News – Smiths Falls town councillors unanimously supported bringing the rezoning of the former Hershey plant to allow for a plastics melting operation to the Dec. 15 council session, citing an economic opportunity. They also pledged to ensure the community’s safety as the operation moves forward in the provincial approvals process. “We all know we have to be cautious as we move forward, but we also know we need to move forward,” said Coun. Dawn Quinn. She urged residents with outstanding questions to contact a town councillor or town staff member to share their thoughts before the item comes to council. Mark Greer, a concerned resident, attended the public meeting Nov. 17 as well as this week’s council meeting. “I have a feeling it may have to go to the OMB (Ontario Municipal Board),” he said. Any decision of council is subject to appeal to the OMB. This week, councillors were satisfied with the year long, rigorous nature of the Ministry of Environment & Climate Change’s (MOECC) Environmental Assessment (EA) process, which Summit Energy Inc. must still move through before it can open its doors. Councillors accepted staff’s recommendation to approve the rezoning of the former plant that will allow for a 60,000-square-foot

plastics melting plant in the rear of the former chocolate factory. The application is the first of its kind in the province and perhaps, in the country. Public concerns from the outset have focused on the environment and health of those living in the area with the presence of residential homes and schools nearby. The Leeds, Grenville & Lanark District Health Unit identified these concerns as an area where more information is needed. The town is seeking further information from the MOECC through its EA process, on which the municipality will be deemed a consultant and can provide comment. “We will be active in the process of approval. We want to make sure it’s as safe as it can possibly be for the community,” assured Mayor Shawn Pankow. “I don’t think we can say no to what could be an opportunity at this stage.” In its first stage, Summit Energy Inc. proposes to melt eight tonnes of plastic a day and convert it into gasoline and oil that can be put to use right out of the plant. Jake Jenkins of Summit Energy Inc. attended this week’s meeting and confirmed 60 per cent of their output will be in diesel fuel, 20 per cent gasoline and 20 per cent home heating oil. The plant will operate 24 hours a day, seven days a week and 365 days a year with an initial staff of 18 individuals. plant’s production to a maximum of 80 tonnes a day and incorporate the burning of Styrofoam, PVC and ABS, which have a different set of outputs. The addition of PVC, Styrofoam and ABS were added into the town’s suggested definition of a pyrolysis facility to allow for this future use. When the company is ready to make this leap another EA process will be undertaken. According to a letter written by Steve Burns of MOECC, pyrolysis is considered a thermal treatment process and would need to meet the Environmental Assessment Act (EAA) and Environmental Protection Act (EPA). This process would look at potential environmental impacts, which includes air, water, natural, cultural, social and economic elements. “Until such time as the company has satisfied applicable EAA and/or EPA approval requirements, Summit Energy is not in a position (under provincial environmental legislation) to establish or operate a waste management facility which involves pyrolysis,” reads Burns’ letter. Until the ministry signs off, the town will not lift its Holding Zone from the approval. This hold will ask for confirmation of ministry approval, as well as a development agreement that sets out a threshold for acceptable truck traffic (50 to 60 a day); and securities respect-
