WYOMING TO BUILD HUNDREDS OF SPACES FOR TRUCK PARKING ALONG I-80 IN EVANSTON

The U.S. Department of Transportation has awarded a $26.6 million grant to Wyoming to build 365 truck parking spaces along Interstate 80 in Evanston. Gov. Mark Gordon reacted Dec. 12 to news about the allocation by noting the federal funds "will alleviate the impacts to the community caused by hundreds of tractor-trailers seeking somewhere safe to park." The funds were granted to the Wyoming Department of Transportation from the 2023-24 federal Rural Surface Transportation Grant program. "This is a crucial project for Wyoming. It's an investment in our road infrastructure that will help address pedestrian and vehicle safety hazards that occur when winter weather forces the closure of l-80," Gordon said.

According to WYDOT, the planned truck parking in Evanston is located in southwest Wyoming, which "can be inundated" with commercial vehicles and other traffic during a long-duration closure of I-80, which can strain local resources, street parking and other infrastructure. Winter storms can force road shutdown for several days: Beyond serving as a safe place to wait out the state's infamous winter weather, Wyoming Trucking Association CEO Sheila Foertsch said having adequate parking is essential to the industry since it provides a place for drivers to meet their required hours of service breaks.

"Truck parking continues to be one of the highest priorities for both truck drivers and motor carriers," Foertsch added. "Safe, well lit, accessible parking makes the nation's highway system safer." Parking area construction is expected to begin in the spring of 2026 depending on design timing, the project-letting schedule and other potential scheduling considerations.

Completion is estimated by 2028. The price tag for the project is $33.3 million. This is the third competitive federal grant in 2023 that WYDOT has been awarded, which Director Darin Westby said should bring the state a great sense of pride. "This is just another example of how hard the people of WYDOT work to make use of any available resources for the betterment of Wyoming's transportation systems and the residents, tourists and commercial drivers who use them every day," Westby said."

We appreciate the support from the governor's office and the Uinta County Senior Citizens Board, both of which were integral to us receiving these federal funds." The Uinta County Senior Citizens also has committed to providing limited on-demand transit service to truck parking areas once constructed to help manage truck congestion and help truck drivers reach critical services. With this grant, WYDOT has applied for and received some $64.2 million in competitive federal grants this year.

In September, WDOT opened a new parking area for 200 trucks along I-SO near Rawlins using funds from a $27.7 million federal grant. There is about a 200-mile distance between the Rawlins truck parking area and the new one planned near Evanston, which is closer to the Utah border. Congratulations to Jessica White on securing a very impressive thirdplace finish in the Transition to Trucking Driving for Excellence Award, a national competition honoring distinguished veterans who transition from the military to professional driving. Stevens Transport is proud of Jessica for being selected in the final 3 amongst thousands of applicants. Jessica appreciated the opportunity noting that "everyone had a chance to win." She received a $5,000 award supplemented by an additional $2,000 from Stevens Transport, in honor of this prestigious recognition for her leadership in trucking and her many years of commitment and excellence serving our country. In pursuit of continued success and career advancement, Jessica will transition to the role of Resident Instructor where she can share her expertise and assist and mentor new drivers with BEST Safety Practices.

ATRI: California's Zero-Emission Goal Comes at High Cost Increased Electricity Prices, More Trucks Will Be the Likely Outcome

California's race to have near-total-zero-emission passenger vehicles and heavy trucks will result in a greater need for electricity at higher prices and more commercial vehicles to deliver today's amount of freight. These findings and others are based on a new analysis released Dec. 18 by the American Transportation Research-Institute called "Is California Ready for an Electric Vehicle Future?" With California instituting aggressive laws (being copied by other states) to eliminate carbon fuels from its interstate transportation, ATRI took a microscope to view a likely impact of a full EV evolution. ATRI's new analysis is a companion to its December 2022 report "Charging Infrastructure Challenges for the U.S. Electric Vehicle Fleet." That report determined that full electrification of the U.S. vehicle fleet would need much of the nation's present electricity. Domestic longhaul trucking would use more than 10% of today's electricity, and an allelectric U.S. vehicle fleet would use more than 40%.

At present, California has enacted greenhouse gas emission-reduction laws ordering trucks and buses operating there to transition to 100% zero-emission transportation where feasible by 2045. The state also set a target for 100% of in-state sales of new passenger cars and trucks to be zero-emission by

2035. ATRI's latest forecast notes that state mandates would result in California having to generate 57.2% more electricity than today's output of 197,000 gigawatt hours (GWh), which is insufficient to meet present demand. That means California must now import 50,000 GWh to provide the state with adequate electricity supplies. If California's EV plans are met, the state will need to consume 57.2% more electricity than it does today, according to ATRI's earlier report. After Hawaii, California has the secondhighest average kilowatt hour cost for electricity (at 22.33 cents), according to a U.S. Energy Information Administration national electricity profile for 2022, which are the latest figures available. "With new battery-electric vehicle trucks costing more than $425,000 - more than double the cost of a comparable diesel truck - California's supply chain will get more expensive. Additionally, the cost to power a battery-electric truck, including equipment, installation, utility upgrades and electricity, could be as high as $1.21 per mile, nearly double the cost per mile of diesel fuel," ATRI stated. EV charging for trucks also will spark another financial cost in truck parking facilities (already falling significantly short of demand). "Adding a charger at each of California's 13,144 truck parking spaces would cost between $1.472 billion and $2.878 billion for just the purchase and installation of the charging units," ATRI noted. Another consequence facing California is that EV batteries translate into heavier vehicles on roadways and bridges, many of which today are aging and need of repairs or replacement. ATRI contends data from its 2023 Operational Costs of Trucking report demonstrates that one-third of the truckload sector would suddenly be too heavy for U.S. roads if today's diesel tractors are replaced with much heavier electric trucks. This electrification of the industry in California would result in more EV trucks needed to move the same amount of freight as a diesel truck, "For every 1,000 trucks, an additional 343 trucks would be required due to battery weight," ATRI stated. video technology CAPTURING INSIGHTS TO MITIGATE RISKS In the rapidly evolving landscape of transportation, the integration of cutting-edge video technology is reshaping how fleet managers approach safety and risk mitigation. The prevalence of cameras on heavy-duty trucks has surged, with fleets adopting forward- and inward-facing cameras to not only coach drivers and reduce liability but also to unlock a trove of operational insights. According to Rajesh Rudraradhya, CTO at video telematics provider Lytx, industries across the board are creatively leveraging video to enhance safety and operational efficiency.

The narrative has shifted from convincing fleets of the need for video to fleets seeking tailored solutions for their specific challenges. Jean-Sebastien Bouchard of telematics provider Isaac Instruments emphasizes that while crash aftermath analysis remains a primary reason for deploying cameras, fleets are increasingly proactive, using video to cultivate a safety-centric culture.

The last five years have witnessed a swift adoption of road-facing and driver-facing cameras in the trucking industry, driven by cost reductions and quality enhancements. The incorporation of artificial intelligence and computer vision has introduced real-time risk identification and driver alerts. Abhishek Gupta, VP of Product at Motive, notes that this not only improves driver behavior but enables fleets to be proactive rather than reactive in addressing safety concerns.

One standout advancement is the nuanced use of AI to consider situational context. Video safety systems are evolving from treating all instances of speeding or following too closely equally to assessing the specific

safety risk involved. Jeff Griswold, VP of Product Management at Solera, emphasizes the importance of identifying and annotating risks, streamlining them into a workflow for fleet management.

The scope of video technology extends beyond safety, delving into operational enhancements. Telematics providers are helping fleets track safety trends, manage risk effectively, and even improve fuel efficiency.

Matthew Carter from Trimble highlights the integration of video metrics with engine data, safety scores, and real-time evaluations to provide a holistic view of each driver's safety performance.

In addition to forward and inward-facing cameras, the broader perspective provided by side cameras is gaining traction, helping fleets exonerate drivers and prove responsibility in accidents involving objects or vehicles coming from the side. The evolving capabilities of camera technology, including high-definition videos, could aid in preventing crashes. With these advancements, the successful deployment of videobased safety systems hinges on driver acceptance.

Andrew Hulme began his career with Stevens Transport in 2013. Shortly after, he set a goal to become an Owner-Operator and purchased his Freightliner Cascadia from the company in 2014.

Andrew is a role model and integral part of our Independent Contractor Division.

Hulme was drawn to Stevens Transport for its extensive training program, encompassing diverse terrains, and all regions spanning across the United States. The adventure of exploring our great nation as an over-the-road driver set Stevens apart from other carriers. The over-the-road training was both exhilarating and challenging and he attributes much of

Celebrating a decade with Stevens Transport holds profound significance symbolizing hard work, stability, and the support of a reliable team, including Driver Manager Russ Hogue. For Hulme, one of the best aspects of working at Stevens Transport is the autonomy and satisfaction that comes with being an owner-operator, affording him the flexibility to manage his income and enjoy ample home time.

Beyond work, Hulme brings a wealth of experience.

Originating from Sri Lanka and currently residing in Port Orange, FL, Hulme has traveled to 48 countries and holds a degree in Political Science. Notably, Hulme served as a White House Intern during the Clinton Administration where he had the honor of meeting the First Lady. Outside of his professional pursuits, Hulme finds enjoyment in spending quality time with family and friends and exploring different travel destinations around the world.

Daniel Santana - Body Shop Supervisor

We are happy to announce that the Paragon Leasing Employee of the Year is Daniel Santana. Daniel has been with Paragon for almost 8 years and has grown through the company as a star employee.

Daniel began his Stevens Transport career on the Body Shop floor working primarily on fleet repairs. He later transitioned to the Paint Shop, demonstrating excellent work in this area as well. His work ethic on the floor, with our techs, and great customer service with our drivers is what led to his next role as Leadman, managing the Body Shop floor. During this time, he flourished and was promoted to Body Shop Supervisor and has been doing an incredible job!

Daniel has always been a team player and approaches all tasks with an open mind and positive attitude. He continually puts Stevens and Paragon first while also assisting drivers, techs, and the support teams. Daniel’s leadership skills and vast knowledge of duties and roles has had a direct effect on the success of the Body Shop floor and make him an invaluable asset to Paragon.

When Daniel is away from work, he enjoys his family time and coaches his son in soccer and boxing. We are very proud to have Daniel Santana on the Paragon Team!
