Hallandale No. 1 for first time in school history

Perfect match • When plans for Gulfstream Park upgrades included shops, businesses and restaurants, many were skeptical - but things are working out fine!

In the almost 40 years that Hallandale Senior High School has been open, the Chargers have achieved many positive things in their athletic department. A state boys' basketball title, success on the track - with team and individual state titles - and wrestling, where there are 3 trophies in the case. But the one sport that has not been in the state title chase, but has recent success, is football. Last year, the school had its best season ever - with a 10-1 record - and a district title. On Tuesday, when the AP State Poll came out, the 2-0 Chargers, climbed the ladder to the No. 1 spot among 5A schools in Florida. It is a first for head coach Dameon Jones and his talented program that still has a long and challenging road.

Record setting senior quarterback Tyler Huntley (1) has been a four year starter that has re-written every passing record the school had. While they are No. 1, Hallandale is being chased by district foe - and nationally rated Plantation American Heritage, which is No. 2 in the state poll.

• The first budget hearing will be held on Tuesday, September 15 at 5:30 p.m. and the second hearing is Monday, September 28, also at 5:30 p.m.

HOLLYWOOD - The City of Hollywood is holding two budget hearings this month to provide residents with an opportunity to learn more about the City’s proposed Fiscal Year 2016 Operating Budget. The City’s budget is an open process and each year these hearings allow the public to participate in the process.

The first budget hearing will be held on Tuesday, September 15 at 5:30 p.m. and the second hearing is

Monday, September 28, also at 5:30 p.m. The hearings will be held at Hollywood City Hall, 2600 Hollywood Boulevard in the Commission Chamber in Room 219.

While there was a core of racing fans, there was not enough to make this a destination for racing only.

That's when the ideas started to surface about ways to not only keep racing going strong, but to add other entertainment and restaurant options that would make this the place to come.

As the approval for a "mixed use" facility began to gain steam, there were those who felt that this was another feeble attempt to keep thoroughbred racing alive - in a facility that had attracted some of the greats of the sport through the years. Others had a strong belief that if the racing was to stay and the property become a place where everyone would want to come year round - things would have to change.

With initial plans, calling for a casino, shops, restaurants and even condos, it was ambitious and came at a time when nobody really understood the mixed usage concept.

"There was a feeling that if racing was going to stay, it would need help," said Hallandale resident Steve Simmons, who has been an avid racing fan for over 35 years. "We all knew that without something else to drive traffic here and get customers

using all the services provided, it would never work."

With so many trendy shops and restaurants - along with a sports bar and even a bowling alley - there has been a transformation that makes the trip to this facility worth it.

Hallandale Beach Vice Mayor Bill Julian, who had been in the racing business a major part of his life, was one of the major advocates of doing what was needed to get this mixed use facility off the ground.

While things are always ambitious at the start of anything, the concern was whether having other things to surround the horse would be enough.

"We all watched the decline of thoroughbred racing," Julian said. "While there were many ideas of what to do with the property, everyone here felt that keeping the landmark was worth every attempt."

With the Village at Gulfstream Park in place - and adding new businesses all the time - coupled with the many promotions and events that are held at the facility, it was up to racing to also add another another dimension - and it did when year-round racing was added.

On Monday - as the nation celebrated Labor Day - live racing once again took center stage - along with other businesses on the property.

For Diane Cortez of North Miami Beach, the

weather was one of the reasons that she and her friend, Alicia Martinez, decided to spend the day at Gulfstream Park. From catching a few races - to sampling some of the special foods that were served up - the option was perfect.

"When Alicia wanted to go to the beach, I said that it would be raining and we both came up with the plan to come here," Cortez said. "I think we made a great decision. We parked our car and took in a lot of what Gulfstream had to offer."

Indeed, racing has come full circle - and while it still remains the centerpiece of this fa-

cility - having live racing throughout the year - is huge and something that has worked out very well.

This means the owner of a homesteaded property with a taxable value of $140,000 would pay approximately $1,043 in property taxes. The proposed Fire Assessment fee is also unchanged from its current rate of $209. Overall, the taxable value of property in the City of Hollywood increased by 7.99% in FY 2015. This will generate an additional $6.4 million in taxes citywide, with $3.5 million of that available to help cover costs to the City’s general fund.

SHREDDING EVENT FOR HOLLYWOOD RESIDENTS SATURDAY, SEPTEMBER 26 AT 8:00 A.M. The City of Hollywood, Office of the City Clerk, Records and Archives is hosting its’ next shredding day on Saturday, September 26 at the Boulevard Heights Community Center, 6770 Garfield Street, in the parking lot from 8:00 a.m. until the trucks have reached capacity.

This free shredding opportunity will be a drive-up event. Residents must provide proof of Hollywood residency (driver’s license, utility bill, tax bill, etc.) There is a limit of 3 boxes of paper records per household. Only paper will be accepted, large black bags, CDs, DVDs, heavy binder clips, plastic binders, X-rays, etc. are prohibited.

A solid City Attorney can make all the difference in the way a community runs each and every day about one thing. City attorneys often need to hire outside counsel on special cases. They can be lead, but need the expertise depending on the type of case.

The question becomes how much will it cost?

More or less? And what level of service would we receive?

After the interviews, Lynn Whitefield was the obvious best candidate. In my book, I still wanted to try outside, since we were down to a department of one employee with a temporary City Attorney.

She was my second.

After the short list was moved, it was clear that she was to be hired. After she was hired, she committed to pulling more cases in house and working more proactively on fighting cases rather than settling them.

She has cut the outside budge in the first year to date, by one million. All positions are filled and she has even brought in interns.

Lynn also fills in as a CRA Attorney when Attorney Zelkowitz is unable to be present. This year, she has been proactive in working with our staff and departments on many issues, particularly, our new code enforcement civil citation programs.

She has also worked to ensure our bond referendum moved forward in the certification process. She is top notch and defends our city and the majority of the commission views.

It is sad to share that the personality politics of the past has reared its ugly head again.

Lynn as a great attorney would not stand for it and filed a hostile work lawsuit that is still ongoing. I mentioned earlier that the City Attorney’s office is an is-

land. They are only concerned with the law and protecting the city.

They serve the commission, but most importantly by virtue of their profession to swear to uphold the law or lose their license to practice. I respect that position and while I may not agree all the time, I have a great respect for someone that will defend the law and our city.

As with the City Manager, I had asked for evaluations from the commission. I read a letter into the record.

Vice Mayor Jullian shared his support and made mention of her great work, keeping cases in house and Commissioner Sanders concurred. The other commissioners made no comment. Lynn was granted 5% COLA and a $10,000 dollar bonus on a 3-2.

As the city commission prepares for the final budget hearings, there is plenty to report on. During our workshop, we adjusted some fees that will make our facilities more user friendly for our residents. Currently, our park buildings; Foster, Ingalls, Hepburn Center, Bluesten Park and our Community Cultural Center are available to rent for meetings and special events. Many of our residents still have found the costs prohibitive due to large refundable deposits that are required and minimum rental times.

These deposits are required if there is damage to facilities and must be in the form of cash or check. The city cannot hold a credit card for damages. The deposit for residents after October will be reduced to $100 dollars. This deposit will

go towards any over time or will be fully refunded.

The city will also continue to rent dock space at $7.50 per foot.

This is a great deal and is very competitive. The city marine is equipped with electric and water.

We also have state approved pumps out for all boats. The boat slips can accommodate 14 foot beams with clearance of fixed bridges at 17 feet at high tide.

The city has also revamped our shutter program. This year‘s budget includes funding for outside of CRA boundaries. We provide

grants of $1500 per household that wants to harden their home or condo with hurricanes shutter or windows within the CRA. These grants are tied to low to moderate income thresholds. This year we will be providing funding once again for outside of the CRA throughout the city.

The city was awarded a grant from FEMA that will provide grants that are not tied to income thresholds citywide.

By Mayor Joy Cooper HALLANDALE BEACH - Last week, I covered a brief history on our City Managers and Renee Miller. Our City Attorney Lynn Whitefield is also top notch. I have worked with four City Attorneys; Dick Kane, Mark Goldstein, David Jove and Lynn. City attorneys also serve at the pleasure of the majority. This means by a simple 3-2 vote, the City Attorney can be without a job simply because of personality politics.

Dick Kane retired from our city shorty after I was in office. He knew the law and served for many years as City Attorney. Since beginning in office, I learned very quickly from him, the City Attorney works for the commission as the City Attorney not as the residents’ attorney. Quite often he told me the City Attorney may not meet with residents since they are typically at odds on issues with the laws of the city, county or state. They represent the commission on all legal matters. Just like a person hires an attorney, we hire the attorney to protect and defend our city positions. City attorneys are sworn to up hold the laws and in addition, are held to a higher standard that are ranked according to BAR. By nature of this position, it is like the judicial branch; on an island away from politics and only protecting the city. After retirement, Dick Kane ran for office in northern Florida. Mark was an assistant under Dick.

He too was a good attorney but left after an election year. Mark was well versed and had a passion for city government. He was an attorney that I thought eventually would shift to management but went into private practice. On a side note, Jenifer Frastai, Esq. worked in the City Attorney’s office and became Assistant City Manager.

David Jove was assistant City Attorney and also had a style like Dick Kane. He was well versed and kept to his job. David was an AV rated attorney and when in court is was very aggressive. He was co-council in many cases including Waste Management, we won $500,000 in that case.

He was to a fault on the island and despised the negative politics, and he decided to retire.

When David retired, we went out for a search. At that time, we were not sure if we wanted to hire a firm or keep inside counsel. I was moving to looking at outside contracting.

Well, it happened again. The family of a former patient of our agency called with a horror story of how the patient was taken advantage of by an aide that the client hired privately.

Mrs. R. had been our patient throughout the three years that her long term care insurance paid for aide services, and she was very happy with the aides we had assigned to her. However, once she was faced with paying for the aide outof-pocket, her friends convinced her that she could pay less money for help that she could hire herself, rather than work through an agency.

At first, Mrs. R was very happy. The aide she hired was kind and attentive. She helped shower and dress Mrs R, helping pick out her clothes, accessories, even her jewelry. The aide liked to listen to Mrs. R’s stories about her trips and the lovely momentos she bought back. Mrs. R also liked to talk about her designer clothes and how much she spent on her wardrobe. The aide drove Mrs R around in her late husband’s Lexus, taking her shopping, to her doctors, and to the beauty salon. And when they returned home and Mrs. R reclined in her lounge chair for a little nap, the aide prepared dinner and straightened up the house. Mrs. R told her daughter that she was very happy with this aide.

Then, all of a sudden, small items began to disappear. At first, it was costume jewelry and some twenty dollar bills that Mrs R kept for house cash. Then, it was a diamond ring that Mrs R did not to wear regularly and had put away in a secret place for safe keeping. That upset Mrs. R. She became suspicious. She questioned the aide several times, even saying that if the aide needed money, she should just ask her. The aide became defensive, even sharp and nasty. That’s when Mrs. R called her daughter. The daughter flew down, helped her mom look for everything and questioned the aide. The aide said she was insulted, and quit.

The family could not accuse her without proof, but felt that was a lesson well learned.

Dermatologist Q&A: essential tips for naturally vibrant and moisturized skin (BPT) - From creams and gels to serums and oils, moisturizers are often at the forefront of a woman's beauty routine. However, moisture can also be regarded for the negative effects it can have on skin, as in the case of sweat and surface wetness that can lead to a range of various conditions. These quintessential examples of "good moisture" and "bad moisture" demonstrate that we should consider both when it comes to a comprehensive skin care routine.

Dove Dermatologist Dr. Ellen Marmur shares the difference between the good and the bad, while offering her tips for achieving softer, smoother skin from head to toe.

Q: First, how does our skin differ from place to place on our bodies?

A: Fundamentally, all skin is made up of the same building blocks, but different characteristics such as thickness, pigmentation, hair follicles and sweat glands all factor into how we care for different parts of the body.

For example, the skin on our neck and face is very fine, while the skin on our arms and legs have more sweat glands and hair follicles. There are also unique hybrid areas such as our underarms, where the skin is fine like on our neck, but also has more sweat glands and hair follicles.

Q: With so many characteristics, does all skin need moisture?

A: Absolutely. The skin is an intricate protective layer of cells that requires adequate hydration to stay healthy and looking its best. A lack of moisture can weaken the stratum corneum (our outermost epidermal layer), which helps protect underlying tissue from bacteria and enzymes. In addition, moisture contributes to the overall softness and smoothness of skin and can help reduce itchy dryness, uncomfortable irritation and visible redness.

Throughout the day, our skin loses moisture due to a range of factors - from fabrics we wear to various climate conditions - and that moisture needs to be replenished in order to maintain the skin's overall balance.

Q: What is the difference between good and bad moisture?

A: "Good moisture" is an important element of proper skin care. It refers to applying topical moisturizers that are formulated to draw moisture into the outer layer of our skin to replenish hydration lost throughout the day.

"Bad moisture" refers to surface moisture that can disrupt the skin's healthy barrier. It can come in the form of sweat that leaves behind salt, enzymes

Ask Dr. Ron: Venting, Educating, and Change Q: Do you use a set course for your therapy Clients?

A: There are 3 aspects of treatment I normally offer my clients. They involve Venting, Educating, and Change.

Venting & Listening is usually what people want to do first, and this is therapeutic in itself. Many people are starved to talk with someone that has good listening skills. In fact, many times the closest person that is available for the client to talk to is someone who is contributing negatively to the client’s mental state. Good friends and family are to be cherished, but not all have good listening skills.

• EDUCATING THE CLIENT. After a sufficient time of venting and historytaking has occurred, exploration into the behavior and thought processes the patient displays is normally the next step. Some people are not as easy to understand as others, and they enter therapy with complicated, and often aberrant, thoughts and behaviors.

• CHANGE. This is probably the most important aspect of the therapy process, and the most difficult to achieve. While it is beneficial to vent and self-educate, without some significant change, no symptom-reduction may be likely to occur, and in fact, conditions may worsen. This “change” may involve a change in behavior or thought, or even a change in environmental conditions, and the change doesn’t have to be huge.

But some significant change needs to occur and that is the hardest part.

For so many people tend to disike change, and will stick to the devil they know.

To be fair to the readers of this article, the information written here is from the viewpoint of the psychosocial model of mental health. This involves more emphasis on understanding neurotransmitters in the brain and the drugs that are manufactured to regulate them… Both viewpoints have research that claims to back them up. Dr. Adler Using Laser In Battle Against Toe Fungus

According to the American Podiatric Medical Association, approximately 40% of patients visiting a podiatrist have complaints or signs of toe fungus. It may begin with tenderness or pain in the toe, developing into an unsightly thick, darkened nail, and it can spread from toe to toe. In fact, the fungus can get so out of control that it can infect the foot and ankle.

Topical treatment such as Lamisil cream usually is the first course of therapy for a mild or moderate case. However, long-term use or oral antifungal medication is not recommended due to the toxic side effects Lamisil can have on the liver.

This is a special risk if a patient is taking other medications, including excessive use of Tylenol that can manifest the same hepatic damage.

Over the past few years, Dr. Charlton Adler has been following closely the application and reported results of laser therapy on fungus toenails and other podiatric and wound situations.

He is pleased to announce that he now is able to add this service as a therapeutic option in his office in North Miami Beach.

“The introduction of laser in treating toe fungus has had a major impact on attacking this uncomfortable and unsightly problem,” says Dr. Adler. He further explains that Onychomycosis, the medical term for fungal infection of the nail, is often ignored because it can be present for years without causing pain. “When the fungus imbeds itself under the nail,” he adds, “ the nail surface can become darker in color and the area can develop an odor. The fungus lives on debris under the nail, and white marks can appear on the nail plate.”

Approved for the treatment of nail fungus five years ago by the Food and Drug Administration, the special appeal of lasers is that it selectively heats and destroys harmful fungi while sparing healthy surrounding skin. Because of the intensity of the heat generated by laser rays, Enrique Mechulon a specially trained and certified laser technician working with Dr. Adler, says that both he and the patient wear laser protective glasses and take several rest periods during the 40-minute process.

“I have already witnessed many success stories where patients have spent years and thousands of dollars to get rid of their nail fungus,” says Mechulon. “Depending on the patient’s general health and nail problem, it can take anywhere from one to nine treatments, but the results are there with minimum risk to the body,” he adds.

“I have wanted to offer this therapy for quite a while,” says Dr. Adler. “However, I am cautious in my approach, and I needed more proof on studies and reports.” Dr Adler adds that research shows that 80% of all toe fungus has been healed using laser therapy. “This is in contrast to topical ointments that only work 50% of the time,” says Adler, “and with topical treatment, the infection usually returns.”

Rub both sides of the meat with black pepper and kosher salt.

Heat roasting pan over a medium flame on the stovetop. Drizzle a few tablespoons of olive oil into the pan. Brown the brisket on both sides—it will take about 4 minutes per side.

Remove brisket from the pan. Drizzle a little more olive oil in the pan and add the diced onions, carrot slices and celery chunks.

Sauté the vegetables for a few minutes, scraping up the brown bits on the bottom of the pan with your spatula.

Meanwhile, in a small saucepan, melt 2 tbsp non-hydrogenated margarine over medium heat.

Whisk in flour or potato starch to form a thick paste.

Whisk in the nondairy milk, coconut milk, crushed garlic, ½ tsp salt and the saffron water. Heat the mixture over medium, whisking frequently, till it boils and thickens.

Pour the creamy saffron sauce over the cooked potato chunks, then mash with a potato masher till smooth. If using a potato ricer, push the cooked potatoes through the ricer first, then stir in the sauce.

If the potatoes need moisture, add more non-dairy milk as you mash. Season with salt and pepper to taste. Don't skimp on the salt-- I usually use around 1 1/4 teaspoons or more. The salt really enhances the flavor of the saffron. Use white pepper

‘Mommie Queerest’ - a new version of Joan Crawford’s story at Empire State Theatre SPOTLIGHT ON STAGE

By now you should know the story of Christina Crawford’s tell-all about her difficult relationship with her famous mother, Joan Crawford. In celebration of the 34th anniversary of the movie “Mommie Dearest,” which became a cult classic for the last seven years. Police promote nine officers during a ceremony at the City Commission meeting • Three patrolmen were raised to the rank of sergeant, three sergeants were named captain and three captains were named majors Continuing a tradition of recognizing talent and promoting officers from within the department, Hallandale Beach Police promoted nine officers last week during a ceremony at the Hallandale Beach City Commission meeting.

Three patrolmen were raised to the rank of sergeant, three sergeants were named captain and three captains were named majors. Each officer was pinned with a new badge indicating their new rank. In on the pinning ceremony, were, front row from left, Chief Dwayne Flournoy, new sergeants Gregory Hippolyte, Megan Jones and Thomas Montellanico, new captains, Ra’Shana Dabney-Donovan, Terrence Thouez, and Ed Diaz, and new majors, Stuart Shook and Sonia Quinones, and Assistant Chief Mike Martinez. New Major Pedro Abut was at school and unable to attend the ceremony. The new officers were honored by City Commissioners, back row from left, Commissioner Keith London, Commissioner Michele Lazarow, Mayor Joy Cooper, Vice Mayor Bill Julian and Commissioner Anthony Sanders.

Hyde Beach Kitchen and Cocktails at North City Beach Park is now open

Vice Mayor Julian was honored for exemplary service to the educational community Hallandale Beach Vice Mayor Bill Julian, second from right, was honored last week by the Broward County School District for exemplary service to the educational community through a number of initiatives. Broward County School Board Member Ann Murray, District 1, right center, presented the proclamation on behalf of the school district. Among the annual projects of the Vice Mayor are an annual food drive for the Hallandale Food Pantry which is

a friendly competition between the schools, and the Kiwanis Pasta Dinner.

The Vice Mayor just started the annual food drive by placing collection boxes at each school.

Funds raised through the pasta dinner are distributed to the schools. The top school in the food drive is awarded a trophy.

The Hyde Beach Kitchen and Cocktails at North City Beach Park opened this weekend. The new multi-level complex includes public restaurants, lounges, offices and shops. Among the offices in the new complex is the City’s Ocean Rescue Lifeguards. The lifeguards relocated to the complex from the Beach Fire Station.
