and globe continues to be the “Hot Button” issue. As always, traditional press and media on those levels do not necessarily reflect what is transpiring within each municipality. When cities are on the front page it is typically due to the fact they are in financial turmoil. In reality, the majority of municipalities have seen some stability this past year. Some cities have continued to experience economic development opportunities. Hallandale Beach is one of those cities. Last Commission meeting our city approved three new business applications during our public hearings. One was for a brand-new banquet facility, “Hallandale Reception”, located at 772 E. Hallandale Beach Boulevard. This is the second location for Mr. Alvaro Lopez and family. They have been in business in the City of Doral for many years. The second was for a nightclub license for Martini Bar located in the Village of Gulfstream Park and the third was for a new gourmet store that plans to open up at the Hallandale Shopping Center. This entire shopping center is slated for redevelopment. The project will include a TD Bank, new building façade, new parking lot and landscaping. Tonight, Thursday, October 13, there will be the
first community meeting for a Planned Development in over a year and a half. This is the first meeting required by our city for the developer to publicly present the application prior to formal public hearings by the Planning and Zoning Board and the City Commission. For those readers who are not familiar with our public process this informal community meeting is not required by state statute. I suggested a policy that requires these types of developments to go to the public first for input before the hearings that are time regulated, and the City Commission adopted this. We also expanded the notification distance requirement from a quarter of a mile to a half mile; double the state requirement. This meeting is conducted by the developer. Commissioners and Staff do not participate. The City Manager is able to kick off the meeting and briefly explain the process. The community meet-
ing is scheduled tonight, Thursday, October 13, at The Hallandale Beach Cultural Center, 410 SE 3rd Street and will start at 6:30 PM. The developer is applying for a mixeduse development located at 2600 E. Hallandale Beach Boulevard; the former location of Maneroʼs Restaurant. They are seeking approval for Beachwalk, a mixed-use 31 story, 305 feet, mixeduse development with 84 residential units, 216 suites with 432 keys (two bedroom hotel /condo units where bedroom can be locked out), a 1225 foot square foot restaurant and associated parking garage. There is also a keen interest on West Hallandale Beach Boulevard and other areas of our community. Larry Bluestein has been doing an excellent job covering some of the happenings in this area. With two parimutuels in our community, West Hallandale Beach Boulevard is ripe for redevelopment. Our community and city need to continue to proactively move forward; utilizing every tool in the tool box to ensure that the City Vision in place through our community master, transportation and park plans comes to fruition. As an update to some of our transportation projects and planning, I am happy to report that the first construction logistics meetings have taken place with FDOT and the contractors are to begin
construction on the A1A median improvements. The lighting upgrades on Three Islands Boulevard are almost complete except for one median. This is one project that was moved to an outside contractor to be completed faster. Regretfully, the contractor went bankrupt before the job was finished and Staff will have to insure the last part is completed. Ironically, this shows one of the pitfalls when utilizing contracted services. One other project that was approved is the new West Hallandale Beach Boulevard and Dixie Highway intersection configuration heading east. This counterintuitive plan has proven to reduce traffic delays heading east and west. FDOT was ready to move but the city requested to delay construction as to not interfere with peak seasonal traffic flows. We continue to also work on transit improvement to reduce the amount of cars and trips on our roadways. Hallandale Beach and Sunny Isles have entered into an agreement to connect our city minibus Route 1 to their “Blue Line”. This interconnect will take place twice a day at A1A and HBB. It will provide a good to solution to offering both residents and business owners a seamless interconnect with a reasonably timed city route extension. Transportation planning is not simply about road-
ways and bus systems. Transportation has to be multimodal to be successful and is a key to quality livable communities. Plans should include sidewalks and bike lanes. In a built out community like Hallandale Beach it is often difficult to accommodate these amenities within the city right-ofways without impacting property owners. For years I have been a strong proponent of sidewalks. The city embarked on a block by block plan in our Western community to add sidewalks as part of the CRA. We also have included a requirement for sidewalks on new developments. On the eastern side of our city the city had received pushback from some residents when implementing sidewalks. Over the past couple years I have pushed Staff to look at alternatives to placing sidewalks in the middle of residentsʼ front yards when there is limited front yard setback and existing hard scape and landscape materials. During our budget workshops the City Commission pressed Staff to begin looking at alternatives. Along Diplomat Parkway and Layne Boulevard the city will finally be implementing two projects to complete sidewalks that were never finished. The model is to place the sidewalk directly adjacent to the roadway at grade. Along areas of Layne Boulevard, particularly in
front of Paradise by the Sea Condominiums, there are great examples of where this concept was implemented over 40 years ago. Along Layne Boulevard the City Commission also discussed reducing the roadway to one lane and implementing either a designated or undesignated bike lane where the right-of-way will allow. Layne Boulevard was originally designed as a two lane road to connect directly through to Aventura. Since the development of the area the road was closed off and the traffic level does not necessitate two lanes. The City Commission unanimously approved both these projects. We have also directed City Staff to conduct community meetings to inform residents about the plans and design. We also set a citywide goal to prioritize implementation areas for sidewalks. The city also unanimously approved set priorities for multimodal transportation. Wherever possible, road plans should focus on the utilization of right of way in this order; roadway, transit, sidewalks and then bike lanes.

gone on over the years to make sure that we didnʼt get our fair chance to compete for the entertainment dollar; now the bets, if you will, are off. No longer should far removed politicians have any say in what goes in an area they have interest in. It's time that when it comes to casino gaming, it should be a city by city decision. Not some completely misinformed and way out of the loop politician that believes that if he or she spends 5 months a year here, they know the area. They don't! We have to live here and work here every day, and anyone who stands in the way of busting out of this recession, should be pointed out to the unemployed in this state for standing in the way of opening the door for new jobs and a much needed revenue boost. I have said over and over again that I would make a terrible politician because I am far from diplomatic, and if you are doing wrong, I will let everyone know. There are too many lives at stake with crappy decisions being made daily. While we have so much at stake with Mardi Gras Casino, Gulfstream Racing & Casino and Dania Jai Alai in our own backyard, which certainly need to have the full casino opportunity, I will continue to champion the opportunity for residents and visitors alike to be treated like adults and not hold something from them like blackjack, roulette and other high stakes games that bring in money. Last week, a bill to allow gambling in MiamiDade County was being drafted in Tallahassee and may be filed this week – setting the stage for powerful gambling interests to vie over whether Florida will open its doors wider to gambling. With the Genting Group, which has invested more than $300 million on property near the Adrienne Arsht Center for the Performing Arts in Miami, hiring a number of lobbyists, you can guarantee that many all over the state whether they live in Marianna or Miami, will understand what's at stake. What many of our facilities are lacking is a resort destination. Having a racing or jai alai venue with some slots and few card games is nice, but that total resort experience is what fills casinos and restaurants - in and around the physical property. It's really a matter of time before the state is forced, by its residents, to start making a decision that will help the economy. Those who refuse or protest will simply not be voted back in. No matter what status that politician has, money, especially in these tough times, will win over a few people who can see past agendas. If this wasn't something
that won't be a reality, major companies such as Wynn Resorts and Caesars Entertainment wouldn't call on so many high profile decision
makers to push this through. The Genting Group is promising to start gambling operations at the Omni International Mall
and employ 5,000 people by fall 2012 if the state gives the goahead. The company finalized its purchase of mort-

HOLLYWOOD - Installing water efficient showerheads is one of the easiest ways to save water and reduce your water and energy bills. According to the EPA, showers account for nearly 20% of total indoor water usage. The City of Hollywoodʼs showerhead exchange program allows its water customers to exchange their old (pre1994) showerheads for new low-flow showerheads absolutely FREE of charge! The old style showerheads manufactured before 1994 can use up to 5 gallons per minute (gpm) of water; or two buckets of water per minute. Showerheads manufactured after 1994 use 2.5 gpm or less. Letʼs do

TEEN DATING VIOLENCE!
The basic dynamics of teen dating violence are fundamentally the same as domestic violence among adults. Just like domestic violence, dating violence is a systematic pattern of behaviors utilized by one partner (the batterer or abuser) to exert and maintain power and control over another person (the survivor or victim) where there exists an intimate relationship. As discussed elsewhere in this series of articles, abusers use
tactics that work. Among teens, common tactics that abusers use to gain and maintain power and control may include, but are not limited to: the abusive use of technology, isolation, emotional abuse, financial abuse, sexual abuse and physical abuse. A number of widely accepted social norms among youth may normalize jealousy and controlling behaviors, often equating them with love and concern. Additionally, most teens
have not had concrete discussions about healthy versus unhealthy relationships. Therefore, it is not uncommon for the warnings signs and indicators of dating violence to go unidentified. Many teen victims confuse jealousy with love or believe that “this is what relationships look like”. Often when a teen does know that their relationship is unhealthy or abusive, they donʼt tell their parents or friends. This may be

because they are afraid their parents will make them end the relationship, they are afraid of disappointing their parents and friends, they feel embarrassed, ashamed or fearful, they think that nobody will believe them, they are afraid of loosing privileges (i.e. the right to stay out late), etc. Services are available to teen victims of dating violence. As with adult survivors, empowerment is essential for teen survivors.
According to the Liz Claiborne, Inc. Love is Not Abuse: • 1 in 3 teenagers report knowing a friend or peer who has been hit, punched, kicked, slapped, choked or physically hurt by their partner. • 62% of tweens (age 11-14) who have been in a relationship say they know friends who have been verbally abused (called stupid, worthless, ugly, etc) by a boyfriend/girlfriend.
• Less than 25% of teens say they have discussed dating violence with their parents. • Of the women between the ages 15-19 murdered each year, 30% are killed by their husband or boyfriend. According to the National Coalition Against Domestic Violence: • Women between the ages of 16-24 have the highest rates of intimate partner violence among all age groups.

This process is necessary to ensure, for your safety, there is adequate water pressure and flow in the event of a fire. Flushing the hydrants may temporarily cause an orange tint to your water. This in no way indicates any contamination of the water but may cause discoloration in your wash and is only a temporary condition. During this period, please open your faucets and check for discolored water. All personnel will be issued pink uniform t-shirts promoting Breast Cancer Awareness. These shirts will be the uniform from October 1st thru October 31st. Informational cards will be provided to all personnel for them to distribute should they be questioned on the purpose of the uniform change. The pink shirt is the only official uniform which will be authorized for use by non departmental personnel. All shirts are being purchased without utilizing tax funding. Should non departmental personnel wish to show support for breast cancer, they may purchase a shirt and the proceeds will be utilized to pay for the cost of the program, and then all remaining funds will be donated to the Susan G. GRILLING IN THE FALL
GRILLED LEMON CHICKEN 1 C. kosher salt 2 whole chickens (about 3 1/2 lbs. each), each cut into 8 pieces, or 5 1/2 lbs. of chicken parts ground black pepper 1/4 C. olive oil 4 large cloves garlic, minced very fine 1 C. fresh lemon juice (from about 5 lemons) 1 1/2 t. dried thyme
Dissolve salt in 8 cups water in large glass or ceramic bowl or several gallon-size zipper-lock plastic bags. Add chicken parts (seal zipper-lock bag, if using) and refrigerate about 1 1/2 hours. Remove chicken from brine, rinse well, dry well with paper towels and sprinkle with pepper. Build a medium-hot fire. (If using charcoal, spread coals over only 2/3 of grill.) Heat olive oil and garlic in small saucepan over low heat, and when garlic just starts to sizzle, remove from heat. Mix with lemon juice and thyme in large, shallow non-reactive pan,
such as a 13 by 9 inch baking dish. Set aside. Place chicken, skin side down, on rack over hot coals. Grill, pulling chicken over to cool side of grill if flare-ups occur or if chicken starts darkening too quickly. Turn chicken and move it around to ensure even cooking, until chicken is a spotted dark golden brown; 15-17 minutes for legs, thighs and wings, 1820 minutes for breasts (expect slightly longer cooking times if gas grilling). As chicken parts are done, roll them in the pan of lemon sauce to coat completely. Return chicken parts to cool side of grill (or reduce heat to medium if cooking on gas); grill over low heat so lemon sauce flavors meat, about 5 minutes longer, turning each piece and brushing it with sauce once more. Return chicken to pan and roll in lemon sauce once again. Serve warm or at room temperature.
GRILLED TARRAGON TURKEY
TENDERLOINS 2 T. olive oil 2 T. red-wine vinegar 1 T. Dijon mustard 1 large clove garlic, minced 1/4 C. fresh or 2 t. dried tarragon, crushed 1/2 t. salt 1/4 t. ground pepper 2 turkey tenderloins (3/4 lb. each)
Whisk all ingredients except turkey in small bowl for marinade. Pour marinade over turkey and store in refrigerator for several hours or overnight, turning occasionally. Prepare charcoal for grilling. Grill tenderloins, turning once, until turkey is no longer pink in the center and juices run clear, about 20 minutes. Let cool slightly and cut into 1/2-inch medallions. Serve immediately. GRILLED GARLIC CHICKEN WINGS 2 lbs. chicken wings, each cut in half 6 to 8 garlic cloves, finely chopped juice of 1 lemon salt and pepper, to taste 1 to 2 T. anise-fla-
vored liqueur, such as Pernod (optional) 1/4 to 1/2 t. cumin large pinch of ground cinnamon 3 to 4 T. extra virgin olive oil shredded lettuce or other greens, for garnish lemon wedges, for garnish
Combine the wings with the garlic, lemon juice, salt and pepper, optional liqueur, the cumin, cinnamon and olive oil. Mix well, until the chicken wings are coated with the marinade. Let marinate at room temperature for about 1 hour. Better still, tightly cover the container and refrigerate for up to 2 days. Prepare a fire in a barbecue grill. Grill the chicken wings over medium heat for 15 to 20 minutes, turning them from time to time, until they are cooked through, crisp and lightly browned/charred in spots. Serve hot, on a little bed of shredded lettuce, or tender watercress, or any little green.
Serve with lemon wedges alongside.

HONEY GARLIC GRILLED PORK 3/4 lb. pork tenderloin salt and freshly ground black pepper 4 medium garlic cloves, crushed 3 T. honey 2 T. low-salt soy sauce 2 T. Dijon mustard
Preheat grill or broiler. Remove fat from pork and cut the pork nearly in half lengthwise and open like a book. The pork should not be cut all the way through. Salt and pepper the pork and press the crushed garlic onto the meat on both sides. Combine the honey, soy sauce and mustard. If using the broiler, place vegetables on a large foillined tray and broil for 8 to 10 minutes. Turn vegetables over, place pork on tray and spoon half the honeymustard sauce over it. Broil 7 minutes with the vegetables. If using a grill, place
vegetables on grill grate and cook about 8 to 10 minutes. Turn vegetables over, place pork on grill and spoon half the honeymustard sauce over it. Grill pork 7 minutes with the vegetables. Remove both from grill or broiler; slice pork on an angle. Serve pork with the remaining sauce spooned over the sliced pieces.
GRILLED SIRLOIN 1/2 cup A 1 Sweet and Tangy Steak Sauce 1/4 cup minced onion 1 clove garlic, minced 3/4 teaspoon Tabasco Pepper Sauce 1 1 1/2 pound boneless beef top sirloin steak, 3/4 inch thick
Mix steak sauce, onion, garlic and pepper sauce; set aside. Grill or broil steak for 5 to 7 minutes on each side or until desired doneness, brushing with sauce mixture occasionally.
Serves 4 to 6.
