In Hogan's report to town council back in January, he indicated a Parsons' consultant mentioning angled parking was less safe than parallel parking for ramps that exit the back of the van into traffic. Part of the benefits of consulting with persons with disabilities is avoiding making decisions through assumptions. "Before my accident, I was that guy, too," Hogan said. Director of public works, Troy Dunlop, said, "It's a yielding environment where the cyclists yield to people regardless of disability." Mayor Shawn Pankow said the town's objective "is to certainly create a safer downtown and that does mean trying to balance the means of a variety of people in modes of transportation." "We adapt but we shouldn't have to adapt," Hogan said. "Spend a day in a wheelchair, it will change you." "It breaks my heart to hear you say you have to make due," noted Coun. Niki Dwyer. "That's not the type of community that I want to live in."

Bingley stated an accessibility committee could help the town be proactive and prepared by the year 2025, when Ontario's Accessibility Action Plan is to be in place. Since 2005, organizations and businesses have been removing barriers to make it easier for people with disabilities to participate in their workplaces and communities. "But we can start now," said Bingley. "We are a wonderful town and I really think that we can do this." Bingley quoted the movie, Cheaper By The Dozen 2: "Settle with the past, engage in the present and believe in the future." Coun. Lorraine Allen said she's cared about this issue for nine years when she first ran for council. "I don't think we're there yet and I really believe that this committee would be helpful over the next for year," she said. Coun. Jay Brennan added: "We can set up an accessibility committee. I think part of the requirements were the majority of the committee needs to be people who have disabilities, (and) 2025 will be here before you know it. We've got some things to do, specifically the town hall and we want the ability to have you there." Bingley's not the only one who is having trouble with accessibility throughout the town. Marshall Hogan, during a presentation to council, said he is worried about potential bike lanes on Beckwith Street, and his ability to exit from his vehicle safely. Director of public works, Troy Dunlop, gave an update during town council's committee of the whole meeting July 8 at the Smiths Falls Memorial Community Centre. Dunlop said the bridge, which was closed in 2015, needed a fresh set of eyes. Last fall, town staff reached out to Keystone Bridge Management Corporation from Kingston to review the structure reports from 2015, noting there is some restoration value to the structure. The Confederation bridge is a pony truss bridge constructed in 1904 and is considered historical for its material. Dunlop said right now the bridge has a heavilycorroded lower section and that was one of the main reasons as to why it was shut down four years ago. The bridge has been confirmed to have lead paint, which would have to be dealt with as part of the re-

"We also have the ability to restore vehicle traffic, or not restore vehicle traffic and just simply pursue active transportation." Coun. Wendy Alford said now that that they know there's lead paint that can factor into what the costs are. "I'm supportive in hearing what our options are: a one-lane vehicle or an active transporta-

tion bridge and what those would cost." "If the bridge was replaced with a single lane bridge then the depth would be wider," said Dunlop. Coun. Lorraine Allen commented: "In my opinion, I would like to see the bridge restored and have its historic name be kept and I hope we can do that." Dunlop will report back to council with an update on costs association with the various aspects of this project.

FORMER FIRE CHIEF PLEADS GUILTY THEFT, FRAUD, BREACH OF TRUST LAURIE WEIR ljweir@metroland.com A former eastern Ontario fire chief pleaded guilty to charges of theft, fraud and breach of trust Monday July 8 in Brockville criminal court. Sentencing for Gerald Bennett, 61, of Elgin, who was the chief for the Town of Gananoque with contracted services to the Township of Leeds and the Thousand Islands (TLTI), will be held Sept. 3. It was back in 2016 that Bennett was charged with 15 counts of fraud, six counts of uttering forged documents and three counts of breach of trust. Shelley Fournier, chief administrative officer of Gananoque, who was the former di-

rector of corporate services for the Town of Perth before leaving for the new position in Gananoque in 2015, spoke with the Record News on Wednesday, July 10, about the court case. Fournier said she spearheaded the investigation, uncovering schemes and going through fake invoices and providing those findings to the OPP's anti-rackets unit. Through searching Bennett's emails, she found invoices from people to whom Bennett was selling the town's products - including Lanark Highlands, BBD & E and Arnprior fire departments. "It was a very difficult time, realizing it wasn't just one transgression. It was over a number of years and a number

Fournier said Bennett sold analogue pagers to these other departments at a reduced rate with cheques made out to the fire association, not the town, who owned the property. "All the revenue wasn't coming to the town," she said. "The town doesn't have access to the association's books. Once we saw one invoice from

Arnprior that the fire association expensed them, I asked the association for their books and that's when it really unfolded. The money that was coming in was being turned over to Gerry (monthly)." According to Bennett's lawyer, Joshua Clarke of Armoured Suits: Criminal Defence Lawyers, who was contacted by the Record News, Bennett "has apologized for his actions, explained how embarrassed he was and how he hopes to be forgiven." Bennett has been in counselling for Post Traumatic Stress Disorder (PTSD), Clarke said. "He started counselling around the time he was suspended in 2016. Diagnosed with PTSD related to work traumas - seeing people die. Has been following treatment since," Clarke noted. Bennett's restitution includes payback to the township in the amount of $11,240.75; to the town $13,733.70 and to the firefighters' association in the

deep connection to this professionally, but on a personal level she's married to a retired fire chief, Steve Fournier, who was the Perth chief for many years before retiring in 2016. He then moved to an interim chief position for the Township of Rideau Lakes, a role he no longer holds. Currently, he is the reeve in Drummond North Elmsley Township. He was acclaimed during the 2018 municipal election. "Because my husband is a retired fire chief, I hold the position in such high regard," Fournier said. "I think it hurt me more than what most CAOs would feel. I don't want this one individual to reflect badly on the legacy my husband had, or the legacy of other fire chiefs across Ontario."

amount of $20,699.50, for a total $45,673.95. The investigation into charges against Bennett began in 2016, and Fournier said Monday, July 8 was a day of closure. "It was exhausting for sure. It started back in September 2016 when we became aware of it," she said. "I'm relieved that the matter has finally concluded ... I think I was the only one that has seen this thing through from beginning to end. “With the election, the turnover in council, in the township a different chief administrative officer, different mayor, treasurer ... " Fournier provided a victim impact statement in the case, which she shared with this newspaper. "Monday was a day of reckoning. It was the opportunity to speak and let the truth be told. And of

course, by him pleading guilty, he recognized he was guilty of all these (charges)," Fournier said. Bennett was an employee of the town, with services contracted to the township. He was placed on paid-administrative leave in September 2016 and fired in November. There are now two full-time fire chiefs for the town and the township respectively Steve Tiernan in Gananoque, and Rick Lawson in TLTI. As for a dual role for one chief, Fournier said they're a little hesitant to get back into that relationship, but she sees the township and the town moving forward in a positive direction. "I just think we should close the book on this one," she said. "Emergency services are so important. We really need to have a good working relationship with one another." Fournier not only has a

When an AMBER Alert lit up cellphones around the province July 11 at 3 a.m., many called 911 not to report a sighting of two missing boys and their grandfather in York Region, but to complain about the early wakeup call. This was the fifth such AMBER Alert to have been issued in 2019 since the Canadian Radio-television and Telecommunications Commission pushed for the distribution of emergency messages across wireless networks in April 2018. All but one instance had a happy outcome. In this case, the boys and their grandfather were found safe an hour and a half later. It's not something police services use lightly. Later that morning, Ontario Provincial Police (OPP) noted 911 is "not an appropriate venue to complain about AMBER Alerts." "The OPP recognizes the inconvenience the alert may have caused, but will not apologize for using all of the tools available to help locate a missing child," the OPP stated in a press release. It's not the first time it's happened and probably won't be the last. When an alert was issued in May, Niagara Regional Police took the step of releasing audio from a 911 caller's complaint to set an example. It doesn't seem to have worked. The flood of angry 911 calls has prompted people to muse whether those calling 911 calls for such inconveniences should be punished. We think they should. The 911 system is for emergencies and using it to complain ties up the line in the event of actual emergencies. And missing a few hours of beauty sleep is not an emergency. It's difficult to understand how the mild annoyance of being woken up in the middle of night is more important than a missing child. The fact of the matter is, it isn't. Is the alarm jarring and annoying? Sure. But it is for a reason. What if it was your child? Wouldn't you want the message to be spread far and wide to aid police in their search? In cases like these, the more time ticks away, the less likely it is a child will be found safe. Some feel an opt-out method could improve the system, similar to what is done in the United States, where different levels of alerts are issued. People have the option of receiving all, or only certain ones. The bottom line is, use your common sense. The 911 system is not for complaints about loss of sleep, to order beer or pizza or whatever else. There is a solution if you want to avoid being awoken in the night - simply turn your phone off.

SAYING IT ON SOCIAL MEDIA YOU READ: COMPLAINTS AGAINST SMITHS FALLS MAYOR UNFOUNDED

I am writing in response to Mayor Shawn Pankow's comments about toxic Facebook comments in the article published by this newspaper. I never expected a different outcome for these meritless complaints; however, I am concerned that we may lose something that this town is very lucky to have - a mayor willing to communicate on social media and help stop the spread of misinformation. Not every small town can boast this about their elected officials. Nowadays, almost every Facebook post from the mayor's page is met with childish name-calling, endless petty banter and speculation of our elected officials' personal lives. There are even groups that are dedicated to bashing Smiths Falls in any way they can until the next election, which is still three years away. These are people more concerned with getting attention and "likes" than

making Smiths Falls better. I personally love to get municipal updates via Facebook, without having to go offsite, and I applaud the mayor for being reachable on this platform. We may lose this, however, if the constant toxicity spewed on the mayor's page continues. So, please, if you truly care about this town, do not do or encourage this unbecoming behaviour of Facebook "trolling." It hurts the town and its residents.

COMMUNITY SAFETY ZONE REMOVED FROM ROAD IN FRONT OF SMITHS FALLS' OLD ST. FRANCIS SCHOOL SITE DESMOND DEVOY desmond.devoy@metro land.com The community safety zone on Elmsley Street North has been removed. One of the last remnants of the old St. Francis elementary school was removed this past week following a decision by town council on Monday night, June 24. "The old St. Francis school has closed," said Nadine Bennett, town hall's deputy clerk. The school merged with St. James the Greater school and moved to Ross Street on the south side of town. In the meantime, "we left up the community safety zone," said Bennett,

waiting to see what the Catholic District School Board of Eastern Ontario decided to do with the property. "We would have to remove all of the signage," said Bennett, including the flashing lights at Market Street North and Elmsley. "That would be eliminated." (The Record News observed the flashing lights warning of the 40 km/h limit at mid-afternoon on Tuesday, June 25, but saw that they were removed a day later.) "There's no need to use it (now)," said Coun. Lorraine Allen, before suggesting that the signage removed from Elmsley Street could be moved elsewhere

in town where "they don't have any signage." Bennett said that there would be "not much" of a cost to remove the signage, before noting that, for both school boards, there are "a lot of changes to our school (start) times," and that, as such, "we are reviewing the crossing guard times, to ensure that we coincide with the new school times," Bennett said. "We wanted to make sure everyone was safe."

JUST THE FACTS A road cut on Broadview Avenue East just before Carss Street in Smiths Falls since April - due to the result of a sewer service repair from the property just behind it - will be paved soon. Smiths Falls director of public works, Troy Dunlop, stated in an email: "At the time of the sewer repair, hot mix asphalt products were not available. As a result the temporary road cut has been maintained with granular materials to this point." The exceptionally rainy spring has resulted in a backlog of work for many of the paving companies, and as a result, there

SALES, Graham Louis It is with heavy hearts that his loved ones announce the sudden death of Graham Louis Sales on July 12, 2019 at Ottawa General Hospital, from cardiac arrest following a very recent diagnosis of a rare and extremely aggressive form of non-Hodgkin’s lymphoma. Graham was predeceased by his parents Harold and Lyn Sales. He will be greatly missed by his partner and best friend Pat Lovell and her family, including parents John and Theresa Miller, brothers Brian (Louise), Barry (Barb), Timmy, and Terry, sisters Pauline Stuart (Richard) and Penny Tracey (Gerald) as well as by Pat’s children Kirtus Evoy (Lisa), Janel (John Gonzales) and Markus (Mallory Gilbert). Graham will also be deeply missed by long time family friends Pam and Phil LaPalme, Keith Clarke (Yelitza) and Keith’s children Gregory and Catherine. At the time of his death, Graham had been retired for eight years following a successful career with Ontario Correctional Services, serving most recently as Operational Manager, St. Lawrence Valley Correctional & Treatment Centre. Graham’s service was distinguished by his unwavering commitment to the rehabilitation of inmates with whom his communications were characterized by respect and compassion. Graham brought these same qualities to all of his interactions with others. He was known for his kindness, generosity, loyalty, open-mindedness and genuine interest in the views of others; he listened deeply and without judgment. He was a true gentleman with a terrific sense of humour and the integrity that comes from the confidence to be true to himself at all times. JANNEY, Lynda Mary (Firth) June 10, 1949 - July 5, 2019

Lynda Mary Janney was born in Ottawa on June 10, 1949. She was the daughter of Mary Anita Smith and Joseph Edward Firth, and the sister of Lorna Agnes Firth and Martin Joseph Firth. The Firth’s had a cottage on the Rideau River just past Manotick, Ontario which was adjacent to her grandfather and grandmother’s cottage. Lynda, Lorna and Martin spent many weekends and summers there and it was these experiences that shaped her love of the countryside and cottage country. Loving mother to April Rebecca Desjardins (nee Janney) and Douglas Matthew Janney Jr. as well as grandmother to Kevin Desjardins, Bradley Desjardins, Kayla Janney and Alyssa Janney. Lynda attended Immaculata High School in Ottawa and joined the Federal Public Service in 1967. During the 1970s she studied Human Resource Management at Algonquin College and the University of Ottawa. Following this, she entered the Human Resource Management field in the Public Service. She held various HR specialist positions and HR management positions in the Ministry Secretariat of the Ministry of the Solicitor General and in Health and Welfare Canada. She then moved to the Human Resources Branch of the Treasury Board Secretariat as an Executive where she dealt with organizational change at the most senior level and made recommendations to the Treasury Board. In 1970, Lynda met Doug Janney Sr. and married him on January 6, 1973. She shared his enthusiasm for cottage and country living with Doug and her children on Spectacle Lake, in Madawaska, Ontario and became a fishing partner too. There never was a dull moment as Lynda took on the role and responsibilities of not only a wife but also as a mother. During the same time she encountered increasingly more challenging work including being a ‘hockey Mom’ around the hectic and busy hockey schedules of both April and Doug Jr. Lynda was elected President of the Ottawa Women’s Hockey League in approximately 1982. Having owned several antique automobiles, she and Doug were also members of the Historical Automobile Society of Canada (HASC).

MERAW, Louis Earl Of Otty Lake, passed away peacefully on Friday, July 12, 2019 at Kingston General Hospital in his 91st year. Lou was the loving husband of the late Lorna Meraw. Cherished stepfather to Robert “Bud” (Joan) Harvey, and Teresa Hanna. Cherished grampa of Erin (Dave) Firlotte, Amber McFadden (Kevin), Jessica (Joe) Kilpatrick, and Megan (Craig) White. Great-grampa of Alex and Samantha Firlotte, Ben, Rylin, and Laura Kilpatrick, and William, Cameron, and Jackson White. Cherished brother of Bert (Helen) Meraw, and Pat (Jane) Meraw. Lou is predeceased by his brothers Wilfred, Larry, Michael (Sylvia), and his sister Betty. He will also be lovingly remembered by his many nieces, nephews and friends. In 1995 Lynda became involved with the Federal Science and Technology workforce and their HR issues. Lynda was instrumental in developing and implementing a framework and a process which resulted in improved human resources management of the Federal Science and Technology community. This framework and process became the norm for broader policy issues and was a model for other communities in the federal public sector such as the newly created Food Inspection Agency. As a result, in December 1999 Lynda received the “Head of the Public Service Award” presented by the Clerk of the Privy Council for valuing and supporting public service employees. After 35 years in the Public Service, Lynda retired in July 2002.

Following the introduction of Bill C-17 on Firearms Safety, Lynda was appointed by Justice Canada and the Chief Provincial Firearms Office of Ontario as an Instructor and Examiner.

Lynda and Doug moved to Renfrew in 2002. Shortly after they became members of the Eganville Baptist Church. Lynda created beautiful paintings and artwork which her grandson Bradley continues today because of her sharing passion for the arts, whereby her other grandson Kevin plays guitar which Lynda never missed a concert. She was also an avid reader and was a member of Renfrew’s “For the Love of Reading Book Club” including being a Trustee on the Renfrew’s Library Board for approximately 7 years, eventually becoming Chairperson. In March 2019, Lynda was diagnosed with stage IV lung cancer which she ultimately lost her battle on July 5, 2019 with her family by her side at the Renfrew Victoria Hospital. There will be a celebration of her life to be arranged shortly where friends and family are welcome.

Paul was an accomplished Sommelier, a member of the National Capital Sommelier Guild and an avid lover of food and wine. He was a certified Lawn Bowling Level 2 Umpire and Competitive Coach in both Canada and the U.S. Paul enjoyed his retirement beside the love of his life, Glenda, summering at Sauble Beach and wintering at Maple Leaf Golf and Country Club, Florida.
