News – On Tuesday, Sept. 24, with Carter in front, the members of Cruisin’ the Dub A & W, left to right, Kevin Smith, Bob Foss, Bill Close and Chubby Kelly with the support of TISMA (Thousand Islands Street Machines Association) delivered $1,000 worth of cat and dog food, kitty litter, dog bones and toys to Leeds-Grenville OSPCA branch manager Marianne Carlyle (second from left). This group meets at the A & W Restaurant on Parkedale in Brockville each Tuesday, from June to September and raises funds to donate back to the community. For the 2013 season, Cruisin’ the Dub has raised close to $8,000 which has been donated, either monetarily or through merchandise, to the Multiple Sclerosis Society of Leeds and Grenville, Loaves and Fishes Brockville and Leeds and Grenville OSPCA. COSTS The example given was most comparison cities allocate between $6-15 as the cost per capita impact, whereas if Brockville adopted that method, then Brockville’s allocation of impact would be $33.69 (Brockville allocations $45.69 - $12 = $33.69). “To really compare costs, the city needs to reduce the cost per capita of $404.31 by $33.69,â€? to $371, suggested Larocque. The points COPS wants to make is: • to have full disclosure and transparency from the city regarding the BMC report (tax letter graphs) and who created this material, • BMA, Provincial FIR and even Statistics Canada cautions against use of the data they have when comparing to other communities, • COPS feel the information in the tax letter positions Brockville Police costs unfairly in comparison to other communities, • to be advised that COPS is not downplaying the costs of policing, experienced by all municipalities in Ontario, • both citizens and the city council should be knowledgeable regarding issues. So, what are COPS concerns? “City council seems to be focused on getting the costs from the OPP,â€? said Larocque. “Many communities already have OPP contracts as this is not a new situation and

we should understand their experiences.� He went on to say that the OPP cost proposals show a lower cost, but what will the future increase be? Larocque also touched on what others have said about OPP costs such as the Ontario Auditor General’s Report on OPP Costing 2012, available at www. auditor.on.ca, as to the recommendations regarding staff deployment and cost controls. From the Ontario Mayors Coalition on affordable Sustainable Accountable Policing, www.mayorscoalition.com, some municipalities’ policing costs have doubled, there’s no direct control over how money they collect is spent, no accountability back to the municipality paying the bill, no control over policing strategy to name a few. As for the Association of Municipalities of Ontario, www.amo.on.ca/advocacy, at its August 2013 conference, AMO president Russ Powers was straight to the point. “We can’t afford our OPP contracts and we can’t afford the wage increases that the OPP is about to get.� The Ontario Association of Police Service Boards, www.oapsb.ca/advocacy indicated that basic service levels are determined unilaterally by the OPP and service rates are determined by the provincial government and largely driven by labour costs as negotiated between the province and the OPP Association.
